CAGAYAN de Oro City–– The Bukidnon police captured five armed suspects after a brief gun battle on the outskirts of Malaybalay City’s sugar plantation in Bukidnon, a police officer said Thursday.

In a report reaching here, the police reported no casualties or injuries on both sides, but captured five sus-

pects, recovered firearms, and seized 13 motorcycles.

The communist New People’s Army (NPA) has not released statements to acknowledge that the armed men are NPA members, the police said.

Duterte calls for revival of ROTC as part of self-defense force amid China’s aggressive build-up in West PH Sea

AVAO City Mayor Rodrigo Duterte today called for the revival of the mandatory Reserved Officers Training Course (ROTC) for male college students as part of building a credible self-defense force in the wake of China’s aggressive build-up in Kalayaan group of islands.

Duterte said relying on the 1951 PH-US Mutual Defense Treaty is not enough to address the Chinese threat in the West Philippine Sea. “While we expect the US to come to our aid if attacked by a foreign force, the country must also be self reliant. And to build up a credible self-defense force, the country must restore the ROTC that was once part

of the college curriculum,” Duterte pointed out.

Duterte said that if properly implemented in colleges and universities, ROTC can be used to teach values formation on discipline, nationalism and the patriotic duty to come to the defense of the Republic in the event of an external aggression from a foreign country like China.

“Our young men are presently too preoccupied with texting, facebook and other social media diversions that they don’t even know how to handle a rifle like we used to during our time,” said Duterte, who took up his ROTC in the Lyceum of Manila where he earned his college degree before taking up law in San Beda College.

Duterte said an incoming administration after the 2016 presidential polls should already be rethinking its foreign policy vis-a vis China. While he would prefer a diplomatic solution and for Manila to bring back Beijing to the negotiating table, he would like to see the country establish a cred-

Duterte if elected, would be the first son of Mindanao to occupy Malacanang which is why he said he’s in favor of a peace agreement that would be equitable to both Muslims and Christians alike. .

Longakit said that the armed skirmishes took place in the village of Cabangahan, Malaybalay City, Tuesday afternoon.

The police operatives responded when informed about the presence of an armed group and suspicious motorcycle riding men in the sugarcane plantation in the area, Longakit said.

She said that the police seized 13 motorcycles and recovered firearms, a.45 caliber pistol, an improvised shotgun, a revolver, and an unknown caliber in the plantation area after the armed encounter.

Longakit said that an informant told police that the presence of the group and dozens of motorcycles incited suspicion among residents in the area, prompting the police to conduct an operation.

She said the captured suspects underwent the normal police procedures in the conduct of arrest by sending them to the hospital for medical checkups and to the police crime laboratory for paraffin test and firearm examination.

The captured suspects are now in the custody at the Bukidnon police headquarters pending the filing of the appropriate cases against them.

Lt. Col. Adonis Ariel G Orio, Commanding Officer of the army 29IB, said Platel narrated the hardship and the desire of other communist NPA rebels to return to the fold of the law.

Orio said that the military has issued an assurance of support to NPA rebels who would lay down their arms through the government’s Comprehensive Local Integrated Programs (CLIP) designed to allow the NPA rebels to live normal lives together with their families.

Nasrudin D. Guro, BOC10 chief of the assessment division, said that from January to March this year oil importers import almost the same volumen in 2014 buts its value dramatically dropped off significantly.

in Januar y the volume of oil imports in 2015 is pegged at 37,298,923 with corresponding value of P753,298,923 but in 2014 oil imports was recorded at 38,498,009 and a value of P1,637,495,376.

He said that from January to March this year the total oil imports was recorded at 120,048,515 with the corresponding value of P2,481,995,394.

In 2014, he said the total volume of oil imports was set at 115,997,480 with the corresponding total value of P4,821,635,147.

Port Collector Samson Pacasum of the Mindanao International Container Port Terminal (MICPT) based in Tagoloan town in Misamis Oriental told the Philippine Star that petro products topped among the import commodities in Northern Mindanao.

Pacasum said petroleum products remained as the top import commodities

in the region, followed by minerals, foodstuff, chemicals, miscellaneous, iron and steel, paper and paperboard, plastic and articles, mach/ parts/accs, and wood and articles of wood.

