20 families evacuate due to landslides in Bukidnon

CAGAYAN DE ORO – Landslide spawned by torrential rains since Tuesday forced some 20 families in a village in Bukidnon, Northern Mindanao, to evacuate to safer grounds, reports reaching here said.

The landslide occurred 6:50 pm, Tuesday, Aug. 20, at Patong sub-village in Barangay Sumalsag, Malitbog, Bukidnon, the Disaster Risk Reduction and Management Council reported.

The affected families sought temporary shelter at the barangay hall, the Philippine Information Agency 10 said.

Public urged to keep track of LGU’s executive and legislative agenda

MALAYBALAY CITY (MindaNews)–The public should scrutinize the executive and legislative agenda (ELA) of local government units (LGUs) to promote transparency and accountability among local officials, an official of the Department of the Interior and Local Government (DILG) said.

Cops arrest drug suspects, seizes ‘shabu’ CAMP RODRIGUEZ, Butuan City – Personnel of the Special Operation Task Group (SOTG) – Surigaodel Norte Police Provincial Office and the Socorro Municipal Police Station have arrested Eduardo G. Savandal and JoeramieJuanite Mondragon at their residences, morning of August 14.

The arrest that took place after two search warrants issued by Judge Emmanuel Escatron of RTC Branch 2, Butuan City were served, also resulted in the seizure of 14 sachets of ‘shabu’ from the possession of Savandal, another four from the possession of Mondragon.

Also taken from them were assorted illegal drug paraphernalia.

Both Savandal and Mondragon, as well as the seized items, were brought to the Socorro MPS for proper disposition, while appropriate charges were being readied against them.

ASELCO takes on cheaper bunker-fuelled power plant

SAN FRANCISCO, Agusan del Sur--The local electric cooperative in this province has find a cheaper bunker-fuelled 5 megawatt power plant that will provide sufficient supply to address the prevailing power crisis which still hit Mindanao especially during summer.

The power plant called Peakpower San Francisco, Inc. which will be operational in the second half of next year will be built by A. Brown Company, Inc. (ABCI) under a 15-year build, operate, maintain and transfer scheme with Agusan del Sur Electric Cooperative (Aselco).

A soft launch for the construction of about P100million bunker-fired power plant was held at the Aselco compound on Wednesday graced by top officials including Rep. Evelyn Mellana of the province’s second district, ABCI Chairman Walter Brown and 1Care partylist Rep. Edgardo Masongsong.

Eng ine er Emmanuel Galarse, Aselco general manager, said the power plant is a better alternative from their previous plan to acquire a diesel-powered modular generating sets through a loan from National Electrification Administration after realizing that this would entail P14 per kilowatt-hour a month for consumers in the province, even higher at P12 per kW to consumers in Metro Manila.

Once operational, the bunker-fired power plant will cost consumers with a range between P9 to P11 per kilowatt hour depending on their monthly consumption,

a cost which Galarse said are negligible and with lesser impact to consumers while addressing the shortage during summer and stabilizing the power supply during peak hours in normal months.

Rep. Masongsong who represents electric cooperatives nationwide in Congress said the new plant is a better solution since this would generate power from a cheaper bunker fuel at P35 per litre than the diesel powered modular generators from the government which would run at P50 per litre.

He said embedded generation like the Peakpower San Francisco, Inc. is also better since stabilization of power supply is controlled locally that will augment transmitted power from independent power producers in Mindanao.

caused by shortfall in peaking energy in Mindanao but yield more competitive rates and bring down electricity costs that would encourage more investments in the province.

Rep. Mellana said the new plant will bring about more economic development in the province which already graduated from being one of the poorest in the country.

“If there is enough power, businessmen will come and invest here,” she said.

The new plant is the second being built by ABCI after the same plant with 20 megawatts was established in General Santos City, which experienced worst 8-hour daily outages at the height of power crisis in Mindanao early this year.

Mt. Mayapay is a prominent natural landmark in Butuan City. Its plateau formation is the predominant feature that serves as backdrop of the City.

It is the highest peak of Butuan City-Buenavista mountain ranges with an elevation of 675 meters above sea-level.

It is also considered as one of the tourist attractions in the city.

It can be recalled that the Mt. Mayapay has been a victim of abused illegal logging in the previous years which people might be experiencing its huge effects in the present especially during eventualities like flashfloods, landslide, among others if Mt. No Parking Think a minute…On this journey called life, do you sometimes feel like just pulling over and parking? You feel like you’ve done enough, worked enough, and learned enough. Now it’s time to relax, let the others do the work, and enjoy the ride.

But the problem when we pull over and park is that we get nowhere, since we stop learning and improving to make our life the best it can be. So we don’t reach our potential and live every day to the fullest.

One parking place we might stop at is what we wrongly think are our handicaps and weaknesses. We compare ourselves to othSee parking, page 5

the alleged pork barrel scam as “heartbreaking.” “Who will not be shocked with these reports and with the magnitude of money involved?” he said. “It’s like your heart is broken into pieces.

Can one really do this to one’s neighbor? Can one really stomach causing this kind of damage on the country?” He then broke into tears when he challenged the politicians and those involved in the “intricate web” of corruption to visit the poor and slum areas.

