Symbolic ‘100 million babies’ celebrate birthdays CAGAYAN de Oro City-Seven babies known as the “100 million babies” in Northern Mindanao celebrated their first birthday anniversary on Monday, the Population Commission (POPCOM) said here.

DAVAO City––Local authorities apprehended 32 suspected illegal loggers in Davao Region from January to June this year, an environment official said.

Victor Billones, officer-in-charge (OIC) of the enforcement division of the Department of Environment and Natural Resources (DENR) XI, said some 521.90 cubic meters of illegally-cut logs with market value placed at P1.9 million were recovered.

Of the 32, most of the cases were noted in Davao del Norte at 17 cases.

But Billones clarified that this does not make Davao del Norte as a hotspot, He said the province has a strategic location for the transport illegal logs, most especially coming from neighboring Bukidnon area.

Five of the suspected illegal loggers -- four in Davnor and one in Compostela Valley -- have already been charged for violation of PD 389, also known as See loggers, page A7

“We call on the national government to invest heavily in infrastructure to help businesses across the country. We must invest in

We must never stop calling for this until it is cheaper to ship fruits and vegetables from Mindanao to Manila and Luzon than from Taiwan or China. ITH the six-year term of President Benigno Aquino III ending, 46% of Filipinos say he failed to accomplish his 2010 campaign slogan “kung walang corrupt, walang mahirap,” according to a recent survey.

The nationwide survey was conducted by Veritas Truth Survey (VTS) during the second quarter of 2015 and headed by Dr. Clifford Sorita. It was answered by 1,200 participants from both urban and rural areas throughout the Philippines, chosen on a stratified random sampling with +/- 3% margin of error.

Veritas President Fr. Anton Pascual said the survey was conducted to manifest the mission of the Church as the conscience of society.

Personal experiences Manila Auxiliary Bishop Broderick Pabillo believes the survey yielded such results because the respondents relied on their personal experiences.

“Our ratings may go up, the income, GDP, and GNP, but to the people, nothing [has] changed,” said Pabillo.

Also, most of the respondents who gave Aquino a failing score come from middle-class families. According to Sorida, middle-class citizens can easily access information, for example by surfing the internet.

Novaliches Auxiliary Bishop Teodoro Bacani believes members of this middle bracket are “critical thinkers, keen observers, and share insights with one another.

Unsure reply Bacani was overwhelmed by the large number of respondents who replied “unsure” to the survey.

“These people who said ‘moderately corrupt’ may still believe there is really corruption,” he said.

Pabillo took this as staying within the “safe zone”.

“If they wanted to say ‘yes’, they’ll say it. If they wanted to say ‘no’, they will go In the middle instead,” he explained. “So, this 46% may still go up.”

No exonerated officials One factor in such a perception is because officials suspected of conniving in illegal activities have yet to be acquitted, said the bishops.

“One important thing is the corrupt officials are not prosecuted,” Pabillo said.

“If there is any, it is those who are not allies [with the administration]… Is it because someone is being protected?”

Pabillo cited the pork barrel issue as an example, with only three senators only convicted, and the succeeding batches of suspects to be brought on trial are seemingly forgotten.

One government The study also gauged how corrupt the public per-

ceived other government offices, from the vice president down to the barangay level. Senate comes out as the most corrupt at 49%.

Bacani saw the Corona impeachment trial as a major factor that stained legislators’ credibility.

“The impeachment of Corona was a legitimate action. The judgment is probably a fair judgment.

But, the public believes the senators were bribed into it,” said Bacani. “Until now, there are no answers to such accusations to them. There is a lack of transparency on whatever happened [to] the supposed 50 million they were given.”

Bacani also believes the survey came up with such results because of the Senate’s being “too far” from the people.

“We can easily criticize those who are too from us,” said Bacani. “We are kinder to the people whom we see

every day. We do business with them, or even [obtain] favors [from them].”

In this light, the survey showed the local government units, especially the barangays, are considered by the respondents as not corrupt, with 26%.

