Power situation getting worse as Davao Light increases hours of rotating brownouts DAVAO City -- Davaoeños have to stretch their patience as Davao Light and Power Company increased to five hours (four hours during the day and one hour at night) the rotating power outages due to

the continued reduction of power supply from the Mindanao grid. Compared to other areas in Mindanao, Art Milan, executive vice president and chief operating officer of Davao Light, admitted

Davao City has the longest power outages because they could no longer address the big demand. This situation is aggravated by the emergency shutdown of one of the units of the Therma South

Inc. (TSI) coal-fired power plant, which Davao Light has a 50 MW contract. Milan said Davao Light is short of 150 megawatts (MW) while Davao City’s current demand is 340MW. He explained that 20MW

is equivalent to one hour. This situation will likely last until April 21. Even if the TSI plant goes online, Milan said if the other power sources cannot deliver, Davao Light will still run on reduced

In his presentation during Monday’s Kapehan sa Dabaw, Milkan said the latest reading of the National Grid Corporation of the Philippines (NGCP) Mindanao has a systems capacity of 1,343MW while the current demand is 1,405 megawatts. Milan said the capacity of hydro- electric sources is 982 megawatts, but its actual production is only 108 megawatts. He also cited the continued reduction of the water level at the Agus plants. All other sources of Davao Light has reduced capacity such as the Hedcor and Sibulan hydro plants which could deliver 44MW at normal level but already reduced to 22MW. This is also true Talomo hydro. Milan is however optimistic the power situation will improve towards the elections. The difference between a politician and statesman

MEDIA should expound more on what should the more serious-minded citizens be looking for in the next leaders seeking elective posts. But what criteria should be used to evaluate and judge candidates for office, or those already in office? Opinions may certainly differ but let us admit that politicians and statesmen are not the same thing. A statesman, fears and argues and is not a tyrant or a military commandant. He does not dictate nor impose on the people. He should be the free leader of a free people and must possess four critical qualities: Principled; Morally compassionate; a Visionary; and Should have the ability to build a consensus to achieve that vision. . A statesman is a visionary engaged in effective public service, but must have the ability to turn his vision into reality. An, American political analyst, Dr. Fears says the true statesman builds his platform on a foundation of firm, unchanging, fundamental truths. “These are the things he believes at his very core, his overarching philosophy. Just as in the foundation of a house, storms may buffet the structure, opposition and challenges may arise, times will change, but the foundation remains. “ Dr. Fears argues that the modern politician makes decisions by using “antennae.” “ He puts his feelers to gauge the public mood but a statesman does not govern by public opinion polls.” We agree to Dr. Fears that the true statesman makes his decisions by following the dictates of his own moral compass. “He is not a relativist; he believes in absolute truths, and his moral compass is rooted in a sense of absolute right and absolute wrong. When something is wrong, he plainly says it is wrong and does everything in his power to fight against it. When something is right, he is willing to overcome any opposition to preserve and spread it. The statesman is ambitious—he must be to obtain a position of power—but there are things he simply will and will not do to get to the top. He is a man of integrity; he speaks the truth. He leads by moral authority and represents all that is best in his countrymen.” A statesman has a clear vision of what his country and his people can become. He knows where he wants to take them and what it will take to get there. Dr. Fears argues that a statesman’s foresight is one of his most important qualities, “as he must be able to recognize problems on the horizon and be able to come up with solutions that are good not only for the short-term, but for the long-term as well. The statesman keeps in mind not only the here and now, but a world future generations

