Dusit Thani Residence, a Dusit International affiliate, will be erecting 168

DAVAO City––A civilian tipster will get the P5.6million reward following the killing of top New People’s Army (NPA) leader Leoncio Pitao, popularly known as Commander Parago Sandoval, on June 28 in Paquibato District, the military said.

Maj. Gen. Eduardo Año, commander of the Army’s 10th Infantry Division, said a civilian tipster who provided vital information in tracking the location of Pitao will get the reward money.

Pitao, chief of the NPA’s Pulang Bagani Command 1, had several standing war-

rants of arrests for murder, robbery and multiple frustrated murder.

Año said the recent encounters in Paquibato have been a factor in tracking the movement of the band of about 50 rebels.

Año told reporters that they formed “Task Force Minion” several months ago to capture or neutralize Pitao.

AVAO CITY -- The Ulama League of the Philippines (ULP), a renowned Islamic religious organization, informs the public that it has continually and successfully been implementing its plans, programs and agenda in relation to being one of recognized HALAL certified body in the Philippines.

The other certified bodies are the Halal Development of the Philippines

(HDP) and the Islamic Da’wah Council of the Philippines (IDCP).

ULP has been recognized internationally by the Department of Islamic Development Malaysia (JAKIM) and World Halal Food Council (WHFC) Indonesia as a HALAL Certifier in Pharmaceutical and Medical Products, Packaging, Personal Care, Chemicals, Food and Non-Food Products.

The report said combined elements of 10th ID’s Task Force Minion formed several months ago to capture Parago caught up with the latter’s group, triggering a 20-minute firefight.

Parago’s group clashed with troops from the 6th Scout Ranger Company, 1003rd Brigade, 69IB and 10th MIB. Recovered from the encounter site were two M16 Rifles, three backpacks and several rounds of Rifle Grenades, the press release said.

Aside from Pitao, a female fighter, believed to be a medic, was also killed in the 20-minute firefight.

Año said government troops recovered from the encounter site were two M16 Rifles, three backpacks and several rounds of rifle grenades.

Before the rebel leader’s death, the military had claimed several times Pitao had been killed in encounters.

“Now we are 101 percent sure that we got him based on the dentures and some body marks,” Año said.

Simon Santiago, NPA’s spokesperson in the Davao Region, confirmed that it was indeed Pitao and his medic who were killed in the encounter.

Santiago disclosed that Pitao had been suffering from diabetes and hypertension. “This is not a secret in the community, the masses are aware of his condition,” he said.

He added that many of their colleagues had advised Pitao to seek medical attention but he refused.

“His health condition did not undermine his courage and determination to pursue the revolution and server the poor and the oppressed,” Santiago said in a text message to MindaNews. (Keith Bacongco / MindaNews)

Mindanao’s booming business today and beyond

Several investors have been pouring their money into the biggest cities in Mindanao.

Two of the most competitive cities in Mindanao Davao City and Cagayan de Oro – have a very high economy indicator today. An indication that even if there is a global economic melt-down, capitalists are exploiting the bullish trade opportunities that these two cities are posing to them at present.

Giant companies are optimistic about the local business environment in these cities.

Cagayan de Oro City , the “Gateway of Northern Mindanao” the capital city of Misamis Oriental and Region X is the center of business and industry of the region. Today it is enjoying an unprecedented boom in several industries. Predictions point to a very promising future for all kinds of businesses.

Prominent investors such as Henry Sy’s SM and Ayala are now racing for prominent locations of their establishment. SM has already situated one of its biggest mall (in Mindanao) at a very choice area in Cagayan de Oro’s uptown (where high end subdivisions are sprouting courtesy of Villar’s Camello Homes; Pueblo de Oro; PhilAm Home; ABrown’s Xavier Estates and new real estate firms like Ital-pinas’ Primavera).

Soon a bigger SM mall in downtown Cagayan de Oro will rise at the site of former Coca-cola Plant along Claro M. Recto highway – a few meters from the giant Ayala’s Centrio Mall.

Cagayan de Oro is lucky that it has several business chambers complementing the business strides of the city, such as the Cagayan de Oro Chamber of Commerce (Oro Chamber); Cagayan de Oro Filipino Chinese Chamber of Commerce ; Misamis Oriental Filipino Chinese Chamber of Commerce and Industry; Philippine Chamber of Commerce and Industry; and Cagayan de Oro Chamber of Industries. The city has a generally peaceful and friendly business environment.

The city also has several tourist attractions ranging from natural to historical and business spots of

shopping centers, hotels, and restaurants.

