Kagayanons recall heroes of WWII on the 72nd ‘Araw ng Kagitingan’ CAGAYAN de Oro City––Rep. Rufus Rodriguez, of Cagayan De Oro City’s second district, led the commemoration of the 72nd “Araw ng Kagitingan” (Heroes Day) in this port capital of Northern Mindanao on Wednesday.

In his short message, Rodriguez recalled the critical role of the people of Cagayan De Oro during the dark years of the WWII where hundreds of local guerillas became unnamed heroes who offered the supreme sacrifice in the fight against aggression by Japanese Imperial Army.

He said that the Port of Cagayan De Oro was the final escaped destination of Gen. Douglas MacArthur on board a military fast craft (the PT boat) before he flew to

Australia when the Corrigidor Island of Luzon fell in the hands of the Japanese.

“Today, the replica of the cap of Gen. Douglas MacArthur stood proudly as a tourist marker in the Port of Cagayan De Oro City to remind the Cagayanons and visitors that the city once hosted one of the famous American military generals in the Asia-Pacific Region during the WWII,” Rodriguez said.

He said that from the Port of Cagayan De Oro, MacArthur and his party that include Commonwealth President Manuel L. Quezon proceeded to Del Monte’s company airstrip in Bukidnon where they were flown by a military aircraft to Australia.

CAGAYAN de Oro Rep. Rufus Rodriguez on Saturday said that the Comprehensive Agreement on the Bangsamoro -- the historic peace deal signed last month by the government and the Moro Islamic Liberation Front (MILF)––is constitutional, saying further that he has not found any provision in the agreement that violates the Constitution.

“I respect Senator Miriam’s (Defensor-Santiago) initial reaction to the CAB. She is an expert in constitutional law, but I disagree with her at all the points

that she raised,” the solon said during the Kapihan with Media at Annabel’s Restaurant in Quezon City.

On Santiago’s comment that the “the powers of the central government shall be determined by the agreement and will turn it into a sub-state,” Rodriguez refuted that there is no sub-state that is being established, citing Section 17 Article 10 of the Constitution.

Moreno welcomes ‘recall,’ says ‘he will step down’

CAGAYAN de Oro City–– Cagayan De Oro City Mayor Oscar Moreno on Wednesday said that he welcomed the recall proceedings initiated by the political opposition as the only way to determine the real sentiment of the Cagayanons.

Moreno made the statement in his short message during the commemoration of the 72nd “Araw ng Kagitingan” (National Heroes Day) held at the city’s Plaza Divisoria here Wednesday morning.

“I hope the that the recall proceedings would unify the local politics to allow the city of Cagayan De Oro to move forward toward a progressive trading center in Northern Mindanao in the near future,” Moreno said.

Party mate City Councilor Teodulo Lao, said that Moreno expressed the willingness to step down if the recall proceedings succeed.

“Moreno told me that if the recall proceedings succeed, he would simply retire to private life, but would continue to work for the common good,” Lao said in a radio interview.

gay Captains (ABC) could initiate a recall proceeding by gathering the signature of, at least, 15 percent of the total registered voters in the locality.

Once all the requirements were complied, the Commission on Elections (COMELEC) would hold an election where the incumbent City Mayor or Governor would still run for the post against any local candidates who might be interested in the post.

BFAR raises ‘red tide’ alert in Macajalar Bay

CAGAYAN de Oro City–– The Bureau of Fisheries and Aquatic Resources (BFAR) in Northern Mindanao has raised the ‘red tide’ alert in the coastal lines of Misamis Oriental and Lanao Del Norte, said BFAR officials on Monday.

The BFAR issued the alert after officials recorded the mortality of more than 30,000 Bangus fingerlings in the Mariculture Park in Balingasag, Misamis Oriental last Saturday and Sunday, Angelilah T. Cabig, the BFAR information officer said.

She said that BFAR Regional Director Visa Tan Dimerin issued the advisory after fishermen in the coastal areas of Sta. Filomena in Iligan Bay, Lanao

Del Norte has reported the discoloration of the coastal waters since March 26 last month.

“Red Tide” is a known phenomenon when an algal bloom occurs in large concentrations of aquatic microorganisms caused by a few species of dinoflagellates and the bloom takes on a red or brown color.

In her advisory, Dimerin said, that the discoloration of the coastal waters off Iligan Bay has moved northwestward to the adjacent municipal coastal waters toward the Macajalar Bay in Misamis Oriental.

