SURIGAO City––Health workers have conducted a massive vaccination drive here against measles as cases continue to rise, officials said. Annette Villaces, city information officer, said that 160 persons, mostly children, have been afflicted by the viral disease from January 1 to May 13 this year. City health officials declared a measles outbreak on May 3. The massive vaccination drive is continuing in the different villages in the city to combat the disease, targeting children six months to four years old. Dr. Romulo Ybiernas, chief epidemiologist of the Surigao City Health Office, said the vaccination drive includes mostly the villages of Taft, Washington and San Juan, where most of the victims reside. Last April 2, a patient died in a private hospital here due to measles.

C. de Oro councilors call for strict implementation of anti-scalping law THROUGH Resolution No. 11692-2014, the 17th City Council during its regular session Monday presided over by Vice Mayor Caesar Ian E. Acenas requested the Philippine Ports Authority (PPA), Maritime Industry Authority, shipping companies and travel agents to strictly implement the city’s Anti-Scalping law, as provided under Chapter
104 of the City Codified Ordinance. The legislation was authored by Councilor Roger Abaday, chair of the committee on public utilities, upon noting complaints against individuals scalping passenger’s tickets for the Cagayan de Oro to Bohol and Cagayan de Oro to Cebu ferries, in violation of Chapter 104 of Ordinance
No. 4373. Based on the ordinance, scalping is the act of selling tickets for profit outside the official booth, counter or any place designated for the purpose in connection with the issuance of tickets for boat and plane fares. The ordinance provides that any violation of the sections shall be punished by a fine of not less than
P3,000 or more than P5,000 or imprisonment of not less than eight months and one day or more than 12 months or both fine and imprisonment at the discretion of the court, without prejudice to administrative sanctions. CAGAYAN de Oro City–– The Mindanao Container Terminal in Tagoloan, Misamis Oriental, a sub-port of the Bureau of Customs in Northern Mindanao, exceeded its collection target for January-April 2014 by P498,632,401. According to BOC-10 administrative officer Atty. Roswald Joseph Pague, the port registered a total collection for the period of
P2,355,947,790. The total collection for the same period last year wa P1,857,315,389. Pague said the sub-port also exceeded its collection target for the period by P76,045,790. The collection target was set at P2,279,902,000. SAN FRANCISCO, Agusan del Sur--Provincial officials are sending more scholars to take up medicine courses at the start of classes next month to address the shortage of government physicians treating poor patients at local government hospitals. Full scholarship grants packaged with monthly stipends, uniform and book allowances were given the privilege to medical students of the province on condition that after graduation they will serve first for eight years at
local public hospitals before they would go elsewhere for greener pastures. These include P20,000 tuition fee per semester, P3,5000 monthly cash allowance, P12,000 book allowance per semester, P10,000 board review support and free entrance and miscellaneous fees. “That’s to ensure that they will have some pocket money while studying and avoid worrying for their subsistence and other needs.” Vice Gov. Santiago Cane said. He added the grant has proven to be effective since it resulted to 100 percent passing rate on
board exams for medical graduates. The provincial government recommended that proper medicine studies scholars take state universities, but if parents opted to send their children to costly exclusive private schools they would have to shoulder the excess of the prescribed P20,000 per semester tuition fees. Plaza Memorial Hospital (DOPMH) and five district hospitals in the different towns of the province. For the opening of the school year next month, eight more scholars will take their medicine courses at state universities in the country. Since 2003 when the scholarship program started, the province has already produced seven doctors now serving at DOPMH. But DOPMH still lack 16 more doctors to fully serve hundreds of patients seeking medical care every day apart from the needs of at least three more doctors, each of the district hospitals at the highway towns and the remote Agusan river towns. Last year, three doctor scholars, Jerald Tablizo, Luzheil Melody Collao and
Candy Claire Balili, started serving the DOPMH. There had been an exodus of government doctors working at the local public hospitals over the past decade due to low salaries and the utter lack of medical facilities to treat the most complicated ailments of indigent patients. Some doctors, which specialties in different medical fields serves at DOPMH while at the same time moonlighting at fully-equipped private hospitals in the nearby cities. The provincial government however has been upgrading the hospital facilities and the salaries of government doctors that they now receive a basic monthly salary of P35,000. scholar tried to ask for her release since she wanted to work at a private hospital in Manila but the provincial government disapproves it since she still served only four years at the DOPMH. Medical course scholars are obliged to sign a memorandum of understanding stipulating the eight-year term before working elsewhere. However, the government doctors can take on specialty trainings while serving their obligation. The scholarship grants for medical students serve as the main highlight of the educational scholarship program of the provincial government. The province also offers scholarship grants for advance education on doctorate and masters degrees apart from college education for indigenous peoples, persons with disabilities and non lumads who are permanent residents of the province. Gov. Adolph Edward Plaza was the brainchild of the educational scholarship program taking on a thrust that human development should be the foremost priority that will uplift all other development programs of the province. To date, there are more than 300 scholars of the provincial government, which allocated P13 million budgets every year for the program.

