A progressive lawmaker asserted that the government’s policy of rice importation intensified the rice smuggling in the country. Anakpawis Rep. Fernando Hicap issued the statement after todays’ hearing of the Committee on Agriculture and Food on the issue of rice smuggling. “Agriculture Secretary Proceso
Alcala and NFA Administrator Orlan Calayag have a lot of explaining to do,” Hicap said. “The same entities alleged by the National Bureau of Investigation (NBI) as rice smugglers are the same entities that were granted importation permits by the National Food Authority (NFA).” Based on the documents from the National Food Authority’s (NFA), import permits were given to five entities out of 31 applicant
importers. The permits were for the importation of well-milled rice under the country specific quota of 163,000 metric tons (MT) for 2013. Among those granted with import permits were Starcraft International Trading Corp. (5,000 MT); San Miguel MPC (5,000 MT); Bold Bidder Marketing and General Merchandise (3,560 MT); Inter-Continental Grains International Trading, Inc. (2,200 MT)
and Kwin Rice Trading (5,000 MT). The Starcraft International Trading Corp. allegedly owned by David Bangayan also known as David Tan, the alleged “Goliath” of rice smuggling in the country. “By the looks of it, rice smuggling happened with government consent,” Hicap added. “Heads must roll at the Department of Agriculture and NFA over rice smuggling. The Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) reported that the low pressure area found east of Mindanao has now developed into a
tropical depression called “Basyang.” “Basyang” was plotted at around 1,108 kilometers east of Hinatuan, Surigao del Sur, with maximum sustained winds of 55 kilometers per
hour (kph)near the center as of 4 p.m. Thursday, the state weather agency said. It is predicted to move westward at the speed of 30 kph. “Basyang” is expected to

Acenas urged Kagayanons to be always alert and be prepared following the issuance of another weather disturbance by the Pagasa. Acenas said the weather
disturbance is expected to bring heavy rain, which may cause flooding in some parts of the city The vice mayor is calling on those who are living in flood and landslide-prone areas to always monitor advisories and be ready to relocate if needed. He said precautionary measures should be in place as he expresses hopes that there will be zero casualties in the city and every city to be hit by the weather disturbance. Suspension of sea travel The Philippine Coastguard in Cagayan de Oro announced the suspension of all sea travel as of 6 p.m. Thursday. The suspension follows as the Pagasa raised signal number 1 in Misamis Oriental as the low pressure area developed into typhoon depression “Basyang.” Typhoon depression is more than 1,000 kilometers east of Hinatuan in Surigao del Norte and is expected landfall on Friday evening in Northern and Northeastern Mindanao that cover the Caraga and Northern Mndanao regions. CHR sets distribution on suit vs. Marcos estate By PAT SAMONTE, Regional Editor-Caraga

UTUAN City––The Commission on Human Rights in Caraga has scheduled on February 6, 2014 the second distribution to Claimants 1081 (C1081) members relative to the Hawaii Class Suit against the estate of former Pres. Ferdinand E. Marcos.
In a media release, CHRCaraga Regional Director Marylin Pintor announced the distribution in connection with the class suit filed in Hawaii, USA in behalf of human rights victims during the Martial Law years. In an article titled Proclamation 1081 – Martial Law Declaration, Agnes Rio said the Claimants 1081 represent the 9,539 members, all human rights victims, who were tortured , summarily executed and disappeared during the Marcos dictatorship.
The case filed before the United States court in 1986, was pursuant to the Alien Tort Civil and Political Rights Act (ATCA) of 1789. When Marcos fled to Hawaii, the US Court had jurisdiction over his case. Also, the filing of the case was done in consonance with the International Covenant on Civil and Political Rights (ICCPR) to which the United States and the Philippines were signatories. Under the existing Philippine Supreme Court jurisprudence, “a foreign judg-
ment is presumed to be valid and binding in the country which it comes until the contrary is shown.” The Court of Hawaii, under Judge Manuel Real, tried the class suit from 1986-1992.On September 24, 1992, the US Court in Hawaii found Marcos guilty of gross human rights violations and ruled that Marcos pay for damages suffered by the victims. The exemplary damages amounted to $1.2 billion. From September to November 1994, Judge Real sent a group of Special Masters to the Philippines to take the depositions of 135 claimants to fully determine if there were really human rights violations committed against the 9,539 victims. The depositions were submitted to the Federal Court of Hawaii. The Federal Court of Hawaii granted compensatory damages to the victims totaling
$776 million. A jury trial, which Agnes Rio described “with every element of due process”, resulted in the US$2 billion judgment or about US$200,000 per victim. The decision was affirmed by the US Court of Appeals. After the 90-day period for a final appeal to Supreme Court lapsed on March 18, 1997, the ruling
became final leaving Mrs. Imelda Marcos’ last minute appeal unrecognized. The 9,539 members in the human rights class suit against the Marcos estate are all Filipinos and predominantly from the rural poor who belong to the marginalized sectors of Philippine society. Over a half of the victims are already deceased and
their legitimate heirs are now entitled to benefits of the compensation. Approximately, a third of the claimants are from Mindanao, majority of them are Muslims, Rio noted. A proposal seeking to institutionalize the granting of scholarships to public school teachers and their children is very laudable. Whi le s chol arships granted by the government and institutions today have been availed by only a marginal few beneficiaries, House Bill 3035, if it becomes a law is for all teachers and their children. This very humane since we know how teachers manage to eke out a living with a poverty line salary. Certainly, scholarships to them and their children would uplift their integrity, give them proper recognition and the corresponding benefits. Education is an essential component in improving the lives of our teachers and, pupils and students, thus to stimulate also our economic growth as a nation, investments in human resource, such as scholarship grants, is necessary for our teachers and their children. Scholarships are edu-
cational highlights of the student’s and teacher’s life since it enhances the moulding their character which in the long run will matter importantly in the progress of our school system. The Magna Carta for Public School Teachers Act of 1966 or Republic Act 4670 was passed into law to help promote and improve the social and economic status of public school teachers. Institutionalizing the Scholarship Grants to Public School Teachers and their Children’s Act of 2013, provides free education only to legitimate children of public school teachers covering pre-school, elementary, secondary and tertiary education. “Public school teachers who are in active service for at least two consecutive years immediately prior to the date of application for the grant shall be eligible to avail of the scholarship grants to enrol in any masteral or post graduate course,” the
proposal states. Retired public school teachers are also entitled but only to a proportional amount of scholarship grant for their children. Equally laudable is the provision that “the scholarship grant shall be applicable in all public schools and state universities upon passing the requirements set by the respective schools.” Those who may not qualify for the scholarship grants are public school teachers who have been charged and proven to have committed acts of professional misconduct. Passing House Bill 3035, to institutionalize Scholarship Grants to Public School Teachers and their Children Act of 2013), “is one giant leap to inspire our educators and move them to work hard for a better educational system for the coming generation. The proponents deserved a the highest accolade from the people.

