CAGAYAN DE ORO CITY -- The New Jian Hua Mining Corp. an accredited trader of Region X on Monday donated school supplies to pupils of the Awang Elementary School in Opol, Misamis Oriental, and P113,000 to the municipal government under Mayor Maximino B. Seno for their scholarship program.

SYDNEY -- An outbreak of a deadly new virus among Australian babies is alarming local health authorities, media reported Wednesday.

Parechovirus causes fever, irritability, a rash and diarrhea in babies, however, in some young infants, the virus can lead to hepatitis or encephalitis, and can be fatal.

Nationally, 46 babies have been confirmed positive with parechovirus infections, the Courier Mail reported on Wednesday.

Queensland Children’s Medical Research Institute pediatric infectious diseases director Professor Theo Sloots said the virus affects the brains of young children, and can result in death.

In a statement, PDEA 10 Spokesperson Rosemarie Bajao said the operation also resulted in the arrest of pusher-couple identified as Taha Abdullah and wife, Anisah,both 42 years old, and who are barangay officials of Batuan, Balabagan, Lanao del Sur.

Taha is reportedly a kagawad while Anisah is the barangay treasurer of Barangay Batuan.

The two suspects were earlier contacted by a PDEA agent who posed as a buyer.

The entrapment happened Tuesday morning at the parking area of Gaisano

Mall in Iligan City, where the duo were immediately collared after they delivered two kilograms of shabu placed in an LBC package.

Bajao estimated the shabu to be worth P14 million.

After the arrest, PDEA 10 agents then discovered another ten grams of shabu worth P80,000 inside the suspects’ Mitsubishi Montero with Plate No. KGL736.

The seized shabu were immediately brought to the PDEA 10 Laboratory for confirmation.

Apart from these fines, the colorum vehicles will also be impounded for a minimum period of three months. The entire certificate of public convenience (CPC) to which the colorum vehicle belongs will be revoked, as well as their vehicle registrations. They will also be blacklisted from being used as PUVs in the future.

In case of a second offense, the entire fleet or all CPCs of the erring operator will be revoked, the vehicles will be blacklisted from being used as PUVs in the future, and their vehicle registrations will also be revoked. The violating operator—and in

case of corporations, the stockholders and directors—lwill be disqualified from operating any kind of public land transportation.

The JAO covers other PUV-related violations as well, such as the refusal to render services to the public or to convey passengers to their destination; overcharging; employing reckless, insolent, discourteous, or arrogant drivers; operating PUVs with defective parts and accessories; using tampered taximeters; trip cutting; and others.

Abaya also clarified that “the order covers not only franchise violations, but all breaches of road transport rules and regulations, such as the failure to attach license plates and driving without a valid license,” Abaya added.

A P 5,000 fine will be imposed on those who fail to attach, and those who improperly attach or tamper with motor vehicle license plates and the thirdplate stickers. This includes the attachment of any unauthorized accessory or device which impedes the visibility or reflectivity of the valid license plate or third-plate sticker. Unauthorized license plates and third-plate stickers will be confiscated in favor of the government.

Cops to disband campus gangs THE Cagayan de Oro City Police Office (Cocpo) will start disbanding gangs in high schools.

Cocpo operations head Chief Insp. Lemuel Gonda said they are targeting, in particular, a group that calls itself “Blood Kreeps.”

G onda s aid “Blo o d Kreeps” has a lot of members beloniging to the Misamis Oriental General Comprehensive High School (Mogchs) and Cagayan de Oro National High School.

Gonda said they are monitoring the said group after receiving reports that one of their female members was allegedly raped and impregnated by their own colleagues.

The group has also been involved in several rumbles in the past, involving students of warring high schools.

Gonda said they should be disbanded to prevent violence that may be perpetrated by the group, which may escalate into heavier crimes.

“Ato pud gipugngan nga maapil sila sa illegal drugs (we are trying to prevent them from getting into illegal drugs),” Gonda added.

