MASSACRE Site, Ampatuan, Maguindanao--Monday, November 23, 2015, is exactly six years since that Monday morning massacre in Ampatuan, Maguindanao of 58 persons, 32 of them from the media, but justice

remains elusive, and in the words of Reynafe MomayCastillo, daughter of one of the 58 victims, “dulom pa sa alkitran,” (darker than tar).

The remains of Castillo’s father, Reynaldo Momay, photojournalist at Midland Courier in Tacurong City, were never found, but for

his dentures. A nurse by profession, Castillo and her family migrated to the United States in 2012 but she continues to fight for justice through social media.

SURIGAO City -- A prolonged blackout in the city on Sunday and Monday drew flak from residents who blamed it on the local power distribution firm.

Sunday’s scheduled blackout affected 18 towns in Surigao del Norte and Surigao City.

Delays in ERC approvals extend brownouts in Oro

THE power utility serving Cagayan de Oro and the Misamis Oriental towns of Tagoloan, Villanueva and Jasaan has appealed for the patience of its consumers following the resumption of rotating brownouts late last month.

Sources from the Cagayan Electric Power and Light Company (CEPALCO) said the utility is contracting short term power supply agreements with various generation companies (gencos) which are now in the final stages of approval with the Energy Regulatory Commission (ERC).

“We have 10MW diesel power from Minergy available and ready to operate since August, but we still don’t have the provisional approval from the ERC

to operate. We hope ERC can give us the green light by this week,” the source who preferred to remain anonymous said. “Hopefully, with the additional supply, we will no longer have to resort to manual load shedding even with the El Niño.”

Sources from the ERC said the application for provisional authority has already been evaluated by staff and will soon be taken up at the commission level when it meets this week.

CEPALCO currently has a peak demand of 170MW. Besides its allocation from the Power Sector Assets & Liabilities Management Corporation (or PSALM, formerly the National Power Corp.), it can generate an additional 55MW from embedded independent power producers within its franchise area on a mix of diesel, hydro and solar power. This was further boosted with the operation of the first phase

of the Kirahon Two Energy Corporation (KTEC) solar power plant in Villanueva, Misamis Oriental last October.

“The 10MW Kirahon Solar PSA has already been approved by the ERC and CEPALCO customers have been benefitting already from the output of this facility since October 26,” said Engr. Jorey T. Alfaro, Head and Key Account Officer of CEPALCO’s Customer Service Department during a recent ENERCON Symposium.

On top of this, it can further call on an additional 21.3MW from its industrial partners through its Interruptible Load Program (ILP).

However, the utility is taking no chances and has applied for provisional authority with the ERC for a power supply contract from a 10MW modular genset it intends to construct at the compound of affiliate

Jaime Rafael U. Paguio, Senior Vice President, appealed to its partners in industry associations and customers to write and petition ERC to speed up the Provisional Approval for the 10MW modular diesel plant.

“The 10MW can drastically reduce the shortage during peak hours,” Paguio noted.

However, even residential consumers can take comfort that even during the expected worst El Niño episode in years, Mindanao is expected to dodge the rotating brownouts which plagued it during the height of the last episode in 2010.

During the Energy Conservation & Awareness Program (ENERCON)- Symposium held last November 12 at a local hotel, personnel of the Dept. of Energy’s (DOE) Electric Power Industry Management Bureau

(EPIMB) presented projections showed that even with the presence of the El Niño, the Mindanao Grid will have minimal brownouts with the expected operation of new power plants serving the grid.

According to the bureau’s simulation results considering El Niño, gross power reserves vs. the expected demand would still be below the required regulating level for the entire last quarter of 2015 to the first quarter of 2016.

The deficit is expected to peak at 277MW for Nov. 28-Dec.4, 2105 and 235MW on Dec. 5-11, 2015 before falling to a maximum of 167MW (Feb. 6-12) and 157MW (Feb. 13-19) in the first quarter of 2016.

E arl ie r si mu l at i ons conducted by CEPALCO showed that with a peak demand of 170MW, load shedding resulting in sectional brownouts would have to be resorted to by

the utility when the power deficit in the Mindanao Grid exceeds 240MW. Howe ve r, t he D OE EPIMB projects that the Mindanao Grid’s power reserves for the second quarter of 2016 would be sufficient to cover expected demand due to the operation of additional committed power plants with the surplus expected to grow to 140MW

by April 2-8 and further to 606MW by June 25-July 3.

