Group says trafficked persons are not criminals

AVAO CITY – Human trafficking victims like Mary Jane Veloso, who is still on death row in Indonesia, should not be blamed for their condition, said an international group.

Pastor Amy MurankoGahan, founder of Global Impact Foundation Philippines s aid “a vic t im should never be blamed, a victim should be helped and empowered.”

“Of course, there’s always different decisions t hat p otent i a l ly cou ld have been made but the very essence of a victim is that they don’t understand, they don’t know,” said Muranko-Gahan.

She said “we should never push a victim away and accuse them, we should help them and empower them.”

Muranko-Gahan said gov e r n m e nt s w h o are “recipients” of trafficked individuals, like Indonesia in the case of Veloso, “shouldn’t treat them as criminals, they should treat them as a victim.”

Muranko-Gahan likened a trafficked individual to “a person was forced into prostitution and she was arrested for being a prostitute, in fact she was is a victim and she shouldn’t have been treated as a criminal.”

“With Mary Jane with others in the same situation, they were the one that were deceived, forced or victimized,” she said.

Veloso is an overseas Filipino worker (OFW) in Indonesia w ho was recently set to be executed via a firing squad because of a drug-trafficking case.

Veloso’s execution was delayed as the suspect who allegedly duped her into carr ying 2.6 kilograms of heroin into Indonesia surrendered herself to Philippine authorities.

International protests in Indonesian embassies and consulates, an online signature campaign that reached 200,000 e-signatures and a text barrage to the Indonesia Prime Minister were some of the efforts to convince Indonesian President Joko Widodo to grant reprieve to Veloso.

However, eight other prisoners were executed despite strong messages from their governments.

Meanwhile, MurankoGahan said helping Veloso should not be left to the government.

“Churches, non-government organizations business and others should help and shouldn’t leave it all to the government,” she said.

I think we can all understand that if you can’t feed yourself, you can’t feed your children, you are willing to do whatever it takes to feed your family, imp over ishe d condit ions increase vulnerability,” she said.

She said disasters are also exploited by traffickers and so is “lack of education and knowledge” among the populace as two of the three factors making individuals vulnerable.

She said their group is also trying to address the lack of knowledge as “knowledge keeps them from being victimized.”

The first concert will b e on May 7, 7:30 pm during the 2015 Palarong Pambansa Advocacy Night at the Tourism Village of the Davao del Norte Sports and Tourism Complex with celebrity artist Christian Bautista.

The second concer t will be on May 15, 7 pm at the Matina Town Square in Davao City with artist Aljur Abrenica.

Sun Life launches financial literacy journalism awards DAVAO City - Sun Life, a financial services company is inviting journalists and writers to join its Sinag, financial literacy journalism awards.

The awards aims to recognize financial literacy journalism in the country.

Its objective is that thru the media, every Filipino is encouraged to become more financially prepared and break-free from the bondages of ignorance, worry, debt and financial dependency.

Sinag, a part of Sun Life’s Financial Literacy advocacy also hopes to enable media to become a catalyst of change that can bring about a future-ready Philippines.

The contest is open to Filipino print journalists from both broadsheets and tabloids nationwide. Writers may enter the contest thems elves or may get nominated by their editors.

To qualify for Sinag, a nominee must have written at least three articles that would address the following objectives: Promote the importance of financial literacy.

Educate readers on different financial products and services. Share stories that readers may draw inspiration from their own financial journey.

Articles should be original, written in Eng-

lish, bylined and published between December 1, 2014 and Oc tob er 30, 2015.

Participants can submit up to five articles.

Entries should be submitted on or before November 6, 2015 and submitted to Sun Life PR and Communications via Lalie Novero thru email pnove@sunlife.com. The entries must contain the nomination form (provided by Sun Life), Microsoft Word files of the articles each clearly labeled with the date the stor y was published and the name of the publication and curriculum vitae.

Begin transforming Mindanao now CAGAYAN de Oro City -- With the onset of peace and cooperation occasioned by the Bangsamoro Basic Law’s passage, there’s a lot of multi-tasking to be done, implementing measures to be made, monitoring of developments, and the like.

No less than the total mobilization of Mindanao society is needed to pursue the agenda of peace and development, on all levels, with all sectors, in all corners.

All eyes and all hands should now be on the present and its onward march to the future; no dilly-dallying or wasting time on what essentially belong to the past.

Much better to focus on what the future needs and what need to be done at present so that nothing will delay the future’s arrival.