Because of this, Cocpo has been coordinating with the principals of affected schools to conduct massive information drive to their respective students to discourage them from being recruited by Blood Kreeps and other gangs.

For the moment, Gonda said they are monitoring the alleged founders and leaders of Blood Kreeps who have kept denying that they are still actively involved in the activities of the group.

Gonda said the leaders of these delinquents will be the focus of their surveillance, because the police believe they still maintain influence in the Blood Kreeps.

A youth-based rap group in Cagayan de Oro, which shares the same initials of “BK”, Batang Kandado, has been dragged in the controversy.

Duterte, police burn Php 130-M cocaine D AVAO CITY – Mayor Rodrigo Duterte, the Philippine Drug Enforcement Authority (PDEA) and the Davao City Police Office (DCPO) witnessed the burning Tuesday of 62 bricks of cocaine, including 16 from 2009 confiscation, all valued at about Php 500 million.

The cocaine was burned at a heat of 800 to 1,000 degrees Celsius at the Holcim pyro kiln facility at the Holcim plant in Tibungco,

What is global warming?

The American Association for the Advancement of Science, the world’s largest non-government general science membership organisation and the publisher of Science, a leading scientific journal, has launched a campaign, ‘What We Know’, to convince the public that there is virtual unanimity among scientists.

There is no doubt that many scientists agree that climate change is real and caused by man (anthropogenic).

Global warming refers to an unequivocal and continuing rise in the average temperature of Earth’s climate system. Since 1971, 90% of the warming has occurred in the oceans. Despite the oceans’ dominant role in energy storage, the term “global warming” is also used to refer to increases in average temperature of the air and sea at Earth’s surface.

Scientific understanding of the cause of global warming has been increasing. In its fourth assessment (AR4 2007) of the relevant scientific literature, the US Intergovernmental Panel on Climate Change (IPCC) reported that scientists were more than 90% certain that most of global warming was being caused by increasing concentrations of greenhouse gases produced by human activities The IPCC stated that the largest driver of global warming is carbon dioxide (CO2) emissions from fossil fuel combustion, cement production, and land use changes such as deforestation.

Human influence has been detected in warming of the atmosphere and the ocean, in changes in the global water cycle, in reductions in snow and ice, in global mean sea level rise, and in changes in some climate extremes.

But not every instance of bad weather is related to global warming.

Of the 12 extreme weather events scientists studied, experts saw evidence of a climate-change component in only half.

Sandy, a big storm slammed into New York during high tide, inundating population-dense areas of the city. But, regardless of where the storm came from, rising sea levels related to climate change make catastrophic flooding more likely; the probability of a Sandy-like storm surge is already double what it was in 1950.

Ongoing natural and human-induced forcing of sea level ensures that Sandy-level inundation events will occur more frequently in the future from storms with less intensity and lower storm surge than Sandy.

These findings, often expressed in percentages and probabilities, aren’t as satisfying as sure proof linking one effect to one clear cause. Experts are still sorting out the best ways to attribute weather events, and they should be cautious. They also don’t offer a total picture of the effects of climate change on weather phenomena, let alone everything else.

Continued warming will increase the frequency and severity of certain events, which will require humans to adapt. Then there are the long-term consequences that are harder to predict.

It’s only now becoming clear how many people in the US have become rich thanks to the global-warming scare. The US Government Accountability Office (GAO) counted 641 programs in place

at 130 federal agencies in 2010 to prop up windmill technology and underwrite solar panel manufacturers. The report released didn’t include a reliable estimate of the total cost to taxpayers. The auditors found the array of loans, tax credits, agency purchases of purportedly green vehicles and the cost of regulations would take a great deal of effort to tally.

Wind power made sense in the 18th century, but it doesn’t make sense now. The private sector in the US isn’t interested in blowing money on hopelessly uneconomic windmill and solar projects.

Uncle Sam is terrible when it comes to managing money. GAO slammed the administration’s haphazard process for green loan approvals, saying “it is difficult for DOE to defend its decisions” against charges of favoritism.

In the US, analysts say tens of billions of dollars is a bit much to spend on a pest-control effort.

