DepEd’s feeding program needs proper documentation—PIDS study

Davao City vies for the Guinness on simultaneous singing of national anthem DAVAO City -- Davao City is all set for the simultaneous singing of national anthem, an attempt to break the Guinness world record currently held by Bangladesh. al Anthem Entry to the Guinness Book of World Record. The event, which will be held on May 7 at 5 p.m. in Crocodile Park, Maa, Diversion Road, targets to gather 300,000 participants in a single location. It is on the last day of the campaign period so we are also taking advantage on that,” he said. “Our (primary) purpose is to unite all Filipinos,” he added. There are also satellite areas in the regional centers and urban cities, schools, religious groups, among others.

Morales said the registration will start in the morning of May 7 at the Crocodile Park which has been divided into 6,000 grids with corresponding color coding. He said about 400,00 IDs will be distributed with corresponding barcodes that will be scanned once participants enter the venue. Morales said it would be better for participants to start going to the venue early to avoid traffic. The singing of the national anthem will only take one minute and 35 seconds. While inside the venue, Morales said participants are treated to a live entertainment by local artists prior to the singing of national anthem, which takes place only in the afternoon. But participants are advised to “bring your own baon”. Bottles

of water will be given for free to participants. They are also ready with security. Aside from police officers, 50 persons are assigned as marshalls. The security measures applied in big events in Davao will also apply for this Guinness event such as no bringing of backpacks, canisters, among others. Rocky Balili of the Duterte National Secretariat, said an area where people can leave their baggage will be set up. He said vehicle will also be available to pick up participants and ferry them back to the pick-up points. CAGAYAN de Oro City -- More than a thousand Indigenous People (IPs) and tribal council leaders have affirmed their resolved to campaign and urged their families and members who number around 150,000 in Northern Mindanao, to vote for vice president Jejomar Binay as President come Monday elections. I also refer to the increased frenzied attacks on Duterte by his rivals and their cohorts. It is not too difficult to see that the supposed revelations of Sen. Antonio Trillanes IV and his warnings about Duterte’s i mp e achment, a l lege d power-sharing with the communists, and a threat of a coup by police and military personnel, are all a recognition of an impending Duterte victory. that, even from their own vantage points, Aquino and his allies at the Liberal party can already literally smell and taste the beginnings of a Duterte presidency. -oooCHEATING: THE ONLY WAY TO STOP DUTERTE: It is clear that the only way now that Duterte can be prevented from winning is by a manipulation of the results of the May 09 elections, through the use of computers, perhaps in the same way that, many have already publicly claimed, the 2010 and 2013 election results were manipulated and rigged. Maybe this is the reason why the Commission on Elections (Comelec) is doing everything in its power to prevent Filipino voters from having a record of their own of whom they voted for, by preventing them from taking pictures of either their ballots or the receipts that would be issued by the voters’ counting machines listing the names of the candidates they wrote in the ballots. It would seem that the overall strategy now is the make the results that the Comelec will announce the only result ever of the voting, counting, and canvassing on May 09. The

Fortun entered politics in 2007 and won a seat in the Butuan City council. Battling selfishness

HOW can we not be selfish? That’s difficult when the overwhelming majority of our thoughts are about ourselves. The second half of this verse has the answer. When we think of others more often than ourselves, we battle with our selfishness. It’s not asking us to think badly of ourselves, but instead to think higher of others. This can mean we give others the benefit of the doubt, release our grudges, and pay attention to the thoughtfulness others extend to us. Work today towards thinking of others more.

This one-day affair kicked off in the morning of May 1, 2016 with an ear-

ly registration by batches. The campus was adorned with tarpaulines hanged and posted at the classrooms as batch quarters and at the different transpo of the diffent batches signifying that the alumni were ready for the motorcade going to the town proper of Don Carlos and Dangcagan, Bukidnon and going back to the school where the opening program was followed in which, one of the alumna from Batch 1973 gave a remarkable and inspirational message as the guest speaker, in the person of Marilyn Balabag-Buhia, M.D. In the same program, the new elected Alumni Officers were inducted into office by Hon. SB Edwin B. Abucayan, representative of Hon. Mayor Lorenzo A. Gawilan. In his short message, he warmly welcomed the alumni and encouraged them to enjoy the celebration.

