Measure prohibiting labor-contracting scheme filed in House A LAWMAKER filed House Bill 5140 in the House of the Representatives which will prohibit the labor-contracting scheme employed by local and foreignowned companies. Rep. Fernando L. Hicap (Partylist, Anakpawis) said majority of the 37.6 million-labor force in the country are either employed

as contractual, temporary, probationary and as odd jobs. Citing recent studies, Hicap said seven out of 10 firms in the country are implementing the contractualization scheme. “Contractualization is not a mere short term tactic to reduce the cost or to defeat a union organizing drive, but a long-term

strategy for shedding all obligations to workers and eliminating all employees rights provided by labor laws,” he said. Contractual employment, the lawmaker said, is an employment strategy that aggravates domestic employment by destroying regular and permanent jobs while exposing contractual or tempo-

rary workers to substandard and inhumane working conditions. Under the bill, any stipulation in any written or oral contract of employment for a definite or fixed period designed subvert the provision of the proposed act shall be declare null and void. A probationary employment shall not exceed six months from

the first fay of service for all workers regardless of the nature of employment. The bill imposes a fine of P500,000 and imprisonment of not more than two years to violators. If a corporation, trust, firm, partnership or association commits the offense, the penalty shall be imposed upon the guilty officers.

Guingona said the members of Aggies-Vet team are mandated to intensify their skills and techniques on crop farming, livestock raising and fish farming. The team is under the joint supervision of City Agriculturist Eduardo Sanchez and veterinarian Dr. Al Gonzales. “Let us help this administration provide food security to the consuming public. Emano bares completion of infra projects worth P144m

MISAMIS Oriental––Despite inheriting a bankrupt administration, the provincial government has completed various infrastructure projects worth P 144.7 million during the first 14-month of incumbency, Governor Yevgeny Vincente Emano said on Tuesday. Emano said that the projects involved school buildings, road projects and other public improvements which were completed as of November 2014.

He said that the provincial engineer’s office headed by Engr. Lester Bolo has completed the road constructions with a corresponding total value of P 10.3 million out of the shares of the “road users tax.” These roads are the Daan-Manticao-Patag-Talacogon road in Mantincao; El Salvador-KalabaylabayDalayap road in the El Salvador City, Initao-CamelonSinalac road in Initao, Purok M8-Canyamohan road in

Balingasag, and the NaawanMat-I-Cabalantian Road in Naawan. SURIGAO City––A rookie police officer is now in the hands of unidentified heavily armed men after he was snatched Wednesday morning in Malimono town in Surigao del Norte, a senior police official told Mindanao Daily News. Sr. Insp. Rosemarie Molabola, head of Police Community Relations of PNP-Surigao del Norte, said Police Office 1 Jonry M. Amper was driving his motorbike, an XRM Honda, in Barangay Bunyasan around 9:45 a.m. when flagged down by at least eight heavily armed men believed to be members of the New People Army (NPA). Mol ab ol a su r m i s e d the suspected NPA rebels brought Amper to the mountainous part of Barangay Tinago in Malimono. The Mindanao Daily News tried to call Malimono Mayor Teodoro Senaca but failed. Local Crisis Management Committee headed by Governor Sol F. HIV cases among young professionals increasing GENERAL Santos City––Health authorities here have expressed alarm over the increasing number of young professionals in the city who were getting infected with the human immunodeficiency virus (HIV). Dr. Mely Lastimoso, coordinator of the City Health Office’s (CHO) Social Hygiene Clinic, raised such concerned on Wednesday as she disclosed that seven more residents have turned out positive of HIV in the last three weeks, bringing the total incidence in the area to 168. As of the third week of October, the CHO reported a total of 161 confirmed local cases of HIV, which causes the Acquired Immune Deficiency Syndrome (AIDS). TO. TOMAS, Davao del Norte – Police nabbed a fugitive killer here Tuesday evening a week after he was charged of two counts of murder. DavaoToday learned that Roberto Codog Mamuca Jr., 21, a resident of Purok Narra 2, Barangay Talomo, Sto. Tomas in Davao del Norte was involved in two separate hacking incidents where he killed his cousin, Jerry Mamuca Villegas, 21, in Barangay Talomo and another man in Barangay Buclad in Asuncion town using a “bolo knife”. Mamuca earned his notorious monicker “manigba-