will inherit.” A politician may have a bedrock of principles, a moral compass, and a vision, but if he lacks the ability to build a consensus around his vision, his efforts to change policies, laws, and the course of history will largely be in vain. A statesman, who again is a free leader of a free people, must enlist those who serve with him in the government to support his initiatives, and their willingness to do so rests on the pressure they feel from their constituents to align themselves with the statesman’s vision. Thus, a statesman’s success in building a consensus ultimately hinges on his ability to convince his countrymen of the soundness of his philosophy. We also agree to Dr. Fears, that, slick advertisements and PR campaigns, political ads and propaganda, are the tools of the despot. The statesman must harness the power of the written, and especially the spoken word. He is master orator. His lifelong study of great books and the lessons of history allow him to speak to the people in intelligent, potent, well-reasoned arguments. Because a statesman follows his moral compass instead of opinion polls, his ideas are often initially out of step with the public mood. But instead of tailoring his rhetoric to that mood, he speaks to the very best within his countrymen. He understands that while their ideals may be deeply buried, powerful rhetoric can bring them forth and activate them. The strength of his words comes from the fact that he actually believes what he says. He does not make his countrymen’s hearts soar and burn with empty promises; he keeps his word and does what he says he will do. In considering these four qualities of a democratic statesman, it may seem like a real one has never existed, because if one had, surely everyone would be in agreement on his exalted place in history. But in truth, even those who agree on these criteria would have plenty of disagreement over what principles the statesman should espouse, what constitutes a moral right and wrong, and most importantly, what constitutes acceptable means in obtaining his vision. Every statesman must set priorities, and this can sometimes mean “saying no to the aspirations of one people for another.” In other words, even if the methods of the statesmen he admires were not always very savory in the short-term, what matters most in his estimation is that they ultimately led to more freedom for more people in the long-term. Know now who you will vote for!

while living or staying in the countries we visited. There are some facts supporting this claim. Economically, the country with highly educated people in it indicates some prosperity. All public facilities are good. Transportation or logistic is also good. The people go out working to earn a living are also good. They are good in their jobs and of course their income. These are the clues showing that highly educated people in that country economically support the economy of the country. They work and, therefore, they may

DA’s Rice Processing Center proves gainful to cooperative By RHEA ABAO

BUTUAN City -- Since taking advantage of the agricultural modernization program of the Department of Agriculture (DA), the rice milling business of the Sto Niño Multi-Purpose Cooperative (SNMPC) here has become profitable and progressive. Organized in 1991 with only 15 farmer-members, the cooperative started its rice milling business from a bank loan. Following years of operation, depreciation took a toll on equipment efficiency and resulted in decreasing production. “For almost 20 years of our rice milling operations, our equipment and facility were already depreciated and less efficient. Our customers had to look for another miller that can produce better quality output. Thanks to DA’s intervention through Agri-Pinoy Rice Program, it provided us the Rice Processisng Center (RPC), a facility that we need to upgrade our operation,” said Marilyn Aranas,

chairperson of Sto. Niño Multi-Purpose Cooperative. In 2013, SNMPC was a recipient of RPC with a total cost of P4.5 million 15 percent of which was its counterpart. The center has a two-ton-per-hour multi-pass rice mill that gives 65 percent recovery rate compared to small rice millers’ 50 percent. RPC showcases efficient rice post harvest operation through mechanization and automation. It ensures savings in labor cost, lesser losses, enhanced quality, improved distribution system and maximized use of by-products. “The facility is cost and energy-efficient and makes our operation more productive. Before, our milling capacity was only 10 sacks per hour. Through the RPC, the rate has doubled to 20 sacks per hour. This time, through market linkages, we can accept customers who need orders by volume every month,” said Ms. Aranas. Aside from walk-in clienteles, SNMPC has See proves, page A11

Gov. Hataman mourns death Comelec trains BOC members of 18 soldiers in Basilan firefight in Zambo City, Zambo Sur ZAMBOANGA City -Governor Mujiv Hataman of the Autonomous Region in Muslim Mindanao (ARMM) expressed “deepest condolences” to the families “who have lost their loved ones” in the latest fighting between the government forces and Abu Sayyaf Group (ASG) brigands in Basilan province. Hataman issued the statement on Monday as he vowed to continue the efforts towards peace. “Our thoughts and prayers are wit h our soldiers and their families, and in this time of mourning, we would like to express our deepest condolences to those who

have lost their loved ones to an act of cowardice committed by a terror group that has brought nothing to our shores but death and grief,” Hataman said. “We will not cease in our efforts towards peace and we condemn this act that betrays our faith and our values--an act to which we will respond with justice swiftly and rightfully served,” Hataman added. He said they mourn the death of the 18 soldiers, eight of whom hail from ARMM, who lost their lives during the 10-hour firefight against the Abu Sayyaf on Saturday in Sitio Bayoko, Barangay

