Major General Hernando Iriberri is the 56th Commanding General of the Philippine Army, as of his assumption on February 7, 2014.

Major General Iriberri was commissioned in the AFP Regular Force in March 1983 after graduating from

the Philippine Military Academy. Although basically an infantry man, he also served in other fields of the Army such as an intelligence, public relations and staff functions and international peace

MOA inked between BFP-Oroquieta City and GT Distributors Volunteer Fire Brigade. Bureau of Fire Protection (BFP) Fire Insp. Isagani P. Olmedo signed the Memorandum of Agreement (MOA) with Mr. Gorgonio “Gonie” Boaquina of the GT Distributors, who head the GT Volunteer Fire Brigade which was pursuant to R.A. 6975 and Section 5 of Article II of the Philippine Constitution.

The dynamic partnership was forged to protect life and properties when fire occurs in the City of Good Life.

The partnership will enhance cooperation among the

local government unit, the BFP, and the private sector.

For his part, Mr. Boaquina considered the MOA as giving back what is due for the city, as an Oroquietanon, GT Distributors is part and parcel of the socio economic development of Oroquieta City.

Under the MOA, Olmedo said that the BFP’s responsibility is to train the GT fire volunteers, to legalize, and give them legal protection as partner in fire fighting.

DAVAO CITY- A pediatric orthopedics hospital named after NFL (National Football League) star Tim Tebow formally opened last Friday (May 1).

The Tebow CURE hospital is a $3.5-million medical facility that provides charitable treatment to children with conditions like knock knees, bowed legs and neglected clubfoot. The facility also provides competitively priced orthopedic consultations and surgery for adults in need of total join replacements or arthroscopic surgery.

Treatment for sports injuries and spine conditions can also be done in the hospital located along JP Laurel Avenue in Davao City.

The hospital was built and operated by CURE International with the support of donors like the Tim Tebow Foundation and the Sacred Harvest Foundation.

In the audit itself, COA recommended and required the Local School Board and the Sangguniang Panlungsod to allocate, appropriate and utilized SEF for priority programs and projects identified under the circulars.

The COA likewise directed the school administrators in-charge in the conduct of training under Citizens Development Program to submit course outlines and other documents authorizing the conduct of training, and, has required the concerned public school teachers to refund the amount received without legal basis.

NorMin Out-of-School Children and Youth: Lowest in Mindanao

According to the 2013 Functional Literacy, Education and Mass Media Survey (FLEMMS), 9.8% of the children and youth in Northern Mindanao, or 180,908 children and youth were out of school in 2013.

Region 10 had the least

out-of- school rate among Mindanao regions while ARMM had the highest rate of 14.4% in 2013.

The proportion of outof-school individuals in the region was hig her among youth than children. Among the youth

aged 15-24, 17% of them are out-of-school with female youth having a higher out-of-school rate.

Among the children aged 6-14, 2.6% of them are out-of-school in 2013 with boys having a higher outof-school rate.

Results of the survey showed that the top three reasons for females not attending school were (1) marriage (36.2%), (2) insufficient family income (17.0%) and (3) housekeeping (13.7%). Meanwhile, the top three reasons for males not attending school were (1) lack of personal

interest (33.1%), (2) insufficient family income (22.7%) and (3) illness/ disability (12.2%).

The 2013 Functional Literacy, Education and Mass Media Survey (FLEMMS) covered around 36 million population aged 6 to 24 years. Out-of-school children is defined in the

FLEMMS as persons aged 6 to 14 years who are not attending school while outof-school youth as persons aged 15 to 24 years who are not attending school, have not finished any college or post secondary course, and are not working.

Federalism in a society of oligarchs CAGAYAN de Oro City-What happens if we adopt the federal form of government?

Not much, really; not especially at the local level— and more so in constituencies that seem enamored of political dynasties and strong-arm tactics.

A shift to federal now will simply place the same oligarchs who control power today into more secure positions of control under the federal system tomorrow.

In other words, the same autocrats, oligarchs, and traditional politicians (trapos)—with their political dynasties—will be the lords of the federal system. With politics in captivity, reform will be largely be a pipedream; and government will behave and perform the same as today.

Like a new year’s resolution, a system is only as good as the deeds people do to fulfill its mandates. No matter how well-crafted it may be, it can do little good if the people and officials do not act out its precepts, intents, or purposes. ***** Thus, if the public servants will still behave like masters and the community or the constituents like spectators and puppets manipulated by patronage, nothing much will change.

Look at the power structure today, do a little projection into the future, and see if there’s any chance that a Binay, a Duterte, a Guingona, or an Angara would ever yield to anyone outside their dynasty or without its approval and support.

