THE Cagayan de Oro chapter of the Philippine Red Cross held last Sunday a massive blood donation campaign, netting almost 1,500 liters of blood.

Chapter chair Antonio Soriano lauded Magnum Radyo 99.9, initiators of the project, for conducting such noble endeavor. This is the second year in a row that the radio station organized such drive.

DAVAO City––Mayor Rodrigo Duterte said he would prefer that the City Health Office name the two milk tea shops found to have allegedly stored expired milk tea ingredients, after a group said the news of the incident was already affecting sales of other shops.

Speaking at Sunday’s episode of Gikan sa Masa, Para sa Masa, Duterte said he would have preferred keeping the names of the shops as this would certainly affect their business reputation.

“Ayaw ko sana (I don’t like) but you know, in fair-

ness to others selling the milk tea, dapat lang, kasi pati sila masuspetsahan (we should because the rest will also be suspected to have committed the same violations). You are deluding the public into buying something fresh when it is not, he said.

Duterte, deferred to the recommendation of the CHO. He warned against a repeat of the incident, saying he would not only name the stores but clos them outright.

added there should be a complainant.

As of last week, the CHO said it was still waiting for the recommendation of the City Legal Office if charges would be filed against the milk tea shops.

Oconer said the sanitation office conducted a massive inspection of different milk tea shops following the death in Manila of two persons and the hospitalization of another after drinking milk tea. One of those

killed was the milk tea shop owner itself.

The inspections started two weeks ago.

The department sent out 26 of its inspectors to conduct a thorough check of different establishments, including the milk tea shops in huge malls and Chinese stores that are selling these food products.

The CHO has coordinated with the Food and Drug Administration and has asked mall managers to supervise their tenants to augment the capacity of the city’s own inspectors.

7 killed, 7 hurt in Wao village attacks; mayor, parish priest call for sobriety MALAYBALAY City––The mayor of Wao in Lanao del Sur has called for sobriety to prevent the escalation of violence that left seven residents dead and seven others injured over the weekend.

Five persons, two of them pregnant, were killed and seven others were wounded in an early morning attack Saturday by still unidentified armed men in the remote village of Magamong, Barangay Park Area, Mayor Elvino Balicao Jr told MindaNews in a telephone interview.

The mayor said that a day earlier, on Friday, April 24, in the adjacent village of Campo Dos, also in Barangay Park Area, two minors were killed by suspected cattle rustlers. He said a witness testified having seen a boy who was hacked to death in a remote part of the village. Near the area, a girl was also found dead.

The witness reportedly saw the bonnet-wearing suspect fleeing toward Sitio Magampong.

Balicao, in an earlier interview said three children aged 15, 13 and 9 were tending to their carabaos separately in Sitio Campo

Dos, Park area, Wao, Lanao del Sur on Friday afternoon when unidentified men tried to grab one of the carabaos. The 15-year old girl reportedly resisted but was no match to the suspects. The mayor said she was later found dead, with hack wounds in different parts of her body.

Balicao said the girl may have been molested before she was killed but this has yet to be verified.

Balicao added that as the cattle rustlers left the place, they saw the 13-year-old boy who was also tending another carabao. He said the armed men took the carabao and hacked the boy to death.

Balicao said the 9-yearold boy, a younger brother of the 13-year old, heard the commotion from several meters away and proceeded to where his brother was.

He found him bloodied and lifeless. He also saw one of the suspects washing a bladed weapon.

Balicao said the boy cried and ran away. The suspects chased him but failed to catch up. The boy reached home and told his parents what happened.

The next morning, at a little past 5 a.m. Saturday, residents of Sitio Magampong, a Moro-dominated village were awakened by gunshots.

“We will do our best that this will no longer escalate,” he said.

Justice, not vengeance Fr. Floredelito “Yrap” Nazareno, parish priest of the Catholic church in Wao, said they called on parishioners during their masses, to pray for peace.

He said police should investigate and the people of Wao should seek justice, not vengeance.

Peace ‘Piece by piece’?