Baguindan, Tipo-Tipo, Basilan. “We also pray for the recovery of the more than 50 soldiers who were wounded in the same encounter,” he said. “What happened is a tragedy that once again reminds us that there are those who among us who still tread the path of terror, and those who would stop at nothing to breed hatred and suffering among our people. But we will not succumb to their mindless provocation, and we will continue to tread the path of peace as we work harder to bring justice to the people of our region,” he said. (PNA) LAP/TPGJR

ZAMBOANGA City -- The Commission on Elections (Comelec) has completed the training of 196 members of Board of Canvassers (BOC) who would serve in the forthcoming May 9 local and national elections. Lawyer Lerdo Matildo Jr., first district election officer, told the PNA that those who completed the training would serve as BOCs here and adjacent Zamboanga del Sur province. Matildo said the Comelec trained them on the consolidated canvassing system that included transmission of election results and general instruction. He said the BOC plays a vital role in the polls,

particularly in proclaiming the winning candidates after the canvassing of votes. The BOC usually comprise of an election officer, a prosecutor, and an education official. In this city, Matildo said the BOC would comprise

Second District Election Officer Stephen Roy Cañete, City Prosecutor Ricardo Cabaron, and Department of Education Assistant Regional Director Pedro Melchor Natividad. (PNA) FFC/NYP/TPGJR/R .G. ANTONET A. GO

Reading By LISA A. TELMO Teacher II Sugbongcogon Central School

READING is a complex cognitive process of decoding symbols in order to construct or derive meaning. That is called reading comprehension. Reading is a means of language acquisition, of communication and of sharing information and ideas. Like all languages, it is a complex interaction between the text and the reader which is shaped by the reader’s prior knowledge, experiences, attitude and language community which is culturally and socially situated. The reading process requires continuous practice, development and refinement. In addition, reading requires creativity and critical analysis. Consumers of literature make ventures with each piece, innately deriving from literal words

to create images that make sense to them in the unfamiliar places the texts describe. Because reading is such a complex process, it cannot be controlled or restricted to one or two interpretations. There are no concrete laws in reading but rather allows readers an escape to produce their own products introspectively. This promotes deep exploration of texts during interpretation. Readers use a variety of reading strategies to assist with decoding (to translate symbols into sounds or visual representations of speech) and comprehension. Readers may use context clues to identify the meaning of unknown words. Readers integrate the words they have read into their existing framework of knowledge or schema.

The Green Vote The recent Green Vote campaign that gathered 10 million votes illustrates that environmental protection is one of the major concerns of the Filipino voter. The Green Vote seeks to address major issues that debilitate our ecosystems, such as mining, dirty energy such as coal, and waste incineration. The Green Vote is a major political force that can potentially shape the outcome of the elections, which is why it is imperative for candidates to present their views on different environmental issues and to ask voters to be vigilant by assessing the environmental track records and positions of candidates. You are the greatest The Gospel of Jesus Christ (April13, 2016-Wednesday) Matthew 20:17-28”As Jesus was about to go up to Jerusalem, He took the twelve disciples aside by themselves, and on the way He said to them, “Behold, we are going up to Jerusalem; and the Son of Man will be delivered to the chief priests and scribes, and they will condemn Him to death, and will hand Him over to

the Gentiles to mock and scourge and crucify Him, and on the third day He will be raised up: Are you asking God for others benefits? Are you praying to God for the welfare of others? This is selfless love if you know how to think for the good of others. THE Girl Scouts of the Philippines, Misamis Oriental celebrated its 66th anniversary with the theme Connect: Girl Scouts of Yesterday, Today and Tomorrow last February 20 with the 13th Mammoth Rally at the Misamis Oriental provincial capitol grounds. I was personally delighted that many grade schoolers not just from my hometown of Sugbongcogon but the rest of the province attended the event where they learned of the previous generation who also made such mammoth rallies possible. There were lots of Girl Scouts who attended the event including twinklers, stars, juniors, seniors, cadets, troop leaders, co-leaders, volunteers

and supporters. The program started early at 7:30 a.m., meaning Girl Scouts from as far as Magsaysay were already up the night before and started their long journey to Cagayan de Oro. There was a P50 registration fee for each participant but it was used for the purchase of certificate materials, badges, activity materials and other operational expenses. The girls had to bring their own packed lunch and snacks, situpon, sewing kit and scissors. On top of that, they also brought with them extra clothes, parent consent form, medical certificate, coins for the Thinking Day fund and flowers for the Thinking Day ceremony.

