USINESS leaders, investors, and government officials from five Asian countries are expected to converge at the SMX Convention Center of SM Lanang Premier in Davao City for the Trade Fair and Business Leaders’ Conference 2014 which will start from October 22 and will culminate on October 26, 2014. Mindanao Development Authority Chairperson and Philippine EAGA Signing Minister Luwalhati R. Antonino is expecting some 250 exhibitors to the Trade Fair and about 700 delegates at the Business Leaders Conference. “Expect a good number of key players from government and private sector, taking

part in this convergence that promises to be an interesting showcase of finest and unique products from the focus areas of participating countries, and a feature of trailblazing development in the services sector, technology innovations, and investment opportunities,” said Antonino. “The conference sessions will focus on the common thrusts and challenges of BIMP-EAGA and IMT-GT, such as food security, climate change, and communitybased ecotourism,” she said. Part of the discussion, she said, is designed to provide the private sector with better directions on how they can play a more active role in the attainment of the sub-regional agenda. “It will also serve as an avenue for dialogue between the

governments of the member countries and the participating business personalities,” Antonino said adding, “it is crucial to link our subregional initiatives to the overall ASEAN goals, given that our programs are seen as test beds for the regional integration.” Apart from the business conference, the international fair also features other subevents that promote cultural exchange, international trade, and entertainment. The fair is also organized in line with the celebration of BIMP-EAGA’s 20th year, which was launched in 1994 in Davao City, as a strategy to propel social and economic development in the less-developed areas of the participating countries. The holding of the 2nd BIMP-EAGA and IMT-GT also aims to promote trade and investments as well as cooperation in light of the much anticipated 2015 ASEAN integration as well as strengthen cross-border trade and promote links for tourism. BIMP-EAGA stands for Brunei Darussalam Indonesia Malaysia the Philippines East ASEAN Growth Area, while the IMT-GT stands for Indonesia Malaysia Thailand Growth Triangle. Both subregional economic cooperation aim to spur economic development in the underdeveloped localities of the member-countries. During the conference, business leaders are expected to identify necessary steps towards mainstreaming the

BIMP-EAGA and IMT-GT initiatives into the ASEAN Economic C ommunity (AEC), in order for the two sub-regional groupings to take full advantage of the opportunities of the ASEAN integration in 2015. Some of the activities lined up during the five-day events include, Trade Fair, Business Leaders’ Conference, International Exporters/Importers Forum, ICT Summit and Technology Expo, BIMP EAGA & IMT-GT Film Festival, Street Food Festival, and Friendship Golf Tournament. First slated in Melaka, Malaysia in 2012, this year’s sub-regional convergence seeks to broaden the platform for showcase of unique products and services while seizing the possibilities of exploring and tapping new market links within and outside ASEAN. Hosted by the Philippines, the BIMP-EAGA and IMTGT Trade Fair and Conference 2014 provides the strategic venue for exhibitors, business leaders, as well as key public and private sector representatives from the two sub-regions and its development partners to forge greater partnerships, and realize the opportunities of ASEAN integration. IMT-GT was formed in 1993 with similar goals of promoting trade, investment, and tourism in less-developed states and provinces in Sumatra, Indonesia, Peninsular Malaysia, and Southern Thailand. Both sub-regional groups aim to harness private sector leadership in initiatives to promote cross-border

UTUAN City––Burglars broke into Rep. Lawrence Lemuel Fortun’s constituency office on 4th Street, Guingona Subdivision here and took an Acer laptop on Sunday evening. Hydee Salubre, Fortun’s staff clerk, said she discovered the break-in when she noticed two window glass jalousies of the technical division were placed on the ground when she reported to the office at around 7:51 yesterday. Johanne Rosales, another staff who was with Salubre, immediately reported the break-in to Butuan City police station 1 which sent SPO3 Wilson Ejos Jr., SPO1Junniel Salarda and PO3 Ronald Bitangcor to conduct an

SRPI sets construction of coal plant in Zambo Your Mindanao-wide Community Newspaper