Comparing the results to another similar survey about institutional trust, Pascual explained that these people are at the “frontlines” and frequently interacts with the people. “[In the survey], the Church comes first at 75%…

The respondents were asked ‘who do you trust the most among the institutions?

Number one is the priest and pastors… So, I connect it from here; the people trusts those [at] the frontlines,” said Pascual.

As for me, I also didn’t want to listen anymore. My reasons jibed with the reasons given by our listeners in our program. Indeed, if Aquino and his handlers would really like to know the true sentiments of the people about him and his government, he should listen to our program more often. It goes on air, Mondays to Fridays, 6 a.m. to 7 a.m.

NO ELECTION SCENARIO STILL POSSIBLE: Why did I say, “hopefully”, when I referred to Aquino’s sixth SONA? Well, it is still possible that no elections will push through in 2016, for one reason or another, but principally because the Commission on Elections may fail to adequately prepare for that electoral exercise.

While the 19876 Constitution does not provide for any “hold-over presidency” in case a presidential election does not push through since there is a well-defined Constitutional rule on who should assume the presidency in a situation such as this, Aquino may opt to cancel the Charter which his own mother crafted, and then grab political power for himself.

-oooBINAY’S PRAYER FOR THE PRESIDENCY: INCOMPLETE? Anyway, I am excited by the declaration attributed to Vice President Jejomar Binay that his belief is that winning the presidency is the result of “99%

prayer”. I don’t know what he meant by “99% prayer” (since, truly, a 99% prayer is not a complete prayer because it is still not 100%), but then he must be reminded that God does not answer all prayers.

There are prayers He grants, and there are prayers that He does not pay attention to. This is the truth that is laid out in the Holy Bible, particularly in its Matthew 7:21, which quotes Jesus, our God and Savior.

This verse has Jesus saying: “Not all who calls on me, Lord, Lord, will enter the kingdom of heaven…”

What then prompts Jesus to respond favorably to prayers? He also says what, in the second part of Matthew 7:21, which reads, “…only those who does the will of the Father will enter the kingdom of heaven.”

Clearly, not all prayers will be granted by God, including prayers by politicians so they can win the positions they aspire for. There is a condition that those who pray must comply with, if

PFVR calls it SANA. The ceremonies in the Philippines and in the United States have many similarities. The principal reason: In both countries, the functions of Head of State and Head of Government are exercised by the same individual.

Contrast this with ceremonies in Great Britain, where the Queen is Head of State, while the Prime Minister is Head of Government.

Both in the Philippines and in the US, the practice is based on a constitutional mandate which requires the Chief Executive to inform Congress of the state of the nation and to recommend such measures as may be necessary and expedient.

Since the time of President Quezon, every Philippine President personally appeared every year before

BUTUAN City -- Agusan del Norte First District Rep. Lawrence Lemuel Fortun said as part of his education program, construction of school buildings even in far-flung areas has been a priority since “this is a ‘win-win’ investment for the future of our youth, our community and country.”

In his message during the turn-over of a P12.8-million two-storey four-classroom building and General Parents-Teachers Association induction of new officers at the Obrero Elementary School cover court here last Thursday, Fortun stressed that like the school mentors, the youth has been his inspiration in coming up with a program to help them in their studies.

The solon reiterated his policy disallowing any notices announcing him to be the proponent of the classroom project because: - The classroom building came from God; - Funding for the project came from the people’s taxes; - The project was the result of the efforts of the teachers, parents, the Obrero Sangguniang Barangay, and

local Department of Education authorities; - As member of the House Committee on Appropriations, Fortun’s participation was to propose the project’s inclusion in the budget.

The Agusan del Norte lawmaker said the project “is ours” since everyone from the school children, teachers, the barangay council, department of education authorities, the House of Representatives and the Department of Public Works and Highways has participated in its completion.

“It took us 14 years to hit a breakthrough on iron fortification in rice,” she said.

