OFFICIALS of Barangay 17 in Cagayan de Oro City are now in full preparations for the holding of their annual fiesta in Jue this year. Barangay Chairman Jerico Goldmar P. Ebabacol said: “We are now preparing for the one-week annual fiesta.” Ebabacol said the fiesta celebration dubbed as “2nd Hudyaka Festival of Barangay 17” will start from June 21 and will culminate on June 27. Aside from Fireworks Display, he said the barangay government of 17 will honor worthy individuals and zone

officials who helped the barangay attained more progress and development during the Gabi ng Parangal on June 27. Ebabacol also said that barangay officials who were elected for three consecutive terms will also be given proper recognition during the Gabi ng Parangal. “It is our way of thanking them for dedicating their lives to public service,” Ebabacol told Mindanao Daily News in an interview. BULUAN, Maguindanao-While most city and municipal halls or plazas have the statue of Dr. Jose P. Rizal, Maguindanao province opted not to put a hero or a certain personality for its monument. Instead, it has a big white dove perched on a globe spreading its wings – called the Mindanao Peace Monument – as the people’s way of expressing their quest for a lasting peace in the region. It was donated by the advocacy group Heavenly Culture, World Peace, Restoration of Light (HWPL) led by South Korea peace activist Man Hee Lee, and the Schincheonji Church of Jesus the Temple. The unveiling of the monument was one of the highlights during Monday’s Peace Summit. Duterte says irrigation water must be given free to farmers

Vice Mayor Shirlyn BañasNograles said Wednesday the move was based on the passage by the city council of an ordinance that sets the full implementation of RA 10389, which institutionalized recognizance as a mode of granting the release of detained indigent persons pending the resolution of their cases. She said they have initially created a special task force that will spearhead the implementation in the city of the provisions of the Recognizance Act. Dubbed Local Recognizance Task Force of General Santos City, she said it was mainly tasked to expedite the processes in the granting or denial of applications for the release inmates on recognizance. Greed: Root of all evils

Will you readily agree with me if I say here that greed is the single word that defines human life in today’s world? This was the thesis of the message I gave last Sunday in three of six worship services in our church, the United Church of Christ in the Philippines-Ellinwood Malate Church here in Manila, in celebration of Pentecost Sunday and the 67th founding anniversary of the UCCP. Christendom takes Pentecost Sunday as the birth of the Christian church because it was on that day that Peter preached and taught about Jesus, the resurrected Christ, with boldness after he and the other disciples were filled with the Holy Spirit that descended from above in a form that looked like tongues of fire and touched each one of them. After Peter delivered his stirring message, 3,000 were added to their group that day alone, so the bible says. The UCCP, on the other hand, was born on May 25, 1948 when more than 100 leaders coming from five Protestant church traditions, the Presbyterians, the Philippine Methodist Church, the Disciples Church, the United Evangelical Brethren and the Congregationalists, gathered in Eillinwood Malate Church to sign on behalf of their respective churches the covenant sealing their union thus giving birth to the UCCP. The birth of the UCCP

defies human behavior. Normal human behavior that is shaped according to the ways of this world, undeniably, frowns at unions especially if such means the giving up of certain ambitions and self-entitlements. The leaders of the five churches proved to all and sundry it is still possible to set aside personal ambitions and self-entitlements to give way to unity. Perhaps this lesson learned from the forebears of the UCCP will rub off on our countrymen opposed to peace in Mindanao through the Bangsamoro Basic Law. I would rather give this effort a chance to work than shut off all possibilities at unity. I have my own questions about the BBL but my reservations about the proposed law is nothing compared to what it can achieve for Mindanao if it is given the chance to work as intended. Anyway, going back to my message last Sunday, I emphasized that the

So if we want a good life, we need to be a good student of life. We need to realize we can learn something from ever ybody. Some people even teach us by their bad example how not to live. In knowing God’s will for people, people immediately recognize the naked truth about their sinfulness that is expressed through greed. Truth is, the problems the world is facing today like wars and upheavals, hunger and even obesity, political oppression of refugees and today’s boat people, the economic exploitation by the world’s billionaires who are projected to control more that 50 percent of the world’s wealth by 2016, the wanton abuse of the rest of God’s creation resulting in what we now call as climate change, to name just few of humanity’s numerous problems, are traceable to this one word greed. Greed has undeniably become the root of today’s all evils. In the midst of these insatiable greed, humans are called to be transformed, transformed from the ways of this world shaped and defined by greed to becoming obedient to the ways of God. What does it mean to be transformed and thus follow the ways of God, live out in our day-to-day life the ways of God? It simply means living a simple life yet a life dedicated to serving the last and the least in society. A simple life is a life