A sumptuous lunch by batch followed where the participants enjoyed taking their meals as they continue greeting their fellow batches and alumni. The merriment continued in each batch quarter since the general convention was not pushed through because of the power interruption as well as the heavy rains flooded the covered court as venue for the said convention. But when the rain stopped

at 4:00 pm, a thanksgiving mass was offered. It was presided by Rev. Fr. Erick Joromo, the Mass Celebrant and alumnus batch 2002 as well. Educators nowadays courageously raising the bar for students’ achievement higher than ever before. Teachers’ job has never been more critical to the success of our children and to the prosperity of our nation. Teachers are nation builders—the strength of

every profession in our country grows out of the knowledge and skills that teachers help to instill in our children. Could we not support their work? With transition to rigorous achievement standards and better student assessments, a focus on data to drive instruction, and the use of technology to personalize learning, teachers are carrying an incredible amount of responsibility. It’s because teachers across the country I’ve seen stepping up to the challenge. This makes me more optimistic about the state of the teaching profession than ever. State of teaching is stron-

ger because teachers everywhere are leading from their classrooms and taking on new roles to improve education for kids. When teaching is stronger, students benefit with increased engagement and achievement. There is no better resource for a school than teachers who are empowered and equipped to solve problems using their own talent and experience. Let’s encourage teachers who long to share in the responsibility of leading change in our schools. This is simple and yet powerful. It’s of prime importance and gave them the opportunity to lead without leaving their first loves—their students. I know that this work

will take time, but it will get easier as teachers lead the change and as school leaders and others provide teachers with the time and training to equip educators as agents of change. Teaching has never been easy, and it never will be. It takes heart, commitment and passion. But for all the very real challenges, I am so optimistic about where we are going. Why? R-10 conducts GAHP Team Inception Meeting Cagayan de Oro City -- To encourage adoption of Good Animal Husbandry Practices (GAHP) standard by farmers, the Department of Agriculture,Regional Field Office 10 (DA-RFO 10), together with the Bureau of Agriculture and Fisheries Standards (BAFS) and Bureau of Animal Industry (BAI) conducted Regional GAHP Team (RGhT)Inception Meeting recently in Cagayan de Oro City. “It is important to establish a Regional GAHP Teamto help the farmers in the requirement process before the conduct of farm inspection by the regulatory personnel to qualify for GAHP certification,” said Dr. Lourdes Ersando of BAI. Dr. Ersando explained that the farm should meet the required minimum standard to qualify for GAHP certification. GAHP was created pursuant to the provision of Section 16 of Republic Act No. 10611 otherwise

known as “Food Safety Act of 2013. As stated in the GAHP code issued by the BAFS,it sets out the general principles of good practice and minimum requirements in the commercial or backyard rearing/ farming of animals for food use. This is to ensure that the farming practices of the establishment provide greater confidence in consumers’ expectations that the final products are safe and fit for human consumption, while ensuring health safety and comfort to both the farm workers and the animals, without any degradation to the environment. So under the Philippine National Standard for GAHP Certification, the farms are audited if they adhere to clean, safe, environmentally sound agricultural practices based on the code of standardissued by the BAFS which is basically harmonized with the international standard.

