Protesters barricade Davao City highway for six hours to push for gov’t response DAVAO City -- A protest action along the Davao-Butuan highway in Panacan fronting the entrance of the Eastern Mindanao Command (EastMinCom) caused a sixhour gridlock as hundreds of protesters from militant groups and Lumads (Indigenous Peoples) barricaded the highway’s four lanes, blocking traffic flow to and from the city, to call on the national government to, among others, pull out troops from Lumad schools and communities in Compostela Valley, Bukidnon, Davao del Norte and Agusan del Sur. Protesters, among them Lumads (indigenous peoples) from these four provinces who sought refuge in the Haran compound of the United Church of Christ in the Philippines in downtown Davao City, farmers, small miners and members of militant groups barricaded four lanes starting at 9:30 a.m. but by 4 p.m. occupied only two after Mayor Rodrigo Duterte, who is on a Presidential campaign sortie in Luzon, asked

organizers to free the lanes to allow passage of thousands of stranded commuters. The barricade ended shortly before 8:30 p.m. City Administrator Melchor Quitain arrived at around 12:15 noon and got Mayor Duterte on the phone to speak to Kerlan Fanagel, chair of the Pasaka Confederation of Lumad Organization in South Mindanao Region. Fanagel said the mayor promised to air their concern to the national government. He said protesters are demanding the pull out of troops from Lumad schools and communities; disarming of paramilitary groups; indemnification and safe return of evacuees to their communities; indemnification, rehabilitation and rebuilding of damaged schools; arrest of soldiers who violated human rights; and end to vilification, threat and political harassment; dropping of all trumped-up charges; revocation of all large-scale foreign mining firms’ exploration and operation permits,

and removal of North Cotabato Rep. Nancy Catamco as chair of the House Committee on Indigenous National Cultural Communities and Indigenous Peoples. Fanagel said a representative from the Department of Education was on its way to the rally venue. He said they want DepEd to lift Memorandum 221 which he said allows military encampments in schools in Compostela Valley, Davao del Norte, Bukidnon, and Agusan del Sur. He said they will continue their barricade and warned of closing the two lanes again, if no DepEd official shows up. As of 6 p.m., no DepEd official arrived at the barricade site. By 8:30 p.m., the protesters left after a dialogue with Janette Veloso, DepEd regional chief on Curriculum and Learning Management Division. Why all lanes? Fanagel appealed to the public to understand them because “we are fighting for our rights.”

Affected residents phoned radio stations and posted on Facebok to complain about the gridlock, The general sentiment aired was that protesters have rights to be protected but so have commuters. Many criticized the organizers for occupying all four lanes while others lambasted traffic enforcers for not acting quickly. Passengers on the way to the airport also complained of missing flights due to the traffic while some were seen disembarking from non-moving vehicles to walk with their luggage to the airport. “Hasol kaayo pero katungod

PMFTC of Ane-i, Claveria coordinated the school head and barangay officials of Don Gregorio Pelaez to offer sports clinic to the young boys and girls age from twelve to seventeen years old. The target ben-

eficiaries of this program are the young daughters and sons of PMTC crop growers. This program aimed to help the youth away from illegal drugs and child labor. The said activity held every Saturday at the barangay plaza. The participants will avail free snacks during the sports clinic

and free sports facilities. This started last November 21, 2015 until March 12, 2016. The sports offered were volleyball, basketball, badminton and also basic computer training. About fifty participants avail the offer and mostly are coming from Don G. Pelaez Elementary school. The activity is monitored by the barangay officials. According to the participants, they gain valuable knowledge in playing such games. This will lead them to be more competent to join inter-school game, inter- barangay or even tournament games. These activities develop not only physical aspects of the youth but it also developed the mind and ability of an individual to discover her/ his potentials.

IN the wake of the recent debacles in the banana industry in Mindanao and other parts of the country, it is high time that a National Banana Research Center be established. Present statistics show that the country’s banana industry is worth some US $720-million annually, and provides employment to about 240,000 workers and contributes P830-million in taxes to local government units. The research center would promote the socio-economic development of Mindanao and the country as a whole. The establishment of this research center must be pursued because 13 out of the 26 provinces in the South, including Muslim areas, are dedicated to banana production. The Makeshift and the Newly Constructed Permanent Building of Zubiri Village E/S, Quezon-I District Zubiri Village Elementary School is a continuing/ developing school for a comfortable and conducive place for the teachers and pupils. We the teaching force together with our active school Principal Mrs. Victorina G. Baldoman of this school visualize that the school is in need of three makeshift classrooms. In this connection, we decided to construct a makeshift building. We solicited few amount from the private individuals, we also raised funds from school extra-curricular activities such as Lakan and Lakambini, Little Mr. and Ms. Santa, and homeroom donations from Grade IV and Grade V parents. The said makeshift classrooms are now used by the two grades. We give our thanks to all the people who gave