To better serve rural communities with critical infrastructure projects, governance reforms must be strengthened at the local government units (LGUs) and project implementation level, said Lealyn Ramos, program director for Mindanao Rural Development Program (MRDP). “Instituting governance reforms is important in improving the delivery of agriculture projects and enables a stronger investment climate in the countryside,” she said. She added it will also improve revenue and accountability mechanisms that will enable LGUs to prioritize delivery of agricultural projects and spur development in the countryside. Under the US$3-million grant by the Australian Agency for International development (AusAID), activities that will build local capacities in project implementation is seen to institute governance reforms in implementing agriculture projects under the MRDP. Ramos said capacity building activities in the form of trainings and technical assistance (TA) have been conducted with the aim of enhancing the delivery of agriculture services and productivity through value chain. At the project implementation level, the TA continues to strengthen the planning and management process for local subproject investments ensuring that projects adhere strictly to compliance measures and procurement processes. Among the trainings conducted under the grant include financial management and procurement course for LGUs aimed at improving
FEATURE By Jay Rosas the bidding process of rural infrastructure projects. Focus was also given on management of environmental resource and in sustaining livelihood projects. Training on Social and Environmental Safeguards (SES), which aims to ensure that people and the environment are not adversely affected by the MRDP projects, have been conducted for LGUs particularly the Program Planning, Monitoring and Implementing Units (PPMIUs), a mechanism introduced by the MRDP to improve project implementation capabilities at the local level. The recent AusAID evaluation report on the grant reported that LGUs need to improve existing investment codes and policy guidelines in implementing projects. There is also a need for more capacity building activities and support to LGUs to fully take advantage of public-private partnership (PPP) scheme, Ramos added. To enhance agricultural services and productivity, trainings and mentoring on Value Chain Analysis (VCA) will be conducted for LGUs as well as on product development and value-adding schemes for agri-fishery products. “Capability building activities are critical in ensuring that the Department of Agriculture (DA) and the LGUs effectively deliver services and fulfill the project requirements in a timely manner and competent quality thereby increasing the project’s sustainability,” Ramos said.
Institutional governance reform (IGR) is one of the components under the second phase of MRDP. The program implements rural infrastructure and agricultural productivity enhancement projects and natural resource management interventions. It has also formed different Community-based Monitoring Evaluation Group (CBMEG) to bolster community involvement in the implementation of projects, strengthen community ownership, and increase project accountability. Through the 1,125 CBMEGs formed in various barangays in six regions covered by the Program, it is aimed that project monitoring and evaluation (M&E) is mainstreamed at the community level. In 2011, the Program launched geo-tagging as a transparency measure which allows the capturing of photographs of projects and uploading it and other relevant information to Google Earth to enhance the monitoring and supervision of projects. It strengthened the information network of DA and LGUs through various trainings, which led in the documentation of success stories to highlight the change process in the project implementation that would help in replicating best practices in communities served by the project. MRDP is a poverty-alleviation initiative implemented through the DA covering Mindanao provinces, which seeks to further improve rural incomes and achieve food security through agri-fishery infrastructure, livelihood enterprise, and biodiversity conservation projects. Bad governance GOOD governance is public service at its best. Any deviation is pure and simple bad governance. Serving the public the best way he can is I think the least and the last of the concerns of Angel Honrado, the retired military general President Aquino named at the helm of the country’s premiere airport named after his slain father at the start of his term in 2010. Honrado, he who seems not capable of doing what is right, rumors say, is a relative of Aquino. Apparently, this rumor, true or not, must have emboldened the guy to rewrite the meaning of good governance by making everyone know that nothing good can come out of his brain, if ever you can call that gray matter in between his cranium brain. As the country’s premiere airport, air traffic is expected 365 days a year at the Ninoy Aquino International Airport. But like Metropolitan Manila Development Authority Chair Francis Tolentino who seems not equal to the challenge of locking horns with the messy traffic situation in the metropolis, Honrado is likewise at a loss on how to effectively solve the air traffic problem besieging the NAIA. I don’t even think the President is aware of any plan from his fair-haired boy at NAIA on how to solve the air traffic problem there where outgoing and incoming flights are delayed from taking off and landing, respectively. But just the same, he is keeping Honrado at the helm of NAIA. Passenger traffic coming in and out of the airport is expected to be heavy but Honrado, even if he is a retired military general, seem helpless in securing the airport and its premises from bad elements. This point was highlighted when an incoming passenger from Zamboanga who was the incumbent mayor of his town was gunned down by unidentified assassins right at the doorstep of NAIA 3’s arrival area last month. If this incident does not prove Honrado’s inefficiency and ineptness, then what is? By the way, until now the case has not been satisfactorily solved yet because the equally inept and inefficient airport police and private security guards on duty at the time of the incident failed to even get the plate number of the motorcycle used by the assassins much more intercept them on
