Duterte wants to seefederalism in place

M

ayor Rodrigo Duterte wants federalism so badly he wants to see it in place before he dies.

“I would be happy to die kung makita ko ang federalism sa Pilipinas,” Duterte declared during the federalism forum at the GMA gym at the Terminal Complex Tuesday.

Duterte spoke for 40 minutes on his favorite advocacy before a captive audience that included a cross section of Marawi’s predominantly Moslem populace.

The mayor, who was introduced as “an authentic leader from Mindanao”, headed straight into the venue without taking lunch.

He was welcomed with a standing ovation by his audience that was “more than 50 percent women” as pointed out by a lady reactor.

Duterte pointed out that the fate of the Bangsamoro Basic Law (BBL) hangs in the balance after the Mamasapano debacle.

He noted both that Pres.

Benigno Aquino III and Presidential Adviser on

Peace Process had warned of violence if BBL fails.

The mayor, however, revealed that he has reached out to Muslim leaders in a last-ditch effort to avert violence.

“I told Nur (former ARRM Gov. Misuari) wag muna (not yet),” referring to reports of a possible outbreak if the BBL collapses.

Misuari, the founding chairman of the Moro National Liberation Front, is at large after the infamous Zamboanga siege.

At t h e s am e t i m e , Duterte said he wants to talk things over with Al-haj Murad of the Moro Islamic Liberation Front which signed the peace agreement with the government after the BBL was drafted.

“It is my dream to see peace in Mindanao,” the mayor stressed, drawing applause from his audience who live in the island most threatened by hostilities.

The mayor said he cannot understand why a gov-

ernment will declare war against its own people.

During the open forum, Duterte again deflected questions on what it will take for him to run for president.

“Sa (Department of Interior and Local Government) lang ako kung (ex-Cong.

Benasing) Macarambon becomes president,” he said in jest.

Macarambon, Duterte’s contemporary in the only

term he served as congressman, introduced the mayor during the forum.

Pressed repeatedly by the different reactors, Duterte eventually relented saying it was not time to talk about running for president.

Duterte reiterated what he said in previous forums that he will declare a revolutionary government “within six months or one year” if he does not get the reforms that he wants.

“If you don’t want to declare it, I will be the one to declare it,” he vowed, drawing another round of applause.

The declared “son of Mindanao” is no longer as adamant about the draft that has started to gain ground even in other regions.

Duterte makes light of recent surveys showing him in third place but he no longer dismisses the

emerging movement.

“Si (Cong.) Macarambon na ang magdesisyon nyan (Macarambon will be the one to decide on that),” the mayor remarked light-heartedly.

The people laughed and cheered heartily because it sounded like music to their ears. Earlier, Macarambon had pushed for Duterte as the next president of the country and the first from Mindanao.

by NPA bandits along the populated area in Brgy.

Concerned residents and local officials in the barangay who harbor anger at the NPA bandits, tipped off the said CAFGU unit about the unexploded IED at their vicinity. The responding CAFGU personnel immediately disarmed the IED in order to protect the populace in the area.

As of May 4, 2015, there are already twenty (20) unexploded IEDs recovered by the troops on security patrol in the Eastern Mindanao area, ten (10) of which were planted by the NPA bandit group along roads in populated areas since April 1, 2015.

It can be recalled that on April 1, 2015, a civilian was killed while seven (7) others were injured in an IED explosion along the

road of Brgy. Mahayag, San Miguel, Surigao del Sur. Moreover, on April 20, 2015, two (2) innocent civilians were wounded and still in critical condition as a result of an IED explosion that was perpetrated by NPA bandits along the national highway in Sitio Bagong Silang, Brgy San Vicente, Makilala, North Cotabato.

The continued manufacture and use of these IEDs are gross violations of the Comprehensive Agreement on Respect of Human Rights and International Humanitarian Law. Autonomy must underpin a federal system

CAGAYAN de Oro City -- When I first came upon Republic Act 7160 (The Local Government Code of 1991), I was impressed with its empowering provisions and its potentials for awakening People Power at the grassroots.

For instance, it enfranchised the people as never before, giving them an official role in the governing process—a role that flows from their membership in the Barangay Assembly, which is the local legislative governing body or parliament.