say” especially after word in local social media and short messaging system circulated that he killed four children. Sto. Tomas Chief of Police Rimas W. Lambert said that “Mamuca was arrested Tuesday night at Fd. Road # 2 in Sto. Tomas while a team of police regularly conducting a foot patrol in the area” adding that they acted on a tip from a local resident. “Mamuca attempted to escape but we were quick enough to chase and neutralize him,” said Lambert. Found in Mamuca’s possession were two small packs of dried marijuana leaves worth P5,000.00, fruiting tops wrapped in a cigarette silver paper, a mo-

bile phone and a mediumsized knife. Meanwhile, Lambert said that Mamuca is set to be on inquest Wednesday morning and he will be charged for violation of concealment of deadly weapon and violation of Republic Act 9165 or the Comprehensive Dangerous Drugs Act of 2002. “I commend the concerted efforts of the Sto. Tomas police for this accomplishment. Purisima challenges cops to remove ‘termites’ in PNP By GERRY LEE GORIT Correspondent

CAGAYAN de Oro City-Philippine National Police chief Director General Alan Purisima on Wednesday morning told the policemen in Northern Mindanao to enhance their image as public servants. Purisima, who spoke at the regional headquarters of the police at Camp Alagar in Cagayan de Oro City, said there have been recent cases of rogue cops (scallywags) in the country giving a bad name to the PNP. He called them “termites” and warned that this could “make holes” in the police organization and if not stopped would cause the PNP to fall apart. Purisima was in the region in connection with the PNP’s transformation efforts under its Performance Governance System (PGS) for each member of the police force. Found wanting For the nth time, I’d like to repeat here that since Vice President Jejomar Binay already declared his bid to succeed President Aquino in the 2016 presidential elections, it is but natural for the people to start subjecting him to a process of determining his fitness and so far he has been found wanting especially in regard to moral issues. Yes, it is true that he has not yet been found guilty by any court. But let us remember that the quantum of evidence needed in a court of law is not the same quantum of evidence needed in the bar of public opinion to determine Binay’s fitness to become president of the land. So far in the bar of public opinion Binay and his family have been found wanting in regard certain issues touching on their moral resolve to stay clean from any tendency to be corrupt. What has been proven so far is a pattern of behavior on their part that doesn’t speak well of their moral resolve to be on top of the many temptations they face to satisfy their greed for power, fame and wealth. As what I’ve pointed out here in the past, Binay and his family were never known to have engaged in bigtime business to justify their present wealth. In fact, it is Binay himself who continually sell the propaganda about his being poor who because of his own effort became a lawyer. Even as a lawyer, Binay has not proven to have engaged in a very lucrative law

practice. If the late President Cory Aquino appointed him as mayor of Makati City when she ascended to power in 1986, it was for no other reason but his being a staunch human rights lawyer during the reign of Marcos. We all know that lawyering for the victims of human rights at that time was never lucrative though it gave human rights lawyers such as Binay wide media exposure. Of course, we are not belittling the human rights lawyers then and now. We should even be grateful for their courage and dedication in taking up the cudgels of those victimized by the State through its machinery for legalized violence. What Binay and his family could not deny at this point is their being extraordinarily rich. Their present wealth is something that they too may not have imagined even in their wildest imagination that they could have in this lifetime. This point leads us to ask if the mayoralty post of Makati could be likened to a big business undertak-

ing that will reap for the mayor wealth beyond his or her wildest imagination. This is actually what the life story of Binay and his son, incumbent Makati City Mayor Erwin Jejomar Binay proves beyond any doubt. When Binay first became mayor of Makati he was as ordinary as anyone else in terms of everything. He was just a little better compared to almost all of us except the 41 families that the World Bank said cornered 78 percent of the nation’s wealth like the way they cornered the 78 percent of the 7.2 percent growth rate the country’s economy posted last year. When Binay’s wife succeeded him for one term, more wealth was added to the family wealth as if she did not become a mayor of the country’s premier city but partnered with one of the country’s business tycoons in a very profitable business enterprise. And now that the reins of the Makati mayorship was transferred to their son, Erwin Jejomar, as if the Binay family has a franchise over the said public office, he also became so rich that it seems he could not keep track anymore where his wealth comes from. Makati City had been effectively turned by Binay and his family as if it is their private municipal corporation hence the succession of one family member to another of the city’s mayoralty post. Since Binay and his family could not explain where their wealth comes from, Binay is doing his best to