their way out. Not all arriving passengers, Honrado should understand, have cars to pick them up. This type of passengers will have to rely on the available taxicabs at the airport. There is the yellow cab that uses meter in determining the passenger’s fare but its rate is almost double the regular cab. Then you have the fixedrate cabs, Asian utility vehicles and vans. But their rates are as exorbitant as those regular cabs waiting for passengers at the roadside outside the airport terminal whose drivers you could describe as holdup men rather than PUV drivers. Rule out riding the regular public utility vehicles like bus in getting out of the airport. They are sparing. And you have to walk a distance to be able to ride in any of them. If you have pieces of luggage to carry, this would be a real challenge. Those outgoing passengers from Metro Manila who could afford to have their vehicles parked at the airport’s open parking areas while on their trip out of town or even out of the country for a few days do so. I am one of them because no one in the family could drive me to and from the airport. Taking a taxicab to the airport is an option. But there are times when calling for one is a real ordeal. Taking a taxicab also from the airport is hell because more often than not you’ll end up a victim to overcharging by any available transportation that you can take at the airport premises or outside of it. I have been doing this for years now. And like before, I did the same thing when I went to Cebu for more than a week. I had preaching engagements and I had to attend the weeklong retreat and continuing theological education program for church workers belonging to the United Church of Christ in the PhilippinesLowland Cavite South Manila Conference. I parked at the open parking area of NAIA terminal 4 since I took the AirAsia Zest flight to and from Cebu. To my great shock, when I paid my parking fee I was assessed P2,400 because the rate had been upped to P300 from P50 for overnight parking, a move inspired by Honrado, the brilliant public servant who does not See bad, page 15

We elected the celebrities
DURING the last elections, it was not easy to put down candidates especially the celebrities. A lot of them ran and their rival candidates have had real time opposing them. Some candidates who ran against them had to eat dust and waste papers. Many of the popular and famous candidates won in many local and national positions. It was so difficult to defeat them because their names alone struck loud like a big bell in old churches. They are famous and certainly unbeatable. While some of them are qualified, many lacked the educational backgrounds. It was difficult to defeat a movie star the reason why Joseph Estrada became president and so with his son Jinggoy and still another son. Bong Revilla like his father who was a movie idol too, became senator. Many of the supporters of these celebrities are the common masses like the market vendors, the sidewalk vendors, the ordinary workers in airports, in the piers, the poor farmers and

Ben Emata Jr. nearly everyone who stands on the sidewalks or in public parks. Had Dolphy ran for president or Chiquito or Dely Atay- atayan, they could have made it. Celebrities in our country are strong because the electorates are their fans since many Filipinos are, by force of habits, moviegoers. Today we have so many of these characters are either congressman, provincial governor, town mayor, kagawad, etc. Manny Pacquiao is a congressman of Sarangani district. After so many years of adoring celebrities, we produced some of them in congress, both upper and lower house and people are satisfied on their decision to vote even if they do not know what some of these
celebrities have gone to, in government service. To be honest about it, many of these celebrities end up as jokers because they entered a strange world different from the movies. But still their fans are behind them regardless of their achievements in government service and continue with their admirations and blind political supporters. Joseph Estrada, notwithstanding his plunder case that sent him to jail, emerged victorious as city mayor of Manila. So after Joseph Estrada, come his son Jinggoy Estrada and Bong Revilla. Of course, we know what happened to Erap when he was president. And sad to state, Sen. Jinggoy and Sen. Revilla are now both facing
plunder cases. The department of justice revealed lately they might include ex. Sen. Ramon Revilla Sr., in the new plunder cases. We know that the department of justice will not just ran after anyone unless it has strong evidence to prosecute the respondents. Such being the case, I am afraid it has enough support to prosecute these celebrities. I agree there is nothing wrong in electing celebrities to any position except that some of them are linked to criminal offenses like plunder. We know for a fact that as long as there is no convictions of sort, these people are presumed innocent. I am hoping they will be acquitted to restore honor and dignity to the celebrities. Many of them are good citizens, honest, highly educated, of course, good looking and high in integrity. They belonged to a high sector of society, so admired by a lot of our people. MALAYBALAY CITY – I find it sad and disturbing that even children, especially girls, as young as seven, maybe nine, feel insecure about the way they look. I don’t remember giving a damn about how I looked like when I was that age. One time I even cut my bangs too short they teased me every day but I just laughed along with them. Good thing I cut it during the summer so only my family was able to witness how silly I looked. On hindsight, I wouldn’t have done it. But I was still so young that time and when you’re young you do what you’re not supposed to do, and that includes holding sharp objects like scissors and cutting off your bangs without your mother’s consent. I don’t remember having insecurities regarding my physical appearance when I was younger. My mother would even often scold me and threaten to cut off my hair because it was often a mess whenever I got home from school. It’s not that I don’t know how to comb my hair. I enjoyed outdoor games as a kid and often played with my classmates after our afternoon classes, and the least of my priorities was keeping my hair in place. I’m not saying my life when I was younger was all fun, games and laughter. When I was in Grade One I cried because I thought I wasn’t an honor student
