DENR, PIA launch climate change advocacy drive

THE Department of Environment and Natural Resources in Region 10 (DENR-10) and the state-run Philippine Information Agency (PIA)

launched on July 22 its Climate Change Advocacy campaign in one of the hotels in Cagayan de Oro City.

Carrying the theme “Nagbabago na ang panahon, panahon na para magbago,” the campaign was aimed at increasing the public awareness

on the ill effects of climate change.

Regional Director Thelma B. Oliver of PIA-Northern Mindanao said advocating climate change is also recognizing its serious impact on environment.

Two Energy Giants break ground in Misamis Oriental

TWO of the country’s leading power companies have joined hands to bring a new level of excellence in power distribution in Mindanao.

“The Cagayan Electric Power and Light Company (CEPALCO) has contracted MERALCO Industrial Engineering Services Corporation (MIESCOR) to undertake the Engineering, Procurement, Construction and Commissioning (EPCC) of its 138 kV/69 kV Substation in Tagoloan, Misamis Oriental with two (2) 150 MVA power transformers,” said Ms. Marilyn A. Chavez, senior manager, CEPALCO Customer & Community Relations Department.

“The Scope of Work for this component of the EPCC contract includes the detailed design, manufacturing, supply, delivery, erection, installation, system integration and testing and commissioning of the

138/69kV Substation, plus associated telecommunication and protection facilities,” she added.

MIESCOR is a wholly owned subsidiary of the Philippines’ largest electric utility, the Manila Electric Company (MERALCO) while CEPALCO is the country’s fourth, and second largest in Mindanao.

Since its incorporation in December 1973, MIESCOR has chalked up an exemplary record of engineering performance backed up by a pool of highly competent technical manpower. The company has amassed a wealth of experience in power generation, transmission and distribution, petrochemical/chemical and industrial plants, water resources, transportation and telecommunication system and building services.

The project is expected to take 427 Calendar days.

By June 30, 2014 the substation is expected to be capable of transmitting

back-feed power supply and completed by July 31, 2015.

Ms. Chavez said the project was spurred by CEPALCO’s load growth in the 69 kV and below systems which have substantially increased over the past three years due to recent developments in large industrial and commercial loads.

“Critical to these developments is the assurance that these locators will be provided with adequate and reliable power supply,” she noted.

Currently, majority of the CEPALCO’s residential, commercial and industrial customers in the entire franchise area are being indirectly served by the 69 kV backbone sub

-transmission system before they are stepped-down to the medium-voltage (34.5 kV and 13.8 kV) and lowvoltage (230 volts) distribution systems.

“The ground breaking for the construction of CEPALCO’s first ever 138 kV substation is another milestone and confirmation of our commitment to meet the growing needs of our valued customers, especially with the remarkable business boom within CEPALCO’s service area,” said Consuelo G. Tion, CEPALCO President and Chief Operating Officer during the ground breaking rites held 22 July 2014 at the project site in Tagoloan, Misamis Oriental.

this momentous event because I have been a witness to how much CEPALCO has grown over the years, and our accomplishments in terms of continuously improving the quality of our services to customers show how strong and committed we are as a service company,” she added.

“We are proud to be CEPALCO’s partner in its first 138kV substation,” said Engr. Angelito D. Bermudo, MIESCOR President and CEO, “However, we are convinced Mindanao has a vast potential beyond this initial engagement and we look forward to undertake more projects in this region soon.”

Aside from the new substation, MIESCOR is

also building the TagoloanBalingasag 138kV sub-transmission line for Minergy Coal Corporation, another wholly-owned affiliate of CEPALCO. The sub-transmission line will interconnect the 110MW coal fired power plant of Minergy Coal in Balingasag, Misamis Oriental to the distribution system of CEPALCO. Rated at 138 kV and configured as a double-circuit in steel pole structures, the 37-km line will be constructed using 785 MCM ACSR conductors with 3/8 inch diameter Optical Fiber Ground Wire (OFGW) as its neutral. Its route will be along the National highway.

For CY 2013, LGU Tubod has an allocation of P15 million, and in current year 2014, it also received an allocation of P16 million to finance projects and programs identified by legitimate civil society organizations and are reflected in the Local Anti Poverty Action Plan (LAAP) formulated by the Local Poverty Reduction Action Team (LPRAT), she said.

“These programs are aligned in achieving the Millennium Development Goals (MDG) of reducing poverty from 26.5% to 16.6% by 2015,” Mayor Quibranza-Noval added.