that is sustained only by the essentials or basic needs of life and never on wants and desires. We need to clothe ourselves but does it have to be those expensive signature apparels? Admittedly, we need cellphones but should it be an i-Phone or any of the Samsung S series models if our need for such gadget is only for texting? If we can’t even reply to text messages we receive because of lack of load, do you think we need to have those expensive cellphone brands? Yes it is a necessity for us to eat, but should it cost us P1,000 per person or even more to satisfy our hunger by eating in expensive food joints? We need to have a house, but should it cost millions of pesos when we stay in it only six to seven hours a day at an average? Living a simple life in this highly materialistic world is indeed hard, if not impossible. Serving others especially the downtrodden, the oppressed, the poor and the exploited in a world that rewards selfishness with power, fame and wealth, is impossible as well. Living according to God’s ways as transformed beings in Christ is indeed a tall order. It is only possible when humans can conquer their greed that is innate in their nature. n its effort to attain food security and sufficiency in Caraga Region, the Department of Agriculture-Regional Field Office XIII has intensified the promotion of the Farm Mechanization Program by reaching out to the farmers themselves. In coordination with the Philippine Center for Po stHar vest D e velop ment and Mechanization (PhilMech), the DA-RFO XIII recently conducted an information caravan on farm mechanization in rice-producing areas of Bayugan City, Esperanza, San Francisco, Rosario and Trento towns in Agusan del Sur, and Tago, San Miguel, Madrid and Cantilan towns in Surigao del Sur. Farmers and leaders of people’s organizations attended the five-day caravan. Experts from PhilMech and DA-RFO XIII discussed the farm mechanization

program and entertained queries from participants. DA Information Section chief Emmylou Presilda told the farmers, “We are here to reach out to you and bring the good news. We want you to know about the programs of the Department (of Agriculture) so you will be guided on how to avail yourselves of these services.” Dr. Rodolfo Estigoy, PhilMech’s Applied Communications Division chief, explained the benefits of farm mechanization in terms of reducing production cost and postharvest losses. Zambo City anti-smoking ordinance up for implementation on June 1 By R.G. Antonet A. Go

AMBOANGA City – Dr. Rodelin Agbulos, city health officer, said he wanted to introduce an amendment on City Ordinance, 413 otherwise known as the AntiSmoking Ordinance. Agbulos made this announcement Tuesday despite Ordinance 413 has yet to be implemented starting June 1, this year.

Agbulos said the amendment he wanted to introduce is the prohibition of smoking on city streets aside from public places and on public conveyance. “That’s the amendment we wanted to introduce because we do not want to see anybody on the street can just smoke,” Agbulos said citing the case of Davao City. In Davao City, Agbulos noted that no one can just smoke any-

where they wanted except in designated smoking areas. Councilor Myra Paz Abubakar, the author of the ordinance, said she is amenable to the planned amendment of Agbulos. However, she said the ordinance should be implemented first and a study should be conducted as to the effect of its implementation. She said the ultimate goal of the ordinance is to totally ban

smoking in this city. Meanwhile, Agbulos said they will inspect all schools to ensure that no one is selling cigarettes within the distance of 100 meters from school premises in compliance with the ordinance. Abubakar said that selling of cigarettes to minors is also prohibited. The penalties for smokers caught in violation of the ordinance are as follows: PhP500 fine,

ZAMBOANGA City – The Department of Education (DepEd)-Zamboanga City Schools Division announced on Monday that all is set for the opening of classes on June 1 and it is strictly implementing the “No Collection Policy” in all public elementary and secondary schools in the city. In a press conference, Dr. Rosalio Conturno Jr., chief education supervisor and the division’s officer-in-charge

said his office had organized a monitoring committee that would respond to problems encountered during enrolment. Doctor Cunturno emphasized the guidelines that every public school must adhere during enrolment, particularly the DepEd’s “No Collection Policy.” “Some of the schools here started the enrollment last week up to this coming Friday. They are not allowed to collect any amount and must follow the policy,” he

said. Based on the guidelines of DepEd Order No. 41 series of 2012, no fees shall be collected from schoolchildren enrolling in preschool up to Grade 4 during the enrolment period and at any time during the school year. The prohibition shall not cover the authorized but voluntary contributions such as Boy Scouts of the Philippines (BSP), Girl Scouts of the Philippines (GSP), Red Cross, Anti-Tuberculosis (TB) Fund and ParentsTeachers Association (PTA), among others.