State pension fund Government Service Insurance System (GSIS) announced that applications for the enhanced GSIS Scholarship Program (GSP) are being accepted until June 10, 2016. For Academic Year (AY) 2016-2017, GSIS made several enhancements to further improve the program. The number of scholars was increased from 200 to 400. Aside from shouldering the actual cost of tuition and miscellaneous fees not exceeding Php40,000 per academic year, GSIS has also raised the scholar’s monthly allowance from Php2,000 to Php3,000. In addition to children and dependents of active GSIS members, GSP’s coverage has now been extended to children of permanent total disability (PTD) pensioners below 60 years old. GSP is no longer limited to incoming college freshmen but also welcomes those in higher college levels, a new feature of the program from AY 2016-2017 to AY 2017-2018, during which the Philippine educational system’s K to 12 program is going through a transition period. Scholars who will graduate with Latin honors will further receive monetary incentives of Php20,000, Php30,000, and Php50,000 for students who will

graduate cum laude, magna cum laude, and summa cum laude, respectively. Active members who have qualified children or dependents may apply for GSP if they are permanent in status in the government for at least three years, have a salary grade of 24 or below (or its equivalent job level), and have paid premium contributions for the last six months. For PTD pensioners, entitlement shall be determined based on their last compensation prior to retirement. Dependents may be nominated to GSP if they have been accepted in or are taking up any 4- or 5-year course in a higher education institution that has its own charter or in a school qualified by the Commission on Higher Education as Levels IV and III, autonomous, or has a deregulated status. Under the enhanced GSP, member-applicants who are single or childless may nominate

their dependent who relied on them for support. Previously, only children of members were accepted in the program. Since last year, GSP has been allotting 10 percent of the total scholarship slots (or 40 slots this year) to dependents of persons with disabilities, indigenous peoples, and solo parents. Application forms may be obtained from any GSIS branch office or downloaded from the GSIS website, www.gsis.gov.ph. Launched in 1998, GSP is one of the pension fund’s corporate social responsibility programs that aims to help the deserving and underprivileged earn a college degree from schools that provide quality education. Scientists discover 3 planets which could support life LONDON--Scientists from the University of Cambridge announced Monday evening that they had discovered three earth-sized planets orbiting a dim and cool star 40 light years from Earth which could be the best place to start searching for extra-terrestrial life. “The discover y of a planetary system around such a small star opens up a brand new avenue for research,” said Professor Didier Queloz from the University of Cambridge’s Cavendish Laboratory. Scientists used a telescope at the European Southern Observatory’s (ESO) La Silla Observatory in Chile, to view the star known as TRAPPIST-1, which is in the Aquarius constellation. They found that this dim and cool star faded slightly at regular intervals, indicating that several objects were transiting, or passing between the star and the Earth. Detailed analysis showed that there were three planets of a similar size with the Earth. TRAPPIST-1 is an ultracool dwarf star, and as such is much cooler and redder than the Sun and is barely larger than Jupiter. Such stars are very common in the Milky Way and very long-lived, but this is the first time that planets have been found around one of them. Despite being just 40 light years from the Earth, this star is too dim and too red to be seen with the naked eye or even with a large amateur telescope. “Before this discovery it was not at all clear whether such a small star could host an Earth-sized planet. Nobody had seriously studied it, but now that’s likely to change,” said Professor Queloz. “Systems around these tiny stars are the only places where we can detect life on an Earth-sized exoplanet with our current technology,” said Michael Gillon, from the University of Liege in Belgium, who co-authored a paper on the new discovery with Professor Queloz. “So if we want to find life elsewhere in the universe, this is where we should start to look,” he added. The estimate, published in the US journal Proceedings of the National Academy of Sciences, was based on data representing more than 5.6 million microscopic and nonmicroscopic species from 35,000 locations across all the world’s oceans and

continents, except Antarctica. “Estimating the number of species on Earth is among the great challenges in biology,” lead author Jay Lennon, associate professor at the Indiana University, said in a statement. “Our study combines the largest available datasets with ecological models and new ecological rules for how biodiversity relates to abundance. Days from now, we can count with our fingers the days before election. Many of our Filipino people have already chosen their own bet from presidential official down to local officials. Have you chosen yours? Of course, we, as teachers we are not allowed to vocally express our candidate because we are a non-partisan considering the fact that we are the one who will serve the election. But how about those who can’t serve, are they also entitled to close their mouth even if they are free to choose their own bet? What about their freedom of expression, is it being curtail because of this event? Many have gone far when we talk about election, there were times when members of the family, were apart due to what the other believes good and best is not for the others. Parents and children were not in good terms during campaign period and

