Villars to push for anti no exam bill FORMER Las Pinas Rep. Cynthia Villar on has vowed to pursue the proposed measure filed by her husband, outgoing Senator Manny Villar, which prohibits colleges and universities from preventing students to take examinations over unpaid tuition and other school fees.

The former congress-

woman, who is running for senator under the Nacionalista Party-Team PNoy, said this will among her priorities in case she wins a senate seat in the coming May elections.

Sen. Villar belongs to the so-called “graduating senators” whose term of office ends in June 2013.

HILE the Department of Energy is still identifying measures that would address Mindanao’s power crisis, a top government official has expressed confidence that the problem besetting the island will soon be minimal if not totally eradicated.

Mindanao Development Authority (MinDA) Secretary Luwalhati Antonino said three oil-fired generators will be commissioned by the government to fill in the vacuum provided by the repair and rehabilitation of Agus hydro power plants in Lanao and Bukidnon provinces.

Among the immediate solutions to the Mindanao power problem, Antonino said, is the immediate operations of the Iligan diesel power plant and two other power plants.

“This study does not suggest that the people are unaware of the present situation of the econ-

omy, but tries to make a connection between the shadow economy in Mindanao and incidents of violent conflicts and poverty,” he said.

Ed Quitoriano, director of Risk Asia Consulting, said that everybody should know why the gun is the usual suspect in economic violence in Mindanao.

Meanwhile, Rufa Cagoco-Guiam said that drug trade persists and flourishes in Mindanao and has been a major problem that connects

to the economy.

“Our research focuses mainly on two provinces, Maguindanao and Lanao del Sur, where the drug rates are high even if the provinces are low in lifestyle and high in poverty rate,” Guiam explained.

She said t hat t hey would try to tell the public through the book about Lanao del Sur as a “Narco Politic province” where seven local chiefs engage in the illegal drug trade operating neatly, and mimicking a large corporation named “Lucky 7 Club” where each local chief executive handles illicit trade in illegal drugs.

“These problems should be seriously addressed,” she added.

CITY Mayor Vicente Emano has ordered the creation of the Local Poverty Reduction Action Team (LPRAT) this week in line with the national government’s poverty reduction program.

LPRAT would facilitate and organize planning and workshop for the formulation of local poverty reduction program here.

Emano said LR AT would also conduct quarterly meetings to monitor the status of the approval and integration of priority poverty reduction projects into the budgets of participating agencies and monitor the implementation and status of the projects.

He said the civil society organizations would actively participate in the formulation of the LPRAP

and identification of priority poverty reduction projects, monitor the implementation of projects through the LPRAT, with the mechanism to be established by National Anti-Poverty Commission (NAPC) through their own initiative.

Emano said the creation of the LPRAT was in compliance with DBMDILG-DSWD-NAPC Joint Memorandum Circular (JMC) No. 3, series of 2012, which sets policy guidelines and procedures in the implementation of the bottom-up process in planning and budgeting and mandates 50-50 government sector-Civil Society Organization membership.

THE preparation of tax returns was made easier by the Bureau of Internal Revenue (BIR) through the use of electronic forms or eBIRForms.

Ma. Herminia A. Pabito, chief of the Cagayan de Oro Revenue District Taxpayer Service Section, said the eBIRForms is an alternative mode of preparing tax returns which deviates from the conventional manual process of filing up tax returns on pre-printed forms which

are highly susceptible to human error.

She said it was developed to enhance the process of preparing tax returns using computer technology thus providing taxpayers with accessible and convenient service.

The eBIRForms package allows taxpayers to accomplish the forms offline. They can directly encode data, edit, save, delete, view and print their tax returns.

eBIRForms are easy to use and have the capability to validate the information inputted by the taxpayer as well as check the completeness of the form filled.

The use of t he eBIRForms make tax return preparation easier and lessen human error through its automatic computation and validation features, she added.

The eBIRForms can be accessed through the BIR website www.bir.gov.ph.

In separate disclosures, ALI said it signed a joint venture agreement with the Alcantara Group for the de-

A life wasted THE loss of a promising young student very recently hit the news.

I happened to have firsthand information as she was t he classmate of my best friend’s daughter.

The event caused a stir and reactions were mixed, ranging from grief to disbelief and even outrage.

More so, as the cause of suicide was attributed to the lack of funds for the continuance of her studies.

Even as I write this article, I am filled with sadness, for a life wasted, which could instead have been a life of hope and productivity.

Suicide is no respecter of persons. According to the Centre for Disease Control, suicide is completed every 40 seconds, and is the 3rd leading cause of deaths, after accidents and homicide, in the age group 15-24 years.

Whether young or old, the most common underlying cause why one would attempt to take his/her life is depression.

Feelings of hopelessness, and anxiety, associated with that of fear or inability to cope up with life, may or may not accompany depression.

For this particular life lost, where education is a way of life and hope, taking it from her must have been a catalyst that hastened and bolstered her resolve to die.

We hear and even read of stories, when after a financial collapse, or loss of a loved one, that a person decides to kill himself/herself.

What is sad in instances like this is that, it could have been prevented. There are

Filipina ‘Food Heroes’ (Concluded from last week)

IN last week’s column, I wrote about Oxfam’s list of Filipina “Food Heroes” to celebrate International Women’s Month.

Oxfam is an international humanitarian and development confederation of 17 organizations networked together in more than 94 countries. It aims to “build a future free from the injustice of poverty.”

“Food Heroes” is part of Oxfam’s GROW campaign, which pushes for better ways to grow, manage and consume food. It features 10 remarkable women, five of whom we read about in last week’s Speaking Out. However, while this list shows that women have indeed gone a long way in improving their status in society, Oxfam points out that “challenges remain.”

