AVAO CITY – Former Sangguniang Kabataan Federation president Halila Sudagar was officially declared as the new Indigenous People’s representative.

The selection started around 2:00 in the afternoon Wednesday with only six aspirants as Datu Jafar Pandadagan of Brgy. San Rafael and Datu Bobby Mohammad of Brgy. Waan withdrew their candidacies.

A total of 382 Kagan Baraguwas from 22 Jamaahs who attended only 373 casted their votes (127 from District 1, 191 from District 2, 64 from District 3), while 2 ballots were declared invalid.

Sudagar got 147 votes. While

former Waan Brgy. Captain Macapayao Apadan got 97; former Tigatto Brgy. Captain Lito Lapitan got 50 votes; Datu Larry Cabaguio of Brgy. Talomo got 47 votes; Joel Bustamante got 28 votes and Janor Balo got 2 votes.

Dabawenyo tops dentistry exam, 2 others in Top 10 DAVAO CITY – A Dabawenyo topped last year’s Dentistr y Licensure Examination while two others landed in the top 10, according to a release of the Professional Regulation Commission (PRC).

Ben Jay Abayato Maxino, 23, from the Mindanao Medical Foundation College, garnered an average of 85.43 percent, topping 725 takers of the December 2014 written exam and the 271 practical phase earlier this month.

Jan Michael Silvosa Antes gained an average of 83.77 percent while fellow Davao Medical School Foundation (DMSF) student Shahzaadee Bello Imlan got 83.07 percent.

According to the PRC results released Tuesday, 268 out of 725 passed the test in December while 257 out of 271 passed the practical exam held this month

by the Board of Dentistry.

The results were released four working days after the last day of examination.

Other Topnotchers include students from Southwestern University, University of the Philippines Manila, Cebu Doctors' University, and Centro Escolar University.

Faye Jennifer Cabrera from Southwestern University got the third spot in the topnotchers’ list.

Elgimaine Louise Barroso, Denica Jena Espares, and Mario Antonio Carpio from UP Manila got the 4th, 5th and 10th place, respectively. Cristy Allysa Almonte and Rose Elaine Li from Cebu Doctors got the 7th and 10th spot.

Carpio and Li shared the 10th spot with 82.40 percent.

According to the PRC, the registration for the issuance

of the PRC ID card and the certificate of registration is from Monday, January 26, until Wednesday, January 28.

Passers who wish to register with the PRC are required to bring their accomplished oath form, cedula, passport sized picture (colored with white background and complete name tag), and two sets of metered documentary stamps and one short brown envelope with name and profession.

Passers will also be asked to pay the initial registration fee of P600 and annual registration fee of P450 for 2015-2018.

Successful examinees should personally register and sign in the roster of registered professionals, the PRC said.

The date and venue for the oathtaking ceremony of the new successful examinees will be announced later. (MindaNews)

A seven man team roams around the city thoroughfares to catch or impound astray dogs. A fine of more than 300 hundred pesos is charge to the owners, and unclaimed dogs were impounded on their impounding area.

She said as of 2014 a report said a total of 8,166 astray dogs were impounded and 1,000 dogs claimed by owners. And rabies incident report showed that out of 104 bite victims only 15 dogs were positive of rabies.

The image covers the real object Iligan City Mayor Celso Regencia has been tagged as the mastermind in the ambushed slay attempt of Rep. Vicente “Varf ” Belmonte of Illigan City’s lone congressional district, last Dec. 11, 2014.

Belmonte has just arrived at the Laguindingan Airport in Misamis Oriental from Manila and was on his way to Iligan City when their convoy was ambushed along the airport road toward the main highway in Laguindingan.

The congressman, who sustained a minor gunshot wound, survived the ambushed, but one of his close in security died on the spot while the other two (including the driver) died on arrival at the provincial hospital in the nearby town of Alubijid.

The Criminal Investigation and Detection Group (CIDG) in Northern Mindanao, lead the filing of the case with multiple murder and frustrated murder with the Provincial Prosecutor’s Office in Misamis Oriental against Regencia and 13 others and several “John Does.”

The CIDG, together with the Philippine National Police (PNP) in Misamis Oriental and the National Bureau of Investigation (NBI), gave credence to the testimony of Dominador Tumala, one of the suspects, arrested two days after the ambuscade.

Earlier, Belmonte said that politics was the motive of the attempt on his life.