during election, considering that they are supported each other parties. There comes a time where father against the mother, mother against the children, and children against their parents. There are other incidents, where the paternal power is over the family when election comes. What the head of the family wanted should be followed by the members of the family. These are not new to the Filipinos, these are the real scenario. There were times that, relationship of members of the family were broken. After the election, the one who get its post doesn’t know our existence. An ordinary Filipino during election is like a teleserye, you may become a lead actor or a contrabida, fighting each other just to serve his/her idol candidate to have a position in public despite of the fact that he/she doesn’t know you personally. School-based personnel, specifically teachers had an ample time gathering evidences and artifacts with pictures of significant events properly documented to support the objectives as the performance process of the Result-based Performance Management System (RPMS) winds up and reached its cycle, the 4th Phase which is the Performance Rewards and Development Planning. RPMS as the main intervention that supports the implementation of the K to 12 strategy to ensure employees’ welfare and focus its work efforts towards the attainment of

the DepEd’s vision, mission and core values. At the beginning of the school year, the crafting of the Individual Performance and Commitment Review Form (IPCRF) has been time consuming with so much revisions and was clear enough to identify the Key Result Areas (KRA”s) as objectives were recognized, classified and anchored in the Office Performance and Commitment Review Form (OPCRF). Performance indicators must properly stated to ensure that it is aligned with the given objectives. This year’s first full blast of implementation, the RPMS has brought a big change to the system itself. Refined and clear view of the responsibilities of each teacher’s job description as it was identified to func-

tion accordingly to what is expected. The competencies given in the second part was not just by ticking the boxes but by evaluating on how each one has accomplished such competencies in : (1) Core Behavioral, (2) Leadership, (3) Teaching, and (4) Core Skills. These displays how each define and live the department’s values especially in the knowledge, motivation, and behaviour expressed to achieve its goal. It is right then the ratee and the rater agree and confirm the final rating based on the IPCRF which will be the basis for monitoring and assessment. With the strengths and the lowest objectives in the developmental needs, one can plan ahead the interventions needed. Gradually, as the

cycle goes on, one can beat the exhausting and the unease emotion felt at the present implementation and would soon get used to whole process. With the consolidated effort, time and services spent during the school year, it may be time to look forward to recompense the endeavour brought by the successful accomplishments of the OPCRF and IPCRF. As stated in DO2s.2015 #55, “Grants of performance-based incentives shall be based on the final ratings and shall be the basis for promotion, training and scholarship grants and personnel actions.” It may not be easy to achieve such ratings but along the way, one will manage to conquer the change.

Two Faces of Absenteeism: A Revelation from Home Visitation By Wilfredo L. Postrano

One holiday, my wife and I had the opportunity to visit some of her problematic Grade 10 students due to irregular attendance. There were two extreme cases we met that really shocked us. Our first destination was the residence of her two male students residing in a remote barangay. During the conversation, they expressed their desperate situation. They were willing to go to school but what hindered them was their financial constraint. Their parents cannot support their daily transportation allowances because they only relied in traditional farming as their mode of subsistence. They were not 4P’s beneficiaries because they were already beyond high school age. As we departed from

their homes, my wife and I agreed and offered to provide them transportation allowances for the remaining school days to make it sure that these students can come to school regularly up to the end of the school year. From there, we dropped by to the residence of her two female students. This time, through an interview, we learned that these students were financially well-supported by their parents. However, they were not interested in coming to school. They kept on cutting classes due to undesirable peer influence. One of them admitted this fact while the other one denied it. In fact, she accused my wife of negligence in checking her attendance whenever she was around and only noted those days when she was absent! But after almost an hour of confrontation with the presence of her parents,