AMEND ARMM LAW -- I read similar positions of two (2) eminent persons who are proposing that in lieu of the Bangsamoro Basic Law (BBL), the more expedient way forward, while the BBL is getting stuck in both Houses of Congress is to return back to the law of the Autonomous Region for Muslim Mindanao (R.A. 9054) which they argued has no constitutional infirmities but enhancing it with applicable provisions of the BBL. This was proposed by former MNLF rebel fighter-commander JERRY SALAPUDDIN who returned to the folds of the law during martial law days and eventually became Congressman of Basilan province. Former Executive Secretary EDUARDO ERMITA, by the way, told me once how he went to the “war zone” while he was AFP army general to fetch JERRY from his Basilan hideout. I remember JERRY became Deputy Speaker of the House of Representatives at one time. ****** JUSTICE’S VIEW --- The other similar view came from former Associate Justice of the Court of Appeals MARIO GUARINA III who wrote a paper about this saying that he studied and

compared the ARMM law and the proposed BBL and concluded that amending the ARMM law is more conducive to national unity and can achieve equally meaningful changes in Muslim autonomy.

The Spratlys are 120 miles west of Palawan—way inside the Philippines’ 200mile Exclusive Economic Zone. But China, 1,000 miles away, has stationed armed forces and construction crews in the area, claiming ownership of it, building illegal structures, and occupying them in defiance of international law.

The area has been a traditional fishing ground of Filipino fishermen since way back, but now Chinese vessels warn them away and confront them menacingly with warships.

Our government offers to settle the issue diplomatically or resolve it through international arbitration as is proper in disputes of this type. But the Chinese Communist officials arrogantly

reject the idea and carry on with their illegal activity. A bullying, uncivilized behavior! **** This upsetting development could test the commitment or even loyalty of our brother Chinese-Filipinos that have nothing to do with China’s hostile behavior.

Or perhaps they can do something about it; an appeal or petition to the motherland maybe? Or is this too much to ask?

China already has vast lands and resources on the mainland, but this doesn’t stop her from coveting part our territory.

We’re a small country; they’re a behemoth! It’s immoral, illegitimate, and downright greedy to grab any part of a neighbor’s territory! ***** And they’re doing it by deceit: sneaking in on some shoals (shallow sandbars), filling them up with more sand from surrounding areas till they grow to the size of an island, then build structures on them for military

not pursue peace “piece by piece”? Remember, we gave it our best shot with the MNLF, well and good.

But there are still unresolved implementation issues up to now. However, most of the MNLF elements have already significantly transitioned to peaceful lives.

Why should we not give another shot with the MILF which has shown over the years its determination and willingness to find some peaceful settlement? ****** ONE ‘ENEMY’ LESS -- Let me stress this again: except for Mamasapano, the peace protocols with the MILF worked. I saw this myself during my watch while negotiating with them early on. Although there are indeed no perfect peace agreements, the deal with the MILF will mean winning another ally on the ground to our side. In fact, even if there will be more breakaway groups that will fall by the wayside as mainstream MILF partners with government, it will result obviously to lesser “enemies” to deal with. Then government can move on and deal with those who still want to continue fighting government. Government, although admittedly bungling at times, is allowing

all this from a high moral ground and from a position of strength. Of course, we have to learn lessons from Mamasapano no doubt.

And yes, all this for the good not only of the Bangsamoro but of the greater majority of Filipinos. And lest we forget, we have signed a deal with the MNLF. Let’s continue to nurture it. And not pretend as if there was no 1996 Final Peace Agreement that government also entered into almost 20 years ago. ******* “ISIS, THE STATE OF TERROR” ---- That’s the title of a newly published book that I started reading a few days ago co-authored

attention, for which we have thoughtful Filipino expatriates to thank. They’ve been monitoring (by satellite) China’s bullying tactics in our Western backyard and feeding the information to media.

The group is USPGG (U.S. Pinoys for Good Government)—headed by New York-based Loida NicolasLewis, with lawyer California lawyer Ted Laguatan as legal counsel and West Coast media man Rodel Rodis as spokesperson. ***** Writing and speaking out relentlessly since the issue surfaced two years ago, they’ve been urging action to prevent China from completing the structures (which are now in an advanced stage of completion).