Oh, some may fall off the

Do you usually agree with people when they criticize you? Probably not. But just for fun, try it sometime.

Agree with the criticism that people might give you.

At first, it won’t feel natural or fun because when people criticize us, our natural reaction is just the opposite.

We feel hurt like we’re being attacked. So as our blood pressure shoots up, we fire back our own criticism of that person like a counter-attack. But think of all the time and energy we waste reacting with anger to criticism.

A famous, successful person says: “I’ve learned

In politics, few individuals can be trusted and relied upon—sapagkat sila’y tao lamang (they’re only human) and politics is all about power.

There’s something about power that transmogrifies ordinary people into greedy oligarchs. Like the siren song of Greek mythology, power is irresistible, and its embrace is fatal to ordinary mortals. About the only ones immune to lust for power and its obsessive appeal are statesmen and leaders with extraordinary character.

This explains why it is important in politics to seek power in the context of a team and within the framework of a common platform, philosophy, or ideology; in other words, through a party. ***** Members of a bona fide political party are committed to a set of goals and objectives designed to bring about an improved quality of life for all. Each party member is bound by this commitment as an individual and as a member of the group.

In turn, his membership with the group binds him to support everyone and assures him of their support. In the process, they balance each other out, temper the excesses of individual members, and solidify one another’s loyalty to the common cause.

Membership provides togetherness of kindred ideas, ideals, and aspirations. And the same membership also serves as a reminder of what the party stands for as a team, that it is on a mission to pursue a social contract with the community.

If the party is victorious, the members, individually and collectively, enter into the social contract with the

community as a group, not as individuals. ***** In the course of the party’s life, each one may perform a different role but performs it in coordination and harmony with one another, democratically, consensually.

But if the party is dominated, manipulated, or dictated upon by one person or a clique, it is not a bona fide party, merely an oligarchy.

And this, I’m afraid, is the ugly reality of our political system.

It is very doubtful whether a federal system will take root readily and thrive in a society of oligarchs, dynasties, and thoroughly traditional, self-serving, greedy politicos.

You see, friend, it just might be true—at least part of it. I don’t know about you, but I’ve got lots of room for improvement.

So let’s take all the help we can get, even if it hurts a little, because the truth hurts sometimes. And if part of that criticism of us is simply not true or fair, then just take the part that is true and do something about it.

Let it change you and make you a better person.

Make it work for you to your advantage. As they say, “Spit out the bones and keep the meat.” It will make you stronger in your character.

So we need just to chew on that criticism of us and think about it for awhile.

God created us to have the character of Jesus Christ.

One of the main reasons He became a human being was to show us the kind of nature and person He designed us to be. And all it takes is one look at Jesus to know we’ve got a long way to go to become that kind of person!

So let’s learn all we can and take all the help we can get—even from our critics.

6 remote villages in AgSur town avail potable water supply

ROSPERIDAD, Agusan del Sur Residents in six far-flung barangays in Trento can now access to the P5.6 million worth potable water supply project under President Benigno Simeon Aquino’s Payapa at Masaganang Pamayanan (PAMANA) special project where the Provincial Government of Agusan del Sur (PGAS) became one of the recipients.

Barangays Langkilaan, New Visayas, Pangyan, San Ignacio, Cuevas and Manat, all in Trento town were recipient of Rehabilitation of Spring Development (Water Supply System Level II) project funded by

PAMANA – Department of Interior Local Government (DILG).

According to Armando Gomez, PAMANA point person of PGAS, Langkilaan got a funding of P1.5 million; New Visayas

P1.3M; Pangyan P790,000; San Ignacio P680,000; Cuevas P630,000 and Manat P660,000.

Last month the PAMANA’s regional and provincial technical working group conducted a project inspection in these recipient six barangays and found out that all were 100 percent completed.

According to Trento Mayor Johnmark Billanes, for the longest time residents have suffered the lack of potable water supply but this time, all their agony was set aside.

“We are here to deliver services to our people.

Arlene Ann Sanchez, DILG provincial director, said this special project should be given proper management by the Ba-

rangay Water System Association (BAWASA).

She added that the BAWASA should be responsible for maintaining, regulating and organizing the system. Sanchez emphasized that the water is filtered and examined, thus, safe for drinking.

According to Marcelino Escio, one of the beneficiaries, they have to walk for 100 meters before in order to fetch water from the river as their source of drinking water. Escio added that he is very thankful that the water supply became accessible in their area.