The Code also granted the powers of Initiative and Referendum to constituents, whereby they can propose, enact, or amend any ordinance directly (Section 120-127). Thus, they not only influence legislation and official decisions, they can actually contribute or make some themselves. Or even reject them if unacceptable or undesirable.

Not only that, the people also have the power of Recall—to take back the power they delegate to officials at election time, to remove and replace those who prove to be undesirable, to kick out unworthy public servants (for loss of confidence). ***** The problem is, wielding such powers does not come naturally to Filipinos. Traditional politicos (trapos) have conditioned them since long ago into thinking that governing is something that only officials do, and plain people have no business interfering.

This conditioning has accustomed our citizens

to believe they are mere subjects and followers, led by the nose like carabaos or beasts of burden without discretion or initiative or zombies with no will of their own. And so, despite their fondness for the song “My Way” Filipinos are wont to let someone else govern the community THEIR WAY. They don’t seem keen about their Power of Recall.

Thus, it has been exercised in only a very few instances—once in Bataan where a governor was successfully removed and replaced during the last decade, once in Taguig later (which failed), then in Palawan’s Puerto Princesa City lately (outcome unknown), and half-heartedly invoked in two or three other places. ***** Recall is a potent disciplinary tool but no community or constituency seems keen on using it, or maybe they’re unaware of its uses to induce good, efficient governance. Even in the barangay, where 50 signatures can trigger a Recall to remove a corrupt, abusive, or incompetent official or set of officials, it has not

been exercised.

The constituency’s failure to exercise this power even in the most egregious cases has enabled countless officials on all levels to get away with corruption and abuse. It reflects a basic lack of concern or resolve to assure good governance for the community.

It also reflects failure to apprehend what autonomy is all about, that it is meant to enable constituents fulfill the policy of self-government at their level, the level of the community—which is the grassroots and the base of the Republic.

As a result of these failures, democracy in our country is basically an oligarchy—government in which power is exercised by only a few who are in office, but not by the many from whom the real power flows. ***** In other words, if sovereignty indeed resides in the people and all government authority emanates from them, then there is a serious case of power failure in our democracy. It is underpinned by a weak and non-performing constituency.

Such a constituency makes for a very poor foundation for a federal system, which requires that the people be active participants in government, not just observers and absorbers of its acts and decisions, nor passive recipients of its services and projects.

A federal system must be rooted on local autonomy, in which people are serious about self-government and

conscientious in performing their role in it. Otherwise, local issues cannot be addressed adequately, necessitating external intervention or interference by the upper levels.

If the issues are left unresolved, they grow to unmanageable proportions, accumulating and becoming serious or generalized problems. That’s why people must be conditioned for autonomy and self-government; otherwise political stability would be an elusive goal as society remains leader-oriented and, thus, vulnerable to manipulation and political abuse. ***** Unfortunately, although we have what was trumpeted at the outset as THE AUTONOMY LAW (The Local Government Code of 1991), self-government remains unfulfilled. Our government—and we—have done a poor job of making it operative.

The power which belongs to the people is still monopolized by officeholders. Filipinos still have little or no sense of being empowered, still without real influence or a say in the way government conducts itself. Even at the primary level, barangay officials monopolize the power; their constituents are just passive recipients of goods and services, and the poor remain victims of patronage.

This has been very frustrating for the thinking citizen. They see the officeholders (people in power) exercise their powers—and getting more empowered as

give more than we receive.

PRESIDENTIABLE Rodrigo Duterte and Senator Ferdinand “Bongbong” Marcos Jr. are expected to arrive in Cagayan de Oro City on May 9 (Saturday) to grace the 31st District Conference (Discon) hosted by the Rotary Club of Cagayan de Oro Rotary International District 3870 held at the Pryce Plaza Hotel.

Duterte, also the mayor of Davao City, is scheduled to deliver his speech at 1 p.m., while Marcos will deliver his speech in the morning of May 9, the third plenary session and also the culmination of the three-day biggest gathering of Rotarians outside Metro Manila.