Whether his allegation holds water or not, he expressed gratification of the filing of the case against the suspects. “We will wait for the final resolution of the case,” Belmonte said.

Regencia, the embattled City Mayor of Iligan, has

denied the accusation on the slay attempt against Belmonte, touted to run for the mayoral post come local election in 2016.

Perhaps, b eing t he underdog and under the sleeves of the majority members of the City Council in Iligan, Regencia’s only strength lies in the support of the people.

Unless the people loved and believed in the candidate, winning the mayoral contest in Iligan City against formidable political opponents is an exceptional feat.

Regencia demonstrated the rare conviction of surmounting the difficulties of winning the mayoral contest against all odds.

Now, with a multiple murder and frustrated murder case on his table, Regencia should prove his innocence beyond reasonable doubt.

The provincial fiscal’s office in Misamis Oriental has been tasked to determine if a probable cause is present to warrant the formal filing of the case in the proper court. The provincial fiscal’s office should make public all its pronouncements about the

case. In the spirit of transparency, all preliminary investigations should be opened to the public, particularly to the members of the press. It is only by being transparent that the followers and supporters of both parties would have the opportunity to enjoy the benefit of the doubt.

After all, the case is of enormous public interests.

Definitely, the case will, if not, decides the fate of the mayoral elections in Iligan City in 2016.

Now, the burden of proof also lies in the hands of the CIDG, NBI, and the PNP who have filed the case. “Affirmati, no neganti incumbit probatio.”(The proof lies upon him who affirms, not on him who denies).

Many are expecting too, that the respected investigative bodies of the government would not only see the surface of the case. Very often, the images that the human eye sees are full of deceptions. PRESIDENT FRANCIS, ANYONE? Last night, I had a dream.

The Philippines has turned federal and is one of the federated states of the Vatican. And its regions have also gone federal -where the concentration of powers and resources are equitably dispersed and fairly allocated to the locals.

The name of the President is Francis Bergoglio.

HONORABLES --- He has cleaned up the bureaucracy from corruption. No allies cling nor hide behind his priestly garb. No one is spared, not even his own KKKs ( kaSeminaryo, kaPari, at KaJesuita). Tinges of irregularity, whether small or significant, real or contrived, are not swept away or waved off. His officials take their name and honor seriously. Some take the honorable route of voluntarily dismounting to protect the presidency, ready to take the bullet.

His officials are so well loved and held in high esteem that when they figure in some close call accidents, like plane mishaps, everyone thanks the Lord for their safety and not say: “sayang bakit yan lang sinapit” ( which, by

the way, was the reaction of some when the Bombadier plane carrying some Malacanang officials overshot and nose-dived upon take-off at the Tacloban airport -- and which I find unchristian and totally uncalled for.)

FEDERAL --- Being federal, the regions govern their own areas with the least intervention from the national capital. The locals determine and chart their own future and destiny.

Taxes are not all sent up to the national treasury and the concentration of power through patronage and dog lapping is gone.

Hence, no DAP or PDAF. IN PERIPHERIES ---President Francis spends time not so much in Malacanang nor in imperial Manila but in the “peripheries” like the calamity stricken areas of Tacloban, in the far-flung barangays.

He attends to the longsuffering and abandoned vic tims of the Z amb o siege, the poor, the sick, the forgotten. Whenever he wishes to meet with his constituents, millions voluntarily attend, braving the elements. And there

He does not project himself as if he is God’s gift to mankind to reform. He exudes humility and godly grace. He protects the family and even the unborn.

He does not conjure ways to undermine the sanctity of life.

NOT BRATTY --He is so human just like you and I. His humanity shows he has a good sense of humor and breaks into some laughter - or even sheds tears -- with his people.

His inimitable smile brings cheers and solace even to those who went through some tragedy. He is always on the move despite his age and not prone to ensconce himself moonying in solitude. No he is not bratty. Nor does he carp or engage in dry humor about his hair when his bull cap is blown away or his priestly cape perturbed by the wind.

NIGHTMARE! ---But ooooops. Suddenly I lost my dream. So I woke up to the real world. To my dismay, I woke up from a good dream to a real nightmare!

New DENR organizational structure Surigao City implements abolishes 3 CENR offices in Caraga fare cut on tricycles

U T UA N C I T Y Three field offices of the Department of Environment and Natural Resources (DENR) in Caraga Region have been abolished and absorbed by the Provincial Environment and Natural Resources Office (PENRO) following the full implementation of the rationalization plan of the agency this year.

