Aquino accepts Biazon resignation MANILA -- President Benigno Aquino III has accepted the irrevocable resignation of embattled Bureau of Customs Commissioner Ruffy Biazon amid the pork barrel scam controversy.

“Commissioner Biazon believes that the proper thing to do is to defend himself without compromising his past record, or the ongoing reforms in the Bureau. Every 24th day of January is its Fiesta Celebration.

The Barangay Officials under the leadership of Hon. Maximo P. Amandoron planned the different events and activities for this occassion and requested the Kimanait National High School, Kimanait Elemen-

tary School and Day Care Centers to fervently involve this social activity. The field demonstration from Day Care Children, Kindergarten, Elementary pupils, High school students made the event very happy and alive. Poverty and Child Labor-A Connected Bond

Children is the most innocent stage in human life. It is that phase of life where a child is free from all tensions,fun-loving ,play and learn new things, and is the sweetheart of all the family members. But this is only one side of the story.

The other side is full of tensions and burdens. Here, the innocent child is not the sweetheart of the family members, instead he is an earning machine working the entire day in order to satisfy the needs and wants of his/her family. This is what is called “ CHILD LABOR”.

There are various causes and effects of child labor.

Eliminating child labor is one of the biggest challenges that the whole world is facing. Child labor includes working children who are below a certain minimum age. This practice is going on since long and is one of the worst forms of child exploitation. Child labor not only causes damage to child’s physical and mental health but also keep him deprive on his basic rights to education, development

and freedom.

According to statistics provided by UNICEF, there are estimated 250 million children aged 5 to 14 employed in child labor worldwide and this figure is continuously increasing.

The main causes of child labor include : poverty, unemployment, and excess population. Among these, poverty is the primary cause of child labor. You must have observed that poor families have more number of children, so it becomes very difficult for them to survive on the income of only one family member which is also quite less.

So they make their small children their source of income. They make their children work in factories, shops even selling items on streets. Some parents even carry infants on the street to earn money from begging. Though, it is not easy task to stop child labor by just letting a child to work, it needs proper planning and support from everyone. Employers should stop hiring children below

18 years as laborers, but it may also lead the poor child and his family to be pushed into crime of suffer malnutrition. So,they need to be offered a alternative by the local government and child relief organizations.Some laws should be defined by the government for letting a child to work, stating a type of jobs a child can do, maximum numbers of hours and the conditions in which they can work. But before hiring a child make sure he is getting proper education in a school; otherwise it must be considered as child labor or child abuse. We as human being should try to contribute a little to help poor children get proper education and make this world a beautiful place for a child to live in.Eliminating child labor will not only help in improving the economy but will also lead to lesser crime and make the world poverty free. It would be great to see if someday all children will be able to go to school and have better lives because of education.

DOH-Caraga joins campaign to end violence against women

BUTUAN CITY – In solidarity with the 18-day c amp aig n (Novemb er 25-December 12, 2013) to end violence against women (VAW), the Department of Health-Center for Health Development in Caraga hosted a media forum aimed at raising awareness on gender-based violence and strengthening efforts to ultimately stamp out VAW. The Philippine campaign was extended to 18 days by Presidential Proclamation 1172, to include December 12, which is the AntiTrafficking in Persons Day. Citing a statement by the Philippine Commission on Women, Lucita Tagudin, DOH-Caraga Gender and Development Coordinator, said that with the theme “End VAW Now! It’s Our Duty!”, the call will emphasize the importance of having a functional mechanism, operated by competent and capable duty-bearers with a sense of responsibility and accountability originating

from a deep understanding of the fundamental principles of gender-based violence and the provisions of VAW laws.

Overall, the objectives of the campaign are: -To increase support and commitment of duty holders, at the national and local level, in eliminating violence against women; -To sustain and improve policies, laws and mechanisms addressing VAW; and -To forge partnerships among stakeholders in addressing VAW. The Commission on Human Rights in Caraga headed by Regional Director Marylin Pintor will spearhead the affair in Region 13.

Pintor, who chairs the Gender and Development Coordinating Committee in Caraga was quoted as saying that the culmination activity will highlight a December 12 forum titled “Women Empowerment in Health and Development on Gender Equality” at Luciana Convention Center here to be participated in

According to Tagudin, the 2008 National Demographic and Health Survey (NDDS) revealed that one in five women aged 15-49 has experienced physical violence since age 15. It added that four percent of women who have ever been pregnant have experienced physical violence during pregnancy. It also revealed that women with higher levels of education and those from wealthier households are less likely to report having experienced physical violence.

