(Oro Chamber) has given recognition to 13 private companies for helping Cagayan de Oro City be spared from rotating brownouts through the Interruptible Load Program (ILP), during its 1st Quarter Meeting Friday (March 28), at N-Hotel here. The recognition came in the wake of power shortages, gripping Mindanao due to temporary shutdown of STEAG State Power’s coal-fired power plant, which is undergoing repair, subsequently cutting off 210 MW of power supply to the National Grid Corporation of the Philippines (NGCP), and other power

shortages from hydro plants in Lanao del Sur. “For being a voluntary member of Cagayan de Oro Electric Power and Lights Company’s (CEPALCO’s) Interruptible Load Program (ILP), whose power generation spared the City of Cagayan de Oro and the towns of Tagoloan, Villanueva, Jasaan and the PHIVIDEC Industrial Estate for experiencing rotating brownouts,” the citation reads. THE rice supply in Northern Mindanao is sufficient, said Department of Agriculture (DA) Regional Director Lealyn A. Ramos for Northern Mindanao during the justheld interaction with media practitioners on Monday (March 31). Northern Mindanao has 94.55 percent self-sufficiency level per capita consumption in 2013, said Ramos. In the report given by DA-10, Northern Mindanao has also achieved 92% of

Currently, the agriculture department has started enhancing rice production areas and resources. To achieve their targets, DA-10 is continuing in their agricultural programs and interventions. For one, is their Agri-Pinoy Rice Program. It is a program created that focuses in rice farming and aims in uplifting the lives of Filipino farmers. They also extend production supports such as community seed banking, seed buffer stocking and hybrid seeds plant-now-paylater scheme that serve as help to farmers in Region 10. In addition to that, supports in upland or rainfed rice ecosystem, seed production and other integrated crop management are also done.

FMR project to benefit MNLF communities IN line with the national government’s framework on peace and development, a farm-to-market road (FMR) project is underway in Barangay Pagayawan, Bacolod, Lanao del Norte that would connect conflictvulnerable communities to the market in order to boost economic activities and create job opportunities. The 1.6-kilometer road connecting Camp Datu Tomanong to the national highway is seen to provide brighter prospects for the people in the Moro National Liberation Front communities who plants coconut, corn, upland rice and vegetables with a service area of 116 hectares. The P20-million road project is being implemented under the Payapa at Masaganang Pamayanan (PAMANA) Program of the national government through the Office of the Presidential Adviser for Peace Process (OPAPP) in partnership with the Department of Agriculture (DA).

BUTUAN City––The Butuan City government and the Roman Catholic community commemorated the 493rd anniversary of the “First Mass” with a Latin commemorative mass celebrated Monday by a priest-historian, even as it pursues its claim as the site of the first Roman Catholic Mass in the country. The theme of this year’s celebration is: “Journey Towards the 5th Century of Philippine Christianity,” which was held 8:00 a.m. Monday at the Guingona Park, this city.

The mass celebrated by Fr. Joesillo Amalla, a Butuan City priest-historian, was attended by the Roman Catholic faithfuls from the community, officials, chief of offices and employees of the city hall led by Butuan City Mayor Ferdinand M. Amante Jr., members of the city council, and local historians led by Mr. Greg Hontiveros. Fr. Amalla pointed out that it was indeed in a Butuan City village where “first mass” was held in the country, adding that Butuan City had already presented the evidences of its claim to the Catholic Bishops Conference of the Philippines

(CBCP). According to him, the CBCP had considered the weight and the strength of the evidences presented which will establish the city’s claim on the issue. A symposium and a cartographic exhibit of the pieces of evidence was shown at 1 p.m. on Monday at the Bishop Pueblos Hall, at St. Joseph Cathedral convent. “Those who may attend the event will get to know more about the updates of the city’s claim as the site of the ‘first mass’,” Amalla said. “We should be bold to tell the truth as it will be the truth which will set us free.”