for the final grading, only to find out that I actually was fifth and my brother got the wrong information. And before that, our old home was devoured by the fire. I cried that time, too. And while crying I vented out a lot of words, including “AKONG LAPIS (MY PENCIL)!” Many people seem to have accepted it, but I will never get used to the standards set by society on people. What’s more sad is that we are society, and we are the ones who made these standards, labels and stereotypes. And it has gone to the extent where even young people succumb to it when they should just be enjoying themselves and not worry about their weight or their freckles maybe. I mean, when I was younger I worried about my classmates breaking my crayons when they were borrowing it. I’m not saying that wanting to look good is bad and you should just completely ignore your appearance. Personal hygiene and good grooming is still important. You are responsible for your body. If you want to have plastic surgery, fine. If you feel like wearing make-up today, go ahead. If you want to wear those clothes, do it. But you should not feel bad about yourself just because you don’t look like that boy or girl in the magazine (They had make-up before the shoot and it’s Photoshopped, anyway). Don’t feel bad just because you don’t have a thigh gap. Whether

or not there is a gap, it is still a thigh and it has the same function. Don’t feel bad just because you don’t have that six-pack abs or the Coca-cola figure. “What matters most is the inside” is one of the most cliché lines but it is really applicable regarding this issue. Take a fridge for example. Outside it’s just a plain rectangular machine powered by electricity but open it and you find treasure (I personally think food is more valuable than gold or diamond). Another example is a box of pizza. It’s just a box, but you don’t care whether or not the color of the box is white or brown or whether or not the name of the restaurant is printed on it. That’s because you’re after the pizza, and not its box. So what if you’re not one of the “popular” kids? So what if you don’t fit in? Nobody feels that he or she fits in 100 percent all the time. It’s just that some people are better than hiding it than others. Don’t think that you’re a disappointment because no matter how hard you try, you won’t be able to please everybody. You are fat and they tell you to lose weight; you lose weight and they tell you are too skinny. You will just make yourself miserable in the process. Don’t ever degrade your self-esteem and think that you don’t look good. You can look good even though you are overweight or underweight. You can look good even if you have acne and scars. You can just be yourself and look good.
Not having a body like the models of Vogue or Victoria’s Secret doesn’t mean you’re not sexy anymore. During his acceptance speech at the Teen Choice Awards, Ashton Kutcher said: “The sexiest thing in the entire world is being really smart. And being thoughtful. And being generous. Everything else is crap! I promise you. It’s just crap that people try to sell you to make you feel like less. So don’t buy it. Be smart, be thoughtful and be generous.” I am a teenager and there have been times when I would look at my reflection and think that I don’t look good enough. But then I remember the times when people complimented me on how I looked and I don’t feel bad anymore. It’s all about how you deal with it. Words are powerful, yes. But if you just try really hard then those criticisms won’t get to you anymore. Pain is inevitable but suffering is optional. In my case I just ignore it and focus on things that are important to me, such as school, art, music and books. Look at yourself in the mirror. If you still think that you don’t look good then get a better mirror. Look really hard. Look harder and you will see “beautiful”. That’s you. NFA MisOr intensifies disaster preparedness campaign through rice loan program MISAMIS ORIENTAL - The National Food Authority (NFA) in Misamis Oriental strengthens its campaign on disaster preparedness to the local government units (LGUs), particularly on NFA Rice Loan Program. Dr. Rafael V. Marasigan, Provincial Manager, NFA MisOr, said they have been conducting series of briefing on Memorandum of Agreement (MOA) on its rice loan program to LGUs of Misamis Oriental and the five municipalities of Northern Bukidnon which are under its operational jurisdiction: Talakag, Manolo Fortich, Libona, Baungon and Malitbog. The MOA, once executed between parties, would allow LGUs to purchase NFA rice on credit for the following purposes: relief operations whenever a state of calamity is declared in their locality; and for stock piling in
preparation of eventualities or emergencies that may occur at any given time, said Marasigan. Although NFA has conducted said briefing last year, still we send letter-requests with an enclosed “Reply Slip” for them to mail back to NFA informing us whether they are willing to renew the MOA for the next three years, “still interested” or “not interested” to avail of the program. The letter request will also allow us to know if an LGU is willing to have a briefing on the program or MOA during their scheduled Sangguniang Pambayan/Panglungsod/Panlalawigan Session, he added. So far, briefing was conducted already for the municipality of Alubijid last January 20. Interfaith groups welcome progress of GPH-MILF peace talks By MICHAEL VINCENT D. CAJULAO
ZAMBOANGA CITY – Interfaith leaders in the city welcomed the progress in the ongoing peace negotiations between the Philippine Government and the Moro Islamic Liberation Front (MILF) after the two signed the normalization annex last week. Interfaith prime mover and Silsillah Movement head Italian Priest Fr. Sebastiano D’Ambra said: “It’s still early to talk about what it (peace talks) may bring, but it is a good start especially with the recent developments.” Fr. D’Ambra said they support all the initiatives being undertaken to achieve peace in Mindanao. “Anything for peace, we support it,” he said, although he pointed out that “it’s not yet a done deal.” “We see some problems that will come. In fact we have already seen some problems happen due to the peace negotiation, but we are expecting
these. It’s a difficult but challenging times for us,” he said. Fr. D’Ambra said there is still one thing that bothers them about the ongoing negotiations. “They were saying that the Bangsamoro entity is for everybody, regardless of religion and ethnicity, and that is actually the essence of it. But our apprehension is that the projection of the ongoing talks is only for Muslims. We hope it’s not,” he said. Although Zamboanga City is out of the proposed Bangsamoro area, D’Ambra said they are still doing their share to cultivate the culture of peace here. “ We h a v e a l r e a d y created the Interfaith Council of Zamboanga composed of groups from civil societies, non-government and organizations, and the different religious leaders here to help us reach the people and avoid misinformation that may stem from the peace talks,” D’Ambra explained. American fugitive arrested in Southern Philippines D IPOLOG CITY – An American wanted in the United States has been tracked down and arrested by a joint team of US and Philippine law enforcement agencies in the southern Filipino city of Dipolog.