Visitors have access to all the great beaches and mountain resorts, easily, because Cagayan de Oro is the entry point of Northern Mindanao .

On the other hand, Davao City is linked by air or sea to major destinations in the country, or by land via the Philippine-Japan Friendship highway.

One hallmark of a sound business investment are its excellent facilities like the Davao International Airport which is one of the busiest airports in the country and which also serves as gateway to the East Asean growth area, and has direct flights to Singapore and Indonesia.

Access to the 20-million market of Mindanao and the 56-million market of the BIMP-Eaga are provided by Davao’s modern infrastructure and facilities.

Typhoon-free, the city offers conducive atmosphere for business, leisure, agriculture and other tourism activities.

Davao City has been hosting conventions and forums with support from regional centers and headquarters of government and private agencies, whose scope of operation covers Southern Philippines or the island of Mindanao. This is why it is considered the capital of Mindanao, and considered as the financial center, with about 1,200 institutions of as banks, non-bank financing, and lending agencies.

Big businesses has been pouring investments in the city, such as recently, the , Robinsons Cybergate ; the Abreeza project of Ayala Land Inc. and Anflo Group of Companies.

Property developers are building new establishments such as condotels, and condominium units rising left and right and units being sold fast and easy.

Big hotels are also on the rise for domestic and foreign tourists. Big developers, like Filinvest Land Inc., Ayala Land, Camella Homes, DMCI of the Consunji Group, Landco Pacific, are very enthusiastic on the market.

Jess Dureza after his father who was just seated on a chair talking to us. Everytime FM would take a glance towards his back, as if wanting something, the young son would oblige.Then he would return back to his corner.

FRIENDS -- Fast forward. When I was Davao Congressman from 1992 to 1995, “Bonggets”was Ilocos Norte congressman. Although we were colleagues, we did not bond much as close friends while working in the Batasan. He was seated up front and I was in the back row. Having humble beginnings and a “probinsyano”, the Marcos universe was a distant star from my own ordinary world down

south. However, it was when a congressional committee of which we were both members (together with then Congressmen Ralph Recto, Oscar Orbos, etc) came to Davao City and stayed at our family owned Seagull Beach Resort in Punta Dumalag that I got to know more about him.

Before last week’s chat, the last time we met was in November, 2013 when we disembarked at the Manila airport together from an international flight from Frankfurt, Germany (after my wife Beth got her second fresh stem cell infusion from Villa Medica for her kidney problem). He was with wife, Lawyer Liza (nee Araneta) and yes, “kodakan” even at the tube area.

“LOW-KEY & SHY” -- More recently, when the Mamasapano incident broke out and the issue about the bangsamoro basic law (BBL) broke the headlines, “BBM” (that’s the cryptic initials that his staffers and co-workers use in referring to him) was enthused about how he could be of help but as low key as possible.

Unknown perhaps to many, he is known to those close

to him as being “publicity shy” and would prefer to just quietly do his work. But the BBL issue was something he could not duck and must grapple with as he was chair of the committee tasked to handle it for the Senate.

Suddenly, he was thrust to the center of the public storm, a scenario he did not relish much --- a task that if mishandled would be very divisive, sensitive and explosive. But which he must do.

HIS DREAMS -- During our chat last week, he intimated that due to the intense polarization of the pro and anti BBL factions, he would be in a no - win situation. Nonetheless. But his formula, from how it looks, does not however kow-tow to what is preponderantly popular or what the gallery wants. It’s definitely NOT about “playing to the gallery.” Instead , he wants to do justice to the task and to the bangsamoro as well.

In no time, he buckled down to work and personally led Mindanao-wide consultative meetings on the ground and met and heard the views of all stakeholders, especially See dureza, page A11

GSIS bares winners of 11th art tilt

The Government Service Insurance System (GSIS) honored the winners of the 2015 Art Competition at the GSIS Theater in Pasay City last June 11.

Now on its 11th year, the competition adopted the theme “Gender Equality Is Empowerment” for the representational (figurative) category. The nonrepresentational (abstract) and sculpture categories were open-themed.

GSIS received a total of 616 entries, 65 of which were chosen as finalists.

The top three winners in the figurative and abstract categories received Php300,000, Php200,000, and Php100,000. In the

sculpture categor y, the first, second, and third place winners received Php200,000, Php150,000, and Php100,000, respectively. Five honorable mentions from each of the categories received P30,000 each.

Under the representational category, Benjamin F. Cruz of Calamba, Laguna won first prize for his work entitled “TEAMbangan”.

