Solon seeks probe on exorbitant fees collected by schools REPRESENTATIVE Terry L. Ridon (Partylist, Kabataan) has called for an inquiry into the failure of the Commission on Higher Education (CHED) to regulate the dubious and exorbitant fees being collected by some public and private institutions in the country. Ridon, author of House Resolution 1640, urged the House Committee on Higher Education and Technical Education to investigate the rampant imposition of unjust, redundant, arbitrary and exorbitant fees in schools nationwide. Ridon asked the House body to invite the officials of CHED and private and public institutions to shed light on the matter. “The collection of miscellaneous fees is a mechanism to extort money from students and their parents because these fees don’t need the approval of CHED and do not have to undergo consultation before its implementation,” Ridon said. AFP arrests alleged NPA leader as NPA claims more tactical offensives By DAVAOTODAY.com

DAVAO CIT Y – The Criminal Investigation and Detection Group detained Jordan Reyes Donillo, to whom the military claimed as a New People’s Army commander, who was nabbed Sunday afternoon in a checkpoint at Brgy. Magnaga, Pantukan, Compostela Valley. With Donillo’s arrest, Lt. Gen. Aurelio Baladad, AFP Commander, Eastern Mindanao Command was quick to say that “(W)e already penetrated their guerilla bases; they said that their influence is getting stronger, however, they will have a hard time getting consolidation because we are always after them.” A recent NPA statement prior to the arrest, however, belies the claims made by the military that NPA strength is dwindling. The NPAs in North Central Mindanao has launched 28 military actions with around 40 casualties on the part of the AFP, Philippine National Police (PNP) and Citizen Armed Geographical Unit (CAFGU), said Allan Juanito, spokesperson of the NPA command in North Central Mindanao region (NCMR). In Southern Mindanao, NPAs who raided a Japanese banana plant in New Corrella, Davao del Norte captured two soldiers belonging to the 60th IB last December 2. Two soldiers belonging to the 8th IB, also remain as prisoners of war of the NPA.

According to Omar Ibarra, spokesperson of the NPA – WANAS Subregional command in NCMR, 10 casualties, including one military officer and two soldiers, were killed during NPA attacks in La Paz and Talacogon, Agusan del Sur last December 13 and 14. CAGAYAN de Oro City--An earthquake with a magnitude of 4.6 on the Richter scale shook the cities of Cagayan de Oro and Iligan and the provinces of Misamis Oriental and Lanao del Norte Wednesday afternoon. The Philippine Institute of Volcanology and Seismology (PHIVOLCS) placed the epicenter of the earthquake, which occurred 2:36 p.m., in the town of Lugait in Misamis Oriental, which shares boundary with Iligan. Edmundo Pacamalan Jr., Misamis Oriental provincial disaster management chief, said no damage was reported so far in the province, es-

pecially in the municipality of Lugait. “The quake was felt strongly by residents of Lugait but no damages were reported,” Pacamalan said. PHIVOLCS said the earthquake was tectonic in origin and had a depth of 18 kilometers. Pacamalan said that as far as he could recall, this is the first time the province of Misamis Oriental and Lugait became an earthquake epicenter. Also, five moderate earthquakes struck parts of the provinces in Luzon and Mindanao and was felt also in Metro Manila on

Another thing, why would Tumala possess an identification card that would expose his identity? Was the identification card used as a ploy to prove his integrity as a person with clean hands? Wandering, searching for food, and having identification documents are not the forte of a true assassin. Then, on Sunday afternoon, a certain vagabond, Tata Dokumentado, who wandered into an adjacent place of Lumbo, in the village of Mauswagon, just within distance of the “hot area” where the ambuscade of Belmonte took place last week, was nabbed in the area. Although the person is undocumented (no personal identification to present), the investigators have to release him after sensing that he must be another case of an escapee from an unknown “asylum.”