Tubod, Lanao del Norte – The provincial government of Lanao del Norte (PGLDN) recently turnedover one unit mini-dump truck to the Association of Barangay Councils (ABC) of Bacolod town, this province. The simple turn-over rites was held in front of the provincial capitol building on May 8,2014. Among those present were Bacolod barangay captains, Bacolod ABC President Eugenio Palangan, 1st District Representative Imelda Dima-
poro, Governor Khalid Dimaporo, and several provincial employees. “We are very thankful to the Dimaporo leadership for helping the barangays of Bacolod by providing us with this mini-dump truck. We shall do our best to keep this vehicle in good running condition always so many of our barangay people can use this”, expressed ABC President Palangan. The mini-dump truck is one of the projects implemented by Gover-
nor Dimaporo under his ‘Kabarangayan Sigurado’ program that aims to deliver enhanced social services to local communities and barangays. Bacolod barangays will have free use of the vehicle for any of their official activities as well as family events like weddings and burials. Pacquiao for president? Not too long ago, former President Bill Clinton appeared on the American late night talk show “Jimmy Kimmel Live” and told Jimmy Kimmel in front of millions of viewers that he thought Manny “Pacman” Pacquiao would make a good public servant. Clinton said that Pacquiao should consider running for president… soon. “He’s already in the Philippine parliament (House of Representatives) and I hope he goes right on up the ladder,” he said. “I think he’s a great guy and he’s a great role model for the country. He’s very smart and honest, and so he’s thinking about the rest of his life.” Coming from one of the most beloved presidents of the greatest nation on earth, Clinton’s implied endorsement of Pacquiao for president says a lot about Pacquiao himself, which makes one wonder: What makes “Pacman” tick? Pacquiao said that he’s “not yet thinking about running for higher position.” He said that right now his main focus is his role as a congressman. Perhaps he should have added, “and winning championship fights, too.” But what would Pacquiao do after retiring at 35? Since he is already holding an elective office representing the province of Sarangani in Mindanao, he’s already knee-deep in the murky waters of politics. He’d find out sooner or later that politics is no different from boxing; the objective is to knock your opponent out before he knocks you down. And to knock an opponent out, sometimes it requires the use of “dirty tricks,” like head-butting and below-the-belt punches. In politics there is a lot of “dirty tricks.” Election cheating has been around since the Philippines gained independence from Uncle Sam in 1946. In the 1950’s, the term “flying voter” became the buzzword. A “flying voter” is a person who has the ability to “fly” — like a bird — from one precinct to another to vote for the same candidate; thus, giving that candidate a numerical edge over his opponent. Mathematically, whoever has the most “flying voters” would have a better chance of winning. But the most effective way to win an election is the use of the three G’s – guns, goons, and gold. Today, the most common way to cheat is dagdag-bawas, which is to subtract votes from your opponent’s total and add it to yours. This is accomplished with the complicity of
corrupt Commission on Elections (Comelec) officials. And with the implementation of the controversial Smartmatic PCOS automated election system, election cheating has become virtually untraceable. As someone once said, “In Philippine elections, there are no losers, only the winners and those who were cheated.” Recently, Vice President Jejomar Binay, the presumed opposition presidential candidate, handpicked Pacquiao to be one of the 12 senatorial candidates under his banner in the 2016 elections. With Pacquiao’s high popularity ratings, he will win hands down. Only a wholesale and massive dagdag-bawas cheating could bring him down. And once he’s elected to the Senate, Pacquiao would instantly rise up to the status of a “presidentiable,” which would position him for a presidential run in the 2022 presidential election. If elected, Pacquiao at 44 would be the youngest Philippine president since Gen. Emilio Aguinaldo. The question is: Is Pacquiao qualified to be president? Constitutionally, he is qualified. But does he have what it takes to lead a country that is immersed in corruption? One can argue that he is honest and incorruptible. But we have heard that line spoken before for no other than the current president, Benigno S. Aquino III. There is no question that Aquino is “honest and incorruptible.” But that didn’t stop some people around him from robbing the government, including some lawmakers who have been accused of stealing billions from their pork barrel allocations. What the country really needs is someone who has balls to go after