As we left from those homes, my mind was wandering and suddenly I came up with the following insights: Absenteeism caused by financial problem is easier to solve than absenteeism due to lack of interest in schooling. There are more crimes associated in absenteeism due to lack of interest in schooling than absenteeism caused by poverty. At the end of this current school year, the two boys who

were financially depressed successfully completed their junior high school education but only one of the two girls who lacked interest in their studies received the completion certificate. These two extreme cases of absenteeism reminded me an old adage quoted by a former neighbor whose livelihood was farming: “Mahimo nimo ang pagguyod sa kabaw ngadto sa daplin sa tunaan. Apan dili nimo siya mapugos nga molunang.” What in school can attract student’s interest in coming? The government can surely assist the populace who are financially left behind. But in terms of igniting the student’s interest in schooling – how will we address it? One thing will surely work: the school must innovate to make its environment quiet alluring to these special types of learners.

Dapat walang boto namakuha ni Romarate didto,” (I will kill you including your family if Romarate will get one vote here. There should be no vote for Romarate here,” he quoted the gunman as saying. “We will come back and kill you,” the armed men said and left copies of pamphlets containing attacks against Romarate. Trugillo said the armed men covered their faces with masks. He said he and his family reported the incident to the police on Saturday morning. Also close midnight last Friday, three armed men forced their way into the house of Rodulfo Dumagtoy, 77, in Barangay Sta. Cruz. Dumagtoy, Romarate’s organizer-leader in the village said he got up to check the noise and was surprised to see the armed men. “They pointed their guns to my head and body and ordered not to vote for Romarate,” he said. One of the intruders said: “Ubusin ko kayo pagpatay,” (I will kill you all). The armed men left copies of anti-Romarate pamphlets and fled. On Sunday dawn, Jose Escamillan, 73, suffered the same ordeal. “It was 1 o’clock dawn and these armed men came to our house and pointed their guns at me. I can’t fight them because I have no gun,” Escamillan said. Escamillan, Dumagtoy and Trugillo said the incidents were the first of their kind in General Luna. Romarate’s organizers in the villages of Libertad, Santa Fe, La Janusa, Suyangan and Anajawan

were reportedly threatened too but did not tell the police about it. Senior Insp. Arnel Banaken, police chief of General Luna told MindaNews on Tuesday that they were investigating the incidents. He said they conducted patrols and intensified the barangay intelligence network to thwart a recurrence of the incidents. “Good thing no bloodshed has happened,” he said. In Dapa town, the reported presence in island villages of armed men believed to be working for a candidate has created fear among residents. Barangay chair Heron Consilles of Barangay Corregidor said villagers have become wary of strangers in the place. He recalled that on the night of April 17, armed men came and threatened the supporters of Romarate and his allies. On the same night the same thing happened to supporters of Romarate and his allies in two other island villages of Dapa -Monserrat and Santa Fe. Paul Boncaros, a resident of Dapa said incidents like this never happened in previous elections. Dapa police had investigated these incidents but no arrests have made so far. Romarate is running against incumbent governor Sol F. Matugas. His ally, lawyer Constantino Navarro III is running for congressman of the 1st District against Francisco Jose Matugas, the son of the governor. He said contractualization deprives the workers of benefits and security of tenure. “Contractual workers are also deprived of their right to unionize and demand benefits through collective bargaining, in violation of ILO (International Labour Organization) Convention 87 and 98,” he said. Olalo cited International Labor Organization Convention 87 ensures freedom of association and protection of the right to organize, while ILO Convention 98 provides for adequate protection against acts of anti-union discrimination. “Unless the government’s obstinately neoliberal economic orientation is scrapped, promises to end contractualization will not materialize,” he said. Meanwhile, thousands of job seekers in Davao Region turned up at the Labor Day Job Fair on Sunday. Thus, for proper documentation of progress, she recommended that all schools, including nonbeneficiary schools, must be provided with the recommended weighing scales and height measurement equipment. “All schools need to be provided with these equipment, since nonbeneficiary schools also need to submit accurate nutrition status reports, which serve as the basis for determining which schools should implement the feeding program,” she explained. Tabunda also suggested that school heads, school nurses, and teachers must be trained on the proper use of such equipment and instill in them the importance of proper documentation of the prefeeding, feeding, and postfeeding phases of the program. Accurate documentation, according to Tabunda, help in the proper selection of beneficiary schools and beneficiary pupils, as well as in monitoring and evaluating program outcomes. In addition, she suggested that DepED should provide schools with an application program such as Microsoft Excel to help them correctly compute a child’s age to the nearest month. Given that the administration component of the budget has been increased, it was also recommended that food budget allocation must be increased. Likewise, the effect of inflation should also be considered in food budget allocation. Finally, the Tabunda suggested that DepED should review its basis for the 70-percent nutrition target for the SBFP, which has since been increased to 80 percent in the school year (SY) 2015-16 implementation. The link between malnutrition and poor performance in school such as absenteeism, early dropout, and poor classroom performance of school children is well established in the literature. Likewise, evidence shows that school-based nutrition and health interventions are effective in improving school performance. Thus, the DepED has been conducting conditional food transfer programs since 1997. DepEd’s feeding program was first offered as the Breakfast Feeding program in 1997 to address short-term hunger among