CAGAYAN de Oro City-An official of the City Local Environment and Natural Resources Office (CLENRO) has blamed politics for the filthy mess this capital city of Northern Mindanao is in that makes it “a noncompliant city” to Republic Act 9003 or the Ecological Solid Waste Management

Act of 2000.

“Politics is a hindrance to the proper solid waste management [in the city],” stressed Edgar Naguio, IEC officer of CLENRO. Naguio blamed the political opposition for effectively shackling the Moreno administration from literally cleaning up the city by slashing the budget for the proper implementation of RA 9003.

“Their slashing the budget in solid waste management in the city is a manifestation of the opposition’s disinterest in solving our garbage problem,” he said during the Ecological Solid Waste Management workshop for Barangay Carmen.

Carmen is the biggest and most populous of the 80 barangays of Cagayan de Oro. It hosts several hospitals, schools and business establishment. The barangay also hosts the Carmen Public Market, one of the main sources of garbage that are dumped in the city’s

landfill that is also located in the barangay.

The members of the political opposition who composed the majority in the City Council are doing all they can so that Mayor Oscar Moreno will fail in implementing its plans, programs and projects to sabotage his chances at winning a second term next year.

RA 9003 was approved on January 26, 2001 and implemented beginning February 16, 2001, but “we cannot see the effect of the law here in Cagayan de Oro,” he observed. This is because like any other laws local or national, RA 9003 is not implemented in the city because of several factors, such as (1) the leaders do not understand the law; (2) leaders are not interested in implementing the law; and (3) lack of political will.

All three factors are the hallmarks of the previous administration, under Vicente Emano who despite ruling the city as mayor from 1998-2007 and 2010-2013 and as vice mayor from 2007-2010, has not created nor convened the City Solid Waste Management Board, a clear violation of RA 9003.

Also during the Emano administration, the city’s landfill located in Sitio Upper Dagong in Barangay Carmen has been ordered closed by the Environmental Management Board (EMB) of the Department of Environment and Natural Resources (DENR) for not complying with RA 9003.

The city’s 17-hectare controlled dumpsite/landfill in Upper Dagong continues to operate beyond its designed capacity of 1.10 million cubic meters of garbage despite an issuance by EMB on June 2, 2010 of an Authority to Close (ATC).

CLENRO estimates the volume of garbage dumped there are now more than 4 million cubic meters.

Habitual Practices towards Achieving Effective Leadership

“Whatever the mind of man can conceive and believe, it can achieve.” —Napoleon Hill Each productive and successful community or group is an end-result of a good governance. True, in order for goals to be achieved, a good leader is a need.

Leadership is a social influence that encourage people to be active in accomplishing a simple or comprehensive task, such as the ones being performed in an academe.

In school, it takes a lot of courage and skills for teachers to influence other people, this time, her students and work fellows. In order to be influential, she must be an effective person at the first place. In order to be one, he must open his self in adopting efficiency skills.

This is an important thing in exercising effective educational leadership. In Department of Education for example, to implement programs in ways that these are planned and organized, a person should stand up in order to lead the implementation.

In a book authored by an American educator Steven R. Covey, he said that there are habits an aspiring leader should possess in order to be effective.

The first one is to be proactive. It is the ability to control a situation through making things happen or preparing for possible future problems.

Goal setting is one way to be proactive. This is a process of turning one’s vision or plan

into real action. It is focused on acquisition of knowledge and helps in organizing time and resources. Example is the DepEd’s OPLAN Balik Eskwela.

This aims to address common concerns encountered during school opening and assure that students are properly enrolled and are able to attend school by the first day of classes. This is a DepEd administration’s step one in order to prevent long term problems that might pop up in the later time.

Putting first things first is another habit that Covey put in his framework. Time management and priorities setting are keys to this habit.

This could be done through doing the things that should be done first before the other.

Sharpening the saw is also an important habit in order to be a highly effective leader.

Covey argued that this could be done through evaluating the direction where a person himself is going and seeing to it that he is progressing.

Through time, more skills will be adopted and habits will be embodied. In these, an educational leader will be more effective, as a leader, a teacher, a role model, a colleague and a person, at large.

Leaders are created and molded. The school environment and the people in it are changing in terms of form and attitude. Thus, it is important for a leader to adapt skills that will improve his quality even the surroundings are changing.

This is one effective avenue for a productive educational management.

Improved teaching methods in 21st century

The purpose of teaching is to mold ideas and understanding in the minds of an individual.