Mayor Amante in his message added the claim of Butuan City may establish that Christianity in the country started here in Butuan and eventually swept across the country and into Southeast Asia. “Therefore, its documentation that it really happened here is very important,” said the local chief executive. Amante said that a task force to be composed of representatives from the different organizations such as from the academe, religious sector, students, businessmen, and the church will look into the continuing struggle to establish their claim.

That bare 300-square meter lot inside our school premises fronting the Barangay Ambago road needed a make-over, I had always thought. Through imagination, creativeness and adjustment to natural surroundings, the area may be improved which students, my co-teachers and barangay residents would appreciate, I mulled. I took the matter up with our principal, Mrs. Ruby Glenn Samson, and explained my plan to transform that space into a beautiful and fresh-looking area which I christened “Mini Eco-Park in Aces”. She agreed. I started implementing the project in June, 2013. Total cost of the project amounted to P5,836 in-

cluding masonry work, materials, landscaping, painting and labor. The whole project was a collaborative endeavor. Aside from expenses I personally incurred, donations and voluntary contributions from private individuals, and members of the Home Room Parents Teacher Association came in support of the project. The Mini Eco-Park in Aces was finally opened sometime in November, 2013. The eco-park has become a favorite area among school children and provides a welcome scenery for visitors. Being a collaborative project, the eco-park has become a source of pride not only of our school but also of the barangay.

CAGAYAN DE ORO CITY – In support and to fulfill the government’s goal to eliminate Tuberculosis (TB) nationwide, the Department of Health (DOH) is making its message clear that anyone with TB can be cured and this is provided for free. National TB Program Coordinator (NTP) for Region 10 Dr. Evelyn Magsayo during a press conference here said that DOH specifically NTP has achieved many things since the 70’s when it was first created. She said, “We are now in the controlling mode of TB.” In 1990, the prevalence of TB was 1,000 in every 100, 000 population while death rate was 60 of 100,000 population. The target for 2015 would be to reduce mortality and morbidity rate by half. In 2012, prevalence was already 461 out of 100,000 and death rate was 24 per 100,000 population. The challenge she said was not curing the patient, because now we have partners and we are funded by TB Control Program Global Fund through Philippine Business for Social Progress (PBSP) but the challenge is how to detect those with TB and get over the stigma that people should be ashamed of the illness. not be ashamed if we have TB. Instead, we must find time to go to the doctor and get diagnosed. Check-up and medicines are free. He said that we have the Directly-Observed Treatment Shortcourse (DOTS) centers in the city where these cases are treated and cured. A TB patient may go directly to their provincial, city or barangay health centers for screening and tests. But for those that have Multi-Drug Resistant TB (MDR-TB), the German Doctors Hospital in Cagayan de Oro is the one specializing for these cases. He said that there is also a DOTS Center in Polymedic Medical Plaza in Kauswagan, this city for those that don’t want to go to a government hospital. A DOTS center is a specialized treatment center specifically for TB. All staff is trained by DOH. MDR-TB on the other hand according to Dr. Magsayo is harder to cure. The drug-resistant TB is a result from non compliance of the first TB treatment. Usually, they find that the patient did not follow the schedule of taking antibiotics or have stopped taking them after they feel they have been cured. She said that the treatment for an ordinary TB is from six to eight months with four kinds of drugs daily and injection for two months.

But, with MDR-TB the process is longer from 18 months to two years. A patient will also take 30 tablets everyday and gets injection for six months. She said that the cost would reach P200, 000 or more but in the DOTS center, medication is free. Right now, there are 70 MDR patients in Cagayan de Oro and 56 in Iligan. These patients also come from neighboring towns. Dr. Magsayo explained that the medicine for MDR-TB is not available in the drugstore here but is imported from another country. So a patient must admit to the DOTS center to avail of these medicines for free. She said that we also must have good immune system to not easily acquire the bacteria. She explained that this bacteria cannot be taken from spoons or glass or clothes of those with TB because this is air-borne, meaning we get this through inhaling the same air with the patient. Although there are other different types of TB like TB of the bones, extra pulmonary TB or meningitis (TB of the brain), TB of the lymph nodes, the most common is TB of the lungs which is the contagious of all. She said that usually a cough that doesn’t get well in two weeks is a sign you may have TB. (JMOR/ PIA10)