Moreover, for grade and year levels beyond Grade 4, no collection of any type should be undertaken during the enrolment period and the first month of classes. Starting on the second month of every school year, contributions may be collected, but only on a voluntary basis. “Schools will start the collection of fees that are authorized by DepEd on the month of August which are purely voluntary and not compulsory,” said Dr. Cunturno. ZAMBOANGA City – To equip Pantawid Pamilya workers from the cities of Zamboanga and Isabela with knowledge and skills in handling gender-based violence (GBV) cases in their assigned communities, the Department of Social Welfare and Development (DSWD)-9 has conducted recently a training for city links at the DSWD Conference Room along Gen. Vicente Alvarez this city. DSWD’s Gender and Development (GAD) focal person Leonora Barahim said that this activity was

an offshoot from barangay-based focused group discussions that brought up issues involving gender-based violence such as battered wives, child abuse, pornography and others. “We believe that the city links can do a lot to respond to these issues,” Barahim said. The DSWD also emphasized the referral mechanisms that are in place with the city links. Barahim said that as social workers, city links should be equipped not only to properly refer these cases, but to provide the appropriate interventions when necessary. However, while the country, particularly the Department of Social Welfare and Development (DSWD), recognizes and appreciates their contributions to help in times of need, the department appeals that help should be done in acceptable ways and will not cause health hazards nor be harmful to the nation’s dignity. As the department continuous to enhance its disaster response programs for the needy and vulnerable sectors of society in anticipation of the coming typhoon season and any other disaster that may be experienced this year in the country, it is reminding donors from abroad to avoid sending donations of used clothing for victims of calamities and follow the guidelines in sending donations. According to DSWD Assistant Secretary Javier R. Jimenez, the department is not accepting donations of used clothing due to reasons like health and sanitation. “It is also illegal to import used clothes under the Tariff and Customs Code and Republic Act No. 4653 or the Act to safeguard the health of the Filipino people and maintain the dignity of the nation through prohibition of the importation of used clothing and rags,” Jimenez said. In adherence to this law, the agency is supporting the local textile industry while helping in the prevention of any health hazard that may be transmitted through the used clothing imported from other countries. Jimenez explained that while they are aware that donors from other countries may develop a negative impression on the stand of the DSWD by thinking that even at times of disasters, “Filipinos are choosy,” he said he believes that the donors will understand the essence of such policy which is for the common good of the Filipino people and in compliance with the existing process governing donations. In addition to this, textile industries and manufacturers affected by the influx of importation before of used clothing in the local market were also among the considerations made in implementing R.A. 4653. The law aims to prevent the proliferation of imported used clothing which usually find their way into the open market and can jeopardize the economy, especially those engaging in textile and clothing business as there is a tendency that recipients of such used imported clothing will opt to resell them at cheaper prices which jeopardize local manufacturers as a result. Jimenez recalled that donations of imported used clothing became a sort of “hassles” at the height of

the devastation caused by typhoon “Yolanda” in 2013. Because of lack of awareness on the existing rules, some of the donated used clothing were put on hold at the warehouses of the Bureau of Customs (BOC), creating problems and confusions. With that experience, he said they do not want a similar incident repeated once a natural disaster occurs and possible pouring of donations will take place. He noted that while DSWD is appreciative of the efforts of all kind-hearted donors from abroad who just want to help by gathering used clothing from others who are willing to help, they want to ensure that donors will have a worryfree experience. According to him, there are other ways that such benevolent donors can do to turn such donations of used clothing from abroad into other good use and not be put into waste which can benefit the disaster victims that they want to help in the country. “They (donors from abroad) can sell it through ‘tiange’ so they can convert them (imported used clothing) into cash before sending them here in the country,” he said. He added that to make the sending of donations easier and hassle-free wherein donors will not be charged with duty and VAT (value added tax), or avail of the “duty and VAT-free” entry process of donations, donors can partner with their trusted “SWADAs” or send them directly to DSWD. SWADAs or Social Welfare and Development Agencies are registered partners of DSWD who help the department in its mission of delivering social services to the needy sectors of the population in times of disasters. “These SWADAS are registered, licensed and accredited by the department. They can choose a particular SWADA as their partner in sending their donations for easier processing of their donations,” he added. An organization can apply as SWADA by complying with the requirements and paying the processing fee. The purpose of licensing SWADA is to ensure that only legitimate organizations that are accredited by the DSWD can receive foreign donations as these registered SWADAs are required to submit financial reports on how they distributed the donations turned over to them. Jimenez also made it clear that what the department can only grant with accredited SWADAs are duty-free and VAT-free entry of donated goods and any other related fee is not covered. “If there will be any other expenses related to foreign donation, we do not cover that,” he said. He said that other expenses usually occur when

