100 Zambo ‘bakwits’ to complete livelihood skills training ZAMBOANGA City––A total of 100 internally displaced persons (IDPs) or “bakwits” in this city are set to complete a month-long livelihood skills training Wednesday next week.

The training is aimed to provide livelihood skills to individuals displaced by the siege in September of last year to enable them to recover and start a new life.

The siege broke out when hundreds of Moro National Liberation Front (MNLF) rebels loyal to Nur Misuari infiltrated this city.

Ma. Soccoro Rojas, head of the City Social Welfare and Development Office (CSWDO), said the skills training include plumbing, carpentry, food processing and/or wellness/cosmetology.

Groups hold forum to counter business-led WEF MORE than a hundred leaders and representatives of people’s organizations, nongovernment and religious institutions gathered in a forum Friday to counter the Philippine-sponsored World Economic Forum (WEF) and discuss the impact of government’s bid for more privatization.

The forum ‘World Epic Fail: The folly of publicprivate partnerships (PPPs)’ was held at the UCCP Shalom Center on the last day of the Philippine-sponsored business talk shop World Economic Forum in the Makati business district.

The forum was organized

by IBON, Bagong Alyansang Makabayan (Bayan)

and the National Council of Churches of the Philippines-Christian Unity and Ecumenical Relations.

Aiming to expose the underlying agenda of the WEF among East Asia’s and the world’s politicians and top brass corporations, the alternative forum tackled the impact of privatization and PPPs. It featured case studies of PPPs in public utilities, health services, education and labor.

Speakers were IBON executive editor Rosario Bella Guzman and former Rep. Teddy Casino of Bayan. Guzman discussed the continuing global crisis behind the push for greater privatization, which the

Aquino administration is further implementing in the health and education sectors. Meanwhile, Casino discussed the country’s experience on power privatization, which showcases how the privatization of public utilities fails on the promise of efficiency and affordability while ensuring profits for big companies.

Angela Doloricon of the Network Opposed to Privatization (NOP) underscored how heightened privatization deprives more and more Filipinos of their basic right to health through, for example, the pending sale of more than 70 public hospitals nationwide to the private sector. One

of the ongoing PPPs is the Philippine Orthopedic Center modernization project awarded to tycoon Henry Sy’s Megaworld Corporation will not only hike service fees but will also turn veteran orthopedic workers into mere contractuals.

Raymund Basilio of the Alliance of Concerned Teachers (ACT) enumerated several measures by the Department of Education, such as the Government Assistance to Students and Teachers in Private Education, the Voucher System and PPPs in Schools, which further pass the responsibility to provide education to the private sector.

Lanao governor belies Sautol Haqq allegations “As convener of Sautol Haqq (The Voice of Truth), we have taken the initiative of analyzing the continuing impoverishment of the people of Lanao del Sur...,” said the group in an open letter addressed to PNoy signed by at least 17 local leaders of Lanao del Sur. The group claimed that Lanao del Sur has failed to combat poverty.

“Mr. President, we were appalled by the findings of the National Statistical Coordination Board (NSCB) when it listed Lanao del Sur as the poorest province in the entire country in 2012 with a poverty level of 68.9 percent, much worse than the poverty level of 51.4 percent during Gov. Adiong’s second year in office in 2009,” said the Sautol Haqq.

“In contrast, the poverty rate during the time of Gov. Basher Manalo in 2006 was only 38.1 percent,” it said adding, “in a span of four years, the situation in L anao del Sur went from bad to worse, with the provincial government not doing anything to stimulate growth, generate employment and arm the people with enthusiasm to forge ahead.”

Duterte: ‘We’ll never have food security’ DAVAO City--Mayor Rodrigo Duterte said during a forum here on malnutrition Wednesday that the Philippines may never achieve food security.

“I don’t think it is really coming to us. We will forever be importing rice,” he lamented at the “Generation Nutrition” forum, which is part of a global campaign to step up action from governments to stop young children from dying of acute malnutrition.

“It’s a terrible thing to

die hungry,” Duterte said.

On the same day, the mayor signed an executive order on the Integrated Management of Ac ute Malnutrition (IMAM) in the city. The ACF (Action Contre la Faim or Action Against Hunger) International and UNICEF introduced the IMAM to the city government.

The local government unit allotted P6.5 million for the initial phase of the program, wherein children below five years old with

severe and moderate acute malnutrition are enrolled to the program and provided with ready-to-use therapeutic food in four months.

“More than our people to be fed is for our country to grow,” Duterte said.