public school children. It eventually shifted focus to addressing undernutrition or malnutrition after SY 2008-2009. In 2012, it was renamed to its current name SBFP as feeding time was no longer limited to breakfast. For SY 2014-15, the national government targeted all the 562,262 severely wasted children enrolled in kindergarten to Grade 6 in public schools for the SBFP, or about 3.8 percent of approximately 14.9 million children enrolled in public schools. Previously, DepED had been targeting only a fraction of the total number of severely wasted pupils due to budget constraints. The SBFP provides food to severely wasted children or those whose weight-for-height measurements are below the minusthree standard deviation cut-off established by the World Health Organization for well-nourished populations. It is conducted in schools over a period of 100 to 120 feeding days for a given batch of program beneficiaries. According to the PIDS paper jointly authored by Tabunda, PIDS Senior Research Fellow Jose Ramon Albert, and PIDS Consultant Imelda Agdeppa, the SBFP was generally implemented well, with majority of the school heads, teachers, and parents expressing appreciation for the program and with many of them expressing a desire to see the program continued, and if possible, expanded. Although the target goal of having at least 70 percent of beneficiaries attain normal nutrition status by the end of the feeding program may have not been attained in SY 2013-14, the paper noted that these are caused by problems beyond the control of program implementers. Meanwhile, the goal of improving school attendance by beneficiaries to at least 85 percent for the entire school year had been attained. However, the authors pointed out that children who are not beneficiaries of the program also have good school attendance records. They added that the feeding program appears to help improve attentiveness in class and sociability of beneficiary pupils. The PIDS study, which surveyed about 7 percent of the total number of severely wasted pupils enrolled in the public elementary schools for SY 2013-14, aims primarily to assess the outcomes and impact of the SBFP in terms of its stated educational and nutritional objectives. It is part of a research project by PIDS to evaluate the effectiveness and impacts of key government programs and projects. Spearheaded by the National Economic and Development Authority and the Department of Budget and Management, the impact evaluation (IE) studies were conducted to promote greater transparency and accountability in government. IE is a special type of research that allows policymakers and program implementers to ascertain whether a particular program is achieving its objectives and whether the results are attributable to the intervention.

with Asthmalaya Campaign 98 percent of Filipino asthma patients continue to lack proper treatment 02 May 2016, Manila, Philippines – According to the Global Asthma Report, an estimated 300 million people worldwide are affected by asthma.¹ In the Philippines, approximately 11 Million or 1 out 10 Filipinos are suffering from this debilitating disease.² This incurable disease burdens patients with a sense of imprisonment and constant restraint preventing them to live their lives to the fullest. ALL ABOUT ASTHMA “Asthma is a recurring inflammatory disorder in the airways of breathing, which undergoes variable expiratory flow and reversible bronchoconstrictions. In people with asthma, the airways are chronically inflamed. Certain triggers can make the inflammation worse and cause a narrowing of the airways”, shares Dr. Melvin Pasay, a pulmonologist and Medical Affairs Manager of GSK. Common symptoms include constant wheezing, breathlessness, chest tightness, and coughing often late at night or early in the morning. Asthma can be triggered by dust, changes in weather (often cold), animals (pet hair in particular), exercise, tobacco smoke and stress. The cause of asthma is unknown. However as shared by Philippine Society

