DAVAO City--A Moro civil society leader said the Bangsamoro Basic Law (BBL) needs to be passed “not later than two years from now” in accordance with the Comprehensive Agreement on the Bangsamoro (CAB), to allow for the establishment of the new Bangsamoro political entity that can be the pilot project for the shift to a federal form of government. Guiamel Alim, executive director of Kadtuntaya Foundation and a member of

Netizens declare Duterte winner of third and final Presidential Debate

For the third time in a row, netizens favored presidential candidate and Davao City Mayor Rodrigo “Rody” Duterte’s performance in the PiliPinas Presidential Debate on Sunday (April 24), according to Rappler, a social media news organization. Garnering an overwhelming 65.63% of the total votes, the tough-talking mayor won the first part of the debate. Administration standard bearer Manuel Roxas II and Senator Miriam Santiago were a far second with 12.5%, followed by Sen. Grace Poe with 8.13%, and Vice President Jejomar Binay with 1.25%. On top of these options is the necessity to give them what they most need for daily survival. This must be done immediately while we wait for the rain to come and give us all the relief we need. Despite all these prevailing factors, I am an advocate for the respect of the law. I do recognize the right of every citizen to seek relief for any

wrong or injustices they feel they are victims of. However, agitating the most affected sectors of our society to the edge of lawlessness is not a responsible way of pushing our citizens to claim their rights which they must have in the first place.

My office has not issued any memorandum to that effect. However, in the light of the present electoral campaign, I am sad to note that this could be an act of my political enemies to smear my name in their state of desperation. April 24, 2016.

DAVAO City--My five year old son Pablo says that when he grows up, he’d like to be a Katipunero and fight for freedom and fight the bad people. I tell him oh you don’t have to wait till you’re older for that. When you fight for your rights, even if you are only 5, you are like a Katipunero. When people laugh at you, jokes and makes fun of your autism stripes and you tell them that is bad because it’s discriminating and it’s not inclusive (yes I introduce and explain big words to him), you are already like a Katipunero. I reminded him that his teachers always remind him and his classmates not to laugh at others when they are different or talk or do things differently because it’s bad. Pablo has been diagnosed as Autistic before his 4th his birthday. Everyone who knows us and our family knows how happy and smart Pablo is and how we, as

parents together with our family and friends, are trying our best to raise him into a gender-sensitive, culturally sensitive, caring for the environment, inclusive, peace and freedom loving, just, and Godloving person as we dream every Mindanawon and human being should be. When the developmental pediatrician explained to me the diagnosis it deeply hurt that everything we knew about our son was a symptom of autism. Trained as an anthropologist, I am oriented that people come in different packages and that I should accept and act on the diagnosis because time was of the essence for early intervention. Other parents take it really very hard and go on a long period of denial. I understand because it’s really difficult — you question what did you do wrong, what went wrong, will you be able to afford

therapies at all given that you could hardly make both ends meet? Would you be able to afford progressive schools when prescribed? Would he be able to keep up with school at all? Even if diagnosed as highly intelligent, would he be able to take a job because of his social skills? Will he fall in love? You take it one day at a time. Meanwhile, in your everyday, your greatest, greatest fear as a parent is — was my child stared at, laughed at, became a subject of jokes, bullied, and discriminated because he is differently abled? This is why I am deeply enraged with the joke cracked by Mayor Duterte on PWDs during his campaign sortie in Aklan. Knowing the rights and privileges enshrined in RA 9442, I applied for a PWD Card in CSSDO. His PWD card was signed by the Mayor. When I applied at the MSSDO, I was immediately told to queue for my son’s gift from the Mayor during the PWD Party in December (I didn’t go). The telltale signs are plainly written on the wall, so to speak, and they point to an overriding maneuvering to either prevent the elections from taking place, or to discredit its results even this early. The very first sign that there are machinations against the holding of the May 09, 2016 elections came out two or three years ago yet, when various groups started clamoring that President Aquino should be allowed to continue being president even after June 30, 2016. Many dismissed these calls right away, in view of the Constitutional limit of six years for any president. But t he n , l ate r on , Aquino himself came out in favor of the move. That was when the same groups who had pushed for his continuing to be president earlier started clamoring for an amendment to the 1987 Constitution, presumably to change stringent economic provisions therein, but, in reality, was aimed at lifting Aquino’s six-year term limit to allow him to run again.