I would rather describe “Tata” as a mentally deprived person for which he deserved to be released. What if Tata was one of the real assassin? Seems ridiculous, but the twists are not a stranger in the commission of crimes. On Tuesday evening, the latest suspect Rene Jariol. 37, of Maigo, Lanao Del Norte, was apprehended. The residents were just as puzzled as the investigators because Jariol showed them a community certificate issued on Dec. 16, 2014 – the day he was also nabbed in a corn land in Laguindingan.

Anyway, with the arrest and released of the suspects in the ambuscade of Belmonte, more speculations pile up. The supposed getaway vehicle was also left and burned in the area. Investigators recovered a totally burned pistol in the seat of the vehicle. Aside from the vehicle’s plate number KVW – 407, the Scene of the Crime Operatives (SOCO) also retrieved several plate numbers relating to the allege owner(s) of the van. Unless the getaway vehicle was stolen, the original owner and the subsequent owner(s) could still be traced. This can be done through “stenciling” of the engine number and the chassis number which are reflected in the original registration papers to the Land Transportation Office (LTO). Yet, if the ambush-slay attempt was thoroughly planned the engine and the chassis numbers of the vehicle must have been defaced, too. The argument is to mislead the investigators from getting into the bot-

tom of the vehicle ownership, which might provide a hint of the identity of the criminals. Was the burning of the vehicle purposely done to deflect the pursuing reinforcement as the real getaway vehicle spirits out of the area. Or, was the burning of the vehicle the “Part One” of the ploys to drive the investigators to start an investigation full of loopholes? “Una constatación errónea , se inicia con una investigación defectuosa.” (An erroneous finding, starts with a defective investigation). What about the three suspects? Were they the characters of “Part Two “ designed to deny the investigators of getting near into the possible culprits? Thousands of protesters marched in major cities across the US on last weekend, shutting down parts of Manhattan and Washington, D.C. as they called on lawmakers to take action over the police killings of unarmed black men. Let’s face the chasm between black and white. Since the grand jury’s judgement in the Garner case on December 3, thousands of demonstrators have taken to the streets in almost daily protests, at times blocking major streets and call out Garner’s last words. But the media seem to have learned little or even nothing! These mostly peaceful protests have been linked by the major news networks with rare police clashes. And even in the Garner case, where the question of whether the death was connected to possible police violence, the issue received little attention. The images shown on TV were intended not just to spread information but also form opinions, said Entman. “Unfortunately, there’s an ideological divide in the US and the conservative media stand on the side of

the police, even if they have made a terrible mistake,” said Entman. He fears that such media reports will only widen the gap between America’s white and black communities. “And this is the real tragedy.” It is a tragedy indeed! Images aren’t the only thing spreading misinformation. In recent months, some broadcasters have produced dubious statistics that haven’t quite reflected the truth. Of course, such things happened all over the world, but I am talking about US media right now. On August 20, conservative radio host Larry Elder asked professor Marc Lamont Hill on a CNN debate how often an unarmed “black” is shot by a “cop.” “Every 28 hours. Every 28 hours, Larry,” Hill replied, referring to a study by the Malcolm X Grassroots Movement, a human rights organization. The website Politifact. com, a pool of journalists and editors which investigate such claims, took a closer look at the statistics. On its website, it stated that this claim had no scientific basis and was based on the work of an amateur researcher. Here we are!

Racism and the US media

The cases of Michael Brown and Eric Garner show onesided reporting in America’s media. But in certain cases, says the international TVcorrespondent Nalan Sipar, both sides are guilty of misrepresenting the facts. I strongly agree with Sipar. “Michael Brown was the bad guy in this case,” said award-winning journalist Bernie Goldberg on Fox News on November 25, the night the grand jury in Missouri decided that a white police officer should not be charged for the fatal shooting of the black teenager. “Please, America, let’s not turn this kid into some kind of civil rights martyr, because that he is not.” Not everybody agreed with Goldberg. And then: immediately after the verdict was announced, thousands of people protested took to the streets in protest in Ferguson. Major television networks like CNN, Fox News, ABC and NBC followed every second of the events, showing pictures of rioting and looting, of angry and, for the most part, black demonstrators smashing windows or pelting police with stones. But the question of why people were so angry and what they

