ROVINCIAL Capitol, Agusan Sur - The provincial government is bent on uplifting at least 13,000 families from being poorest of the poor by 2016, a top provincial official has disclosed. Jesusisimo Ronquillo, provincial administrator, told participants of basic journalism seminar among department information officers of the capitol that the objective of reducing poverty incidence to 13 percent or from 37 percent to just 24 percent by 2016 is part of the main development framework of the administration of Governor Adolph Edward Plaza.

“ This goal will stand for the battle cry of the provincial government which is shared governance, shared accountability and shared prosperity,” Ronquillo stressed in his presentation during the opening program of the 3-day training. The goal of drastically decreasing poor families was based on the survey conducted by the provincial planning and development office through the Community Based Monitoring System, which showed that as of 2012 there are still 52,000 families still living below the poverty threshold. Ronquillo said most of those identified in the

CBMS survey are living in the upland hinterland villages where there are less government intervention and far from accessibility of government services. Plaza has vowed to at least achieve closer to the goal of reducing poverty before his second term ends after he recently introduced the Upland Agri-forestry Development (USAD) program as his flagship development thrust. USAD was launched in August 2012 with four pilot villages as beneficiaries including Sta. Teresita, Pinagalaan and Magkiangkang in Bayugan City and Sta. Irene in Prosperidad town.

Initially, a total of 127 hectares will be developed into rubber plantation , 13,500 square meters for cutflower production and almost a hectare of upland rice ofwhich the areas are mostly covered by Certificate of Ancestral Domain Title. Ronquillo said the program is anchored to the core principles of the province to have the deliberate targeting of the poor, link of peripheries to the growth centers, impactdriven and results oriented programs an projects, tap local partners and organizations as development partners , and establish shared governance for shared accountability.

The request of the new route was initiated by Iponan Shuttle Bus Operators’ and Driver-Purpose Association, represented by Elena Orpilla. During the meeting, Mr. Constance Arce, Assistant Manager of SM City expressed his gratitude to the association and assured members of the support of SM City to ensure that such venture, if granted by the city, will be sustained. The committee welcomed P/Supt. Dominador Estrada as the new Chief of the Traffic Unit of the Cagayan de Oro Police Office. Councilor Alden Bacal also attended the meeting. (ELB/CdeOSP)

alarm. According to Alipayo, the DOH’s ”4-O’CLOCK HABIT” anti-dengue campaign urging the people to search and destroy all possible mosquito-breeding places, is still in place down to the barangay level. Reports said suspect dengue cases admitted to

hospitals and health clinics in Region 13 from January 1-July 26, 2014 totalled 2,983. This is seven percent higher than the 2,016 recorded for the same period in 2013. From the previous report of 12 deaths, 17 succumbed to the mosquito-borne disease from January 1-July

26, 2014. The latest fatalities came from Barangay Silongan, Butuan City – 1, Barangay Libuac, Rosario, Agusan del Sur – 1, Puting Bato, Cabadbaran City, - 1, Barangay Gamut, Barobo and Barangay Palo Alto, Lingig, Surigao del Sur – 2. The updated suspect dengue cases showed 729

came from Agusan del Sur, 725 from Butuan City, 330 from Surigao del Sur, 249 from Surigao del Norte, 213 from Agusan del Norte, 182 from Bayugan City, 179 from Surigao City, 155 from Bislig City, 106 from Cabadbaran City, 100 from Tandag City, and 15 from Dinagat Islands.

Lanao del Norte coastal towns receive seaweed floaters TUBOD, Lanao del Norte – Coastal communities of the towns of Kolambugan, Lala and Tubod in Lanao del Norte are the latest beneficiaries of the Department of Agriculture-Bureau of Fisheries and Aquatic Resources (DA-BFAR) Region 10, in its program of providing High-Density Polyethylene (HDPE) seaweed floaters to seaweed farmers. The seaweed floaters were shipped directly from Manila straight to Lanao del Norte. The farming implement was turned-over to the municipal mayors of these coastal towns during a simple ceremony held at the

Blood Galloners are blood donors who have given nine (9) times or an equivalent of 4,000 of blood. While the Certification of Appreciation is a meritorious involvement or participation in Red Cross activity with a minimum of 50 units collected. Never trust someone above 30

BORN in 1953, I started my life at a period, when more babies have been entering the German population than never before. As I said: 1953. Nowadays it looks very much different. World War II, more or less the end of the world -as my late grandmother mostly described that time -has ended.Of course, even difficult to believe, it was not the end of everything. The world economic crises changed into another economical world wonder. During the 1960s, we looked upon the youth culture of Woodstock as a symbol - of the power of