Army presence halted Lumad school classes

AVAO CITY – A children’s advocacy group said classes were disrupted as school children were “too afraid to go to school” after military troops “encamped” in their classrooms in a farflung village in Compostela, Compostela Valley province.
Students, parents, teachers and staff of a branch of Salugpungan Ta ‘Tanu Igkanugon Community Learning Center (STTICLCI) that is located in Sitio Side 4, Barangay Mangayon, Compostela were surprised when 36 soldiers of the Army’s 25th Infantry Battalion came to their school 8am last Saturday and “threatened teachers while calling their school an NPA (New People’s Army) school.” Children’s Rehabilitation Center (CRC) Advocacy Officer Rius Valle said the STTICLCI operates Lumad schools and is supported by nuns of the Rural Missionaries of the Philippines. “The children are very frightened and are too scared to even participate in psychosocial release activities,” said Valle. CRC and other organizations conducted a “quick response” investigation to the area Tuesday. “We have photos and videos of soldiers still occupying the school buildings,” said Valle. Valle said that 4pm of Tuesday, residents accompanied by support groups approached the Army personnel to talk to their commanding officer but they denied that he was present in the area. “Later a certain Michael Sayson dressed in civilian
clothing, approached and told us that they (Army) are going to leave the area before night fall,” said Valle. Valle said the soldiers “conveniently hung their hammocks under the classrooms and in an unfinished building inside the school grounds.” The school’s Basic Education Head Ronnie Garcia said the military’s “branding” of the school as an “NPA school” is “tantamount to undermining the efforts of the local lumad organizations and support groups who made the building of schools possible.” “It is also an insult to Department of Education which granted school’s license to operate,” added Garcia. Valle of CRC said the soldiers’ encampment inside school premises is a violation of many international instruments which the Philippines is a signatory, the Constitution and specific laws like Republic Act 9610 or the “Special Protection of Children Against Abuse, Exploitation and Discrimination Law.” For his part, Garcia said the soldiers must be “pulledout immediately from the community and not just the school.” “The students are from the communities, thus, whatever
happens to this community will affect them. They should be pulled-out so we can resume our classes,” he said. Garcia lamented the “militarization” of their school, saying that that the school recognizes the culture of the Lumad, their life and their rights. “For a very long time, the Lumad children were deprived of their right to education. The Lumads themselves built the school, out of their own effort and resources with the help of well-meaning organizations,” said Garcia. Garcia said that the literacy in the community “has been increasing.” “They have learned to read and write. This is essential in order for them to help in developing their communities,” said Garcia. The Side 4 school offers pre-school education as well as grades 1 to 5 and currently has 130 students. It was damaged by Typhoon Pablo but was rebuilt with the help of the Redemptorist Brothers, Balsa Mindanao and Ateneo de Davao University. Meanwhile, Karapatan condemned the continued use of schools as military camps as justified in the guidelines recently released by the Department of Education and the Armed Forces of the
Philippines (AFP) on the military activities in schools. From July 2010 to December 2013, Karapatan has documented 18 minors who were victims of extrajudicial killing and 132,633 victims of right violations with the use of schools, medical, religious and other public places for military purposes. In a statement, Karapatan secretary general Tinay Palabay said “We have repeatedly demanded for the immediate pull out of all military personnel from communities and schools.” The Aquino administration came out with AFP guidelines/letter directive #25 and DepEd memorandum 221 series of 2013 which, Karapatan said, “legitimizes attacks against children by continuing to allowthe use of schools/educational institutions for military purposes, sugarcoating such operations as “civil-military operations.” Karapatan said they strongly opposed the AFP and DepEd guidelinesfor violating domestic and international laws relating to the rights of the child, specifically Republic Act No. 7610 also known as the Special Protection of Children Against Child Abuse, Exploitation and Discrimination Act and the United Nations Convention
on the Rights of the Child. “The memorandum is being clearly used by the AFP to enter schools for military purposes, specifically to conduct lectures on the government’s counter-insurgency program in violation of Section 22 of Republic Act 7610 that declares Children as Zones of Peace and prohibits the use of public structures such as schools, hospitals and rural health units for military purposessuch as command posts, barracks, detachments and supply depots,”Karapatan said. Our effort in making things possible and desire to commit and reach our goal were achieved right after the validation, because San Isidro E/S of Talakag I was proclaimed by the team to have passed “ LEVEL II ’’.With this result , comes the SBM Validation –Regional Level. Master planner Palafox refuted DPWHJICA dike system proposal citing adaptive architecture for Paseo del Rio In a meeting initiated by the Mindanao Development Authority (MinDA) at Davao City January 15, 2014, master planner and architect extraordinaire Felino A. Palafox, Jr., underscored the need for adaptive architecture on the dike protection system along Cagayan de Oro River. The JICA proposal recommended a much wider coverage area to the detriment of the public and taxpayers. Instead of protecting the residents and various establishments, PALAFOX opined the DPWHJICA proposal will actually put in harm’s way all stakeholders that are made to become part of the river spillway and overflow runoff. The proposed dike will effectively place some 120,000 inhabitants as well as a significant number of business establishments along the affected areas most vulnerable to flooding. The midstream areas encompassing Calacala, Tibasak and portions of barangays Macasanding, Nazareth, Carmen and Balulang, to downstream Kauswagan, Puntod, Macabalan, a large portion of Bonbon, as well