AMBOANGA City – The San Ramon Power Inc. (SRPI) of the Alcantara Group is set to start the construction of its 105-megawatt (MW) coal-fired power plant in this city after the Energy Regulatory Commission approved its power sale agreement with the local electric cooperative. SRPI consultant Ruben Conti said the construction will likely start in the second quarter of next year and will be completed in three years’ time. Conti made the announcement citing the ERC’s approval of the power sale agreement between SRPI and the Zamboanga City Electric Cooperative (Zamcelco). SRPI and Z amcelco signed the agreement on March 26, 2013 and submitted it to ERC for approval. Conti said the PSA was approved on September 15 and was posted on the ERC website, www.erc.gov.ph on October 1. The agreement says SRPI will supply 85 MW to Zamcelco for a period of 25 years amounting to P90.8 billion. “The decision has come out. That means the PSA of SRPI and Zamcelco now has a legal basis,” Conti said.

He added the approved PSA will be presented to banks where SRPI have applied for loans totaling $290 million for the plant construction. He said the loans comprise 70 percent of the project cost. SRPI will shoulder the remaining 30 percent. The plant will be constructed in a 30-hectare area inside the Zamboanga City Special Economic Zone and Freeport Authority in Sitio San Ramon, Barangay Talisayan. Conti said they will hire around 700 to 1,000 workers to construct the power plant. Once operational, the SRPI will employ 200 personnel for the facility. George Ledesma, Zamcelco general manager, said the approval of the power sale agreement was a welcome development for the cooperative. Ledesma said the plant will help solve local power shortage especially during the dry months due to lower water level at Mindanao’s hydropower plants. For the past years, Zamcelco had been implementing rotational blackouts of four to eight hours daily during summer due to insufficient power supply from the Mindanao grid. (MindaNews)

In the same Tubod town, another big mining company is doing exploration that soon will move to commercial production. The Surigao mineralized mountains are so blessed. He said that there is now a move to convert the Mindanao University of Science and Technology (MUST) into USTP to make the staterun university become the country’s premier school for sciences and technology courses. The government should put up an exclusive school for sciences and technology so that the country would become competitive following the implementation of the Asian integration next year, Rodriguez said. He said most countries in Asia has an exclusive university of sciences and technology, the Philippines should have one in order to be competitive with the Asian neighbors when it comes to advancement in science and technology. NCC to strengthen Philippine quality infrastructure to raise competitiveness A strong and wellcoordinated quality infrastructure with the inherent elements of metrology, standardization, testing, certification, and accreditation is vital to the country’s economic growth and overall competitiveness given the impending regional economic integration. This was discussed in the recently held dialogues of the National Competitiveness Council (NCC) on National Quality Infrastructure (NQI), a very important component for the sustainable competitiveness of Philippine industries. NQI refers to the interconnected and harmonized strategy on standards, metrology, testing, certification, and accreditation to ensure efficient consumer protection and access to global markets of Philippine industries.

“We have to enhance the competitiveness of the Philippine industries in the ASEAN global value chain,” Department of Trade and Industry-Competitiveness Bureau (DTI-CB) Executive Director Virgilio Fulgencio and NCC Public Sector Director for Operations. The NQI system will provide regulators and manufacturers with a verifiable process to ensure compliance with the legislative requirements guaranteeing the predictability and technical coherence to attract investors. consultation meeting on the NQI strategy to take place on the 28October. During this meeting, the draft NQI strategy and legislation will be presented to the public and private sectors in order to establish and strengthen the country’s NQI. PHL stands to gain 3.1-M jobs as part of AEC common market The Philippines could add another 3.1 million jobs to its labour market as a member of the ASEAN Economic Community (AEC), expected to come into force in 2015. However, a new report says the country needs to boost skills training and social protection now in order to make the most of the single common market - or else risk worsening poverty. The study, “ASEAN Community 2015: Managing integration for better jobs and shared prosperity” was prepared by the International Labour Organization (ILO) and the Asian Development Bank (ADB), and discussed at a high-level national policy dialogue in the Philippines on Wednesday, 8 October. By the end of 2015, the AEC, a single common market and production base, will take shape in 10 ASEAN member States, including the Philippines. Freer flow of goods, services, investment and skilled labour will impact the structure of the economy as well as jobs, skills, wages and labour mobility.