Discon Chairman John Mark Sarraga said the event is an annual gathering of Rotary members coming from various 46 clubs in Mindanao.

“The purpose of the district conference is to provide opportunities for networking, inspirational addresses, and discussions of Rotary-related matters,” said Sarraga.

Aside from memorable fellowship experience, Sarraga said the events will also give Rotarians and clubs a vision of Rotary beyond the club level.

He said the events are also a venue to recognize the service programs, projects, and public relations achievements in the district in order to inspire Rotarians to become more involved in service.

“This is the time for our district to showcase our commitment to the ideals of Rotary: Service and Fellowship,” said Sarraga, adding, “it is a celebration of achievements and an opportunity to participate in the direction of our district for the future.”

“Rotary Club is a nonreligious, culturally diverse and non-political club that strives to promote equality and high ethical standards among men through project and activities that cater to various sectors of society advocating the importance of education, health improvement, and poverty alleviation are prioritized and regularly carried out by the club and its members,” said the group on its Facebook page.

Jose Luis B. Sarraga, president of the Rotary Club of Cagayan de Oro (mother club), said the Rotary Club has already helped thousands of children and adults with cleft lip.

‘2014 Operation Put A Smile Project’ For the past 15 years, the Rotary Club of Cagayan de Oro, in partnership with Interplast Australia & New Zealand and the Committee of German Doctors for Developing Countries, has

sought to change the lives of indigent children afflicted with cleft lips and cleft palates. Led by Dr. Mike McGlynn, a team from Australia & New Zealand has treated over 1,300 indigent children to date since the 1990’s.

The other members of the team are Dr. Kevin Ho (surgeon), Dr. Joseph John McGuinness, Dr. Anthony Paul Birrel, Dr. John MaCarty (anesthetist) and nurses Sarah Bennel and Dee McGlynn.

Dr. McGlynn, Dr. McGuiness and Mrs. McGlynn have been in all 18 Interplast missions to the city.

“It’s interesting to note that the team, through INTERPLAST Australia & New Zealand and the Rotary Clubs of Australia, shoulders most of their expenses for their 10-day missions,” said Project Chair PAG Chito B. Sarraga.

Cagayan de Oro coordinates the entire program, helps the visitors identify and screen beneficiaries, provides security and inland transportation, and their other needs.

“Due to the very nature of the project, it has sparked the empathy and generosity not only of Rotarians, but also many other donors and benefactors,” said Director AG Dodie A. Lagrosas.

“For this year, the City Government of Cagayan de Oro through Mayor Oscar S. Moreno and the J.R. Borja General Hospital which is hosting the mission through Dr. Ramon Nery, also joined the project.”

Started by PP Caloy Gorospe in Rotary Year 1998-1999, “Operation Put a Smile” has become the signature project of the Rotary Club of Cagayan de Oro. All of the Australian doctors and nurses who

participated in the project over the years have been made honorary members of the RC of Cagayan de Oro. The team used to do its operations at the Northern Mindanao Medical Center (NMMC) but this year were hosted by the J.R. Borja General Hospital upon the invitation of City Mayor Oscar S. Government forces rescue businesswoman

Kill 5 Abu Sayyaf bandits in Sulu

AMBOANGA City - Five Abu Sayyaf bandits were killed while the FilipinoChinese businesswoman they abducted was safely rescued in Sulu, a top military official announced Thursday.

Col. Alan Arrojado, Joint Task Group Sulu commander, identified the rescued victim as Guan Kim Maujon, 48, a businesswoman and a resident of Barangay Tampakan Laminusa, Siasi, Sulu.

Arrojado said Maujon, who sustained two gunshot wounds, was rescued by fishermen around 7 a.m. Thursday in the sea waters between Tapul island town and Parang municipality in the Sulu mainland.

Arrojado said Maujon was abducted by seven Abu Sayyaf bandits led by Salip Mira around 4:30 p.m. Wednesday from her residence.

Arrojado said that a firefight

ensued with the responding Barangay Peacekeeping Action Team (BPAT) members while the group of Mira was escaping dragging along Maujon with them.

He said that military and police forces rushed to Barangay Tampakan Laminusa, Siasi, after receiving the report of the incident to reinforce the BPAT members.