As of December 2013, the MICPT top importers include Nestle, Jetti, Phoenix, DMPI, JS Unitrade, Tridharma, Coca Cola, Pilipinas Shell, Daesang, and General Milling.

Taking a leap of faith on the BBL

The MILF Panel Chairman, Mohagher Iqbal, has been asking—as does PNoy as well as the government negotiating panel—that we “fast-track” the acceptance or approval of the proposed Bangsamoro Basic Law (BBL). This may not be such a great idea.

A piece of legislation like this calls for broader consideration than just sound-bites, headlines, disjointed commentaries, an occasional public forum, or even congressional hearings.

Let’s be honest: Most Mindanaons, like the rest of the Filipino people, were not in on the peace process except as spectators. It was not even taken up in our barangay assembly or in those of the barangays of the Autonomous Region for Muslim Mindanao (ARMM).

So what are the chances that a sense of ownership, easy familiarity, or intimacy will develop around the novel idea of Bangsamoro in a large segment of society so soon? ***** It is not good that the BBL is viewed by most people as primarily an affair between the Central Government and the Moro Islamic Liberation Front (MILF).

It is bad enough that many are skeptical about the MILF’s claim to represent all Muslims, let alone the

Lumads.

The term “Bangsamoro” has yet to gain resonance or general acceptance. It still needs to be internalized by those it purports to benefit.

It remains a vague concept to many.

And there has been no real effort to inform or enlighten people or communities about the issues, leaving the task to the devices of commercial media and to commentators with dubious credibility or credential.

No information sheets have been circulated except in privileged circles like academe. No background materials are available to help people understand the situation of the Moros and Lumads. Not even a situationer. How cavalier can the proponents get! ***** Late last year, there was an imbroglio in Zamboanga City in which a public assembly attended by the city’s officials expressed opposition to the agreement and disaffection for the MILF itself in no uncertain terms.

Such occurrence cautions us against undue expectations and even impatience at the pace of the process.

What sort of background or input went into the preparations for that event? Even universal human rights are not so self-evident and cannot be apprehended without proper background or information.

mind that what brought matters to where they are today involved years of struggle on both sides and the use of deadly weapons, violence, and secessionist posturing.

So the fear factor is also a real thing here. There are restraining and driving forces in people’s minds that aren’t being addressed and it’s normal to be wary of being easily taken in.

Plus there is a lingering apprehension about any hidden agenda the MILF might have. ***** Is it true, for example, that the MILF has an arms factory in their camp? Is there a continuing weapons acquisition and build-up activity? To build trust, the BBL proponents must answer such questions.

Is the government on to the presence and identity of gunrunners, smugglers, and other saboteurs like drug suppliers and mules that feed on insurgency? These

are nagging questions that tug at the insecurity of many people and communities.

They’re entitled to honest answers.

Otherwise, how overcome such valid apprehensions? How build confidence in a paper agreement with such a high price tag? How lay the foundation for lasting peace?

The challenge to both the government and the MILF is to show earnest that the peace offered by the BBL is something that flows from the heart and mind rather than the barrel of a gun. ***** Let’s concede that no negotiations are ever perfect, no peace agreement perfectly crafted, and no perfect peace ever will reign.

But going along with the BBL has got to be more than a leap of faith.

Is it reasonable to expect that there be a modicum of understanding, goodwill, and mutual trust on both sides? So we can set aside our reservations and give peace a chance, there should be a tangible token of good.

Has anyone been to their munitions factory?

If there’s one thing we can be sure of, this BBL won’t work if we can’t suppress our grudges, water down our prejudices, and banish our fears. We are called upon to set aside skepticism and unbelief, then to make room for the dream of peace and See valdehuesa, page A11

Even at German airports, it is not unusual to see empty milk powder shelves in drugstores - thanks to the Chinese, who stock up in transit. However, last Monday the government in Beijing announced that in the future Shenzhen’s inhabitants would only be permitted to go to Hong Kong once a week.