were demanding was given little attention. We all know it since watching TV news since our childhoods: “Images of violence in the streets or shattered windows are attractive images for television,” said also Robert M. Entman, whose research looks at the relationship between racism and the media, told international media that such images contribute to a lack of comprehension in society, as they provide no explanation for the protests. Following a ribboncutting ceremony, Department of Agrarian Reform (DAR)-Caraga Regional Director Faisar Mambuay, Jabonga Mayor Jasmin Monton and Provincial Agrarian Reform Program Officer Andre Atega unveiled the project marker to the delight of the 117 members of the farmers’ cooperative. Mayor Monton thanked Director Mambuay and PARPO Atega for facilitating the project and DAR’s several interventions that benefited the farmers in her town’s agrarian reform

community and greatly contributed to the increase of the soil tillers’ income and raised their economic standing. “I encourage the LFMPC to take care of the project and make their business become commercially viable,” she said. Director Mambuay said the municipality of Jabonga has been recipient to millions of pesos worth of small-scale inter ventions including farm-to-market roads, irrigation system, and agri-enterprise projects. 101st brigade holds color run for a cause in Dipolog DIPOLOG CITY – The 101st Infantry Brigade of the Philippine Army in partnership with the provincial government of Zamboanga del Norte and the city government here conducted the first color run for a cause last Sunday. This undertaking was made for the benefit of the orphans of fallen soldiers from the province who died in line of duty. Participants paid a registration fee of P30 for 3-kilometer run and P50.00 for the 5-kilometer run. DPWH bares 2014 performance in Western Mindanao

AMBOANGA CITY The new road opening for the Zamboanga City By-Pass Road, now 62 percent complete, is among the 2014 significant accomplishments of the Department of Public Works and Highways (DPWH) in Western Mindanao. Linking east with the west coast through Barangay Patalon to Barangay Culianan, the road project will decongest traffic within the Zamboanga City proper providing the neighboring cities of Dipolog, Pagadian and other municipalities a direct trade route to the Zamboanga Free Port Zone. The road project received initial funding of Php310 million and subsequently allotted with a total amount of Php750 million for phases 2 and 3. In a report submitted to DPWH

Secretary Rogelio L. Singson, DPWH Region 9 implemented this year 1,860 current and carry-over projects valued at Php6.771 billion of which 1,412 projects were completed. According to DPWH Region 9 Director Jorge Sebastian, major part of the total budget was allotted for the construction and improvement of roads, highways and bridges amounting to Php1.3 billion of which 607 projects were completed. Sebastian said that 168 flood control and drainage projects worth Php115.463 million were also completed. Funding amount of Php965.712 million for elementary and secondary school buildings, and Php280.629 million for hospitals and health centers resulted to the completion of 674 and 47 projects, respectively. Following the massive destruction wrought by the 23-day armed conflict in 2013 at Zamboanga City, DPWH was at the forefront of building back better with 19 ongoing projects and accomplishment of 32.47 percent in the implementa-

