International group sees hope for GPH-MILF peace process COTABATO City––The new head of the International Monitoring Team-Mindanao 10 (IMT-M10) recently arrived in the country and expressed optimism for the success of the on-going peace negotiations between the Philippine government and the Moro Islamic Liberation Front (MILF).

Major General Dato Sheikh Muksin Bin Kasan took over as head of the IMT-M10 on last Sunday, March 15 in a ceremony held in Cotabato City.

“The duty towards peace for the past 17 years has gone through turbulence, calm, good progress and challenges. The situation now is stable but tense and we hope that peace will prevail in Mindanao,” said Major General Kasan said.

The IMT-M10 head, together with top officers of the Coordinating Committee on the Cessation of Hostilities (CCCH) both from the government and MILF side; the Ad Hoc Joint Action Group (AHJAG) of the government; the Office of the Presidential Adviser on the Peace Process (OPAPP); and the local media also welcomed the new members of the

CAGAYAN de Oro City-The Mindanao Development Authority (MinDA) and Seoul National University of Science and Technology (SEOULTECH) signed a Memorandum of Understanding, both pledging support initiatives geared toward urban planning with highlights on climateproof development, Tuesday (March 17) at Koresco Hotel here.

She said that Phividec’s 76 locators and service providers are now certified compliant with the country’s labor standards. The Certificate of Compliance has a validity of two years and exempt establishments from the DOLE’s annual assessment.

Davao Norte is 98% ready for Palaro 2015—official says

TAGUM City — The province of Davao del Norte is “98% ready for Palarong Pambansa 2015,” claims Cesar Abalon, the Department of Education’s (DepEd) Schools Sports Events and Activities Unit Head.

According to Abalon, the province of Davao del Norte has successfully passed the evaluation and ocular inspection of playing venues to billeting areas, conducted by a team of evaluators last week.

“There is something unique in every host. But with DavNor, it is the playing facilities, the billeting, the warmth of the people and the all-out support of the Governor [Rodolfo del Rosario] with his drive to make this the best Palaro ever,” Abalon said.

A technical conference—composed of various DepEd officials , sports officials from various regions across the country— was held last March 10 to finalize the preparations of the said annual sporting event.

Jason Razal, a member of the combined inspection team from the DepEd and the Philippine Sports Commission, said that Davao del Norte is prepared in hosting the Palarong Pambansa 2015 and billeting the close to 10,000 athletes and officials in the seven-day games.

Duterte raises PHP1M for SAF 44 children's educational fund

AVAO City -- Mayor Rodrigo Duterte raised PHP1 million donated by his friends for the education fund of the children of 44 Special Action Forces (SAF) troopers slain during the “Operation Exodus” in Mamasapano, Maguindanao in January.

Duterte handed over the PHP1 million check to Philippine National Police (PNP) 11 Deputy Director for Administration P/Chief Supt. Federico Dulay during the civic military parade on Monday when the police contingent briefly stopped in front of the Rizal Park stage.

The check is payable to the PNP special assistance fund.

Duterte saidd he was

able to raise donations from rich friends who have been helping him for a long time for the financial assistance to cancer patients in different institutions in Davao City.

The mayor however begged-off to name his friends, who requested not to be identified.

THE scheduled visit of Moro Islamic Liberation Front (MILF) Peace Negotiator Mohagher Iqbal to Cagayan de Oro City on March 26 is a welcome development for the National Commission on Muslim Filipinos (NCMF), NCMF Regional Director for Northern Mindanao Atty.

Ombra C. Gandamra said yesterday.

Iqbal along with Presidential Adviser on the Peace Process Teresita Quintos-

Deles and Government Peace Panel Chair Miriam Coronel-Ferrer are expected to grace the 2015 graduation exercise of Xavier University (XU).

Roberto Pacana, XU president, said Deles will the commencement speaker and will be awarded with an Honorary Doctorate while both Ferrer and Iqbal will receive the Fr. William F. Masterson SJ Award for their “contribution to social development.”

Unlike Deles and Ferrer, some Cagayanons and

students feared that Iqbal’s visit to Cagayan de Oro City on March 26 will harm the city’s peace and order. “Walay angayan nga kabalak-an (There is nothing to worry),” said Gandamra.