Centuries-old of bloody Muslim struggle! War at work It’s not new: according to many surveys, many Filinos’ top concerns are job security, work-life balance or the Filipinos’ ability to make time for both their professionall and personal lives and the economy. Many times and in several publications, I have written about the so-called wage war in the office. Knowing a lot of “victims” in my home country Germany, I never expected to find such a dramatic increase of cases here in the Philippines. We spend more time with colleagues or business partners than with our life partner and our family. That means, we have a lot of occasions to commit and experience conflicts, disagreements, disputes, fights, rivalries, intrigues up to psychological terror. The war-like arguments at our working place claim more and more working victims. People consider no sacrifice to great to act as tyrants, intriguers, schemers, and careerists while stopping at nothing. The scape-goats

A sick, automatic nervous breakdown follows: headache, migraine, wornout-syndrome, allergies, sleeplessness, and even suicide attempts - and everything because of ‘war in the workplace’ without prospect of peace. GRABE! In Western countriesd we call it ‘mobbing’, a technical term coming from “mob”, or “pack of hounds”. On executive levels it is called

“bossing”, because adversaries and opponents are also there. Progressive enterprises and institutions reorganize or make-over themselves. “Management by love” instead of oppression and modern slavery is the magic formula. Quarrelsomeness - allowed or even supported my management - results only in one thing: economic bankruptcy and the bankruptcy of moral values. Besides all economic considerations and observations, we should never forget to see clearly the importance of intact human relationships - especially in a good working enterprise. MILF Peace Pact can be formula for disaster I was not able to watch live the TV coverage of the signing of the peace agreement at Malacanang but from what I gathered from others who were present, MILF chief Kagi Murad Ibrahim’s message was sober and simple -- without the “bluster” and self-acclaim and breast thumping of others who spoke. He stressed that the agreement was not only for the MILF but for the whole Bangsamoro, the MNLF included. The MILF, he said, is only a temporary gatekeeper and will eventually turn over the key to all Bangsamoro. I think he had sent a strong message to all of us. We must take a cue from this. Especially those who wrongly believe that dealing only with the MILF will already bring peace. PEACE SPOILERS? Let’s stop calling those who are opposing or questioning the MILF peace agreement as “peace spoilers”. Take the case of Zamboanga City Congressman Celso Lobregat who had publicly shown reservations or criticisms on some portions of the deal. Having seen up close the violence and misery of his constituents in Zamboanga as an aftermath of the 1996 peace agreement with the MNLF, we cannot blame him if he raises questions to prevent a similar recurrence with this new pact. There will be many others like him in Cotabato and Lanao and the island provinces and elsewhere. They are not “peace spoilers”. They are helping somehow, in their own way, to safeguard sustainable peace by learning from lessons of

Advocacy Mindanao Jess Dureza the past. Of course, there are also others who just want to see this fail as they stand to lose when it succeeds. We should separate the chaff from the grain. NEEDS SUPPORT --Truth to tell, there is still a disconnect between the MILF supporters and the majority of masses in the areas covered by the agreement. So there is a lot of work yet to be done by all of us to get everyone on board. The more difficult work has just begun. MANAGE EXPECTATIONS --- It is said that the mathematical formula for “happiness” is: “expectations divided by delivery”. Hence, if expectations are high and the delivery low, people are less happy. Or are angry. Conversely, even if the delivery is low but the expectations are also low, people will be happy or contented -- much happier of course if the delivery exceeds the expectations. I remember this formula because the signing of the peace agreement has obviously heightened expectations, especially amongst the bangsamoro who expect deliverance from their sorry lot today. We must all meet those high expectations or better still manage them this early. Otherwise, we may be in for more trouble in the future. I don’t want to sound killjoy in this moment