tion of Zamboanga City Roadmap to Recovery and Reconstruction (Z3R). Under the Transition Investment Support Program (ISP) for Autonomous Region for Muslim Mindanao (ARMM), all 10 projects were completed amounting to Php1.216 billion. DPWH Region 9 manages a total of 1,620.387 kms of national roads with 972.25 kms concrete, 398.282 kms. asphalt, 262.821 kms gravel and 7.007 kms earth. The total road length includes newly converted Zamboanga del Sur Coastal Road with length of 125.883 kms. Also, the total length of gravel road increased by more than 44 kms due to additional road length of Zamboanga West Coast Road to include 19.181 kms SioconSirawai-Sibuco-Limpapa Road with a length of 19.181 kms and 25.493 kms. Imelda-Bayog-KumalarangLapuyan-Margosatubig Road. The total 300 existing bridges with a length of 12,576.90 lineal meters consist of 231 concrete bridges, 68 steel bridges and one temporary bridge. Lechelle said she remembers her sister, on her first year as an accountancy student at CMU, as a sweet and jolly person, who made a lot of friends. On that fateful afternoon, they were not really able to talk much. Her sister’s last class on Tuesday was called off. Since Marielle was unable to go home over the weekend for some classes, she felt homesick and decided to go home. Lechelle said she heard about the explosion but thought that her sister must have already left earlier. When Marielle had not yet reached home around 8p.m, Lechelle started to worry. Her name was not in the list of patients brought to the CMU infirmary and eventually sent to a hospital in Valencia City. It was only around 10p.m. that the family confirmed that she was gone. On the sixth day of her wake, the family recalled Marielle’s achievements. Next to her white casket is a soil painting of her by Waway Saway, an artist and musician from the Talaandig tribe. Body pushes companies to designate bus stops, observe security measures CAGAYAN DE ORO CITY --The Regional Peace and Order Council (RPOC) in region 10 adopted during its meeting on December 11 resolutions enjoining bus companies to designate bus stops and observe security measures. In a press conference, Atty Rene K Burdeos, regional director, Department of Interior and Local Government (DILG), region 10, and head of the RPOC X secretariat, revealed that the members of RPOC’s core group convened on Thursday to discuss action points as an aftermath of the bus explosion killing 10 passengers and leaving 42 wounded. He added that along the discussion of the meeting there were few recommendations. Among of these is for the Land Transportation Franchising and Regulatory Board (LTFRB) to issue a memorandum to bus companies plying within the region to designate bus stop areas in coordination with the Philippine National Police (PNP). Burdeos further said they discussed during the RPOC meeting the resolution of the Regional Law Enforcement Coordinating Committee (RLECC) requesting bus operators and companies within and plying region 10 to implement preemptive security measures on passengers and persons embarking along the route of public utility buses and in between designated bus terminals. He said sometime on November 14, 2013, various agencies of the national government including the law enforcement and se-

curity agencies, local chief executives of Region 10 as well as private sector, manifested their security concerns within Region 10 through the signing of a memorandum of agreement on “Target Hardening Operationalizing the Whole-of-Nation Approach Against Terrorism, Advocacy Campaign for Region 10.” RLECC 10, as a coordinative body of all law enforcement agencies in the region, has come up with this resolution to address the safety of commuters and the general public from criminality and acts of terrorism while travelling, through intensified preemptive security measures. Commuters and travelers, including foreign tourists, while traveling different parts of the country particularly in northern Mindanao, may be exposed to incidents like robbery and other street crimes, and in worst scenarios, kidnapping and hostile terroristic activities. It has been observed that criminal and terroristic incidents in the past were perpetrated by criminal elements that embark on these buses in uninhabited places. Hence, RLECC, composed of various law enforcement agencies of the government, which respective functions were put together to enhance public safety, enjoins the operators and companies whose buses ply routes within Region 10 to strictly adopt and impose preemptive measures to deter the perpetration of criminal and terroristic activities of these unscrupulous elements who embark the public utility buses while along the highways and not at

the designated bus terminals. Safeguarding our community is an encompassing task of the government’s law enforcement agencies, stakeholders and the people, the resolution cited. RPOC, likewise, recommended for the Philippine Information Agency (PIA), being a communication arm of the government, to spread out the information drive among the people telling them that prevention on this terroristic act is not only the concern of the police and military but as well as the concern of everybody. lower than litigation. She said commercial mediation ensures rapid settlements, comprehensive and customizable agreements and mutually satisfactory agreements. Valenton noted that business conflicts cost 70 percent of productivity, 65 percent performance problems, 90 percent of involuntary departures, and 30 percent of absenteeism. She said Republic Act 9285, or an Act to institutionalize the use of an alternative dispute resolu-