But, clearly, the desire for the President to remain in power continued to be strong. So as our blood pressure shoots up, we fire back our own criticism of that person like a counter-attack. But think of all the time and energy we waste reacting with anger to criticism. DSWD bares 57,000 bags of rice still available for El Niño farmers CAGAYAN DE ORO CITY -- About 57,729 bags of rice are still available at the Department of Social Welfare and Development (DSWD) Field Office 10 which are ready to be distributed to the El Niño affected communities in northern Mindanao should local government units need resource augmentation from the Department to respond to the long dry spell. The bags of rice are intended as assistance for the farmers and their families who have been affected by the drought that has been drying up farmlands since November 2015. About 65,070 bags of rice were purchased by the DSWD from the National Food Authority for such cause. Each bag contain 50 kilos of rice and each family is

allocated 25 kilos for their consumption. Nestor B. Ramos, regional director of the DSWD Field Office 10, says that these bags are ready to be released to the affected communities, but the local government units (LGUs) need to submit their proposal and master list of beneficiaries first before these can be distributed to them. “The allocation for each LGU is dependent on the proposal and master list of beneficiaries that they submit to us,” Ramos says. He also said, “We are encouraging our LGUs to fast track their request to the DSWD so that we can mobilize ourselves in distributing these bags of rice to their constituents. We also need them to be ready in the howling of these bags

to their areas. The director also said that as of April 23, 2016, DSWD has only released 7,341 bags or 12% of the total number of purchased bags of rice from the NFA-10. This means that more than 43,000 families in northern Mindanao have received these rice or about to receive them by April 29, 2016. The DSWD has recently conducted dialogues with the diocese in Bukidnon and Misamis Oriental and with civil society groups to help in the distribution of the bags of rice. “We were able to get the support of the Church and civil society groups in the distribution of the bags to the affected families, and we truly appreciate their partnership with us,” Ramos said. well-being of the young people and inculcate in the youth the spirit of patriotism and nationalism, and encourage involvement in public and civic affairs. This year, 30 young people were admitted to the internship program with 15 of them to report for duty from April 1 to 30 and the second batch to start on May 1 until May 31, 2016. The successful applicants were assigned to different divisions or sections in the DA Caraga Regional Office to perform office works including typing,

encoding, sorting, machine reproduction and the like. The young interns shall render service for eight hours at regular office hours (8:00 am-5:00 am) from Monday to Friday. Maria Victoria Monteclaro, chief of the Human Resources Management Office said SYIP participants will receive the prevailing P268 minimum wage per day in Caraga to be released every 15 days. “ This is our way of ser ving the countr y by molding the minds of our youth and exposing them in government service, and

helping them to earn in preparation for the next school year,” Monteclaro said. SYIP is open to young people, 15-25 years old, students or out-ofschool youths who have not stopped schooling for more than two years, and preferably farmers or fisherfolk family member and/or indigenous people (IP). PH vows to cut greenhouse emissions by 70% in 14 years V

ARIOUS government agencies, nongovernment organizations and civil society groups have committed to helping reduce the country’s greenhouse gas emissions by 70 percent by 2030. The commitment was the gist of a covenant signed on Friday at the Department of Environment and Natural Resources (DENR) in Quezon City on the occasion of Earth Day. The covenant signing happened on the same day the Paris agreement on climate change was signed by world leaders at the United Nations headquarters in New York. Environment Secretary Ramon J.P. Paje represented President Benigno Aquino III during the high-level signing of the new global climate accord. In a statement, Paje described the covenant as a manifestation of the country’s commitment to come up with its national determined contributions (NDC), whichoutlines cli-

mate mitigation and adaptation actions that will be implemented beyond 2020. Recently, several areas in the Davao region have been placed under a state of calamity. The municipalities affected are Kapalong and Sto. Tomas and Panabo City in Davao del Norte; Mati City and Tarragona, Lupon and San Isidro towns in