The project is supported by the International Life Sciences Institute–Center for Health Protection in Tokyo, Japan with specific study on “Iron Fortified

Rice Development and Technology Grants and Social Marketing”.

She said with the breakthrough on i-Rice there are already areas in the Philippines that adopt the program like in Zambales where the provincial government and the local government units are really pushing for the program.

This new development is being supported by the private sector and the rice millers especially in that area, she said.

That is why we are going around the country to advocate and propagate this program if only to address the increasing cases of anemia in the country, she added.

An iron fortified rice (IFR) is an enriched rice made from a blend of premixed iron-fortified rice grains with ordinary rice.

The premixed fortified rice grains is an ordinary rice coated with iron is in suitable solvent and binder. IFR contains 6 mg iron per 100 gram rice. A day’s intake of approximately 4 to 6 cups

of cooked IFR will meet the dialy iron requirement of the body.

The 1998 National Nutrition Survey of Food and Nutrition Research Institute of DOST showed that 30.6 percent of the entire population having high prevalence of anemia among sector composed of infants, elderly, pregnant and lactating mothers and children.

She said the figure of anemia cases continue to increase and consumption of IFR is expected to build healthy red blood cells, improve physical and mental performance, prevents anemia and strengthen the body against infection.

Meanwhile, DOST-XI assistant regional director Elsie Mae Solidum said their office provides assistance to millers in the form of loan with zero interest on the equipment that will be used for processing i-Rice.

For instance, she said that they would provide loan for blending machine that would cost P400,000 and the payment will be on staggered basis. (PNA)

IN light of a projected world shortage of at least one million metric ton of cacao by 2020, Rep. Angelina D.L. Tan (4th District, Quezon) is seeking a House inquiry into the status of the cacao and chocolate industry in the country to boost its production.

“To help local farmers boost cacao production and revitalize the cacao industry, there is a need to look into the situation of cacao and chocolate industry in the country, and maximize its full potential and provide livelihood opportunities in the rural areas in light of a projected world deficit in cacao supply by 2020,” said Tan. Tan, a medical doctor, said according to the International Cacao Organization, the projected world deficit of cacao beans by the end of 2014 alone was 75,000 tons, from 193,000 tons in 2013.

“Despite existing policies that promote the development of the country’s cacao industry, a measly 12,000 metric tons of dried cacao beans have been produced annually which is far short from the 30,000 metric tons needed locally,” said Tan. According to the lawmaker, Republic Act 7900, or the “High-Value Crops Development Act of 1995” listed cacao and other high-

value crops as among those covered by the funding requirements, incentives and credit assistance for their production, marketing, processing and technical and infrastructure support.

Tan said the Philippines produced 4,856 metric tons of cacao in 2011, then 4,831 metric tons in 2012, and 4,876 metric tons in 2013.

To satisfy the local demand, Tan said the country imported some 22,000 tons of cacao in 2008 to 2009, followed by 23,000 tons in 2009 to 2010 and 22,000 tons in 2010 to 2011, while contributing a miniscule produce in the global cacao market.

The lawmaker, through House Resolution 1520, sought the inquiry, which shall be undertaken the Committee on Agriculture and Food chaired by Rep. Mark Llandro L. Mendoza (4th District, Batangas).

Tan said the resolution complements Article XIII, Section 5 of the Constitution, providing that “The State shall recognize the right of farmers, farmworkers, and landowners, as well as cooperatives, and other independent farmers’ organizations to participate in the planning, organization, and management of the program, and shall provide support to agriculture through appropriate technology and research, and adequate financial, produc-

tion, marketing, and other support services.”

The resolution is also line with Article XII, Section 1 of the Constitution, providing that “The goals of the national economy are a more equitable distribution of opportunities, income, and wealth; a sustained increase in the amount of goods and services produced by the nation for the benefit of the people; and an expanding productivity as the key to raising the quality of life for all, especially the underprivileged.”