as the stretch on Burgos Street are all mostly excluded from the protection of said dike. PALAFOX added that as perennial victims of flooding, these areas must be given supervening priority and utmost protection instead of being excluded and thrown into the mercy of the rampaging river spillway. PALAFOX also lamented that the JICA proposal does not speak well of inclusive protection, i.e., no one is left out and no one is left behind. These are the very hallmarks of exemplar inclusion and
smart growth which is the central policy and battle cry of President Aquino. Contrary hereto, the JICA proposal is a cold engineering intervention minus inclusive growth, completely oblivious to socioeconomic realities. This is grossly discriminatory, socially insensitive, counter-productive, ill-advised, provocative and confiscatory. 6th Cinema Rehiyon unfolds in ‘City of Golden Friendship’ By STEPHEN J. PEdROzA

ow on its sixth installment, Cinema Rehiyon, dubbed as “a detour from the mainstream cinema,” sets off in Cagayan de Oro City on February 18-22, under the auspices of Xavier Center for Culture and the Arts (XCCA). About a hundred films— produced by students and professional filmmakers— from Baguio, Pampanga, Bacolod, Calabarzon, Cebu, Bohol, Sulu, General Santos and Northern Mindanao, among others will be showing at Xavier University Little Theater (XULT) and SM Cagayan de Oro City Cinema 3 and 4. “Why can’t we tell our own story? Why does it have to be Manila-made?” said Dr Miguel “Mike” Rapatan, chairman of the National Commission on Cinema, as a challenge to independent filmmakers as well as the aspiring ones. The idea of empowering regional storytellers prompted the National Commission for Culture and the Arts (NCCA) to craft a specific filmmaking harvest from the regions, promoting local flavors, voices and language. Thus, Cinema Rehiyon was born in 2009 and held every February as part of the National Arts Month (NAM) celebration as mandated by Presidential Proclamation 683 of 1991. “Cinema Rehiyon is a reflection of opportunities for filmmakers; it has been an avenue for people coming from different regions to showcase their works,” added Dr Rapatan, one of the pioneers of the said festival. This year’s theme, “Filming the Frontiers,” underscores the role of films and of arts, in general, for socio-cultural responsibility and in reflecting
social atrocities. “Cinema Rehiyon 6 features filmmaking frontiers that could give positive impact and transform our lives for the better. These films will educate us about disaster risk reduction management, climate change, cultural solidarity and other societal issues,” said Hobart Savior, XCCA director. Admission on the screening venues only requires toiletries such as soap, toothbrush and toothpaste, sanitary napkins and infant diapers, to be donated to the Yolanda-ravaged communities in Visayas. Slew of activities and features A photo exhibit about the official particpating films of Cinema Rehiyon 6 will officially open the festival on Feb 18, 5 p.m. at SM City Event Center. A special screening of the critically acclaimed film, “Banaue” by Gerry de Leon will follow after the exhibit at SM City Cinema 3. “Banaue” is a 1975 film about the Igorot tribe and the world-renowned Banaue Rice Terraces, starring Nora Aunor and Christopher de Leon. For the main event, left-and-right film screenings await the audience. Mindanao films will dominate the Feb 19 film-showing, Visayas films will be aired on Feb 20 while Luzon films will be shown on Feb 21. However, various films set in a different region but not from where its filmmakers come from will be showcase in the program, Crossing Regions. Cinema Rehiyon 6 also offers a menu of seminars and work-
shops on acting and filmmaking aside from the heritage tour and a motorcade for the delegates. Other features of the festival include CineMulat, CineTalakayan, CineBarangay, CineLikha and CineKalye. CineTalakayan, a forum on filmmaking and cultural responsibilities will transpire on Feb 19, 9 a.m. to 12 noon at Pryce Plaza Hotel (for the delegates) and XULT (open to public). A street flair and motorcade will cap the events of the festival’s second day. Local stars, who portrayed some roles in the participating regional films will be joining the parade yet their names are still to be announced. Meanwhile, controversial films will dominate CineMulat on Feb 1921, every 5-7 p.m. at XULT which includes the recent winners of the 6th Cinemagis Digital Short Film Festival in Northern Mindanao, “Ika-3 Putahi” (Recipe No. 3) by Joeromer Bacus and an experimental film depicting human flesh obsession, “Kaon Ta” (Let’s Eat) by Richard Mars Caberte. Through CineBarangay, special screenings of inspirational films and animated pictures will be held for a number of communities affected by Typhoon Sendong in 2011. CineBarangay will tour to Brgy Balulang on Feb 20 and Xavier Ecoville, the XU-led resettlement village in Brgy Lumbia on the next day. “Part of CineBarangay is giving the communities a multi-media forum on climate change resiliency and disaster risk reduction management,” Savior said. For those interested on acting in films, Leo Martinez and Rex Cortez will share some insights and tips during the CineLikha
seminar-workshop on Feb 20-21, 1:30-5 p.m. at XULT. For the finale of Cinema Rehiyon 6, a re-mastered version of the multi-awarded film, “Ganito Kami Noon, Paano Kayo Ngayon” by Eddie Romero will be showing at SM City Cinema 3 on Feb 22, 4pm. The greatest challenge In the face of globalization and the advancement of technology, Dr Rapatan and Savior believe that the interest for regional films among Filipinos must be ignited and rekindled. On top of the concerns of the independent filmmaking industry in the country is how to engage the younger generations to these kinds of festivals. “If one can spend money for an escapist, commercial film … why not also watch and appreciate a regional film that has social relevance and talks about our local culture?” Savior shared. After all, Cinema Rehiyon is one of the few festivals in the country that seeks to educate and empower the Filipino audience with regional stories, pride for local culture and artistic works that exist outside the realm of the capitalistic mainstream cinema. “We need to get the word out that our culture— the Filipino culture— is much more complex, much more diverse and richer than those being shown in the commercial films,” Dr Rapatan highlighted.