Davao Oriental; Montevista in Compostela Valley, as well as Hagonoy in Davao del Sur. On April 12, some 5,000 farmers gathered in Valencia City, Bukidnon to demand rice subsidy from the government. They were able to

DENR to hold 2nd PA conference after 15 years THE Department of Environment and Natural Resources (DENR) is hosting a conference that aims to strengthen efforts toward sustainability of protected areas (PAs) in the country. The agency will bring together some 200 protected area managers and stakeholders from local government units, indigenous communities and civil society for the conference to be held from April 26 to 28 in Mandaluyong City. This will be the second time the DENR holds a conference devoted to PA management. The first one took place in Davao City in 2001 when the participants focused on building lessons from past experiences in the field to serve as guide in improving PA management. Action Research, Highlighting the Active Role of Teachers in Solving Classroom Problems By Mr. Haylee P. Jayoma T-I/Sungay Elementary School

BECAME THE TRENDS in the teachers’ lives nowadays is the initiative to conduct an Action Research in every school-year. If one be aiming to earn points in his/her teaching performance, conducting Action Research adds a plus factor to it. If one be just make it his/her mission to grow in this professional arena, undertaking Action Research also holds the potential contributing factor to seriously teach you enough insights and lessons pertaining to the teaching field. Indeed, the Department of Education (DepEd) had even encouraged teachers to conduct one on their own. Thus, seminars and training-workshops are funded to educate teachers about this matter. Like any other researches, an Action Research followed the same procedural scientific pattern. First, it lays out the existing classroom problem at hand, which the teacher himself/ herself take on the role of the researcher to investigate. Then, the setting of objectives was done followed by data gathering. After it, the methodology or procedure would then be detailed step-by-step. Data interpretation and analysis would then come after methodology. However, the distinct character of Action Research is that, there is no conclusion to sum-up the whole study, nor recommendation to offer for this matter. The concluding step in an Action Research is the conjuring of “The Reflection,” or “Teacher’s Reflection.” The concept about Action Research is that, one teacher or researcher could never conclude nor recommend anything about his/her

research, as the study itself is concerned only in the problem of one particular classroom and may not apply and hold true to another, thereby implying the notion that the results and findings one might get out of it are just mere fractures of the whole reality or the big picture, thus to conclude so carelessly upon such speck of results warrants no validation, at all. Instead, a teacher could reflect and detail the insights and wisdom he/ she gained along the way in conducting the research study, also objectively supported by the findings and results gathered. An Action Research may flexibly only target a single subject or a pupil, and to a maximum number of population the teacher had been under in his/her class. Unlike other researches, the respondent in Action Research are uniquely addressed as “customer.” Standard periodallocation of this intellectual undertaking is only at the maximum of three months. The goal of the conduct of research is to remedy class problems in any resourceful methods or creative ways the teacher could do, that is, within his/her reach or capability of doing, and taking into consideration the availability of resources, as well, but never go beyond the teacher could offer. Hence, it can also be implied that the central points of Action Research is to improve the quality of learning as a whole. Principals or School Heads are even obligated to make theirs also but concentrating more of the school problem as a whole, whereas classroom teachers are focusing theirs in classroom issues.