“My role is to represent the six barangays of

Trento in expressing their appreciation for the projects undertaken in our municipality. With this, I expressed my heartfelt gratitude to the national and provincial governments and PAMANA program of the President,” said Mayor Billanes.

by NPA atrocities to get aid from ECC TANDAG CITY, Surigao del Sur – The Department of Labor and Employment (DOLE) in Surigao del Sur assured all five jail guards, victimized recently by atrocities of the New People’s Army (NPA), of appropriate compensation from Employees’ Compensation Commission (ECC).

Raymond Fel Sajor, DOLE provincial field office chief, said coordination between their office and the ECC has already been underway immediately after the unfortunate incident when Senior Officers 2 (SO2) Feliciano Polan and Juan Salazar, both provincial-employed guards as well as three others—Jail Of f icer 3 (JO3) Alfredo Galindo, JO1 Mardenver Balan, and JO1 Roger Sarvida were waylaid by an estimated hundred armed men believed to be NPA rebels

on April 27 at around 7:45 a.m. in Barangay Amontay, Marihatag town, 50.5 kilometers, this city.

It can be recalled that all five were escorting two NPA-detainees—Jojean Alameda and Robert Rivas—on board the same BJMP vehicle on their way to a court hearing at the Regional Trial Court (RTC) Branch 28 in Lianga, some 39.5 kilometers farther down south from the ambush site.

DTI Mobile Diskwento Caravan targets depressed areas in Region 9

AMBOANGA City -– The Department of Trade and Industry (DTI) announced that its all systems go for the week-long first-ever Mobile Diskwento Caravan.

The caravan, which targets the region’s depressed areas, is scheduled to be held from May 11 to 17.

Dr. Sitti Amina Jain, DTI regional director, said Monday the Mobile Diskwento Caravan, which targets depressed areas here in Region 9 was conceptualized with the poor as the ultimate consideration.

“The major objective is really to reach out to the rural municipalities for them to have easier access to basic commodities at discounted prices. We will be roaming around depressed areas in the region identified by our provincial offices,” Jain said.

Jain said the caravan will kick-off in this city’s coastal barangay of Labuan on May 11; after which, the team will go to Titay, Zamboanga Sibugay on May 13; the group will then move to Siayan, Zamboanga del Norte on May 15; then finally to Sominot,

Zamboanga del Sur on May 17.

She said that discounts start at 10 percent as in all the diskwento caravans the DTI has spearheaded.

She said items that will be sold during the caravan include basic and prime commodities like noodles, canned sardines milk among others, and school supplies just in time for the opening of classes.

She said at least 10 locallybased business establishments have committed to participate in the caravan by consigning their

products with DTI as it would be expensive on their part to travel for one week.

“The difference between the mobile diskwento caravan from the regular one is that the distributors will not be joining the DTI staff in going to the provinces.

Instead, they will be consigning their products to the agency,” she explained.

She said they have already come up with the mechanics, necessary papers, and policies to ensure that all items consigned by the distributors are properly

documented.

Aside from these, Jain said they are partnering with the Department of Agriculture for agricultural products and Technical Education and Skills Development Authority for some services.

Meanwhile, Jain said the DTI provincial offices are also scheduled to conduct the Balik Eskwela Diskwento Caravan before the opening of classes.

She said it will be held right after the conduct of Mobile Diskwento Caravan. (PNA)

MUTIA,Zamboanga del Norte – A groundbreaking ceremony signaling the start of the farm-to-market road (FMR) concreting project of the Department of Agrarian Reform (DAR)-Zamboanga del Norte in this town has been held recently.

This road project, which will benefit 133 agrarian reform beneficiaries (ARBs) and 2,683 non-ARBs from Poblacion to Barangay Diland, has been alloted P5.35 million under DAR’s Bottoms-up Budget (BuB),

Grassroots Participatory Budgeting (GPB) with some counterpart funds from the munipal government.

In his mesaage, Provincial Agrarian Reform Program Officer Mohammad Dassan L. Adju appealed to the residents to protect and take care of the projects given them by the government.

“This is not the end of our partnership in development with this groundbreaking ceremony or after the completion of this project, but this is just the beginning,” Adju said.

“It’s really difficult to bring development in the community. We will first pass through many rugged roads and we will encounter many obstacles,” he streesed adding “the problem [that

may arise] after the completion of this project is how to maintain it and the role of every resident will now start.”

“In DAR, if we can see that there’s a development and cooperation in the community, we will give more and more projects,” he assured.

Mayor Arthur C. Tenorio, on the other hand, said: “Our major problem here in Mutia, since 1960 from its birth until now, is the road concreting.”