Nevertheless, the EPIMB cautions there are risk factors that could result to an even worse scenario, such as delays in the commercial operation of committed power projects; Right of Way (ROW) issues for associated transmission projects of the committed power projects; lower than forecasted hydropower capability arising from the El Niño-induced weather; peace and order, e.g. bombing of critical lines, election-related situations, See extend, page A11

President must be from Mindanao IT is very difficult to understand the fact that there never was a Philippine president who ever came from Mindanao. The Visayan region was lucky it had Osmena, Garcia and Roxas who made it to the top as chief executive of the land. Most presidents have been from Luzon ever since and this made many Mindanaoans wonder how come such scenario had to take place.

As a Mindanaoan myself, I know for a fact, so many of us were disgusted by this development. I even think this is one of the reasons why many opted to go to the hills, armed themselves and declared war against the system that they felt was so unfair to the cause of the island.

The way I look at it, some presidential hopefuls from Mindanao succumbed to the strength and unity of the so-called solid north.

We had then Vice President Maning Pelaez, who was so near to the presidency, but never made it for reasons unknown to many. Some top leaders in Mindanao

thought Pelaez was a victim of dirty politics by some powerful and influential politicians in the capital region. Manipulations were undertaken to put the Misamis Oriental leader back to square one thus the dream of the Mindanoans to install a president fell.

Since then a lot of capable politicians from Mindanao preferred to keep low and let the regime of then Pres. Marcos move onward unchallenged and unperturbed. Martial law was declared and all things became abnormal as politics made an ugly appearance to the entire citizenry. Nobody

The same guy invented a machine which converts water into hydrogen, so that it can be used to power any vehicle that is running on gasoline now. Again, instead of getting accolades for his invention, he was repeatedly warned not to continue perfecting the machine, or else…

The tragedy in all these is that these inventions somehow managed to find their way into the hands of either foreign governments or foreign businessmen, who further refine or improve on them, and then profit handsomely from them.

I really cannot imagine how sick our officials have become.

But then again, I guess all Filipinos know that this government will not be pursuing an honest-to-

Tip your waitress that extra dollar. If you’re poor, then give to someone who is even poorer than you are.

Jesus Christ taught and showed that the secret to success and real prosperity is to give away what you have. Then, the blessings can flow back to you.

It’s simply one of His laws of living that always works. Best of all, you have the priceless joy and satisfaction of knowing you helped make other lives happier and better. But if you want that kind of life and success, you must first give your life to Jesus. When you let Jesus lead your life everyday, He’ll start showing

QUEZON City--President Benigno Aquino II signed into law the modernization of the Philippine Atmospheric, Geophysical and Astronomical Services Agency (PAGASA) bill co-authored by Congressman Lawrence “Law” Fortun.

The bill revived a Malacañang-certified measure entitled “PAGASA Modernization Act of 2012” which the 15th Congress failed to act. Rep. Fortun (First District, Agusan del Norte) co-authored the substitute bill which was refiled July last year. Fortun’s vital amendments to the original measure during committee deliberations were considered and paved the way for the submission of a substitute bill. When Congress resumed its session, the proposed bill with Fortun’s important provisions came out through a committee report in the plenary.

TANDAG CITY, Surigao del Sur--The Provincial Health Office (PHO) here has raised concern over the alarming number of cases of animal bites especially dogs.

Dr. Eric Montesclaros, PHO chief, reported last week before capitol employees that dog bites had been posted at 732 province-wide with Tandag City topping the list at 163, also being tailed by Bislig at 147.

However, he said that 93.44 percent of the victims or 684 had been given full course of tissue culture vaccine (TCV).

No case of rabies was mentioned despite the high incidence of such animal bites.

On the other hand, Dr. Montesclaros indicated that concerned authorities had to step up campaign efforts to

teach pet lovers on how to be responsible pet owners.

Meanwhile, Dr. Gervacio Yparraguirre, provincial veterinary officer, said campaign on responsible pet ownership in cooperation with their counterparts at the municipal and city levels had always been all year round.

The provincial vet chief likewise pointed out that anti-rabies vaccination had been continuously implemented province-wide.

On the part of Tandag City, Dr. Zeny Gambe, city vet officer, confirmed the high incidence of dog bites, explaining that one factor could have also been the accessibility of this area to the animal bite center.

Thus, she stressed that data had to be clarified.

Mathematics is a subject that fact be told, only some love.

The importance of Mathematics does not actually reflect on its abstract coverage of quantity, structure, space or change, but the individual do to solve a particular problem.

Math, to be truly understood, one should apply critical thinking and analysis.