It is foreseen that with the implementation of these comprehensive and transparent programs significant changes in the social and economic condition of the people will take place, thus, the Municipality will be able to create and provide a healthy and sound environment.

GPBP answer to poverty alleviation - LGU executive

ILIGAN City - The Local Government of Kapatagan, under the leadership of Mayor Benjie Baguio, welcomed the Grassroots Participatory Budgeting Process (GPBP), formerly known as Local Poverty Reduction Action Plan-Bottom-up Budgeting (LPRAPBuB) Process due to its promising benefits, especially in uplifting the living condition of the people and communities in the municipality.

During regular meetings of the Executive Committee (MANCOM), Mayor Benjie Y. Baguio expressed his commitment in prioritizing the implementation of activities outlined in the Grassroots Participatory Budgeting Plan.

The conceptualization of the Grassroots Participatory Budgeting Process (GPBP) is a breakthrough in President Aquino’s administration to solve the municipality’s main problem, which is poverty, Mayor Baguio said.

“LGU Kapatagan is proud of having had organized the Local Poverty Reduction Action Team (LPRAT) composed of sectoral representatives responsible in crafting, formulating

and monitoring all identified projects and activities responsive to the needs for poverty reduction. To date, the Local Government Unit of Kapatagan had identified various projects ranging from infrastructure projects such as farm-to-market roads, pre and postharvest facilities, construction of barangay health stations, repair and rehabilitation of classrooms, water systems and many more,” Mayor Baguio said.

Soft projects such as training on sustainable organic agriculture, rubberbased farming, medicines, employment assistance, skills enhancement and others were identified as part of the plan for implementation.

These hardware and software projects were already submitted for consideration and approval to participating agencies for fiscal years 2013, 2014 and 2015, Baguio said.

“Though LGU Kapatagan is still on its way for the ultimate execution of the GPBP, the people have high expectations that hand in hand with the Aquino Administration, LGU Kapatagan will someday reduce if not eliminate the problem of poverty through GPBP,” he added.

Narciso Verdadero admitted that his office is trying to exert ef for ts to unmask the identities of buried New People’s Army (NPA) rebels slain in botched attack on July 15 in Prosperidad town, Agusan del Sur. Verdadero said that he was tipped by intelligence agents that some nine dead bodies believed to have been among those who participated during the attack in Prosperidad, have been buried, particularly, in

San Miguel and Tago towns.

The provincial chief PNP indicated that such matter is a police concern that requires a thorough investigation.

It will be recalled that right after what happened, Army 401st Brigade Commander Col. Gregory Cayetano appealed on the relatives of the slain rebels to coordinate with barangay local government units (LGUs) in their respective localities in order to give their “dead” a decent burial.

Besides, the army officer also wanted all injured NPA rebels to be brought

to hospitals for medical treatment.

Cayetano bared that the rebels who attacked the house of Datu Calpit Eg u a i n Pro s p e r i d a d , including those who were ordered to set up blockades, with estimated combined strength of four platoons, were groups coming from various guerilla fronts (GFs) whose other memb ers hail from several towns in Surigao del Sur, citing San Miguel and Tago, aside from other rebel-influenced areas in the province, hence he was confident that these people will return to their

places of abode.

During the incident, 18 were confirmed killed, 13 of which were NPA rebels, four were baganis or Indigenous Peoples’ (IP) warriors, while one was an army soldier.

In creating such, there are many considerations to remember.

Health and safety is the top consideration.

The school administration should always think about the health and safety of their stakeholders before anything else. The school location for example. They should make sure that broken fences should be fixed, especially the ones separating the school from nearing streams or cliffs. In addition also, school clinic should be prepared with its tools and first aid kits in order to respond to emergency needs.

It is also one part of modern learning environment to have essential infrastructures. These are necessary for an effective running of the school.

Example are classroom

buildings, library, shops and laboratories, among others. In case defects are seen, it should be responded in quick manner. For an instance are infrastructure that requires repair and re-roofing. There should also be infrastructures that responds to the needs of various kinds of clients such as carparks, driveway and hard courts, among others.

Breakout spaces should also be seen in school.

Breakout spaces are shared spaces between classrooms to encourage independent learning, small group work and teachers working cooperatively across spaces.

These are often created out of circulation space that was in the past used for corridors.

Teacher’s workspace is also good. There are a variety of support spaces needed across the school for staff to work when not in the classroom, to store

personal resources, to plan and meet collaboratively, to interview and to socialize.

