ZAMBOANGA City – The mayors of 11 municipalities and one city of Basilan signed a manifesto Wednesday requesting the Armed Forces of the Philippines (AFP) to intensify operations against the Abu Sayyaf Group and neutralize it. The mayors stated in the manifesto that the ASG has been involved in a range of criminal activities such as extortion, kidnapping, bombing, and just recently an ambush that took the lives of six government soldiers. Journey to the Cateel Dam An agri-tourism attraction in Davao Oriental is the P228 Million mega dam in the Municipality of Cateel which was completed only last October this year. ally weakening his own position because of his failure to convincingly prove beyond doubt that he is not guilty of the charges against him. Denial in this particular case is insufficient to prove innocence. The presumptive candidate of the opposition for the presidency in 2016 is likewise weakening his defenses with his refusal to appear before the Senate to personally prove beyond doubt his innocence. Is this a very tall order for Binay to do when this could give him the opportunity to prove all his detractors wrong? After identifying the area where the armed groups are, the troops of 30IB conducted combat operations and encountered the said NPAs. After the first encounter which lasted for thirty (30) minutes, one of the PA soldiers got killed in action. On the second encounter, another one got killed in action and two were slightly wounded. There

were also casualties on the rebel group as evidenced by heavy bloodstains along their routes of withdrawal. Sadural said the two soldiers died in fulfilling their duties of defending the sovereignty of our country and protecting the community against NPA’s excessive extortion, deceptive recruitment activities and spreading of terror. DUMALINAO, Zamboanga del Sur – “We’re not praying for a disaster but should it strike, we are ready,” thus said Mayor Ace William E. Cerilles in a recent interview with the Philippine Information Agency (PIA). Responding to the needs of his constituents and gearing up for climate change adaptation, mitigation and resiliency, the good mayor recently acquired a disaster rescue vehicle for the town amounting to P710,000.00 from calamity funds. “We bought this emergency rescue vehicle (ERV) because this is what we need, so I made it a priority. We have flood-prone areas like Barangay Rebokon and the coastal barangays of Pantad, Metokong, Mama, Bagong Silao, and Bibilik,” the young mayor clarified. He said there is a bridge in Barangay Matab-ang on the way to Rebokon which is impassable during heavy

rains because of flooding. The local government has made the necessary repairs to make it accessible even through incessant rains. The emergency rescue vehicle, acquired on October 30, 2014 is the first of its kind in the province and was bought from Pasajero Motors Corporation in Cebu City. Mayor Cerilles intends to buy another unit next year to better serve his

constituents and hopes that this will be replicated in other municipalities. It is equipped with a fiberglass dinghy, 5hp outboard motor, 3KVA generator set, 2 sets 500 watts halogen lamps, fire extinguishers, chainsaw, axe, life jackets, rain boots, hard hats, nylon ropes, flashlights and other accessories needed during emergency rescue operation. Cerilles said the Barangay Emergency Response Team (BERT) composed of 260 members are ready for any eventuality should a disaster hit their

town. To upgrade their skills and readiness to respond to disasters, a recent training held on October 26-29 was a boost to their capability. On the other hand, LGU officials are always on the alert and monitoring the situation in all 30 barangays of the municipality. This was how Mayor Oscar Moreno describes the just inaugurated 3 storey-16 classroom Balulang National High School of Brgy Balulang on October 28, 2014. Mayor Moreno, during the inauguration, said the new Balulang National High School will now have its own site situated along a one-hectare lot along Sentro Ilaya of the said barangay. Moreno said this is only the beginning of solving classroom shortage in the city which resulted to emergency classes that cause the deterioration of the of education of the children. “It is very tragic since Cagayan de Oro is the center of education in Northern Mindanao and yet it’s (quality of education) especially in the public elementary