Instead of this political allocation of capital, the market should be free to judge whether an alternative energy technology is truly promising, free from the distorting influence of congressional subsidy. In the Philippines, alternative energy is being pushed hard. But there are no clear explanations whether it is feasible, and who really are benefitting from such projects.

A heat wave is not proof of global warming, but it does seem to help convince people that global warming is real, survey data indicates.

On the flip side, surveys show cool temperatures can make Americans less convinced there is “solid evidence” the planet is heating up.

The new study based on five national surveys of American adults sponsored by the Pew Research Center in June, July and August 2006, January 2007 and April 2008. Respondents were asked: “From what you’ve read and heard, is there solid evidence that the average temperature on Earth has been getting warmer over the past few decades, or not?”

Their analysis showed that unusual temperatures were associated with a shift in beliefs about evidence for global warming. For every 3 degrees Fahrenheit (1.7 degrees Celsius) that local temperatures in the week before the survey had risen above normal, the respondents became 1-percent more likely to agree that there is “solid evidence” for global warming.

The associations that may be happening in people’s minds aren’t scientific ones. Individual weather events, such as storms, heat waves or even an unusually warm season, cannot be directly attributed to climate change. This is because weather occurs over a short time scale; climate describes weather over the long-term, such as decades, centuries or millennia.

However, climate change is expected to bring more extreme weather events, including heat waves and heavy precipitation, climate scientists say. That’s because a warmer world increases the likelihood of these events. Climate scientists often use the metaphor of playing with a loaded die to describe the effects of climate change on weather; it tilts the results.

Other pork scammers

If the so-called “Napolist” names only half of the total number of congressmen to have deals with alleged pork scam architect Janet Lim-Napoles, it does not necessarily mean the others not in the list are clean.

If we go by recent findings by investigative journalists whose articles are finding its way in social media, it is not just Napoles who did business with the solons’ congressional pork barrel fund. There are other operators, wheeler-dealers who did business with other congressmen insofar as their pork fund were concerned.

This scam is so massive and so pervasive that the people don’t know now who is not really involved among the honorable members of the two-chamber Philippine Congress.

BUTUAN CITY -- The Department of Agriculture inaugurated four big-ticket agricultural infrastructure projects worth P81.2 million in Agusan del Sur and Surigao del Sur recently including what could be the country’s first rice mill with parboiling facility.

Representing Secretary Proceso Alcala, Assistant Secretary Edilberto de Luna of the Agri-Pinoy National Rice Program led the inauguration and turn-over of P7.3 million rice mill and parboiling plant in Purok Sunrise, Buena Gracia, Talacogon, Agusan del Sur to a farmers’ group called Agusanon Para sa Bag-ong Pilipino, Inc. (Agus Pinoy). At least 1,500 local farmers areaexpected to benefit from the project.

Parboiling is a process that involves soaking and then cooking the paddy rice.

Thus, the facility will help improve milling recovery of the grain during dishelling and polishing, aside from improving its nutritional quality. It will also help farmers reduce postharvest losses during rainy season as they can directly bring their wet palay to the plant for drying. DA is proposing a similar facility in the Autonomous Region in Muslim Mindanao, said Asec.

Preventing differential conflicts in the classroom

Each one of us contains unique characteristics pertaining that it is natural for us to be different from each other. In fact, there are lots of differences that vary an individual from the other.

Teachers nowadays could observe several gaps existing in the classroom. However, there is this gap that exists which is rarely noticeable: the cultural gap between teacher and students.

Cultural gaps are results of a communication barrier, specifically cultural barriers. These barriers are brought about by cultural differences.

Such that is the usual problem among different cultures, the language barrier.

Language, in order to be delivered successfully, should be in the same tone, diction and pronunciation. However, people from different cultures deliver words in tone, diction and pronunciation different from each other . In result, their statements could mean different interpretation leading to misunderstanding.