tion (ADR) system in the Philippines, serves as the law legitimizing the use of ADR in the country. t all started when I saw him on YouTube. I sometimes use Nick Vujicic’s videos to inspire people and to prove that no matter what happens in life, we should not make excuses. If a person with out limbs—arms, and legs—can make himself useful, how much more an ordinary person, with full use of his body? Because of his influence and inspiration, I’ve been praying that Nick Vujicic would come to the Philippines. Then came that fateful day when I was invited by Francis Kong to guest at his speaking engagement at SMX and I saw a banner of Nick coming in. When I saw that banner announcing his visit to Manila, I was really excited to buy a ticket. I was willing to pay whatever it cost! A week after, I suddenly received a call from Becca Music. They asked to set an appointment because they wanted to invite me to be a part of the Nick Vujicic event. When they said that, it was a dream come true! Actually when they first invited me I told them, “Hmmmmmmm…. Let me check my schedule if I’m available. Surely, I did not say that! I was just kidding.” I would move out all my schedules just to be present at Nick’s event!

Becca Music asked me to do two events for Nick Vujicic: first was to host a private dinner for a selected handful of 200 people, and second is to speak as his front act for the May 20 event at Smart Araneta Coliseum. I was very excited! God is so good to grant me the opportunity. When Nick arrived in Manila, it was a media frenzy. He was being sought out by major news network for an interview even for a few minutes but because of his hectic schedule it was nearly impossible. A day before the private dinner, I received a notice that there was a sudden change of plan. They said my job will not only be to host now, but also to interview Nick because the original interviewer fell sick. I interviewed Nick for almost an hour. I know that this is God who opened this window of opportunity for me. It was a surreal, life-changing moment for me. I got to ask him questions that I have been longing to ask. After the interview, Nick helped me realize that many of us may be physically complete, but some of us are mentally and emotionally handicapped. When the 20th came, our call time was at 5pm. When I arrived at Smart Araneta through the back entrance. I was reminded of the time, when I was doing “Hawi” duties for my singer friend Randy Santiago. But this time, it was different, when I went down from my van. There was escort who gave me a an ID. When I passed through the holding room and this is what I saw. est show in his life. Goose bumps then started to run all over my body and I was a little nervous. I can still remember when I asked Randy “Don’t you get nervous performing in front of a big crowd?” Randy replied “Just remember to have fun and go out and entertain your audience.” That was a great reminder but I was also reminded that apart from God I am nothing. It was God who gave me the ability and I can only do great things through Christ who strenghtens me. When my name was called over 20,000 people flocked to Smart Araneta

Coliseum. They were all excited like me; I was just as excited. Though I was doing the front act, I was also just a Nick Vujicic fan, raring to hear what he had to say. It was a privilege to be able to inspire so many people during my front act. I talked about the power of our dreams. Do you have a dream? Maybe a dream house, car, or vacation. The problem with dreams is it usually remains just a dream because we think big money is what will make it come true. And most of us don’t have that.

It’s actually not our income that’s the keeping us, but our mindsets. We need to keep believing in our dream for it to become reality. We should never let anyone steal our dreams— yes, I’m talking about your “nega” friends—and feed and grow our faith. Read books and attend seminars that will cultivate your dream! Honestly, I didn’t think I would ever get to share the stage with Nick Vujicic, a world-famous motivational speaker. It was a dream. But look, it happened! After the Nick’s major

event, I was so happy to be given an opportunity to take a photo with him together with my entire family. I ended that night thanking and praising God for granting me that rare opportunity to be part of Nick Vujicic’s event.

So we must be careful with our sweet diet this Christmas season. For instance, there are some sweet snacks that are under 80 calories and these are the following: sweet wasabi trail mix, honey butter popcorn, frozen yogurt, strawberry feta salad, salted chocolate wedges, barbecuestyle sweet fries and margarita on the rocks.