And, please, no more killing and hurting… or arming! ***** To whomever it may concern: rather than invest on weapons and killing machines, it is so much more rewarding and life-affirming to invest in life-giving, lifeenhancing programs and implements.

Inveterate war r iors should now moderate the urge to battle. Would they turn their swords into plowshares? Gun owners who are fascinated by killing machines and “kill-ratios” should change gears now and wake to the realization

that there has to be an end to anger, hate, death-dealing, and destruction.

Too many killings and killing machines cheapen life in our society. Rather than enrich and ennoble life, they demean it.

Obsessive attachment to weaponry is unnatural and destructive. Brandishing weapons is menacing and cruel. Except in rare cases, as in self-defense, weapons terrorize people and diminish their dignity. A terrorist who uses a weapon dishonors his nobility and debases his worth as a person. ***** Terror turns off hope and drains out happiness.

It kills laughter, creates fear, and spreads the darkness of despair. It’s inhuman! Not humane at all.

Far too many people in our society have been in the clutches of terror, especially in barangays and towns conflicted by insurgents and terrorist groups. Terrorists

have mindlessly made innocent people suffer.

Really, there’s hardly any compelling reason for war-mongering or for stocking an arsenal anymore.

What grievances there are to redress are essentially unaddressed issues of the past.

Let’s address them now, but in so doing, let’s not traumatize the present generation. Bring up the problems now. And let’s involve civil society and government in resolving them. ***** It’s saddening that clan wars are breaking out in various places at this time.

It reflects how badly developed are our communities, how poorly served by education, how disorganized still, how badly functioning their institutions, and how substandard the people in charge of them.

Given our level of education and access to information, education, and the sciences, it is so unseemly that instances of barbarism and crudeness should still roil the community.

More than enough processes, techniques, and resource persons are at hand with which to define, rectify, and redress the wrongs of the past. Justice is possible; it is within our reach if we have the will and the focus.

Since many months ago, one is asking, what the Greek government really likes and plans to do to end up its economical tragedy. Here is the next chapter: Finance Minister Yanis Varoufakis has criticized the Eurogroup for being unwilling to adapt to new situations. He also insisted a new bailout would be unnecessary if creditors were willing to restructure Greece’s debt. Wow. Again strong words!

Negotiations between Athens and its international creditors are moving closer to a deal, according to the yesterday’s Sunday edition of the German Frankfurter Allgemeine Zeitung daily.

Although it seemed unlikely that an agreement could be struck before Greece owes the next repayment of its debt package to the IMF on May 12, some rapprochement appeared to be taking

place between both sides.

Measures such as creating an independent audit court and freeing up the market for natural gas were some examples the newspaper gave of what it described as constructive and encouraging talks that began last week and were expected to continue today (on Monday!).

Despite concerns from analysts that Greece could default by the end of the month, outspoken Greek Finance Minister Yanis Varoufakis insisted in an interview published last Saturday that the country could “of course” get by without a new bailout - provided its creditors allowed an “important restructuring of the debt.”

In the interview, given to Greek newspaper Efimerida ton Sindakton, Varoufakis also took the opportunity

to criticize the Eurozone, saying that if it “doesn’t change it will die.” Adding that “no country, not only Greece, should have joined such a shaky common monetary system,” the finance minister was careful not to suggest that his nation was leaving the euro, as it would lead to “an unforeseen negative situation.” More than strong tabacco, I would say. And not only me!

Varoufakis also dismissed reports that his fellow EU finance ministers insulted him with epithets like “gambler” and “amateur” at a tense summit in Riga on April 24. “Those would have surely been heavy offenses if they had been expressed. But they were not,” he told the paper.

The Mindanao Peace Talks are now at the stage where mutual trust and confidence, mutual understanding and acceptance, are crucial.

It’s time to lay the cards on the table, to take off the mask, to reveal ourselves to one another without posturing or concealment in our motives. No more dissembling or pretense. ***** Of ourselves, let us demand openness and candor; of our government, transparency and accountability.

Let the concluding talks proceed cordially as befits an exchange between and among citizens in search of honorable peace and understanding.

UTUAN City – The Department of Health (DOH) said that HIV counseling and voluntary testing were the primary services it can provide to prevent the spread of HIV and other sexually transmitted infections (STIs) among high risk populations.