Peter Alfeld of University of Utah, in his book, said that understanding Math does not mean to memorize recipes, formulas, definitions, or theorems. Clearly, there must be some starting point for explaining concepts in terms of simpler concepts.

From these, questions will arise, encouraging students to think deeper and search its roots.

The construction of math-

ematical problems also has its reason. Ponder that the most important thing to realize when solving difficult problems is that one never solves such a problem on the first attempt. Rather, one needs to build a sequence of problems that lead up to the problem of interest, and solve each of them. At each step, experienced is gained. That is necessary or useful for the solution of the next problem.

This generates experience and insight.

Math is about thinking and analyzing. In real life, deep thinking and analyzing skills are very important especially in one’s day to day encounters and decisionmaking. Math trains the mind to be intelligent in dealing with real life and this makes the essence of this subject.

First Startup Weekend in Dumaguete to be held on November 27-29

Aiming to cultivate technological entrepreneurship in Dumaguete, the first ever Startup Weekend Dumaguete 2015 will be held on Novemember 27-29.

“We want to introduce the local community to the idea that it is possible to locally grow alternative businesses that use nontraditional business models,” said Danah V. Fortunato, Executive Director of ICT Association of Dumaguete and Negros Oriental (ICT DGTE).

The inaugural SW Dumaguete is a 54-hour event that begins with participants pitching startup ideas, developing such concepts into feasible businesses, and presenting them to judges on the final day. Winners will have their business ideas undergo development for possible launching

to the market.

SW Dumaguete will be at Audio-Visual Theater 1, Multimedia Center, Silliman University, Dumaguete City.

The event was pushed for by Fortunato, Randolf Bandiola, along with members of the local tech community and the support of ICT DGTE and Department of Science and Technology Information and Communications Technology Office’s (DOST-ICTO) Mon Ibrahim and Emmy Delfin.

The goal of the event is to “make the local business and education community aware of what startups are for as exposure to SW will help them grow the skills and talents needed by the startup community” said Fortunato.

“Ultimately, we want the community to have an idea of the

depth and breadth of the talent and skills that is found in Dumaguete,” she added.

Launched in 2007 in the United States, Startup Weekend events have been hosted in 400 cities in over 100 countries all over the world. It is designed to inspire, encourage, educate and empower individuals, teams and communities that are into startups.

Caritas PH backs ‘climate march’ THE Catholic Bishops’ Conference of the Philippines (CBCP)’s National Secretariat for Social Action (NASSA)/Caritas Philippines expresses support for the “March for Climate Justice Philippines” on November 28 with its call to protect what Pope Francis considers “our common home” in line with the “Global Day of Action for Climate Justice.”

Organized by the Ecological Justice Interfaith Movement (EcoJIM), of which NASSA/Caritas Philippines is a co-convenor, the “eco march” seeks to be a show of solidarity with people affected by climate disasters and non-sustainable projects that affect the environment, and with all who believe, promote, and live out the message of the Holy Father’s the latest encyclical, Laudato Si.’ One aim, six themes According to the Philippine Church’s social and

Glyphosate is unlikely to pose a carcinogenic hazard to humans, the European Food Safety Authority (EFSA) declared November 12.

Glyphosate is an active chemical substance widely used in pesticide products and subject to strict regulation in Europe. The EFSA peer review was carried out as part of the legal process required to renew authorization of its use in Europe.

Corn, soybeans, cotton and sugar beets have been genetically modified to resist insect pests and are tolerant to herbicides that control weeds. One such herbicide is glyphosate.

The European safety body concluded that glyphosate is unlikely to be genotoxic or damaging to DNA or to pose a carcinogenic threat to humans.

In a statement, EFSA said glyphosate will not be classified as carcinogenic under the EU regulation for classification, labeling and packaging of chemical substances. It said all EU member state experts but one agreed that neither the

epidemiological data (on humans) nor the evidence from animal studies demonstrated causality between exposure to glyphosate and the development of cancer in humans.

The conclusion will be used by the European Commission in deciding whether or not to keep glyphosate on the EU list of approved active substances. This is a condition for enabling member states to authorize its continued use in pesticides sold and used in the EU. It will also be used by EU member states to re-assess the safety of pesticide products containing glyphosate that are used in their territories, EFSA said.

A peer review expert group made up of EFSA scientists and representatives from risk assessment bodies in EU member states has set an Acute Reference Dose for glyphosate of 0.5 milligrams per kilogram of body weight, the first time such an exposure threshold has been applied to the substance.

“This has been an exhaustive process – a full assessment that has taken into account a wealth of new studies and data,” said Dr. Jose Tarazona, head of EFSA’s Pesticides Unit. “By introducing an Acute Reference Dose we are further tightening the way potential risks from glyphosate will be assessed in the future.