Dimerin said that the result of the analysis of the water samples collected in the coastal areas revealed the presence of “cochlodinium polykrikoides” species that caused a harmful algal bloom.

Move to separate Cugman HS from Gusa HS pushed CAGAYAN de Oro City––A bill for the conversion of the Gusa National High School – Cugman Annex into an independent national high school was filed recently in Congress, Rep. Rufus Rodriguez of Cagayan de Oro City said on Monday.

Rodriguez said that he filed House Bill No. 4225 on request of education officials to assure better administration of the national high school.

According to Rodriguez, education officials of both the Gusa National High School and the Cugman Annex National High School suffer administrative predicaments because of the growing enrollees of both schools.

He said that under the proposed bill, the Cugman Annex National High School would be converted and renamed as Cugman National High School whose operation would be independent from the Gusa National High School.

Rodriguez said that the independence of the Cugman Annex National High School from the Gusa National High School would be ideal for both educational institutions because the administration of the each school would be separate and independent from each other.

If converted into a separate, independent and distinct high school, the Gusa National High School will cater to the educational needs not only of the barangay but also of other adjacent barangays from nearby areas, Rodriguez added. CRIS DIAZ, Exec. Ed. MDN

Police arrest 6, seize FA, drugs in Normin CAMP ALAGAR, Cagayan De Oro City – The regional police command here has arrested six persons, seized firearms, and drugs during an eight-day operations in the region, the police report said on Monday.

Pol. Supt. Michael Pareja, spokesperson of the PNP regional command in Northern Mindanao, said that the operation covered from March 8 to April 4 with the conduct of 285 simultaneous checkpoints in various areas in the region.

He said that during the operations, 2 persons with illegal firearms were arrested, operatives also recovered illegal drugs believed to be “shabu” weighing 1.74 grams with a street value of P 20, 532.00 along with 501 grams of Marijuana leaves worth P 27, 555.00.

According to Pareja, of the 17 wanted persons in Northern Mindanao, 16 persons were arrested on the strength of search warrants while one person voluntarily surrendered.

Cabig, however, said that the BFAR warned the general public about eating the dead fish found in the coastal area covered by the advisory.

She said that the fresh fish caught in the area are still safe for consumption

provided the gills, guts, and viscera are taken and washed thoroughly before cooking.

Cabig said that scuba divers and swimmers should not also avoid body contact in areas where the water discoloration occurred.

BUTUAN City––The City Disaster Risk Reduction Management Office (CDRRMO) alerted the public Wednesday, especially those residing along shorelines, low-lying and landslideprone places to take the necessary precautionary measures as Tropical Depression “Domeng” moves closer to the region.

PAGASA reports that TD “Domeng” continues to move slowly and has changed course to northwest with its center estimated based on all available data to be at 550 km east of Davao City with maximum winds of 55 km near the center.

It was forecasted to move northwest at 05 kph. “Domeng” is expected to be at 230 km east of Hinatuan, Surigao del Sur on Thursday and by Friday, to be 190 km northeast of Hinatuan, Surigao del Sur. CDRRMO advised the public, especially those in the aforementioned places to observe and take precautionary measures.

Bukidnon enacts first ever revenue code

MALAYBALAY CITY The Bukidnon provincial board unanimously approved Monday the province's first ever revenue code.

Board member Albert Lagamon said that during the public hearings there were no objections, only observations and comments which would be considered integrated into the proposed ordinance.

He, however, noted the board had to extend on Monday the public hearing for the second district, which was held in this city, to address issues not resolved earlier. Bukidnon has four congressional districts.

The extended public hearing and the approval came about two and a half hours apart.

The board had earlier approved a mandatory resolution enacting the ordinance after the requirement of public hearing was complied with.

Section 186 of the Local Government Code requires the holding of public hearings before ordinances on taxes, fees or charges may be enacted.

Lawyer Apollo Maguale, secretary to the provincial board, said it will be effective "immediately after publication in a local newspaper for three consecutive days."

First since 1991 Maguale noted that while Gov. Jose Ma. R. Zubiri Jr. did not write a letter declaring the revenue code as "urgent" he pushed for it with urgency.

Maguale said the proposal was last tackled in 1992 with minor revisions only through the years. He added work on the revenue code started in 2011 with the provincial government consulting experts from the Bureau of Local Government Finance.