The survey also reported that women from the poorest households are most likely to experience physical or sexual violence by their spouse. Almost half of 49 percent of women whose husbands get drunk very often report that they are victims of physical or sexual violence.

(WCPC) documented a total of 11,158 violations of Republic Act 9262 or the Anti-Violence Against Women and Their Children Act of 2004 (VAWC) nationwide.

Among the 16 regions excluding ARMM, Region VII (Central Visayas) is the number one region with the most number of reported VAWC cases at 2,762 (28%).

Region VI (Western Visayas) comes in second with 1,704 (17%) followed by Region XI (Davao Region) in third with 1,123 (11%). This can mean that women in these regions have become courageous in reporting abuses to authorities, she said.

Tagudin summarized the core messages on VAW: -VAW is a human rights

issue. It strikes at the personhood of women and limits human development.

-Violence against women is rooted in historical and structural inequality in power relations between women and men, and persists in every country in the world as a pervasive violation of the enjoyment of human rights.

-Gender-based violence is a form of discrimination that seriously violates and impairs or nullifies the enjoyment by women and girls of all human rights and fundamental freedoms.

-VAW is characterized by the use of and abuse of power and control in public and private spheres, and is intrinsically linked with gender stereotypes that un-

derlie and perpetuate such violence, as well as other factors that can increase women’s and girls’ vulnerability to such violence.

-Addressing VAW is a serious challenge as it requires a look into the interaction of psychological, social, cultural and other factors.

-Policies, laws and mechanisms addressing VAW have been put in place, the need now is to sustain and improve on the initial gains.

-Implementation of National Strategic Action Plans to address VAW including Anti-trafficking in Persons should be ensured.

-A more cohesive and strategic approach is needed for all stakeholders, including government and civil society to address VAW.

CAGAYAN DE ORO CITY -- Three persons were killed inside their residence in Talakag, Bukidnon province, yesterday, Decemb er 1, 2013, by members of the New Peoples' Army (NPA), who fired at a house, where their target for liquidation was staying.

Capt. Christian Uy, sp okesman of t he 4t h Infantr y Division, said some 20 NPA members fired at the house of the Yanda households around 3:00 am, at Sitio San Abel, Barangay Miarayon, Talakag, Bukidnon, killing their target -- a certain Eddie Gawahan.

Capt. Uy says two other household members, iden-

tified as Jonnel Yanda and Germinia Yanda, were killed by the rebels along with their target.

Gawahan was said to have been subjected for liquidation, following the release of a "letter", locally known as "Paskil" against Gawahan by the NPA. Capt. Uy said there was no clear motive in the liquidation of Gawahan,

even as he said that the rebels were out to sow fear among the residents, particularly those who refuse to support their ideology. “It could be purely harassment, as well,� Capt. uy said.

A pursuit operation against the suspects has been launched, Capt. Uy said.

CAGAYAN DE ORO CITY -- The Department of Social Welfare and Development here in Northern Mindanao has called for more volunteers to help the agency re-packed thousands of sacks of rice for the Yolanda victims in the Visayas.

In her appeal for volunteers, DSWD-Northern Mindanao director Araceli Solamillo saAID a total of 10,000 sacks of rice are expected to be delivered to its office here in Cagayan de Oro City.

"Already, 2,000 sacks have been delivered," Dir. Solamillo said.

In another development, the Philippine Red Cross-Misamis Oriental has raised P2 million in cash for the typhoon victims in the Visayas.

Dr. Mayra Yee, PRC Administrator in Cagayan de Oro City, said that most of the donated cash funds came from various private companies in the province of Misamis Oriental.

Yee said that some do-

nors have made specifications on the destination of their cash donations, which the PRC would gladly oblige.

Yee said some donors would want their cash donations to be donated to victims in Bohol, some in Leyte and some in Samar, which the PRC vows to deliver them to the donors' preferred places hit by Typhoon Yolanda.

Yee said the PRC honors the requests of donors because the PRC would always want to maintain that trust in them from the donors.