To tell you, I have much to share on the table about the subject since I am quite familiar with it, if I must tell you. Being a fifth-grade adviser and also a Science teacher of forty-seven pupils during the lately concluded School-Year 2015-2016, I was stumbled upon a problem on my own as the Science teacher in fifthgrade concerning my pupils’ poor enthusiasm to learn the subject by the beginning of the last school-year. The classroom problem I had, circled around the poor enthusiasm to learn Science among the majority of my pupils in my class. Bothered by the issue, I was prompted to make an action to resolve it, that is, upon realizing their negative behavior towards the subject had affected their assessment scores badly in the quizzes administered daily, as well, of the concerned subject. With that, I endorsed an Action Research proposal by myself to dig deeper to the issue. convinced about my proposal, I was permitted by our Schools Division Superintendent of the Division of Misamis Oriental, Dr. Cherry Mae L. Limbaco, to carry-out the Action Research study. An approval request letter signed by the Superintendent was issued to me thereby officially cementing her permission. A duration of three months was consumed to reach the completion of my study. It started by the third week of June 2015 and ended by the third week of September of the same year. Upon accomplishing the conduct of my Action Research, one-onone interviews, and trial-anderror procedures, organization of experimental set-ups, careful observations, meticulous dataanalysis and interpretations were carried-out so seriously and with great prudence. To answer my Action Research problem of what became the solution I had come-up with to resolve the negative issue once existing in my classroom, particularly in Science class, I took the resourceful innovative strategy of integrating the use of multimedia in teaching Science in fifth-grade. With the utilization of technology like LED projector, I did wonder in capturing the attention of my pupils when teaching Science. With their enthusiasm in Science being boosted, this in turn created a favorable ripple-effect in their academic performance of the subject concerned. The once low quiz scores before had dramatically shifted upward upon the integration of multimedia in teaching Science. Majority of my pupils had now earned a passing score in the daily quizzes I administered in the subject. Though there were still few who had been stagnant and

True, the conduct of Action Research had taught me a lot. Insights like how the power of multimedia had helped so much in the teaching-and-learning process inside the classroom. Integrating the wonders of the powerful technology like LED projector in teaching poses a potential improvement in increasing the quality of learning experience of pupils or students. Further, I also realized the thick closed relation of pupils’ enthusiasm to learn a subject to their academic performance. A less-enthused or less-motivated child might potentially get a poor quiz scores compared to another who had so much enthusiasm to learn the subject. To conclude, conducting an Action Research is more than just taking aggressive action upon certain unfavorable classroom issues, but it also tests one teacher’s character of how much dedication and commitment a teacher had in him/her just to cater the best of quality learning the pupils or students deserve and needed. Actively participating in an intellectual endeavor like conducting Action Research also highlights the teacher’s necessity to grow professionally, thus resonating the fitting statement: “Once a TEACHER, forever a STUDENT!”