He stressed that the Philippines has been left b ehi nd by its ASEAN neighbors because of “mass corruption,” which according to him is being exercised every election.

“Apparently, we have

destroyed our environment in this generation,” Duterte said. He added that the country is not industrialized but all the more that food sufficiency will not be achieved because of climate change.

4Ps program to reach 4.3m household by 2015: DSWD

GENERAL Santos City–– The national government’s flagship conditional cash transfer program is seen to reach around 4.3 million household-beneficiaries by 2015, a year ahead of its original target.

Social Welfare Assistant Secretary Javier Jimenez said Thursday the program has so far served nearly four million “poorest of the poor” families or households in the country and efforts are under way for its expansion to around 300,000 more beneficiaries.

He said the initiative, which is also called Pantawid Pamilyang Pilipino Program or 4Ps, is being implemented in 41,342 barangays of 144 cities and 14,483 municipalities in the country’s 80 provinces.

As of April 30 this year, he said it has benefited 1.69 million households in Luzon, 812,573 in Visayas and 1.48 million in Mindanao.

“That (4.3 million beneficiaries) was our target coverage until 2016 but we will be hitting it already by early next year,” he told MindaNews at the sidelines of the ongoing three-day 4Ps national media tour here organized by the Department of Social Welfare and Development (DSWD).

Jimenez said the program’s coverage has rapidly expanded in the last four years due to its increasing allotment in the national budget.

From P12 billion in 2010, he said the government increased its budget for the

4Ps to P21.9 billion in 2011, P34 billion in 2012 and P45 billion in 2013.

For this year, he said 4Ps received an allotment of P62.6 billion out of the DSWD’s budget of P83.3 billion.

The official said that for next year, the agency has allotted some P78.5 billion for the program out of its proposed budget of P78.5 million.

“The additional budget will mainly cover for its expansion starting this year to households with children aged 15 to 18,” he said.

The 4Ps only used to cover households with children up to 14 years old but was

expanded to the 15 to 18 age range to allow beneficiaries in the elementary level to continue their schooling until the high school.

The expansion of the coverage to age 18 complements with the implementation of the Department of Education’s K-12 program, which added another two years of studies for students in high school.

4Ps is a poverty reduction and social development strategy of the national government that provides conditional cash grants to “poorest of the poor” households to improve their health, nutrition and education.

The program provides

beneficiaries cash grants of P500 a month for health and nutrition expenses and P300 a month per child for educational expenses. A household with three qualified children could get P1,400 monthly.

In Region 12, the program has already served a total of 216,642 households as of April this year, according to DSWD-12 director Bau Zorahayda Taha.

In the last four months, Taha said the agency has released some P400.4 million cash grants to the beneficiaries, around 39,000 of whom belong to local tribes or indigenous peoples. (MindaNews)

IPOLOG CITY – Police said a teenager who was hit by a lightning - along with his three-year old cousin - had died in hospital due to severe injuries.

Police said the other victim, Jelemae Igod, is still under observation in the hospital where her cousin Ronald Igod, 19, succumbed to his wounds.

their post when lightning hit them.

There was no immediate statistics as to the number of documented casualties or injuries from lightning strikes in the Philippines, but those struck by lightning and survived suffered from a variety of long-term s y mptoms , i nclu d i ng memor y loss, chronic pain, numbness, dizziness, muscle spasms and depression among others.

Cop, 2 others arrested in Basilan drug buy-bust operation ZAMBOANGA CIT Y – Three people, including a policeman, were arrested in a drug buy-bust operation in Isabela City in Basilan Wednesday, police said.

Supt. Albert Larubis, Isabela City police chief, identified those arrested as PO1 Maning Musa, his live-in partner Jocelyn Sabtal, and Jemar Ellias.

Musa is assigned with the patrol section, Larubis said.

He said that the suspects were arrested around 6 a.m. in Barangay Port Area.

Larubis said the arresting team recovered from the suspects’ possession 21 sachets of suspected shabu, P1,000 “marked money,”

and several prohibited drugs paraphernalia.

He said the operation was carried out after his command received report about prohibited drug trade by Musa and his two cohorts.

Larubis said charges for violation of Republic Act 9165, otherwise known as the Comprehensive Dangerous Drugs Act of 2002, are being readied to be filed against the suspects.

He confirmed the death of Navarro who was waylaid by six unidentified armed men on board two separate motorcycles as the victim and his police escorts were taking the direction towards Tagum City from his town in Laak.

