URIGAO City––The City Health Office here said there are only a few documented cases of leprosy, but its officials are worried that more people might be suffering from the disease.

Jessica L. Nepomuceno, officer-in-charge for leprosy control program of the CHO, said that only seven people sought treatment for leprosy. But she said some people may have avoided the CHO because of the stigma that comes with the disease.

DAVAO Occidental––Local residents and children from three barangays in Jose Abad Santos will soon avail of free medicines, school supplies and feeding program courtesy of Municipal Council Jonathan G. Chua and his supporters.

On October 30, Chua with the help of the Jaycees Chamber International (JCI- Central Davao) and (JCI- Senoritas) assisted by the Department of Social Welfare and Development (DSWD) and barangay officials will distribute school supplies and conduct feeding program to barangays Kitayo, Balangonan, and Bukid, all of Jose Abad San-

In July, Chua said 1,500 pupils from barangays Mangili and Caburan Small received school supplies and the feeding program.

Apart from it, he said some public elementary schools were given Encyclopedia worth P100,000.

Local residents were also given free medicines, he added.

“Unfortunately the local government of Jose Abad Santos didn’t allocate money for this project,” said Chua adding, “this is my personal initiative with the help of my friends and members of JCICentral Davao, Senoritas and other sponsors.”

He said the budget for the project is more than P1

million and he is expecting that 12,000 pupils and children will recieve school supplies and benefit the feeding program.

Chua said that the budget for 100 sacks of rice to be used for the feeding program has already been allocated until his first term

as municipal councilor ends in June 2016.

Chua is serving his first term as municipal councilor of Jose Abad Santos.

The Reproductive Health and Wellness Center (RHWC) here told the weekly iSpeak media forum at the City Hall that “in Region XI, Davao city contributes the most cases of HIV positive which is 82 per cent”.

Patrick Albit of the RHWC was unable to release the number of persons with HIV in Davao City, but

said the incidence in the region accounts for only six percent of the country’s total of 20,424 cases as of August this year since the country starts recording cases.

However, he warned that the number may be likely increase “if there will be more people to volunteer to test”.

The Davao City Aids Council (DCAC) is currently pursuing the campaign to popularize the “voluntary counseling and testing.”

Alma Mondragon, executive director of Alliance Against Aids in Mindanao (Alagad Mindanao) and a member of the council, said they will tap the barangay officials to take part in campaign “for they are the ones closer to the communities.

Mondragon disclosed that many cases of patients with the HIV have been diagnosed late with the infection.

“It would be better if a person will take the test ear-

lier in order to be diagnosed and be supported by the RHWC,” she added.

Albit said that RHWC has extended its testing time to 10:00 pm to cater to those who can not take the test in the morning.

“There is nothing to worry about the test for the center will give a free and confidential test for those who want to take it,” he said.

Albit said it has now 63 peer educators who volunteered to do the education, counseling, and referral to the RHWC to take the test.

He admitted difficulty also in the recording of cases of death caused by AIDS “because many family of the victims would not specify the cause of death in the death certificate”.

Albit said that the country’s AIDS registry recorded only 1, 052 deaths, of which 862 are males and 190 are females; 124 in the age bracket

In a bid to renew their lost ‘Lion Rock Spirit,’ prodemocracy activists in Hong Kong unfurled a banner demanding “genuine universal suffrage” on the local hill of the same name. Protests began almost a month ago.

need to amend certain provisions of the law for the State to be fully effective in recovering stolen assets by arming its chief enforcer – the Office of the Ombudsman – the necessary powers to run after violators.

Among other proposed changes in Section 2 of the Act, HB 4732 inserts Sections 2-A and 2-b to read as follows: “SEC. 2-A. PRIMA FACIE PRESUMPTIONS, -- (1) Whenever any public officer or employee has acquired during his incumbency property or properties which are manifestly out of proportion to his salary, as such public office or employee, and to his other lawful income, and the income from other legally acquired property/properties, said property shall be presumed prima facie to have been unlawfully acquired.”

AMB OANGA del Norte - A protestant pastor and his father were killed in an ambush in Zamboanga del Norte, police said on Thursday, October 23, 2014.