In a classroom setting for example, teachers during discussion could say something in a manner that might not be understood by the students and vice versa. It is perhaps because there are terms in her discourse which are strange to the thinking of the students. Furthermore, it could create misinterpretation and miscommunication.

To truly engage students, teachers must reach out to them in ways that are culturally and linguistically responsive and appropriate.

Molding pupils to be something is a challenging mission. Teachers should be able to deliver lessons that are culturally parallel to students level of learning. In addition, cultural assumptions and stereotypes brought into the classroom that may hinder interconnectedness should properly examined.

In Barangay Calagdaan, Cantilan and Barangay Patong-patong, Madrid, both in Surigao del Sur, two rice processing centers with a combined price tag of P30.4 million – P16.5 million for Cantilan RPC and P14 million for Madrid RPC – were also opened, each of which has a milling capacity of 1.2 tons per hour. the Department of Interior and Local Government (DILG)-9 was welcomed by the officials of the provincial government led by Governor Roberto Y. The mining company buys chromite products from a tribal muultipurpose cooperative of barangay Awang, Opol.

Last year, Kho said they renovated three day care centers in Opol worth about P240,000.

She said the company has also built three Barrio school buildings in Brgy. Impalutao and Brgy. Kibenton all in Municipality of Impasugong with the coordination of Filipino-Chinese Chamber of Commerce and LGU of Impasugong.

Barangay Awang chairman Rommel Mansilao said the company has been buying chromite from their area since 2008.

Mansilao added that the mining company in the past has helped the barangay in the repair of their day care center, health center, multipurpose building and roads.

School principal Teonilo Salvan said all the pupils who came to school on June 2 were given notebooks for each subject.

Salvan said the parents were thankful for the donation.

Some 200 pupils from Grades 1 to 6 were present in addition to about 70 day care center kids.

For the P130,000 scholarship fund the beneficiaries are students of the Opol Community College.

The affair, which ended with a meal for everyone, was also graced by members of the barangay council.

On June 3 the mining executives went to Manticao, Misamis Oriental, for another CSR activity.

Let us not stop decrying this dastardly act of our elected politicians. But let us not stop decrying ourselves also for lending a hand to make this scam possible. In truth and in fact, we are all guilty with the politicians

who misused their pork fund through our own acts of omission or commission.

The people’s act of commission started with their acceptance of some amounts of money from politicians seeking their vote during election time. The act of omission is the people’s collective silence to denounce vote buying, election campaign overspending, fraud, election results manipulation and even election-related violence.

The people’s continued dependence on their politicians for financial and material assistance during the politician’s incumbency is greatly contributing to the proliferation of this malady.

Through this dependence politicians start to behave as the patrons of their constituents providing for their hospital needs, burial needs, wedding needs including standing as sponsors during these occasions and even during baptisms.

Even the school needs of their constituents from school bags, school supplies, school uniforms and even tuition fees are likewise being responded to by the politicians.

Where will the politicians get the money to fund all these?

Of course these politicians fund these through their pork barrel or discretionary fund, in the case of elective executive officials of the local government units. Those that can be accommodated through their pork or discretionary fund are funded by such fund.

Those expenses that they incur that can’t be accessed through their pork or discretionary fund they fund through the kickbacks, commissions, rebates they receive from operators like Napoles.

This is the dynamics of the corruption involving specifically the pork fund of the solons.

Just to give you a picture of the situation, let me tell you my first hand experience.

Lagrosas said the school is situated at the farthest sitio of the barangay accessible by difficult roads and that the local population is mostly engaged in farming.

President Yudhoyono noted that the boundary agreement proves that maritime border tensions can be resolved peacefully. “ This (EEZ B ound ar y Delimitation Agreement) is also a good model and example that boundary disputes, including maritime boundary, can be resolved through peaceful means without the use of military means that may disrupt peace and stability in our region or elsewhere in the world,” Yudhoyono remarked.

The successful completion of the discussions on border matters is expected to open further opportunities for economic cooperation in the border areas and strengthen both nations security.

“This will benefit both Indonesian and Filipino people,” he added.

