Electricity truly has shaped on how the world has become today. It can provide us comfort, safety, security and entertainment. But more than all of these – how does electricity change lives? This statement has been this year’s theme for the Davao Light short videomaking contest. It aims to educate the youth on the importance of electricity through the social media, facebook and twitter. The contest is already on its 2nd year. But unlike last year, it has become more challenging as the duration of the video was made shorter from 1 minute to 30 seconds. Despite this, 49 groups from 13 various colleges and universities within the Davao Light franchise submitted an entry vying for the best short video. But among these, one video

entry stood out showing how electricity can help one become successful in real life. It is the video entry entitled Streetlight of the University of Southeastern Philippines (USEP). The members of the group received a cash prize of P35,000 with a plaque and medals during the awarding ceremony held last November 10 at the Abreeza Mall Activity Center in Bajada, Davao City. This was followed by the team from the Holy Cross of Davao College (HCDC) with their video entry Powersquare and the group from the Ateneo de Davao University (AdDU) for the video entitled Aurora. They took home the cash prize of P25,000 and P15,000, respectively, plus plaque and medals. The other entries that made it to the Top 10 are PlugIt of the Davao del

Norte State College, Brightens Life of the Jose Maria College, A Brighter Future of the HCDC, Paano kung Walang Ilaw of the University of Mindanao, The Fulfillment of the USEP, Lightbulb of the AdDU and Empower of the University of Immaculate Conception. The rest of the participants, who also did not go home empty handed with P1,500 entry prize each, were from the Christian Colleges of Southeast Asia, University of Southeastern Philippines - Sto. Tomas, Jose Maria College, University of the Philippines Mindanao, North Davao College, Holy Cross IT Academy, and Joji Ilagan Career Center Foundation. This makes up the estimated 200 students who attended the awarding ceremony. “I’m very glad with the very positive and high response of the students with our short video-making contest. The videos were very creative and out-ofthe box. It is just a proof of how passionate these young filmmakers are in their craft. We’ll surely make our short video-making contest next year bigger and better.” said Rossano Luga, AVP for Reputation Enhancement. A Cagayan de Oro based university recently held center stage at a world environment conference in South Africa. The Valuing Ecosystem Services Together (VEST) of Xavier University-Ateneo de Cagayan (XU) , in collaboration with the International Union for Conservation of Nature - The Netherlands (IUCN-NL), shared the challenges, lessons and milestones of the Payment for Ecosystem Services (PES) project in Mt Kalatungan at the 8th Ecosystem Services Partnership (ESP) World Conference held November 9-13 in Spier, Stellenbosch, South Africa. Dr Hilly Ann RoaQuiaoit, XU Vice-President for Research and Social Outreach, presented the VEST experience as one of the panelists of the 9th session which focused on finding strong and useful arguments, and building bridges between research, politics and practice.

In a parallel session, Analyn B Mejares, VEST technical officer, presented VEST as a Disaster Risk Reduction – Climate Change Adaptation (DRR-CCA) and multi sectoral rewarding mechanism during the Session T10: “Co-investment Approaches at the Landscape Scale.” The participants of both sessions lauded VEST for its ridge-to-reef landscape approach in watershed management, engagement with multi-sectoral stakeholders, sector-targeted social marketing and student volunteerism. Other participants of the international confab took note of the PES-VEST Operational Framework which differs from the usual PES framework by integrating a fund manager and a monitoring and evaluation body in its system. The t heme of t he concluded 2015 Division Schools Press Conference (DSPC) of DEpED Mis Or - “The Role of Twenty First Century Campus Journalists in Promoting Good Governance, Leadership and Transparency” had me thinking of a quotation by Esther Dyson, as if in reflection, which goes: ‘ What I’m thinking about more and more these days is simply the importance of transparency, and Jefferson’s saying that he’d rather have a free press without a government than a government without a free press.’ I wonder if the youth of today will find time in their crowded schedules and even more occupied minds (perhaps scattered is a better term?) to reflect upon these thought words

What I hope for is that aside from dynamic campus journalists, more young people will be stirred in the direction of fervent inquiry, studies and participation in the so-called free press. Twenty first century brought the vast ocean of data- gathering into a small pond of convergence as internet and technological innovations made possible easier access and greater connectivity with other people and various sources of information around the globe so it will not be a reason or alibi for young people to blame, family, society and God almighty for their own lack of awareness and involvement.

For me to be ‘free press’ doesn’t mean to readily give opinions not anchored in the truth. It doesn’t mean to posit with leftist or purist beliefs in looking at issues of concern either. To judge public servants and men holding public office as super villains in running a country is neither the right springboard for the future leaders to launch themselves in. A free press though a constant critic is also a supporter of change and improvement, not savages raging mini battles charging at any chance. My only wish for young campus journalists and media men hopefuls is that in time, they will be multiplied. Other young people will join the ‘free press’ in the advocating good governance, not just posting statuses, online gaming scores and selfies in social media. Half the world may care about how you look

lately but the whole world is interested more in how you make a social impact starting from your own seemingly small community. To be truly engaged in adult matters is a matter of great importance for we all know that the future is arriving. The click is ticking. The present and future free press have a lot of options and access. Whether to like, share and post information worth sharing, active participation is essential and non-action is not an option to click on. Eventually, ignorance and indifference will soon be deleted. The window of opportunity is waiting. Would young people and campus journalists cancel the move for the greater good? We hope they will turn the power switch on and program their mind set.