Rojas said two escorts were also wounded while two perpetrators were killed in the exchange of gunfire between them and the mayor’s security personnel.

“We are still establishing the identity of the persons behind the incident,” he said.

That said marriage did not last long due to lack of love and affection until the relationship manifested incompatibility and sustained misunderstanding between petitioners and reached the point of irreconcilability and they separated for one (1) year already, they decided to separate live physically in bed and board, thereby, executed Divorce Agreement in order to formalize their separation. Since their separation, they had never been communicating or supporting either financially or emotionally to each other, neither minding each other affair’s; Petitioner’s seek judicial decree of divorce, thereby, severing their marriage bond on June 7, 2012, so that they will have free hand to do what a single man or woman could do without marital burdens. Reconciliation between them had already been diligently employed but all proved futile.

WHEREFORE, finding this petition to be sufficient in form and substance, set the initial hearing of this case on June 18, 2014 at 9:00 a.m. at which time, date and place. Any interested party may appear and show why the petition should not be granted. National summit seeks to boost services sector

THE Philippines’ dynamic, vibrant and globally competitive workforce is a sweet spot for the country’s economic future. But the lack of an integrated and coherent government policy and strategy to support the services sector is a threat to its competitiveness given the constantly innovating global economy.

To address this, state think tank Philippine Institute for Development Studies (PIDS) and the Department of Foreign Affairs (DFA) and are coorganizing the “National Workshop on Services” on June 2 and 3 at the SGV Conference Hall, AIM Conference Center, Benavidez corner Trasierra Streets, Legaspi Village, Makati City.

The Workshop, organized with the support from the United States Agency for International Development (USAID) and the International Trade Centre, will be the first major multistakeholder conference on the Philippines’ services sector since the 2006 Services Congress. Local and international experts, industry practitioners, and government officials will exchange views and analyses on how the Philippines can

maximize the potential of its services sectors in the global economy.

This is not the first time that PIDS is promoting the services sector. In 2005, the Institute, with support from the German Technical Cooperation (GTZ), organized a two-day seminar titled “Services industry: growth driver for economic competitiveness” held in September as the highlight of that year’s Development Policy Research Month. The proceedings of the seminar were disseminated in a volume, The Global Challenge in Services Trade: a Look at Philippine Competitiveness, published by PIDS and GTZ. “We recognize the role of services as the dominant driver for global growth,” PIDS president Gilberto Llanto said. “We hope to seek new approaches to the unresolved issues that prevent the country from fully maximizing the economic contributions of this sector.

We hope that by tapping the key stakeholders of the services sector, we can develop a coherent and stable services policy,” he added.

DAVAO City––Marking the International Day of Action for Women’s Health last May 28, women leaders called for the implementation of policies related to women’s access to health care and to stop privatization of health services.

For Councilor Leah Librado, chair of city council committee on women, children and family relations, it was an opportunity to raise the issue on teenage pregnancy in the city.

“I can see the need to strengthen the information drive with regards to ‘teenage pregnancy’ perhaps, include in the school curriculum the subject pertaining to Adolescent Health Care,” she said in a press statement.

Librado noted the role of schools to “boost their guidance counseling mechanisms” to help teenage students “process their thoughts and emotions with regards to adolescent sexuality, behaviors and relationships.”

She also mentioned the Women Health Care Clinic located at the Southern Philippines Medical Center here.

The city ordinance creating the clinic, which was approved in 2010, also mandates to provide health care services to the youth and adolescents and provide them education and counseling on sexuality, sexual and reproductive health.

“The city has enough laws but what we need is to implement the laws to materialize its objectives.... There are laws we need to update and amend,” Librado said.

Gabriela Women’s Partylist Rep. Luzviminda Ilagan, in her privilege speech in the plenary session in Philippine Congress last Wednesday, discussed the healthcare situation in the country.

She said that while President Benigno Simeon Aquino III hosted the World Economic Forum last week, he “minced no words in the government’s intent to further involve the private sector, multinationals and big businesses in various public interests.”

Privatization of hospitals and other medical facilities is not the solution to the “wanting and deteriorating” health care in the country, according to Ilagan. She pointed out that private sector businesses aim more to earn profit than to provide health services.

She cited that 6 out of 10 die annually without any medical attention; 80,000 babies die every year of easily preventable and curable causes; nine mothers die everyday of childbirth and pregnancy-related complications; and only 17,000 out of 41,000 barangays have barangay health stations.

“To address all of these, there is a need to create the infrastructure, invest in healthcare facilities and in our healthcare professionals,” she said.

