DTI launches participatory budgeting in Agusan Norte PLDT cuts off long distance services of the MISORTEL By ERCEL MAANDIG

MISAMIS Oriental––The Philippine Long Distance Telephone (PLDT) has cut off the long distance services of the province’s cash trapped Misamis Oriental Telephone (MISORTEL) system, MISORTEL Manager Fernando Dy said on Wednesday. Dy made the disclosure as he begged for the release of P6.2 million, representing as partial payment of MISORTEL’s P 51 million debt with the PLDT, with members of the provincial board during the board’s regular session last Monday. PLDT is the major communication provider of the MISORTEL company that provides communication services to some 3,000 local subscribers in Cagayan Style icon and TV host Tim Yap shares the bed on stage with America’s Next Top Model Cycle 12 and All Stars finalist Allison Harvard at the activity center of the Centrio Mall, De Oro City and Misamis Cagayan de Oro City, for its Style Origin “Inspiring Fashion and Beauty” event series, June Oriental. He said that the situation was exacerbated with the pulling out of MISORTEL’s institutional clients such as the Del Monte Philippines and the Pilipinas Kao, all multi-national companies in Cagayan De Oro and Misamis Oriental. In response, the provincial board members passed a resolution for the release of P 6.2 million as MISORTEL’s partial payment to PLDT for the immediate reconnection of the international direct dialing lines of the province-owned telephone system. MARAWI City--A Regional Trial Court (RTC) judge ordered top officials of Lanao del Norte Electric Cooperative (Lasureco) to reconnect the electricity of at least 35 towns in Lanao del Norte. Judge Wenida B.M. Papandayan of the 12th Judicial Region cited the nature of the case as follows:

PAGASA monitoring new LPA near Mindanao

THE Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) on Wednesday is keeping watch of low pressure area (LPA) that has entered the Philippine Area of Responsibility (PAR). In an interview, PAGASA weather forecaster Connie Dadivas said that as of 4 a.m., the LPA was estimated to be 700 km east of Northern Mindanao (9.8°N, 132.5°E) embedded along the Intertropical Convergence Zone (ITCZ). Dadivas said the weather disturbance remains far and won’t affect the country yet but by Friday it will bring rains in Luzon, including Bicol Region and the Visayas. She said the agency’s

numerical models continued to show that the weather disturbance has a slim chance to become a tropical depression but the agency continues monitoring it. She said PAGASA still expects one to two more storms to hit the country before the end of the month. She added that the next tropical cyclone that will visit the country will be named “Florita.” Meanwhile, Dadivas said that except in western section of Luzon most parts of the country will continue to have fair weather on Wednesday. Pregno was caught with a caliber .45 pistol in his possession. He said the pistol’s magazine contained 8 bullets. Yap said they have coordinated with the Valencia City police in the apprehension of Pregno and that investigation is going on. The drug operation conducted by the PDEA in Malaybalay resulted in the arrest of suspect Esterio Pamisa, a former policeman who had gone AWOL.

He said the PDEA operatives found in the house of Pamisa plastic sachets believed to containing shabu weighing 50 grams as well as drug paraphernalia. DTI launches participatory budgeting in Agusan Norte By PAT SAMONTE and CRISTINA DEDEL

BUTUAN CITY – The Department of Trade and Industry in Agusan del Norte (DTI-ADN) has launched six projects in four towns to jumpstart the agency’s 2014 grassroots participatory budgeting (GPB) implementation in the province. DTI-Caraga Regional Director Brielgo Pagaran said P4.3 million was released for the projects before the end of May, 2014. According to Pagaran, the local government of Tubay received P2.25 million for three projects: Livelihood for Out-of-School Youth (Coco Sugar and Honey), Pangkabuhayan Para sa Kababayen-an (Nutri Curls) and Social Mobilization for the Development of Municipal Mangrove Area. LGU-Nasipit’s Training Center for Call Center Agent Non-Voice Business Process Outsourcing got a funding of P811,250. One million pesos (P1M) was released to LGU-Las Nieves to establish two palay and corn buying stations. LGU-Jabonga’s Rural Micro Enterprise Promotion Program (RuMEPP) obtained funding support worth P26,869.57. DTI-Agusan del Norte has a total of 22 approved projects under the 2014 GPB for the province and Butuan City with a total project cost of P30,541,283.66. The projects are expected to generate 611 new jobs. The GPB, formerly known as Bottom-up Budgeting (BuB) aims to help attain the Philippine Development Plan’s (PDP) goal of inclusive growth and poverty alleviation. DTI-Caraga got P87.96 million for the implementation of 130 projects in the region for the 2014 with DTI-ADN having a 35 percent share. As of end of May, 2014, DTI-Caraga has released P28.2 million for 72 projects across the region.

By increasing the penalty against employers who fail to remit the funds they

deducted from their employees, the SSS law would be more reliable. The propose measure is laudable since it will enforce a law penalizing non-remittance of workers’ SSS contributions by a fine of P25,000 and an additional P20,000 for ever y P10,000 withheld and imprisonment for no less than eight years to 14 years. Half of the amount paid as fine shall be given to the employee whose contribution was not remitted in addition to any civil damages that the employee may be entitled to, the bill provides. Let us rally behind this very laudable measure.