and secondary high school is very deteriorating given that education was given less priority in the previous years,” Moreno said. Ms. Ma. Dulce Potenciano, focal person on education of the city and executive director of the Local School Board, said the opening of the classroom building will serve the over 150 students and will no longer be called an annex high school of Cagayan de Oro National High School. Potenciano added the Moreno administration vowed to solve the problems on education especially on annex high schools that has been neglected for years. The P19.9 million school building project is funded under the Special Education Fund (SEF) and approved by the 15-man team of the Local School Board (LSB). HE Filipino singer dubbed as The Nightingale will entertain Cagayanons tomorrow at a much-awaited concert at Limketkai Mall at 8:00 p.m. with special guests Jed Madela, Juan Karlos Labajo (The Voice Kids Philippines) and Journey frontman Arnel Pineda. It’s a night of international superstars as Lani will serenade with her signature hits and more surprises in a spectacular evening sure to remember. Lani Misalucha, born August 3, 1969, is a multiawarded Filipino recording artist, television show host and world-class performer. She began her career at age 17, despite never having planned to be a professional singer. From her serendipitous debut as a stand-in for her elder sister, performing backup vocals for a 90’s band called “Law of Gravity”, Lani’s raw talent caught light, and her fiveoctave range and musical versatility did little to keep her from being thrust onto the stage. Lani first seized the lounge scene and gained entry into the commercial music market, lending her vocal prowess to projects that cut across the entertainment spectrum. From jazz club engagements, to advertisement jingles, to multiplex recordings that required her to emulate the vocal styling of world-class artists, Lani embraced the music industry and started developing her signature chameleonic artistry in the process. It was in 1996 that Lani became a break through artist in the Philippine recording scene, when, with only two singles to ride on, Lani bagged a Record of the Year award and twelve nominations for her first album “More than I Should”, released by Alpha Records. She went on to clinch the Minuro Endo Best Interpreter/ Singer award at the Third Asian Song Festival, two years after, making her mark in the International music arena. Over the next five years, Lani’s captive audience grew with each song recorded and every stage conquered: She had released two Gold albums, played lead in a musical adaptation of The Ramayana (Rama at Sita), started hosting for television and enjoyed a winning streak in numerous local music awards. Lani’s soar to new artistic heights ultimately led to her distinct identification and recognition by MTV Asia as ‘Asia’s Nightingale’.

In September of 2001, Lani’s enchanted audience packed the rafters of one of Manila’s biggest concert venues, the Araneta Coliseum, to SRO status. The success of Lani’s first major solo concert, entitled “Lani Misalucha: The Crossover Live Tour” reverberated in raving reviews, album sales, a gamut of awards, a successful 2-night repeat at no less than the Cultural Center of the Philippines and a series of shows and performances in major cities in the Philippines and the United States. 10th Corn Congress to converge industry stakeholders

agayan de O ro C ity -- The 10th Philippine National Corn Congress which is slated on November 17-21, 2014, here in the city, is expected to draw more than a thousand delegates, who are actively involved in the promotion and development of the corn industry throughout the country.

Carrying the theme: “Corn Farming in the ASEAN Integration: Maximizing Opportunities”, the weeklong affair will be graced by key players of the corn industry, including farmers, traders, government employees and officials, the private sector, among others to confer emerging issues, to exchange updates on the best corn farming

practices and technologies, to showcase farm machineries, equipment and post harvest facilities, and to forge market linkages, which are overall geared towards the advancement of the corn sector. The event will be led by Agriculture Secretary Proceso J. Alcala and Assistant Secretary for Operations and National Corn Program

Coordinator Edilberto M. de Luna. Activities lined up for the Congress includes the conduct of exhibits, technology demonstrations and plenary sessions, covering subjects such as the Updates on Corn Program, Mechanization Program, Laws and Regulations, ASEAN Economic Community: Implications for the

Cagayan de Oro City -- In recognition of the laudable performances of the various local government units (LGUs) throughout the country towards the promotion and development of the corn industr y, the Department of Agriculture (DA) is set to award this year’s Quality Corn Achievers (QCA), here in the

city on November 20, 2014 at the Atrium, LimKetKai Mall. The said ceremony is slated to confer nearly P44 million worth of non-monetary prizes and cash awards to the five (5) outstanding provinces, three (3) provincial agriculturists (PAs), (5) provincial corn coordinators (PCCs), twenty-five (25) mu-

nicip a lit ies/cit ies, twenty-one (21) municipal/city agriculturists (MAs/CAs), eighteen (18) municipal/ city corn coordinators (MCCs/CCCs) and one hundred (100) agricultural extension workers (AEWs), who are involved in the implementation of the projects and services under the Agri-Pinoy Corn Program.

