Misor not akin to new coal-fired power plant MISAMIS Oriental––All existing and companies intending to operate a coal fired power plant in Misamis Oriental should submit to the strict monitoring procedures of the provincial government, Vice Governor Joey Pelaez said on Monday.

Pelaez announced last week that the province of Misamis Oriental was not akin to approving the operation of another coalfired power plant in the province due to its known hazards to the environment and the health of the people.

He said that the province would impose a strict monitoring of the lone Steag State Power Inc. (SPI) now operating in the coastal town of Villanueva and the more it will scrutinize the applications of the Filinvest Group and Mindanao Energy Systems, Inc. to operate another coal-fired power plants in the province.

performance.

Soldevilla said through the years SPI takes pride of its highly transparent and superior environmental performance.

Soldevilla explained that Aside from sustaining a 100 percent compliance with safety and environmental standards, their company have put in place a functioning multi-partite monitoring team (from different sectors of society) that monitors their compliance with the terms of their Environmental Compliance Certificate (ECC) He said they have also put in place an on-line publicity accessible continuous emission monitoring system, a pioneering initiative that has an elevated environmental transparency to a much higher level.

Soldevilla, however, supports the province establishing of a monitoring team that would strictly monitor the operations of the coal-fired power plant especially inquiries that could possibly affect the environment and health.

Dismissal of case v Chinese nat’l looms THE city’s prosecution office here might set free the Chinese national who was sent to prison for alleged possession of illegal firearms, the arresting officer said on Monday.

Arresting officer Police Senior Inspector Wilfredo Ochigue said that Jake Co Shi, the Chinese national arrested and jailed for alleged possession of firearms, was not the same man he (Ochigue) reportedly saw holding an illegal gun.

However, Ochigue said that he could have mistakenly identified Jake Co Shi as the one in possession of the illegal gun at the time of the arrest since the suspects could not present identification cards and passports.

“There were actually four Chinese nationals arrested, two of them were not in the possession of the firearms. Yet, during

questioning not one of the arrested Chinese nationals could present a valid identification card or passport,” Ochique added.

Records at the prosecution’s office showed that the four Chinese nationals identified as Jake Co y Shi, 35, Jason Limsoy y Chang, 42, Sek Quing y Hui, 44, and Tommy Kuan y Sy, 32, all of Fujian, China, were brought to the Agora police station on January 6, 2013 for alleged possession of illegal possession of firearms.

Seized from the suspects were one Colt MK IV .45 caliber pistol with serial no. 284705 with one empty magazine, one .9 mm Luger MOD, KG9 folded with serial no. 479361 with two empty banana-type magazines, according to the affidavit executed by two police officers in Agora,Lapasan police station.

During the inquest, Ochigue identified Jason Limsoy Chang and Jake Co Shi as the holder of the guns prompting the prosecution

to dismiss the case against Sek Quing Hui and Tommy Kuan Sy. In dismissing Jason Limsoy and Sek Quing, the prosecution said that the two were not in the possession of the guns when the arrest was made and that their presence in the area did not constitute culpability.

The other two Chinese nationals Jason Limsoy y Chang and Jake Co y Shi were charged with illegal possession of firearms and were ordered detained.

In his sworn affidavit complaint and apprehension dated Jan. 7, Ochigue, however, identified Sek Quing Hui as “was in the possession and control of the Colt MK IV .45 caliber pistol with serial no. 284705 with one empty magazine.”

The conflicting affidavit of the Ochigue prompted the regional trial court to seek an explanation from the office of the prosecution.

During the preliminary hearing Thursday last week,

Ochique told the prosecution that he was unable to determine which of the four Chinese nationals was Sek Quing Hui since the suspects have no identification cards or passports.

Ochigue also admitted during the court hearing that Jake Co Shi was not the Chinese suspect who was holding the gun at the time of the arrest.