Iqbal, he said, is peace negotiator representing the MILF. “He is a man of peace.

Gandamra even laughed when asked about Iqbal’s bringing with him a bat-

Likewise, the Region 10 Bantay Asin Task Force was formally reorganized whose composition and roles through the local adaptation to the needs of the region, taking into consideration the prevailing distribution and supply channels.

The task force also tapped the services of journalists from print, broadcast, and television to help disseminate information among relevant government agencies, salt industry representatives, and civil society groups, and to monitor the salt supply at the regional, provincial and municipal levels.

Highlighting the forum was the actual testing of the iodine content of the salt from different distribution channel through a sophisticated WYD Iodine Checker machine.

Sample salt packaging to include the salt used by

the host hotel were found to have within the threshold level of iodine content ranging from 30% to 35% which is fair enough for household consumption.

Every member of the Bantay Asin Task Force will help the assurance that salt being distributed and sold in the market should have at least an iodine content between 30% to 70% parts per million (ppm) to ensure exact intake of the consumers in order that the Iodine Deficiency Disorders

Region 10 Bantay Asin Task Force reactivated

CARRYING the theme “Scaling up: Saktong Asin sa Iodine,” the Region 10 Bantay Asin Task Force was reactivating and reorganized in a forum held at the VIP Hotel in Cagayan de Oro City on March 12.

The forum was convened by the United Nations International Children’s Fund (Unicef ) in coordination with the National Nutrition Council (NNC) through the facilitation of the Department of Health in Region 10 (DOH-10).

In a nutshell, the utilization of iodized salt in Northern Mindanao continues to be a challenge. The 2011 National Survey showed that while there is an increased awareness on iodized salt in the region (79.4% awareness level), utilization remains at 57.4%. This rate on users of iodized salt in Northern Mindanao is slightly higher compared to the national utilization rate of 46.5%.

Republic Act No. 8172, otherwise known as an Act Promoting Salt Iodization Nationwide (ASIN), and the related purposes commonly called “ASIN LAW” (signed on 20 December 1995) is the landmark legislation mandating the iodization of all salt for human and animal consumption. Following the passage of the law is the organization of Regional Bantay Task Forces ensuring the supply and distribution of only adequately iodized salt in the region.

With the reactivation and organization, the Regional Nutrition Council (RNC) Chairperson and Department of Health (DOH) Regional Direc-

by EO No. 295 dated July 25, 1987.

The NCMF preserves and develops the culture, traditions, institutions, and wellbeing of Muslim Filipinos in

conformity with the country’s laws and in consonance with national unity and development.

Gandamra s aid t he NCMF, although operating with limited budget due to the delay in the approval of the Implementing Rules and Regulations (IRR), is committed to ser ve its clientele competently and responsibly.

He said that some of the activities during the NCMF’s 5th anniversary today include parlor games, and giving of awards.

FALL BACK PLAN NEEDED with BBL REJECTION DAVAO City Mayor Rody Duterte called on the national government to draft a fallback plan to prevent an outbreak of violence in the Southern Philippines as the proposed Bangsamoro Basic Law is facing an imminent rejection in Congress and in the Supreme Court. BBL is a measure designed to enable the establishment of a largely autonomous “sub-state” for the Muslims of Mindanao, Although several sectors have agreed with Duterte that the national anger fanned by the death of 44 Special Action Force (SAF) commandos in Mamasapano, Maguindanao on Jan. 25 and the Constitutionally questionable provisions in the proposed law, especially the establishment of an almost independent police and security force in the Bangsamoro territory, almost certainly assures the demise of the BBL, we would hope that lawmakers would be more objective in considering the proposed law.

Duterte has the right to say he has some misgivings on t some of the provisions of the BBL, especially on the issue of an almost independent police and security force in the Bangsamoro area which could not be controlled later on by the national police. But some sectors say this remains to be seen.

Nobody would want a separate armed forces and police force for the Bangsamoro area.

But while the rejection of the BBL is now considered a given, Duterte said Mindanao leaders like him have not received any clear guidance yet from the national government on what steps to take should Congress or the Supreme Court thrash the proposed law.

Malacanang should also consult the local leaders of Mindanao, especially in the affected areas.