For their meritorious efforts in the production of safe and quality corn, the DA shall grant the top 5 provinces with P3 million (M) and P1 M to the top 25 cities/ municipalities, which shall be in the form of approved projects such as infrastructure, farm machineries and equipment, post harvest facilities and other

relevant projects. Meanwhile, the top 5 PAs and PCCs shall each receive P40,000 and P30,000 cash incentive, respectively. The top 25 MAs/CAs/ MCCs/CCCs shall each get P25,000 while the top 100 AEWs shall be awarded with P20,000 each. In attendance to formally present the awards to the QCAs is

DAVAO City – The proposed biggest solar power plant project in the Philippines, which will be located in Surallah, South Cotabato, has already acquired two major government clearances as well as the funding commitment to jumpstart its construction, officials said. Bryan Diosma, of the Mindanao Development Authority (MinDA) and a technical staff at the Mindanao Power Monitoring Committee (MPMC), said Wednesday the solar power project of NV Vogt Philippines Solar Energy One, Inc. has already secured permits from the Department of Environment and Natural Resources and the National Commission on Indigenous Peoples. “Those are the two major permits needed to start an RE (renewable energy) project,” he said, citing data from the One Stop Facilitation and Monitoring Center (OSFMC). Last month, MinDA, the secretariat of the MPMC, and the Department of Energy (DoE) launched the center’s web portal in Metro Manila. Diosma told MindaNews that NV Vogt has

also acquired a service contract from the DOE. Based on the data from the OSFMC, NV Vogt proposes to construct a 12.5-megawatt solar power plant in Surallah town, he said. Recently, NV Vogt officials paid a courtesy visit to South Cotabato Governor Daisy Avance Fuentes, who expressed support to their RE project. Last June, Surallah town Mayor Antonio Bendita said in a radio interview “that the P1billion solar power plant project was expected to go on stream in January 2015.” NV Vogt, which according to another source is still waiting for the approval from the Energy Regulation Commission, has already started initial drilling works as well as the construction of office facilities at the plant site. In a statement last August, NV Vogt announced that the Armstrong Asset Management (AAM) has committed to provide US$29 million (P1.3 billion at current exchange rates) to fund the construction of the first phase involving a

6.5 MW ground-mounted and grid-connected solar power plant. The South Cotabato 6.25 MW project will be the world’s largest diesel replacement power plant when it is completed, given that 100 percent of its generated power will replace diesel-generated peak power, NV Vogt said. At 6.25 MW, it would also be the biggest solar photovoltaic (PV) power project in the country once completed, surpassing the one-megawatt solar facility in Cagayan de Oro City. Andrew Affleck, a managing partner of AAM, said this investment, the first by the Fund in the Philippines and the first with NV Vogt, represents a benchmark for the development of diesel-offset projects globally and one which does not rely on subsidies by way of feedin-tariffs. “With the projected power deficit forecast for 2015 in the Philippines, this project can serve as a benchmark for clean and quick decentralized energy solutions without the need for government subsidies. Armstrong is very proud to be funding this precedent

setting project,” he said. Anton Milner, managing director of the solar power plant business for the Berlin-based owner IB Vogt and chairman of NV Vogt Singapore, said he was pleased to be working with AAM as the Fund obviously “shares our bullish view” of South East Asia as the ideal region to develop economically viable renewable energy projects. “We believe solar power is a compelling need as well as attractive opportunity in the developing markets of Asia. Our first project in the Philippines is doubly important because it will provide clean and unsubsidized solar photo voltaic (PV) electricity benefitting the wider community and it is one of the largest diesel-offset projects in the world to date, which is an important future market,” Milner said. Vivek Chaudhri, president of NV Vogt Philippines, said that the partnership with AAM “will fund several projects in our Philippines pipeline, allowing us to focus on what we do best – develop and realize utility scale PV projects.”