Now, hopefully in the second half of my present life, “30” looks impossibly young. Once

upon a time.... And guys, let’s be honest with ourselves: aren’t we facing the same realities our parents did before? Raising families, needs to pay school, rent, water, electricity et cetera et cetera? We have held fiercely to freethinking and the untraditional ways our parents - shaped by the “depression”, World War II, and much more - yes, never had the luxury to feel. Those of us who have made good money hold fewer illusions like a big house and a Mercedes (or any other brand!) in the garage. Items of likely

one’s voice to avoid agitating listeners (who may include youngsters). As a relatively young society—not quite oriental, not quite western, but uniquely Filipino as a blend of both—our social values and institutions are still tenuous and evolving and shouldn’t be taken liberties with. ***** Instead of testing or stretching the limits of the powerful media, broadcast professionals should only try to nudge society forward, not manipulate it, or subject it to stresses beyond normal standards of social

discourse. Certainly they should respect society’s norms of decency or propriety and not be unduly intrusive, mindful of the importance of social acceptability as a determinant of economic viability. Credibility is certainly imperative and accuracy is its linchpin. But not everyone seems conscious of his social responsibility as a broadcaster. Quite a few of them overdo sensationalism. And some employ vulgar gimmicks to draw audience attention. It seems that hardly a day passes than a kind of on-air trial by a kangaroo

A MAJOR player in the infant Philippine aerospace industry has bagged a big contract this year with Embraer, a major aviation player in the United States.

“It’s part of our efforts to make the Philippines a strong partner in the aviation supply chain in Asia and the world,” said Heherson N. Poklay, Product Engineering Area Manager of Moog Controls Philippines. “It’s very important that the Philippines gears up its aerospace industry as a major global supplier, he told Malaya Business Insight. “That should be the objective.” The client list of Moog Philippines is a Who’s Who in world aviation: Boeing in the US, Airbus of Europe, Gulfstream and Bombardier, both American aviation giants. A manufacturer of aircraft parts, Moog Controls Philippines produces actuators that controls airplane wing rudders for most American and European aircraft manufacturers.

Moog Controls Philippines, which started local operations in 1986, has engineering collaborations with major Asian aviation manufacturers. The company plans to increase its current mix of 90 percent aircraft parts that it fabricates in Baguio and 10 percent it sources from external suppliers, to 60 percent in-house and 40 percent sourced outside. “It’s key,” said Poklay. “It’s part of the new global thinking to outsource less expensive but better quality, high-precision aviation components.” Moog Controls Philippines started its local supply chain four years ago. “About seven local suppliers are qualified to make aircraft machine parts and measurement instruments, the basic requirements of an aviation parts industry,” said Gene Encarnacion, Moog Control Philippines Supply Chain Manufacturing Engineer. “We make sure that their products are at par with international aerospace standards. That’s where we come in,” he said, adding “we’re opening up new aerospace markets.”

Moog Controls Philippines currently sources most of its parts and components from Taiwan, China, Poland, Japan, India and from local players. Moog’s all-Filipino roster of more than 1,000 are machinists, technicians, production engineers and manufacturing engineers. Poklay describes its manufacturing plant at the Baguio City Economic Zone as the “heart” of Moog manufacturing. “We transfer aviation technology from the United States where we train our technicians and engineers, then do production here,” said Mark Andrada, Moog Controls Philippines Transition Project Engineer. The Baguio manufacturing plant is part of Moog, Inc., a worldwide designer, manufacturer and integrator of precision control components and systems mostly for military and commercial aircraft, satellites and space vehicles, launch vehicles, missiles, automated industrial machinery, wind energy, marine and medical equipment. SONA exaggerates gains to divert from real economic woes, declining credibility THE State of the Nation Address (SONA) of President Benigno Aquino III appeared to have been designed to arrest the administration’s declining credibility rather than present the real state of the country and how the government can use its vast powers to improve the poor economic conditions of the majority, the research group Ibon Foundation said. The Ibon said the SONA merely repeated so-called economic gains and evaded how any progress is felt merely by a few at the expense of many. From a development perspective, Aquino’s SONA affirms that the administration is not reformist when it comes to the economy, it said. “The SONA affirmed its reliance on short-term measures to boost growth for the illusion of economic progress – primarily public infrastructure spending – and its avoidance of addressing the structural bottlenecks that cause underdevelopment,” it said adding, “there are mainly three inter-related bottlenecks: low agricultural production and productivity, stunted domestic industry, and record joblessness and wide poverty.” The president did not acknowledge the failure of agrarian reform, said the Ibon foundation in a statement published on its website. It said nine out of 10 supposed beneficiary farmers