Filling educational gaps through Inclusive Education By ANGELITO D. BARAZONA Ed. D – Principal 1
The current administration here in the Philippines is giving much more importance to Education. It is undeniable in the presence of improvements and new educational system as well. The reason behind is that they want to use this as a tool to improve the lives of its human resources. Inclusive education is one of these created programs. It is an approach to educating students with special educational needs. Under the inclusion model, students with special needs spend most or all of their time with non-disabled students. It aims to demonstrate the positive impact on the approaches to education at a normal classroom setting, leaving the fears of having an environment of stigma, exclusion, and various forms of negligence. This inclusive education aims to let students feel strong sense of belonging, learn to interact respectfully with others and learn to understand and appreciate diversity. In addition, this program also garners efforts from communities through encouraging parents and guardians to take an active role in the life of the school. In a news article about inclusive education published online, Department of Education revealed that in the year 2013, Special Education Program of the Philippines has only catered 2% of the targeted 2.2 million children with disabilities, especially those living under vulnerable conditions. This is one of the reasons behind Inclusive Education. There are a lot of people giving thumbs up to this. They said that placing a special student in a “typical” classroom, he would learn to socialize even to children who are not like him. This way, there is a so-called “excelling” and not just learning. In contrast, there are also a lot of individuals opposing Inclusive Education in the Philippines. Their opinions is that how can these children be productive in the society if they will be merged with regular students. Instead of confidence, low selfesteem would be gained. The reasons of both sides might create various negotiations. Let us just be hopeful that Inclusive Education could fill the gaps on the educational problems our nation is facing, as it created for that purpose.

When I was transferred to Salvador District, Municipality of Salvador,Lanao del Norte, I told my fellow school administrators jokingly that here in the Municipality of Lala or in the school where I was assigned “ Aguila ko in this place”, but when I moved to SALVADOR,” Tamsi nga langgam nalang jud ko ani ”. Last July 24, 2013 when I made courtesy to Sultan Johnny A. Tawantawan in their residence,The negative feedback I heard about him was changed to appreciation. Although he was the municipal mayor of the Municipality for three terms from February 1, 1988 to May 11,1998 and presently the Municipal Administrator But he is a very down to earth person and very humble. Eventhough that was the the first time I meet him but it seems, we are familiar and very close to each other, talking family matters, life of the young generation at present and he even told me about the sacrifices he made just to have education. He shared also that they really came from a very poor family. What they have achieved is a product of hard work. For me, when a person shared a lot about his self to a person, that means giving trust to you, and that’s what I felt from Sultan Johnny A. Tawantawan. The only advise he gave me at the end of our conversation is “ TRABAHO LANG JUD TA”. Every time I attended program in the different schools or barangays
within the District,the Barangay Captain or any speaker who has part in the program will always start their greetings by saying, “ANG ATONG AMAHAN SA KALINAW” ( Our Father of Peace), Sultan Johnny A. Tawantawan, AL HAJ. So, I asked them , Why Sultan Johnny A. Tawantawan called as the Father of Peace in the municipality. Their answers are almost the same, this place was known as Balimbing before now Lungsod ng Salvador. This municipality was a very chaotic place before. This was inhabited by about 60% Christians and 40% Maranaos. Before the administration of Sultan Johnny A. Tawantawan , many people were afraid to visit this place because of their safety. Killings happened almost every day ,bombings, stealing of farm animals and nobody was arrested because of the concept of resbak. REDO between Maranaos and Christians cannot be controlled so with the REDO between Maranaos and Maranaos. The time Sultan Johnny A. Tawantawan AL HAJ was elected as mayor in the municipality last February 1, 1988 until May 11,1998. Almost all of the crimes were solved during his three terms as mayor. Although sometimes his ways in solving the problem or crime is not within the law but that made the bad people and the criminals afraid to do unlawful actions .He treated Maranaos and Christians equally, whoever com-
mitted mistakes will be punished. Zero prisoner in the Municipal Jail. Although his Maranao brothers and sisters are not in favor of his principle but he didn’t mind it. For him, anybody who commited mistake will be punished. If the majority of the people feel happy of the decision he is going to make then he will do it.The Tawantawan Family managed the municipality for almost 22 years now,he was succeeded by his wife,Hon. Raida L. Tawantawan as municipal mayor for 3 terms also then his son,Hon. Hassanor L.Tawantawan from May 10, 2010 until present as municipal mayor also. As of present, his family has misunderstanding with his brothers and sisters and some relatives due to conflict of principle, but Sultan Johnny is trying his best to find solution that the conflict will be resolved and also the Salvadorians are praying that it will be resolved the soonest time possible so that true and lasting peace will be enjoyed by the all the people here. According to Sultan Johnny A.Tawantawan, AL HAJ, kung ano nakakabuti sa nakakarami doon ako.He believes also na ang Pagkakaisa,Edukasyon at Pagmamahalan ay magsilbeng daan tungo sa Kapayapaan. It is the greatest objective of Sultan Johnny A. Tawantawan, AL HAJ to have peace in the whole world especially in his hometown,Salvador.