Police said four other people were wounded in the October 22 attack which occurred in the village of Nasibac in Leon Postigo town. It said masked gunmen opened fire on the group of Pastor Ramil Ansong, 29, and his 50-year old father, Jose, killing both of them.

The four, including the

pastor’s mother, Rosaria, managed to escape from the attackers despite their wounds.

AUTHORITY TO SELL PENDING FORFEITURE PROCEEDING. – In case there is danger of depreciation to the value of the personal property or spoilage in case of perishable properties, upon motion filed by the Office of the Ombudsman before the proper court, the personal property subject of forfeiture may be sold at public auction pending the resolution of the forfeiture proceeding. The proceeds of the sale at public auction shall be held in trust by the Office of the Ombudsman until the forfeiture proceeding is finally resolved.”

Furthermore, the bill provides that “the Ombudsman (in place of the Solicitor General under the current law) may grant immunity from criminal prosecution to any person who testifies to the unlawful manner in which the respondent has acquired any of the property in question in cases where such testimony is necessary to prove violations of this Act.” On the penal clause, HB 4732 provides that “any public officer or employee who shall, after the effective date of this Act, transfer or convey any unlawfully acquired property shall be penalized with imprisonment for a term of not less than one year and one day but not more than six years, or a fine not exceeding twice the amount of the property transferred or conveyed, or both such imprisonment and fine, perpetual disqualification from public office, and confiscation or forfeiture in favor of the government of any prohibited interest.”

Likewise, “The same penalties shall be imposed upon any person who shall knowingly accept such unlawful transfer or conveyance. Any such conveyance shall be void ab initio (from the start).

URIGAO City – The City Health Office here said there are only a few documented cases of leprosy, but its officials are worried that more people might be suffering from the disease.

Jessica L. Nepomuceno, officer-in-charge for leprosy control program of the CHO, said that only seven people sought treatment for leprosy. But she said some

people may have avoided the CHO because of the stigma that comes with the disease.

“When we tried to offer our service to them, these people would shun us away, denying they have this disease,” she said, adding that some of those afflicted would avoid the CHO because of the stigma.

She said most of the persons who sought for treatment were referred by dermatologists in the city.

Of seven people who have treatment last year, two were actually cured while the rest are still undergoing treatment.

Wikipedia said leprosy, also known as Hansen’s disease, is a chronic infection caused by the bacteria Mycobacterium leprae and Mycobacterium lepromatosis. Initially infections are without symptoms and typically remain this way for 5 to as long as 20 years.

Symptoms that develop

include granulomas of the nerves, respiratory tract, skin, and eyes, Wikipedia added. This may result in a lack of ability to feel pain and thus loss of parts of extremities due to repeated injuries. ] Weakness and poor eyesight may also be present.

Garrote Menor, a nurse at CHO, said they pity the leprosy victims because some parts of their body have already deformed.

Nepomuceno said she

has seen some leprosy victims who already have deformities in their body but are still not seeking medical treatment. “Parts where deformities occurred can be very hard to treat,” she said.

The CHO is offering a free multi-drug therapy (MDT) for this disease.

“This would take at least one year to complete the curing period,” Menor said.

DENR Caraga releases captured tarsier to natural habitat BUTUAN City––The Department of Environment and Natural Resources (DENR) Caraga Regional Director Nonito M. Tamayo has advised the residents at the perimeters of the Promontory Park in Barangay Bood, Pinamanculan, this city to protect the first tarsier released by the DENR in the area where it will make its natural habitat for the rest of his life.

The DENR Protected Areas and Wildlife Division (PAWD) personnel headed by regional technical director Ronilo Salac have freed the tarsier on October 5 at the said park.

The tarsier was captured by Felix Lambigit, an abacca worker in Sitio Kadahon-dahunan, Baran-

gay 2, Poblacion, Santiago, Agusan del Norte.

“It was my first time to see a tarsier. I thought it was an “evil” creature when I hit it. I tried to sell it to a friend to earn extra income,” he said.