He added that a simple glimpse of a family unfolding carton boxes for them to have a place to sleep would already break their hearts.

Meanwhile, the Senate and the House of Representatives decided against conducting an investigation on the alleged pork barrel scam. Many believe that congressional leaders are ill at ease about investigating their own members.

Quo Vadis Pinoy?

What’s the solution?

At the height of the flooding that submerged Metro Manila and neighboring provinces caused by monsoon rains and typhoon Maring, all the discussions were again just focused on mitigating the ill-effects of the calamity.

I find this truly puzzling why instead of addressing how to taper off the destruction such calamities bring with the end view of permanently abating it, officials would rather just come up with band-aid solutions.

Is it really hard to come up with a permanent solution to the problem of flooding? I don’t think so.

I am afraid officials are more inclined to resort to band-aid solutions for it is more beneficial to them in more ways than one.

Constructing dikes, undertaking de-siltation of lakes, rivers and smaller waterways, constructing diversion waterways or viaducts, replacing existing culverts with bigger ones among other infrastructure solutions will never suffice. The volume of the floodwater cascading from higher to the lower grounds

As what I have mentioned here in a previous column, unless concrete moves are made arresting much volume of water to cascade from higher to lower grounds, all other solutions will just be band-aid in nature. What is needed is to reforest the bald mountains and protect the reforested mountains from predators.

But planting trees is a one shot solution. Could this be the reason why officials are not keen on adopting this solution because it’ll not entail a perpetual allocation of public funds thus not beneficial to them?

If current discussions are made the yardstick, infrastructure projects are squeezed with kickbacks by

as much as 30 percent. If band-aid solutions are adopted in solving the flooding problem, officials are then assured of regular kickbacks.

But I still hope this is not the reason why no one is ever suggesting that the permanent solution be finally adopted which is to reforest the bald mountains. Much have been wasted already in terms of lives, properties and crops lost when low lying areas are submerged with floodwaters. We can’t continue losing resources this way.

I also hope the destruction that floods bring is not viewed by our officials as an opportunity for them to earn kickbacks. We saw this behavior during the time of Gloria Arroyo. She was so active during calamities See bacon, page 5

Why can’t the congressmen and senators collectively use their pork barrel fund to reforest the barren mountains with fruit-bearing trees? Undertaking this program will not only reforest the mountains, it will likewise spur economic development in the countryside. With the volume of fruits that will be harvested, medium-sized factories that’ll process the fruit harvests into processed fruit products will surely sprout in the countryside as well. Economic growth will thus be diffused in the rural areas. Is this not what we have been hoping for to happen?

But why are officials, elective and appointive, not keen on pursuing this program is truly inexplicable.

Is it because congressmen will not earn kickbacks from the pork barrel fund if this is the program they’ll use their fund for? I hope not. But their refusal to undertake this program is puzzling.

Conceptually, the pork barrel fund of the congressmen is the people’s money.

This being the case, the true owner of the fund, the people, should assert that it should be spent for their benefit and never for the benefit of the congressmen.

Time is running out, so you might as well get moving toward the kind of character and life you want.

The third place many people park is by their successes. Just because we’ve achieved a little success in life some of us choose to stop. We stop trying, learning, and improving because we’re satisfied with only a little success. Caraga region, ‘country’s poorest region no more’ BU TUA N Cit y -- The Caraga region has been out of the cellar as “the country’s poorest region,” a top regional trade and industry official told a press conference Monday.

Director Brielgo Pagaran, Dept. of Trade and Industry Caraga Regional Director, in a press forum at the DTI regional office conference said for some years, the region which had been listed as 16th in the bottom as the Philippines’ “p o ore st re g ion,” ju st a notch higher than the Autonomous Region of Muslim Mindanao.

Now it has jumped to 11th-12th place, tying with Region V, following the region’s two consecutive years of high growth in its

gross regional domestic product based on the 2012 f i rst semester of f icia l provincial poverty statistics repor t of t he Nationa l Statistical Coordination Board released April this year, he said.

Pagaran said however that Caraga has a lot more to do.

“We should aim to be at the top five regions in the country,” he said.

In 2010 and 2011 the region’s gross regiona l domestic product registered at 8.5 percent, and on 2011 to 2012 a 10.6 percent.

“WE want to professionalize your profession.” With these words, Cagayan de Oro City second district Rep. Rufus Rodriguez (CDP) dismissed allegations that government is really bent on muzzling the “freest and liveliest press in Asia.”

Rodrig uez told t he Bu si ne s sDa i ly t hat h i s intention is not to muzzle or regulate Philippine press but only to “professionalize” it, noting the many “chainsaw media/journalists” who are like vigilantes out to do the bidding of the highest bidder.

“No, that’s not true that we are trying to muzzle the press,” he said, adding: “We always hear complaints from legitimate professional

journalists regarding the activities of these tigbas that not only destroy the journalism profession but also the image of other journalists who are credible, have integrity and who follow the professional ethics of journalism.”