shy away from the Senate that is currently looking into their unexplainable and inexplicable wealth as what I’ve said in previous columns. Binay has likewise put an end to weeks of speculation that he will face off with Sen. Antonio Trillanes in a debate about his moral competence to succeed Aquino. Only last Monday his camp put an end to all speculations about their much awaited face-off. It will not happen and Binay seems resolved never to answer point by point charges of his having amassed wealth as a public official. Some of my Cebuano friends describe Binay as baga’g nawong , thick faced. But I don’t think Binay will ever be affected by this. Just yesterday the national newspapers carried photos of him and his family in deep prayers during a mass to celebrate his 72nd birthday. A man and his family who could afford to mock God with their public projection of piety while they not so secretly steal from the coffers of the government is one of a kind. That is who Binay is my dear readers. But the bigger question is are we going to allow Binay to continually fool us? As for me and my family, we will never allow a rotten politician like Binay occupy a public office again. Over our dead bodies. That’s our vow. Ang inyo unsa man? Consistent in its efforts to boost the agriculture sector through farming technology advocacies, the Department of Agriculture-Regional Field Office 10 (DA-RFO10) through the Regional Agriculture and Fisheries Information Section (RAFIS) has recently concluded the conduct of the School-onthe Air (SOA) Program on Upland Rice Production in a graduation ceremony held in Malaybalay City, Bukidnon. The said activity is a collaborative effort between the DA-RAFIS and the Provincial Agriculture office of Bukidnon. The three-month long SOA-program which was aired over DXIQ-FM 106.3 Love Radio in Malaybalay City, Bukidnon has produced 170 farmer-graduates from the municipalities of Lantapan, Impasug-ong and Cabangalsan and Malaybalay City. MisOr Cares Provincial

Coordinator Dr. Bebina Casino, made a strong recommendation to this effect to the Governor after it was discovered that mental cases were far more serious health concern than what it was thought to be. Casino said: “Our municipal cluster coordinators reported that many of these are left without proper care

and no medical intervention.” But even before it was announced, mental illness were already one of those cases taken in by MisOr CareS under the instructions of Emano that “no one should be refused or sent away unattended.” “We realized that those afflicted with mental illness

are often those who are least given attention and most often they belong to the lowest stratum economically,” said Emano. The governor explained that mental cases are often misunderstood. Victims are kept away from human contact resulting to their rapid health deterioration which complicates their

situation. “Many families do not have the expertise to take care of these patients. The expensive medicines and social stigma that come along with those with mental illness, make their families suffer in silence rather than open up even to medical professionals and social

Bank panic hits Surigao; owner infuses more capital By ROEL N. CATOTO Surigao News Bureau

SURIGAO City––Rumors that it was going bankrupt have triggered mass withdrawals from the Surigaonon Rural Banking Corporation Inc. (SRBC) since last month, the bank’s majority owner and founder said Tuesday. But Alfredo “B oya” Bonpin assured SRBC has remained stable despite the bank run. “We can accept deposits now because it’s stable.” “ These rumors that spread like wildfires has caused bank panic to our depositors,” Bonpin said. Bonpin told reporters he infused at least P60 million to offset the mass withdrawals. He, however, said he needed to add P20 million more to make the bank more stable. But some depositors who wanted to get their huge deposits complained they could not do so. A depositor, who spoke on condition of anonymity, said he had at least P3 million in the bank but could

sabela City, Basilan Province – Police and military have disarmed an improvised explosive left at a gas station in this city, officials said Tuesday. Inspector Dahlan Samuddin, a regional police spokesman, said two masked men on a motorcycle left a plastic bag containing the explosive at the ASL gasoline station. He said the explosive, whose ingredient was mostly ammonium nitrate, and wired to a blasting cap and cell phone as triggering device, was inside a cooking pot when recovered by members of the local bomb squad late Monday. “Post-blast investigation revealed that the IED was placed by two suspicious persons riding on red motorcycle - one wearing a bonnet and the other had a handkerchief covering his face – and they immediately fled,” Samuddin said. “The

explosive was successfully disarmed and there is no reported damage to properties. Investigation is still going on.” The foiled bombing occurred a day after the military’s Western Mindanao Command in Zamboanga City said troops assaulted an Abu Sayyaf bomb factory in Tipo-Tipo town where security forces are pursuing militants headed by Puruji Indama. AHCBBL goes to island provinces The 75-member House of Representatives’ Ad Hoc Committee on the Bangsamoro Basic Law (AHCBBL) will conduct public hearings in the island provinces of Mindanao this week and next. The Committee, headed by Cagayan de Oro Rep. Rufus Rodriguez, held the first phase of their Mindanao public hearings in Upi, Maguindanao on October 22, Cotabato City on Oc-

tober 23 and in Tacurong, Koronadal and General Santos cities on October 24. Rodriguez was accompanied by 10 other members of the Committee. On Thursday, November 13, the Committee will be in Bongao, Tawi-tawi and in Zamboanga City on Nov. 14. Next week, the Committee go to Jolo, Sulu on Nov. 19, Isabela City in Basilan on Nov. 20 and Ipil in Zamboanga Sibugay on Nov. 21.