“Mr. President: Kausapin ninyo naman kami. Pag sumabog ang gulo, kaming mga taga-Mindanao ang magiging biktima, lalo na mga inosenteng sibilyan”, Duterte appealed.

“It could be a question of management style but during the time of President (Fidel V.) Ramos, we city mayors were invited to regular meetings, including National Security Council briefings,” Duterte said.

Now this is a serious thing that the Aquino administration should ponder on.

Why indeed were the Mindanao LGUs not consulted when it is very clear that the consequences of any national policy for Mindanao would have very serious implications FOR MINDANAO COMMUNITIES? Duterte has a very strong point. What’s your say Mr. President?

Again, I have some unsolicited thoughts to inflict on everyone. Just thinking aloud on how to move forward. Please consider the following, take it or leave it.

But I believe it’s high time now that we consider some paradigm shift by changing the discourse from political to development.

TRACK ONE -- With the debacle brought about

by Mamasapano, there is an urgent, compelling and indispensable need of reengaging the public and the stakeholders, especially of Mindanaoans. This can be done by regional peace summits and/or focused group discussions (FGDs) to exorcise the public mind of the negative spectre spawned by the tragedy and to restore the lost or eroded trust and confidence of the public on the BBL while Congress does its job. Simply, “consulting” with and “listening” to the people. This will also allow the voices of the affected sectors heard loudly rather than be dominated by discordant voices of the “unaffected gallery” or those who are remotely affected by the outcomes. This was done by President Ramos in the 1996 Final Peace Agreement with the MNLF and

by President Arroyo after the MOA-AD debacle. I see no reason why this will not work this time.

TRACK TWO -- While BBL is in Congress, it may be best to make the proposed law more “inclusive” and bring in all together other Bangsamoro sectors who appear to be “excluded” or “sidelined”. One way is to

consolidate into one road map for all Bangsamoro the new Comprehensive Agreement of the MILF (CAB), the 1996 Final Peace Agreement (FPA) with the MNLF and the IPRA law of the indigenous peoples.

MECHANICS – a) To insure that MILF is put in the loop and will not “walk away” and turn its back to the settlement, a discreet effort by Congress to “vet” with the MILF the proposed changes be done.

That means opening up quietly a backchannel “ negotiating table” between Congress and the MILF as deliberations in Congress are going on. This will be the mechanism that will explain to the MILF the reasons for the enhancements to the BBL and also to preserve their “maratabat” (pride) that they are consulted along the way and that they have “ownership” of the outcomes. b) The pending “tripartite review” (GRP, MNLF & OIC) of the 1996 peace agreement with Misuari’s MNLF, which is unfinished but abandoned by OPAPP, be resumed and the output of the review can be inputted or consolidated in the new BBL. This may remedy or address the position of Misuari who has since reverted to his call for “independence” due to his perception that his MNLF is being sidelined or excluded from the peace process. c) Pertinent provisions of the IPRA LAW can be consolidated in the new BBL to arrest the apprehension of the IPs that their own

Weak, strong or intelligent. . . Each descriptor brings to mind people that we have met at some point in time. But let’s take a different perspective. What if we were on the other side and we were actually the ones who experienced revenge, being forgiven or ignored?

MILF SINCERITY --First, allow me to help disabuse the minds of many questioning the “sincerity” of the MILF in seeking a peaceful settlement. Take it from me. I have worked with the MILF leadership headed by the late MILF Chairman HASHIM SALAMAT starting in 2001 until 2003 when I assumed as government chief negotiator and more especially with now MILF Chairman KAGI MURAD who was then my counterpart across the negotiating table as MILF chief negotiator. Subsequently, I also headed OPAPP. I could tell MILF’s intentions were clear: to find a peaceful but principled settlement to the Moro problem. They have transitioned from struggle for independence to enhanced empowerment. I can cite many examples but I’ll mention only one. For example: to the credit of the MILF, they have agreed early on (during my “watch” as chief negotiator) to do development on the ground while negotiations were still going on. Hence the formation of a “Mindanao Trust Fund” (with the World Bank as lead) with the MILF organizing its development arm called “Bangsamoro Development Authority” (BDA). limited compassion and alienation. However, forgiveness is the only one that forges ahead with an attitude of mercy for others. In order to be a receiver of forgiveness I must choose to forgive. To forgive and to be forgiven was Christ’s greatest example of love and mercy.