Other concerns include proper lighting, ventilation, interior and exterior designs and appropriate placement and contents of lockers, bulletin boards and information charts.

Modernized learning environment is just not created in ways that various kind of modern gadgets and forms of advanced technology are placed.

The environment should be made conducive and as well contributing factor to learning, in order to be calles as Modern Learning Environment.

Meanwhile, Vice Mayor Ruderic C. Marzo focused on the business aspects particularly on the move of the city council to revive the operations of the National Steel Corporation through the initiatives of the city government. The vice mayor also mentioned the approval

of the request of Mayor Celso G. Regencia to the Sangguniang Panlungsod of P69 million budget for wages of casuals and other employees and approval of requests from the different departments.

Through the cooperation of the legislative and executive branches of government, the improvement and plans of the city will be realized.

Is it time for a rethink?

MANY people ask this question right now after the tragedy of Malaysian Airlines flight 17.

Choosing a flight route to a desired destination is a question of profitability for an airline, although pilots can choose to detour in case of a threat. Some in the industry see continued problems--is it time for a rethink?

As a frequent flyer from Europe to Asia and vice versus especially during the 1980s and 1990s, I still remember innumerable flights with different airlines passing the now war zone in eastern Ukraine.

and numerous other airlines stopped now flying there some time ago. Others, like German Lufthansa, only now altered their Asia routes--in light of this tragedy.

The airlines are now required to detour around the airspace over eastern Ukraine, since it has officially been closed. It’s really unusual for such a big area to be closed to passenger aircraft; most of global airspace remains open.

The fact is: pilots have the last word. What factors play into a commercial airline’s decision by to fly over certain areas--including war zones that remain open?

Airlines weigh safety and profitability. That’s one could learn from Tim van Beveren, a journalist and aviation expert. He believes many carriers take an avoidable risk to save money. I didn’t feel much comfortable

while listening van Beveren during an interview over the German International TV “Deutsche Welle” (Skycable Channel 803). “Unfortunately, money often plays a key role in aviation,” van Beveren voiced out. Again, I remember the time travelling in a passenger plane flying over the burning oil fields in Kuwait during the Iraq war.

Van Beveren pointed also out, that flight crews also have a voice: “Pilots can always say, I won’t accept this route over the conflict area.” Deciding a detour from a planned route is not a problem for pilots, for example, when there is

Smart taps youth as ambassadors of local tourism through technology

T

he I n t e r n e t h a s provided netizens with a channel to promote their advocacies, express their views, or simply share their OOTDs (outfit of the day) or #ThrowbackThurday posts. Through social media and blogs, they have leveled up from merely being consumers of information to generators of original content. Many Filipinos, in particular, are making their presence felt in cyberspace.

Philippine tourism, for one, is getting a boost from Internet savvy Pinoys.

Our country, blessed with abundant natural wonders, is not difficult to sell as a tourist destination. As various interesting places in the country get more exposure online—thanks to Pinoys who love to post, like, share, and retweet— the Philippines is steadily regaining popularity as one of the top destinations in the world.

Wireless services leader Smart Communications, Inc. (Smart) is calling on all Filipinos, especially the youth, to use the Internet to promote hometown stories through Doon Po Sa Amin, its annual online competition for students.

Now on its seventh year, the DPSA is the biggest annual online mapping

activity in the country that aims to build an online map of the Philippines containing unique local stories embodying Filipino culture and heritage created by students.

“Being digital natives, using online and digital technologies is natural to the youth. While they are young, we want to make them see technology as a tool that can be used to contribute to the development of the society,” said Smart Public Affairs Head Ramon Isberto. “In the case of DPSA, what we want is to encourage them to generate and share their own content to instill

love for one’s country, help promote their hometowns, and at the same time learn to use technology for learning.”

Currently, more than a thousand stories about Philippine festivals, d e l i c a c i e s , h i s t o r y, destinations, and many more were submitted to DPSA. These stories may be viewed via the DPSA site at www.doonposaamin. ph. This July, as it opens its 7th run, more interesting stories are expected to populate DPSA’s online map. Submission of stories is until October 31, 2014.

Isberto added.

Studies show that more than 70% of Internet users in the Philippines are from the youth sector. The growing mobile Internet usage is also bringing the channel into the hands of more people in the countryside.