Worth understanding

WHEN one belongs to the minority in the Senate, it simply means that that senator is not with the majority that is in control of that chamber’s leadership. It is worth understanding that the alignment of forces in the Senate is not always based on partisan considerations or party affiliation but which grouping can give the best concession such as committee chairmanship to a senator. When President Aquino ascended to power in 2010, the senators grouped themselves not according to their like or dislike of the new president but based on who they can comfortably work with notwithstanding their party affiliation plus the most important consideration which is what

Worth... Arroyo. The senator from Cavite has been feeding the public about his plans of seeking the presidency “if the people so demands that he will,” or words to that effect. When Aquino marshaled his allies in both the Senate and the House of Representatives for the passage of the controversial Reproductive Health bill, except for Enrile, the two others allied themselves with the majority that had it passed into law. During the impeachment trial of Supreme Court Chief Justice Renato Corona, the Senate as the impeachment court was presided over by Enrile with Estrada as the president pro-tempore. The three voted for the conviction of Corona. In many other instances, the three had always been allied with the majority of the senators in pushing for the passage of Aquino’s other legislative agenda such as when Malacanang moved for the scrapping of the priority development assistance fund in the 2014 general appropriations act. They just crossed swords with Aquino when it became clear to them that the latter was indeed serious in prosecuting them for what the Department of Justice, the National Bureau of Investigation and the Commission on Audit had claimed their having pocketed a portion of their respective congressional fund allocations either

through kickbacks or commissions. The trio only accused the Aquino administration of running after the political opposition, and in their own estimation of themselves they are the political opposition, when they were exposed as having abused their pork fund. But how they came to the conclusion that they are now the political opposition they did not explain. But it is hard to find logic to that claim. Does this mean that all those who are now charged before the court for their complicity in the P10 billion pork fund scam alleged to be engineered by Janet Lim Napoles are with the political opposition? I don’t think there is logic to this. It would be better if all those charged in connection with this mind-boggling fund scam will just focus on coming up with their defense that is sound and logical. Insisting that they are haled to court because of their being with the opposition even if this claim does not have any basis will not give them any benefit at all. They should not forget that they are facing a criminal charge that will surely be resolved by the courts based only on the merits and on the evidence presented by the prosecution. DAR distributes land to ARBs in Zamboanga del Sur

“Before there was only one classroom, one teacher for 28 students and now we have more than 400 students enrolled in the school and these additional classrooms really means a lot to all of us and we thanked Governor Totoh for his magnanimous support to education,” Hayudini said. Hayudini said they still need more teachers for the growing school population. He said volunteers are currently helping teach the children. Tan has encouraged mothers in the village to enroll their children to school. “Education is very important to all of us so I encourage all mothers to put their kids to school so our children will be able to learn and through education we shall make them good citizens and our partner in nation building

Justice Secretary orders NBI XI to dig deeper on King’s murder By Jessie L. Casalda

DAVAO CITY -Justice Secretary Leila de Lima has ordered the National Bureau of Investigation Southern Mindanao Regional Office (NBISEMRO) to dig deeper into the murder of Cebu City-based businessman Richard King who was shot dead during Independence Day. This after the name of a high-ranking police intelligence official P/Sr. Superintendnet Leonardo Felonia cropped up during police investigation to have hired the gunman who killed King inside the Vital-C building in Barrio Obrero, Davao City last June 12. But NBI would not confirm whether they had placed Felonia under their custody or they had released him. Felonia had earlier approached Mayor Rodrigo Duterte to clear his name after he was named by one of the three suspects arrested by the police for King’s murder. Felonia was said to be the police officer who had called up the alleged triggerman Paul Dave Molina

Labang and instructed him to look for King at the Vital C building in the afternoon of June 12. But Mayor Duterte referred Felonia to the NBI to erase any doubts on whatever investigation to be made on him regarding the case. Duterte said he had nothing to do with the investigation on Felonia since police supervisory powers of local government chief executives is only over the police force in their locality. “Since Felonia was assigned at PNP Regional Office, I have no power over him, thus, he should be better submit himself for investigation before the NBI,” Duterte told reporters. The mayor also pointed out that he referred Felonia to NBI to clear bias in the investigation. Felonia, chief of the PNP Regional Intelligence Unit, however, denied any involvement in King’s murder and he surfaced before the authorities to clear his name. Atty. AVAO CITY — Murder charges were filed Tuesday afternoon before the City Prosecutor’s Office against a police regional intelligence chief implicated by suspects in the killing of billionaire businessman Richard Lim King who was killed last June 12 in Obrero, this city. Based on a copy of the affidavit of complaint obtained by Davao Today, the murder charges with Docket Number XI-02INV-14-F-4073 was filed by complainant James Lim King, the brother of the victim and was received by Assistant City Prosecutor Panfilo Junior Lovitos. The affidavit of complaint accused Police Superintendent Leonardo A. Felonia, head of the Regional Intelligence Unit and three others as suspects in

King’s killing. The affidavit indicated that Felonia was still “at large” as he was not in the custody of the local and regional police offices. market and its customers and the latter’s relatively weak bargaining position as against MERALCO and in view too of the serious consequences and hardships a customer stands to suffer upon service disconnection. MERALCO’s failure to strictly observe these legal requirements can be equated to the bad faith or abuse of right that the law speaks of,” added Papandayan. The judge said: “Under the circumstances, we cannot but conclude that respondents abused its superior and dominant position as well as the authority granted to it by law as a service provider when it disconnected the electric service of the affected consumers represented by Petitioners without any written notice. Nowhere in the record show that respondents gave the affected consumers of these municipalities notices of disconnection before cutting off their electrical services. Hence, the general prohibition against the issuance of a restraining order or an injunction under Section 9 of RA 7832 cannot apply Rather, what must prevail is the exception an injunction can issue when a disconnection hast been attended by bad faith or grave abuse of authority.”