She said the PRC board of directors would decide through a meeting on where to prioritize cash donations that do not have specific places of preference.

Yee said that aside from donations in kind, the PRC launched the campaign for cash donations only and was overwhelmed by the outpouring of support from the people of Misamis Oriental. (PNA/PIA)

It’s not an end-of theworld for persons living with HIV My Simple Thoughts Uriel Cabaraban Quilinguing While, for the moment, there is no cure and vaccine that can prevent infections of human immunodeficiency virus (HIV) and treat those suffering from acquired immune deficiency syndrome (AIDS), it does not mean that it’s the end of the world for persons living with HIV (PLHIV).

Fact is that the discovery of effective antiretroviral therapy (ART) has transformed HIV infection from an inevitable death sentence to a chronically manageable disease.

For now, however, the AIDS epidemic is not yet controlled even if because of the ART including the socalled HAART (highly active antiretroviral therapy) has reduced new infections by 33 percent since 2001, according to the International AIDS Society.

With the availability of antiretroviral (ARV) drugs, AIDS related deaths have fallen by 30 percent since 2005, according to the World Health Organization.

Today, there are about 35 million PLHIVs worldwide.

That, after 1.5 million was reported to have died of AIDS in 2012.

New infections for this year, from January to September, is recorded at 2.3 million.

For this, the goal is to provide all PLHIVs universal access to life-saving medicines.

“After a person is diagnosed with HIV, they must be effectively linked to and retained in care, provide with appropriate treatment and support and this must be maintained throughout their life,” International

AIDS Society president Franchoise Barre-Sinoussi was quoted as saying.

This recommendation is being done in Cagayan de Oro City due to the continuing advocacy and initiatives of the Misamis Oriental-Cagayan de Oro AIDS Network (MOCAN) since it was organized about 10 years ago.

Hence, MOCAN is urging all those who have been engaged in unsafe sex especially those having multiple sex partners to voluntarily subject themselves to HIV tests.

Social hygiene clinics of the Cagayan de Oro City Health Office and the Misamis Oriental Provincial Health Office would willing to facilitate. Both the local CHO and PHO are MOCAN members.

Just last July this year, the Northern Mindanao Medical Center has already established a treatment hub for PLHIVs manned by an HIV-AIDS Core Team (HACT).

All of these medical services are free of charge, including the antiretroviral drugs for the ART. MOCAN members strictly adhere to the provisions of Republic Act 8504, the Philippine AIDS Precention and Control Act of 1998, one of which is keeping the identities and test results with utmost confidentiality.

‘The media could not be killed’ ANOTHER broadcast journalist was cut down by the murderous raged of people who could not withstand the “public shame” and “mockery” in the air lanes. Whether the killing of Joas Dignos, a block time political commentator in Bukidnon, would stop the adversarial press from exposing the wrongdoings of public officials is not an issue.

The issue at hand is whether Cris Diaz the killing is fair and justified for a broadcast journalist who have a penchant of “calling names” of a public official’s “mischievous” acts. The issue at hand is whether killing a media person would muzzle the press.

Obviously, the media killings in the country would continue due to the government apparent apathy toward finding solutions to media killings in the past. Matter of fact, the Philippines is second to the world’s most dangerous places for journalist to work. A critique observes that there is nothing new in the Philippines when the country almost always rank first in all categories. For instance, the Philippines continue to earn the tag as the one the world’s most corrupt countries.

Perhaps, the moniker has drastically changed at the instance of the Janet Napoles pork barrel scam. Now, the Philippines have regained its notoriously crafted crown as the world’s most corrupt countries (no longer one of the most corrupt countries).

At present, our government urges every Department in the Cabinet to have changed or transformation. or reform of bureaucracy for the common good of our society.

The Department of Education is one who implements this reform,since it stepped up its efforts to decentralized education management. This is “ The Decentralization of Authority from the Central Office to the School Level,otherwise known as School-Based Management.”Republic Act 9155,Batas Pambansa 232, Education for All (EFA), and the Basic Education Sector Reform Agenda (BESRA) are the basis for the implementation and adoption of School-Based Management.