corrupt officials regardless of political affiliation, friends and foes alike. Some say that we need a Filipino Lee Kuan Yew. But some say that is not good enough, which makes one wonder: who then could lead a nation that some say is ungovernable? Given the situation that the country is in, should Pacquiao run for president in 2022? He might have cojones like the pugilist that he is, but would he be a great leader with a grand plan on how to govern and lead his people to the land of milk and honey? Or is he just after wealth and glory, like the breed of greedy politicians that we have today? A greedy politician thinks of how to make more money while a great leader thinks of how he should be remembered by his people. Which one would he be?
I LOVE the month of May since the first time I stepped on Philippine soil. May is, indeed, a very merry one. Although other important festivities are held throughout the year, still, May has a monopoly on many of these socio-religious-cultural tradition in the Philippines and in its communities abroad. When we reflect on the whys and the wherefores of the “fiesta”, we, expatriates living in the Philippines, may even arrive a better understanding of the Filipino character. The best of their intentions, the generosity of themselves, the lavish outpouring of goodwill,
and merrymaking. It is not just a purely religious affair--in pre-colonial history, a time for imploring the spirits of rain and good harvest or to bountiful fish in the sea--to honor the town’s patron saint, or to commemorate a religious event. And neither is it just an annual occasion for the more privileged to throw a lavish party for the entire community, in the form of sponsoring “the fiesta,” or for the less fortunate to pause from the drudgery of their burdens and have an excuse to splurge with their year-long savings to celebrate as well. I mean, I thought all along that Ombudsman Conchita Carpio Morales already filed the plunder charges against Senators Juan Ponce Enrile, Jinggoy Estrada, and Ramon “Bong” Revilla Jr. sometime last April 01, 2014 yet, when announcements were made that it already found enough evidence to charge the three in connection with the P10 billion pork barrel scam. What’s this that Morales told reporters at the Ninoy Aquino International Airport last Saturday, 17 May 2014, while she was preparing to fly to the US to attend a two-week conference on corruption, that, even now, the charges have not really been filed yet, and the filing of the cases against the three before the Sandiganbayan will have to wait for another two weeks?

I am not rooting for the charges to be filed, vocal as I had always been, in my columns and radio programs, that Enrile, Estrada, and Revilla are being sued with a non-bailable crime by the Aquino government only as a political strategy to stop them from running in 2016 to fight President Aquino’s candidate for the presidency. -oooSHOCKING REVELATION FROM OMBUDSMAN: But then, the impression that Morales and her office had been giving out, from April 01, 2014, was that, it had already filed the charges against the three senators and that the issuance of non-bailable warants of arrest against
them was just a matter of time, especially because the Office of the Ombusman said that it found probable cause to indict them for plunder. Hearing Morales say now that the charges actually had not been filed yet, and may have to wait until the end of May 2014 or even until the first week of June so she could first return to the country from the two-week official function at a US conference, was therefore a shocker as far as I was concerned. The fact is that, in previous cases where the Ombudsman established probable cause---or the kind of evidence which shows that a crime was committed and that the person or persons who were accused thereof
probably committed the crime---the charges were filed with the Sandiganbayan right away, almost at the wink of an eye, without the Ombudsman even waiting for the accused to file a motion for reconsideration. -oooOMBUDSMAN MUST EXPLAIN INACTION ON PORK SCAM: Now, why did the Ombudsman not follow the swift same process in the case of the three senators? Why did it not file the plunder case against them right away, as it was its practice in other cases which were investigated by it and where it found probable cause to indict the accused before the graft court? Is there something going on, behind the scenes, that warranted a deviation by the Ombudsman from its usual and routinary procedure? MALAYBALAY City––Sea level rise has become irreversible, scientists said at the Weather and Climate Forum in Paris last month. And on May 12, a news item in www.newsweek.com quoted scientists as having said that “vast glaciers in West Antarctica seem to be locked in an irreversible thaw linked to global warming that may push up sea levels for centuries.” The Newsweek report simply affirmed what the experts said at the forum in