still do not own the land they till and three out of four are not even able to make the onerous payments demanded by the government’s landlord-biased agrarian reform programs. He even just made excuses for his administration’s poor performance in land distribution which is well below the historical program average – at 19,700 hectares per month compared to the 27,600 hectares per month historical average. Also, instead of defining a vision for building Filipino industry he repeated the bankrupt notion that foreign investors and being open for business to foreigners is the path to domestic development. IBON also noted how Aquino exaggerated gains against joblessness and poverty to divert from the exclusionary growth path of economic policies. Incomplete data for employment and poverty were used to give the impression of a turnaround in the conditions of the majority. However these used low standards including glossing over the deterioration in the quality of work and estimating inhumanly low poverty lines. Moreover, while Top 1000 corporate profits have increased by at least 34% and the wealth of the richest 40 Filipinos grew by at least 137% since 2010, the real value of the mandated minimum wage and average daily basic pay received by

workers only increased by 2-3 percent. Aquino also insisted on defending the undemocratic Disbursement Acceleration Program (DAP). Yet this controversial scheme of presidential pork barrel makes claims of budget reforms hollow with the false assertion that the president can subvert institutional mechanisms because he

Zamboanga City identifies housing project beneficiaries

AMBOANGA CITY – The Housing and Land Management Division (HLMD) announced that 8,323 families are set to benefit from the housing assistance of the national government. They were among those displaced during the 20-day siege in September 2013. DA conducts banana tissue culture training in Region 11

AVAO CITY - The Department of Agriculture Region 11 High Value Crops Development Program (DA XI- HVCDP) has recently concluded the Hands-on Nursery Management Operations Training of banana tissue culture for mass propagation in response to the scarcity of high-quality planting materials for the alternative staple food and addressing the need of banana manufacturing products.

The training was aimed at upgrading and enhancing technical personnel of various local government units (LGUs) in the region on their knowledge and skills in handling nursery management operations, particularly banana tissue culture plantlets for the banana expansion area in the different coastal municipalities in Region 11. It also aims to provide easy access on planting

materials within the area, thereby reducing the mortality rate in handling and transporting new plants. About 25 Agricultural Technicians (ATs) from the dif ferent LGUS of Davao region attended the training to improve their knowledge and skills on the basic processes in raising tissue cultured banana. DTI’s Presyo Diskwento Caravan helps 8T consumers in DavSur, generates P1.7M sales DIGOS CITY, Davao del Sur – The Department of Trade and Industry’s Presyo Diskwento Caravan has helped a total of 8,300 consumers in the province. The Presyo Diskwento Caravan is an initiative that aims to bring relief to consumers from the rising prices of goods. This is in partnership with other government agencies and the private sector. At least 10 percent discount is given to the buyers for their purchase of basic necessities and prime commodities at the caravan’s venue. Basic necessities include canned sardines, processed milk, coffee, detergent/laundry soap, and rice. Prime commodities, on the other hand, include processed and canned meat, instant noodles, and toiletries (e.g. shampoo, bath soap). In Davao del Sur, four Presyo Diskwento Caravans have already been conducted as of July this

year. The first was conducted in Bato, Sta. Cruz last May, with three participating suppliers/distributors. An amount of P262,500 was generated in sales from 1,200 buyers. The second leg was held in Kiblawan last June 12-13, with six participating firms. It generated P576,500 in total sales from 1,600 buyers. The third was conducted last June 17-18, still in Kiblawan, with just one participating firm. The said caravan generated a total sales of P728,500 from 2,500 buyers. The last one was conducted in Hagonoy last July 4-5, with three participating firms which generated a sales of P430,305 from 3,000 buyers. DTI-Davao del Sur Officer-in-Charge Eulogio C. This insensitivity is aggravated when, in-between a news report or interview, they promote questionable merchandize or food supplement that they endorse as medicine. ***** They actually think they can justify the fakery by merely saying it has “no approved therapeutic claims.” Of course by then, as they very well know, it’s the false medicinal claim that sticks in the listener’s mind. After this date, PDIC as Deposit Insurer, shall no longer accept any deposit insurance claim. The PDIC said that all valid claims will be paid. For deposits to be considered valid, it must be recorded in the bank’s records and must have evidence of inflow of funds, based on the results of PDIC examination. PDIC to pay depositors of the closed Rural Bank of Oroquieta The Philippine Deposit Insurance Corporation (PDIC) will start servicing the deposit insurance claims of depositors of the closed Rural Bank of Oroquieta (Misamis Occidental), Inc. on August 6, 2014 from 8 AM to 5 PM. Servicing of claims for the bank’s Head Office and its Calamba branch will be on August 6 to 8, 2014. The payout site for depositors of the Head Office is at its premises located at Barrientos corner Revil Streets, Oroquieta City, Misamis Occidental. Servicing of claims for depositors of the Calamba Branch is at its premises located in Calamba, Misamis Occidental. Depositors with valid deposit balances of P50,000 and below, with complete mailing address found in the bank records or updated through the Mailing Address Update Form, and without any outstanding obligation with the bank do not need to file claims. Depositors whose accounts have balances of more than P50,000 or who have outstanding obliga-

tions with the closed Rural Bank of Oroquieta (Misamis Occidental), Inc. regardless of type of account are required to file their deposit insurance claims.