DENR Caraga regional director Nonito M. Tamayo made the announcement after an urgent conference with the members of his Executive Committee at his office on Tuesday.

He said the DENR is

shifting to the new organizational structure pursuant to the Rationalization Plan.

The undersecretary for field operations Demetrio L. Ignacio, Jr. has issued instruction on January 7, 2015 to the regional directors except the National Capital Region to enforce the new structure.

He said the office of CENRO Tandag in Surigao del Sur, CENRO San Francisco in Agusan del Sur and CENRO Dapa in Surigao del Norte shall cease to operate starting February 1, 2015 since they will no longer be provided with budget for overhead and

other related expenses. The affected personnel shall be absorbed by the PENRO office to ensure a smooth transition in operation.

Meanwhile, the personnel of the CENR office in Surigao City which is also co-located with the PENRO Surigao del Norte were likewise advised to relocate their office in Placer.

Director Tamayo has advised the people particularly the stakeholders and clients of the DENR in these affected areas to transact their business at the PENRO offices. (Ritchell Bongato, DENR-Caraga/ PIA-Caraga)

SURIGAO CITY – The huge drop of prices of petroleum products in the global market has pushed the city government to implement a one-peso reduction on tricycle fare from the current eight pesos.

This was implemented after the city government has met the publication requirement on the city council’s ordinance for the adjustment of the fare.

Based on the old fare, regular passengers were paying P8 for the first two kilometers; students, senior citizens and persons with disability, P7; and elementary and kindergarten pupils and preschoolers, P5.

Councilor Jose V. Begil Jr., chairperson of the Sangguniang Panlungsod’s committee on transportation, said this adjustment in tricycle fare was due to the oil price rollback.

He said that effective Wednesday, for the first two kilometers, regular passengers will pay P7; high school and college students, senior citizens and persons with disability, P6; and elementary and kindergarten pupils and preschoolers, P4.

In partnership with the Australian Agency for International Development (AusAID), the Department of Education is implementing a program on quality and continuous improvement towards learner excellence. The program is called Continuous Improvement (CI) Program.

The CI Program contributes to the attainment of DepEd’s Vision of a Child and Community Centered Education System (ACCESs) by way of quality and continuous improvement in leadership and management of basic education shared with community, right at the schools.

AMBOANGA CITY – Top Philippine defense and military officials arrived Wednesday in the southern port city of Zamboanga after inspecting troops in Sulu province where security forces are battling the Abu Sayyaf rebels.

Defense chief Voltaire Gazmin and Armed Forces’ chief General Gregorio Pio Catapang and other officials went straight to the headquarters of the Western Mindanao Command where commanders led by Lieutenant General Rustico Guerrero briefed them on the current operations against the Abu Sayyaf and other threat groups.

ISABELA CITY, Basilan -- G over nment s e c urity forces have foiled a bombing attempt late Wednesday in this city, a top police official disclosed.

Supt. Albert Larubis, local police chief, said Thursday the bombing attempt was foiled after a powerful improvised explosive device (IED) was discovered around 8:30 p.m. Wednesday in Barangay Kaumpurnah Zone 3, this city.

Larubis said the IED, w hich was conce a le d in a plastic container sealed with packing tape, was placed under a foot bridge in front of the residence of Ayub Abdil and near the residence of Mayor Muctar Junaid of Tabu an L a s a , t h i s province.

Larubis said the IED was found by Hadji Aradji Jauhari, one of the Tabuan Lasa’s municipal guards, who immediately rep or ted to t he lo cal police. Jauhari also owns a house in the area.

Larubis said they immediately sealed off the area and verification by the bomb-sniffing dog

CAGAYAN de Oro City–– Iligan City Lone District representative Vicente “Varf ” Belmonte confirmed his speculation that politics is behind his ambush, and that the alleged mastermind used rebel returnees and ex-cops in executing out the ambush, even as he expressed elation that after

40 days the wheel of justice is now rolling.

Belmonte has surmised that the ambuscade was politically motivated and tagged Mayor Regencia as the mastermind of the ambushed slay attempt on his life.

Regencia, however, has denied the allegation. Regencia accused Belmonte of managing the ambuscade in order to get the sympathy of the people in Iligan City in the pursuit of his (Belmonte) mayoral quest in 2016.