However, if the benefits of AEC are unevenly distributed and poorly managed, integration could add to existing challenges in the areas of poverty, inequality, vulnerability and poor job quality. “If decisive policy action is taken, AEC has the potential to ensure sustained economic growth centred on decent and productive work - thus, help the Philippines achieve its goal of inclusive growth that creates jobs and reduces poverty,” said Lawrence Jeff Johnson, Director of the ILO Country Office for the Philippines. Risk of vulnerable jobs Deepened trade integration under the AEC could lead to both economic and employment growth in the Philippines that could contribute to 3.1 million more jobs. However, around 38 per cent of these could be in vulnerable employment, and women account for just 1.1 million of expected job gains. Demand for high-skilled employment such as managers, professionals, technicians and associate professionals could increase by nearly 60 per cent. Medium-

skilled employment could grow by around 25 per cent mainly clerks, craft and related trade workers, plant and machine operators and assemblers, and service and sales workers. Low-skilled work could rise significantly, by more than 60 per cent. This highlights the need to improve the quality and relevance of education and technical and vocational education and training in the Philippines to provide a smoother transition from the classroom to the workplace for Filipino youth. “At the heart of promoting decent work is the goal of ensuring that the outcome yields workers that are mobile, job-ready, skilled and competent, which in turn should help produce sustainable and competitive enterprises,” said Secretary Rosalinda Baldoz of the Department of Labor and Employment. With the Philippines’ integration into AEC, it is also expected that labour migration will continue to climb. Labour migration, particularly for low and medium-skilled workers, requires collective regional action to safeguard the rights of migrant workers, extend the coverage and portability of social security, and expand mutual skills recognition. “The prospect of large gains in such jobs calls for

coordinated labour market policies to improve working conditions and reduce vulnerability,” said Johnson. Priority areas for action in the Philippines as identified by the joint ILOADB study include: (1) Create better jobs, including through industrial policies that target agro-industry for high-value farming products and more investment in irrigation; infrastructure and transport in rural areas; enhance social protection programmes, improve implementation of existing schemes and enforce better disaster preparedness and response measures; upgrade skills to meet shifting demand including effective implementation of the K-12, increase enrolment, minimize dropout and expand schools in remote areas as well improve technical and vocational education and training and reform the curricula to be demand-driven; improve protection for migrant workers to provide legal and social protection and social security coverage to Overseas Filipino Workers, while further enforcement is also needed to stop recruitment malpractice; strengthen collective bargaining to improve the productivity-wage link since better mechanisms can help translate the benefits of closer economic integration into shared prosperity. -(ILO/PHILEXPORT)

Ledesma detailed lists of projects under the Grassroots Participatory Process (GPP), formerly Bottomup Budgeting project, for monitoring purposes by the inter-faith and civil society groups. Roxas said the DILG is partnering with the Chuch and the civil society, through UBAS, to seek their help in ridding corruption in the grassroots level. Roxas said, GPP is not a temporary program or project. ANAY, Davao Oriental— Recognized as one of the country’s premier coconut producing provinces, the provincial government of Davao Oriental turned over newly Coco Coir Processing Plant in Barangay Holy Cross of this Municipality recently. The plant is the fruit of initiative of Davao Oriental Coco Husk Social Enterprise Incorporated (DOCHSEI) with the merged assistance from Provincial Government of Davao Oriental, Department of Agriculture (DA), Community Fund Agricultural Development (CFAD), Kalumonan Foundation, Unlad Bayan NGO, LGUManay, and Mindanao Rural Development Program-APL 2 (MRDP) through World Bank. The Coco Coir Production Plant aims to generate employment and expand the income of coconut farmers through utilizing fiber and

peat production, and to increase agri-business activities in the province. Costing to Php 6, 175, 608.00, the plant produces organic frtilizer, coco peat, and coco fiber that may use to produce geotextiles, geo nets, coco twines, erosion control matting, flower pots, hats, bags, wall decorations, door mats and mattress filling. During the blessing and turn-over ceremony of the plant, EnyaCeloso, representative of DA Regional Director RemelynRecoter, said that the Department of Agriculture is enthusiastic that the project had taken off successfully. Rom is very confident that her team, with the supervision of DOCHSEi’s Board of Trustee will do its best to stabilize the needed resources for the plant operations and success. Passage of Bangsamoro Law to address effects of conflict --Trade sector execs