How much I can extend to others will impact the level which I receive. Isn’t it incredible that we have the capacity and freedom to forgive!

Sometimes the hardest person to extend mercy to or to forgive is ourselves. What better place to start than with ourselves!

Soybean: Caraga’s rising industry

ANDAG CITY, Surigao del Sur – Caraga Region, particularly the provinces of Surigao del Sur and Agusan del Sur, is one of the country’s major soybean-producing areas.

To keep up the momentum, the Department of Agriculture (DA)-Regional Field Office 13 conducted a Workshop on Updating Soybean Roadmap in Caraga Region here last March 4-6.

Farmers, agricultural extension workers and nutrition action officers from soybean-producing towns in the two provinces participated in the activity.

Spearheaded by DACaraga Research Division Chief Wilfreda Manos, the group came up with the direction of strengthening and increasing the enthusiasm of farmers as

well as investors engaged in the soybean industry.

“I’m so thankful to the stakeholders who are attending here because we are looking for more efficient and attainable plans to further boost Caraga’s soybean production,” Manos said.

Manos emphasized that soybean should be treated first as food for human consumption expecially in solving malnutrition problem since it is an excellent source of protein, vitamins and minerals.

Soybean today is considered as one of the food sources used in the pro-

20-25 percent edible vegetable oil and a significant amount of vitamin A and E as well as minerals and micro nutrients making it a valuable component in many food items both for human and animals, thus, it is also an important ingredient for livestock feeds.

Provincial Agriculturist Marcos Quico urged Caraga soybean growers to organize themselves to establish an aggressive marketing linkage to big buyers or processors.

In support to the participating local government unit, the regional DA recently conducted two batches of project proposal writeshops attended by the municipalities with BuB and PAMANA projects for the five provinces of the region. The participants according to the DA, were taught how prepare a good project proposal and were given time to refine their current proposals. samples of their output were then presented for critiquing and recommendations.

On the clearing of 42 MNLF in Zambo

AMBOANGA City -- Mayor Beng Climaco expressed surprise over the decision of the Pasig Regional Trial Court to clear 42 of the 271 suspected MNLF members charged with involvement in the 2013 Zamboanga siege but vowed to pursue justice in memory of those who died during the attack.

“The City legal team worked hard for the defense, we will pursue justice in memory of those who died and the sovereignty of Zamboanga City.

Justice must be sought at all cost,” the mayor declared in her Monday press briefing in City Hall.

Climaco said the Pasig RTC decided on the matter even if the motion for the dismissal of the cases against the 42 MNLF members were yet to be heard on March 23.

City Legal Officer Atty. Jesus Carbon, who was also present during the press briefing yesterday, said his team is also baffled as to what really happened and why the dismissal was made earlier than the motion.

As soon as the City

Government receives a copy of the decision, Carbon said the legal team will examine the records if indeed there are valid grounds for the dismissal of the cases against the 42 MNLF members and later decide on the next move.

Based on media reports, the dismissal was allegedly because some of the MNLF members charged were just seen running away from the conflict zone and the only evidence against them is the affidavit of the arresting officer, he said.

To be guilty of a any crime, the city legal officer stressed, an accused must have committed an overt act which would indicate intention to commit the crime.

cords show that out of the Zamboanga siege, 288 persons were accused, of which 11 are at large, 278 are detained in Taguig, 6 are minors and 7 are women. All of them have been detained for over a year and have yet to be arraigned.

When asked why the delay in the arraignment, Carbon said it is due to various petitions for reinvestigations filed by the counsels of the accused.

After the reinvestigation, the Department of Justice has re c om me nd e d t he dismissal of more or less 60 accused, in which the city government moved for reconsideration.

“And now we are told

that out of the 60, some 42 have been cleared but we don’t have the order yet with us,” the city legal officer said.

On t he ot her hand, Carbon, a former judge expressed certainty that t he gove r n me nt ha s a strong case against the MNLF in the event the cases go on trial, citing t he testimonies of t he hostages.

The only problem he foresees however, is those witnesses who are military personnel who have gone home or returned to their original places of assignment. Carbon said the problem would be transporting the witnesses to Manila which will entail huge logistical concern.