He said aside from the five killed Abu Sayyaf bandits during the firefight, the troops also

recovered a rifle.

He said the remains of one of the five slain bandits was recovered at the residence of Maujon, another one fell dead at sea while escaping aboard motorized bancas and the remains of the other three were recovered at the shoreline of Barangay Cabingaan in the nearby island town of Tapul.

Arrojado said Maujon, upon her rescue, was rushed to the district hospital in Parang town

and transferred around 9:30 a.m.

Thursday to the Integrated Provincial Health Office (IPHO) in Jolo, the capital of Sulu.

Arrojado said the group of Mira is based in Barangay Kuta Kahoy in the island town of Pata and has strong ties with the groups of Alhabsy Misaya, Idang Susukan, Yasser Igasan and Anggah Adji.

He said that troops are tracking down the group of Mira. (PNA)

SULU – Governor Totoh Tan has released financial assistance for victims of fire that razed at least 8 houses in the capital town of Jolo.

Tan personally handed P30,000 for each families that had been displaced by the fire in the village of Asturias.

Those who received financial assistance

thanked Tan for his generosity and care.

Tan also appealed to residents to take extra careful and do not leave burning candles or appliances unattended as this could start a fire.

In February, a threeyear old boy died in a fire that hit the same village and burned 9 houses.

UTUAN City – Using as basis a Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) advisory that a weak El Niño will likely continue with chances of strengthening toward the end of this year, the Butuan City Water District (BCWD) has urged consumers to save water due to decreasing water yield of Taguibo River.

According to BCWD Senior Public Relations Officer Ramil Barquin, PAGASA has forecast that the Philippines is experiencing the effects of a weak El Niño which will p ossibly cont inue and strengthen until the end of 2015.

WHEREAS, one of the objectives of the Republic Act 7432, as amended by Republic Act 9257, other known as tshe “Expanded Senior Citizens Act of 2003” and Republic Act 7277 otherwise known as “Magna Carta for Disabled Persons” is to provide provision of express lanes for senior citizens and persons with disability in all commercial and government establishments;

WHEREAS, requiring all government offices and commercial establishments, such as malls, groceries, department stores, and other similar stores to have courtesy/priority express lanes will provide senior citizens and PWDs, easy access to and convenience in securing services, as a way of showing them special consideration and care in light of their valued standing in society.

Be it ordained by the Honorable Sangguniang Panlungsod in session assembled and by authority of the same that:

SECTION 1. Title. – This Ordinance shall be known as “EXPRESS LANE ORDINANCE FOR SENIOR CITIZENS AND PERSONS WITH DISABILITIES”

SECTION 2. Definition of Terms – The following terms shall mean: a. Senior Citizens – any resident citizen in the Philippines who reaches the age of sixty (60); b. Persons With Disabilities – are those suffering, may it be temporary or permanent, from restriction or different abilities, as a result of mental, physical or sensory impairment, to perform an activity in the manner or within the range considered normal for human being; c. Establishments – shall include but not limited to private offices including hospitals, drug stores, banks, public transport terminals, payment centers, educational institutions, supermarkets, mall and stores, hotels, restaurants, recreational centers and all establishments that might have point of sale or purchase area; d. Espress Lane – a lane designated by an establishment to cater to senior citizens and persons with disabilities which will give them immediate access in queuing for their personal transactions; and e. Personal Use – shall mean that the transactions senior citizens and persons with disabilities shall be limited for their own personal benefits which shall exclude transactions being done by them for the benefit of their people.

SECTION 3. Policy. It shall be mandatory for all government offices and commercial establishments in the City of Butuan to provide a courtesy/priority express lane or areas in their establishment exclusively for personal use of senior citizens and persons with disabilities.

SECTION 4. Posting of Signage or Notice to all Establishments – A sign or notice must be posted in a conspicuous place, or in an area noticeable to all where the Express Lane is designated.