The importance of classifying true leaders

Leadership is the ability to influence others by way of being an effective trailblazer.

Being a leader is a challenging task. True, it is through a leader’s powerful influence that he could lead his members to follow him.

Leader means someone who take the lead of a certain group or organization. He might also be a common person that lights a simple group without telling everyone that he is a leader. He is someone who is first in line that everyone follows.

Being a leader is like a teacher that teaches and leads a class or group of people in order for them to be better individuals.

This teacher should be effective enough to transform each individual into someone useful in the society.

However, there are so-

called bad leader. This leader is bad in a sense that he could not be a good example to his constituents, he does not know how to lead or how to distribute roles in a way that everything will bring out unsuccessful results.

There are characteristics that are helpful to determine bad leaders. One is he does not recognize vision. A bad leader knows no vision. In other terms, he don’t know where he and his team is going to. He does not know the direction.

Leader like this cannot inspire teams, motivate performance and create sustainable value.

It is a fact that aligning the organization around a clear vision is a leader’s role. Thus, this will not happen when a blind leads the blind.

It is important for a team to see that a person will make a bad leader because having them is rocky road ride.

Belmonte alleged that all the 13 other accused are related in one way or the other to Mayor Regencia.

He claimed that most of the accused are gambling operators.

The Philippine National Police (PNP) in Northern Mindanao on Thursday release the names of the suspects in the ambushed slay attempt of Rep. Vicente Belmonte of Iligan City.

a certain “Ruel”, a certain “Diego”, a certain “Jimboy”, a certain “John Doe”, a certain “Peter Doe” and John Does.

tor’s Provincial Office with criminal case number X05-INV-15A-00043 dated January 21, 2015, against the above respondents.

The suspects were allegedly responsible in the ambushed slay attempt of Rep. Belmonte and his convoy while travelling along on the Laguindingan Airport road in Barangay Gasi, Laguindingan, Misamis Oriental in the afternoon of December 11, 2015.

Belmonte, who sustained a minor bullet wound, survived, but his three close-in security personnel, including the driver died on the spot and others died in a nearby provincial hospital in Misamis Oriental.

Responding law enforcers threw a security blanket around the municipal town of Laguindingan which resulted in the arrest of one of the alleged suspects, three days later while attempting to breach the security cordon.

Dominador Tumala, 52, of Osmana, Zamboanga Del Norte, later confessed participation in the ambuscade, and named the incumbent city mayor of Iligan as the mastermind in the ambushed slay attempt.

Poverty-reduction takes lion’s share in 2015 budget

ANILA -- Social Services now corner 36.6 percent or P952.7 billion—the largest of all sectoral allocations—of the 2015 P2.606trillion National Budget.

This, the Department of Budget and Management (DBM) said reinforces President Aquino’s key message for the 2015 fiscal year: “No one, especially the poor and the vulnerable, should be left behind.”

The Social Services 2015 budget program of P952.7 billion—up by 13.2 percent compared to last year’s budget—will help the National Government achieve their Millennium Development Goal (MDG) of reducing poverty incidence to 16 percent by 2016 while sustaining equal opportunities for all.

“To ensure that the Administration can properly reach out to the country’s poorest, we had to ensure sufficient funding support for programs under our agencies on the front lines of poverty reduction,”Secretary of Budget Florencio “Butch” Abad said.

One of these agencies, the Department of Social Welfare and Development (DSWD), was already set to receive a larger share from the then-proposed 2015 National Budget even before the latter’s congressional review and approval. In the end, the DSWD received P108.2 billion, 29.8 percent higher from its 2014 budget.

The DSWD’s primary program in helping the poor is the Pantawid Pamilyang Pilipino Program (4Ps), also known as

the Conditional Cash Transfer (CCT) program. With a budget of P62.3 billion, the program provides conditional cash grants to extremely poor households to help reduce poverty for 4.3 million families.

The DSWD also has other programs to address social protection: The KALAHI-CIDSS National Community-Driven Development Project, which seeks to empower communities in accessing services and participating in local planning, budgeting and implantation.

This program will support 6,735 community projects that cater to 1.5 million poor households.

The Sustainable Livelihood Program, which covers families who graduate from the CCT program. This program will support

265,175 family beneficiaries with micro-enterprise developments and 113,647 households under the employment facilitation through capacity development.