President Yudhoyono invited Filipino investors to invest in various projects of the Master Plan for the Acceleration and Expansion of Indonesian Economic Development (MP3EI) 2011-2025. The government has disbursed over US$ 73 billion since 2011 for the MP3EI projects. Between 2015 and 2017, 25 strategic projects worth US$ 26 billion will be launched in areas, such as railroads, electricity, ports, telecommunications, and highways.

During his state visit to the Philippines, President Yudhoyono received two awards. The Philippine Government conferred the Order of Sikatuna with the Rank of Raja (Grand Collar) to Yudhoyono. This is believed to be the highest award given to a foreign national.

DENR Caraga leads the observance of World Environment Month celebration

BUTUAN City - “We are celebrating June as the Environment Month,” says Department of Environment and Natural Resources (DENR) regional executive director (RED) Nonito M. Tamayo in a press statement Tuesday.

Ac c ord i n g t o R E D Tamayo, this month – June is considered “a special to all of us who care for the preservation and protection of our environment and natural resource.”

The yearly celebration was established by virtue of proclamation no. 237 signed

by President Corazon C. Aquino in 1988 of which the DENR has been mandated to lead this celebration.

Tamayo said, the DENR has lined up various activities to give meaning to the celebration and stimulate awareness to the people of the environment in the face of challenges of the global climate changes.

“Today (June 5), the United Nations and the more than 100 countries in the world will celebrate the World Environment Day to stimulate worldwide awareness of the environment and encourage political attention and action,” Tamayo said.

He also said that the World Environment Day celebration is anchored on the theme, “Small Islands and Climate Change: Raise your voice, not the sea level” is very much appropriate at this time “that we are experiencing the effects of the global climate change.”

Tamayo further said, June 5 serves also as the ’’people’s day’’ for doing something positive for the environment, concreting individual actions into a collective power that generates an exponential positive impact on the planet.

Also, on June 25, the nation will be celebrating the Arbor Day, a simultaneous mangrove planting will be held regionwide.

“The declaration of the United Nations General Assembly for 2014 as the Year of Small Islands Developing

States aims to celebrate the contribution of this group of countries and territories,” Tamayo said. These small islands are home to vibrant and distinct cultures and heritage as well as to rich ecosystems, biodiversity and dazzling landscapes, Tamayo added.

These small islands faced with many environmental challenges brought about

by Climate change. Rising ocean levels is threatening to wipe out if not reduce small islands into smaller pieces of lands. Melting ice and the expansion of the oceans which both due to global warming are the causes of sea level rise.

Philippines is an archipelago with 7,107 islands and though we do not fall under the category of small island states, some islands in the country is at high risk from rising seas particularly those villages that are situated in the low lying areas.

“We are also confronted with the problem of waste management. We seem to care less of throwing our waste everywhere. We do not practice waste segregation and we have problem of land space to dispose solid and liquid waste. It would seem to take little time before we are literally buried in trash,” he said.

“It is good for us that the President and DENR through the leadership of Secretary Ramon JP Paje have timely implemented the National Greening Program (NGP) on February 2011 as a strategy to cushion the impact of climate change through out the country,” Tamayo added.

Furthermore, the purpose of the NGP according to Tamayo is to plant 1.5 billion trees in 1.5 million hectares of forest lands nationwide.

“From 2011 to 2013, some 683,069 hectares of the NGP sites, or 46 percent of the 1.5 million hectare target, have been planted, with more than 1.2 million jobs generated. For 2014, the NGP has targeted to produce 164 million seed-

lings and plant them in the different parts of the country covering 300,000 hectares,” Tamayo bared.

Tamayo said the call of this year’s celebration is to

recognize that “we all face the same challenges and are connected and united by our common goal of a sustainable and prosperous life for all on this planet.”

“The call is to raise our voice in solidarity with one another, particularly with the people of the small islands. Whether it is to organize clean up cam-

paigns, tree planting, plastic bans, art exhibits, recycling drives, social media campaigns and others - every action counts,” Tamayo concluded.