On October 4, 2014, a call from his friend informed him that the tarsier would be turned over to the DENR. “We were told that selling the animal is prohibited

by Republic Act 9147 or the Wildlife Resources Conservation and Protection Act,” he added.

On the following day, the PAWD technical staff namely, Rex Plaza, Rolly Caballero and Jestoni Peras released the 37.5 cm. tall tarsier to the park so that

the male tarsier could live.

The Philippine tarsier, (Tarsius syrichta) is one of the smallest known primates.

They are mostly active at night and lives on a diet of insects. According to DENR Administrative Order No. 2004-15, the Philippine tarsier is under the “other threatened species” conservation status.

“Tarsiers are very sensitive to a life in captivity.

They commit suicide due to trauma caused by touching and loud noise. This is why releasing them back to their habitat is the best thing we can do to protect them,” a PAWD technical staff said.

Gov’t works on growth, expansion without tax, debt increases: Abad

AGAYAN de Oro City – The Department of Budget Management (DBM) in partnership with the Union of Local Authorities in the Philippines (ULAP) held the Good Governance Dialogues: A Reform on Open Government and the National Budget on October 23, here, to intensify the government’s campaign for improved governance and deeper citizen engagement.

In his speech, DBM Secretary Florencio “Butch” Abad said that pushing for the good governance

platform has helped in the pursuance of very difficult reform measures such as sin tax reform, growth of government revenue stressing the 20 percent increase of Customs collection and making of unprecedented investments in certain areas.

Good Governance has also improved transparency within the government as all the 22 line departments have complied with the mandate of posting a Transparency Seal in their websites where major information on plans and budget are posted.

Abad also cited the initiatives of some government agencies in implementing the platform such as the Department of Interior and Local Government’s (DILG) commitment to rehabilitate and construct national bridges and roads and the Department of Foreign Affairs’ (DFA) assurance to process passports within 45 minutes by 2015.

The Secretary also added that through good governance, all agencies will be held accountable for all their outputs and outcomes.

It was also cited that as a result of the said platform, the government has paid unprecedented investments in social and economic services without having to increase debts and taxes except for the sin tax reform.

In addition, the poverty incidence in the country went down from 28.4% in 2013 to 24.9% in 2014, where the three percent difference represents over 2.5 million people who are now out of poverty. Abad also emphasized that this was made possible through the very

aggressive social protection and services program of the government.

To prove that the platform works well for the country, the Secretary said that the Philippines is now named as the fastest growing economy in Southeast Asia and the most improved country in terms of global competitiveness.

The Open Government Partnership is a multilateral initiative that aims to empower citizens, secure concrete commitments from governments to promote

transparency and harness new technologies to strengthen governance.

Moreover, the dialogues are held in various areas in the country to improve efficiency in public spending, deepen citizen engagement in the budget process and increase budget openness.

Among the attendees of the said event in Cagayan de Oro included national and local government, civil society, academe, business, people’s groups, development and aid organizations and the media.(RTP/PIA10)

Barangay Poblacion, Kolambugan, among top Lanao Norte Health Office Three in search for best Lupong Tagapamayapa wins regional award anew ILIGAN City – Barangay Poblacion of the coastal town of Kolambugan is one of the top three barangays in the Department of the Interior and Local Government’s nationwide search for the Lupong Tagapamayapa Incentive Award (LTIA).

From a total of 56 Lupong Tagapamayapa, representing different regions in the country, 11 were selected as semi-finalists.

After further screening only three were left as this year’s finalists.

The other two finalists

are Brgy. Hingatungan, in Silago town, southern Leyte and Brgy. Ambassador, in Tublay town, province of Benguet.

“We are very happy for this recognition and we dedicate this achievement to our constituents. We are also thankful to our peaceloving people for choosing to resolve their conflicts peacefully and amicably,” said Brgy. Poblacion Chairman Nathaniel Salvo.

The LTIA was established pursuant to Section 406(b) of the Local Government

Code of 1991 and Executive Order No. 394. This is in recognition of the Lupon Tagapamayapa’s contribution in the promotion of the Katarungang Pambarangay (KP) objective, to strengthen the efficacy of the KP as an indigenous mediation structure capable of resolving disputes within a community, and beyond the formal courts of justice.