Pag-IBIG Fund President and Chief Executive Officer Atty. Darlene Marie Berberabe responds to an article that alleged some concerns against the move of Pag-IBIG towards paperless/ checkless transactions in the Fund’s multi-purpose loan (MPL) program. Previously, an MPL was disbursed thru checks. The move now is towards issuance of cashcards where the loan proceeds will be credited so that the member need not go back to Pag-IBIG offices to claim the check and to go to a bank to encash the check.

The objective of Pag-IBIG in these checkless multipurpose loan transactions,

Berberabe explained, is to provide convenience to Pag-IBIG members and security of the transaction.

Second, the more efficient process also means savings in transportation cost for the member. Third, the checkless transaction reduces the prevalence of other people making business out of rediscounting the checks, or even the loss of checks.

Fourth, Pag-IBIG is compliant with the national government’s initiative towards electronic transactions for convenience, safety and security.

Berberabe said, however, that the information is not accurate as the member only needs to fill up the application form for his chosen

card and submit it together with the MPL application form at the Pag-IBIG branch where the loan is filed, then Pag-IBIG Fund does the rest of the process. She said that account opening in the banks is not needed. The cashcard is a pre-paid or debit card.

“The checkless transaction is beneficial to PagIBIG members in many ways. The loan proceeds is directly credited to the Cashcard or Prepaid card, thus, saving a 3-day time for check clearing in banks.

portation going to the PagIBIG branch to pick up the check, which is part of the previous process. Pag-IBIG members may also directly use the Card at thousands of merchants nationwide that have point-of-sales terminals, to pay for their purchases,” Berberabe added.

Berberabe also emphasized that the Cashcards are also accepted in ATMs of other banks should the Pag-IBIG members decide to withdraw cash.

Pag-IBIG records show that there is already a 75% utilization rate of the Cards.

“Like in any change in programs, there is uneasiness to get used to the new way of doing things. But when members realize the ease and prudence of the new way, they embrace it and are in fact thankful for the savings in terms of time and cost, as well as security,” Berberabe explained.

“We assure Pag-IBIG members that their best interest is of utmost concern to us and we make sure it is always present in the programs that Pag-IBIG implements,” Berberabe added.

In the celebration of the 1st Infantry TABAK Division 79th year, CGPA Iriberri will be talking to the men and women of the Army’s Premier Division under the command of Brigadier General Gerardo F. Barrientos.

In its history, The 1st Infantry Division, Philippine Army, known officially as the Tabak Division, is the Philippine Army’s primary Infantry unit, and specializes in anti-guerrilla warfare. The division has been boasted as one of the world’s best anti-guerrilla fighters in Asia combating terrorists in Southern Mindanao.

Tabak Division was then, the 1st Regular Division, Philippine Commonwealth Army was commissioned on 5 May 1936 to 9 April 1942 and stationed at Camp Murphy (now Camp Aguinaldo) in Quezon City, Rizal (now Metro Manila). The unit engaged in military operations in Bataan from 1 January – 9 April 1942 supporting the USAFFE military forces led by General Douglas MacArthur against the Imperial Japanese troops led by General Masaharu Homma during the Battle of Bataan in 1942.

After the war, it was reactivated on 01 October 1957 as a combat ready Division of the Philippine Army, absorbing 25 Battalion Combat Teams that carried the brunt of the Anti Hulk campaign in the 1950s.

The Division was formally reactivated just in time for the PA’s final offensives in the Central Luzon region against the HMB in the late 1950s, after years on various areas in the county, opened its present headquarters on 4 December 1989 at stationed in Camp Major Cesar L Sang-an in Barangay Pulacan, Labangan, Zamboanga Del Sur after its stint in Jolo, Sulu. It was redeployed in mainland Zamboanga Peninsula and Lanao Provinces (ZAMPELAN) to combat the Communist and Islamic rebel fighters and to counter terrorism in Mindanao, Basilan, Sulu and Tawi-Tawi (BASULTA) and started the ongoing Islamic and Communist insurgencies in Mindanao in Southern Philippines on 1969 to date against the Communist rebels of the New People’s Army (NPA) and the Islamic rebels and bandits of the Moro Islamic Liberation Front (MILF), Moro National Liberation Front (MNLF) and the Abu Sayyaf Group (ASG).

The Headquarters of the 1st Infantry (TABAK) Division is located on a 422.81 hectare military reservation surrounding Barangay Upper Pulacan, in Labangan, Zamboanga del Sur. This reservation was taken over by the Division from Army Reserve Command (ARESCOM) on 16 August 1987. From being rugged and mountainous,

Her interest in the medical field brought her back to the Philippines and took her bachelor’s degree in Physical Therapy in Cebu Doctor’s University where she graduated in 2009. Currently, she is