Paris, as the collapse of the West Antarctic ice sheet is seen as a major contributor to sea level rise in the future, although most of us would not experience it in our lifetime. Eric Rignot of the University of California, lead author of the report published by Newsweek, said the ice melt in Antarctica has passed “a point of no return.” In both instances, the scientists agreed on one thing: the main culprit is the accumulation of man-made greenhouse gases or GHGs (mainly carbon dioxide) in the atmosphere, which drive global temperatures up. As the Intergovernmental Panel on Climate Change said in its latest assessment report, “Ocean thermal expansion and glacier melting have been the dominant contributors to 20th century global mean sea level rise.” “If emissions continue to
grow without mitigation,” it added, “we will reach a point at which no amount of adaptation would have an effect.” Consider too the retreat of ice sheets from Greenland, which like Antarctica, also contributes significantly to sea level rise. Combine the impact of the ice loss in the two regions, and that leaves humanity with no option but to take drastic mitigation and adaptation measures. Ice sheets in Greenland and Antarctica serve as the largest reservoirs of freshwater on earth, thus their behavior as shaped by manmade activities as well as geological and other natural factors have contributed to dips and rises in sea level across time, the IPCC said. What happens in these [no longer so frozen] regions is a deceptively simple causeeffect equation: Increases in ice mass through snowfall mean a fall in global mean sea level while increases in ice melt and outflow cause its rise. “Over the course of this century, however, sources of mass loss appear set to exceed sources of mass gain, so that a continuing positive contribution to global sea level can be expected,” the IPCC noted. Normal cycle? Skeptics about the role of GHGs in global warming and its attendant effects on climate and sea level would argue that the earth is just
going through a repeat of a cycle that had occurred in the past. Indeed, climatologists themselves have found out that the earth had undergone warm periods about three million years ago that caused sea level to rise. It is estimated that such increase must have exceeded five meters but not more than 10 meters above present when global mean temperature was up to 2°C warmer than pre-industrial. The IPCC said this implies “substantial contributions from the Greenland and Antarctic ice sheets.” However, the IPCC added that from the late 19th century to the early 20th century the rates of global mean sea level rise were higher than those during the previous two millennia. “Ocean thermal expansion and glacier melting have been the dominant contributors to 20th century global mean sea level rise.” “It is very likely that the rate of global mean sea level rise during the 21st century will exceed the rate observed during 1971– 2010…due to increases in ocean warming and loss of mass from glaciers and ice sheets,” it predicted. But while ocean warming and melting of glaciers and ice sheets are globally the biggest contributors to sea level rise, changes in the local sea level may be due more to factors such as climatic shifts and tec-
tonics. The IPCC said that “some processes can also lead to land motion that is rapid but highly localized.” It cited the case of Manila where “the greater rate of rise relative to the global mean is dominated by land subsid¬ence caused by intensive groundwater pumping,” adding this is common in many coastal regions, particularly in large river deltas. The IPCC clarified however that these factors only prevail over a relatively short period of time, and that in the long run climate change is the main contributor to sea level change in most regions. The Philippines’ eastern seaboard in particular is at risk owing to the country’s location relative to the center of the Earth or what scientists call the geocentric sea level. “In the western Pacific Ocean, rates were about three times greater than the global mean value of about 3 mm per year from 1993 to 2012. In contrast, those in the eastern Pacific Ocean are lower than the global mean value, with much of the west coast of the Americas experiencing a fall in sea surface height over the same period,” the IPCC explained. ZAMBOANGA CITY – Fiftytwo of the 72 local government units in Region 9 have complied with the business permits and licensing system streamlining project initiated by the national government in 2010, the Department of Trade and Industry (DTI) announced Friday. Grace Aduca, DTI Regional Institutional Development Division head, said this was contained in the latest monitoring and evaluation report from the Department of Interior and Local Government (DILG) regional office. The DILG and DTI had been jointly tasked to assist the LGUs in re-engineering their old, complicated permitting systems. Aduca said the streamlining project basically refers to the simplification of the current business permitting systems of LGUs to make them more efficient, transparent, and investor-friendly. She said the project aims to improve competitiveness both at the local and national levels by reducing the cost of doing business as well as by minimizing the avenues for graft. It enjoins all LGUs to follow service standards in