IGLESIA Filipina Independiente (IFI) Bishop Raul Amoricillo of the Diocese of Malaybalay City in Bukidnon warned Philippine National Police, Region 10 (PNP-10) spokesperson Senior Supt. Gervacio Balmaceda Jr. to stop accusing him of kidnapping five minors or else he would face a legal complaint.

“We call Mr. Balmaceda to cease making public statements that malign the

“We reiterate that no such abduction took place and that the minors have not been forcibly taken away from their community by the church,” he said.

But Balmaceda interpreted this earlier as kidnapping.

Speaking over the phone, Balmaceda insisted that Marivic’s police blotter was akin to how a complainant would report a kidnapping incident and insinuated that Marivic and Melvy had an ideological rift.

ZAMBOANGA City––Three blood donors were found positive of Human Immunodeficiency Virus (HIV), the Philippine Red Cross (PRC)-Zamboanga City said.

The three persons were among those who donated blood since January this year.

Dr. Eileen Ruste, PRC regional blood bank head, said the three were among the six people whose blood samples were suspected to be HIV-positive and sent to the Research Institute for Tropical Medicine (RITM) for confirmatory analysis.

Ruste said the donors whose

blood samples yielded positive of HIV are in their 20s.

The blood extracted from them was safely disposed, she said.

She emphasized that all blood donated to the regional blood bank are thoroughly screened to ensure the wellbeing of the

recipient patients.

She said the bank is equipped with blood screening machines known as Architect and Evolis, which are capable of detecting HIV, hepatitis B and C, sexually transmitted diseases, malaria and other diseases.

She said four medical tech-

nologists trained by the RITM are manning PRC’s regional blood bank based in this city.

The regional blood bank serves patients in Region IX as well as the provinces of Basilan, Sulu and Tawi-Tawi, which are part of the Autonomous Region in Muslim Mindanao. (MindaNews)

Water project faces test anew in SC petition for TRO

BUTUAN City--The P500million Public-Private Partnership Bulk Water Project of Taguibo Aquatech Solutions Corporation (TASC) and Butuan City Water District (BCWD) faces another challenge with the filing at the Supreme Court (SC) of an application for the issuance of a Temporary Restraining Order (TRO) and/or Writ of Preliminary Injunction (WPI) by 17 petitioners led by Butuan City Councilor Sergio Pascual.

Pascual had earlier sought to halt the PPP project in SP Civil Case No. 1506 For “Injunction with Plea for a 72-hour ex-parte TEPO and a regular TEPO,” filed by Caraga Indigenous Peoples’ Management and Development Corporation he represented.

He sought to enjoin TASC and BCWD from proceeding with the water project for alleged failure to comply with the free prior and informed consent process with the Anticala Pianing Tribal Organization (APTO).

Emergency purchase of uPVC pipes cost BCWD a total of P922,020 which was supposed to be funded by the city government of Butuan. The amount was not released by the city government allegedly due to lack of funds. Clearing and

excavation works started on March 5, 2015 by the partner company of BCWD. Laying of the uPVC pipes was done on March 9, 2015.

BCWD spokesperson Ramil Barquin said that with the operation of the by-pass line, water production at the filtration Plant increased to 800 to 1,000 cubic meters an hour. “As of April 2015, the water firm has attained 100 percent water supply distributed to its service area” Barquin said.

According to Barquin, the by-pass line is an alternative method of extracting water from the Taguibo River, conceptualized during the water crisis after Tropical Storm Seniang which damaged the Infiltration Gallery.

The idea is to extract water through the intake box at the upstream of the Infiltration Gallery and convey water to the transmission line through a combination of reinforced concrete pipes,

steel pipes and uPVC pipes.

When water turbidity level is high, water will be pumped to the desander/Filtration Facility of TASC and the product water will be conveyed through the by-pass line toward the injection point at the transmission line. Through the desander/ Filtration Facility, BCWD will still be able to deliver water to consumers even if the water from the Taguibo river is very turbid during rainy weather.

What is Senior High School?

The term Senior High School covers the last two years of the K to 12 Enhanced Basic Education Program that focus on the Grades 11 and 12. This will be fully implemented by School Year 2016-2017.

Students in these Grades will go through a core curriculum and subjects under a track of their choice.

