URIGAO CITY— Amid the rising complaints over the massive harvesting and trading of sargassum, locally known as “samu,” Mayor Ernesto Matugas has issued an executive order banning such an activity in the locality, considering its impact on marine ecosystem and on people’s health.

The complaints came not only from concerned residents, but also from marine product traders, who claimed that the supply of fish has drastically declined, as a result of the unregulated sargassum collections. In his Executive Order No. 11 on May 17, Mayor

CAGAYAN DE ORO CITY, - The Department of Health (DOH) Center for Health Development Northern Mindanao has launched the Red Orchid awards for local government units (LGUs), government agencies and government hospitals who strictly practices no-smoking inside and outside their offices. Doctor Ellenieta HMV N. Gamolo, assistant regional director of DOH 10, said that organizations who practice and implement no-smoking in their establishments are our modern heroes in ensuring that the environment we are living in is tobacco-free. The DOH Red Orchid award started four years ago in 2009 to highlight achievements in tobacco control by local government units (province, city and municipality), government hospitals, government offices, and DOH centers for

Health Development. Further, DOH Red Orchid Awards winners are judged based on the strength of comprehensive efforts to implement a 100% TobaccoFree Environment using the World Health Organization MPOWER initiative. MPOWER is an acronym that denotes the six proven tobacco control policies, namely Monitor tobacco use and prevention policies; Protect people from tobacco

smoke; Offer help to quit tobacco use; Warn against the dangers of tobacco; Enforce bans on tobacco advertising; and Raise taxes on tobacco. Regional Director of the Land Transportation Office (LTO) region 10 Hilarion E. Ulep and recipient of the Red Orchid for two consecutive years, said that this advocacy for a smokefree environment must start with the self and everyone

must have that willpower. In region 10, the town and local government of Talisayan in Misamis Oriental is awardee for Hall of Fame for the Red Orchid Award after winning the title for three consecutive years. Maritime Organization (IMO) Resolution declaring every 25th day of June as ‘Day of Seafarers’ pursuant to the 2010 Manila Conference on the International Convention on STCW (Standards of Training, Certification and Watchkeeping for Seafarers). It is also pursuant to the pronouncement of President Benigno S. Aquino III last June 3, 2011 declaring every 25th Day of June of each year as “Day of Filipino Seafarer.”

The day is a way of recognizing the important role and contribution of the seafarers to the maritime industry and global economy. Internationally hailed also as the “sailing ambassadors,” this is the day of showing appreciation the seafarers and pay tribute to their invaluable efforts and gestures, dedication to promote safety of life at sea and the marine environment. The celebration will be highlighted with different activities and to be participated in by different government agencies, stakeholders, operators, seafarers, students, maritime schools and training center/s. Among the activities are: holding short program at the local wharf, blowing of horns of all vessels at port, hanging up of streamers, text blast, radio and TV appearance, Seafarers Identification and Record Book (SIRB) Issuance, Maritime Symposium, exhibits, safety, health and environment campaign, Waive Passenger Terminal Fee and free haircut and Thai Massage. Aeta courtship and wedding: the Ibanag way Last of two parts By Oliver T. Baccay of PIA, Region 2 They only had few days to prepare for the wedding. On April 27, the preparation or “Bisperas” of their wedding, all of the community folks help in the preparation. They installed an “Alon” or wedding hall where they held the “Gala” night. All of their neighbors and other neighboring barangays thought that the two will only do a night wedding but they were shocked when Angel and Angelo confirmed that

they invited the public to witness their matrimonial ceremony night and day. “Daig pa nila ang kasal ng katulad namin kasi ang uso ngayon e night wedding lang para makatipid pero sila night and day pa. (They celebrated more than our way because the trend now is to celebrate night wedding only to spare expenses, but they did it night and day),” commented by one of their Ibanag neighbors. Ibanags are the locals of Penablanca. The two exchanged vows in public in a matrimonial ceremony officiated by a pastor of the Church of Christ, in

which the groom’s family is a member. After the mass, they did again a “Gala” dance with their godparents and supporters from which they generated 25,000 pesos, more than the gala proceeds of the other couple’s wedding in the area. The couple was so happy about the success of their nuptial. Many expressed happiness as they witnessed the first Aeta wedding ceremony but there were others who lamented that the ceremonies were patterned after an Ibanag wedding tradition, not the Aeta wedding practices.