of Allergy, Asthma and Immunology Inc. (PSAAI) President, Dr. Carmela Kasala, several predisposing factors to consider include genetic history (personal history or first degree relative) with asthma, allergic rhinitis, eczema; weight and smoking history. “While there is also no known cure for asthma, this serious chronic disease can be controlled and effectively treated. By establishing a strong partnership between a patient and his doctor, results showed that asthma can be controlled” shares Dr. Kasala. BURDEN OF HAVING ASTHMA In the Asia Pacific, including the Philippines, a study showed that activity limitation caused by asthma has been quite prevalent. A mean of 44.7% of respondents reported that normal physical activity was compromised, and 37.9% believed that their choice of job or career was limited. A total of 52.7% of respondents said that sports and recreation were affected, and 37.6% believed their lifestyle was restricted while almost 50% reported sleep disturbances.³ “A lot of asthma patients have resigned and became ‘prisoners’ to their condition. Many seem to have created imaginary cages and locking themselves up with lifestyle

T h ey a re assuming that frequent symptoms, exacerbations and lifestyle limitations are inevitable consequences of having asthma - unaware that their condition can be controlled,” observes Dr. Pasay. ASTHMA CONTROL AWARENESS What is alarming is that 98 percent of Filipino asthma patients remain uncontrolled or only partly controlled.⁴ “ This means that asthma patients will only use medication when they have attacks believing that as long as there are no attacks they will be okay. DOE campaigns against ‘bote-bote,’ illegal fuel retailers CAGAYAN de Oro City -- The Department of Energy – Oil Industry Man a ge m e nt Bu re au (DOE-OIMB) in collaboration with the Philippine Information Agency (PIA) region 10 conducted a briefing recently in Iligan City, Lanao del Norte on Liquid Fuels (LF) and

Liquefied Petroleum Gas (LPG) laws, rules and regulations to fight illegal traders that affect petroleum economy and safety of the community. The briefing was participated by Philippine National Police, local media, information officers of national government agencies, local government units, petroleum dealers, private individuals and firefighters. Atty. Angelito V. Agoncillo, DOE- Hearing Division, stressed that any person engaged in any illegal transaction such as “bote-bote” unauthorized

canister retailer, adulteration, unsafe gasoline and offensive station shall be duly penalized by law. He cited many laws and regulations that can be used against the offenders. “It is important to also help us in fighting against these people, because DOE has limited resources in terms of man power, we cannot attend all the queries. Everyone is encouraged to seek law,” he said. Moreover, Rey Maleza of Visayas Field Office in Cebu, discussed about the danger of using butane gas. “LPG in the Philippines

is composed of a mixture of propane and butane; and, LPG has a higher pressure (480 – 1050 kPa) than pure butane (485 kPa max).There is higher fire incident caused by using butane gas. “ Thes e diversif ied unsafe business misconducts and malpractices are definitely posing a serious threat to the safety and welfare of the consumers and the oil industry in general,” Maleza said. Further, Nilo J. Geroche DOE- Mindanao Field Office illustrated the authentic LPG to help the consumers identify which

From a window on the third floor of his work building, on November 22, 1963, this lonely, rejected man named Lee Harvey Oswald, shot and killed the American President John F. Kennedy. In shooting that gun, Lee Harvey Oswald used the only skill he’d learned in his lifetime of pain and unhappiness. But what’s even sadder is there are millions of people like Oswald. They’ve been abused and mistreated, so they’re deeply unhappy and hurting. They’ve not been given love, kindness or respect, not even by their own family.