The same section provides “The State shall promote industrialization and full employment based on sound agricultural development and agrarian reform, through industries that make full and efficient use of human and natural resources, and which are competitive in both domestic and foreign markets. However, the State shall protect Filipino enterprises against unfair foreign competition and trade practices.”

Moreover, the section provides “In the pursuit of these goals, all sectors of the economy and all regions of the country shall be given optimum opportunity to develop. Private enterprises, including corporations, cooperatives, and similar collective organizations, shall be encouraged to broaden the base of their owners.”

CBCP to faithful: ‘Environmental concern an obligation, not option’

THE Catholic Bishops’ Conference of the Philippines (CBCP) on Monday has reminded the Catholic faithful of their Christian obligation to mitigate the effects of climate change and work towards the preservation of the environment for the sake of generations to come.

“Climate change has brought about suffering for nations, communities and peoples…When they who are in need cry out, it is not an option to respond. It is an obligation,” the CBCP said in a statement signed by its president Lingayen-Dagupan Archbishop Socrates Villegas.

Social justice According to the prelate, it is the duty of every Christian to be concerned with ecological destruction and climate change because every believer is called to be a steward, one who is motivated by charity towards all of creation.

“Caring about climate

change and its deleterious and devastating effects on all, but especially on impoverished and struggling nations and communities, is our way of attending to the needs of the least of our brothers and sisters,” the CBCP added.

The bishops added that the destruction of the ecosystem and the harmful disturbance on environmental balance have brought home the point that social justice must necessarily include the faithful’s responsibility for future generations.

Intergenerational solidarity Stressing the role of humans as stewards of God’s creation, Villegas noted that solidarity among generations is not optional, “but

rather a basic question of justice, since the world we have received also belongs to those who will follow us.”

“The notion of the common good also extends to future generations. The global economic crises have made painfully obvious the detrimental effects of disregarding our common destiny, which cannot exclude those who come after us. We can no longer speak of sustainable development apart from intergenerational solidarity,” he added.

“We are not owners of the earth. We are its stewards, to keep and cherish and nurture its resources not only for ourselves but for future generations,” Villegas said.

The prelate said this en-

vironmental responsibility can be fulfilled through the collective discernment of Basic Ecclesial Communities, which if done well, can influence policy makers and translate into community action against mining, incineration, and landfills, among many others.

Indescribable misery For his part, executive secretary of the National Secretariat for Social Action Justice and Peace (CBCPNASSA) Fr. Edwin Gariguez also called on the faithful to take good care of the environment to win the fight against climate change.

“For the Church, climate change and mining are urgent issues that are clearly related to our Christian responsibility to care for

the earth and to care for the poor and vulnerable in our midst,” Gariguez said in his speech during the 37th Annual Conference of the National Justice and Peace Network held at the Swanwick Derbyshire, United Kingdom last July 17 to 19.

He also noted that the social teachings of the Church are at risk of being violated when actions to address the causes of climate change and ecological destruction are not taken.

“Clearly, climate change and its ensuing extreme weather impact is hurting the most vulnerable countries, like the Philippines…

Climate change-induced disasters spell indescribable miseries to our people,” Gariguez said.

Considering the remoteness of the village, it was a dream come true for the community of miners in Upper Ulip, Mt. Diwata when the Department of Social Welfare and Development (DSWD) KalahiCIDSS PAMANA funded the construction of a Php 679,175.00 one-classroom high school building.

Furnished with armchairs and blackboards, the classroom has concrete walls and painted inside and out. It now stands proud, right at the treacherous hills of Mt. Diwata because of the passion and cooperation of KalahiCIDSS volunteers.

Need for a classroom A relatively cold and quiet mountain village with 1,000-meter high range and known for its rich gold ore deposits, Mt. Diwata has an estimated population of 40,000 people based on National Statistical Coordination Board (NSCB) figure.

“Our community here is dependent on gold. Smallscale mining has been our major industry since the 1980s,” said Lampera.

number of high school enrollees who are presently using the barangay gymnasium as classroom.