“I am running out of hope.” “I do not think I can still get out of this financial debt.” “I want to give up on my marriage.” “I don’t think my parents can still change.” “I want to close down my losing business.” It is so easy to live in frustration and depression if you are going through these situations. It is so easy to say quit and wanting to give up. But before you thrown in the towel say “QUIT!” Have you ever heard of the word called “MIRACLE?” That is the reason why there is such a word for it to be fulfilled. A few months ago, I was invited to speak in a conference in a public restaurant. We were running late so I had to rush into the hall. When I was putting on my jacket I accidentally left my two phones on the couch where I was sitting. After speaking for more than two hours, I asked my assistant if my phones are with him. He said it wasn’t with him. We looked inside my bag and all the table but still can’t find it. We were trying to call the phone but no one was answering. I was breaking into cold sweat resigned to the fact that both of my phones are lost. Creating scenarios that my phone was stolen and the phone will be lost forever. I know it will take a miracle for me to see my phone again. But the Holy Spirit reminded me that I need to

be in faith and believe that God can restore my phone. I know it was a long shot but there is nothing to lose but everything to gain. So I just simply prayed and asked my staff to go back to where we came from. After 15 minutes, he came up smiling and very excited to report that he was able to retrieved the phones. When I asked “Where did you find it?” He said, “It was just lying on the couch and no one took it.” Now that is a miracle, two smart phones just sitting on the couch; it is a miracle as if God made it invisible so that no one can see it so it can be returned back to me. Now, that is the power of God. Just like the miracle Jesus used to do. He can make the lame walks, the blind sees, the mute talks and the deaf hears. Your situation may not be a life and death situation but the good news is God cares, no matter how small or big your concern maybe. So if you are going through tough times and an impossible situation. Your business maybe failing. Your marriage is at the edge of the cliff. Your parents are not getting along and the brink of divorce. Your financial burden is so deep that you are losing eat and sleep over it. Never lose hope! It maybe impossible to you but it is not impossible to God. Do not tell God how impossible our situation maybe, why don’t you tell your situation how big and impossible our God is. THINK. REFLECT. APPLY. What impossible situation are you going through now? Do you feel that it is kind of hopeless? Have you come to the point that you have surrendered it fully and believe that God is the only answer?

The poorest municipality in the country is Siayan in Zamboanga del Norte with a poverty incidence of 79.9 percent followed by Bucloc in Abra with 77. 2 percent; Baliguian in Zamboanga del Norte, 75.3 percent; Jose Abad Santos in Davao del Sur, 72.3 percent; and Sarangani in Davao del Sur with poverty incidence of 72.1 percent. Living in a divergent world IT definitely helps to view life from an unbiased perspective. Sure, each of us belongs to a specific caste or group. Say you are an MUST alumnus. And you’re working in Mindanao Daily. It is your duty to be loyal to your school. Or to your company, right? But you don’t have to heckle organizations that you don’t belong to. That is where discrimination comes in. Discrimination begets apathy. Violence. Hurt. And hatred by the ones who were hurt. More violence. It’s an endless grim cycle. The solution is simple. Don’t be biased against

persons who don’t belong to your circle. The moment I wake up, I breathe diversity in my day-to-day job. Each journalist needs to be one – totally detached from the persons he treats as news sources. Or in my case lifestyle and entertainment news sources. It’s not that hard. Just be yourself in dealing with people. No pretenses at all. When I interview a socialite fashionista, I treat her the same way I talk to a street kid who’s struggling to learn how to become a crafts carver. MEET Jonathan Guillermo-Chua, 32 years of age - a businessman, philanthropist and politician. He’s the young and soft-spoken municipal councilor of Jose Abad Santos, Davao Occidental. Jonathan was born in Davao City. He was a son from a prominent family in barangay Nuing, Jose Abad Santos. His father is Juanito Chua from Bacolod. His mother is Concepcion

Jonathan started his career in business at 22 after his college at ADDU. He managed his own business in construction and electrical and construction hardware.