The signage or notice must be at least 8 inches vertically and 16 inches horizontally in size and placed overhead or displayed at the designated Express Lane and shall show the following information:

AN ORDINANCE GRANTING SENIOR CITIZENS FREE MOVIE ADMISSION TO ALL MOVIE THEATERS IN THE CITY OF BUTUAN

Be it ordained by the Honorable Sangguniang Panlungsod in session assembled and by authority of the same that:

SECTION 1. This Ordinance hereby grants senior citizens free admission to all movie theaters in Butuan

SECTION 2. DEFINITION OF TERMS.

First Screening – refers to first hour of public showing.

SECTION 3. PROVISION FOR IMPLEMENTATION.

3.1 ENTITLEMENT

3.1.1 Senior citizens who are bonafide residents of Butuan City and who possessed a Senior Citizens Identification Card issued by the City Mayor through the Office of the Senior Citizens Affairs (OSCA), this city, shall be entitled to free movie admission in any movie house or cinema establishments in Butuan City.

3.l.2 Senior citizens from other cities or municipalities who have transferred and established residency in this city are disqualified unless, they can provide a Voter’s Certificate issued by COMELEC Butuan City and/or a Certificate of Residency from the barangay where he/she is a resident.

3.2 ADMISSION MECHANICS

3.2.1 Senior Citizens shall present his/her Senior Citizen Identification Card and Senior Citizen’s Booklet to the ticket booth before entering. Any senior citizen who fails to present his/her Senior Citizen ID and booklet will be denied free movie access.

3.2.2 Senior Citizen’s Booklet will be for date/movie title to be filled up by ticket seller.

3.2.3 Senior Citizen’s Booklet should bear all the restrictions and policies for free senior acceptance.

3.2.4 Free admission is only allowed during Mondays except when Monday falls on a holiday, and only during the First Screening of the movie.

3.2.5 Free movie access is not allowed on the 1st week of any blockbuster movie.

3.2.6 Free movie access is exclusive for senior citizens only and non-transferrable.

SECTION 4. PENALTY. Any person, natural or juridical who violates any of the provisions of this Ordinance shall be penalized as follows:

SECTION 5. Fines or Penalties – Any person, including juridical persons, such as managers of private establishments or corporation who violate this ordinance shall be meted with the following penalty:

2nd offense - fine of P 2,000.00

5.3 Any person who abuses the privileges granted herein or misrepresented himself/herself as senior citizen and persons with disabilities shall be punished with a fine of P 1,000.00 for first offense; P 2,000.00 for second offense and P 5,000.00 for third and succeeding offenses and/or imprisonment of not less than three (3) days at the discretion of the court.

SECTION 6. REPEALING CLAUSE. All Ordinances, Resolutions, Executive Orders, Issuances, Rules and Regulations or any part/s hereof which are inconsistent with any of the provisions of this Ordinance are hereby repealed or modified accordingly.

SECTION 7. EFFECTIVITY CLAUSE. This Ordinance shall take effect upon its approval and after compliance of the required publication in a local newspaper of general circulation and posting of copies in the bulletin board in two (2) other conspicuous places in the City of Butuan.

SECTION 6. Separability Clause - If any provision of this Ordinance is held invalid, other provisions which are not affected shall remain in full force and effect.

SECTION 7. Effectivity – This ordinance shall take effect upon approval.

FOR almost a decade now, human beatboxing has been quite a spectacle here in the City of Golden Friendship.

We see them human beatboxers dishing their stuff in malls, in schools and in private parties and people especially teens and the younger ones just get mesmerized by their talent.

Well human beatboxing is a form of vocal percussion primarily involving the art of producing drum beats, rhythm and musical sounds using one’s mouth, lips, tongue and voice. It may also involve singing, vocal imitation of turntablism and the

simulation of horns, strings and other musical instruments. Using beatboxing techniques, a skilled beatboxer has the ability to imitate many types or sounds including those of a classic drum set, turntable, electronic effects, trumpet and electric guitar.Some of these sounds have two different iterations – one used while exhaling air while the other used while inhaling air, allowing the artist to continue practicing without having to take an actual breath.

Sometimes, modern beatboxers will use their hand or another part of their body to extend the spectrum of sound effects and rhythm. Some have developed a technique that involves blowing and sucking air around their fingers to produce a very realistic record of scratching noise which is commonly known as crab scratch. Another hand technique includes the throat tap which involves the beatboxer tapping his fingers against his throat as he throatsings or -hums.