Local tourism is getting a boost from wireless and Internet technologies as residents tweet and post about the unspoiled beaches, special delicacies, and interesting practices in their respective towns.

Beyond the fine white sands of Boracay, chocolate hills in Bohol, or the underground river in Palawan, the world gets to discover the other less-famous but definitely worth visiting destinations in the country because of the Internet and social media.

Smart also has projects supporting digital tourism for specific localities. In partnership with InnoPub Media, Smart has launched mobile apps, Quick Response (QR) code and Near Field Communications (NFC) enabled markers and electronic guidebooks for cities and municipalities in Cebu, Baguio and Ilolio.

10-year income tax exemption of shipping industry sought MANILA - A lawmaker is seeking the extension by another 10 years of the income tax exemption granted to the country’s shipping enterprises to boost the growth, competitiveness and development of the local shipping industry.

Rep. Jesulito Manalo (Par ty-list, ANGKL A) raised the proposal through House Bill No. 4550 as he cited the income tax exemption of shipping enterprises granted in 2004 by virtue of Republic Act No. 9301, which amended R.A. 7474, otherwise known as the “Philippine Overseas Shipping Development Act,” is set to expire this year.

“R.A. 7471, as amended

by R.A. 9301, undoubtedly supports the government’s national policy of promoting the development of Philippine overseas shipping. The government must not lose sight of this policy now, more than ever.

Indeed, the country being an archipelagic state, stands to benefit more if the overseas shipping industry is further improved and expanded.

Unfortunately though, there are merely about 129

registered overseas vessels flying the Philippine flag at present,” said Manalo.

Manalo said the shipping sector needs to show and impress investors of its longer stability, and the granting of assistance through incentives and privileges like income tax exemption will certainly help the shipping industry achieve this.

“For inst ance, ship mortgage loans taken by ship owners usually have a 25-year payment scheme.

Hence, it is necessary that assistance extended to these ship owners through i nc e nt ive s , p e rk s and privileges be granted for a longer and more liberal period of time. This way, the present ship owners can enjoy the benefits of the law, recoup their investments and be enticed to further expand their shipping business and operations.

This, in turn, will attract more investors to go into the countr y’s overseas shipping,” said Manalo.

Manalo further said for the local ship registry to be able to compete with the other ship registries like

Panama and Liberia, the incentives given should be institutionalized as they do in these other ship registries.

“Ship owners in these foreign registries do not pay income tax but instead pay tonnage tax,” said Manalo, a vice chairman of the House committees on labor and employment, and science and technology.

T he l aw ma ker s ai d the proposed extension of shipping companies’ income tax exemption will also boost the constant growth and development of the shipping industry.

“It will definitely allow Filipino ship owners to modernize the country’s merchant fleet and provide st able employ ment to Filipino seafarers, generate fore i g n e xchange and contribute to the country’s economy in the form of common carrier’s taxes and the bareboat charter taxes paid to the government, not to mention the huge foreign exchange remittances of its seafarers,” said Manalo.

The income tax exemption will also encourage investment in ships and generate more

employment for seafarers as Filipino ship owners will have increased capabilities to employ more people for their operations, according to him.

Likewise, Manalo said the government will save on foreign currency spending in transporting foreign trade as more Filipino ship owners will be able to become more competitive and efficient due to the fiscal incentives given their way. To date, he said foreign flagships carry 99 percent of the country’s foreign trade.

More so, Manalo said the government will generate additional revenues by way of taxes, fees and charges, i.e. common carriers tax and bareboat tax. Ancillary businesses include ship manning, ship management, ship handling, cargo handling, ship agency and other businesses engaged in the maritime industry, according to the lawmaker.

Davao cafe patronizes coffee grown by IPs

AVAO CITY – A newly-opened coffee shop is not here only for business but also fends for indigenous people (IP) communities by patronizing their coffee beans from trees grown in the mountains of Mindanao.

Rene Adapon, spokesperson of Dayaw Café, said they get their coffee beans from “Coffee for Peace (CFC)”, a fairly traded coffee grown by indigenous Filipino farmers in conflict areas.

Adapon said they got inspired by CFC’s mission: To help improve the lives of the farmers and their families; to protect and enhance the environment; and, to support the peace builders on the field.

In its website, CFC says: "They believe that economic-ecological transformation cannot be separated from peace building. When we look at nature, we see an organic-relational world (in contrast to the modernistic mechanical-utilitarian worldview). This is how the Indigenous Peoples of the Philippines see their environment and we are sharing their lenses".