The people didn’t feel the pressure to have better classrooms until now because for a very long time, all they cared about was earning more and managing their livelihood as small scale miners.

Barangay Captain Pedro J. Samillano, Sr said one of the reasons why people devote themselves into mining instead of aspiring to provide education to their children was that they felt neglected by the government.

Students hold their classes at the gym-turned school building. A lowhanging makeshift ceiling made from recycled tarpaulins protects the students from the heat and rain since the gym is kind of open-sided covered court.

“When the rain pours, students race to a dry corner and huddle until the rain stops,” Samillano said.

Worse, the makeshift classrooms divided by a thin plywood don’t make learning as conducive as different levels of classroom clatters are impossible to contain, he added.

PAMANA or PAyapa at MAsaganang PamayaNAn is one of the modalities of Kalahi CIDSS that aims to improve access of conflictaffected barangays (CABs) to quality basic social services and responsive, transparent and accountable local governments.

The implementation of

Kalahi-CIDSS PAMANA in Upper Ulip, Mt. Diwata has motivated a group of miners to work together for the benefit of their children.

Sans monetary remuneration, miners, women and barangay officials gathered and volunteered. They agreed on a shifting scheme during the construction.

(They all sacrificed for the project. To them, educating their children is key to development),” related George Nasula, Kalahi-CIDSS community facilitator.

He said the parents wouldn’t wish their children working in unsafe tunnels in the future. They’d rather that their children pursue careers in the big cities or land other jobs apart from mining.

“Since the sub-project implementation is directly carried out by the community, they felt that they are valued by the program,” Nasula said.

It’s a big deal for them that the grant is released directly to the community account and managed by community volunteers themselves, he added.

The Local Government

Unit and Civil Society Organizations also extended full support in the hauling of construction materials.

Kalahi-CIDSS volunteer Danny Banares, Sr, reported, “Daghan na nga pagsulay ang among naagihan. Kabahin na ini ang kalayo sa among lugar, ang bagyong Pablo, ug daghan pang kalamidad. Pero sa among pagtinabangay, nahuman gyud namo ang subproyekto nga mas sayo pa sa gitakda nga petsa (We have experienced a lot of trials in our area. These include the remote location of our place, Typhoon Pablo, and other calamities. But with everyone’s cooperation, we completed our sub project earlier than the due date).”

A total of 4429 KalahiCIDSS household-beneficiaries and 832 Pantawid Pamilya households in the barangay are benefiting from the sub-project.

But more importantly, the number of enrollees increased by 25%.

“Kaya nako ang pag bag-o kung kita sa isigkomunidad magtinabangay (I can change for the better if we all help each other).”

This is the collective cry of the community and this conviction gave them their brand new classroom.

Belmonte and other House leaders took time to meet with NDFP leaders in the Netherlands during the hearing of the United Nations International Tribunal on the Law of the Sea (Itlos) of the territorial case between the Philippines and China concerning the West Philippine Sea. The bishops echoed Belmonte’s optimism that peace negotiations can still be done during the remainder of Aquino’s term.

They said the openness of new Armed Forces Chief of Staff Lt. Gen. Hernando Iriberri to the resumption of the peace talks with the NDFP, as reported in media, has added to the “favorable atmosphere”.

“We hope and pray that this declaration is not simply a motherhood statement from one who is newly appointed to a key office because he is expected to say something positive for the people to court their confidence and support.

However, the statement noted that there has been no feedback from the Office of the Presidential Adviser on the Peace Process to the feelers sent by the NDFP leaders on their willingness to resume the stalled peace talks soon.

by LCP and the Asia Foundation to implement the Senior High School program. In line with this, a summit was conducted by the city in the previous month.

Libertad Training Center is underway

The municipality of Libertad will soon become a hub for the development and supply of skilled workers particularly in the second district of Misamis Oriental.