In a media release, DOHCaraga Director IV Minerva Molon said, “Counseling, aimed at behavioral change ultimately aims for safe sexual practices… We highly encourage those who belong to the high risk population and those who are sexually active to avail of our free HIV counseling to be educated on the risks and prevention of HIV and other STIs and confidential voluntary HIV testing.”

According to a 2012 HIV/ AIDS Global Response progress report, the Philippines is one of only nine countries in the world that has consistently increasing number of

new HIV infections of 25 percent complimented by increasing number of vulnerable areas, while the rest of the countries are either with decreasing or stable trends of new HIV cases.

Molon said our country’s response is to implement the 5th AIDS Medium Term Plan for 2011 to 2016, with the vision of halting the spread of HIV infection in the Philippines and with the goal of maintaining the prevalence of less than 66 HIV cases per 100,000 population and reduce the impact of the disease on individuals, families, sectors and communities by 2016.

The DOH-Caraga director said one of the strategies is to improve the quality and coverage of prevention programs for the persons most at risk for, vulnerable to, and living with HIV .

Voluntary counseling and testing (VCT) is part of the comprehensive prevention coverage package of services that should be provided especially to the key population, such as males having sex with males (MSM), freelance sex workers (FSW), people who inject drugs (PWID), and the vulnerable groups, especially children and young adolescents.

Through the celebration of the National HIV Counseling and Testing Week, people who belong to the high risk population and vulnerable groups will gain awareness on the importance of submitting themselves voluntarily for testing as one way to upgrade HIV prevention, and an avenue to help strengthen the capacity and quality of health care towards greater universal

Philippine Science High School campus to rise in Dipolog City

IPOLOG CITY, Zamboanga del Norte - The Department of Science and Technology (DOST) has approved the establishment of Philippine Science High School (PSHS) as the agency has chosen this city as the new science center here in the region.

The PSHS campus will be constructed in Barangay Cogon, this city, based on the resolution adopted by the DOST’s Philippine Science High School System Board of Trustees.

It will be known as PSHSZamboanga Peninsula Regional Campus based on Republic Act No. 8496, which mandates the establishment of a PSHS campus in each of the region in the country.

The resolution stated the establishment of the PSHS Campus in this city is in response to the need of ensuring optimum distribution of resources and opportunities for a quality secondary education to many scienceinclined gifted students in the

region and neighboring areas.

It was further learned that this city surpassed the criteria set by the PSHS Committee on Site Evaluation for New Campuses and other criterion including the peace and order condition.

This city is considered as the Agro-Industrial Growth Center of the region and the country’s southern gateway to the Brunei, Indonesia, Malaysia, and the Philippines-East Asean Growth Area (BIMP-EAGA).

Mayor Evelyn Uy has signified

the readiness to donate a fivehectare land for the permanent site of the PSHS in Barangay Cogon and to support the first few years of operation of the school through the provisions of funds for the renovation of temporary classrooms and dormitories situated at the Livelihood Skills Development and Enhancement Center (LSDEC) and sports complex.

Gov. Roberto Uy has also pledged the amount of Php10million for site development

inclusive of road concreting network and the construction of a perimeter fence at the permanent site of school.

Second district Rep. Rosendo Labadlabad also promised to donate Php35 million for the construction of a dormitory inside the PSHS campus.

The Regional Development Council also expressed full support to the establishment of PSHS in this city aside from the various commitments by top provincial officials. (PNA)

Mayor Climaco earlier issued Executive Order BC 113-2015 enjoining the

Zamboanga City Electric Cooperative (ZAMCELCO) to exhaust all means to implement the ILP in a bid to reduce the six-hour

daily rotational power interruptions in the City.

It further directed the Investment and Promotions division of the City Government to study and recommend incentives that could be extended to consumers who will participate in the ILP. Zamcelco is currently doing the legwork for the implementation of the ILP. The mayor has expressed gratitude to the members of the business sector who have signified their interest and willingness to be part of the proposed Interruptible Load Program (ILP). “Allow me to say thank you to those who have volunteered and those that would want to volunteer. It is really a partnership between the business community, the investments [division] as well as the City Government and ZAMCELCO.”

The chief executive said the voluntary move of the business sector to participate in the ILP is a way to reduce the number of power interruptions hours in the City without putting additional burdens on other consumers.

Rufo Pocholo Soliven, business sector representative said the ILP scheme has the potential to cut down power interruptions to less than four hours by temporarily removing peak loaders from the grid.

“We have already identified around 16 MW coming from the private sector.