“We will do our best so that justice can be given to the victims. The tremendous job of the police and military should not be left to fail.”

DENR strengthens anti-illegal logging campaign in Region 10 The relentless campaign against illegal logging last year has confiscated more than 700 cubic meters of logs, lumber, flitches and other forest products with an estimated value of P4,672,000, the Department of Environment and Natural Resources, Region 10 reported to Secretary Ramon J.P. Paje.

DENR 10 Regional Director Ruth M. Tawantawan also disclosed that the Regional AntiIllegal Logging Task Force with the Provincial/Municipal AntiIllegal Logging Task Forces has also confiscated conveyances and equipment valued at more than seven million pesos. The DENR 10 has filed 51 cases in court for violation of forestry laws, rules and regulations during the same period. Fifteen cases of convictions involving more or less 30 accused on anti-illegal logging offenses were meted by the local courts.

She said the DENR 10 with its partners from the military, police, local government units and other sectors are one in pursuing antiillegal logging campaign. The DENR 10 leads the implementation of Executive Order No. 23 in the region which declared a moratorium on the cutting and harvesting of timber in the natural and residual forests and creating the anti-illegal logging task force.

Since last year Region 10 has been off the hook as one of the illegal logging hotspots in the country, Director Tawantawan added.

The Regional Anti-Illegal Logging Task Force is headed by Director Tawantawan with Regional Director Rene Burdeos of the Department of Interior and Local Government (DILG) as vicechairman. The members include the Philippine National Police (PNP) Regional Director and the concerned Brigade Commander of the Armed Forces of the Philippines in the region. The Provincial Anti-Illegal Logging Task Force is headed by the respective Provincial Environment and Natural Resources Officer with the DILG provincial chief as vice chair and members from the military and PNP in their respective areas.

The DENR 10 also donated confiscated forest products to the Provincial Government of Lanao del Norte for their various infrastructure projects including school desks and chairs which were later turned-over to public schools in the province.

At present there are 16 established Anti-Illegal Logging Task Force-10 Composite Checkpoints in the region. Four are in Misamis Oriental, 3 in Bukidnon, 4 in Misamis Occidental and 5 in Lanao del Norte.

Pride of CDO? Baka corned beef yun

THE debate on whether to use “CdeO” vice “CDO” as the official monicker of the city has been opened quite extensively by Councilor Alden Bacal and local historian Nanette Roa a few years back, CDO being a brand of canned meat products from Manila. But for reasons of convenience, I will stick to “CDO” for the time being. And yes indeed in the wee hours of March 15, 2015 when all the front page editors of the Philippine Daily Inquirer, Philippine Star and Manila Bulletin were asleep already, the hashtag #prideofCDO suddenly appeared online.

It coincided with the winning of Pia Wurtzbach as

Bb. Pilipinas-Universe 2015.

Of course, I was delighted with her win because she represented Cagayan de Oro in the most prestigious beauty pageant of the country. But that’s just that. She represented the name Cagayan de Oro. Was Pia really from here?

Yes, her mom’s from barangay Carmen. Was she born here? Nope, she was born in Stuttgart, BadenWurttemberg, Germany during the chaotic time in September 1989 when the Berlin Wall was about to fall 666 kilometers away.

So the family decided to settle in the mom’s home city of Cagayan de Oro for the time being. Pia was

schooled in Kong Hua during her kindergarten years and transferred to Corpus Christi School during her elementary years where she graduated. And that was that. From her high school years towards college and ultimately during her stint as a Star Magic artist, Pia was a Manileña at heart.

Then she entered Bb. Pilipinas 2013. Pia was a runner-up. In 2014, she entered again. She was demoted as a semi-finalist.

In each of those years, Pia represented the name of Cagayan de Oro. But no one blinked an eye. It was only when she won this 2015 that people were hashtagging #prideofCDO when

in fact, we have lots of local beauties who grew up here who deserve a chance to be on that stage. I was covering the Lifestyle beat since 2008. I came across Pia’s name as a Star Magic actress before but there was never an association of her being a Cagayanon.