CFC believes that the best coffee plants grow best under thick forests. The IPs

are also using natural and environment-friendly of growing coffee while preserving the environment the traditional way.

"We believe in the advocacy of Coffee for Peace in helping the lives of the IP farmers, we also want to help" Adapon said.

He said the owners are young professionals, one of whom owns Pacifica Coffee in Guam and the other works in Australia).

Both owners poured PHP3 million to start Dayaw Cafe.

Adapon said both cousins although doing business and working abroad, always consider helping their compatriots back home.

He said they want to provide a place where people can taste a well blend coffee out of the beans from coffee trees grown in forests by the IPs. Dayaw Cafe, which is located at the fountain court of SM Lanang, also showcases the art works of lumad artist Boy Espinosa

whose work were exhibited in New York, New Jersey, Chicago, Vermont and San Francisco in the U.S.. The café’s fixtures made use of the Tinalak cloth of T'boli women weavers for peace while the coffee table tops were crafted by lumads out of coconut shells.

Aside from cookies and ckes, Adapon said they are also finalizing a partnership with a local supplier of fresh native delicacies to go with their coffee. (PNA)

All of them deser ve opportunities for useful involvement. They have brains and imagination as sources of ideas, technology, and enterprises. But no one bothers to call on them, to organize, motivate, or challenge them to leave a lasting legacy. ***** What is lacking is leadership—expansive, imaginative, creative leadership.

It’s ridiculous to think that there’s no such leadership in a community of hundreds of families. Our society needs them to induce the elusive progress and prosperity for our barangays.

Many of them lay hidden and anonymous in the barangay. There are educators, working or retired. There are architects and engineers.

There are doctors and other health professionals, even scientists and technologists.

There are artists, craftsmen, beauticians, assorted service providers. There are lawyers, entrepreneurs, accountants.

If local leaders would only try, they will find a host of other skilled, talented residents in their neighborhoods. But they might as well not be there, because they are ignored or unappreciated. They need avenues of service to open up. And there are more than enough of them to fire up a local volunteerism program for a barangay.

Many of them—retired, pensionado, well-off—don’t even need to be paid; they’ll work merely for the satisfaction and pleasure of doing so. But there they are, idle, at home or in obscure neighborhoods, unrecognized for what they can still contribute to community and humanity.

At the least, the best and outstanding among them should earn recognition and thanks for their services at the peak of their careers.

But no official takes the initiative.

Is it because volunteers cannot be relied upon to play the game of partisan politics—the favorite game of the officials? Is it because officials prefer “paid volunteers” who then feel indebted and become grateful campaign workers and supporters at re-election time?

Too bad for the community in its need for role models. Too bad for society in its yearning for excellence.

And too bad these potential but unknown heroes!

The objectives of the campaign include the provision of thematic advocacy brand as focal agenda for all DENR’s environmental programs and efforts, weaken public’s apathy to climate change concerns and environmental agenda, popularize and strengthen adaptation and mitigation measures in response to climate change, and facilitate partnerships with public and private communities, such as youth, academe, local government units and civic organizations, among others.

The advocacy group is also planning to engage the youth as active proponents of the advocacy by doing value and behavioral formation to the “near future” generation, aligning environmental agenda to climate change advocacy, elevating the branding presence and visibility, intensifying participation of school communities and strengthening partnership with various organizations, institutions and groups.

off, Tree Planting Branding “Punoan 2014” is introduced as a new brand identity of tree planting program, implemented through National Greening Program.

Part also of the climate change advocacy campaign is through the regional activation objectives such as campaign exposure and presence such as popularizing thematic brand logo and endorsement statements through advertisements on print and television and on social media through its Facebook page, KALIgKASAN. RD Oliver encouraged support and participation coming from all entities who could hear and gain knowledge about the campaign.

Further, KALIgKASAN awards are prepared for cities, municipalities, institutions or individuals who will actively participate on DENR’s environmental programs and efforts.

Regional Director Ruth M. Tawantawan also thanked PIA for partnering with them and she also encouraged everyone to do their share in environment conservation.

Tawantawan believes that the advocacy should not just be done in above level but should mostly be partake to local communities. Institutionalization of the program would mean focuses on barangay or community level.

RD Tawantawan also mentioned that climate change is already a problem for so many years and plans are drafted only long ago.

In fact, there are already mitigation policies done, not just by DENR, but as well the Climate Change Commission (CCC), a policy-making body tasked to do action plans relating to climate change. However this time, DENR and PIA are intensifying the awareness through climate change advocacy campaign.