Simultaneous public hearings were held in Bukidnon's four congressional districts on April 2 but Maguale said they have to call back representatives from different sectors who want the "unresolved issues" resolved.

The apprehensions came from both businessmen and consumers who will be affected by the code, Bukidnon's first since Congress passed the Local Government Code in 1991.

Show the numbers During the public hearing on April 7, Roderico Bioco, president of the Bukidnon Kaamulan Chamber of Commerce and Industry Inc., asked the provincial government to present sufficient information to justify the increases or imposition of new taxes and fees. He said the old rates should be placed side by side with the proposed changes.

On April 2, only the proposed rates were presented, eliciting reactions from the participants from the business community.

But on April 7, both the old and proposed rates were already presented.

But Bioco was not satisfied. He said the provincial government should also present the revenues it currently earns from the prevailing rates and the revenues it expects to earn with the new rates.

He noted, however, that it would be practical to consider his suggestion in future public hearings.

He also stressed that the proposed rates should be based on previous performance. "(Before new imposition), reckon with the numbers first," he said, adding the projections made in absolute figures will serve as basis for performance evaluation later on.

He said the breakdown of revenues in the last five years and projection of increase as a result of the revisions in the next five years must be laid open to the public.

Bioco cited, for example, that for taxes on sand and gravel, there is a need for a report on how many cubic meters were extracted from the province's rivers.

Children’s Park to rise in Barangay Maria Cristina ILIGAN City - The City Engineer’s Office (CEO) was commended for doing their best with what they have in spite of lack of financial resources.

Young who is SP chairman of the Committee on Environment and Natural Resources and Committee on Research and Feasibility Studies had been working with the CEO on the engineering requirements for

submission to the Tourism Infrastructure Enterprise and Zoning Authority (TIEZA), a government autonomous corporate entity attached to the Department of Tourism, for the establishment of a 5-hectare Children’s Park at Fuentes, Barangay Maria Cristina.

The spacious and beautiful park is funded by the National Office.

The National Parks Development Committee, a department of the Tourism Agency entrusted in the maintenance and development of the Rizal Park, is tasked to develop the

Children’s Park When all project requirements and studies are submitted to TIEZA, this will be presented to the Sangguniang Panlungsod and the Mayor’s Office for comments. The Children’s Park will be started as soon as possible when approval and finalization of agreements have been made.

The Climate Change Commission (CCC) now conducts an orientation and training on the use of the Climate and Disaster Exposure Database (ClimEx.db) at barangay Carmen, Balulang and Macasandig through Project Climate Twin Phoenix, in partnership with the City Government of Cagayan De Oro and the Mindanao University of Science and Technology (MUST). ClimEx.db is a tool designed to help communities and local government units in planning their land use and development while incorporating preventive measures to adapt to the effects of climate change in their localities.

Her teacher says she has been performing well in her academics and is also one of the most active students in school activities.

Since implementation of Pantawid Pamilyang Pilipino Program or 4 Ps pupils from poor families show improvements in school attendance -- enrollment rate for beneficiaries 6-14 years old is at 96% and compliance with attendance of school age beneficiaries is at 88%, according to a social weather station survey.

Dep-Ed says more students and parents attend extra-curricular activities, they come to school with better clothing, project materials, and food, making them more active in classrooms. Pantawid Pamilya also plays a major role in reducing child labor especially in rural areas because with 4Ps many poor parents are now able to send their children to school.

Pupils have significantly improved and excelled in their academic performance with the help of the program.

Pantawid Pamilya now provide pupils with allowance for their food and transportation. They also feel more dignified with their new uniform, which they proudly wear especially when they are sent to other schools for competition.

A pupil said: I am grateful for Pantawid Pamilya for helping our

mothers buy our school needs,.”

Pupils are hopeful that through Pantawid Pamilya, andh consistent hardwork, they will be able to attain their dreams for themselves, and especially, for their families.

While many have questioned the wisdom of the program, Pantawid Pamilya truly helps in poverty reduction, promotes social development even as it provides cash grants to extremely poor households. These marginal poor are given the urge to meet certain human development goals in health, education and family strengthening.

Funded by the Asian Development Bank, Pantawid Pamilya aims to break the intergenerational cycle of poverty through investment in human capital. For poor households, the P1,400 cash grant enables their children to

meet education and health needs.