This prog ram enable the students to be equipped with skills that better prepare them for the future whether it be higher education (college), entrepreneurs, employees, and skills development (further tech-Voc training).

The program for Senior High School creates many

opportunities since it consists of two distinct parts; first, a core curriculum that prepares student for college, and second, a set of subjects called “career pathways” that prepare students for careers. All high school students should take the core curriculum and at least one or two of the career pathways.

Eight learning areas make up the rest of the K to 12 curriculum as the core subjects namely; English, Filipino, Math Science, Araling Panlipunan, Mapeh, T.L.E. and Edukasyon sa Pagpapakatao. The career pathways are of various kinds, most probably those with National Certification Level 2 (NC2) from Technical Education and

Skills Development Authority (TESDA). Students in Grade 7 to Grade10 had obtained an NC1 like Animal Production, Caregiving, Computing and internet Fundamentals, Crop production, Dress Making, Electrical Installation and Maintenance, Food Processing, Home Management, Tailoring, Technical Drawing, Welding, etc. Not all skills will be offered in a school. Most likely it offers only one or two of those mentioned skills.

Senior high School students may pick a track based on how he or she will want to proceed after high school graduation.

In general, students in Grade 11 will spend about two-thirds of their time studying the core subjects.

One third of their time will be spent on their chosen

career pathways, either on campus or internship/ immersion in a company.

Students in Grade 12 will spend more than a third of their time in internship or immersion.

Therefore, after completing the Senior High school, it creates many opportunities or an avenues for having a standard requirements to make sure graduates know enough to be hirable, provide with better work opportunities, get a work while studying, choose to start own business, and prefer for further learning by going to college. This ensures that Senior high school graduates will have the standard knowledge, skills and competence needed to college or earn a living immediately after high school graduation.

The need to push higher is also the reason behind the creation of Schoolbased Management.

School-based management is an organizational approach that involves expanding of school responsibilities and authority for the improvement of school performance. It provides mechanisms for the introduction of new approaches to education that result in enhanced

outcomes and that better fill the needs of the local community.

The implementation of SBM represents a fundamental and systemic organizational change to increase the presence of four key resources: power, information, knowledge and skills, and performance-based rewards.

D e cent ra lizat ion of power is one main focus of school-based management.

Power is shifted most often from the central administration to a group. This group might be composed of administrators, teachers, parents, community members or students.

Power can only be decentralized if assigned people have access to information needed to come up good decisions. In the private sector and public education, only the top positions of the organization have much access to these pieces of information.

Knowledge is also a key resource. Three kinds of knowledge and skills are important to decentralized management. First, employees need training to enhance their job skills and be a good contributor to the organization.

Next, they need teamwork skills to participate effectively in problem-solving, decision-making and communicating. Finally, employees need organiza-

tional knowledge such as budgeting and personnel skills, understanding of the environment and strategies for responding to changes in the environment.

Rewards is also a resource serving a key of SBM. This part allow organizations to reward employees for the knowledge and skills they possess.

The creation of SBM is to direct an organization to improve performance.

It is possible much if this approach is accompanied by organizational changes that enhance the information, knowledge and skills of participants that align the reward system with clear desired outcomes.

Men are limited to take two drinks a day and one drink a day for women.

Having a regular ex-

Doing such is a stress relief, for it is an answer if anyone would want to be certain about his health and wellness.

Bayaning Magnum garners 1,500 participants

ORE than a thousand participants successfully donated 0.7 liter of blood each during Bayaning Magnum which was held last Sunday at Limketkai Mall.

Antonio Soriano, Philippine Red Cross – Misamis Oriental chapter chair, lauded the efforts of Magnum Radyo 99.9 for holding the Bayaning Magnum Share Blood, Save Life blood donation which is now on its second year.

Soriano said that activities such as what Magnum Radyo 99.9 is doing form part of their social corporate responsibility and they should be honored for that.

“Everyday here in CDO, there is always a person needing blood transfusion. And there are some cases that a person needs three bags of blood. That’s already a total of three persons who donated that blood,” he said.

Here in Cagayan de Oro, the most common cases of blood needs are those who figured in vehicular accidents followed by dengue and in rare instances, leukemia.