Social pensions for indigent senior citizens, which allocates a monthly social pension of P500 to 939,609 indigent senior citizens aged 65 years and above.

The Supplemental Feeding Program, which is part of the government’s Early Childhood Care and Development program, is a food supplementation program that will give hot meals to children during snack-/mealtime five days a week for 120 days.

The National Household Targeting System, an information management system that identifies who and where the poor are, besides ranking and classifying

them. Updated every four years, it has already identified 5.2 million poor households entitled to social protection as of 2011.

Abad said, “The budget allocation for social protection is part of the Administration’s investment in the people, who are ultimately the country’s most invaluable resource. From creating more jobs for our growing population to ensuring the wellbeing of the poorest and most vulnerable, the National Government is resolved to improve the quality of life of our citizens.

More important, however, is ensuring that Filipinos get equal opportunity to benefit from our economic gains, and that the growth we’ve already tracked can be sustained beyond this administration.” (dbm.gov.ph)

Customs repeals container stuffing policy;

Exporters thankful; sigh relief The Bureau of Customs has initially suspended and finally repealed the implementation of a policy that requires the presence of a Customs personnel during the stuffing of export containers.

C ommissioner John Phillip P. Sevilla signed Customs Memorandum O rd e r ( C M O ) 4 - 2 0 1 5 dated January 21, 2015 (copy attached) repealing Section 16.B.1.1 in its entirety.

The revocation of section 16.B.1.1 means that there is no longer any requirement for exporters or their brokers to submit a Notice of Stuffing form, nor any requirement for a stuffing inspector to be present during the stuffing of a container. The issuance of an Authority to Load by the agency's Export Division shall be suf f icient basis for an export container to be loaded.

CMO 4-2015 also cancelled the requirement that export documents be filed prior to the entry of containers into any port. However, no cargo – whether in container or not – can be loaded into a vessel without an Authority to Load.

Exporters welcomed the temporary suspension of the implementation of the stuffing policy na-

tionwide, announced in an exporters forum on Tuesday by Commissioner Sevilla after acknowledging the difficulties this policy will bring to both Customs and exporters.

The repeal came a day after, to the relief of exporters especially to the micro, small and medium enterprises (MSMEs).

"This is a big relief to exporters; a welcome development and positive response to our position," said Philippine Exporters Confederation Inc. (PHILEXPORT) President Sergio R. Ortiz-Luis Jr. Ortiz-Luis said they are thankful that Commissioner Sevilla recognized that the agency cannot implement such rule properly at this time. " He s h o w e d o p e n -

We likewise appreciated the fact that he took time to listen to exporters," he said.

In a position paper submitted earlier to the BOC, PHILEXPORT argued that the inspection of container stuffing presents opportunities for graft and corruption due to the limited BOC resources to handle this policy. DepEd Region 10 SBM Congress Honors Outstanding Schools

It was a night to remember on December 4, 2014, “Gabi ng Parangal” with more than 400 schoolheads in their best Filipiniana attire paraded at the Function Hall of Pearlmont Inn, Limketkai Drive, Cagayan de Oro City in order to receive the award for the school, recognized as Level II in School-Based Management (SBM) practices.

The colorful lights illuminated every corner of the venue to see all the participants of the annual Regional SBM Assembly and Research Congress, dressed with elegance in the evening of Philippine fashion, arrayed by the Curriculum and Learning Management Division (CLMD), in coordination with the Field and Technical Assistance Division (FTAD) of the Department of Education, Regional Office X. At exactly 7:00 o’clock in the evening, the program host welcomed the audience and announced the start of the awarding ceremony. The Maranding SPED Center gathered the appreciation of the audience as the two blind children rendered the doxology, one on the keyboard and the other one on vocals, and both blended “the Lord’s Prayer” in a melody that triggered curiosity as to who performed it. The 7th Chord, all boys choir of Misamis Occidental Division sang the Philippine National Anthem in a balance four- voices combined.

Then started the call for the school awardees from the Division of Bukidnon, followed by the remaining school divisions. According to the regional coordinator of the SBM Rogelio C. Evangelista, the highest number of awardees came from the Division of Misamis Oriental followed by Lanao del Norte and Bukidnon Divisions.

