Councilor urges Comelec to put office in 3rd district

CAGAYAN de Oro Vice Mayor Ian Acenas and Councilor Edna M. Dahino have joined the call to suspend the implementation of the K to 12 basic education program. In an interview, Acenas and Dahino said the government should first address

the perennial problems on lack of classrooms, books, and teachers. Dahino even urged the City Council’s education committee under Councilor Adrian Barba to tackle the K to 12. She said the implementation of the new basic education is not even understood well by parents. This as she suggested that the gov-

ernment should conduct a barangay-based education and information campaign. “Kini aron mas masabtan pa sa mga ginikanan kung unsa gyud ang K to 12 program,” Dahino said. Dahino and Acenas said even the teachers are not ready for the K to 12. They, however, did not elaborate. On one hand, Dahino said the additional two years

Corruption in government scholarship grants This corner received an email from someone who expressed the frustration of availing the government scholarship grant. I am printing this email with the hope of getting a constructive reply from concerned government agencies. “June 2, 2015 Dear Mr. Diaz Parents are accusing the scholarship of the Commissions on Higher Education (CHED) a Scam. The parents alleged that the scholarship is only those who have connections in the commissions. There were complaints that the CHED denies the application of scholarship on the ground that the applicant is not qualified. In fact, there are options that the CHED could offer. For instance, the Full Scholarship is for students with an average of, at least, 90 percent. The corresponding financial assistance for full scholars is P 30,000 while the Partial Scholarship grant requires an 85 percent general average with a P 15,000 financial aid for the school calendar year. However, parents complained that the CHED regional office denies outright applications when there are still available alternatives. Another alibi is the callous-

ness of CHED to inform the applicants of the countless applications that it would be impossible to attend to the applicant’s application. I am writing this message to also inform the commission about the allegations that only those known or has connections with the CHED and school administrators have the privilege or the exclusive opportunity to avail of the CHED scholarship. Of course, if these allegations are true, the connivance of the CHED and school officials is the primary factor that accomplishes this notoriety. The CHED would definitely deny these accusations. However, it is incumbent upon the CHED to look into these complaints. The CHED should exert all efforts to accommodate those who applied and qualified for the scholarship grant in consonance with the mandate of the government to provide wholesome education to the Filipinos, particularly the poor but deserving students. school year 2015-2016 opens this week. Obviously, there are dozens of available government scholarships for the poor and deserving students. It appears, however, that the scholarship grant is kept by the government agency, which has the authority to implement the scholarship program. For instance, the CHED offers a number of alternative scholarships to any poor but deserving students. The category of scholarship is a full and partial scholarship for high school and college students. The full scholarship is for students with a general weighted average of 90 percent, while the partial scholarship is for students with a general average of 85 percent. As a full scholarship, the student receives P 30,000 cash assistance for every

school calendar year, while the partial scholars get P 15,000. The CHED has outlined several ways on the how the payment for the scholarship is paid. The CHED could release the financial benefit directly to the scholars, grantees, or borrowers. The borrowers are those who availed of the CHED’s “study now, pay later plan.” The CHED could also transfer the financial assistance to scholars, grantees, and borrowers through the authorized banks. The Depar tment of Science and Technology (DOST) is also offering a scholarship grant. However, the DOST scholarship examination is prohibitive. Some students complained that the DOST appeared to be conducting the examination to selected public schools. The Government Security and Insurance System (GSIS) also offer scholarships to children of government workers. All these government scholarships are laudable. The decisions of the tribunal make use of the so-called doctrine of “animus revertendi”, which says that even if a candidate is not an actual resident of a town or city but intends to return to it every now and then, that candidate

can be allowed to run for any political position in that place. This doctrine, I believe, can apply to Grace. -oooIS GRACE POE A NATURAL BORN FILIPINO? Be that as it may, UNA may want to look into whether or not Grace is a natural born citizen under the Philippine Constitution, so as to entitle her to run as president or vice president in 2016. This should be a more substantial argument, if UNA now sufficiently feels that the candidacy of Vice President Jejomar Binay is threatened by the seemingly surging and apparently unstoppable popularity of Grace. Again, as we all know, only those who are natural born citizens can run for the presidency or vice presidency of the country. Now, what is a natural born citizen, and how does this affect Grace? According to the Constitution, a natural born Filipino citizen is a Filipino citizen who did not have to do anything to