cial Government of Cebu, the Municipality of Daanbantayan, and the Bureau of Fisheries and Aquatic Resources (BFAR) Regional Office of Cebu, gathered in the BFAR Region 7 office in Cebu on April 19 to discuss the importance of protecting thresher sharks locally and globally. By listing thresher sharks on CITES Appendix II, parties must prove that the trade of the sharks is sustainable. Atty. Chad Estela of the Provincial Environment and Natural Resources office said, “It is the logical obligation of the Philippines to call on the world to include thresher sharks in the Appendix II as we are the only country in the world that can boast to having an established thresher shark dive tourism industry. Scuba divers at Monad Shoal off the coast of Malapascua Island, Daanbantayan can see these sharks in the early morning hours, almost everyday.” In recent years, the province of Cebu has been at the forefront of shark conservation, legislating the Cebu Provincial Resolution No. 691-2010/Provincial Ordinance No.2012-05, which bans the capture, killing, transport, and sale of all three species of thresher sharks found in the Philippines, hosting the first Philippine Shark Summit in 2014, and finally, establishing of the country’s first shark and ray sanctuary in Monad Shoal and Gato Island through Executive Order No. 16-2015. Despite the local regulations in place, thresher sharks are still regularly caught, either as an incidental bycatch or in targeted fisheries beyond the jurisdiction of the aforementioned local regulations. Last April 12 2016, a Facebook user uploaded an album full of a dead big-eye thresher shark in Paypay, Daanbantayan, with the caption: “Sa mga walay sud-an dha ari mo sa baybayon… Kinsay ganahan mo ambit ani?” (For those who don’t have food, you can come to Baybayon. Who wants to eat this?) Anna Oposa of Save Philippine Seas and one of the conveners of Save Sharks Network, added, “CITES and the global community should learn from the tremendous efforts of Cebuanos to protect sharks and rays by putting Threshers in the Appendix II of CITES this coming Conference of Parties.” Thresher sharks are caught for their fins to make shark fin soup and comprise at least 2.3% of the fins entering into Hong Kong, the global hub of the shark fin trade. While this number may sound small, it equates to four million thresher sharks killed per year. Locally, thresher sharks are known to be targeted for the Asian shark fin trade in Batangas Bay, Sogon, and Bohol, places outside the jurisdiction of the aforementioned ordinances. Vince Cinches, the Philippine Oceans Campaigner of Greenpeace Southeast Asia: “Sharks, being highly migratory, are important species in the protection of our oceans and maintaining the ecological integrity of our waters.” The Save Sharks Network Philippines (SSNP) is a marine conservation coalition of prominent voices in the Philippines’ scientific, NGO, and tourism community. The BTA then takes over until the first elected officials in the Bangsamoro political shall have assumed their post during the inauguration of the new Bangsamoro political entity. Congress adjourned on February 3 without passing the BBL, paving the way for the holding of elections in the ARMM on May 9. Under the law, each ARMM administration has a three-year term of office. The next ARMM election is in May 2019 if the next Congress does not pass the BBL again. A reporter asked if the peace groups that gathered here for a symposium dubbed “TItayan: Bridging for Peace” (Inclusive Political Transitions in the Bangsamoro) are planning to make a barangay as a pilot project for the implementation of the CAB. Mindanao’s lone Cardinal, Orlando Quevedo said there are candidates who are advocating federalism “but federalism is a long-term project“ as it involves amending the 1987 Constitution. “What we would like is begin with a pilot project – not a barangay – but the Bangsamoro territory. If it succeeds, then perhaps all the others would say ‘ah dapat ganyan, more power more autonomy sa mga provinces… we hope that this will happen,” Quevedo, the Archbishop of Cotabato and lead convenor of Friends of Peace, said. The proposed Bangsamoro is adopting a parliamentary system of government. Alim said the shift to federalism may not come soon. “I don’t think