SBM is a form of accreditation for public schools in both elementary and high school as

to their level of practice. The evaluation of the division level looks into Access, Efficiency and Quality which comprises 60% of the overall rating. The remaining 40% is taken from the 4 principles namely Leadership and Governance, Curriculum and Learning, Accountability and Continuous Improvement and Management of Resources.

When the school gets an overall rating of 1.5 in the 60%, it is a chance to be forwarded to the region for the validation process.

The validation of the regional representatives focuses on the mandate of the Department on “No child is left behind”; thus, access looks into the total number of school-aged children in the community against those who are in school; Efficiency considers a zero drop out rate, high completion and cohort survival rates; and Quality zips in the results of the National Achievement Test (NAT).

Principle 1 studies on how the school leader manages the school and coordinates with the stakeholders in order to run the school; Principle 2, Curriculum and Learning is on the kind of instruction that the school provides for the learners; Principle 3, Accountability and Continuous Improvement appreciates the roles and functions of different organizations which are held accountable of specific assignments; and Principle 4, Management of Resources deliberates how the school in general succeeds in running the school with the limited resources provided by the department.

Passing this validation means Level II SBM practice.

The school has to maintain the outstanding school practice for two (2) years to be able to be recommended by the Region for national accreditation and achieve Level III.

As I have noticed, there are a lot of pupils and students in the academe who do not love Mathematics or simply implied, they hate it very much.

Learning Mathematics is like achieving your dream in life, who you want to be in the future.

Trust me, it is not that difficult. If you could passionately listen and understand your Math teachers, I will say it; it will be as easy as one, two, and three.

First, believe in yourself that you can do Math, aside from calculating and solving equations, believe that Math is fun and not a headache at all. You must believe that you can do it if you want to. If now, you have low grades in it, try a little harder by believing in

yourself that soon you can have high grades, even the highest among your classmates.

Second, heartily study and understand every number and every problem. You must understand so that you can perform all operations without hesitations. It may carry different problems and equations but if you understand how to do every operation, then succeeding problems and equations will be easy. Understand the basic first so that you can outdo complex equations in the future.

Third, never hate nor avoid Mathematics for it is part of our daily life. The amount of calorie you take in every day is Math; the exact time you prepare for school is Math; the means going to school is Math; every single thing involves Mathematics, no one can avoid it instead learn to love it.

Mathematics is fun. I love Mathematics and I am pretty sure that you love Mathematics too.

Come on now open your Mathematics notebooks and text books and look into the numbers and operations and tell yourself “I can do Mathematics, I can outdo these numbers and equations”.

ILIGAN CITY EAST HIGH SCHOOL GETS IN THE 2014 NAMCYA AWARD

The 2014 National Music Competitions for Young Artists (NAMCYA) had finally recognized Region X as National Winner in its annual holding at the Cultural Center of the Philippines (CCP), Manila on November 23-27, 2014 with the theme: “Tug-Awit ng Kabataan: Tinig ng Paghilom at Pagbabagong-Puri Music of the Youth for Healing and Renewal”. Each year schools with existing cultural group endeavour participation hoping that standards set by NAMCA can be met. However, after 5 years of trying, DepED Region 10 finally made it.

NAMCYA in coordination with the Department of Education (DepED) and the National Commission for Culture and the Arts (NCCA) is highly regarded as the most prestigious music competition in the country and is mandated under Proclamation No. 1173 declaring the period November 26 to December 2, 1978 as National Music Week for Young Artists.

West CCS prepares for NAT 2015

West City Central School in West I- District, Carmen Cagayan de Oro City is preparing for the 2015 National Achievement Test (NAT) both in Grade III & VI levels which is scheduled on March 11 & 12, 2015 respectively. This is an annual National Achievement test conducted to all pupils in Grades III & VI both private and

public schools in order to assess the pupils’ learning ability, whether or not they have mastered the competencies in Grades III & VI as prescribed by DepEd. West CCS had Action plan for NAT preparation in October 2014 and its implementation started in December 2015. The Action plan includes Daily Review classes to be conducted to Grade III & VI classes, right after their regular class. The teachers in

Nicanor Abelardo. The school is implementing Special Program in the Arts (SPA) where one of the disciplines is Music both vocal and instrumental. The program has been implemented for more than two (2) years already.

Aside from the said school, other secondary schools participated in the Choir Category B were Misamis Oriental General Comprehensive High School (MOGCHS), Bukidnon National High School (BNHS) & Bangcud National High School (BNHS) through video recording and submitted to NAMCYA Foundation Inc., CCP , Manila. However, these schools did not make it due to some technical deficiencies. It was suggested that they

have to attend a workshop held in Tagum City to know further the problem of the production.