Pia Wurtzbach’s win brings me back memories of May 23, 2012. That was the time when Jessica Sanchez was crowned the runner-up of the eleventh season of American Idol. School BSP Coordinators Underwent BSP Basic Training Course

The School BSP Coordinators of Pangantucan North District underwent a two-day basic training course for BSP unit leaders last November 7 and 8, 2014, prior to the District Camporal at Pangantucan Central Elementary School Ground.

The training course

aimed to refresh and harness the scouting leadership skills of school BSP coordinators and to acquire the basic knowledge and principles of scouting that they will be teaching to their scouts.

They listened to sessions and series of lectures, made their songs and yells, competed the scouts Olympics,

and staged, comical skits of Filipino traditions, and exposed to different activities on emergency preparedness..

The highlight of the training course was the campfire ( Using few firewood in pyramid arrangement ) held in the PCES ground. With it, the different patrols presented yells, songs, and comical skits with “Scouts Values” as the theme.

ing cours e were the following wood badge holder’speakers: Dr. Jesusa Cantilang, ESP-I of Lantay ES, Dr. Windylyn S. Vallescas, ESP-I of Barandias ES, and Mr, Rey Samonte, ESP-I of Adtuyon ES. Along with them is the district BSP Coordinator, Mr. Julie Arcallana.

Teaching competency and classroom management

Now that we will be implementing the Grade 4 phase of the K-12 program, there is a need to individually assess teacher competencies. Students need to acquire in-depth knowledge, skills, values, and attitudes through continuity and consistency across all levels and subjects.

But in the previous system, there generally was poor quality of basic education. This was reflected in the low achievement scores of Filipino students.

Many students who finish basic education do not possess sufficient mastery of basic competencies. One reason is that students do not get adequate instructional time.

Trends in International Science & Mathematics for Grade IV showed that in Science, Filipinos has a lower score of 332 when international average is 489. The Philippines

ranked 23 among 25 participating countries. In Mathematics we have a score of 358 in an international average of 495. Again we rank 23rd out of 25 countries participating.

This reality reflects an inadequate preparation for primary education. Our students do not possess basic competencies.

Education for children in the early years lays the foundation for lifelong learning and for the total development of a child.

It is believed that insufficient mastery of basic competencies is common due to a congested curriculum. This is the main reason why we have adapted the K-12 curriculum which decongests and enhances the basic education curriculum, and to provide better quality education for all.

The Philippines is the only remaining country in Asia with a 10-year basic education program which other countries say is insufficient.

Classroom management

Another important need is classroom management which refers to a teacher’s ability to keep order in the classroom, so that students will be engaged in positive learning attitudes.

Students tend to spend up to one-half of instructional time in tasks not related to learning, such as classroom procedural matters, transitions between activities, discipline situations, and off task activities (Codding & Smyth, 2008). Thus the need for teacher competency.

Although, teaching today is a very stressful profession, teachers should be encouraged not to be affected with the levels of stress which undoubtedly have a strong effect on performance, career decisions, physical and mental health, and overall job satisfaction .

A happy positive attitude should be foremost in the teacher’s mind in classroom management. This would result into development and honing of skills and strategies to produce a good learning environment.

Classroom management is different for every teacher, every classroom, and every situation, and could possibly be the most complex aspect of teaching.

Classroom management relies heavily on planning, establishing, and maintaining routines and procedures, and enforcing rules with consequences..

One of the most influential factors affecting classroom management is experience. Although surveys generally indicate that teachers with more years of experience perceive fewer problems regarding classroom management, instead of implying that teachers learn to manage classroom over time, these surveys could be evidence that teachers did not learn to properly manage classrooms and have left the profession .

Classroom management is the foundation for learning. Without proper classroom management, students cannot and will not learn.

that this was never done before in any peace negotiations anywhere in the world. The purpose was to “capacitate” them (from combatants to development workers) and to start a modest template of development partnership and to find “comfort zones” with the donor community and the government’s development agencies. The original plan was that after the final peace agreement is done, then a massive development fund can be put together with the MILF taking the lead on the ground to improve the lives of the Bangsamoro.

CAPABILITY --- While my experience with the MILF convinced me of the leadership’s sincerity, the issue of “capability” however kept bothering me ever since. Unlike our AFP, the so-called command and control of MILF’s forces by its leadership were -- and still are -- not that tight as we normally expected.