Jesus wanted his disciples to suffer first before inheriting the kingdom of God. Take note, salvation is offered already for all of us because of Jesus

death on the cross but you need to labor for it. No guts no glory. Do not forget that perseverance is the most vital element of salvation. Matthew 24:13”But the one who endures to the end, he will be saved. Whoever wishes to become great among you shall be your servant, and whoever wishes to be first among you shall be your slave. Prior to having the pathway, the community had problems with their access road, especially during the rainy seasons, where the pathway turns muddy, making it hard for them, especially their students to take. any good information. With highly educated people, any country can be more strikingly efficient in doing any jobs. The jobs with goods and production can be done very quickly, spending less time. The jobs with services are also smoothly worked out with the intelligent people in handling the technological equipments. Basically, technology and highly educated people can make the country live more efficiently in spending energy, time, and even money or cost. Politically, we have eye-witnessed everywhere throughout the world. Most political chaos and disorders are always more frequently in the countries with less highly educated people. Most political tragedies have colored the countries with less highly educated people. The underdeveloped countries provide more frequencies in political tragedies. We can see very rarely the political tragedies happen in the developed countries. So, education is number one. When the leader or president in any country focuses on his or her vision and mission to enhance education program, he or she will improve his or her country. The people will be prosperous. Education is like a dynamo triggering the nations to run fast. Education can change the mind from old-traditionally fashioned into the more cutting-edge strategies in living. It is living towards prosperity and harmony. Education can alter the national condition. The economic condition will change. The social condition will be different from every time. The technology can lead the nation to go faster surpassing other nations with less technological supports. Politically, the nation will go more orderly than the countries with less educated people. In the case above, the leader (president) in any country can enhance his or her political program focusing on education. The real leader is whoever can create another new leader and this can be done by prioritizing the education for the people. ****** Dr. Djuwari Sarkawi is the Director of Language Laboratory, STIE Perbanas Surabaya. and escaped the enemy against nearly impossible odds, continued to do the impossible the rest of his life. We know him as Sir Winston Leonard Spencer Churchill, England’s brave leader and Prime Minister who helped save Europe and the world from Adolf Hitler’s evil rule. You see, our life and character starts right now. If we don’t choose to do the right thing now, we definitely won’t choose to do it later when there’s more risk. And Jesus is the one who can give you the willpower you need to start changing now. Then you’ll start doing the right thing, no matter what it costs you. So won’t you ask Jesus to forgive you for not always choosing to live His right way? Then ask Him to take charge of your character everyday, for the rest of your life? Just Think a Minute.

established a marketing agreement with Mangagoy Fishermen Cooperative (MAFISCO) and San Roque Farmers and Displaced Workers Cooperative in Bislig City. It also has market linkages to Sto. Niño Consumers Cooperative in Magallanes town in Agusan del Norte and Gingoog Rice Retailers in Gingoog City, Misamis Oriental. According to Ms. Aranas, an average of 2,430 sacks of rice (50 kilos per sack) valued at P4,700,900 were sold every month to identified buyers. The DAMarketing Assistance Division assisted the cooperative to make market linkages for potential buyers, The cooperative is now capable of producing premium milled rice. The enhanced rice quality through the use of the multi-pass rice mill serves as avenue for the National Food Authority to set up a partnership with the cooperative through a milling contract. The DA also provided postharvest facilities with a total cost of P2.2 million. Over the years, the agency also granted the SNMPC three units flat-bed dryer, four units multi-purpose drying equipment, one unit hand tractor, and one unit rice transplanter/ Based on the cooperative’s financial statements, total sales in 2011 was P17.7 million and in 2011 was P21.4 million or an increase of 17 percent. In 2013, the cooperative posted sales amounting to P33.2 million or an increase of 35 percent. SNMPC’s progressive sales increases show that RPC is not only a service facility but an enterprising venture for farmers to do and learn how to run an agri-business that will spell profits and success. For the past five years, (2011-2015), SNMPC had total assets worth P10.2 million, P11.6 million, P16.4 million, P20.4 million and P21.4 million, respectively. For years, the DA has continuously provided support to empower the farmers in Caraga and increase their productivity. Through its rice program, mechanization is placed as one of its top priorities.