that will happen very soon.. it will take time before we can change the Constitution.” But he said the idea of making the Bangsamoro region as an example is possible “because you know the system that is being adopted in the CAB is more of a federal type of government.. than presidential.” “If this works then we can improve on it, if this is the way we think can help the country. But for now, federalism is only in the mind. There are so many things to consider in adopting federalism,” he said: geographical cohesion and competence of l local government units (LGUs). “What are the geographical boundaries in creating these federal states. Two is the competence of LGUs without which we will be creating only a layer of bureaucracy like what is happening today,” Alim said. He explained that the ARMM is merely a layer of bureaucracy between the national government and the local government units (LGUs). “This is a government that has no oversight over LGUs and so it is an intermediary organization, not helping so much and I think this is why the (phrase) ‘failed experiment’ was coined because it is not responding positively to the needs on the ground.” The lone Presidential candidate advocating a change in the system of government from the present unitary, Presidential form to a federal system is Presidential frontrunner and Davao city Mayor Rodrigo Duterte. In his visit to the MILF’s Camp Darapanan, Sultan Kudarat in Maguindanao morning of February 27 and in his rally in Cotabato City in the afternoon, Duterte said that if he wins the Presidency, he would push for the passage of the BBL and make the Bangsamoro an example for the rest to follow under a federal system of government. At the MILF camp, Duterte told MILF officials led by Ghazali Jaafar that he would convene a Constitutional Commission to amend the 1987 Constitution to change the system of government into federalism but “if it takes time, and if only to defuse tension, in my government I will convince Congress to pass the BBL then make it as a template for federal states.” At the Cotabato City plaza, Duterte said there is a need to correct the historical injustices committed against the Moro people and vowed that under his administration, “we will try to go federalism.” “Yang Bagsamoro sa mapa ngayon, wag nang galawin yan. Gawin na lang nating example na makopya sa lahat. Ang mangyayari nito, uunahin ko na lang pakiusapan ko ang Congress na we will pass the BBL (The Bangsamoro on the map now, let’s not touch that anymore. Let’s make it an example for the rest to copy. I will immediately ask Congress to pass the BBL). He said he will also tell Nur Misuari “kopyahin na lang natin sila para sa Mindanao at buong Pilipinas” (let’s copy that for Mindanao and the rest of the Philippines”). Misuari, whom Duterte considers a friend, is founding chair of the Moro National Liberation Front (MNLF) with whom government signed a Final Peace Agreement in 1996 and whose implementation has yet to be fully completed. The Friends of Peace had earlier invited Presidential candidates to a dialogue on their peace agenda. Duterte confirmed attendance to the February 12 “Conversations with Presidential Candidates on the Bangsamoro Peace Process” at the Waterfront Insular Hotel in Davao City. Duterte, however, fell ill during an engagement in Manila the afternoon before and was advised by doctors to rest. He sent his City Administrator, Melchor Quitain. Quevedo told the “Titayan” symposium on April 21 that administration bet Mar Roxas met with the Friends of Peace in Cotabato City on March 31 and talked about continuing the peace agenda of the Aquino administration. He said Senate President Franklin Drilon, who accompanied Roxas, said they will pass a BBL “different from the House or the Senate” versions that they deliberated on “within 360 working days” from the start of the

While the latter promotes and perpetuates the machismo and rape culture, the former promotes and perpetuates discrimination and Social Darwinism — you know the theory that says only the fittest survive. If you must know, this was the theory used to justify European colonization as well as racism. Internally, this was the theory used to justify the denial of government welfare. Pushed to the extreme, this was used to justify eugenics by Hitler in Nazi Germany. When I heard the PWD joke and the people laughing at it — I felt sick in the stomach. There is something fundamentally wrong here as there was something fundamentally wrong when the rape joke was cracked, laughed at and defended. It’s so sickening because you see how people think and feel on these issues and how the act sends the signs that it’s okay to rape, it’s okay to bully, it’s okay to discriminate, it’s okay to exclude — progressive city programs notwithstanding. Even with only eight years of living in Davao, I know that this is not the culture that built Davao to be what it is today. Davao was built not by Duterte alone but in partnership and collaboration with a critically engaged civil society. You think that the laws being implemented in Davao City now just came in a snap because the Mayor thought of them? No, they these were a product of informed, critical, and rigorous debates and very active lobbying and advocacy. You want to replicate these in the whole country, then let’s educate ourselves on how to recognize, respect, protect, and promote fundamental human rights. Rights are never given. They are fought for. At 5, my son knows that by heart. That is why he dreams to be a Katipunero. Meanwhile, given the violations of The Magna Carta on Disabled Persons and the people laughing at it, it appears that I and my Little Katipunero have an uphill battle to wage. As of March, the Department of Agriculture (DA) reported that damage to the agriculture sector due to El Nino has reached P4.8 billion (US$ 102.6 million). The DA said 349,620 metric tons of crops were destroyed and 121,490 farmers were affected. In a statement April 17, the DA said it has already released P310 million ($6.63 million) to counter the ill effects of El Nino. The DA intervention came in the form of hybrid and certified seeds, fertilizers, soil ameliorants, shallow tube wells, pump equipment, biologics, cloud seeding operations, crop insurance and others. Likewise, DA has allocated funds for small water impounding projects and diversion dams. In a separate statement, Bayan Muna partylist Rep. Carlos Isagani Zarate demanded the full disclosure and accounting from the Aquino administration of the P19-bilion ($406 million) fund aimed to supposedly address the climate crisis that hit drought-afflicted areas in the country.