Master Hanz Cua Sees Hotter Year, More Disasters
2014 will be a hot year as disasters will continue to devastate parts of the country, a popular Feng Shui expert, revealed in a press conference today. "We will experience hotter weather this year. Rain will be less which will create havoc to the agriculture sector,'' said Feng Shui expert Master Hanz, during a press conference in Mandaluyong City. Still reeling from the effects of super typhoon Yolanda that devastated several provinces in the Visayas region last November and killed more than 6,000 persons already, Master Hanz forecast the possibility of another weather disturbance near the strength of super typhoon Yolanda to slam the country. "It's the Year of the Horse. The Wood and Fire elements will be dominant in 2014. And because it will be hot this year, water is expected to evaporate fast. It's effect could trigger strong weather disturbances.
Another super typhoon is not far-fetched. Later, we should expect heavy rains and more floods,'' said Master Hanz. Fire is one of the prevailing elements this year. With this, expect heated arguments, anger and ever war on the forefront. There will be tensions in the Middle East and Korea as well. Master Hanz also foresee another disease of pandemic proportion that might hit the country sometime between April and September. Sex scandals and love triangles will still heat up due to the appearance of the Peach Blossom Star. "Relationships will also be 'hot.' Many people will do everything for love,'' Master Hanz said. Yet the year 2014 will be a good year to get married. One of the good news in 2014 is that the Philippines will maintain good economic growth. It will rise in April, which he said, is a good month to invest in stocks.
Master Hanz said that the lucky businesses for 2014 include telecommunications which belong to the Metal Element and restaurants under the Fire Element. Sectors deemed lucky are Southwest, South, West and Center. Northeast, East and Southeast are unlucky. Lucky colors this year are red, orange, yellow, and green. This year, the Yellow Misfortune Star sits on the Northwest. "Every year, those who practice Feng Shui always take note of the Yellow Misfortune Star because that's the area where misfortune will likely to hit,''Master Hanz said. Last year, the Yellow Misfortune Star affected the center sector. "There were earthquakes and weather disturbances that hit the central part of the country.'' In 2011, the Misfortune Star hit the East sector where a tsunami devastated Japan, an Asian country located on the east. But Master Hanz, who is

There are various problems that a teacher or student might encounter in the classroom. These, perhaps, are common or, sometimes rare. The ones that are rare are considered, often than not, as hard to notice. An example for that is the gender biases in the classroom. Gender inequity are very hard to observe. An example for that is the teacher’s treatment to girls and boys in her classroom. For one, if a teacher is asked about gender inequity in classroom, he will argue and said that he treat his students fairly or in the same way. In a article published online entitled Gender Bias in Teaching by Kathryn Scantlebury, students are diverse and have different learning issues, thus treating all students in the same way means that some students will have a better learning experience than their peers. Second, teachers may be ignoring their unconscious gender biases towards their students, their schools and themselves. Scantlebury also added that if ignored, these gender biases, which may have developed from cultural norms, may lead to bias in the classroom. Gender bias also occurs upon making assumptions regarding behaviors, abilities and preferences. For example,
it is often believed that males are better in subject areas Mathematics and Science than females. In result, once a girl succeed in these subjects, she is given with opinion that it is because of her hardwork and not of intelligence. This is in contrast for a boy who is credited for his natural talent. However, there are signs that this gender bias in schools are decreasing. In the same article, the author said that the percentage of girls participating in science has increased and achieved parity with boys in biology, chemistry and algebra. In addition, little increase in the percentage of women in engineering programs has been recorded. These gender bias is a problem inside schools which impacts are cumulative and often ignored. There are maybe some of educators who unconsciously encounter the same problems. However, solutions to the problem of inequity should be addressed. Teachers can reduce and challenge gender bias through examining their pedagogical practices and posing simple questions about their practices. In other terms, a teacher can start on planning before he interact with his students, observe the class and look back to her teaching experience after a day.
TEACHERS FORUM ON DISASTER RESILIENCY: About 75 public high school teachers from all three secondary schools in Villanueva District attend a Forum on Disaster Preparedness and Resiliency held recently at the STEAG State Power Inc. (SPI) Training Room in Villanueva, Misamis Oriental. SPI Security Manager Neil Quijano shared some practical tips on disaster preparedness and impact mitigation. He underscored the need for schools to periodically update and rehearse their disaster and crisis management plans, and come-up with a continuing Information and Education activities to better prepare teachers and students especially in emergency evacuation procedures. Quijano said that the first step to any risk-reduction, management and impact mitigation efforts is risk identification. “Knowing the risks in your area can help you become better prepare” Quijano said. The forum is one of the activities organized by Steag as part of its Enhancing Governance in Local Development (EGoLD) Program.