The gains that will result from the successful creation of the proposed Bangsamoro political entity will address the effects of massive social and economic cost of armed violence and conflict, according to cabinet members and executives representing the trade sector. “If you consider the benefits that the Bangsamoro Basic Law aims to put into effect, we will be able to address the (long-term) cost - both social and economic - of conflict,” said Director Remedios Endencia of the National Economic Development Authority (NEDA). “The passage of the BBL will open up opportunities that will enable the area to catch up and bring about sustained peace and progress,” she added. According to Endencia, the BBL will “establish a platform for achieving human development progress and general welfare” that will boost the war-torn core territory of the Bangsamoro, as

well as the rest of Mindanao. She further added that up to P8.2 billion annually are lost during periods of intense conflict. Constant threats of war and armed violence in Mindanao have also discouraged investments, adding lost opportunities to the total cost of war. Across-the-board support Speaking at the fourth regular committee hearing on the draft Bangsamoro Basic Law, also known as House Bill 4994, the trade group made known its statements of support to the members of the Ad Hoc Committee on the Bangsamoro Basic Law that is leading the deliberations in the House of Representatives. Mindanao Development Authority (MinDA) Chairperson Luwalhati Antonino expressed support for the proposed legislation, underscoring that the resulting Bangsamoro economy will play a pivotal role in the larger Mindanao economic arena. “Mindanao’s

real progress is hinged on the unity of its people,” Antonino said. “Through concerted efforts that can begin with the passage of the Bangsamoro bill, we will be able to achieve and strengthen the foundations of lasting peace in Bangsamoro and Mindanao as a whole.” Atty. Datu Reza Sinsuat, acting corporate secretary of the Southern Philippines Development Authority (SPDA), added that his agency “will support the proposed Bangsamoro government by helping create a conducive business environment that will extend the gains of the GPH-MILF peace agreement to all Bangsamoro constituents, especially those located in hard-to-reach areas.” Early stages difficult, but still better than being at war Mindanao Business Council President Vicente Lao acknowledged that the early stages of the establishment of the Bangsamoro

will be a difficult process, but pointed out that despite growing pains, the early days of Bangsamoro’s peace will still trump conditions of war. “We can start from here. Perhaps this will be the way to push Mindanao further forward towards progress,” he said. Maguindanao and Cotabato City 1st District Representative Bai Sandra Sema said that the trade sector will be among the first to appreciate the gains of a successfully established and implemented Bangsamoro. “The peace and development that will take place when this bill is passed and is successful in its implementation will benefit you first because you are already there,” Sema said. “Your infrastructures, your businessmen are already there. We, therefore, appeal for your full support to push for the Bangsamoro to promote progress for all, instead of focusing on its limitations.”(OPAPP)

K+12 Basic Education Program is the newly-emerged system in the Philippines, implemented under President Benigno Aquino’s administration. The implementation of it is to improve country’s educational system and produce highquality graduates. K to 12 has been realized through collaboration among Department of Education (DepEd), Commission on Higher Education (CHED), Technical Education and Skills Development Authority (TESDA) and other stakeholders. Early before K to 12 implementation, Philippines is the last in Asia and one of the three countries worldwide, other than Angola and Djibouti, having tenyear pre-university cycle. This ten-year before college education composed of six years and four years in elementary and secondary education, respectively. To those positive for K to 12, this program is much-needed change for the country’s educational system for it will produce better-trained human resources who could be globally competitive. There is also a particular news published in Philippine Daily Inquirer, a national newspaper, reporting that businesses and academe backed K to 12. It is because the additional

years of schooling are seen to have a positive impact on wages and the economy’s annual GDP growth. Moreover, benefits of the reform measure include the enhancement of the education system, production of “college-ready” students, career-ready students by the end of their schooling, producing globally competitive graduates, an increased demand for quality faculty, lower unemployment rate and higher wages; and overall economic growth and social inclusion. There are also individuals opposing the system because, for one, is the addition of years in school bringing a heavier burden for parents and educational sponsors alike. They further challenged government to ensure a smooth transition to the new scheme. Even before the signing and approval, it was met by several arguments and critics. Various negotiations have been made in order to inform the many about its advantage and good intentions. Over the years of implementation, K to 12 is bringing its goal of elevating the Philippine education system. Through it, Filipino graduates can be competitive in the global business arena, and contribute more success that would help towards building our nation.