Regarding carcinogenicity, it is unlikely that this substance is carcinogenic.”

He said EFSA will use the new toxicological values during its review of the maximum residue levels for glyphosate in food, which will be carried out in cooperation with member states in 2016.

A maximum residue level is the highest concentration of an active substance that is legally tolerated in food or feed when pesticides are applied correctly.

EFSA is responsible for proposing maximum residue levels in the EU, assessing the safety for consumers based on the toxicity of the pesticide, the levels expected to be found in food and the different food consumption habits of Europeans. The safety assessment is carried out using toxicological reference values such as the Acute Reference Dose.

Not so fast, critics counter

Genetically Engineered (GE) salmon was developed over 25 years ago by scientists in Canadian government universities.

The technology is now owned by AquaBounty Technologies, a small company that first sought approval for the GE salmon from the US Food and Drug Administration (US FDA) in the 1990s. The US FDA made its initial OK more than five years ago but it made its final decision only now because, according to the regulatory agency, it is the first approval of its kind.

Based in Maynard, Massachusetts, AquaBounty is 60 percent owned by Intrexon which is owned by biotechnology entrepreneur Randal J. Kirk.

Intrexon is into synthetic biology, or cutting-edge biotechnology that evolutionary, molecular and systems biology with biophysics, computer and genetic engineering. The company is behind a recently approved genetically modified apple resistant to browning. Its British company is work-

ing on genetically modified insects such as mosquitoes that may prevent dengue fever.

GE salmon is a “game changer that brings healthy and nutritious food to consumers in an environmentally responsible manner without damaging the ocean and other marine habitats,” AquaBounty CEO Ron Stotish said in a statement.

Others disagree, saying the US FDA is not qualified as other government agencies to assess the environmental impact of GE salmon. They point out that it regulates genetically engineered animals as veterinary drugs on the basis that the gene inserted into the animal meets the definition of a drug. This old regulatory framework is not appropriate for the new technology, critics say.

US consumer groups plans to challenge the US FDA approval in court.

According to Friends of the Earth (FOE), an environment group against GE salmon, more than 60 grocery store chains rep-

resenting more than 9,000 US stores are committed not to sell the GE salmon.

“There is no evidence that the foods would be unsafe, but for some people, it’s an ethical issue,” The Associated Press reported.

“Although the potential benefits and profits are huge, some people have ethical qualms about manipulating the genetic code of other living creatures.”

FOE says at least 35 other species of genetically engineered fish, along with chickens, pigs and cows, are currently under development. The US FDA’s decision on this genetically engineered salmon application “sets a precedent for other genetically engineered fish and animals,” it said.

There are other genetically engineered animals meant for human consumption like a pig whose manure would be less polluting.

Fifty-eight persons were killed that Monday five years ago, 32 of them from the media, in the worst pre-electionrelated violence in the country and the single largest attack on journalists in the world.

The then very powerful political clan headed by the patriarch Andal Ampatuan, Sr., a major ally of then President Gloria Macapgal-Arroyo, was blamed for the massacre, with then Datu Unsay mayor Andal “Datu Unsay” Ampatuan, Jr. pinpointed by witnesses as leading the group that stopped the convoy headed by the wife of then Buluan Vice Mayor Esmael Mangudadatu along the highway and herded them off at gunpoint to Sitio Masalay some three kilometers away.

The convoy of 52 was on its way to the provincial capitol in the next town, Shariff Aguak, where the provincial Commission on Election office is located, to file the certificate of candidacy of Mangudadatu, a former Ampatuan ally, for the post of governor. Ampatuan Jr. intended to run for governor unopposed, as his father, three-term governor was, in 2007.

Aside from the 52, six other persons in two Cotabato-bound vehicles that happened to pass at the wrong time, were also diverted towards Masalay, at the foothills of Daguma Range.

No one would have known about the dastardly act if the soldiers and a helicopter owned by the Mangudadatus had not reached the place at around 3 p.m. By then, more than half of the victims and three of the eight vehicles had been buried.

Last 7 months The massacre happened in the last seven months of the Arroyo administration.

Mary Grace Morales, whose husband Rosell, circulation manager of News Focus, and her sister, Marites Cablitas, a reporter of radio DxBX, were among the victims, told reporters at the massacre site that she hopes the President would make true his administration’s promise of conviction of the suspects before his term ends in 2016 on June 30, 2016.