Lawyer Adonis Gumahad, the counsel of Jake Co Shi, has filed a motion to dismiss the case on the ground that the prosecution’s witness could not positively identify that it was Jake Co Shi who was charged with illegal possession of firearms.

City Assistant Prosecutor Acmad Balindong said the prosecution would ask the Office of the Regional State Prosecutor to conduct a re-investigation of the case so that the names of the two other Chinese nationals who were not earlier charged would be included in the complaint sheet.

Catan said that using the new technology, the green charcoal could generate heat from 6,500 kilo calories (Kcal) to 7,000 Kcal just like a steaming thermal coal that could run power plants to light an entire city as large as Davao out of the

city’s 700-ton fruit peelings.

Recently Catans invention earned the bronze medal in the 24th Geneva International Exhibits of invention in 1996 which also earned him the moniker as “The father of green charcoal in the Philippines.”

Catan said that more foreigners are interested in his products that they wanted to import green charcoal for introduction to their country.

“The green charcoal is my contribution to the Philippines to counter the looming power crisis,” Catan said.

Catan hoped that the government agencies and private entities will see the benefits of adopting the green charcoal technology and that Filipino will stop buying imported products in order for the country to prosper. CD/LRJ

SAN Francisco, Agusan del Sur-Three new home grown doctors who recently passed the licensure exams will serve first indigent patients at the D.O. Plaza Memorial Hospital (DOPMH) for eight years before they would seek greener pastures elsewhere.

The new doctors, Jerald Tablizo, Luzheil Melody Collao and Candy Claire Balili, were part of the 294 scholars of the provincial government since the educational program started in 2003 to send to college poor but deserving students.

Cecille Pagar, coordinator of the scholarship program at the Sangguniang Panlalawigan office, said the commitment for new graduates to work and serve first the local governments in Agusan del Sur has been an integral part of the contract between them and the provincial government.

Vice Gov. Santiago Cane Jr., one of the co-authors of the ordinance for scholarship grants, said eight years of government service is just fair enough because this is the standard payback period prescribed by the provincial health office when it was passed.

incentives to at least augment high expenses of such studies including P20,000 tuition free per semester, P3,5000 monthly cash allowance, P12,000 book allowance per semester, P10,000 board review support and free entrance and miscellaneous fees.

Cane said. He added the grant has proven to be effective since it resulted to 100 percent passing rate of medicine graduates, The three new doctors will fill up the shortage of government physicians while an increasing

number of poor patients even coming from neighboring Surigao del Sur have been seeking medical treatment at the DOPMH. They will join four other doctors at the hospital who also earned their degrees as provincial scholars.

Dr. Collao has expressed eagerness to treat poor patients at the provincial government-run hospital at the start of this month.

She availed of the scholarship program when she was already third year medicine student at Mindanao State University-Iligan Institute of Technology while Dr. Tablizo and Dr. Balili became scholars since the start of their

proper medicine studies.

“Yes, I will be serving DOPMH soon. We will be there at the provincial capitol to set our appointment/schedule so that we can start immediately at the hospital,” said Dr. Collao in a Facebook chat interview with Mindanao Daily News.

The scholarship program is open to lumad and non lumad children, persons with disabilities who can avail of any degree courses .The grant also offers masters and doctorate degrees, law studies and medicine proper studies.

Gov. Adolph Edward Plaza said the province opted to offer only

to state universities anywhere in the country and collegiate schools in Agusan del Sur since other private schools in urban areas are too expensive for the budget of the provincial government.

The province allocated P13 million fund each year for the scholarship program.

Scholars admitted after hurdling written exams and interview will enjoy monthly stipends, free tuition fees, books and uniform allowance and the fund amount will vary with the courses the scholars opted to study.

For regular scholars, incentives include free entrance and tuition fees, miscellaneous fee of not less than P1,000, uniform allowance of not more than P1,000 and monthly allowance of P2,000.