perfect his or he Filipino citizenship. In the case of Grace, while it can be argued that she was originally a natural born citizen, he having acquired US citizenship meant renouncing her Filipino citizenship. -oooWHAT US CITIZENSHIP DID TO GRACE POE: When Grace returned to the Philippines and made a vow to become a Filipino citizen again, that meant she was becoming a Filipino citizen once again as a consequence of that vow. Anyway one looks at this situation, it is clear that Grace is no longer a natural born citizen. UTUAN City – The Department of Science and Technology (DOST) Caraga is continuously promoting the Small Enterprise Technology Upgrading Program (SET-UP) in the different municipalities in Caraga region.

According to DOSTCaraga regional director Dominga Mallonga, SETUP is a nationwide strategy encouraging and assisting SMEs to adopt technology innovations to improve their operations and thus boost their productivity and com-

petitiveness. “SMEs is the backbone of the Philippine economy and forms the driving force for the country’s manufacturing sector and determine economic stability,” explained Mallonga. Mallonga also bared that

SET-UP has the following areas: food processing; furniture; gifts, decors and handicrafts; agriculture/ marine/aquaculture; metals and engineering; and information and communication technology, pharmaceuticals and health products. “The program enables firms to address their technical problems through technology transfer and technology interventions to improve productivity primarily through enhanced product quality, upgraded manpower, cost reduction, effective waste management, and operations tune-up,”

When asked what beneficiaries can get from SETUP, Mallonga revealed that a cliet SME can now address current problems; get free technical advice from consultants; avail of technical training courses for workers/employees; acquire new equipment to mechanize and/or improve production lines; standardize and improve the quality of products; and be more competitive. Mallonga further disclosed that an applicant need to submit the following: 1) Proponent’s letter

of interest to avail of the SETUP assistance, stating commitment to refund the cost of technology acquisition/innovation system support; 2) Copy of business permits and licenses from relevant local government units and other government offices; 3) Certificate of Registration of Business Name with Department of Trade and Industry (DTI), Security Exchange Commission (SEC) or Cooperative Development Authority (CDA); 4) Three Quotations from suppliers/fabricators of the equipment to be purchased/ fabricated; 5) Financial state-

AMBOANGA City The city government of Zamboanga has rejected the plea bargaining proposal of the Moro National Liberation Front (MNLF) members to plead guilty to a lesser crime of sedition only instead of rebellion and violation of the International Humanitarian Law (IHL), of which they were accused in connection with their participation in the September 2013 siege of this city. Mayor Beng Climaco told the press briefing yesterday morning that the city’s rejection of the MNLFs’ ple a bargaining proposal came after consultations and thorough consideration of the matter, stressing that 38 security forces and civilians were killed, 266 were wounded during the Zamboanga siege which lasted for three weeks.

K to 12 Basic Education Program is about to be commenced anytime soon. Thus, Department of Education is up to its preparation for its full implementation. In part of this preparation is the mass training for teachers in levels of K to 12 Education Cycle. Example for this is the Division Mass Training of Grade Four Teachers on the K to 12 held last May 18-24, 2015 through Division of Misamis Occidental. It was participated by teachers who handle Grade IV level.

The opening event was conducted at Villa Amor Hotel Layawan, Oroquieta City. The participants were then dissiminated to other hotels within the city. Every session was allocated with five hours of convergence. It was equally subdivided for the specific discussions like Conceptual Framework, Walkthrough of CG, TG and LM, 21st Century Skills and Assessment. K to 12 is a new program where challenges are still possible to exist upon implementation. Thus, teachers should be prepared for the best and the worst.