there are donated goods that are put on hold by the BOC in its warehouses. He said that each day that donated goods are put on hold in a warehouse entails storage fees. Donated goods are confiscated by the BOC when consignees do not comply with requirements by including unacceptable items (like imported used clothing and nearly expiring goods). For donations that arrive at the pier, consignees have six days to process the release papers. After six days, a storage fee of PhP5,000 per day for each container van will be charged. On the other hand, based on the existing policy, donations that arrive at the airport should be released on the same day. Otherwise, these will be charged with storage fees by the kilo or computed per cubic meter, whichever is higher. Jimenez said that acceptable foreign donation are food and non-food items such as mats, blankets, shoes, medicines, soap, cooking and kitchen utensils. Fo o d c o m m o d i t i e s should have a remaining lifespan of at least a year with sanitary and phytosanitary compliance. Sixteen-year-old Narimbai Utto, who represented the youth sector, expressed that she could not bear watching young boys forced to stop going to school to work as “padyak” drivers or to work in the farms to help their families make both ends meet. Utto was the class valedictorian of Tukanalipao National High School, in the same village where the Mamasapano encounter took place last January. Sixty-four people died during the clash, including 44 from the police’s Special Action Force, 17 from the Moro Islamic Liberation Front, and three civilians. Utto said the war has made them even poorer because displacements continue to hamper their livelihoods and worsened their living conditions. She appealed for the passage of the BBL and to stop the war, and instead address the welfare and education of Mindanao’s youth. Dr. Alicia Manandog, of the Sultan Kudarat State University, in her speech representing the women sector, pushed for equality among tribes and religions, and not to treat women as second class citizens should the BBL be enacted into law. Maguindanao Governor Esmael Mangudadatu, who is vocal in his campaign for the BBL, has appealed to all sectors to work together to achieve peace and give no chance for violence to happen again. The governor recalled that during his youth, while helping her mother earn extra income with their ice candy store, armed men affiliated with rebel groups would come with pistols tucked in their waists. “I don’t want the children anymore to grow in the culture of violence,” he said. CAMIGUIN Gov. Jesus Jurdin Romualdo and 33 mayors from all over Northern Mindanao heeded the call of the Office of Civil Defense (OCD) 10 to attend the Incident Command System briefing for local chief executives. According to OCD 10 director Ana Cañeda, she was grateful for the presence of the governor and the mayors so they could understand better on why the training is needed in their respective localities. The ICS briefing for LCEs was conducted last May 8 at Limketkai Luxe Hotel. The Basic Incident Command System is a standard on-scene,

all hazard incident management concept. It allows its users to adopt an integrated organizational structure to match the complexities and demands of single or multiple incidents without being hindered by jurisdictional boundaries. It is a nonpermanent structure

that is only activated in response to disasters and emergencies. “There is a need for an effective and efficient response management system because past lessons have shown the need for an organized on-scene response mechanism during disasters and calamities as mandated by RA 10121 otherwise known as The Philippine Disaster Risk Reduction and Management Act of 2010 and its Implementing Rules and Guidelines. ICS have been proven to be effective in managing wide range of emergencies and disasters,” said Cañeda. It was learned that a National Disaster Risk Reduction and Management Council (NDRRMC) memorandum circular authorizes the use of ICS as an on-scene Disaster Response and

Management Mechanism under the Philippine DRRM system. Executive Order No. 82 signed by President Aquino likewise advocates the use of Incident Command System. And OCD is the agency tasked to implement ICS training to help capacitate local government units and other agencies in dealing with emergencies and disaster that may occur in their respective areas of responsibilities. At the end of the course, the participants were able to enhance understanding of the

Incident Command System as a vital tool for effective disaster response, provide an overview of ICS, its background, concepts, principles and features, capabilities, organization, facilities and common

terminologies and; demonstrate knowledge on basic ICS functions through exercise and class discussion context. Cañeda said that OCD 10 has scheduled this year more ICS trainings in other localities.