Why is SBM a challenged? Greater responsibility, authority and decision-making over school operations are transferred to principals, teachers, parents, some students and other school community members.Another challenging programs that the school-level actors are accountable of,is the budget allocation, hiring and firing of teachers, and other school staffs,curriculum development,textbook and other educational procurement, infrastructure improvement, setting the school calendar to better meet the specific needs of the local community, monitoring and evaluation of teachers performance and

student learning outcomes.

Good education is not only about physical inputs such as classrooms, teachers, and textbooks but also incentives that lead to better instruction and learning. SMB extremely demands of the managerial ,technical and financial capacity to govern.

Are the schools ready to face those challenges ?. Maybe majority will say “yes”, but there are things that the higher authorities must be reviewed: First, Lack of knowledge about the school-based management among many stakeholders, including teachers is common in the field.

We know that every now

AMBOANGA CITY - Muslims groups here have called on two Moro fronts to unify their efforts in advancing the interests of the Bangsamoro people.

“[The unity between the Moro National Liberation Front (MNLF) and the Moro Islamic Liberation Front (MILF)] is very important.

This is to facilitate discussions in the peace process,” Ali T. Yacub, president of a Muslim group called Golden Crescent.

Yacub, who is also one of the conveners of the Interreligious Solidarity Movement for Peace in this city, said there is a need for the two fronts to come into terms and address their differences.

“Unity of purpose is the emphasis not the movement,” said Alih Sakaluran Aiyub, of the Darul Ifta of the Philippines.

The Organization of the Islamic Cooperation (OIC) has earlier created a Bangsamoro Coordination Forum as one of the solutions to unite the two Moro fronts in Mindanao to solve their difference in the ideologies.

Earlier, Prof. Ekemelddin Ihsanoglu, SecretaryGeneral of the 57-nation OIC, has said the two Moro fronts should unite since the peace processes of the MILF and MNLF “revolve around the same problem and the same territory. The process of coordination between the two fronts has become of utmost necessity.”

Several international groups have earlier noted that the divisions between

Moro groups in Mindanao weakens and undercuts the efforts to establish a strong and unified Bangsamoro identity, and clear shared goals.

Other Muslim groups here have also noted that before any efforts to unify the two Moro fronts, the MNLF itself should be unified.

Years after the signing of the 1996 Final Peace Agreement between the Ramos government and the MNLF, the organization has broken into several factions due to the leadership issues.

Datu Randy Karon, an MNLF leader based in Central Mindanao, said there are efforts to resolve the internal conflict within the MNLF. He said dialogues have started among key senior leaders of the MNLF in unifying its efforts to move the peace process forward.

Duterte disapproves Lakbay aral for barangay officials

DAVAO CITY – Lakbay-aral is no longer allowed among barangay government officials in Davao City.

Mayor Rodrigo Duterte reiterated this call to all barangay officials who took their oath of office Friday (Nov. 29) at the Almendras Gym. He said he will no longer approve Lakbay-aral which is practiced by government, nationally, locally and even

by the courts.

Duterte said Lakbayaral is merely a junket by government officials to mill around.

He said local barangay officials no longer have to go to other areas to observe and learn about governance since best practices are already available in the city.

Duterte emphasized that individuals who the city sent for schooling outside

the city can be the ones who can impart knowledge through lectures.

“You do not have to travel using people’s money,” he said.

Duterte said barangay officials would rather use their funds for the procurement of food and medicines for their constituents.

AVAO CITY – The Army’s Eastern Mindanao Command (Eastmincom) has called on for donations of materials for the construction of temporary houses for typhoon Yolanda survivors in Leyte.

Lt. Col. Lyndon Paniza, deputy-chief of the Unified Command Staff for Civil Military Operation (CMO), said the urgent construction material needs are nails, galvanized iron sheets and plywood.

Paniza said these are the immediate needs to build temporary shelters for the families in the areas of Javier, San Isidro, Albuera, Ormoc, Baybay and Abuyog, all in Leyte.

He said Eastmincom has sent to these areas 200 soldiercarpenters and 28 officials who composed the Joint Task Force “Tambayayong II” that has done humanitarian and reconstruction works in typhoon

Yolanda-affected towns.

“Even used tarpaulins, GI sheets and trapal (waterproofed canvass) could help a lot,” he stated.

The soldier-carpenters have so far constructed 53 temporary houses as of November 22, Paniza bared during last week’s I-Talk at Seda Hotel, this city.