The program also extends financial assistance to those taking masters and doctorate degrees including entrance, miscellaneous and tuition fees, P3,000 monthly allowance, thesis/dissertation writing related expenses and P1,200 book allowance per semester.

So far, the scholarship grant has already produced 25 master’s education graduates from Ateneo de Davao University and two from University of the Philippines Open University studies.

THE penchant to deny even the most glaring of facts is a national behavior that truly astounds me and many others.

When a suit was filed in the Supreme Court (SC) for the distribution of the vast Hacienda Luisita, a Cojuangco family-owned hacienda in Tarlac, to its thousands of tenants under the agrarian reform program, many believed President Aquino whose mother is one of the Cojuangco scions would use the powers of the presidency to block it.

But subsequent developments proved every skeptic wrong. Aquino did not use his vast influence as president to prevent the distribution of the familyowned hacienda which is planted to sugar cane. He allowed the law to take its course.

This behavior truly astounds me and many others.

How can these detractors insist on something that has no basis in truth and in fact? A group led by a Lower House legislator

even went to the extent of going to Hacienda Luisita to protest something that I and many others failed to understand.

They were arrested and rights groups had a heyday denouncing the police and hacienda owners at the high handed manners by which these protesters were treated when hauled to the police precinct and eventually charged.

I am for justice, I am for equity but I had a hard time making heads and tails of the current protest against the government and the Hacienda Luisita owners after the latter acceded like a sheep to the Court order for them to give up their hacienda. Are these people now protesting because the hacienda owners did not put up a whimper against the order? If so, is this not funny?

-oooPURSUING SMUGGLING CASES WITH VIGOR: In any battle, he who wins the minds of both the public and the enemy ultimately gains final victory. In the battle against smuggling in this country, any successful campaign must necessarily involve winning the mind of the corrupt, whether he be a businessman or a customs official or employee.

If Customs Commissioner Rufino Biazon is able to instill in the minds of smugglers and their conspirators in his bureau

That being the case, Biazon and his deputies must pursue with vigor the criminal cases that would be, or are now, filed before the Department of Justice, not only against the small-time employees of the smugglers, but the smugglers themselves.

-oooSECRECY IN SMUGGLING CASES SCORED: For starters, Biazon must publicize an inventory of these criminal cases, who have been sued, and the val-

ue of the smuggled goods.

The inventory must include when the cases were filed, and what is happening to them. If it would ever appear that the cases are not moving, an explanation has to be made why this is so, and the appropriate remedies undertaken, even if meant suing customs officials themselves.

The sad thing here, however, is that, Biazon and his top guns at the bureau are themselves keeping a tight lid on these cases, refusing to disclose details about them. I cannot understand this secrecy here, because once a criminal case is filed

for prosecution, everything in it becomes public and must be publicized. Are Biazon and his men keeping details of these cases a secret for one unsavory purpose or another?

-oooPINOYS GETTING ANGRIER BY THE MINUTE: Sen. Miriam Defensor Santiago’s question hit the nail in the head: is the Aquino government’s handling of the affairs of the State an adherence to the “right path”? Or it is the same crooked and corrupt path of governance that Filipinos in the past have been made to suffer all along, and the public pronouncements

by President Aquino of “daang matuwid” are nothing but mere sloganeering intended to deceive the public? Indeed, many of us are now getting angrier by the minute because of all the corruption around.

MinDA chief says Mindanao can survive Zamboanga crisis MINDANAO Development Authority (MinDA) Chair Luwalhati Antonino expressed certainty on the successful resolution of the Zamboanga crisis and assured Mindanawons that the region’s economic gains and the progress on the peace process will not go down the drain.

“Whatever Mindanao earned in the recent years will not be lost because of this armed conflict,” said Antonino in a statement, while adding that government is currently pursuing long-term and inclusive community transformation as a means to recover from the damage of the armed crisis.