Moreover, their communities host all sorts of armed groups (kidnap for ransom, criminals, private armed groups (PAGs) and it is too much to expect the MILF to have full operational control over all of them. Mamasapano is a stark example. Truth is, MILF numerically is a minority but they somehow showed they are carrying the torch for the Bangsamoro. The expectation was that if it is bestowed some level of authority, the MILF can eventually put some semblance of order to the disparate and challenging environment. But leveling of such expectations have some factors to consider.

Reality dictates that MILF , even if entrenched, cannot dominate the scene in areas like the island provinces of Sulu, Basilan and Tawitawi obviously due to tribal considerations and the preponderance presence of the MNLF there.

All told, tribal and ethnic considerations must be factored in the over-all picture because those who know these sensitivities are cautionary about this.

RECALIBRATE --With the 4 scenarios above at play. we may need to recalibrate things. We know that the “mantra” of rebel groups, MILF included, is to seek a “political settlement” first and foremost, before “development” can be done in their areas, protecting their constituents from being “coopted” and their “cause” consequentially shunted aside. The mantra is: peace settlement FIRST before development.

Perhaps, we can now all consider a paradigm shift: development SIMULTANEOUS with seeking a final settlement. With the need to restore confidence and rebuild lost goodwill, it may be best now that we jointly re-invent the approaches and the timelines. The MILF can be partners of the

government in this massive development work, in order to win or regain lost goodwill and trust WHILE WE ARE ALL STILL FINALIZING OR ENTRENCHING OR NURTURING THE PEACE SETTLEMENT. This is a win-win alternative. Improving the lives of people is always a winner.

Then the FINAL political settlement can follow. We need not force the issue now, if we can help it.

But if this is too radical a shift, then the best-case scenario is to change the discourse from political to development. The political settlement can be allowed to slowly evolve. The MILF will not -- or should not -- reject this because then it may give credence to the suspicion of some sectors that they give priority to political power than improving the lives of the Bangsamoro. For in the ultimate analysis, it is the latter that peace settlements are all about.

PEACE BUS --- As a final note. Sadly, we are all DISTRACTED from the intended main focus of the day. Investigations, blame games, calls for retributions and vengeance, seeking justice and accountability can well proceed on their own. But, these are all “side streets”. Our “peace bus” has detoured from the main route. By all means, let’s all recover our lost bearings.

Dr. Byung Gyu signed the agreement to also take the lead in the implementation of the KOICA-funded project on dubbed as “Minimizing Natural Disaster Method to Climate Change: Search for Sustainable Development.”

The project intends to develop a water-management plan for Misamis Oriental province, Cagayan de Oro City and other neighboring cities in Northern Mindanao. It will also assist cities to generate power through dam construction, and develop a long-term strategic/urban plan for the target city/area beneficiaries.

The MOA signing coincided with the launching Tuesday of SEOULTECH and University of the Philippines-Diliman (U.P. Diliman) of a project dubbed as “Urban Renewal Planning for Natural Disaster Prevention Responding to Climate Change.”

The project is an academic partnership program supported by the Korea International Cooperation Agency(KOICA) in partnership with SEOULTECH and U.P. Diliman.

“The project aims to strengthen the Philippine’s capacity for research in Disaster Risk Mitigation and Management, as well as serve as a foundation for the establishment of Safe Cities in the country,” said Dr. Byung Gyu. Byung Gyu said: “Its objectives include cooperating to guide a comprehensive regional development plan; analyzing major disasters brought by climate change; developing a disaster risk reduction and management plan; push urban renewal initiatives which can be integrated into Northern Mindanao, which now lies in the path of typhoons, through a pilot model that can be easily adapted and

replicated by other regions.”

The project aims to conduct disaster mitigation research, per request of MinDA, on three levels: Macro Study for efficient regional development study, Micro Study for Climate Change Disaster Risk Reduction and Management of Mindanao, and Pilot Study of regional plan that can be adapted by other regions.

The expected outputs of the study include: A practical road map leading to the attainment of the Vision for Mindanao; integration of climate change projections in disaster risk reduction and management plans; extensive application of development planning research; capacity building for research and planning of partner institutions; and strengthened diplomatic ties between Korea and the Philippines.