their support to make this project possible. Luckily last August 2015, Zubiri Village Elementary School is also one of the recipients of one building with four classrooms .This is through the collaborative effort of the Department of Education thru the coordination of Department of Public Works and Highways. This is very useful for the pupils and teachers for a conducive learning environment. Hopefully this building will be finished and can be used this beginning of the School year 2016-2017. We, the school head, teachers, parents and the four hundred thirty two pupils in this school, would like to express our heartfelt thanks to the Department of Education and Department of Public Works and Highways who are helping one another to augment the problem of lacking classrooms. FAO, DA initiate use of drones for disaster risk reduction in aggie sector Pampanga––Drones were launched on March 17 to officially mark a joint undertaking by the Food and Agriculture Organization of the United Nations (FAO) and the Department of Agriculture (DA) to initiate the use of the technology for disaster risk reduction in the agriculture sector. “The adoption of modern technologies in agriculture, such as the use of drones or unmanned aerial vehicles (UAVs), can significantly enhance risk and damage assessments, and revolutionize the way we prepare for and respond to disasters that affect the livelihoods of vulnerable farmers and fishers and the country’s food security,” said FAO Representative in the Philippines José Luis Fernández. ties to generate accurate and timely data are becoming more vital. Such information that can be gathered through drone missions, can

support the preparation of early warning systems and farm-level advisories, which farmers and fisherfolk can use to make better-informed decisions in protecting their livelihoods. It will also contribute to the government’s response planning activities.

“With the use of a drone, a team of technical specialists can assess up to 600 hectares in one day, significantly accelerating the process of projecting the extent of damage that an incoming hazard may cause in agricultural areas, and quantifying actual damage after a disaster,” said Director Christopher Morales of the DA Field Operations Service. In addition to assessments, data generated from drone flights will also be useful in the design of agricultural infrastructure support projects as well as environmental monitoring. The FAO-DA initiative includes the use of drones equipped with photogrammetric and navigation equipment to allow rapid and reliable assessments. These will be operated by DA and FAO technical specialists, including agronomists, agricultural engineers, mapping and IT specialists and data science experts who are undergo-

ing a three-week intensive course with lectures, simulation exercises, actual flying and mission planning. The training also covers principles of professional use through safe, lawful, and ethical means. “This initiative is a pivotal development that is fully aligned with our national strategy for disaster risk reduction and management for agriculture,” Director Morales explained. While the Philippines is one of the most disasterprone countries in the world, it is also one of the most advanced in shifting from reactive emergency response to proactive risk reduction. CAGAYAN de Oro City–– The dog that bit six men in the village of Lumbia here last week has rabies, the City Veterinarian reported. Perla Asis, the City Veterinarian, made the disclosure after the Department of Agriculture (DA) released its findings Wednesday last week. The DA conducted a complete laboratory examination of the “dog’s head,” which was brought for examination after the canine was killed by residents in Lumbia, Asis said. She said that the City

Thus, the government is doing its best to provide programs in order to solve, not just this particular problem, but its main root which is poverty. 4Ps or Pantawid Pamilyang Pilipino Program is the flagship poverty alleviation program of the Aquino administration. It is a human development measure of the national government, in the lead of Department of Social Welfare and Development (DSWD). In here, there is assistance or providing monetary support to extremely poor families to attend to their immediate needs. Moreover, there is also social development or breaking

“Motivation can be defined as a factor that determines the direction and force of an individual’s behavior”. It can also be described as the inner force that drives individuals to accomplish personal and organizational goals. Perhaps some say that salary is often enough to keep employees like teachers working for an organization, but it’s not always enough to push them to fulfill full potential. Herzberg’s theory emphasizes that while salary is enough to avoid dissatisfaction; it’s not enough to propel them to increase productivity and achievement. In fact, the output of employees whose motivation comes solely from salary and benefits tends to decline over time. To increase employees’ efficiency, one must turn to understand and respond to individuals’ internal and external motivations.

People are motivated by different factors that would that influence the motivation of the individual’s performance in the organization. According to Maslow, needs are the key factors that stimulate motivation of the individual. To create an effective motivation strategy, there is a need to understand that some of today’s employees are not looking solely for huge financial rewards from their career. They also look their jobs to provide social fulfillment, security means, and sense of identity such as the friendships, family support, community, flexible work, challenging work, etc. As motivation is that something which gives an individual’s desire to perform activities in the workplace such as schools, it’s important for the super visors/principals to understand and create the effective motivators to motivate teachers to maximize

their ability towards their responsibilities. It is the responsibility of those who are in the high position to motivate their teachers to perform effectively as it will help increased productivity, quality and school’s success. To attain long-term success, teachers must be allowed to identify their own goals and that must be aligned with the Vision, Mission and Core Values of the Department of Education. As already implemented, teachers are required to commit to the tasks set in the Result Performance Management System (RPMS). It is through this timely tool that teachers can be given the chance to set their own goals. RPMS is also a useful tool to evaluate teacher’s performance within the school year. This can be a basis to evaluate on how motivated the teachers are when it comes to committing their selves to work. Department of Education issued the DepEd Order No. 40, s,. 2012 entitled “DepEd Child Protection Policy”. As it is stated in the Section 8, one of the duties and responsibilities of school personnel is to practice positive and non-violent discipline, as maybe required under the circumstances: provided, that in no case shall corporal punishment be inflected upon them. If in case, a school personnel or any of them prohibited shall be penalize in administrative proceedings. This law causes suing on the teachers and the worst expulsion from their work because even scolding a child for some infraction could be a child abuse. The student could say he was humiliated and that could be abuse already. Now, how can the teachers instil discipline among their students if a simple action of scolding

If some will say that this policy help the teacher develop better teaching strategies, then in what way?