USAID sets Peace Journalism training in Zambo City

AMBOANGA City - The United States Agency for International Development’s (USAID’s)-Enhancing Governance, Accountability and Engagement (ENGAGE), in partnership with the city government’s Public Information Office, is set to hold peace journalism training in this city.

Jules Benitez, USAIDENGAGE municipal and community engagement officer, said the 2nd Peace Journalism Training and Internship program will start May 7 and ends June 5.

Benitez said the program will include a threeday intensive training on peace journalism from May 7 to 9 and will be followed by a 20-day internship in local media outfits.

Benitez said the training aims to build the capacities of the selected youths for peace building through the mass media.

“This is in cognizance

of the print media and the media establishments’ in general as potential mechanism for promoting peace,” Benitez said in a statement.

He said the program participants are 18 campus journalists who demonstrate strong communication skills from local universities and colleges, which offer Mass Communication Program.

He said the first of such activity was conducted in 2014 with 14 communication participating students from the Western Mindanao State University and Ateneo de Zamboanga University. (PNA)

Council supports Beng’s order on ILP ZAMBOANGA City - The City Council during its session yesterday unanimously approved a resolution supporting the executive order issued by Mayor Beng Climaco enjoining the Zamboanga City Electric Cooperative (Zamcelco) to implement the Interruptible Load Program Time of Use (ILP-TOU) as an immediate solution to the power outage problem in the city.

Vice Mayor Cesar Iturralde said the august body fully supports the mayor in her initiative to enlist the help of the business community through Zamcelco to help resolve the worsening power problem.

The ILP –TOU is a program aimed to de-load big loaders from the grid to

divert power to residential houses. A minimum of 16megawatts to 20 megawatts are expected to be produced that will sufficiently reduce the current deficit of 24 megawatts.

Rufo Pedro Soliven, private sector representative in the Regional Development Council said the ILP-TOU is an initiative whereby the private sector and the government sector are coming together to offer solutions to the pressing power problem in the city.

If the program will materialize the deficit will be reduced to only 4megawatts which is equivalent to only two hours brownout daily, according to Soliven.

Per initial computations by the Zamcelco, the amount to be passed on to the consumers will be approximately P1.50 per day.

Individualized Learning in Mathematics: Video Lessons the Handy Way

The K to 12 Program prides itself for Individualized and Localized Instruction as a means to reach out to learner’s level of proficiency, thereby increasing learning outcomes. Mathematics, being a subject area, is one of the major concern for achievement level, not only for students but teachers, administrators and curriculum-planners alike.

It is with this incidence that several learning intervention have been proposed, fostered and implemented

so as to meet the challenges that the academic community have been facing since time immemorial. One of these many learning intervention is the use of Individualized Instruction, which is, customizing the lessons according to a particular student’s pace of mastery and understanding, and level of proficiency. However, due to large class sizes, particularly in the Public School System of the country, teachers are not able to attend to Individualized Instructions as a means and an approach to increase learning outcome.

This subpart is being stressed already in the curriculum which one of the endpurposes is to stop the increase of outof-school youth. The tech-voc training is beneficial to high school students in ways possible; whether he would pursue to college, or enter entrepreneurship or employment.

Technical-vocational education is mainly to prepare students, not just in higher education but also to future employment. This is through training them with skills required in the real world. Aside from that, upon finishing the training, national certificates (NC I and NC II) will be given to graduates, improving their employability in fields like Agriculture, Electronics, and Trade.

In connection to this, the Department of Education also has Strengthened Technical-Vocational Education Program (STVEP), launched in 2007. It is made to vitalize and popularize technicalvocational education in public high schools.

DepEd believes that STVEP is an effective strategy to properly address the perennial problem of poverty and is designed to equip individuals with technicalvocational and academic competencies, proper work ethics and desirable values that will make them economically-stable, responsible, law-abiding, productive and competitive in the world of work.

The implementation is made through training students with certifiable, vocational, industrial and other relevant skills. It is also through improving high school students’ performance in skills and academic competence, achievement tests, accreditation and equivalency for certification programs, and as well as upgrade the competency of tech-voc teachers in the delivery of basic and certifiable skills in different courses through skills trainings, in order for them to train tech-voc students more effectively.