ALL the 709 students of Macasandig National High School woke up to a surprise gift yesterday morning barely two days after they started the new academic year – they transferred to a new spacious campus from the dilapidated ambiance they’ve been experiencing the past years at the old one they shared with Macasandig Elementary School. Located at a mere 1.8 kilometers from their old home, the one-hectare Macasandig National High School campus at Upper Calacapan is accessible both to Buena Oro jeepney and rela transport but many of the students who live in subdivisions nearby prefer to walk from their respective homes and back as a leisurely form of exercise. With the lush greenery surrounding the campus and its environs, walking with classmates brightens the mind more, according to ninth grader Anna Marie Ipan, 14. The new sprawling Macasandig National High School campus consists of not one but two new schoolbuildings all being financed by the Local School Board of Cagayan de Oro City. The first structure is three levels tall. The first two storeys are composed of 16 classrooms each complete with its own toilet. The third level is an open-air multi-purpose hall which could easily be

converted into an evacuation center in case of emergency, one of the trademark designs which made Cagayan de Oro awarded as Most Livable City in Disaster Preparedness last year. Meanwhile, the second two-story edifice contains six classrooms. The City Schools Division headed by superintendent Elena Borcillo is once again grateful to the Local School Board for this additional gift, bringing to 15 the number of schoolbuildings it has built since lawyer Oscar Moreno took over as mayor (and Local School Board chair) in 2013. “It is indeed a manifestation of a no nonsense governance that believes in education as the solution in empowering the lives of its people,” Borcillo said. Ipan added that she is now grateful that they’ll not be experiencing so-called “emergency classes” any longer. During the previous year, high schoolers were forced to be raffled off in two shifts – one in the morning and another in the afternoon because of room congestion. Making young people understand the value of learning is not that easy. It takes strong power of convincing and amount of sweet taste to fully push them to go to school. That is the reason why learning should not stop so that the flow will go on and on until they themselves could appreciate learning, so that they will go to school not just because they have to, but as well they want to. In order to have consistency, there should be a strong partnership between the school through teachers and home through parents. The role of the school is to provide good reasons on why pupils must go to school. Example for this is by reminding pupils time to time the value of learning, the

enjoyment in learning and the long-term benefit of Education. Education should not also stop once pupils step out from school premises. It should continue even at home. Parents must instill learning through helping the children in their assignments and homework, explaining whatever bothers them and of course, once they go out in the open, parents should wisely answer curious questions and even explain about things they see in the surroundings. Doing such will entice learning and as well, encourage formation of values among them. Encouraging youngsters to appreciate learning requires effort not just from the school but all possible parties involved in the process.

In an era characterized by political polarization and policy paralysis, we should celebrate broad agreement on educational strategy wherever we find it – whether it is in a Montessori curriculum or a local secular one such as Corpus Christi School or the public school system which is in itself divided into various strata – the regular program, the special program for the arts, the Alternative Learning System (ALS) and the special education classes.

letters to write to convey the right message. Parents can provide support by having their child type assignments when possible, and structure homework time to allow for extra time for completion. Experts suggest that students should be asked to do real writing like writing a letter to a relative. The program provides an opportunity for elementary school graduates, high school drop-outs and successful examinees of the Philippine Education Placement Test (PEPT) to complete secondary education in a different learning mode compare to the regular one. The realization of this program is through providing printed self-learning modules for students to use for their lessons and activities.