The idea is to de-load all these peak loaders, they will be coming out of the grid, so that the 16 MW can be diverted to residential areas,” he said in a recent interview.

Classroom Management: Basic ways in dealing with naughty students

Being a teacher could be fun especially to those individuals who call their profession as a “calling,” marking it as a role already written in the book.

In teaching, they can deliver the richness of knowledge and share amazing stories to inspire everyone in the class. However, being a teacher also mean being someone prepared to deal with naughty kids. Definitely, everyone will encounter naughty fellows more than once in their lives, and teachers are not exceptions.

Lucky though, there are tips that could be great help to get over such annoying case.

Treating them as friends is a good start.

One of the possible reasons that they act badly is to get your attention. So, what you can do is to know them personally and dig their lives deeper.

Circumstances might made them that way; who knows, they also have problems, so they express their stress by being naughty.

Another is to include values formation in your teaching. Shifting your discussion once in a while with the importance of having values coiled inside one’s personality is ad-

visable. This will give them idea for them to behave better.

Adding reflection session is also good, such as playing Tibetan Singing Bowls tune during silent hours in class. Tools such as this are potential to influence mind including relaxing the mind of your naughty students.

After warning them verbally and still ended up unsuccessful and they kept on neglecting your concern, you can give them detention and additional assignment. Doing this will make them come up to an idea that you are serious and really mean what you have said.

If doing those mentioned tips are not that effective to your hardheaded students, then it is time to call their parents up and team with them in disciplining your students.

Teaching might include crying in front of the class because of how hard they are to be handled, but it is important for a teacher to overcome it, stand up and take the authority, indirectly giving students the message that in class, you are the good boss.

But I have no real talent in singing and dancing which is what Pinoys really want seeing. So what must I do?” So he concocts a plan.

A painstakingly slow but surefire plan. He started tweeting how fabulous the Philippines and its people are. That’s the only thing he does everyday. He tweets and tweets. Pretty soon, he’s attracted a number of followers. As the months go by, they swell and swell.

“Luke thank you so much for promoting the Philippines!” “Luke we love

you, you’re so cool!” “Luke pwede pa-picture with you come visit our barangay naman!”

His popularity is so immense that it attracted the Big Three networks. They call him up and ask him, “Can we feature you in our show?” This makes our subject beaming with satisfaction. “Hey why not?

After all, this will help boost tourism, right? It’s all for a cause.” And boom….the unknown becomes a household name. He becomes a celebrity.

But it’s not just him.

There are many others like him. They are people who exploit the masses’ vulnerabilities, knowing fully that

The one-of-its-kind testof-endurance – a combination of race running, biking, and rafting – called Rafthon will add color and uniqueness to Cagayan de Oro City’s fiesta events this August.

Rafthon, or rafting, marathon, and biking, was conceptualized and initiated by youth and sports advocate Sean P. Moreno, who is also the Rafthon director.

Rafthon aims to boost local tourism through Cagayan de Oro City’s famous white-water rafting adventure. The event is said to be participated by 120 teams from the different cities around the Philippines.

The Rafthon will take place on August 29, serving as the fiesta’s culminating activity. It has two categories: Category 1 – rafting the last 8 rapids of the Cagayan River (equivalent to 14 km.) + 4km/11km running; and Category 2 – last 8 rapids + 10km running + 35km biking.

Agriculture Secretary Proceso Alcala pours in multimillion projects to Lanao del Norte when Alcala visited and held farmers and fisherfolks’ fora in the towns of Matungao, Lala, Kolambugan and Kauswagan, all in Lanao del Norte late last month.

“Almost all of the towns in Lanao del Norte received farm-to-market roads, amounting to Php10 million to 20 million each, which runs to approximately over 100 million,” Gubat said.

During an ocular inspection in all the towns of Lanao del Norte, Gubat found out that all of the barangay road network leading to agricultural areas are cemented, amoing them the wide-concrete road of Maranding in the town of Lala, where the widest rice field is found in this part of the region.

“I appreciate very much the effort of the President for the agricultural development of Mindanao, and I can’t imagine why (there are still) negative feedback from his critics,” Gubat stressed.

Aside from the farmto-market road projects that were turned over by Secretary Alcala to the local executives of Lanao del Norte, Alcala also gave out Alternate Livelihood Projects for farmers such as cows, carabaos and goats under the Dispersal Program.