It was an unassuming XU CIT student by the name of Tingbirds Yap who brought beatboxing to CDO back when he was still in high school.

“Emerald is a precious stone so we decided to use it,” pushed Joy Lim, general manager.

Tingbirds recounted that when he first started beatboxing, he was the only one among his peers, his friends, his cousins, his neighbors and his classmates who was interested at it.

He first learned about beatboxing in YouTube. He always practiced and practiced all by himself until he perfected each track.

“Hawoy kaayo sa dila, sa simod, sa lips isolation,” Tingbirds recalled. Still he persisted. By 2011, he decided to share his talent to other youth in the city who wanted to follow his footsteps.

CDO Beatbox was born. They would perform wherever they were hired – birthday parties, corporate events, barangay shows, the like. There was one commonality in all the venues they went to. Each time the audience were always mesmerized whether the crowd were high school ones or young professional adults.

Through the years, CDO Beatbox has been doing their thing. Now its popularity is being revived here in the wake of the recent fame of Davao-based human beatboxer Neil Rey Llanes at Asia’s Got Talent. Currently, the composition of CDO Beatbox are the following – Emmanuel Panganiban, Jasper Alon, Kent Carlo Casinable, Lorenze Yecyec, Rustom Capinpuyan,

MichaelJamero, Gary Baluran and of course Tingbirds.

Along with that, Tingbirds is inviting anyone out there who wants to practice the craft to be in the tutoring fold of CDO Beatbox.

In a 12 March 2014 news release, Atty. Roy Hilario P. Raagas, City Administrator and Spokeperson, said Mayor Oscar S. Moreno had issued Executive Order No. 030-14 titled “An Order ReAdopting the June 24, 1990 Seal as the Official Seal of the City of Cagayan de Oro,” effective immediately.

“For the past 14 years, the city has been using a seal

which highlights the words “Dakbayan sa Cagayan de Oro” in gold letters over a black background, followed by the words “Mindanao” and “Philippines” below center; with a core visual field, defined by two green laurel twigs with 40 leaves each, showing three stars, a sun, and a white dove in flight draped in the Philippine flag. This seal was adopted on February 1, 2000 through City Ordinance No. 7168-2000.

In the website, Elizaga. net, Elson Elizaga of the Heritage Conservation Advocates (HCA) wrote about the background of that seal: Vicente Y. Emano became mayor of Cagayan de Oro in 1998. Shortly thereafter, he organized a City Hall seal contest. None of the entries was declared a winner. Instead, Emano made his own seal.

HCA is a multi-sectoral group that campaigns for the preservation and promotion of Cagayan de Oro historical and archological sites (http://heritage.elizaga. net/about_hca.html).

On January 5, 2012, Dr. Antonio J. Montalvan II, another HCA official, wrote in Facebook: “To begin with, it was wrong for him to redesign the city seal. By law, only the National Historical Commission of the Philippines has the authority to design official government seals. The NHCP has a special division for that, the Heraldry Section. I was a member of the City Historical Commission when he undertook the change. I was against it. Your narration is correct: he discarded all entries and made his own design. That is the city seal that he now uses. It is, at best, an illegal seal.”

Montalvan II is a Mindanao anthropologist and ethnohistorian on Mindanao Studies who has been published on Mindanao history and culture in academic journals and is the authot of “A Cagayan de Oro Ethnohistory Reader” which is used as a textbook by some of the city’s elementary schools.

The former seal was adopted by the past admistration when the city council passed Ordinance No. 7168-2000 “An Ordinance Adopting the new official seal of The City of Cagayan de Oro and for other purposes which was approved on the first reading on January 25, 2000 and passed on February 1, 2000 under motion no. 7556-2000 and took effect fifteen days following its publication in a newspaper of general circulation.

Those who voted in its favor were councilors President Elipe, Michelle Tagarda, Alvin Calingin, Noel Beja, Jose Benjamin Benaldo, Maryanne F. C. Enteria, Annie Y. Daba, Edgar Cabanlas and Juan Sia. Councilor Celestino Ocio III abstained while Councilor Alfonso Goking was absent.

was vice mayor and subsequently signed by Vicente Emano as mayor.