It aims to institutionalize a system of granting economic benefits and other incentives to Lupong Tagapamayapa for reason of exemplary performance in settling disputes within their community.

LTIA has three major criteria this include efficiency in the operations of the Lupong Tagapamayapa, effectiveness in attaining the

Katarungang Pambarangay objectives, and creativity and resourcefulness in the administration of KP. The Award has four categories - Highly Urbanized City, Component City, 1st to 3rd class municipality and 4th to 6th class municipality.

The Awards shall be conferred to each national awardee through the local chief executive concerned in the form of a Presidential Trophy and a 300-thousand development grant. For each regional awardee, 50-thousand pesos in development grant and a special plaque shall be awarded.

The national award is set to be given by DILG Secretary Mar Roxas at Malacañang Palace this coming November 2014.

TUBOD, Lanao del Norte – The Health Office of the Province of Lanao del Norte was again the recipient of an award of recognition as ‘Best Provincial Health Office’ for Philippine Integrated Disease Surveillance Response (PIDSR).

This is the second time that Lanao del Norte was recognized for its exemplary performance in the reporting of deadly communicable diseases after receiving the same award last year.

The Lanao del Norte Health Office was also declared as the 2014 Best LGU Functionality (Provincial Category) for its continued dedication and prompt reporting of Event-based Surveillance and Response (ESR).

The awards were given during the Department of Health’s regional consultative meeting held at Chali Beach Resort, Cugman, Cagayan De Oro City early this month.

The regional forum was attended by health personnel from the 110 government and private hospitals operating in the five provinces and nine cities of Region 10 that provide weekly reports to the Regional Epidemiological Surveillance Disease and Response Unit (RESDRU).

RESDRU of the Department of Health is actively strengthening its policies and procedures in the reporting of dangerous and communicable diseases within the regional level.

The governor she said have set aside an additional P500,000 each as support to the anti-terrorism campaign, operations of local security and law enforcement units and confidential fund.

Other commitments, however, will be released early next year yet. These include provisions of postharvest facilities, which include Mobile corn sheller - 3 units, mobile rice mill - 1 unit, hand tractor - 2 units and solar dyer - 1 unit.

Director Maghanoy said the projects are intended for the development of the agriculture sector in the municipality and enhancement of the livelihood activities

of the MILF farmer-beneficiaries.

Munai had been the center of major conflicts for several times in the past, and former mayor Maquiling, who was then the local chief executive during the conflict periods, expressed gratitude to the government for extending the support to the Muslim communities.

Manresa hosts corn DSWD strengthens ties to various sectors, plant technology demo fosters social protection programs

CAGAYAN DE ORO CITY- To showcase the best corn farming practices of various seed companies, government research stations, modern farm equipment, machineries and technologies, a week-long “Corn Technology Demonstration Field Tour and Farmer’s Field Days” opened on October 20 at the Xavier University Manresa Farm.

The event is a prelude to the 10th Philippine National Corn Congress set on November 17-21, 2014, with the theme “Corn Farming in the ASEAN Integration: Maximizing Opportunities.”

The field demonstration was organized by the DA and Philippine Maize Federation (PhilMaize).

Department of Agriculture (DA) Assistant Secretary for Operations and National Corn Program Coordinator Edil-

berto M. De Luna graced the ceremonial opening and underscored the event’s significance to the corn growers as well as to the students.

He said the national corn congress which will also be held in Cagayan de Oro City is hoped to gather significant policy recommendations that may strengthen or push further the development of the industry in the Philippines amidst ASEAN integration.

DA-10 regional executive director Lealyn A. Ramos meanwhile bared that about 180,000 hectares of land here in the region is used for growing corn with an average production of 4.6 metric tons per hectare for the yellow corn and 3.2 metric tons for white corn.

This means Northern Mindanao is contributing about 20 percent of the total corn production in the country, or the second biggest after region 2. (JCV/PIA)

PHLPost launches stamp design contest for Pope Francis

CAGAYAN DE ORO CITY -- In celebration of the visit of Pope Francis in the country on January 15, 2015, the Philippine Postal Corporation (PHLPOST) readies for its “On the Spot Stamp Design Contest” nationwide.