Duly licensed, properly screened and cleared by the NBI, PNP and other government agencies issuing clearances for employment of the security guards. 4. DIPOLOG City--The Department of Agriculture recently turned-overP25.4 million worth of farm equipment to farmers in Zamboanga del Norte and Zamboanga del Sur. Agriculture Secretary Proceso J. Alcala distributed the equipment during the Farmers’ Forum held at Dipolog City Sports Complex in Barangay Olingan on Nov.12. These consist of 5 units

shallow tube well, 4 units corn mill,8 units corn compact mill , 1 unit hammer mill, 4 units hermetic cocoon , 10 units corn sheller , 6 units four wheel drive tractor , 6 units cassava grater , 4 units trans-planter , 7 units thresher, 24 units collapsible dryer, 3 units four wheel drive tractor (45hp) and 4 units hand tractor. Governor Roberto Uy thanked President Benigno Aquino III for providing the said equipment which

would increase agricultural productivity of farmers in the area. Mayor Evelyn T. Uy likewise expressed her appreciation to the support extended by the department on her self-food sufficiency campaign in the city. During the said assembly, farmers aired their grievances to the agriculture secretar y who directed DA 9 Regional Director Constancio Alama to take appropriate action. According to Alcala, he

has gone to so many provinces in the country and is aware of the situation of Filipino farmers. He said he has referred their concerns to the president who directed for the allocation of funds for projects to be implemented in the provinces. PAGADIAN City--Deputy Regional Director for Administration Sr. Supt. Randolf R. Delfin of the Police Regional Office (PRO9) on Monday, announced that PRO9 obtained a GOOD rating from the audit team in the implementation of the second stage of Performance Governance System (PGS) compliance. The PGS is a performance management and measurement tool adopted by the Philippine National Police which ensures the continuity of change and transformation and giving the PNP a firm grip on the roadmap that is simple, strategic and long-term. The PGS is divided into four (4) stages, namely: initiation, compliance, proficiency, and institutionalization. Delfin made the announcement during the exit conference with the chiefs of police (COP) of Zamboanga del Sur held at the conference room, Camp Abelon, this city. He lauded the PRO9 for obtaining an overall rating of 93.33 with an equivalent adjectival rating of 4 best practices and 2 good practices during the compliant stage. Although they obtained satisfactory grades from the national audit team, Delfin encouraged all PNP personnel

to improve their performance. For the PNP to succeed and to attain its vision of making the entire police force as highly capable, effective and credible organization, they should double their efforts and improve their ratings. The PNP personnel should exert more effort to attain a very satisfactory, if not outstanding grades, according to the police chief. During the conference, the PGS evaluation process was presented by the audit team to monitor progress of implementation and execution of the program towards the attainment of its vision. “The PGS, a framework of PNP’s Integrated Transformation Program (ITP) serves as a challenge for the entire police organization on how to address the missed opportunities and improve their performance,” Delfin explained. Earlier, Delfin conducted an interview with the members of the Provincial Advisory Council (PAC) to determine how effective the PGS is to its internal and external stakeholders. The PAC, chaired by Vice Governor Juan Regala acts as an oversight and advisory body with members representing oversight agencies, private sector, and key stakeholders. To facilitate the needed dialogue among scientists, policymakers and practitioners, academic institutions, global and community leaders and advocates, ESP organizes an annual international conference in different parts of the world. This year’s theme “Ecosystem Services for Nature, People and Prosperity” placed the spotlight on public and private sector dialogue on how the ecosystem services concept can be used to support conservation, improve livelihoods and engage the business community. The rehabilitation project in Mt Kalatungan, Talakag, Bukidnon, built on research and community collaborations, has introduced to Northern Mindanao a “reward-based mechanism” wherein “the seller” protects and provides ecosystem services to “the buyer” who benefits from these intangible products. The Miarayon–Lapok– Lirongan–Tinaytayan Tribal Association (MILALITTRA) serves as the seller in this project while various sectors — businesses, cooperatives, academic institutions, religious organizations and households in Cagayan de Oro City— are the buyers of the various ecosystem services, such as ensuring the streamlines along the region develop high water infiltration capacity and providing continuous supply of potable water, clean air and food, among others. Xavier Science Foundation acts as the fund manager of the PES project in Mt Kalatungan. The fund will be used to realize the 5-year development master plan of MILALITTRA in the areas of environmental protection, cultural preservation, youth development, and education and health services, among others.