DAVAO CITY Local government units must be prepared for the onslaught of any calamity, according to a top officer of the Department of Interior and Local Government in Davao Region. Wilhelm Suyco, acting director of the DILG 11 said LGUs must plan ahead by reviewing its respective comprehensive land use plan to determine the building zone for residential areas and public infrastructure so that may be spared by any calamity. Speaking in a press briefing following the launching of the two-day conference for local gov-
ernments units in Region 11 and the Autonomous Region in Muslim Mindanao on the use of science to make communities resilient from climate change at a hotel here, he said that local government units must take the lead in making ample preparations to save lives must coming out with policies identifying the no build zones in their respective localities. “We have laws already requiring LGUs to coordinate with the Department of Environment and Natural Resources and the Mines and Geosciences Bureau in identifying the hazards in their area,” Suyco said.
He said LGUs must ensure that residents build their houses several meters away from the riverbanks. Suyco said mayors must ensure that they have a comprehensive disaster management program, a requirement in using the calamity fund. He also stressed the need for a continuous information-educationcampaign for the residents as part of its disaster preparation plan. Suyco said it entails political will for the mayors to relocate residents living along disaster prone areas. “This is one problem. AVAO CITY - The Department of Science and Technology (DOST) in Region 11 advised other government agencies and local government units to fully prepare for the possible occurrence of El Niño including interventions for a post-El Niño event because its impact can also be damaging.
DOST Undersecretary Flaviana Hilario, Acting Deputy Administrator for Research and Development– PAGASA DOST, said Davao region is highly vulnerable to El Niño based from events in the last 15 years. She said previously affected areas should even watch out for the heavy rains it could bring. “It does not mean that if we have an El Niño, we will have no rain,” Hilario said, citing that Typhoon Ondoy, which happened during the El Niño in 2009, brought more rains on log time. “We still do not know its (El Niño) strength,” Hilario said, adding that the phenomenon is expected to hit between June and August. DOST Director Anthony Sales said El Niño's degree of impact depends on the exposure of the areas to the Pacific Ocean, emphasizing that areas facing the Pacific are most vulnerable. He said LGUs through its agriculture offices are trained on how to address impacts of the El Niño. Sales stressed that LGUs should be ready with water resurgence after the El Niño. Water resurgence could even spread plant diseases, particularly the Fusarium Wilt (Panama disease) that affects
bananas. Meanwhile, the Department of Agriculture (DA) in the region is re-surfacing its intervention programs in areas previously affected by El Niño and added some best practices on adaptability to climate change. Jovita Astilla, of DA regional office, said the proposed cloud seeding has also been included in the event the El Nino will occur. She disclosed that DA has allocated P2.3 million or equivalent to 50 hours of cloud seeding for Davao City and Davao Oriental, which will be moderately vulnerable to El Niño. DA is also into validating existing crops; provide alternate wetting and drying technology for rice farms and making available provisions of crops resistant to drought. Astilla said the region is establishing open surface irrigation project; rehabilitation of small water impounding system or small farm reservoir to ensure food production. Aside from these, DA is also mainstreaming climate adaptation measures in farm-to-market road projects, making sure that these are resilient to extreme climate events. (PNA)

SC asked to hold Bar exams in Manila, Visayas, Mindanao IT IS more practical to hold the annual Bar examinations simultaneously in Manila, the Visayas and Mindanao, two lawmakers appealed to the Supreme Court in a proposed Resolution they filed in the House of Representatives. “At present, Section 11, Rule 138 (Attorneys and Admission to BAR) of the Rules of Court provide that, ‘Examinations for admission to the Bar of the Philippines shall take place annually in the City of Manila,” Reps. Rufus Rodriguez (2nd District, Cagayan de Oro City) and Abante Mindanao Party-list Rep. Maximo Rodriguez noted. The two lawmakers are authors of House Resolution No. 1023 which urges the Supreme Court of the Philippines “to seriously consider the holding of the annual Bar examinations in Manila, Cebu City and Cagayan de Oro City simultaneously.” The Philippine Bar ex-