Children get educated and people get more concerned of their health. Because of the program, people improve their values, they are closer to their family members, and they are taught to be God –fearing.

Today, 3.9 million households are receiving cash grants from the Pantawid Pamilya. This human development program of the national government invests in the health and education of poor households, primarily of children age zero to 18.

Apart from support given to children until they finish high school, the Pantawid Pamilya also extended help to selected and qualified students entering college.

The days of colorum public utility vehicles may soon be over A proposal for prison terms and heavy fines meted on persons operating or owning colorum public utility vehicles, if it becomes a law, would help reduce road accidents.

Colorum public utility vehicles are a menace on the streets since it connotes dilapidated vehicles.

One of the patent causes of road tragedies is the unabated and blatant operation of colorum or unauthorized public motor vehicles, which are considered as menaces that further clog our roads according to the proponents of the measure.

The proposed measure provides, among others, that: (a) The owner and operator of a colorum vehicle shall be meted out the penalty of imprisonment of prision correccional (six months and one day to six years) in its maximum period or a fine, or both, subject to the discretion of the trial court hearing the case.

The schedule of fines shall be: 1) Public utility bus – P1-million; 2) UV Express – P200,000; 3) Taxi – P125,000; and 4) Public Utility Jeepney – P50,000, according to ANGKLA Party-list Rep. Jesulito A. Manalo.

In the event that the owner and/or operator is a juridical person, the partners, in case of partnership,

Perpetual revocation should be understood to completely disqualify said driver from being granted any type of driver’s license thereafter,” the author explained, adding that the colorum motor vehicle used shall likewise be permanently confiscated by the LTFRB. The measure tagged as HB 4086, is very laudable as it also provides that all permits, franchises, or CPCs issued in favor of the owner and/or operator of a PUV used and operated as a colorum, including those that pertain to other PUVs even not used and operated as colorum, shall be revoked. The said owner/ operator shall likewise be perpetually disqualified to operate any kind of public land transportation,” the

bill provides.

Owners and operators of the colorum vehicles, if found guilty under the proposed law, shall likewise be perpetually disqualified from applying and operating any kind of public land transportation.

If the use of colorum motor vehicle resulted in another criminal offense punishable under the Revised Penal Code (RPC), such as, but not limited to physical injuries, damage to property and/or homicide, such use of colorum motors vehicle shall be considered as an aggravating circumstance.

Manalo’s measure also provides that if the offense as contained in the RPC also imposes a fine, the court shall order its imposition of a fine not less than P200,000 but not more than P1-million.

It is unfortunate that amidst the many public land transport mechanisms presently in force, there are also numerous traffic and vehicular accidents that are encountered, most of which result in injury and even to loss of lives due to the presence of colorum vehicles.

It is high time that we should seriously consider the banning of colorum vehicles from public roads and highways so that it will no longer pose danger to the riding public.

Foreigners doing business in PH THERE are many expatriates, who haven’t yet reached the pensioner’s age, but simply want to stay in the Philippines and do business. So far so good.

I am 60 now, enjoy life in the Philippines while running some businesses.

Am I allowed to do so?

The Commercial Law of the Philippines (compiled by the AFA editorial staff and chaired by Aguedo F. Agbayani) says it very clear in his 1994 edition chapter III: Authority to do business: NO ALIEN AND NO FIRM, association, partnership, corporation or any form of business organization formed, organized, chartered or existing under any laws other than those of the Philippines, or which is not a Philippine national, or more than 40% of the outstanding capital of which is owned or controlled by aliens, shall do business or engage in any economic activity in the Philippines or be registered, licensed, or permitted by the Securities and Exchange Commission or by any other bureau,

Chapter II, Art. 59 says also, very clearly, that an alien has to check first his immigration status. Of course, a tourist is never allowed to do any business in the Philippines.

Fact is: I am an expatriate in the Philippines with a “permanent stay visa” as well as my wife, a natural born Filipina but a German passport holder since 17 years. We are doing business here, but the permit has been issued to my brother-in-law, a Philippine national.

Don’t get me wrong: I am not talking about foreign corporations. For the purpose of this code, a foreign corporation is formed, organized or existing under laws other than those of the Philippines

and whose laws allow Filipino citizens and corporations to do business in its own country and state.

Philippine law also sets the guidelines for investment requirements of foreign corporations under Section 126 of the Philippine Corporation Code.