Simultaneous with the different regions in the country on October 24 at 1:00 p.m., PHLPOST Central Mindanao area 8 will hold its activity in Robinsons Mall, Limketkai Center, Cagayan de Oro City.

The competition will be composed of two categories. One is student, for elementary, high school and college students in public and private schools; and the other is professional for artists, designers, illustrators in the locality.

Further, artwork must interpret theme, ‘A Nation of Mercy and Compassion.”

According to PHLPOST area director Nimia S. Acebes, the artwork must be accompanied by a writeup or interpretation of the theme and the design and will be rendered using paper

or canvass with oil, acrylic or pastel.

Moreover, criteria for judging include originality, relevance to the theme, visual impact and artistic method/design.

Two top prizes for the student and professional category will include P15,000, a stamp album and certificate of participation.

These top two entries per category will be submitted to the Post Shop, Philately and Museum Division, Business Lines Department, Central Office for pre-screening prior to the national judging.

In the National Screening Committee, the two top prize winning artworks/ designs in each category will be featured in the Papal visit stamps to be issued and launched on January 2015

by PHLPOST for national and international circulation. It will also be featured in special souvenir frame to be given to the Holy Father.

However during the contest, participants should bring their own materials and will have two hours to accomplish the work.

CAGAYAN DE ORO CITY -- In observance to the National Statistics Month and National Week for Overcoming Extreme Poverty, the Department of Social Welfare and Development (DSWD) Field Office 10 held the Listahanan Advocacy Summit on October 21, here.

During the summit, Atty. Araceli F. Solamillo, DSWD 10 regional director, said that “because of Listahanan, there is now a guarantee that the poor are able to avail social protection programs.”

The Regional Director also shared that the database provides them with the right direction in targeting the right beneficiaries. Thus, they are

strengthening their connection with the national and local government offices to ensure that the disadvantaged individuals and families are able to exercise their rights to government res ources t h rou g h t he Nat i ona l Household Targeting System for Poverty Reduction (NHTS-PR).

In emphasizing the role of their partner agencies, assistant regional director Aldersey M. dela Cruz said, “DSWD considers social protection and poverty reduction as a shared responsibility. While we provide integrated and c ompre h e ns ive s o c i a l protection and poverty alleviation programs, we, at the DSWD also believes that we should not be alone in this endeavor.

Other government agencies and local governments also have roles and responsibilities in social protection and poverty alleviation.”

She also added that the civil society, academe and even the program beneficiaries also play important roles in identifying and attending to the needs of the poor and alleviating their difficulties.

For their part, representatives from PhilHealth and Safer River, Life Saver Foundation Inc. shared how the Listahanan helped them in providing the right services for their clients.

Furthermore, the Listahanan, as mentioned in the summit, helped agencies and other sectors in identifying indigent

families for health services and more. It also served as basis for the relief distribution and operation during disaster.

The database was also used in determining the beneficiaries in the Community Fund for Agricultural Development under the Mindanao Rural Development Program and families who will be prioritized for the capability building for enterprise and product development program.

Listahanan or the national household targeting system for poverty reduction is DSWD’s information management system that aims to identify poor families who will be beneficiaries of social protection programs and services.(RTP/PIA10)

It was started by celebrity photographers Jeremy Cowart and Kyle Chowning in 2008 to empower co-photographers, hairstylists and makeup artists to use their skills, tools and expertise to give back to their local community.

Each December, photographers, hairstylists and makeup artists all around the world will find people in need, take their picture, print their picture and then deliver it free of charge. These portraits aren’t for a portfolio, website or sale.

esidents of SM-BDO Gawad Kalinga Village in barangay Canitoan, this city who are all Sendong survivors will instantaneously transform like professional models complete with makeup as they have their pictures given by professional photographers who are all volunteers.

That’s what Help-Portrait is all about.

It’s about giving people who otherwise couldn’t afford photography, a chance to capture a moment, a memory and a whole lot more.