Robert Salbino, the chieftain of the community, said their traditional wedding is very ceremonious. At the wedding day, they should dance “Balabbag” - their courtship dance. The bride and groom exchange vow s in the presence of their “Panlakayan” or oldest male member of the community. The bride and groom usually wear red-colored dress and use instruments made out of indigenous materials for their rituals. But during the wedding day of Angel and Angelo, the bride wore a white wedding gown, the god parents

danced the “Maskota” –courtship dance of Ibanag, a church pastor officiated the ceremonies and they hired sound system with disco lights for the gala night – a very Ibanag way. Of all of the traditional wedding celebration of Aetas, they practiced only one… the “Atang” or offering of cooked food for God and souls of their late love ones. But this tradition is also present in the Ibanag culture and tradition. When asked why they did not apply their original wedding practices, the chieftain said there are only a few of

their old community members who know the tradition and they don’t have anymore their indigenous instruments to allow the practice of the wedding traditions and rituals. Despite fear for the extinction of their tradition, culture and practices, Robert Salbino expressed gratitude to the couple because their wedding ceremony became an eye opener to Agta community to value wedding registration as they are the first to register at the local civil registrar, and able to prove that Aetas can stage a wedding ceremony with pride and honor.

Danish architect Henning Larsen, 87 Danish architect Henning Larsen has died in Copenhagen at the age of 87. In 1959, Larsen founded his own architecture studio, and he was active for more than 50 years. Henning Larsen’s life work counts a number of significant building works in Denmark and abroad. He was often described as a “master the light”. From 1968 to 1995, he was a professor at the Royal Danish Academy of Fine Arts, School of Architecture in Copenhagen. Celebrated buildings in his home country include the Copenhagen Business School Dalgas Have and the Royal Danish Opera, while abroad he is best-known for designing the Ministry of Foreign Affairs building in Riyadh, Saudi Arabia, and the Malmö City Library in Sweden.

His most recent projects include the Harpa Concert Hall and Conference Centre in Reykjavik, Iceland, which won this year’s European Union Prize for Contemporary Architecture, the Mies van der Rohe Award. Larsen was praised by critics for the quality of light and shadow in his buildings and in 2012 he became the first Danish recipient of the Praemium Imperiale arts prize. Although he was no longer directly involved with projects at Henning Larsen Architects, he closely followed the development of new designs and would often discuss details with his staff. From 1968 to 1995 Larsen was a professor of architecture at the Royal Danish Academy of Fine Arts in Copenhagen. He died at home in his sleep on June 22.

Steag is outstanding in environmental reporting Villanueva, Misamis Oriental – Energy firm STEAG State Power Inc. (SPI) is conferred with two national awards by the DENR Environmental Management Bureau (EMB) and the Pollution Officers Control Association of the Philippines during the recently concluded 1st National Convention on the Philippine EIS System at the Manila Hotel. Steag received the Outstanding in Compliance Monitoring Report (CMR) and the Outstanding in Compliance and Validation Report (CMVR) Awards, citing it “for exceeding the standards for self-monitoring and reporting under the Philippine Environmental Impact Study (EIS) System. EMB 10 Regional Director Sabdullah Abubacar who is also concurrent chairman of the MultiPartite Monitoring (MMT) Team for the 210 MW (net) Mindanao Coal-Fired Power Plant said that the award is EMB’s way of promoting excellence in the Environmental Impact Assessment Reporting in the country at the same time showcasing best examples of EIA reports following well-established scientific approaches, comprehensiveness and effectiveness. The awards specifically cited Steag “for demonstrating sound and

CMRs”. SPI joined the ranks of three other companies in the country to be recognized and honoured, and the only Mindanao-based company to receive such distinction.

Steag owns and operates the only coal-fired power plant in Mindanao located at the sprawling Phividec Industrial Estate in Misamis Oriental. Apart from setting the stan-

dards in environmental reporting and transparency by pioneering an on-line Continuous Emission Monitoring System (CEMS) in the country, Steag has also set-up an independent and empowered Multi-Partite Monitoring (MMT) Team that also serves as the community mechanism for a highly participative approach in social and environmental monitoring. Since start of its power plant operations in November 2006, Steag has delivered more than 9 billion KwH of electricity to the grid, representing about 20% of the island’s total power supply. Through the years, Steag has complied fully with all appropriate local and national labor and environmental laws and has managed to sustain a highly secured and safe work environment by achieving more than three million safe man-hours with zero lost time due to accident. Apart from ensuring an efficient, reliable and responsible business operations, the company is also aggressively pursuing the implementation of community development programs and projects designed to help improve quality of life of the people in its host communities in Misamis Oriental.

MANILA -- The intertropical convergence zone (ITCZ) and the southwest monsoon will induce rains in most parts of the country, according to Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) on Monday. PAGASA said a weak southwest monsoon is affecting the western sections of Northern Luzon while an ITCZ is affecting Southern Mindanao. An ITCZ is a merger of winds from different directions, which is also a breeding ground for low pressure areas (LPA). In its advisory, PAGASA said the regions of Ilocos, Cordillera Administrative Region (CAR), Cagayan Valley, Western and Central Visayas , Zamboanga peninsula and Soccskargen will experience cloudy skies with light to moderate rainshowers and thunderstorms.