Ask your lawyer, before you start any kind of business in the Philippines.

Many expatriates asked me, “Can your morals allow you to do that?” My answer is always very clear, “Yes, why not?”

The problem is only, if you can trust your Philippine spouse and/or his/ her family. Financially challenged

The Supreme Court ruling declaring the Reproductive Health law constitutional is a landmark decision wherein the Church is in effect reminded not to meddle in the affairs of the State.

To recall, the law was passed by Congress after years of being mothballed, revived and mothballed again. If not for the headstrong resolve of the Aquino administration, this piece of legislation might have been mothballed again.

When President Aquino signed it into law, those opposed to the new law, notably the Roman Catholic Church, sought the court’s intervention by asking the latter to declare the law unconstitutional. The Roman Catholic Church is of the view that the law runs counter to the teachings of the Church.

The Church’s strong opposition to the then proposed law caused its mothballing by several Congresses spanning about two decades. No one dared cross the path of the Church in regard this piece of legislation.

The Church lobby was so strong that the previous administrations and Congresses would rather have it left untouched by them than earn the ire of the Church.

This made the Church behave as if it is more powerful than the State.

With the Church becoming bolder in its opposition to the proposed legislation, the more the politicians cowered against the op-

The Church met its equal in Aquino who boldly stood for the passage of the proposed law notwithstanding the Church’s opposition. The proposed law thus became a law under the husbanding by the Aquino administration to ensure its passage.

Aquino was criticized and even maligned for his stance. But this did not deter him from seeing to it that under his watch this most important piece of legislation is finally passed. Not even his very popular mother dared cross the path of the Church with regard this issue.

The issue became a legal question when the Repro duc tive Health law was finally passed in 2012. Its implementation was, however, suspended when the Church asked the Court to have it declared unconstitutional.

A year after its constitutionality was questioned before the Supreme Court, the justices gave its verdict Tuesday declaring the law constitutional but striking down certain provisions it deemed not in accord with the constitution.

I said this is a landmark

decision because it clearly established the line between what the State could do without the interference of the Church. Here the Court made clear that formulation of State policies such as reproductive health for women citizens is the domain of the State without the interference of any institution no matter how powerful or big that institution may be.

The vehement opposition of the Church with regard this particular State policy derailed its passage into law. Now the Church is told that formulation of State policies is an inherent power of the government.

The Church can not just oppose any State policy simply because such policy does not sit well with that institution’s teachings. A State policy may not be welcomed by the Church but the litmus test in determining whether such State policy is constitutional or not is not the stance of the Church toward such policy but whether that policy serves the general weal.

In this regard, the reproductive health law has become a necessity, a must for the country to adopt.

We can’t expect to solve the numerous social ills of

Philippine society without concretely addressing the runaway population of the country. Besides, the burgeoning population is taking its toll on the scarce government resources thus preventing the State from pursuing responsive social services programs.

The bigger the population is, the lesser the government’s ability to deliver public and other social services to the populace becomes. Remember that government resources are scarce. The more people demanding basic social services, the more the resources become constricted. This is the evil that the reproductive health law will try to address. And this is the reason why it made the Church’s opposition to the law misplaced and unthinkable.

But now that the Supreme Court has ruled as to its constitutionality, it is hoped the government is able to deliver what it promises to deliver through this piece of legislation.

Civil service set to hold on-line eligibility tests in Zambo City

ZAMBOANGA CITY – The Civil Service Commission (CSC) is set to start the conduct of on-line career service professional and career service sub-professional examinations in this city.

CSC Regional Director Macybel Alfaro-Sahi said they are just awaiting for the conduct of an audit to enable her office to start conducting the computerized examination.

Sahi said the initial plan is for her office to start the conduct of on-line examination by the month of June this year.

Sahi said the audit aims to determine “if our equipments are in place and in ac-

cordance to the standards.”

She said an examinee will have to pay P700 online examination fee. The result will be known an hour after taking the examination.

However, she said they will continue to administer the paper and pen type of examination although they will be conducting on-line civil service eligibility test in this city.

An examinee is required to pay P500 as examination fee in taking the paper and pen test.

The civil service eligibility is a requirement for an individual who wants to join the government service. (PNA)

Preparations underway for installation of new Zamboanga Archbishop

ZAMBOANGA CIT Y Preparations are currently being done for the installation of Bishop Romulo Dela Cruz as the new Archbishop of the Archdiocese of Zamboanga.