However, according to the news release issued by Atty. Raagas, Dr. Maria Serena I. Diokno, chair of the National Historical Commisison, informed Mayor Moreno through a letter dated 18 November 2013, that “the corporate seal of Cagayan de Oro has not been properly registered with the National Historical Commission of the Philippines.”

Dr. Diokno informed Mayor Moreno that this was a violation of Dept. of Interior and Local Government (DILG) Memorandum Circular No, 92-30 (Policy Guidelines on the Creation, Modification, Change and Registration of Corporate Seals of Local Government Units).

This memorandum stipulates “that creation, modification, change of corporate seal shall undergo four (4) phases: Designing; Review; Approval and Registration before such seal becomes an official instrument for public use or purpose.”

In his executive order, Mayor Moreno declared: “Whereas, considering the creation and adoption of the current seal of the City of Cagayan de Oro failed to fully comply with the guidelines laid down by Memorandum Circular No. 92-93, the same failed to become and cannot be considered as the official corporate seal of the City of Cagayan de Oro. Thus, there is a need to discountinue the use of the current seal and revert back to the use of the June 24, 1990 Seal as the Official Seal of the City of Cagayan de Oro.” However, Montalvan recently told this writer that the 1990 seal does not also have the approval of the NHCP either.

“I was at NHCP and it was I who asked Maris Diokno for her official opinion, with she subsequently wrote in an official letter to Moreno thereafter. The NHCP showed me the only approved seal for Cagayan de Oro which was the 1950 seal. Hence, for all intents and purposes, even the 1990 seal is illegal. The only recourse at this time is to revert back to the 1950 seal; or to develop a new city seal that passes through the legally prescribed process, e.g. submit it to the NHCP Heraldry Division for approval.”

“Also FYI, the Raagas order came after Save CdO Now wrote a position letter to the Moreno informing him of the illegality of the Emano seal and that only the 1950 seal has the NHCP approval. To put his revocation of the Emano seal into context, this must be mentioned.”

Raagas clarified that there is no “Raagas order” to speak of. “The EO was issued by Mayor Moreno Moreno with the draft reviewed by the City Legal

Office before he signed and issued it.”

“DILG Memo Circular 92-30 outlining the guidelines for the formulation/ design and approval of official seals of government agencies including LGUs was issued pursuant to and in implementation of Republic Act No. 8491 Flag and Heraldic Code of the Phils,” Raagas clarified further.

DILG MC 92-30 was issued after the 1990 seal was approved (actually just a modification of the 1976 CdO seal with the words “City of Golden Friendship” in place of the words “Official Seal”).

Hence, the 1990 and 1976 seals were not covered

by RA 8491 and DILG MC 92-30 and were therefore presumed and deemed duly approved as the subsequent and duly approved and adopted official seals of CdO. Notwithstanding this, Raagas said the NHCP subsequently concurred in a letter to Moreno dated 26 May 2014 and signed by Ludovico D. Badoy, Executive Director III that “The Commission hereby concurs with the 1990 seal as the official seal of the city of Cagayan de Oro, considering that it represents the visions and ideals of its people.”

The 1990 Seal – which is almost a replica of the June 7, 1976 seal (Ordinance No. 85 Series of 1976) except that the words “Official Seal” were replaced with the word “Philippines” through Ordinance No. 280 on Sept.

24, 1990- contained the words “City of Cagayan de Oro” over a core visual field with the following symbols: two laurel leaves with 80 green leaves, representing the city’s 80 barangays; and the colors of the Philippine flag as background to a golden shield, representing the city’s committment to nation-building.

On the shield are representations of an industrial mill emitting smoke symbolizing the industrial character of the city’s economy; a bridge; an airplane, indicating the city has an airport; an ocean liner, signifying that the city is a port of entry and is considered the gateway to Mindanao; coconuts and pineapples, characterizing the two main agricultural products of the city; ceramics, depicting the flourishing of this homegrown industry; mining tools and products, announcing that the city has rich mineral resources; a torch of knownledge, announcing that the city is an educational center; and a tambuli pouring money, showing that progress and prosperity may be pursued through the wise management of the city’s resources.