Aside from the reconstruction works, Task Force Tambayayong has also provided transportation, assisted in the distribution of relief goods, provided medical assistance, helped repair the Abuyog General Hospital in Leyte, and provided security.

Meanwhile, Department of Social Welfare and Development regional director Priscilla Razon said that a lot has been done by various sectors in the region through the government’s Tabang Para sa Yolanda to extend help to the typhoon

survivors.

For DSWD-11’s part, a total of 70,362 family food packs have been delivered to Leyte from November 12 to November 24, Razon disclosed.

She said some 45 personnel of DSWD-11 comprising of social workers, nurses and administrative staff have been deployed to assist in the operations of 15 evacuation centers and to help provide psychosocial interventions.

From the Archdiocese of Davao, Atty. Aileen Lizada said that a total of 12,000 food packs from donations and collections from parishes have been turned over to the Archdiocese of Leyte.

She bared that around P4.6 million from donations and parish mass collections have been used for the relief assistance for the disaster survivors.

‘Fast & Furious’ star holding a charity event for typhoon Yolanda victims dies in a car crash

In what could be seen as an ironic and depressing turn of events, street racing franchise Fast & Furious star Paul Walker, 40, was killed in a fatal car crash on Saturday, November 30 (US Time) in Santa Clarita, California.

His untimely death was confirmed by his publicist, Ame van Iden via the actor’s official Facebook and Twitter accounts.

According to Hollywood entertainment website TMZ, which was the first to report about his death, the charity car show was intended to give additional aid to the victims of Typhoon Haiyan (local name: Yolanda) in the Philippines where his organization has been actively conducting relief efforts since mid-November.

It added that Walker was passenger in a friend’s 2005 Porsche Carrera GT.

Now on its third run, the nationwide search is held every other year to recognize and affirm the efforts of educational institutions from the college, high school and elementary levels with the most comprehensive environmental programs and activities.

The need for schools to develop skills and understanding to initiate active response and increase community awareness and involvement on environmental issues became even more crucial in the wake of events preceding this year’s awarding ceremonies.

“Yolanda proves that climate change is here. We know how important it is to be environmental friendly in everything we do,” says Atty. Juan Miguel T. Cuna, OIC-Director of EMB. He is hopeful that with more schools participating in the search, and with their eco-friendly practices being recognized, other schools will be encouraged to replicate “what our winners” are doing.

In his acceptance speech, Visayas State University (VSU) President Dr. Jose L. Bacusmo, shared how the brute force unleashed by Yolanda in the Visayas did not spare the university and its external campuses.

“The evaluation for this award happened a few weeks ago when the campus was dark green from all the canopies of trees growing all over the campus. Sadly, that was a stark contrast to how the university looks right now. The campus is brown rather than green. It looks like a war zone.”

The university, located in Baybay City, Leyte, is not about to let the calamity squash or dampen their spirits. As it embarks to “remove vestiges of the calamity” and to bring back normalcy in the campus, VSU vows to continue to “persistently and passionately integrate in its three fold functions of instruction, research and community engagement numerous programs toward environmental conservation and enhancement.”

Bacusmo, who spearheads the clean-up and restoration, is hopeful after seeing buds emerging from twigs and branches even from fallen trees. “The sight is enough to assure us that nature is on its way to protect and care for us again as much as we, our school, will continue to protect and care for Mother Nature,” he says.

VSU, which placed second in the 2009 National Search, takes pride in coining the word “rainforestation” before it became widely accepted as the most appropriate approach in bringing back forests in tropical countries.

It advocated the accreditation of timber-species nurseries. It implements conservation and rehabilitation of watersheds in Visayas and Mindanao. The university is also one of the very few accredited and recognized Dark Green Schools in the country by the Environmental Education Network of the Philippines (EENP).

According to Bacusmo, the award is an affirmation of the university’s environmental programs and actions. The school has decided to use the cash incentives from the award to support some of the students from Yolandaaffected areas that wish to continue studying this semester.

Fr. Michael I. Pineda, S.J., High School Principal of Ateneo de Davao, reveals that the school will also be donating most of its winnings to help those affected by the super typhoon. “We are happy to receive the award, but we were not thinking about it.

Environmental protection is a specific mission of the school.

Our youth must learn to appreciate and value the gift of nature and to protect it.”