Archdiocesan Administrator Monsigñor Crisologo Manongas said Dela Cruz will be installed as the new Archbishop of this city at 9 a.m. on May 14.

Manongas said that Papal Nuncio Giuseppe Pinto will lead the ceremonies to be held at the Metropolitan Cathedral of the Immaculate Concepcion.

Valles was made archbishop of Davao City last 2012 and since then Zamboanga did not have an archbishop. Dela Cruz had also served as bishop of Basilan Province from 1988 and of Antique from 2001 until his appointment as bishop of Kidapawan.

He was born on June 24, 1947 in Iloilo but at an early age he and his parents migrated to Mindanao.

Dela Cruz is currently a member of the Catholic Bishops Conference of the Philippines (CBCP) Episcopal Commission on Social Communications and Mass Media and vice-chairman of the Episcopal Office on Women.

Dela Cruz’s appointment is Vatican’s second major act this year for the church in Mindanao.

The first one was last month wherein Cotabato archbishop Orlando Quevedo was elevated and named as member of Vatican’s College of Cardinals, the eighth Filipino to be named to the high office. (PNA)

No. 1 wanted man falls in Aurora, Zambo Sur

ZAMBOANGA CITY – The police, in its campaign against fugitives, have arrested one of the most wanted persons in the province of Zamboanga del Sur, an official announced Wednesday.

Arrested was Jonard Torres, who is listed as the Number 1 most wanted person in the municipal-

Talaingod Mayor wants Manobos to return home but evacuees rebuff

alaingod, Davao del Norte—Talaingod town Mayor Basilio Libayao urged Manobos now encamped in a protestant church compound in Davao City, to return home as “temporary evacuation centers and a half a million worth of assistance await them.”

He also declared the town under a state of calamity following the April 3 departure of around 1, 350 Manobos who were affected by military operations. It is common practice for the local government in a disaster-stricken area to declare its own “state of calamity” to make the calamity funds available.

But Chieftain Datu Doluman Dawsay, leader of the Salugpungan ta Tanu Igkanugon, the group of Manobos who evacuated to Davao City, told Davao Today they doubt the local government is sincere in helping them.

He said that “they have not even helped us during the crisis of rat infestation and during typhoon Pablo and Crising, how can we expect them to help

us with our current safety problems?”

A return to the “militarized areas” is also a violation to international human rights instruments, said Bishop Felixberto Calang, of the Iglesia Filipina Independiente and chairperson of Barug Katungod Mindanao.

Calang said, “Angayang sundon ang United Nations Declaration on the Rights of Internally Displaced Peoples nga nagaingon nga ang lugar sa evacuation dapat luwas sa mga hulga ug peligro nga mao na gani ang nagtukmod sa maong dislokasyon. (The United Nations Declaration on the Rights of Internally Displaced Peoples should be followed because the evacuation site should be free from the danger—the very reason of the people’s dislocation.)

He also added, “Anaa usab ang UN Declaration on the Rights of Indigenous Peoples nga nagabawal sa militarisasyon sa ilang mga komunidad. Ang solusyon mao ang pagbawal sa pagokupar sa militar sa lugar sa bisan kinsang sibilyan ma Lumad man o dili.( There is the UN Declaration on the Rights of the Indigenous Peoples that prohibits militarization in Lumad communities. The solution is to ban government troops from occupying communities, whether these are Lumad communities or not.)”

“That is an obligation of the Philippine government to international human rights standards,” Calang pointed out.

The military also wants the Manobos to return home.

Major Jake Obligado of the Philipine Army’s 10th Infantry Division, in a televised interview, said that the Lumads “are just being used by militant groups dahil simulat sapul makikita mong ang kanilang akusasyon kayang-kaya sana

While we are solving the problem, these groups use the lumads to make the situation worse).”

Datu Doloman belied the statement of the Army that they were just “being used by militant groups.”

“Kami man mismo ang miduol sa ila kay tong una pang panahon pagsulod

sa Alsons (Alcantara and Sons, Inc) sila naman ang mitabang sa amoa (We approached them because they helped us long ago during our struggle against Alsons),” said Dawsay in an interview with Davao Today.

For Dawsay, the supposed militant groups are their “support groups.”

“Ang gihimo sa sundalo, wala man nay undang pagpanghasi sa amo, ginaguba among uma (the soldiers have never ceased in threatening us and destroying our farms),” said Dawsay.