Ilagan also urged the House of Representatives to ensure the allocation of sufficient funding for the creation of infrastructure, facilities and the remuneration for healthcare professionals. She mentioned that while the World Health Organization recommends to allocate five percent of gross domestic product to health care spending, the government has been “allocating less and less for public health”. WEF-led agri initiative to boost PHL investment THE Philippine agricultural products and related commodities will have the much needed boost in terms of investment, through the Grow Asia Initiative, an agricultural platform of the (WEF) World Economic Forum, according to the Department of Agriculture (DA).

“The recently formed Grow Asia Initiative under the WEF will attract investments for the country’s top agricultural exports, Agriculture Secretary Proceso J. Alcala said, during the Grow Asia Agriculture Forum last week, in a run-up to the 23rd World Economic Forum on East Asia, adding that “this can be of great help for our agricultural sector.”

Designed to ease the flow of agricultural investments in the region, Grow Asia has immediately shown it potency when the country’s locally grown rice, corn cacao, coffee, and palm have immediately attracted inquiries from potential investors at the sidelines of the WEF on East Asia.

Around 150 governments, business and think tanks, including agriculture ministers from other Southeast Asian countries such as Malaysia and Indonesia, attended the forum to explore ways to accelerate sustainable agricultural growth and achieve food security through market-based multi-stakeholder initiatives, under WEF’s New Vision for Agriculture (NVA) framework, in which Grow Asia is a direct offshoot.

Through the NVA, the WEF has been bringing together leaders from private, public and civil sectors to work on market-based solutions to the development of inclusive and sustainable agriculture in the region.

Now that the spotlight is on Southeast Asia, one of the world’s most economically dynamic regions owing to its vast populations with growing number of people belonging to the middle class and at the same time, huge numbers of poor, “the inaugural staging of Grow Asia will therefore serve as a venue for experts and stakeholders to explore opportunities for investment and partnership for agri-fishery development in Southeast Asia and will also serve as a venue

where participants can share best practices and innovations,” the DA Secretary said.

According to the agriculture chief, the government has been preparing for this opportunity, hence the establishment of the Philippine Rural Development Program (PRDP) set for implementation in the second semester of this year, a venue in which the national government can partner with the private sector and local government units (LGUs) in providing key infrastructure, facilities, and technologies to boost farm production.

PRDP is a six-year program of the government, which aims to establish a platform for a modern, climate-smart and market-oriented agri-fishery sector. The P27.5-billion initial fund of the project is jointly provided by the World Bank, the national government and LGUs. Alcala explained that the Philippines would harness the PRDP to engage with Vietnam’s Public-Private Task Force on Sustainable Agriculture, Indonesia’s Partnership for Sustainable Agriculture, and the Myanmar Agriculture Network.

Alcala said that under the

PRDP, farmers would be able to tap the regional market, which currently has a soaring demand for soya, rubber, tea, high-value crops and fisheries.

“Companies that are part of the Grow Asia initiative are looking at the crops that can be developed in the Philippines,” Alcala said, and added that several multinational finance, agriculture, and food manufacturing companies are participating in the initiative, primarily to intensify operations in resource-rich Asia.

The companies include Bayer Crop Science, Cargill, DuPont, Monsanto, Nestle, Swiss Reinsurance, Syngenta, Unilever, UPL Asia, Visy Industries, and Yara International.

The DA chief is currently in the Republic of Korea to meet with his counterpart, Minister Lee Dong-Phil of the Ministry for Food, Agriculture, Forestry and Fisheries, to discuss several bilateral issues and will also meet with a number of potential investors, including a company that has expressed strong interest in establishing a corn-based animal feed manufacturing operation in the Philippines.

Alcala also said that the

department is fine-tuning its roadmap for high-value crops to attract more investments in the

agriculture, which will include incentives for the businesses, and added that the government

would first ask local companies to participate in the initiative.

THE IMPACT OF SLOW AND EXPENSIVE INTERNET CONNECTION: Senator Bam Aquino, chair of the Senate Committee on Trade, Commerce and Entrepreneurship, together with Senator Sonny Angara, conduct a public hearing on Wednesday morning discussing proposed Senate Resolution no. 620, urging the committee to investigate the impact of slow and expensive Internet connection to consumers, which affects the ease of doing business in the country. During the hearing, it was pointed out that the Philippines, tied with India, has the third slowest download speed in Southeast Asia at 3.6 Mbps. It is slightly higher than Vietnam and Indonesia at 2.7 Mbps and 1.9 Mbps respectively.