Through the relentless efforts of the Provincial Governor of Misamis Oriental, Hon. Yevgeny ‘Bambi’ Beja Emano, the construction of LIBERTAD TRAINING CENTER is now underway. The project dubbed as “Libertad Training Cum-Production Center,” is adopting a training-cum production scheme wherein various trainings are conducted to complete the construction of the building that would serve as training center in Libertad. The center is hoped to cater the training needs of the constituents from Libertad, Initao, Gitagum and other nearby municipalities in Misamis Oriental.

With the partnership of Technical Education and Skills Development Authority (TESDA), the project was conceptualized during the nine (9) years of flourishing and successful stint of Hon. Emano as Congressman of District 2 of the Province of Misamis Oriental. It was only last year that the project was executed through the unmatched dedication and leadership of TESDA Provincial Director Leo Vega Velez and the support of Regional Director Edgar A. Sales.

Director Velez left no stone unturned and pushed for its realization amidst meager funds. He firmly believed the adage, “when there’s a will, there’s a way.”

Hon. Bambi Emano is very optimistic of the project.

During his visit in one of the Graduation Ceremonies, he stressed that the construction of the center is aimed at accelerating the economy of Libertad and the whole Province as well.

The center would serve as

…the future CENTER OF EXCELLENCE (CENTEX) in the Construction Sector …the hub for skilled workforce that would supply the Cagayan de Oro-Iligan Corridor (CIC) requirements. a major human resource facility for skilled workersa home for carpenters, plumbers, construction painters, masons, welders, and tile setters who wanted to be skilled and certified.

“These misamisnons skilled workers will actively take part in mobilizing the economic activity of the Province, thus addressing the perennial issue of unemployment”, he said.

The project is implemented in two phases. The first phase ran from November 2014 to April 2015 with the initial investment committed by the Hon. Secretary Joel J. Villanueva, in his visit last October 10, 2014. He committed TWO MILLION PESOS (P2,000,000.00) worth of Training for Work Scholarship Program for various trainings/ qualifications under the Construction and Metals & Engineering sectors such as Carpentry, Masonry,

Welding, Electrical, Masonry, Construction Painting, and Plumbing. The conduct have initially secured and furnished the building with grills, paved the construction of the flag pole, installation of plumbing fixtures, tile flooring, and painted the walls. Consequently, the project has also benefitted 275 trainees and produced 264 graduates with 97% certification rate. Some of these graduates have already been employed either in wage or self.

The second phase of the project is underway.

Another TWO MILLION PESOS (P2,000,000.00) committed by DG Villanueva and is expected to complete the Training Center before the slated Inauguration and Turnover Ceremony next month. Around 310 beneficiaries will avail free trainings and hopefully get certified in Carpentry NC ll, Construction Painting NC ll, Electrical Installation & Maintenance NC ll, Masonry NC ll Plumbing NC ll, and Tile Setting.

No less than the Secretary Joel J. Villanueva will grace the Inauguration slated on August 26, 2015.

and took the lead in the completion of the building that will soon be developed into a Center of Excellence (CENTEX) in the Construction sector. Programs with higher qualifications will be offered to cater to the new emerging industries, not discounting the opportunities brought about by the K to12 and the ASEAN integration. Likewise, the CENTEX will support the workforce requirement of the Cagayan de Oro-Iligan Corridor (CIC) economic development.

The Local Government

of Libertad is also indispensable for the realization of the project.

Hon. Mayor Leonardo L. Uy, Jr. along with his officials had untiringly overseen the implementation of the project applying the knowledge gained in training center administration during their visits in KorPhil and the Mintal Provincial Training Center in Davao Oriental. On the other hand, worth mentioning is the fervent efforts of Hon. Councilor Meriam Calam,

Chairperson on Committee on Education and Employment who personally looks into the intricate details of day to day operations of the center. She even reached the far-flung barangays of Libertad advocating technical education and enticing the out of school youth to enroll for the trainings available at the center.