The stain is removed; the guilt is taken away. We are cleansed by his grace. If God can do that for us, what gives us the right to pet our guilt and sin? tudent chefs coming from Culinary Institute of Cagayan de Oro (CIC) battled in culinary competitions during the 4th edition of Chef ’s War, a clash of talents in preparing, cooking and presentation of food, held at Centrio Mall last November 10, 2014. The Chefs’ War started four years ago, the time CIC started its school year. Chefs’ War is to expose the talents of the students and to test the acquired learning they gained during their months of schooling. In CIC, students can acquire diploma in at most, nine months of attending sessions. One can receive Diploma in Intensive Culinary Arts with Holistic Nutrition in just four-and-a half month of attending Thursday and Friday sessions and also, Diploma in Culinary Arts with Holistic Nutrition in nine months on either Friday or Sunday sessions. In an interview with event organizing lead and CIC Marketing Head Restie J. Garcia, the Chefs’ War is to enhance the culinary skills of the students. It is also to reintroduce CIC and its high quality programs to the public. CIC is

the first culinary school in Northern Mindanao and Chefs’ War is one flagship event that opens their uniqueness as the first culinary school in Region X. Co-organizer Clarisa Jane J. Baldelovar also said that the event is as well to put focus on developing the abilities of the students. The school is participating in Kumbira, a Mindanao-wide culinary event. This time, instead of pulling two or three students, Chefs’ War focused on CIC students. There are four kinds of competition during the event. First is the table setting that battled three groups of baking students. In this contest, students are required to set the table in romantic way, having its theme, “Romantic Dinner for Two.” Battle of the Champions composing on Mystery Basket Challenge also took place on Chefs’ War. Winners from year 2013 and 2014 clashed for championship. Moreover, four groups coming from Batch E or Baking E class battled in another category, the cake off competition. Four

non-edible cake-entries were displayed in the Centrio Mall activity area and these were judged through its design, neatness, originality and its adherence to the theme, “Paskong Kagay-anon.” CIC alumni and former champion Michael Vincent Uy and Pastry chefs coming from Manila that include Chef Nadine Madrigal, Chef Malou Caudal and Chef Hasset Go, were invited to judge the cake off challenge and as well, the cook off. In the cook off challenge, on the other hand, top ten trios selected from 28 groups participated. The challenge centered on the theme Fusion of Filipino and Japanese Cuisines. Each group was required to produce three dishes: appetizer, main course and dessert in about one and a half hour. All of them were provided with ingredients and gas stoves and tanks sponsored by Petron Gasul. Top 3 were selected after the specified time. Groups 2, 7, and 8 emerged as top 3 respectively, receiving gift prizes from sponsors, cash prizes, plaques and medals. Group 8 also bagged all the Best Plated Appetizer, Best Plated Main Course and Best Plated Dessert. T h e y w e r e

then competed with the last year’s Chefs’ War cook off challenge champions, creating Battle of the Champions. This was the twist that surprised the students since all top 10 groups were not informed of beforehand. In the end, Group 8 still emerged as the winner in the Battle of the Champions. The group is composed of members coming from Batches I-9 and I-10, in the name of Dr. Marco Paulo D. Culala, Dazel Lee C. Estrada and Gertrude V. Alovera. They were given gift prizes specifically 11-kilogram tank, two burner stove and one original hose from Petron Gasul each. They also received, cash prizes, plaques and medals. For cake off challenge, Groups 3, 4 and 1 made it to the top 3. Group 1 composed of student chefs Marverette Bajarla, Ma. Donna Ravidas and Teresa Laplana was also awarded as Centrio Mallers’ Choice Award. The winner group was selected t h r o u g h the votes by Centrio Mall shoppers and goers, who also got free cupcake as a token for voting. Further, Best in CHEFWARS | Page B2