of glee. Honestly, I feel great relief and joy that what we have failed to achieve during our own time in the past has now become a fulfilled dream. But let’s all be forewarned this early that this peace formula may become a formula for disaster if those high expectations are not met. You all know what I mean. So, let’s all come together and give this our best shot. **** CONSISTENCY -- By the way, I now hear more grumblings that we must be consistent in our global insistence to protect our territorial integrity and sovereignty. If we are so loud and determined to fight for our rights over the disputed territories with China, why are we so quiet and docile with our Sabah claims with Malaysia? Someone jokingly suggested that the Chinese should also do what Malaysians did. They should become a “facilitator” in the negotiations with the CPP/NPA/NDF and succeeding in that, then perhaps, we can extend gratitude in the same way we are quietly conceding Sabah to Malaysia today. Interesting thought! **** FLIGHT 370 --- I have been following closely the search for the missing Malaysian Airlines plane. After

3 weeks, the mystery as to where the plane is with its passengers , still remains. What strikes me most now is that for once, the whole world, for all its technical advancement, appears helpless. Humanity had been bragging about its almost superhuman capability but in this case, the world is still scratching its head in puzzlement. It is humbled by the vastness and enigma of Mother Nature. That shakes us back to reality, for once, that we humans are finite and vulnerable beings and are not in full control of all things. Our superior air and our bloated egos that have made humans feel like modern-day gods due to our advancements in science and technology have all gone pffffft! It’s a good reality check for all. It brings our feet back on the ground. MEDIA CIRCUS --The kind of public beating Malaysia is getting from this plane tragedy is decidedly unfortunate and clearly undeserved. This can happen to any country or to any company and the way things appear by the nature and magnitude of the disaster, the normal human reactions of anguish, anger and looking for answers and those to blame are to be expected. The whole world is agonizing by the day still searching for answers. In the meantime, so-called experts in tandem with the world media who boast of their analysis and theories are having a heyday! Sayyafs seize school principal in Basilan province

AMBOANGA CITY – Five masked gunmen believed to be members of the notorious Abu Sayyaf group have seized a school principal on Monday in the restive Muslim province of Basilan in the southern Philippines, police and military authorities said.

It said the rebels flagged down a passenger jeep at Sitio Mompol in the village of Libug in Sumisip town and forcibly took the 60year old Benita Enriquez Latonio, of the Manggal Elementary School. The jeep was travelling for Isabela City with other passengers when gunmen flagged down the vehicle and seized the victim. No individual or group claimed responsibility for the latest abduction in Basilan, one of five provinces under the Autonomous Region in Muslim Mindanao, but intelligence reports suggest the involvement of Abu Sayyaf leader Juhaibel Alamsirul. The motive of the abduc-

tion is still unknown, but police and military have tagged the Abu Sayyaf in many cases of ransom kidnappings. The group has been raising money through kidnappings for the purchase of weapons and to fund future terror attacks. Authorities have repeatedly linked the Abu Sayyaf to al-Qaeda and Jemaah Islamiya which had been blamed in deadly attacks not only in the Philippines, but also in Indonesia, Thailand, Singapore and Malaysia in an effort to establish a regional Islamic caliphate in Southeast Asia. Duterte for President gains more supporters, including MNLF-Misuari faction

AVAO CITY — The Moro National Liberation Front (MNLF) under founding chair Nur Misuari will support “110%” Mayor Rodrigo Duterte in case he decides to run for President in 2016, MNLF spokesperson Emmanuel Fontanilla said in campaign rally for the Duterte presidency at Rizal Park on Friday afternoon.