Thus, it is important for an educator to determine the kind of teaching methods he should be using inside the classroom.

In this way, his delivery of lessons would be interesting and further successful.

There are various methods introduced by several scholars in the matter and manner of teaching. Two ideas that would be discussed below are just few.

The traditional one is through lecturing. It is an established and considered as good method. In this method, a teacher should not only depend

and read the lessons on the book, but also interact with the students through calling each names to answer or to read lines. In other words, student participation is required along the teacher’s discussion. In articles online, it is stated that that there are good educational reasons in lecturing.

In here, a teacher can discuss the entire coverage of a lesson and present all ideas relating to a course or topic. During lectures also, students could attain understanding for he is free to ask for clarifications. In addition, students could be motivated to pursue subject area because a teacher can give encouragement since there is a free interaction

The advantages of K to 12

IN an effort to strengthen the early childhood education system in the countr y, the Philippine government, through the Department of Education (DepED), has implemented the K to 12 basic education program.

The government believes that education could be a central strategy to improve the lives of the Filipino people, contributing to the rise of the economy. Further, a change of the country’s educational system will enhance the learning of every Juan dela Cruz, which will be his tool to be successful.

Under the new education system, a child, at the age of five, starts schooling. In school, the child

learns his or her lesson in his or her “mother tongue.”

A study shows that a child who has better completion rate, which means that he or she is prepared for primary education, than those who did not undergo kindergarten.

This is the main reason why the present administration stood firm in changing the old system and in implementing the K to 12 Basic Education System.

K to 12 Basic Education System, over the years, is pushing for an improved and high quality of education for Filipino children. It is a 12-year program, believed to provide enough period to train students different knowledge and skills that are useful in achieving their future endeavors.

Further, cooperative learning method is a tool that develop confidence among the students and open up wide variety of ideas in their brains.

It is an avenue to unlock hidden intelligence of the student.

Thus, it is a learning method that could help students in learning critically and also helps the teacher to be successful in his delivery of lessons.

Prior to the implementation of the K to 12 basic education program, the Philippines is the last in Asia and one of the three countries worldwide, other than Angola and Djibouti, having 10-year pre-university cycle.

This 10-year of education before having college, education is composed of six years and four years in elementary and secondary education, respectively. The K to 12, however, covers kindergarten plus 12 years of basic education, comprising six years in elementary education, four years of Junior High School, and two years of Senior High School. In other words, the learning will take place in a longer period of time compared to the old system. Thus, students will be able to get sufficient instructional time to do subject-related tasks which make students more

prepared and well- trained on a subject area.

The basic purpose of the program is to address the necessity of decreasing the number of out-of-school youths and unemployed individuals. For one, K to 12 has Technical and Vocational component that introduces short-courses to students, which are useful in their employment after graduation. In K to 12 as well, a student normally graduates at age 18, equipped and old enough to enter the workforce.

The success in the education sector is a big leap for the country with its main goal to be a country at par and as competitive as the others. K to 12 is one step.

The next challenge is to make this implementation productive and goal-getter as what it is created for.

Emano, along with the department heads of provincial offices and employees, inaugurated a section of the first floor lobby at the capitol building, which will be dedicated for the information and education needs on matters relevant to the MisOrCares.

Some evacuees are staying at the town gymnasium, others at a mosque nearby. Some sought refuge

in makeshift houses along the road leading to the town center.

Aside from this municipality, seven other towns in Maguindanao were affected – Datu Paglas, Paglat, Buluan, Mangudadatu, Pandag, Gen. SK Pendatun and Rajah Buayan.

“We can endure this one,” said Maguindanao Gov. Esmael Toto Mangudadatu, referring to the third calamity to hit the province this year.

Early this year, mass evacuation took place government troopers launched military operations following the Mamasapano incident wherein 44 Special Action Force (SAF) commandos, 17 Moro Islamic Liberation Front (MILF) rebels and five civilians were killed.

Then a five-month dry spell damaged crops in the vast farmlands of Maguindanao.

Mangudadatu lauded the quick response by government forces like the elements of the Army’s 40th Infantry Battalion and local police who served as rescue teams amid calamities in Maguindanao.

“Nobody has died due to the floods,” Mangudadatu said, adding that he already alerted the towns surrounding the Liguasan marsh to be on guard for possible sudden rise of river water.

“I have appealed to the local executives to be watchful of impending floods so they can convince the people to quickly move to safer grounds,” he said.

Residents said the flood in Sultan sa Barongis, which reached neck level, is one of the worst flooding to hit the town since 1982.