Rodriguez disclosed that he re-filed last week HB 1047 or An Act Providing for a Magna Carta for Journalism, which he first filed on July 8, 2010 but failed to get the approval of the 15th Congress. It was referred to the Committee on Public Information, then headed by Rep. Ben Evardone, on August 2, 2010 but had not passed muster at the Committee level.

HB 1047 seeks the creation of the Philippine Center for

Journalists (PCJ) which will act as the accreditation center of all journalists in the country.

The PCJ will also administer professional examinations for all journalists before they are allowed to work in the journalism profession.

“Accredited journalists shall be entitled to all benefits and privileges to be accorded to them by law, by their employers and by the PCJ,” he said in his proposed measure.

Journalists who have at least 10 years continuous experience in the journalism profession are exempted by PCJ examinations.

The PCJ is also mandated to promulgate a code of ethics for journalist. And any journalist found guilty of violating the code of ethics will be suspended and/or his

accreditation withdrawn.

“It is necessary for the enactment of a law that will ensure a living wage, an atmosphere conducive to productive journalism work, reiterate value of ethics, provide for development programs that will deepen the practice of their profession, and promote the defense and protection of freedom and human rights of journalists and their organizations,” Rodriguez said in the bill’s explanatory note.

Once passed into law, the Magna Carta for Journalists a s s u re s a l l a c c re d it e d journalists to be “provided with benefits packaged at par with the current benefits enjoyed by those in the labor force.”

“If we lawyers must first

take an exam; like doctors and other professions; why not journalists? This way, we can professionalize the journalism profession and weed it from unscrupulous characters,” he said.

Rodriguez also urged all journalists to put into writing their objections, comments and suggestions about the proposed measure and give them to him so he can amend

Mayor Moreno nominated as chair of RDC 10 Cagayan de Oro City Mayor Oscar Moreno was nominated, along with Tangub City Mayor Phillip Tan, as chairman of the Regional Development Council X (RDC 10) on Tuesday, August 20, 2013 during the 98th Full Council Meeting at Marco Hotel, Alwana Business Park this city.

SAN FRANCISCO, Agusan del Sur-- Gov. Adolph Edward Plaza inaugurated on Tuesday the P10 million first-of-its-kind building for the national award winning team of Search and Rescue of Agusan del Sur (SARAS) located along the national highway near the provincial Capitol.

“The delivery of basic services will be affected,” he added, noting that the Local Government Code also ensures checks and balances between the legislative and the executive branches.

Alvarez said that LGUs are also required to ensure the participation of representatives from nongovernment organizations or people’s organizations in the different local development and policy-making councils.

Alvarez said there is a separate process to formulate the ELA, which should be done in a workshop outside of the regular functions of the legislative and the executive officials.

Last August 15, the

DILG-Bukidnon completed the trainers’ training for coaches who will help LGUs formulate their ELAs, he added.

Alvarez told MindaNews earlier the ELA must be finished within the first 100 days of the term of the local officials. The new set of officials began their stint on June 30.

He said that there are built in mechanisms within the LGU to ensure that the programs, projects and activities in the ELA will be implemented in three years.

Alvarez said the local sanggunian’s oversight committee should monitor and follow up the approved programs, projects and activities outlined in the ELA. On the part of the executive department, it should have a project monitoring committee to monitor the implementation of projects aside from the annual accomplishment report of local chief executives through their state of the province, city or municipal addresses, he added.

But Alvarez stressed

“that nothing compares to the role of the citizens and the private sector to monitor, remind and follow-up with the LGUs on its delivery of basic services.”

“As taxpayers, they have [the right] to know how the LGUs manage public resources and how they deliver basic services using the funds,” he added.

He cited that the DILG, in line with the self-assessing Local Government Performance Management System, is pilot-testing a citizen’s satisfaction index to monitor if people are happy on the delivery of basic services in their area.

He added that in Northern Mindanao, it is being piloted in El Salvador City, Misamis Oriental.

Alvarez admitted that the DILG cannot directly penalize the LGUs that do not comply with the implementation of the executive and legislative agenda.

But he cited the Seal of Good Housekeeping mechanism initiated by the late DILG Secretary Jesse Robredo.

This is called an “intercessory prayer” which the intents of the said prayer is referred to other persons not for “personal reasons.”

1 Timothy 2:1-I exhort therefore, that, first of all, supplications, prayers, intercessions, [and] giving of thanks, be made for all men. Are we praying for other people? Actually, praying for others is a “saintly acts” because this is done out of “generosity.”

This is what Jesus did in our gospel that he asked the Father “to unite His people here on earth” in order that they will “not be scattered and lost.” In this gospel we are reminded to “unite ourselves instead of division” especially in the recent results of our elections. Ephesians 4:31-32-Let all bitterness, and wrath, and anger, and clamour, and evil speaking, be put away from you, with all malice: And be ye kind one to another, tenderhearted, forgiving one another, even as God for Christ’s sake hath forgiven you.

For those who won in their different positions, “please be humble and fulfill your plans” because “promises are made to be broken.” On the other hand, to those who are not chosen, accept the truth that this is not your time to serve. Anyway, you can serve in your private capacity despite you are not an officials in our society. Am I right?