She added that despite the crisis, hope still looms in the horizon for Mindanao, with the island cornering P80 billion of Board of Investment (BOI)-approved projects for the first half of this year, over 960 percent up from the P7.6 billion investments posted in the same period in 2012.

The establishment of power generation plants in the provinces of Misamis Oriental and Davao del Sur provide prime investments, which amounted to P57.7 billion. The FDC Misamis

Power Corporation is building a 405-megawatt power plant in Misamis Oriental, while the San Miguel Consolidated Power Corporation is constructing two 150-megawatt power plants in Davao del sur.

“We cannot disregard the fact that the Zamboanga siege may have an impact on Mindanao’s economy, but this unfortunate incident should not stray our sight in pursuing our goals for inclusive growth within the island-region,” said Antonino.

She added that focus is now turned to the implementation of post-conflict rehabilitation of affected areas in Zamboanga, particularly that the city suffered an estimated economic daily loss of P331.37 million pesos due to the crisis.

“These are significant losses, but we believe that Zamboanga city can overcome these given its strong capacity for growth,” said Antonino, while adding that Zamboanga Peninsula posted a Gross Regional Domestic Product (GRDP) of 12.4 percent last year, the highest among 17 regions in the country.

Power outages in GenSan, vicinity extend to 7 hours GENERAL SANTOS CITY (MindaNews/01 October) — The daily rotational brownouts in this city and parts of South Cotabato and Sarangani provinces have stretched to seven hours on Tuesday due to a major power load cut imposed by the National Grid Corp. of the Philippines (NGCP) after the toppling of its transmission tower in North Cotabato last Friday.

Rodolfo Ocat, Socoteco II general manager, said they were forced to increase the area’s rotational outages from 2.5 hours to seven hours daily after the

NGCP reduced their loadto-maintain allocation starting Monday to 60 megawatts (MW).

He said such allocation is almost half of the daily power demand of around 110 MW of its franchise area, which covers this city, two municipalities of South Cotabato and the entire Sarangani Province.

Ocat said they initially set the new curtailment schedule to two days or until Wednesday, depending on the progress of the ongoing repairs on the NGCP’s damaged transmission tower.

NGCP sets up new line for Gensan’s load growth

BUTUAN City--In anticipation of the incoming load growth in General Santos City, the National Grid Corporation of the Philippines (NGCP) is currently reinforcing its existing high-voltage transmission line from Matanao town in Davao del Sur to the more southern city of General Santos in South Cotabato.

In a press release e-mailed to Mindanao Daily News-Butuan, the NGCP said it began constructing the new Matanao-General Santos 138-kilovolt (kV) line in October, 2012. The 70-kilometer transmission line project will support the

capacity of the General Santos Substation which is expected to increase by 2015.

According to NGCP Regional Corporate Communications and Public Affairs Officer Milfrance Capulong, the project aims to fully accommodate the expected load growth of the General Santos Substation to prevent future overloading and line tripping.

Capulong also revealed that another component of the project is the expansion of the Matanao and General Santos substation at either end of the Matanao-General Santos 138-kV line.

The expansion includes the installation of power circuit break-

ers and corresponding accessories which protect the substation equipment from damage in case of overloading.

“The transmission line is expected to be completed in the first quarter of 2014 while the substation expansion is scheduled to be finished by November, 2014.

The project, which is also part of a bigger initiative, the Reliability Compliance Project I – Mindanao, has an ERC-approved budget of Php623.5 million,” Capulong said.

She explained that the Reliability Compliance Project in Mindanao is aimed at enhancing and expanding NGCP facilities to be able to comply with the Philippine Grid Code’s

requirement of N-1 contingency, or the ability of the transmission grid to operate normally despite the loss of a major system component.

NGCP is a privately-owned corporation in charge of operating, maintaining, and developing the country’s power grid.

It transmits high-voltage electricity through “power superhighways” that include the interconnected system of transmission lines, towers, substations, and related assets. NGCP’s projects aim to enhance the reliability and quality of electricity delivered to grid-connected customers like generators, distributors and large industries.