DOST X’s Top Reg’l SET UP Adoptor among PH’s 5 Best

Northern Mindanao’s best SET UP Adoptor is among the Philippines five best to be recognized at the 2014 National Science and Technology Week awarding rites set for Friday, 25 July 2014 at the SMX, Mall of Asia in Pasay City.

The Department of Science and Technology Region X Office (DOST-X) headed by Reg. Dir. Alfonso P. Alamban cited Green Pastures Corporation as the best performing adoptor of its Best Small Enterprise Technology Upgrading Program (SET UP) at the kick-off program of 2014 National Science and Technology Week held recently at Limketkai Luxe Hotel in Cagayan de Oro City.

“We chose the best SET UP Adoptor for Region 10 based on their innovation (25%), Socio-Economic Impact (25%), Track Record (17%), History of Refund rate (17%) and Uniqueness (17%),” Mr. Alamban said. “I am happy to inform our winner that they are among the top five in the entire Philippines in the latest evaluation of all SET UP proponents in the country and we are hoping they are chosen the most outstanding SET UP Adoptor in the nation.”

GPC was recognized for its successful utilization of DOST’s technology interventions and technical assistance resulting in the company’s outstanding improvement in productivity, product quality and impressive market performance. Alamban said GPC will compete with other nominees from other regions in the awarding rites set on July 25.

“This is a blessing from God and we hope we can pass on to more people what God has so gracefully granted us,” said Reynaldo B. Paraguya, president and CEO of GPC. “We availed of the SET UP assistance from DOST because our manual operations could no longer cope with the demand for our products.

After a very trying period of adjustment, we are happy we are now reaping the benefits of the new technology.”

Besides being recognized as the best SET UP Adopter in Region X, GPC was also recognized by DOST-X as the Best SET UP Adopter in the province of Misamis Oriental.

“Some 3,267 new jobs were created in 2013 as a result of the interventions,” he noted. “A total of 273 technological interventions were provided to 97 existing firms and 15 start-up firms in the region resulting in accumulated gross sales of PhP 222.7 million. Fifty eight enterprises and institutions in the identified priority sectors benefitted from the program and other Grants-in-Aid programs last year.”

The occasion also marked the launching of DOST-X’s High Impact Technology Projects: Food Innovation Center, Packaging and Labeling Center and Complementary Foods. To complement these new facilities, DOST-X has three

13. Contract Energy. Under the ESA, TMI shall make available, on a monthly basis, the capacity of 5 MW, to be delivered in accordance with the Schedule of Contract Energy of the ESA.

14. Additional Energy. TMI may, at its option, make available to ASELCO such energy in excess of the contracted energy for which ASELCO shall be liable to pay the Additional Energy Fee consisting of variable and fixed charges pro-rated for the hours of delivery of the additional energy, subject to annual adjustments. The same formula for the Additional Energy Fee Rate under the ESA shall continue to be in effect.

15. Load Curtailment Adjustment. For Contract Energy subject of load curtailment, ASELCO shall pay the Load Curtailment Adjustment in lieu of the Capacity Fee component of the electricity fees. The same formula for the Load Curtailment Adjustment Rate under the ESA shall continue to be in effect.

16. Replacement Energy. TMI has the option but not the obligation to source replacement or alternative supply from its own back-up facility and/or any third party to supply all or part of the contract energy.

17. Security Deposit. Before the commencement of the second (2nd) Contract Year and every Contract Year thereafter, ASELCO shall provide TMI a Renewal Security Deposit in the form of a Standby Letter of Credit in an amount equivalent to the estimated average one month Invoice projected for the next twelve (12) months as agreed by TMI and ASELCO or, in case of disagreement, in an amount equal to the highest Invoice issued

by TMI to ASELCO in the twelve (12) months immediately preceding such Renewal Term.9 18. The extension of the Contract Term under the Amendment Agreement and Supplement Agreement, and the implementation thereof, will redound to the benefit of the consumers of ASELCO which may otherwise be forced to bear the cost of 5 MW purchased from the Interim Mindanao Electricity Market (“IMEM”). In undertaking the extension of the ESA under the Amendment to the ESA, ASELCO seeks to comply with its obligation of providing stable and continuous Annexpower “O” supply, pursuant to the Department Circular No. DC 2012-03-004 dated 19 March 2012 of the Department of Energy.