The 2014 NAMCYA featured Choir Category B, Rondalla Category A, Piano Category B, and Traditional Music Ensemble Category B. The twenty (20) secondary schools implementing SPA in the Region continue to explore interventions in strengthening and improving the music education program to be competitive in the national level.

This year, DepEd Regional Office 10 has proposed to have trainings and workshops in Music Education to equip teachers to be more competitive in the chamber.

Kindergarten, I,II & III are involved and assigned in NAT –III while Grades 4,5,6 & Special Subject Teachers are in NAT-VI. Each teacher has his/her time, date and subject schedule for the review. All the teachers take part in the said Review classes and all parents were oriented on their important roles to make a follow-up and conduct also review of lessons with their children at home during weekends. This is a collaborative effort and endeavor among pupils, teachers, parents

and administrators in order to ensure that west CCS will increase its NAT mps by 5% compared to last year’s NAT which is 48.71mps in Grade-III while 51.90mps in Grade-VI. Everyone is challenged to do his roles and functions for the successful conduct of NAT 2015. The school principal and assistant principals are closely monitoring on the conduct of this review for the betterment of the schoolchildren.

Philosophy, an Imperative to Education

Taking the words of Ralph Emerson who said: “Beware when God lets loose a thinker on this planet. Then all things are at risk”. How can one philosopher make a difference in education? I was dazed and tongue-tied when my professor in philosophy asked this question.

To do Philosophy is to apply Philosophy. As Philosophy per see is not just the love of wisdom but this love must transcend into its purpose. Thinkers on this planet will help mankind to understand basic truth about the nature of being and thinking. True enough all things are at risk because philosophers are seeking for answers and enlightenment. And on their quest one philosopher could make a difference especially in education.

Philosophy is an agent to face challenges in the educational system. Educational philosophies are schemas of logical suppositions and principles which will pave ways and imperatives in education.

We may think that philosophies are in passé but its concepts and approaches still are useful and on our constant pursue of good life. Through philosophies, educators can arrive into valuable judgement.

Most of all philosophies of education can give recommendations and acumens into curriculum designs, educational innovations and teaching trends and methodologies. With these, philosophers are of enormous aids in rendering excellent

educational services.

So that, we will come into realization what Ralph Waldo Emerson once stated, “What we learned from other becomes our own reflection.” Many philosophers believed that self-realization is a tool for self-improvement. The ultimate well spring of education is to seek the verity of personhood.

Philosophers like Euripides and Socrates believed on Knowing Thy Self as the first step to education.

As an educator, it is important to be guided by your philosophies.

The importance of a philosophy of education is that it explains the purpose and emphasis of an educational organization.

It will become a parcel of its mission statement which in turn establishes what subjects are taught, how they are taught and, more importantly, the values that are taught embedded with the subjects being tackled.

Philosophy helps us to think reasonably to decide things and on how to achieve them morally ethically and rationally. By then, we can maximize the essence of our existence and live the best things life can offer; this earth is a better place to live in. As the saying goes, “A philosophical life is a better life.”

It is important also to mention philosophers who have great contributions to education. Socrates and Plato were both philosophical educators. Educators like me should better understand Plato’s pedagogical objectives in the Socratic dialogues so that I may appreciate and utilize them in our own educational undertakings, and so that we may adapt

First, in both practice and purpose the dialogues endeavour to duplicate the Socratic experience for their students. The educational lessons of Plato’s and Socratic dialogues remain vital nowadays that we are facing technological change. That is why; I must carry his example and continue to encourage active learning through intelligent dialogue and interactive communication.

Just like Plato, Socrates demanded from his students: active learning, self-examination, and an appreciation for the complexity and importance of wisdom.

Second, the dialogues challenge the combination of professional and personal superiority. Third, they aim not to transmit some pre-packaged formula for success, but to teach students to learn for themselves; that is to love and pursue wisdom. The Socratic dialogues, and philosophic dialogue itself, are educationally important in that they teach us literally to be philosophers.

As a teacher, unknowingly I have practiced the dialectic approach. In this approach, my students love to learn, and to pursue it in their own pace. In the classroom setting, active learning is very beneficial for to students to express their idea.