Now can you imagine how that would help the local economy and the local communities? 3. Mangroves protect coastal areas Mangroves have been known to provide a buffer against extreme weather conditions like storms, tsunamis, cyclones, floods, and hurricane winds. There are several reports of villages being saved from tsunami destruction by the belt of mangroves protecting the shoreline. Because mangrove trees absorb and disperse tidal surges, coastal communities which are prone to calamities can definitely benefit from more mangrove reforestation programs. Aside from these, mangroves also filter pollutants and trap sediments coming from land, thereby maintaining the clarity and quality of water. The recent mangrove planting activity is one of the environment conservation initia-

WHY I DO, WHAT I DO? http://www.chinkeetan.com/ I just came back from Cagayan de Oro and did 6 sessions in two days. One of the most unforgettable sessions I had when a teacher from CDO attended my session and to my surprise brought her good friend and husband with her. She is also following my series in HAPPY WIFE, HAPPY LIFE. I was so delighted to see her in person and wrote me a very encouraging letter after the session. I would like to share it all with you. Destined to be Blessed! It was a night to remember; people from all walks of life joined together to listen to one of the most inspirational, motivational speaker, and bestselling author of the Philippines. Mr. Chinkee Tan came to Cagayan de Oro to launch his newest book the Secrets of the Rich and Successful. Ecstatic people including myself patiently waited for the momentous event. Days before I saw the post on Facebook; I had envisioned to meet Mr. Tan. I look up to him as an inspiration. I knew for a fact that many people admired him for being so smart. With almost 300,000 followers in Facebook, I think most Filipinos knew him. He really knew what he is talking, and believe me when I say he has this prowess to enchant people whenever he talks. Public speaking with humor is hard, not all speakers can do that. Now let’s fast it forward. The night started with people crowding over the registration area. My best friend, whom I invited, was also excited to meet Sir Chinkee. She motioned me to turn my back to the sound booth; there I saw Mr. Chinkee. He passed through people shaking their hands and flashing his smile. When he came to our spot; I felt a sudden jolt to introduce myself (hahahaha! I’m so thick face). I couldn’t believe what just happened. Moments later he called me personally to give me his book: Secrets of the Rich and Successful; I, with hopeful eyes received the b ook with dedication hoping that it will make me

change my life’s perspective. Although my mindset was positive, I still feel that there’s lacking inside. The clock struck 7:00 and the venue was already jam-packed. The announcer introduced the speaker for the night through a video presentation. His humble beginnings were chronologically detailed; his climb to the ladder of success. Then the silence was broken when he was on stage, ready to share and impart his wisdom to all listeners. I call it wisdom because I believed that our talent in writing and speaking came from God. That’s one thing I learned from that session. I also believed that Sir Chinkee has this wisdom and discernment from God. For he writes very well; speaks very well also. Thought provoking words were heard that night. I was so happy that I brought with me my husband; for he himself was a negative thinker. I was hoping then that listening to Sir Chinkee’s words of wisdom would change his view in life. Me and my husband enjoyed the night of laughter and learning. The speaker spoke from the heart. He talked about a lot of things. What struck me most was this question: “Do you want your dreams to come true?” I even asked my husband the same question; and he just smiled. I heard Sir Chinkee say his formula, which was the “mindset + action=result”. The positive outlook you have in your life plus the positive actions that you do, of course will have positive results. When we based it in the bible; God said “you will reap what you sow.” He talks about life’s dreams and how we may be able to realize it. He stressed that if we want our dreams, we should not only put it on our positive board, but we must do something to make it happen. Then came the What, How, Why and When questions? WHAT? When I heard the first question asked to the audience; it made me think for a while; what is my dream?