amination is the professional licensure examination for would-be lawyers in the country and is widely considered the most difficult licensure examinations in the country, the authors noted. “Various law schools in the Visayas and Mindanao have, in recent years, called for the decentralization of the Bar exams and have these held simultaneously in Manila, Visayas and Mindanao,” they said. On the other hand, the lawmakers noted that the Supreme Court explained that it would be very difficult to conduct Bar exams outside of Manila due to budgetary constraints and the difficulty of ensuring the integrity of the test questions to prevent leakages, particularly when the questioners are being transported. SURIGAO City––No one has been charged in court in connection with the destruction of portions of Mt. Patag in Barangay Jubgan, San Francisco town as a result of mining activities there, residents said. Romeo Gordonas, one of the residents, said the mining operation allegedly destroyed the watershed and polluted water bodies downstream. Earlier, officials recommended the filing of criminal charges against those behind the mining operation for failure to seek a permit from the
Department of Environment and Natural Resources (DENR) and its attached agencies. They should be charged with violation of the Philippine Mining Act of 1995, particularly theft of minerals, for extracting deposits without a valid permit, the document stated. It was signed by Victor N. Cruje of the Provincial Environment and Management Office; Hernando S. Sulla of the City Environment and Natural Resources Office; and Francis Glenn N. Owing to the mining operation, 200 households in five puroks (sub-village) in Barangay Jubgan reportedly lost their access to potable water due to the alleged destruction of the watershed. “The run-off water goes down to the streams and polluting the Bioborjan River and eventually goes down to the sea,” Gordonas claimed. Fisherfolk in the village and neighboring coastal barangays have been protesting the mining operation as it allegedly causes the river to become murky every time it rains. Residents identified the alleged financier of the mining operation as Rosemarie Velez, who could not also be reached for comment. Engr. Rudy De Juan, a representative of Velez, said they have already spent at least P10 million for the mining operation. De Juan, who appeared last May 6 at a technical conference of the MGB-13, said they have compensated landowners whose agricultural crops were cut down or uprooted as a result of their operations. Felixberto Sual, Barangay Jubgan chairperson, told MindaNews that Surimin Mining Corp. was also allegedly behind the mining activities in the area. He claimed that James Matugas, younger brother of Surigao del Norte 1st District Rep. Francisco Matugas, allegedly helped convince landowners to sign a document for the firm to operate in the area. Last May 5, the Sangguniang Bayan of San Francisco town passed a resolution demanding Surimin Mining to stop its mining operations in the area. Vice Mayor Edgar Plaza said that Surimin Mining, based on “verified reports,” has allegedly been extracting copper ore and has been cutting trees without the prior consent of local authorities and landowners. But MGB-13 acting director Noli Arreza said the firm is still applying for an exploration permit. He identified Elizabeth Matugas Abejo, a sister of Rep. Matugas and also a sister-in-law of Surigao del Norte Governor Sol Matugas, as the owner of Surimin Mining. Residents of barangay Balubal in Cagayan de Oro City were the recipients recently of a goat dispersal program of the PaDayon Pilipino party. One male goat and 10 female goats were given to the beneficiaries by City Councilors President Elipe and his wife Nadya Emano-Elipe. Councilor Emano-Elipe said the goat dispersal program is a continuation of the livelihood project started by his father, former Mayor Vicente Emano who is the head of the PDP. She said the program benefits agricultural barangays in the city which have the capacity to feed the goats. She added that the program has already benefited six barangays and that the next barangay to be given goats is Indahag.

Kagayanons from abroad, especially those permanently living and working in the United States, were treated to a night of dance, music and sumptuous dinner as City Mayor Oscar Moreno and city officials hosted “Barrio Fiesta” on Monday night at the City Tourism Hall as part of the ‘Duaw Kagayan Week’ celebration. The week-long activities kicked off with a mass at the St. Augustine Cathedral, a walking tour at the rehabilitated Gaston Park and visit at the much-improved JR Borja General Hospital.