Fina l ly, t he s e a l is clinched by a golden slash underneath, with the words “City of Golden Friendship.”

Before the 1976 seal, the City Government of Cagayan de Oro used the first city seal. Created under Republic Act No. 521 on June 15, 1950, Cagayan de Oro City

used a seal which had the following elements: coconut and pineapple, representing the city’s two known and main export products; cornocopia, signifying the non-extravagance and thrift of its people (the older inhabitants of the place used the cornocopia as a piggy bank); three stars, echoing the Philippine archipelago in the Philippine flag; and two Spanish galleons, indicating that the city has engaged in trade during and even before the Spanish colonial regime. This original seal also bannered the words “City of Cagayan de Oro” and “Official Seal.”

the United Nation’s Permanent Court of Arbitration to act on the country’s case versus China in violation of the UN Convention on the Law of the Sea (UNCLOS).

Jose was in Cagayan De Oro City Wednesday to explain the position of the Philippine government about the real issues surrounding the western Philippine seas.

He said that once the UN arbitration court will decide in favor of the Philippines, China has to acquiesce in the decision since it would be “costly” for the Chinese government to defy the UN decision.

Jose said that if China will refuse to accede to the UN decision in favor of the Philippines, the Chinese government would lose credibility in the international community.

“It will be costly in terms of bilateral economic relations with UN member countries who might impose sanction against China,” Jose said.

Jose admitted that bringing the case to the UN tribunal is the only way to settle the conflict peacefully since both the Philippines and China want the issue settled amicably.

Jose does not believe that China will resort to military action because an armed conflict is not a solution to resolve the West Philippine Sea dispute.

China has repeatedly spurned the UN’s call to answer the Philippines case and “warned that the bilateral relations between the two countries would be damaged if the Philippines continue to pursue its claims in the West Philippines Sea. At present, China has constructed a massive reclamation that includes an airport and obviously military structure along Mischief Reef, about 22 nautical miles from the Philippine controlled Ayungin shoal, has posed a threat to regional security in the area.

The Philippine government said that under the UNCLOS, China’s claims of the islets, atolls, and marine resources that fall within the 200-mile limit from the shorelines of the Philippines archipelago in the western Philippine seas are illegal.

Jose said that the Philippine government expects the UN tribunal to render a decision in the early 2016.

It’s a good investment. An independent study published in the medical journal vaccine estimates that the US$9 billion global investment in a poliofree world will net an economic benefit of $40 billion to $50 billion over the next 20 years.

Our polio eradication efforts have established an active disease surveillance network in all countries that is supporting other health interventions, including measles vaccinations and the distribution of deworming tablets and bed nets.

It sets the stage. The ability to reach all children with the polio vaccine is proof that we can succeed on our next major global health initiative.

Notice is hereby given that the intestate estate of the deceased SPOUSES JULIANO AND AGIDA PAYLA, who died in the 1980’s in El Salvador City, Misamis Oriental, at the time of their death, are the conjugal owner of a parcel of land which is more particularly described as follows; TAX DECLARATION NO. 02-009126; Owner: JULIANO & AGIDA PAYLA; Location: Sinaloc, El Salvador City; Lot No. 9268; Area: 140 square meters, is the subject of EXTRAJUDICIAL SETTLEMENT OF THE ESTATE OF THE DECEASED SPOUSES JULIANO AND AGIDA PAYLA WITH DEED OF ABSOLUTE SALE, made and executed namely; 1. HEIRS OF GENARA PAYLALAPULAPU MANTOS represented by her surviving husband, JOVITO D. MANTOS, JR., of legal age, widower, Filipino, resident of El Salvador City, Misamis Oriental; 2. CIRILA PAYLAROXAS, of legal age, widow, Filipino, resident of Zone 1, Quibonbon, El Salvador City, Misamis Oriental; the above-named parties, all of legal age, are the legitimate grandniece and the sole/compulsory/surviving heirs. That for and in consideration of the sum of TWENTY FIVE THOUSAND PESOS (P25,000.00), receipt in full which is hereby acknowledged from the following: a.