Aquino has only seven months left to fulfill a promise on November 23, 2010, at the first anniversary of the massacre: “we will not rest until justice has been served.”

Sajid Islam Uy Ampatuan, youngest son of Ampatuan, Sr. was freed on bail in March this year after payment of P11.6 million bond. Seventeen policemen were also granted bail but could not afford the P11.6 million bond.

Last month, Sajid filed his COC for mayor of Shariff Aguak whose previous mayors were his father, his brothers Zaldy and Anwar. He said he was tasked by his father to lead the reunification of the Ampatuan clan and restore political leadership in the area.

Convictions before end of Aquino term On October 14 last year, following the infighting among government and private prosecutors as well as charges of corruption hounding the government prosecutors, de Lima took over the task of overseeing the work of the prosecution panel handling the case.

On October 5, 2015, de Lima told ANC’s Headstart that she believes a local court will hand down convictions against some of the accused in the massacre before President Aquino’s term ends in 2016.

“I remain confident that before the end of the President’s term, there will be convictions.

Few, a few convictions,” de Lima said in an interview on ANC’s Headstart, abs-cbnnews. com reported on October 5, 2015.

De Lima said the primary suspects, Ampatuan, Jr. and Datu Zaldy Ampatuan, are the ones most likely to face conviction over the heinous crime.

Binugao, Toril in Davao City; and the 100-MW unit of the Sarangani Energy Corporation in Maasim, Sarangani Province.

The San Miguel Power Corporation will start commercial operation of its two power plants, each having a capacity of 150 MW, in the second quarter, according to Reyes.

From November 2015 to February 2016, he said, the impact of El Nino will be more evident with a projected power deficiency placed at 100-200MW. But Mindanao’s power situation will normalize with the entry of the new power capacities on the grid, he added.

As of 1 p.m. on Monday, Mindanao’s power supply was recorded at 1,157 MW while the demand was 1,369, or a shortfall of 212 MW, according to the National Grid Corporation of the Philippines.

In an advisory on Monday citing the NGCP, the Davao Light and Power Company said a preventive maintenance service on the 105-MW unit of the STEAG coal-fired power plant caused the shortage.

As of Monday, DLPC’s franchise area received only 167 MW from NGCP, lower than its power supply contract of 273 MW. “Davao Light’s power supply contracts with other generating plants could have compensated the deficit given the current power situation,” it added.

The situation worsened after the 150-MW first unit of TSI underwent an emergency shutdown last November 22.

Of the total capacity, 50 MW was contracted to DLPC. DLPC’s contract with the Therma Marine Inc. also decreased from 30 MW to 19 MW due to the preventive maintenance service of one of its four units with a capacity of 45 MW. “Sibulan hydropower plant as well has advised a reduced capability to facilitate an emergency repair on one of its plants,” the statement added.

The distribution utility was only given 246 MW, lower than the demand of 340 MW, which resulted in three to four hours of rotational brownouts during peak hours from 8 a.m. to 10 p.m. and 1.5 hours during off-peak periods, from 10 p.m. to 8 a.m.

Lawyer Carlo Reynaldo Lozada Jr. said the prolonged blackout dismayed him and blamed it Surneco, the lone power utility servicing Surigao City and 11 towns.

The National Grid Corporation of the Philippines’ preventive maintenance work caused Sunday’s blackout.

Aside from Surneco’s franchise areas, it also covered the nine towns in Siargao Island under the Siargao Island Electric Cooperative Inc. Bambi Capulong, NGCP media communications officer said they resumed the power supply at 6pm Sunday as scheduled.

Noel Ugay, a consumer in Surigao City said in his Facebook account that Surneco extended the outage without notice.

Engr. Narciso I. Caliao Jr., Surneco general manager issued an apology over a radio station on Monday morning.

“Mangayo kami og dispensa ug pasensya sa mga gumagamit sa kuryente na napakyas kami sa pagpabalik sa kuryente,” Caliao said. (We asked for consideration and patience on the part of all the consumers for our failure to restore power as scheduled) He attributed the delayed restoration of power to a technical glitch at one of their substations.

He said the batteries of their equipment got drained and had to be recharged for it to fully function.

But some consumers were angered by Surneco’s failure to inform them beforehand.

“I got pissed off because our work was affected. We can’t do our job and we have to do it on time. This recurring brownout and Sunday’s prolonged blackout pissed me off, everyone is pissed off,” said Jameel Anonuevo, a graphic artist in Surigao City.

MindaNews tried to contact Caliao but failed to get [his] side on the recurring brownout.

Surneco did not issue any statement either on their Facebook account or to the media.