“They (Pasaka and the Solidarity Action Groups for Indigenous Peoples or Sagip) are consistent in helping us. The military is consistent in abusing us all these time and many have died during evacuations,” Dawsay said adding that he detests the fact that they are being “forced to be accustomed to becoming bakwits (evacuees).”

Libayao, quoted in news reports, ordered an investigation whether supposed “organizers” could be held responsible in the evacuation of the Manobos.

In a press conference, Army’s 1003rd Brigade Commander Colonel Harold Cabreros has denied military encampment in civilian communities, saying that “our troops were deployed to conduct peace and development outreach program in their communities.”

Datu Isidro Indao of Pasaka Confederation of Lumad Organizations, one of the groups who assisted the evacuation of the Manobos in 1994, belied military’s claim that they have a peace program in the area.

“It is not true. In fact, their presence in the communities scared all of them.

Celebrate Lent with Ang Pasyon ni Hesukristo L

ent is a religious season when all Christians remember the venerable life, suffering and death of Christ, the Savior of mankind and the world. Lent, is a commemoration to Jesus Christ’s last week on earth. It is also observed by many religious Christians who prepare themselves in understanding, contemplating and celebrating the death and resurrection of Christ. Lent starts with Ash Wednesday. This marks the humbling of oneself for penance, sacrifice and fasting. The ash is also used to symbolize ones readiness for deep reflection and repentance of sins. One of the significant events during lent is Palm Sunday, and this marks the beginning of the Holy Week. Palm Sunday signifies the joyful acceptance of the people of Jerusalem of Jesus Christ’s triumphant entry to Jerusalem. The people who celebrate this event bring with them palm leaves that are blessed by priests during Palm Sunday masses. In the article Holy Week: Filipino Style, it was mentioned that these palm leaves are used to ward off evil spirits. Maundy Thursday is one important day of the Holy Week. On the night of Maundy Thursday, Christ had His last supper with His apostles. The said last supper serves as a celebration of Passover. During this night also, Christ washed the feet of His apostles which extends His humility of service and cleansing. During this night also, Christ was held captive and was brought to Caiaphas. Good Friday on the other hand is the suffering, crucifixion and death of Christ which fulfills the salvation plan of God to mankind. The reading of the Passion is always done during Good Friday as celebration of the Liturgy of the Word.

Moreover, Lent ends with the resurrection of Jesus Christ; this is called Easter Sunday. His resurrection affirms that He is the Lamb of God who takes away the sins of the

world. This commemoration also strengthens the faith that is built by Jesus Christ’s teachings as He served the world as the son of God. In the Philippines, Lent is celebrated in various ways. The usual masses in preparation for the season include Ash Wednesday, Palm Sunday and the Holy Week’s mass celebrations. Apart from these, folk dramas and public performances are held that depict Filipinos’ communal sense of religiosity and deeper faith in God. Reenactments of the Pasyon, Via Crusis and Siete Palabras are held as part of the celebration. Various places in the Philippines have their own special staging of any of the religious dramas. For example, Sta Isabel in Malolos Bulacan stages The Palm Sunday Osana. In Paete, Laguna presents the Way of the Cross or Via Crucis. In Marinduque, people witness the Moriones which tells the legend of Longinus whose faith in God was attained when he cured from blindness by the blood of Christ.

And in Medina, Misamis Oriental, the Hinuklog Festival showcases Ang Pasyon ni Kristo a Street Play. These places or communities show or prove that the Philippines is known as a Christian or a Catholic country.

A n d t h i s y e a r ’s lent, Xavier University through its repertory company, The Xavier Stage, brings back the Pasyon tradition which was led by Cagayan de Oro Theater Arts in 1973 and 1974. COTA’s production was titled Pulong ug Kahayag which was produced by the late Fr Francisco Demetrio SJ through the outreach program of the Philippine Educational Theater Association. The PETA Team came over in 1972 with Mr Lutgardo Labad, Fr Francisco Demetrio Awardee on Culture and Arts, who conducted series of theater workshops. Pulong ug Kahayag was developed and written by Fr Renato Javellana SJ, Alfonso Sun,

Nanette Roa, Margie Torre, Ludivina Opena and Oscar Caina, and it was directed by Maryo J de los Reyes, Frank

Rivera, Brenda Fajardo and Jojo Purisima. The Xavier Stage’s Ang Pasyon ni Hesukristo uses the adaptation of Prof

Ang Pasyon ni Hesukristo will be shown on April 16-17, 2014 with matinee shows at 3:30 pm and gala shows at 7:00 pm at the XU Little Theater. Admission is free. This production is The Xavier Stage’s contribution to Xavier University Triduum.