PCSO regional office could not close the illegal PCSO that caters to the illegal “swertres” outlets because the PCSO has no police power.

“Running after the illegal swertres outlets is supposed to be the job of the police, but my appeals are falling on deaf ears,” Regondola said.

He said that the PCSO’s revenue is dwindling because of the proliferation of the illegal “swertres” operation in Northern Mindanao.

Last week, the National Economic Development Authority (NEDA) reported that the PCSO in the region

earned only P165 million in the first quarter of 2015 as compared to P184 million for the same period last year.

Regondola said that the illegal lotto outlet earns around Php 50,000 daily and there are hundreds of these illegal outlets regionwide.

Some of them even have business permits issued to them by the local government for other operations, such as being a vegetable retailer.

“It’s true, they’re selling vegetables, but their “illegal suwertes” sideline is more lucrative,” Regondola said.

Improvement of bangus prod. pushed in Dinagat Islands SAN JOSE, Dinagat Islands - The Department of Trade and Industry (DTI) Province of Dinagat Islands and Winrock-Philippine Cold Chain Project (PCCP) are accumulating their relevant resources to push bangus production as a means to provide developmental impact to the province.

With extensive coastlines, Dinagat Islands is a home to a diverse range of aquamarine products, which most of its inhabitants rely into as a source of livelihood. More so, this could be an avenue in developing bangus industry as a scheme to generate jobs and source of alternative income in the community.

UTUAN CITY - The Department of the Interior and Local Government (DILG) Caraga released P16-million worth of Performance Challenge Fund (PCF) to ten Local Government Units (LGUs) in the region during the Regional Poverty Reduction Action Team (RPRAT) dubbed as “Pagpadayag: Showcasing the Gains of Bottom-up Budgeting (BuB)” held on Monday at the Robinson’s Place Atrium, this city.

The ten LGUs were the passers of the C.Y. 2012 Seal of Good Housekeeping (SGHS) and the C.Y. 2013 Seal of Good Finan-

cial Housekeeping (SGFH) during the mandatory assessment of the Seal of Good Local Governance (SGLG) in 2013. Recipients

will receive P7-million for provinces, P3-million for cities and P1-million for municipalities.

The Province of Agusan del Sur received P7-million while the municipalities of La Paz, Loreto, San Francisco, San Luis, Sibagat, San Miguel, Bunawan, Prosperidad, Esperanza (all from the province of Agusan del Sur) and San Miguel (province of Surigao del Sur) received P1-million each for development projects.

The ten LGUs are also the

second batch to receive PCF check from DILG. The first batch of LGUs that received the fund were the province of Surigao del Sur, Butuan City, and municipalities of Buenavista, Agusan del Norte and Trento, Agusan del Sur last June 3, 2015 during the Program Orientation on DILG Administered C.Y. 2015 BuB Project and its Implementation Guidelines held at Pietros Square, Bonbon Road, this city.

DENR 13 leads planting of 7,000 Mangroves propagules in Butuan City BUTUAN CITY – The Department of Environment and Natural Resources (DENR) Caraga headed by regional director Nonito M. Tamayo celebrated Arbor Day on June 25 in a festive atmosphere by planting about 7,000 mangrove propagules at a tiny islet in Masao, this city where in 1521 Ferdinand Magellan held the first mass together with the natives headed by Tajah Colambu, the king of Butuan.

Although the 48-hectare sand islet near the Agusan River Delta had been developed by the DENR employees 17 years ago, in 1998, into a mangrove plantation, the area now serves as a breeding habitat of marine mammal and fish and source of food of the people living along the shorelines of Barangays Lumbukan and Masao and Las government troops in Purok 7 Brgy Paradise Embac where three of his security elements were killed. “Two more NPA rebels were also killed after pursuing troops caught up with Parago’s group in Purok Mangga of same village,” the report added.

The report quoted Major General Eduardo M Año, commander of the 10th Infantry Agila Division, as saying that information from residents in the area “started pouring in which allowed us to track down enemy movement and activities particularly that of the group of Parago.”

There are sacrosanct parameters that must be observed; there are the lines we all ought not to cross. “Otherwise, we are not doing our bangsamoro justice; otherwise, we are again misleading them and denying them the aspirations they have all dreamed of for so long”.