Port users assail draft Customs order on pre-shipment checks

An association of port users has declared its opposition to a proposed order from the Bureau of Customs (BOC) requiring a new pre-shipment inspection (PSI) system for cargoes and containers effective June, calling the order “unconstitutional.”

In a recent business forum organized by the Port Users Confederation (PUC) in Manila, the group lambasted the planned Customs administrative order (CAO) entitled “Load Port Survey Requirement and Advanced Import Clearance System for Bulk, BreakBulk, Containerized and Other Non-Containerized Cargoes,” or simply PSI. The new regulation is scheduled

to be imposed on June 1.

In a 13-page position paper, the PUC described the pending PSI policy as being unsanctioned by law, and cited several reasons, one of which was that it was an illegal way to collect revenue or taxes.

The group said: “The PUC holds that it is a tax measure without legislative authority amid reports that the exporter will reportedly be the one to pay the inspection fees, the full amount or a portion thereof will most probably be passed on to the importer and will be included in the price paid or payable.”

This, it added, would increase the customs value of imported goods and raise

the duties and taxes that importers must pay the BOC to have their goods released.

The position paper asserted that the power to impose tariff or tax or any form of revenue “is clearly a legislative power under the Constitution and the system of checks and balances.”

It pointed out that both the BOC and the Department of Finance (DOF) are not authorized by the Constitution or Congress to generate revenues through the pre-inspection services.

There is a large number of people who are not in school, do not have a diploma, and not working , however, little attention is being paid to the need for scaled efforts to reconnect them to education options that prepare them for success in the economy of the future. They access to high quality alternative education and training opportunities to equip them to compete in today’s labor market.

High school completion rates have gradually declined according to studies. The learning power of individuals with less than a high school education (and even of high school graduates) has fallen continuously over the last several decades.

In the ‘70s male dropouts working full-time earned high. By 2002, it has fallen. The study bared that when an occupation has workers with different levels of education, the worker with more education is better able to compete for the job.

Individuals with a high school degree and some college or vocational training are more likely to be hired, to earn more when they start a job and over a lifetime, and to become supervisors. Clearly, a high school diploma and some form of post-secondary education and training are now critical for countries like ours to succeed in the new global economy of the 21st century.

to educational success, are needed at every step of the way, ranging from essential early intervention and prevention strategies in the early years, to a multiplicity of high-quality alternative options within mainstream K-12 systems at the middle and high school levels, and finally to opportunities outside of the mainstream for those who have been unable to learn and thrive in the general education system, and this is now our ALS. The Alternative Learning System’s focus is community- or school-based programs that have as their primary focus the re-engagement of out-ofschool youth in learning in order to better prepare them to successfully enter high growth occupations and careers.

How many out-ofschool youth are involved in alternative education?

How many need these options. How many need access to alternative education programs? All sectors must help promote the current policy environment for alternative education.

Under ALS, the youth do not disconnect from traditional developmental pathways (or high schools for that matter) because of the failure of any one system. Likewise, reconnecting the youth requires collaboration and coordination among multiple community sectors, and schools which include youth employment and training programs. And these are all available in our present ALS program of the Dep-Ed.

CAGAYAN DE ORO CITY -- Three stakeholders have agreed jointly to pool their knowledge and expertise for L ocal Governance Resource Center (LGRC), signing a memorandum of understanding to tie them up to work for sustainable developments.

The Depar tment of Tourism (DOT), Office of the Regional State Prosecutor (RSP) and Capitol University (CU) jointly signed the MOU, on May 27, 2014, at the LGRRC 10, Department of the Interior and Local Government Regional Office 10, Masterson Avenue, Upper Carmen, here.

“This (MOU) is to promote a culture of learning and knowledge sharing in pursuit of sustainable development through excellence in local governance,” according to DILG-10 director Atty. Rene K. Burdeos.

Agreements in the MOU include the attendance and participation in all MultiStakeholders Advisor y Committee (MSAC) activities and regular meetings to assess the operations and ensure the dynamism of the components to the LGRC; designation of a permanent focal person;

and mobilization of their resources to support information materials on exemplary practices in the delivery of their respective agency mandates.

Also signed was the MOU on the LGRC partnership with Group Foundation, Inc., entitled “Citizen Watchdog for Good Governance” for the Research and Monitoring Project of the Conditional Cash Transfer Program of the Department of Social and Welfare Development (DSWD) to the beneficiaries in Cagayan de Oro City.