Bantay Dagat seizes illegal fishing materials CITY of Tagum, Davao del Norte––Several illegal fishing materials were confiscated in Tancuan Creek in Barangay Liboganon during the midnight operation conducted by the Bantay Dagat operatives of the City Agriculture Office on September 27.

Scores of illegal fishing materials such as tangab and pukot were confiscated by the operatives along the 8.8-kilometer creek, which is known to be rich in marine resources.

The proliferation of these illegal materials can hamper the growth of marine resources along the creek and in the municipal waters of the city.

operation, said the local government is determined to go after these illegal fishers since this is in violation of the local and national laws.

The young administrator stressed the operation was launched after Mayor Allan L. Rellon received text complaints from fisherfolks who aired their concern over the mushrooming of illegal fishing materials in the area.

No single fishermen were apprehended during the midnight operation but their fishing materials illegally installed were destroyed and confiscated by the Bantay Dagat operatives.

BSU-Sto. Tomas asks CHED to reconsider closure order STO. Tomas, Davao del Norte––Bukidnon State University Sto. Tomas External Study Center (BSUSTESC) here is set to file an appeal for reconsideration before the Commission on Higher Education central office in Manila asking CHED to review its decision on the “outright” implementation of the closure order slapped against BSU-Sto. Tomas, a school official said.

Teresita A. Gatoc, Center Administrator, said yesterday that they have been preparing all the necessary documents to support their appeal which will be filed to CHED central office later this month to show cause why the immediate implementation of the “outright” closure is unwarranted.

This as Gatoc viewed the closure order as a deliberate attempt to “strip” the constitutional right of the students to education.

Gatoc said that an outright or immediate closure order of the school was too harsh and implementing the closure order will eventually affect the 2, 000

students enrolled presently in the school, adding that “CHED must also take into account the situation of our students of which majority are working students whose

economic status is below poverty line.”

The issue stemmed from a CHED En Banc resolution No. 507-201 where it approved and ordered all Bukidnon State University External Study Centers in Davao region to be closed after it failed to comply with the CHED provisions of CMO No. 27 s.2009 and pertinent provisions of MORPHE law.

However, Gatoc disclosed that on June 8, 2012 a monitoring visit was conducted where CHED personnel physically inspected and toured the school campus and stressed that findings were seriously acted and given appropriate actions to comply CHED’s requirements in nine areas, citing that the “administration has provided adequate facilities in some courses and constructed various physical projects to improve

the school’s infrastructure facilities.”

Bernadette Eugenio, a college student, appealed that a gradual phase-out with a 3 year extension will be implemented, saying that an outright closure was too unkind since majority of the students just like her were working students who could only schooled at night time.

Student officer Chrissa Mae Andamon said that “it could have a negative impact in my ambition to pursue my college education should in case the closure order will be implemented as my family is financially constraint and could not send me to city schools.”

“If CHED will close the school, what will happen to these students? Most of the students here working as hard laborer in banana plantations and they could not afford to study in private HEIs. CHED must be

compassionate in assessing the issue at hand,” college instructor Romeo D. Dugenio stressed.

Meanwhile, college instructor Ignacio Lasco has likewise appealed to CHED to consider also the adverse effect it will give to the parents of the affected students, saying that a reconsideration of its decision for gradual phase-out will give them ample time to prepare for the education of their children.

“Over the years, this school has produced enough civic leaders, technocrats, politicians and professionals engaged in various disciplines. We hope that CHED will hear the voice of the BSU community to reconsider our appeal and allow us to be of service to the Sto. Tomas town,” college teacher Ramon Lanzaderas appealed. AUREL LARABASTER

The health official said Bella’s mother recently passed away, and the incident added to her grief.

The provincial health office has sent its complaint to the national headquarters of the Philippine Marines.