VINDICATION -- Yes, he is agonizing over accusations by some sectors that he is resorting to alleged “delatory tactics “ in the Senate, missing timelines, undermining and wateringdown the BBL. He said that if there is anyone who should be blamed for some delay, it is Malacanang, for the length of time it worked on a revised BBL after the bangsamoro transition commission submitted its finished work. Malacanang “embargoed” it ostensibly to review, took many months to work on it, but what came out was still a non-compliant version. He also asked why OPAPP, the presidential peace agency gave in the MILF demands that our very own constitution does

not at all allow. He said he is not surprised some quarters are tagging him as “anti-moro” but added that the final output of his work will vindicate him and “prove them wrong”. So far, he has done great efforts, listening and consulting.

And he eloquently speaks his mind out. There’s still a long road ahead. Let’s see how this ends.

LOVES MUSIC -Bonggets, although reared and nurtured by a “princely” world and environment, has his two feet on the ground, so to speak. His is a wellrounded personality, warm and does not strike one as aloof and distant. He loves music and as a musician, he plays the saxophone and the flute. He dotes on his 3 boys, all studying in London whom he and his wife Liza assiduously protect from the public eye. As I said earlier, the debut of vacationing “Zandro” in public by reading his father’s speech with some faltering Tagalog due to his Londoner accent must be a desperate option, the ailing senator not wanting to be a “no show” to the expectant university students. (Zandro’s video appearance posted by some netizens has gone viral, by the way.!)

“SMALL WORLD” -Atty. Liza is a practising lawyer at the “MOST” law firm in Manila. For those curious, the “M” there obviously is because of her and yes, the “O” is for Executive Secretary Paquito Ochoa who is “on leave”; the “S” is for law partner Serapio and the “T” is for my friend Atty.

Joseph Tan who is married to Patricia, a Dabawenya daughter of the pioneering Garcia-Montemayor family in Davao. ( A quick diversion. I recall being a close buddy of Patricia ‘s blind dad, lawyer-broadcaster Bobby Montemayor. He was totally blind but would be able to recognize and distinguish Patrice from the rest of her siblings by the sound of their approaching footsteps.!! ) Liza comes from the prominent Araneta clan and hence a close relative of another Araneta scion, DILG Secretary Mar Roxas. Section 37 of the law states that “no open dumps shall be established and operated, nor any practice or disposal of solid waste by any person, including LGUs, which constitutes the use of open dumps for solid waste, be allowed after the effectivity of this Act: Provided, That within three (3) years after the effectivity of this Act, every LGU shall convert its open dumps into controlled dumps, in accordance with the guidelines set in Section 41 of this Act: Provided, further, That no controlled dumps shall be allowed five (5) years following effectivity of this Act. RA 9003 is now 14 years old since it was enacted in 2001.

CLENRO chief Edwin Dael said in a forum earlier this year that the landfill was supposed to be closed in 2006 yet. But the previ-

ous administrations failed in securing the necessary documents, one of which is the Environmental Compliance Certificate, for the establishment of a sanitary landfill in Barangay Pagatpat.

The 37-hectare land in Sitio Pamalihi in Pagatpat was bought during the Emano administration.

Detailed engineering design, land assessment, feasibility studies, and various tests, etc. for the Pagatpat sanitary landfill were supposed to commenced this year but City Hall could not proceed with them because the City Council has not approved the proposed P30 million budget for proper solid waste management.

The majority members of the City Council claimed they have not approved the proposed budget because City Hall failed to present any program of works.

But the CLENRO claimed that they have attached all program of works to the proposed budget, which is also required by the Local Finance Council (LFC) in the submission of the Annual Investment Plan (AIP) as per guidelines of the Department of Budget and Management (DBM).

“Without the program of works, we cannot project how much we needed,” Naguio said.

Part of the proposed budget was earmarked to cover environmental and geohazard assessments and detailed engineering design for the sanitary landfill.

Despite this, City Hall is exerting efforts to “clean” up the city.

SkinStation opens 23rd branch in CDO

SKIN-CARE company SkinStation opened its new branch in SM City, Cagayan de Oro City last June 27.

SkinStation is a company known for utilizing science in its products and services to achieve best value in skin and body solutions among its customers.

It is formerly known as Godiva Skin Station. The clinic chain has undergone rebranding to SkinStation under a new corporate ownership of My Sanctuary Wellness Center, Inc. The center has been formed by the founders Fred and Carleen Reyes to run and manage the new and

upgraded SkinStation. Mr. Fred Reyes is an award-winning chemist and recipient of the 2008 Achievement Award conferred by the Philippine Frederation of Chemistry Societies and 2011 Outstanding Professional Award in Chemistry from the Professional Regulations Commission.