Ateneo de Davao – High School implements an environmental program dubbed “Ecoteneo”. It envisions a community that is lush and verdant in greenery, where the air is clean, the water is fresh, its building energy-efficient, and its grounds waste-free.

First placers VSU, Ateneo de Davao University – High School and Dubinan Elementary School in Santiago City each received P50,000 in cash prize and a plaque of recognition.

Joining the national level

topnotchers in the honor roll are the 2nd and 3rd placers in their respective categories – Miriam College and Ateneo de Manila University (college level); Doña Remedios Trinidad High School in Bulacan and Diadi National High School in Nueva Vizcaya (high school level); Koronadal Central Elementary School II in South Cotobato and Kibawe Central School in Bukidnon (elementary level). They were awarded P40,000 cash for second place and P30,000 cash for third place, plus plaques of recognition.

“It’s a total package from our policies, vision-mission, curriculum, campus management, outreach, and research,” is how Dr. Angelina P. Galang describes Miriam College’s whole-school approach in environmental education. Galang, a professor from the Environmental Studies Institute and the President of Green Convergence, was part of the Miriam College contingent that attended the awarding. She commends the DENR-led search for promoting this kind of comprehensive method.

Galang credits the progressive Maryknoll Sisters, who instructed that environmental modules on pollution be taught in the school way back in the 1970’s, for the school’s pioneering efforts in environmental education and awareness. Miriam College is one of the few institutions in the country with undergraduate and post graduate degrees in Environment. It is also a recipient of the prestigious “Dark Green School” citation from the EENP. This year, a total of 45 private and public schools, selected as regional winners, went on to compete in the finals. A cash prize of P15,000 and a certificate of recognition were given to each of the regional winners in the elementary, high school and college levels.

Introduced this year were the special categories “Nestle Water Leadership Award”, aimed at recognizing and promoting the water management solutions and practices of schools; and the “Meralco Energy Leadership Award”, aimed at recognizing and promoting electrical safety, energy efficiency and conservation.

The national winners for the “Nestle Water Leadership Award” included Kasibu Central School for elementary, Sumuroy AgroIndustrial School in Northern Samar for high school, and Ateneo de Manila University for college.

Those for the “Meralco Energy Leadership Award” included Commonwealth Elementary School in Quezon City, Matin-ao National High School in Surigao Del Norte, and VSU. National winners for both special categories received P20,000; while P10,000 was awarded to the regional winners.

Formal awarding was done during the culminating ceremony held at the SM City North EDSA Activity Center as part of the celebration marking November as National Environmental Awareness Month.

“There are very good ideas that could be introduced to other schools, especially because some of these are easy to follow and implement,” notes Dr. Catherine Genevieve B. Lagunzad of the Department of Biology of Ateneo de Manila University who sat as judge in the high school category.

Elenida del Rosario-Basug, Chief of the Environmental Education and Information Division of DENR-EMB, underscores the importance of involving educational institutions in the DENR’s efforts to raise environmental consciousness in the country.

“Students spend most part of their waking hours in school.

What they pick-up from school has a huge influence on them.”

Basug is glad that the search is expanding its reach and as a result more schools are coming in. She cited the Facebook application created by long-time partner Smart that helped increase

awareness about the competition.

The telco has been supportive of initiatives that promote conservation and protection of the planet. For its part, Smart has taken initiatives that enable it to take a lead role in addressing climate change.

“As the country’s leading wireless services provider with facilities strategically located nationwide, Smart recognizes that it plays a key role in contributing to efforts to institutionalize sound environmental practice in the telecoms industry,” says Darwin Flores, Department Head for Community Partnerships, Public Affairs Group, Smart.

Smart is joined by another affiliate under the First Pacific Group – One Meralco Foundation – in supporting the 2013 national search. Other partners from the private sectors this year are Nestle Philippines and Petron Foundation.

“Let me say clearly though, we’re not talking about bases or any kind of new bases for the United States,” Ambassador Philip Goldberg told a press conference after presenting his credentials to President Benigno S. Aquino III in Malacanang.

Philippine and U.S. panels are currently negotiating for an accord that will allow an increased rotational presence of American troops amid a backdrop of mounting territorial rift between the Philippines and China over the South China Sea. Manila has adopted the name West Philippine Sea for the disputed body of water, which has been the site of armed confrontations among claimants that also include Vietnam, Malaysia, Brunei and Taiwan.