Vendors in Cogon mkt get eviction ultimatum C AG AYA N d e O ro City––About 500 vendors in Cagayan De Oro City’s largest public market in Cagon here have been issued an ultimatum to pay the market dues or face eviction, Peter Abejuela of the City’s Economic Enterprise Division (CEED) said on Monday.

Abejuela said that the CEED) has already advised the vendors thrice in the past to pay the monthly arrears due the city government.

“After giving the vendors enough time, it is time the CEED imposes the eviction to those who failed to pay the due,” Abujuela announced on a local radio station here.

The notice of eviction would be issued anytime this week, he added.

He said that the city government will also implement the “one market stall, one vendor” policy in order to determine the real owners of the market stalls here.

According to Abujuela, the CEED found out that there are more than 940 vacant stalls in the Cogon Public Market that were subleased by vendors who holds as much as two stalls in the market.

On the claim of Santiago that the central government will lose its authority, Rodriguez cited Section 16 of Article 10 of the constitution.

“It is not true that the central government has no more authority,” said the lawmaker.

He said: “Section 16 provides “the President shall exercise general supervision over autonomous regions to ensure that laws are faithfully executed.”

“This is the principle of check and balance,” he asserted.

To negate the claims of Santiago on the sole jurisdiction of Bangsamoro over natural resources, the solon emphasized the provision on the wealth-sharing under the CAB. “It is not true that only the Bangsamoro will exercise jurisdiction over natural resources. There is a division – natural resources generation are divided 75-25,” he exhorted.

“Let’s check what the constitution says about natural resources. In Section 20 of Article 10 of the Constitution, it is provided that the organic act of autonomous regions shall provide for legislative powers over natural resources,” he explained.

The solon also clarified that the agreement itself does not abolish the Autonomous Region in Muslim Mindanao as claimed by Santiago.

“The Constitution provides for the autonomous region. And that the present law, RA 9054, can only be replaced by a new law, the Basic Law. The CAB will not create the Bangsamoro political entity,” he explained.

Former Senator Francisco “Kit” Tatad, who also participated in the forum, supported Rodriguez’s argument.

“I am in agreement with many of the points made.

We have not heard of an assessment as clear as that of Cong. Rufus Rodriguez,” he said.

“I believe that at this point, the agreement is nonself-implementing. It is

really the Basic Law that will decide whether we are complying with or violating the Constitution. If we are satisfied that the Basic Law can be defended, then the exit agreement will come into play,” the former senator added.

“Further, the Basic Law will be an affirmative action on the centuries of inherited disadvantages suffered by our Muslim people,” he said.

The lawmaker said: “Let us move forward towards peace and development in Mindanao. We support this peace agreement because we, in Mindanao, are tired of war.”

President Aquino then cited good news -- how the government is currently implementing the Pensioner’s Revalidation Program for veterans to assure that only legitimate veterans and not those pretending to be so avail of the same benefits the veterans deserve.

He further said that the result of this program was that pension remittances worth P396.61 million would be returned.

Last March, President Aquino said the government recorded 133,784 legitimate veterans whose wives were given service by the Philippine Veterans Affairs Office (PVAO).

“ Tinitiyak nating sa mga karapat-dapat lamang mapupunta ang bawat pisong inilalaan natin mula sa kaban ng bayan,” he said.

President Aquino also mentioned how the Veterans Memorial Medical Center (VMMC) continues to operate to provide firsthand healthcare to veterans who need it. He cited 2013 data which showed how P17 million was allotted for 1,092 veterans.

He also said the veterans can expect additional benefits which the government will provide, including services for cataract operation, coronary angiogram and cardiac bypass. There will also be educational benefits for veterans’ dependents.

Last year, 2,059 students-dependents of veterans were sent to school through PVAO. They were also given P36,000 yearly financial assistance.

“At sa araw na ito, ang Araw ng Kagitingan, sabayan naman ninyo ako sa pagdeklara: Pilipino ang tumitindig para sa tama,” President Aquino said, noting how fortunate Filipinos of this generation are.