In his speech, Razo said that he is very thankful to the Region 10 Office for initiating this kind of endeavor, which signifies a convergence of partnership between NIA and IAs, especially in the Joint systems Maintenance and Operations of all National Irrigation system in the areas of Northern Mindanao to have good operation and maintenance of irrigation’s water system for good and quality harvest.

Koronadal allots P16M for drought-stricken farmers

KORONADAL City -- The city government is working for the immediate release of around P16 million from its calamity or quick response funds to assist farmers and farm laborers who were affected by the impact of the long dry spell in the area.

Cyrus Urbano, City Disaster Risk Reduction and Management Office (CDRRMO) head, said the city government is now allowed to utilize its calamity funds following the declaration of the entire city under a state of calamity on Monday due to the effects of the dry spell that was triggered by the mild El Nino phenomenon.

He said the calamity declaration was made through Resolution No. 115 that was unanimously passed by the city council.

A report released by the CDRRMO showed that the dry spell has already damaged around P44 million worth of agricultural crops, mostly

palay and corn, in some 2,000 hectares of farmlands within the city.

Around 3,000 farmers and farm laborers were directly affected by the calamity that ravaged all 27 barangays.

Hardest hit were barangays of Assumption, Mambucal, Saravia, Carpenter Hill, San Roque, Topland and Magsaysay.

The CDRRM Council initially recommended last week the declaration of a state of calamity due to the impact of the drought as well as the grass fires and the dwindling water supplies in parts of the city.

It also considered the earlier calamity declarations by three palay and corn-producing barangays in the area.

Urbano said they are now preparing the required work and financial plan to facilitate the immediate release of the calamity funds.

“We will prioritize the release of some relief assistance

for the affected farmers and farm laborers,” he said in a radio interview.

He said they have required officials of the affected barangays to immediately submit the names of the affected individuals to their office.

Aside from the relief assistance, the local government will also provide seeds and other inputs to local farmers to enable them to plant again once the area’s weather condition would improve, he said.

But Urbano clarified that they will not utilize the entire P16-million calamity fund for the assistance to the affected residents.

“We will use it for other needs like the infrastructure side as there are some water systems that need to be rehabilitated as well,” he said.

He said they will also allot portions of the calamity funds for other disaster mitigation, preparation and response initiatives. (MindaNews)

On March 2 this year, Kids in International Ministries broke ground on the future location of the rehab center in barangay Balubal.

For Stephens and the rest of the kids at Kahayag nga Dalan, the journey towards helping the underprivileged people of Cagayan de Oro is painstakingly slow. But with Divine Guidance, they are confident that they will succeed.

‘Bossing’ remembers old ‘Shoot that Ball’ film in new SMB commercial VIC SOTTO loves basketball and remembers fondly his film involving the sport when he did the latest television commercial for San Miguel Pale Pilsen.

Sotto, also known as Bossing, says he once did a film “Shoot That Ball” in 1987 as part of the popular comedy trio of Tito, Vic and Joey.

“I love basketball and started playing the sport when I was young. I remember the ‘Shoot That Ball’ movie I did many years ago. I was with Tito and Joey plus Martin Nievera, Jimmy Santos and former PBA import Michael Hackett. We had a lot fun doing that film and had a lot of body pains doing it,”Sotto said.

“That’s why when I heard the TVC will be about basketball, I think I needed to stretch a lot since it’s been a long while since I played basketball. But I used to play in the PBA and that is the Philippine Bulagaan Association

(PBA),” adds Sotto, referring to the thenbasketball segment of popular noontime show “Eat Bulaga.”

In the newest TVC, Sotto shares the limelight with Philippine Basketball Association (PBA) cagers June Mar Fajardo, Marc Pingris, Arwind Santos and Marcio Lassiter. They were up against a group of ‘imports’ for a cooler filled with ice-cold San Miguel Pale Pilsen. He wore his retro basketball outfit and even made the key basket in the TVC’s zany ending.

“These players

are fun to work with. I already worked with June Mar and Marc in the first San Miguel television commercial so it was an easy shoot,” Sotto says.

Sotto could not hide his admiration for the four players, who all played for teams under San Miguel Corporation. “June Mar is an MVP and led San Miguel to a championship. Marc is my son-in-law and I know he is a good provider and even won a grandslam.

Marcio is a great shooter. Arwind’s three-point shot was a big factor in the championship and I heard he also has a music career with his song ‘Bagyo’.”PR Sotto also paid tribute to San Miguel Pale Pilsen, which will celebrate its 125th anniversary this year.”