STVEP does not just minimize educational problems, through encouraging appreciation of learning; it also gives individuals the chance to be able to contribute in the improvement of the country, terms of employment status and income.

personal computer. Even in remote barangays and sitios all over the country, the use of cellular phones can never be undermined as it proves the connectivity of an individual to the world, much so among teenagers. With this regard, video lessons are converted into a format which can be played in cellular phones and these videos will then be uploaded to the students’ phones. Therefore, video lessons have come in a handy, personalized and accessible format- right at the individual learner’s fingertips- his very own cellular phone. By doing so, learning Mathematics will ultimately be fun, viable and innovative.

Kalilangan receives incident command system briefing

THE Office of Civil Defense (OCD) 10 provided technical assistance to the conduct of Basic Incident Command System for the municipality of Kalilangan, Bukidnon at Pearlmont Ho-

tel in Cagayan de Oro City on April 13 to 15. Members of the Kalilangan Municipal Disaster Risk Reduction and Management Council as well as several barangay officials participated in the

said training.

The Basic Incident Command System is a standard on-scene, all hazard incident management concept. It allows its users to adopt an integrated organizational structure to match the complexities and demands of single or multiple incidents without being hindered by jurisdictional boundaries. It is a nonpermanent structure that is only activated in response to disasters and emergencies.

“There is a need for an effective and efficient response management system because past lessons have shown the need for an organized onscene response mechanism during disasters and calamities as mandated

by RA 10121 otherwise

known as The Philippine Disaster Risk Reduction and Management Act of 2010 and its Implementing Rules and Guidelines. ICS have been proven to be effective in managing wide range of emergencies and disasters,” said OCD 10 director Ana Cañeda.

It was learned that a National Disaster Risk Reduction and Management Council (NDRRMC) memorandum circular authorizes the use of ICS as an on-scene Disaster Response and

Management Mechanism under the Philippine DRRM system.

Executive Order No. 82 signed by President Aquino likewise advocates the use of Incident Command System. And OCD is the agency tasked to implement ICS training to help capacitate local government units and other agencies in dealing with emergencies and disaster that may occur in their respective areas of responsibilities.

At the end of the course, the participants were able to enhance

understanding of the Incident Command System as a vital tool for effective disaster response, provide an overview of ICS, its background, concepts, principles and features, capabilities, organization, facilities and common terminologies and; demonstrate knowledge on basic ICS functions through exercise and class discussion context.

Cañeda said that OCD 10 has scheduled this year more ICS trainings in other localities.

The plants will become online in 2016, Ronquillo said.

“Thus, there will be no dams or water impounding facility that will be constructed. The plants will entirely depend on the river and gravity for its daily operation of producing electricity,” said an official of AboitizPower who refused to be named in this report.

This, even as Balmaceda denied Amoricillo’s claim that the IFI was accorded custody of the five minors which were among the 13 arrested earlier by Libona town police officers under suspicion that they are NPA rebels.

After determining that five of the suspects were minors, the police officers immediately turned them over to the municipal social welfare and development office even as the Department of Social Welfare and Development (DSWD) regional office denied that they had a hand in the situation.

In a separate email, DSWD-10 spokesperson Oliver Inodeo clarified that Amoricillo was wrong in saying that the minors were under the custody of their agency.

“Under the Local Government Code, each municipality has its own social welfare and development office already. It is in this office that is referred to in this case,” Inodeo said.

It is after the minors were turned over to the municipal social welfare and development office that separate versions of what transpired next occurred.

In a press conference last Tuesday, the IFI claimed that the municipal social welfare and development office turned over the underage teens to one Melvy Anlagan, who in turn requested IFI to take custody of the kids through Amoricillo and Abejo.

But Balmaceda maintained that the IFI team forcibly took the minors from the municipal social welfare and development office.

He said that appropriate complaints will be filed before the provincial prosecutor’s office in Bukidnon.

Meanwhile, Amoricillo admitted that the kids are with them in an undisclosed location.

He also confirmed that a joint Libona LGU and police team went to the church’s headquarters in Cagayan de Oro City, searching for the missing kids.