Fontanilla said Duterte was the right candidate for the Presidency especially because Mindanawons “come from a history of neglect from the Philippine government.” “We contribute a lot in terms of resources to the national government but the national government does not give back,” he said. Fontanilla said that even before the historic signing of the Comprehensive Agreement on the Bangsamoro (CAB) between the Philippine government and the Moro Islamic Liberation Front (MILF) in Malacanan

Masanguid said there were at least 50 barangays that have manifested support for Duterte but the support is spilling over to other areas, too. Isulan, Sultan Kudarat Vice Mayor Cyrus Torrena and San Isidro, Davao Oriental Barangay Captain Shiela Navarro also gave out their messages of support for Davao City’s mayor. Torrena said that in his municipality he would campaign for Duterte to run for the presidency.

Davao City Councilor Al-Ryan Alejandre, meanwhile, said in a speech that the Quezon City Chinese Community was willing to support Duterte, despite the mayor’s reluctance. He said members of Quezon City’s Chinatown Development Council had pledged any form of assistance in case Duterte decided to run. Masanguid said he had no problems with Duterte threatening to quit politics if the campaign to ask him to run still pushes through. “That’s his opinion and he is entitled to it,” Masanguid said. Asked how many signatures have been collected, Masanguid said they are still consolidating the information from manually signed forms disseminated during public assemblies and barangay-to-barangay tours. Safety for info givers on cocaine bricks assured

DAVAO CITY — Mayor Rodrigo Duterte assured those who will help identify the location of the missing 11 bricks of cocaine that their identities will be safe. “Ask someone else to report it for you,” Duterte said, referring to port workers who could report if any of their co-workers were in possession of the bricks. Duterte had earlier offered P100,000 reward for anyone who could provide information on the missing cocaine bricks. He was referring to bricks of cocaine found in a container van at the Sumifru port in Tibungco two weeks ago. The mayor suggested those who would give out information to ask the help of a third-party such as a priest or a barangay official. “Or tell me,” he said. Duterte said it was possible that those who initially held on to some of the missing cocaine bricks were not aware of the contents. “Maybe they thought it was money, or soap. And then I told them to return it and told the police to ask no questions if someone returned bricks,” he said.

Eventually, 29 of the 40 missing cocaine bricks turned over to police custody afterwards, as of last week. This happened in a span of 72 hours, Duterte said. Duterte recommended that the workers “do a Judas” on their fellow workers so that the missing bricks are recovered. He added that those reported to be in possession of the missing bricks who did not give it to police would not be charged with theft but with possession under the Dangerous Drugs Act. “The sheer quantity of the cocaine in your possession would see you rot in jail for the rest of your life,” he said. He warned those caught with the substance that they could die if they attempted to fight police apprehending them. Duterte, meanwhile, said he was reserving his opinions on what happened, saying it was to early and “not in keeping with fairness.” He added he would rather not blame forwarder Maersk and Sumifru management, especially since

or her exemplary contributions to social work and community development, and for her untiring, unflinching and methodical service to the Filipino people especially in Mindanao, Xavier University-Ateneo de Cagayan conferred an Honorary Doctorate in Humanities to DSWD Secretary Corazon “Dinky” Juliano-Soliman during the 27 March 2014 Convocation for the University’s 75th Commencement Exercise 2014 held at the XU gymnasium. "Mahusay, Matapat, at Magiliw na Paglilingkod sa Sambayanan.” These are the guiding principles of the Department of Social Welfare and Development (DSWD) led by Secretary Corazon “Dinky” Juliano-Soliman. In the face of the grave challenges brought by 2013, especially in the aftermath of the most recent disasters that hit Mindanao such as Sendong, Pablo, and the MNLF siege of Zamboanga City, Dinky and her team stepped up and responded to what was most urgently needed at that time. She said that they were able to endure the physical and emotional challenges because they believed in the hope and strength of the Filipino people. Dinky believes that just as civil society should exact accountability from the government, it should also share in the responsibility for social change. She embodies this collaboration in her own life and work. Even as she acknowledges her roots in the NGO sector, she is currently revolutionizing the DSWD as secretary, steering it towards