As China boldly asserts claim over the resource-rich waters, Philippine government officials said an expanded U.S. military presence can help its cash-strapped military defend the Philippines’ territory as it builds up its defense capability.

Goldberg believes that the agreement would also enhance disaster response cooperation between the two countries as demonstrated by Washington’s rapid response in the aftermath of super typhoon Yolanda that killed thousands in the Visayas region on Nov. 8.

“It’s important for the Philippines, I think, as we saw with the super typhoon ‘Yolanda’, to have even a greater ability to provide for humanitarian assistance and disaster relief. The ability to have that a little bit faster and, more efficiently, we’ll always be of help,” Goldberg said.

Manila has turned to the U.S., Australia, Japan and other western allies in an ongoing effort to modernize its military -- among the weakest in the Asian region -- and strengthen its capability

to guard and defend its territory, including Philippine-claimed areas in the South China Sea that is being claimed nearly in its entirety by China.

The new accord between Manila and Washington came in the heels of Washington’s “Asian pivot” after its heavy military engagement in Afghanistan and Iraq.

“This is about our capacity to help the Philippine government and military as it advances in many areas in its own interests,” Goldberg said. “There are reasons to build minimal defense capability and maritime defense awareness.

That will come with a framework agreement.”

For decades, the U.S. maintained large military bases in Clark, Pampanga and Subic Bay in Olongapo, Zambales until Philippine lawmakers voted to close it down in 1991.

But since 2002, about 500 to 600 American troops have been staying in Philippine military camps in southern Mindanao to help train and provide intelligence information to Filipino soldiers, who are fighting violent Muslim groups like the Abu Sayyaf and the Jemaah Islamiyah.

The American presence is allowed under the 1999 Visiting Forces Agreement, which was ratified by the Senate to govern the temporary stay of U.S. forces for joint trainings with their Philippine military counterparts.

The U.S. is not a party to the territorial row but has declared that it is in its national interest to ensure freedom of navigation and that conflicts are resolved peacefully.

“I think it’s inherently in the interest of both to move forward and I hope it will happen as soon as possible,” Goldberg said. (PNA)

But, the presence of a strengthened convergence and partnerships, the Green Governance Program of Naawan will be a pillar in combating the twin challenges of Naawan – socio-economic development and climate change adaptation, added Roa. Nietes earns third round KO win over Gutierrez to retain WBO title

hilippine boxing was not lacking in heroes on the day the nation celebrated the 150th birthday of Andres Bonifacio.

Donnie `Ahas’ Nietes defended his World Boxing Organization light-flyweight crown with a sensational third round knockout of Mexican Sammy Gutierrez to the delight of a sizable crowd at the Smart-Araneta Coliseum, Saturday night.

The champion had the challenger all sized up right in the opening round when the Filipino sent him down to the canvas twice, each of them courtesy of his solid right hand.

Gutierrez, fighting with Mexican pride, survived the next round, but was knocked down again in the third when a devastating Nietes right found its target.

The challenger tried to get up on wobbly legs, but referee Celestino Ruiz wisely put a stop to the carnage.

The end came at the 2:58 mark.

“Tingin ko first round pa lang kaya ko na siya,” said Nietes, who improved to 32-1-4, with 18 KOs. “Kala ko nga hindi na tatayo, e.”

He later offered his victory to victims and families

affected by super-typhoon Yolanda.

"Sa nangyari sa Tacloban, makakabangon tayo," the champion said.

Gutierrez, the former WBO minimumweight title holder, fell to 33-10, with 23 KOs. Nietes' impressive win came after Merlito Sabillo had to settle for a split draw against Carlos Buitrago to retain his WBO minimumweight title.

The 29-year-old champion started rather tentative against the Nicaraguan challenger and didn’t really get into the rhythm until the later rounds of the 12-round fight.

Still, the 20-year-old Buitrago appeared to have controlled majority of the bout that his corner began celebrating when the final bell rang by carrying a small Nicaraguan flag atop the ring.

However, it wasn’t meant to be.

Judge Levi Martinez saw the fight 115-113 for Buitrago, Joerg Milke had it 115113 for Sabillo, and Takeshi Shimakawa scored it even at 114-114 for the split draw.