What are the things that I wanted to accomplish in life? I wrote down my answer: I want my own school. The goals I have set for this dream is ready. Ever since I started teaching, I had envisioned myself owning a school. I have faith in God that this will happen soon. WHY? The problem lies now to the belief of why I have this dream, why do I want it to happen, and why pursue it. The why talks about your purpose; what’s the purpose of this goal? Then again I wrote my answer: to help people in need. To educate children not only the academics needed but also values and about God. Sir chinkee also emphasized to be ready for the test in life. If you have bigger dreams; then get ready for bigger challenges. If you passed the test; then you will be blessed. HOW? The third question talks about the How. Knowing your how gives you the Plan in life. Well, I guess I have started my plan since I am pursuing my graduate studies in School Management. I think I’m in the right direction. WHEN? The last question was when; when are you going to make it happen? Now, the last question made me wonder… 10 years from now? Then Sir Chinkee said, if you are not going to set your deadline, nothing will happen to your dreams. Procrastination is the worst enemy you can ever face. Dilly dallying and being lazy can be a hindrance of what we wanted to achieve. So we have to set a deadline. We should not stop to identifying, setting our plans, and knowing our purpose, but we must surely take action to make it happen. Most importantly, there should be a deadline. So I looked up and whispered to God; “ Lord, you know my heart and my desires, I claim that by the year 2020 my dream will come true.” Then I utter, JEREMIAH 29:11 “For I know the plans I have for you, declares the Lord; Plans to prosper you and not harm you, plans to give you hope and a future.” The message was very clear. I need to be ready, for God’s blessings are on its way for me. I knew that

when God gives his abundance and grace, he makes sure that your cup overflows. I strongly believed that changing the way you look at life will be to your advantage. Being positive is one step to be productive. Then again, for me even if you have this mindset but you don’t make your move then the realization of your dream will be vague. Knowing the what, why, how and when of achieving your aspirations or dreams are just baby steps. There will be more labor pains in the process of change. I know that change is gradual, but it will be leading to my success and being rich in life. I am going to the right direction. I dream and I claim God’s blessings not just with my one hand but both. It’s that dreaded time again…Finals Week! THROWBACKS are for Thursdays but for a change, let’s have a Tuesday throwback. Who among you dear readers remembers Padi’s Point? No not that dive resort, I mean that watering hole which is now occupied by Alex Artistic Salon in Velez. Because sometime a long long time ago (that was the late 90s actually) when it was Finals Week, we Devcom college students from Xavier University would usually troop to Dunkin Donuts to study the whole night. (There was no Mister Donut and Park Café back then. Ironically, there’s no more Mister Donut and Park Café back now. That’s how formidable Dunkin Donuts is as a business.) But hey where am I going? Ah okay,

I’m supposed to write about Finals Week. Anyhow after the wee hours of the night and to unwind ourselves from five hours of straight study, we usually headed to Padi’s to chill. Padi’s, Mister Donut and Park Café may have come and gone but the habits of university students to cram during Finals Week are still much alive today. Students instantaneously transform into magicians during this week. Thesis deadlines are beaten, technical formulas are memorized, all those lectures the past four months comprehended. apitol University resident artist Nic Aca is at his best again, this time giving his utmost spellbinding rendition in a performance art dedicated to the second anniversary of typhoon Yolanda, the 2013 cyclone which was the strongest ever in history to make landfall. Aca led a dozen other volunteer students from Capitol University Dance Troupe and CdeO Arts Guild in mud-soaked attire to walk from the Capitol University campus gate at Corrales Extension through the Pro-

vincial Capitol Grounds and finally towards Divisoria in the afternoon of October 8. Considerably providing supporting roles in the October 8 performance were members of the award-winning Capitol University Dance Troupe. Their zombie-like gaits stunned onlookers from Gaisano to Xavier University to the JR Borja monument. But shocked motorists and pedestrians alike were were immediately told that it was part of Kalig-on

It is part of a larger activity to commemorate the first anniversary of typhoon Yolanda next month where some victims of the cyclone in Tacloban City are disenchanted for what they dub as very slow rehabilitation efforts by the government.