“Peace is vital to the lives of IPs in Mindanao,” said Hilario Tanzo, the Deputy Regional Governor for the IPs in ARMM. Tanzo led the tribal people during the signature campaign for peace together with Upi Mayor Ramon Piang Sr. and the other top officials in the municipality.

“Wars have resulted to the displacement of thousands of IPs in Mindanao,” Tanzo said in a statement, adding that displacements uproot the IPS from their communities and lands.

“Move away the IPs from their lands and you kill them. It’s the wars that continually dislocate the IPs from their ancestral homes,” he pointed out.

He also emphasized the current calls of IP communities for peace. “Ang panawagan ngayon ng IPs ay sana wala nang giyera at matuloy na ang usapang pangkapayapaan (The call of the IPs now is to continue the peace talks and no more wars).”

On his side, Mayor Piang also expressed his people’s wish for lasting peace in Mindanao by saying “Lahat kami ang hangad ay matamo ang kapayapaan. Sana tuloytuloy na ang pag-uusap ng gobyerno at MILF (We all aspire to achieve peace. I hope the talks between the government and the MILF will push through).”

Mayor Piang also narrated the difficult times that the town of Upi had experienced due to armed conflicts.

He recalled that the town of Upi experienced the worst war in the 1970’s up to 1974, the conflict

against the Moro National Liberation Front (MNLF) and with the MILF in the recent years.

He said worst effects of those wars include the displacement of the residents; the children stopped to go to school; and the loss of the livelihood of the people.

“Lalong naging magulo dahil nawalan nang hanapbuhay ang mga tao (The situation became worse because people lost their livelihood). We are tired of wars,” he emphasized.

“Naranasan namin ang giyera, naranasan naming matulog sa mga damuhan, magpunta sa evacuation center, walang makain.

Hindi na naming gusting maulit pa ang panahong iyon (We have experience war, we experienced sleeping on the grasses, lived in evacuation centers, no food to eat. We don’t want that to happen again.”

The Bangsamoro Basic Law (BBL) is the key to the attainment of genuine and lasting peace in Mindanao, Tanzo and Piang both affirmed, adding that the proposed law includes the welfare of all residents in Mindanao regardless of tribe, race and religion.

LIENTS and partners across Cagayan de Oro City and nearby places gathered at Centrio Mall Activity Center last March 16, 2015 to witness the unveiling of the all-new 5th Generation Mitsubishi Strada, the latest and newest offer of

Mitsubishi Motors.

The launching made is in the lead of Fast Autoworld Philippines Corporation, an official and authorized dealer of Mitsubishi Motors.

This model offers a variety of new features. Clients could enjoy the comfort of a passenger car and pick up-inone, since the all-new Strada also has reliability of a pick up to complement

their other needs. It also contains a sport utility concept that makes it new to customers taste.

In an interview with Mr. Masaaki Yamada, Assistant Vice President of Marketing Division for Mitsubishi Motors Philippines, he revealed that Strada is ways better than the previous models. One is that they put more focus on the compatibility, which means that it is convenient inside.

“It is much more comfortable than the previous models because of some development of the body such as the J-line,” he said.

J-line is the keypoint for a vehicle’s comfort, space and maneuverability.

It is an engineering design to shorten the wheelbase, giving more space in the interior part. The maximized interior space would allow classleading legroom for truer comfort.

Moreover, the shortened wheelbase would also result to classleading minimum turning radius of 5.9 meters making the Strada easy to maneuver and drive.

“In this kind of development, we can achieve big prominence and much better compatibility compare to the previous models,” he added.

Aside from these, the all-new Strada also has distinguished features such as its minimalized aerodynamics that contribute to its stability and low fuel consumption; reliability and toughness; and cab structures which perform even under harshest conditions.

Prior to its launching, Mitsubishi Motors announced their promo of Pre-Order Savings Exclusive Reservation for all-new Mitsubishi Strada.

This is when the customer make a reservation payment of P10,000 and register in the promo site, he would be entitled to a P55,000 Pre-Order Saving Exclusive that allows him a reserved unit and ensures priority in delivery of his preferred color and variant once available. In addition, the P10,000 reservation payment will be deducted from the suggested retail price.

Further, reservations must be made from February 25 to March 22, 2015, and client should purchase the Strada on or before April 30, in the end of business hours.