Metro Manila and the rest of the country will be partly cloudy to cloudy with isolated rainshowers or thunderstorms mostly in the afternoon or evening. The weather agency said moderate to strong winds blowing from the southwest to south will prevail over the western section of Northern Luzon and the coastal waters along these areas will be moderate to rough. Elsewhere, winds will be light to moderate coming from the East to Southeast over the rest of the country with slight to moderate seas. PAGASA also issued a gale warning strong to gale force winds associated with the surge of southwest monsoon. The surge of southwesterly windflow has weakened but fishing boats and other small seacrafts are alerted against moderate to rough waves. (PNA)

Filipinos first and foremost Mohammedanism is a religious belief lived out by a good number of our southern Philippines compatriots as their way of life. But being a Muslim does not strip them of their being Filipinos, first and foremost. Sadly, however, peace negotiators representing the Government of the Philippines (GPH) seem not to embrace this basic fact when they sat down with our Muslim brothers in the negotiating table to forge a peace settlement to the age-long armed secessionist movement in some parts of Mindanao. These negotiators seem to be of the view that when one embraces Mohammedanism and thus become a Muslim, one is no longer a Filipino. Why did I say that? I am constrained to say that here because peace negotiators representing the government are more than willing

Bacon II to technically allow these Muslim brothers and sisters of ours represented by the Moro Islamic Liberation Front (MILF) to carve out an independent state for them that is separate and distinct from the Philippines. This willingness to give in to the demands of the MILF is premised, albeit erroneously, on a position that for having embraced the teachings of Mohammed they have somehow lost their Filipino citizenship. If this erroneous standpoint on the part of the

government negotiators is allowed to prosper, what will prevent the group of “anointed son of God” Apollo Quiboloy and his group of followers from asking similar concession from the government on account of their religious belief? We are not denying here the presence of an armed conflict between the government and the secessionist MILF. This is a fact. But the solution to the problem is not to de-Filipinize our Muslim compatriots. In negotiating for a peace

settlement to this armed conflict, the premise should be our being Filipinos above anything else. As brother and sister Filipinos, we can’t allow anything to come in the way of our relationship as brothers and sisters with the same blood running in our veins. Like any brother or sister having differences, we ought to resolve our differences on account of our blood relationship never on account of our religious differences which is just incidental. But here lies the problem because government negotiators tend to give more emphasis on their being Muslims than their being Filipinos belonging to one race, one nation and one country. Something wrong with cash dole outs

Provide purses for yourselves that will not wear out, a treasure in heaven that will never fail, where no thief comes near and no moth destroys’…” (Jesus Christ, our God and Savior, in Luke 12:33, the Holy Bible). -oooGOV’T CASH DOLE OUTS, A REAL HELP TO THE POOR: Without doubt, the government’s subsidy to poor Filipinos through its on-going multi-billion pesos conditional cash transfer program complies with the Biblical injunction to give to the poor, and President Aquino must be congratulated for continuing this project under his term, even if it was originally initiated by President Arroyo. Indeed, “(W)hoever is kind to the poor lends to the Lord, and he will reward

steps down, some 28 million people representing 4.5 million families will already become its beneficiaries. -oooSOMETHING WRONG WITH CASH DOLE OUTS? But be that as it may, Abad’s interview with media on the conditional cash transfer program on Monday, June 24, 2013, gave me the creeps, and made me think that something wrong maybe happening with such a very noble and beautiful program for the poor, notwithstanding President Aquino’s mantra of “straight path” governance.

First, Abad was quoted as saying that there are now studies to determine if the program will be extended for a longer period insofar as the 800,000 or so families which constitute the first batch of beneficiaries of the cash dole-out. Abad was saying that the giving of assistance to these families will already reach its five-year limit next year, although the children of the beneficiaries still have not graduated from elementary or high school. To me, this is an admission that for its first five year period, the program failed to bring any lasting benefit to its beneficiaries, as shown by the fact that there is no evident improvement in the beneficiaries’ financial status or economic activity despite receiving money from the government. nated localities has worsened. Objectively speaking, however, their poor condition, which is a fact, is not due to the national government’s failure to improve their lot. There is definitely no truth to this. Poverty is rampant in Muslim-dominated localities in Mindanao and even in other localities because the political leadership in these localities has not done anything concrete to up the economic lot of their respective constituencies. Classic example to this is Maguindanao. The province was not deprived of its share to government funds. It just so happened that the previous leadership of the province seem to be of the belief that such funds they are generating locally and from the national government were for their own use and benefit. While the residents of the province remained poor, the family controlling the

politics of the province was building mansions in the province and elsewhere. This fact was uncovered after the Ampatuan family was held responsible for the murder of 58 people, 30 of which were media practitioners, in 2009. That family ruled Maguindanao for several years and during their reign nothing substantial ever happened to the life of their constituency. If poverty is so rampant in Muslim-dominated localities because of their leaders’ inability to improve the lot of their Muslim compatriots, is secession the solution to their problem? If they are granted autonomy like a sovereign state, will the people in these localities be assured of a better life in the future if the problem is the political leadership’s failure to lead their constituency in their journey from poverty and want to prosperity and abundance? S part of the 25th anniversary of the Comprehensive Agrarian Reform Program Extension with Reforms (CARPER), the Department of Agrarian Reform (DAR-Agusan del Norte) conducted a one-day Gender Sensitivity Training (GST) at DAR conference