who treat unmarried cancer patients should ask if there is someone within their social network available to help them physically and emotionally. The beneficial effect of being married on survival differed across racial and ethnic groups. Among men and women, whites benefitted the most from being married while Hispanics, Asian and Pacific Islanders benefitted less. Also, Hispanic, Asian and Pacific Islander cancer patients who were born in the United States experienced a greater benefit than those born outside the country. “The results suggest that the more acculturated you become to US culture, the more it impacts cancer survivorship,” said study author Maria Elena Martinez, of the University of California, San Diego. “Our hypothesis is that non-Hispanic whites don’t have the same social network as other cultures that have stronger bonds with family and friends outside of marriage. As individuals acculturate they tend to lose those bonds.” (PNA/Xinhua)

that kind of performance. Pacquiao showed his old form and a very good performance,” said the 23-year-old boxing promoter-manager from General Santos City. WBC 2015 Asia Pacific

Promoter of the Year Brico Santig of Highlands Promotion said that Pacquiao showed that he can still catch up with his opponents and also has that knockout power. “However, he might have no more time to fight if he gets elected as Senator. He will be very busy already,” said Santig, who just arrived from Bangkok, Thailand. Santig’s prized fighter Rey “Singwancha” Loreto, the reigning IBO world light flyweight champion and two-time Gabriel Elorde Boxer of the Year awardee, said that Pacquiao should not yet retire after scoring a convincing win. Jerwin “Pretty Boy” Ancajas, who slated to challenge International Boxing Federation (IBF) world super flyweight champion McJoe Arroyo of Puerto Rico on April 16 at the Strike Coliseum in Bacoor, Cavite also thinks Pacquiao should still fight. “He can really still fight. It was a great fight although sometimes Bradley was already hesitating to attack probably he’s scared to get hit again,” said Ancajas. However, WBF International featherweight champion John Rey “Mulawin” Moralde of Davao City thinks Pacquiao should already retire. “Condition masyado si Pacman. Maingat din siya sa kanyang mga kilos. Pero dapat na din siguro siyang mag retire kasi may edad na rin siya. Mahirap na baka my mangyaring masama pa sa kanya (Pacman was very conditioned. He was also very careful in his moves. But he should really now retire because he has aged also. It will be unfortunate if something happens to him),” said the 21-year-old Moralde. But Moralde of the Sanman Stable said that all the boxers and even those who are not are all happy for his victory. Former world-rated boxer Edito Villamor, chief trainer of ALA Stable, said that he thinks Pacquiao will not yet retire after giving an exciting fight. Villamor thinks that the third fight was more exciting and better than the first two bouts. “Pacman was careful this time and was not in a hurry for a knockout even though he scored two knockdowns,” said Villamor. “I think he will just take a rest and will be back. He still has good movements. We are proud of Manny and thank him for giving another honor for our country,” he added. Canadian trainer-manager David John Treharne, who is based in Thailand, said “Pacquiao looked good.” “(He still has) lots of feints and good head movement. Bradley was very quick! So Manny’s timing is still good,” Treharned said. “(It was) hard to catch each other clean but Manny was very patient. His footwork in and out was a little

bit slower but still good,” he added. Pacquiao’s chief trainer Freddie Roach was quoted during a post-fight interview: “I know he’s in physical shape to keep fighting - his speed is good, his legs are good, his work ethic is great.” “He (Pacquiao) could continue to fight on, but if he retires and spends more time with his family and he enjoys life, and has something to fall back on, then I’ll be 100 per cent behind him,” Roach said.