more people-empowering and holistic development programs. She obtained her bachelor and master’s degrees in Social Work from the University of the Philippines-Diliman, and a master’s degree in Public Administration at the Kennedy School of Government in Harvard University. As a young graduate of UP’s School of Social Work, she helped local farmers save native rice strains from extinction through a pioneering grassroots program of chemical-free crossfertilization. Dinky is known for her stellar gift of facilitation and negotiation which has won her a very large following in all social strata on a nationwide scale. She has lent this gift to formal institutions like the United Nations and other global fora without concern for personal credit. At home, she is known to Muslim Mindanao, the Riverside communities of the Pasig River, the foothill communities of Mt Banahaw and farmers all over the country. Dinky was the executive Vice-President of Community Organizers Multiversity and Executive Director of CO-TRAIN. In 1976, she was a pioneer, trainer and coordinator in developing a rural organizing program under the province’s Social Action Center in Bukidnon, Philippines. In 1987, she successfully campaigned for the passage of the Agrarian Reform Law, uniting for a time the entire Philippine agrarian community. Not surprisingly, Dinky has been a recipient of numerous awards and citations

in the field of social work and community development, including the Ten Outstanding Women in the Nation’s Service Award in 1992

A compromise where only the elite wins In statements emailed to the media by various groups, the consensus is that the signing of the peace deal does not end the war in Mindanao between the dispossessed, exploited Moro and the domestic as well as foreign elite plundering their lands. For several years now, in fact, a new Moro armed resistance group have militarily stood-up against the “suppression campaign” continuously being waged by the Armed Forces of the Philippines. According to Jorge Madlos, spokesperson of National Democratic Front of the PhilippinesMindanao, this new Moro armed resistance has been “filling the gap of the undue long drawn ceasefire that the MILF have entered with the AFP.” Madlos said it will only be a matter of time before this armed Moro resistance broadens and intensifies, because the fundamental problems that have long besieged the Moro people still remain unaddressed. The GPH-MILF CAB and the “Bangsamoro” political entity it envisions falls short of providing a framework and program for comprehensive socioeconomic and political reforms that can address the root causes of the Bangsamoro problem, said Antonio Liongson, spokesperson of the Moro-Christian Peoples Alliance (MCPA). At best, the CAB narrowly improves on what the Moro National Liberation Front (MNLF) had gained with its peace deal and the ARMM – providing an illusion that the current peace deal has learned or avoided its predecessors’ mistakes. “While the CAB concedes an expanded territory and increased share of revenues from taxes and income from the exploitation of natural resources to the “Bangsamoro” (compared to the current ARMM), this promises the Moro people a palliative economic arrangement wherein only the ruling elite in Moro society will get the lion’s share while excluding the poor, exploited and oppressed Moro masses,” Liongson of MCPA said. For decades, the Bangsamoro have suffered from feudal and semi-fuedal exploitation, depriving majority among them from ever tilling lands of their own or owning, as a people, the natural resources that teem in Moro ancestral lands. But under the new pact, no provision even hints of the Moro people’s emancipation from feudal ownership nor does it speak of redistributing their ancestral lands back to the Moro masses, said Madlos of the National

DOT accredits hotels, restaurants for safety

IN contrast to the notion that accredited hotels and restaurants are expensive, the Department of Tourism (DOT) region 10 assures accreditation of tourism establishments are done to make sure tourists are safe and secure. DOT Regional Director Catalino Chan III during a press conference here said, “Dili mabayran ang safety sa tourist.” (No money can pay a tourist’s safety.) There should be a fire exit, sprinklers in case of fire, among others. Chan said that if a tourism establishment has better facilities, then it also has higher standards. He said that other than accreditation, DOT also conduct trainings to tour guides, taxi drivers, and tour operators among others. Meanwhile, the Cagayan