Against Women and their Children); RA-9710 (Magna-Carta of Women). It was in line with the government thrust of empowering rural women Agrarian Reform Beneficiaries (ARBs) and mobilize peasant women to actively participate in agrarian reform efforts. It also aimed to main-

stream the Gender and Development (GAD) concept, among rural women, particularly with regards to human rights, inequality and discrimination, violence in such areas as education, employment and health, as well in marriage and in the family. DAR-Agusan del Norte believes that GST is vital

in making women ARBs gender sensitive and responsive, in order to lessen or eradicate domestic violence in every household. Extremely satisfied with the training inputs, the participants committed to disseminate the learning to their respective communities. cited. “Sargassum is a critically important habitat for hundreds of marine species, and the growth of large quantities could reduce the effect of waves along the coastline, especially during storms,” the order cited further. Storage of sargassum also poses threat to human health if due care and caution is not properly carried out, the mayor stated. Citing marine scientists from the United States, Mayor Matugas said that Sargassum emits poisonous hydrogen sulfide during decomposition. According to a report published at the St. Maarten News website, hydrogen sulfide is a colorless, very poisonous and highly flammable gas. It spreads an unpleasant odor much like the smell of rotten eggs. Mayor Matugas further said the unregulated and massive extraction of sargassum can cause environ-

mental harm on marine resources and can disturbed the ecological balance. In the meeting Friday afternoon, Ernesto Kang, executive officer of the Business Permit and Licensing Office, told sargassum buyers that they can still do business until June 30. The meeting was attended by concerned citizens and representatives from the Bureau of Fisheries and Aquatic Resources (BFAR) and the Department of Environment and Natural Resources. (DENR) Beyond June 30, Kang said the city government will not anymore allow the storage and transport of sargassum within the city. Kang said that the business licenses of sargassum buyers “have been revoked effective last month,” noting they were given enough time to transport their sargassum supplies out of their storage areas in the city. He identified the sargassum buyers in the city as Ralinda Paganasol, operating in Barangay San Juan; Joey Lim of Punta

Bilang-Bilang; and Lito Lim of Navarro Street, both in Barangay Taft. At least 56 families surrounding the storage in Barangay San Juan have petitioned to close the storage because “the smell is really bad, their operation causes traffic, and the area is a mess because of pieces of samu littering the area.” S an Ju an B arangay Councilor Monina B. Caluna, one of the petitioners, said she wants a stop to the sargassum trading because it does not only destroy the marine environment, but also causes serious problem on sanitation in their area. For her part, Paganasol explained that sargassum trading “helped fishing communities economically,” noting that some illegal fishermen had stopped dynamite fishing to focus on collecting sargassum, while others stopped poaching wood and mangroves for charcoal production. She said they buy sargassum from fisherfolk at P8.50 per kilo, adding she can normally deliver 20 tons

Bukidnon IP community benefits from A Brown medical mission

MPASUG-ONG, Bukidnon - A Brown Energy Resources and Development Inc (ABERDI, a subsidiary of A Brown Group of Companies has again shown its extraordinary care for the Higaonon community in the hinterlands of Bukidnon. In partnership with the National Commission on Indigenous Peoples (NCIP) regional office X and the local government of Impasug-ong, Bukidnon, the joint medical-dental mission conducted June 14, 2013 reached out and offered free health care and other medical services to some 300 local residents of Sitio Kaanibongan, Kalabugao, Imasug-ong, Bukidnon, most of whom belonged to the Higaonon Tribe. Packed with various medical supplies, the medical-dental team, which comprised of doctors, dentists, nurses, barangay health workers, barangay nutrition scholars and ABERDI employees, managed the long and wearing trip to Sitio Kaanibongan, Kalabugao, a far-flung barangay near the border of Agusan del Sur and Bukidnon.

Notwithstanding the rough and rocky road and the unpredictable weather, the team safely arrive in the place and joined the other team members from the LGU of Impasugong, Bukidnon who traveled a day earlier to prepare the venue of the medical-dental mission. Aside from the actual dispensation of medical services, members of the mission also shared with the beneficiaries the importance of herbal medicines especially to mothers. Simultaneously, there were lectures on proper dental care and demonstration of proper tooth brushing among children and dispensing of available dental medicines.