In order for one to avail this program, he must be a Filipino citizen, independent learner and have completed the pre-requisite grade or year level. In addition, he must pass the Independence Learning Readiness Test (ILRT) and the Informal Reading Inventory (IRI) that shall be provided. OHSP is one strategic measure implemented in order to provide learners who will be globally ready in the future. OHSP is more than a program. The student under this could be able to learn in independent and time-managed manner, encouraging effective learning. In substance and in form, learners could be globally competitive, as well. DA Region 12 executive director, said Tuesday the region has enough palay harvests and standby rice stocks to cater to the requirements of its four provinces and five cities. She acknowledged that the dry spell has slowed down the area’s palay production in the last three months but noted that the affected farm areas are now starting to recover due to the occasional rains since last month. “The dry spell delayed the start of our palay planting season but our overall production remains at the surplus level so we don’t expect any shortage or dramatic increase in rice prices in the coming weeks,” she said in a press conference in Koronadal City. According to data released by DA-12, the dry spell has affected a total of 44 municipalities and cities in the region. It specifically ravaged some 233,555 hectares of corn, 157,328 hectares of palay and 1,357.94 hectares of high-value crops production areas as well as 6,564 heads of livestock. The dry spell directly affected a total of 24,824 corn farmers, 9,530 palay farmers and 1,220 highvalue crop farmers. In terms of value, the agency listed production and opportunity losses of P571.128 million for corn, P259.882 million for rice, P101.55 million for highvalue crops and P11.52 million for livestock. Hardest hit is North Cotabato with estimated losses of P570.16 million, followed by South Cotabato with P200.484 million, Sultan Kudarat with P96.55 million and Sarangani with P76.88

The petition had 36 signatories, among them are lawmakers of the Makabayan bloc, National Artist for Literature Bienvenido Lumbera, Alliance of Concerned Teachers (ACT) Secretary General France Castro and Jovita Montes, Parents Movement Against K to 12 (Pmak) spokesperson. No free education The Alliance asserts that the K to 12 law or the Republic Act 10533 “violates the right to quality education and the right to free secondary education” as provided in Article 14 of the 1987 Constitution. Kharlo Manano, Salinlahi Alliance for Children’s Concern spokesperson and one of the petitioners, said that as the full-blown implementation of the K to 12 program nears, only a handful of public high schools are ready to facilitate senior high school (SHS). As a result, he said, students will be forced to enroll in private schools. “Despite the government’s voucher program, parents will still shoulder more out-ofpocket expenses, nullifying the provisions inscribed in our Constitution. K to 12 further enshrines that the privilege of attaining education are only for those who can afford it,” Manano said. The Parents Movement Against K to 12 (Pmak) together with Salinlahi held a caravan before going to the Supreme Court. Jovita Montes, Pmak convenor said many schools are not even declared as SHSready. The education department, in its report to Congress, said only 5,800 out of 7,941 public high schools in the Philippines will offer SHS. Up to one million students will not be accommodated, but are encouraged to apply for the DepEd’s voucher program, which will fund the students’ tuition in private

high schools. ‘Gimmicks’ The petition also said that the K to 12 law “violates the constitutional provision on the State’s full protection for labor, and the right of workers to participate in policy and decision-making” as provided in Article 13 of the Constitution. They said that up to 80,000 teaching and non-teaching personnel will lose their jobs as universities and colleges will not have freshmen enrollees for two years due to the SHS. Meanwhile, the Alliance of Concerned Teachers protested in front of the Philippine International Convention Center (PICC) where the National Summit for K to 12 by the Deped was held on May 29. DepEd said 3,500 stakeholders came to the summit, dubbed “Sa K to 12 Kayangkaya, Sama-sama.” President Aquino graced the event. ACT national chairperson Benjamin Valbuena criticized the said event saying that instead of spending thousands or even millions in activities like the summit, DepEd could have used the fund instead to address the shortages in the basic public education like classrooms, health and sanitation facilities, laboratories, libraries, chairs, modules and textbooks. He said these shortages are most pressing concerns that DepEd must address. “In fact, gimmicks like this cannot hide the truth that K to 12 is just a big mistake as seen in its three years of implementation.” He also lamented that while activities promoting K to 12 are well-funded, teachers’ mass trainings that were conducted over the past weeks are poorly-funded. Trainings were held in poorly-ventilated venues causing teacher-participants to fall ill. “We call on Education Secretary Armin Luistro to settle all the expenses incurred by these incidents. We are not buying his reason that there are no available funds for these as seen in DepEd’s wasteful use of money in the promotion of K to 12 used in printing t-shirts, conduct of caravans in different cities and provinces nationwide, tarpaulin printing hanged in different schools and summits just like the one held today.