“In particular, governments must recognize the crucial role women play in feeding the world by ensuring women are in positions of leadership in institutions where agricultural, food security and climate change decisions are made,” Joseph

I consider those at ages 7 to 12 to be the sweet years for everybody-the children themselves, the parents and the teachers. That’s the stage where the kids can already do things more or less on their own, though they still depend on their parents and elders.

That’s also the time when the children are most eager to know things, their curiosity at a heightened state, and when they are so transparent they say what’s in their mind more or less spontaneously to parents and elders.

How important therefore it is that this transparency be kept and developed as children

Harvesting abaca happens only once every three months, so Nanay Gloria and her family rely on the vegetables and root crops for daily food needs. She manages the Yuha tu Banwa, a community health and food bank where women can deposit surplus food and herbal plants (which they can then borrow during lean months and in times of disasters). The Yuha is a traditional community practice that has been revived with the help of Oxfam to prepare Nanay Gloria and her village for climate change impacts.

Zenaida ‘Zeny’ Mansiliohan, Vegetable Farmer, Agusan del Sur • Nang Zeny, an indigenous woman leader from Agusan, sees the benefit of flood-resistant rice and vegetable varieties. As the vice president of the National Congress of Rural Women, she has advanced the rights of rural women who produce half of the country’s food. Oxfam brought Nang Zeny to meet with women leaders from around the world to discuss the failing food system and other economic issues confronting poor women at the Association of Women’s Rights in Development (AWID) Forum in Istanbul, Turkey in 2012.

It’s in this period that the children are most moldable.

When told properly, they get things easily, still undisturbed by complicated circumstances.

That’s why it’s important that they are supervised very closely so that the lessons, the virtues and values that they need acquire and develop are learned.

In this regard, parents should give special attention to how the children are learning the virtue of modesty and purity. This is a most delicate aspect that, I imagine, parents have almost the exclusive duty to inculcate on their children.

These virtues play a special role in the spiritual life of the children. The faculties of the body-feelings, emotions, passions, memory, imagination, etc.-need to be properly imbued with the proper virtues and values, otherwise they can give a lot trouble.

Parents, therefore, have to

be properly trained to carry out this duty. Due to its very nature, sex education to children, properly understood, is almost an exclusive domain of the parents who are the ones with the natural duty to go intimate with the children. They are the ones who should be the first to enter into the minds and hearts of the children.

Children at this stage should already be told about the nature and meaning of modesty and chastity. They can easily understand, for example, that the attire does not only cover the body, but also dresses our person, and that it shows how we want to be known by others, as well as the respect we want to receive and give to the others.

Parents should be wary that while children are naturally simple and spontaneous, the kids should not be indiscriminate in dealing with their intimate selves. The children should learn how to be discerning and should only confide themselves or reveal

“What happened to Kristel is very regrettable especially since she was enrolled in a government-subsidized institution mandated to provide high quality education to “poor but deserving” students.

Just like other SUCs, UP has a regular annual appropriations from the national government. So it is necessary to look into the need to expand the government’s study and scholarship programs in SUCs. Do we need to give them additional budget so that students like Kristel would no longer be burdened to cough up money for her tuition fees?” said she said.

She said t here shou ld also be a review of the SUCs policies for non-payment of tuition fees.

“Perhaps, it’s about time to review these policies,” she further stated.

She said Tejada’s suicide also showed the lack of access to education in the country.

The Iligan plant, which the A lcantara-led A lsons Consolidated Resources, Inc. subsidiary Mapalad Power Corp. acquired from the Iligan City government, could start operating after its rehabilitation in the second quarter.

Antonino said two other power sources that could be harnessed are the 15-MW Mapalad diesel power plant being operated by the Mapalad Energy Generating Corp. also in Iligan City and the 15-MW oil-fired plant of the EEI Power Corp., an embedded power plant in the Davao del Norte

Electric Cooperative in Tagum City. Both power plants are scheduled to start operations this year.

“Beginning next week, the oil-fired generators will be serving the Mindanao grid to cushion the impact of lack of electricity,” Antonino said in a statement.

Normally, the Agus hydro power plants in Lanao and Bukidnon could produce a combined 1,000 megawatts, enough to supply the electricity needs of the whole of Mindanao island.

However, due to deterioration and wear and tear of the power facilities, it can now only produce about 560 megawatts.

The Energy department, on Friday, also said it is preparing a list of measures to address Mindanao’s power crisis.

“We have projected that Mindanao will have additional power by 2015 as indicated by committed projects in the region. The challenge now is how to address the power situation from now until 2015,” Energy Secretary Carlos Jericho L. Petilla said.

Without identifying what the list includes, Petilla said the DOE, the MinDA and other stakeholders will present the stop-gap measures to President Benigno Aquino III. “The DOE requests everyone to extend their utmost cooperation as we all seek for solutions to the Mindanao power situation for the development of the said region,” Petilla said.

Since early this year, highly populated areas in Mindanao such as the cities of General Santos, Iligan and Zamboanga have endured daily power outages that last up to eight hours.

The supply shortfall is primarily brought about by Mindanao’s reliance on hydroelectric power plants, which generate over half of the region’s electricity requirement during normal weather and reservoir conditions.

The situation was compounded by the breakdown of a power barge run by Aboitiz Power Corp at the start of the week.

Aquino also expressed hope the 76-year-old pope, the former Cardinal Jorge Mario Bergoglio of Argentina, would be able to rebuild confidence in the Catholic Church and other institutions.

“The President, along with the Filipino people, joins all the Catholic faithful as they receive their new leader and meet his proclamation with a sense of boundless promise,” Palace spokesman Edwin Lacierda said.

Senators Loren Legarda, Sergio Osmeña III and Francis Escudero also welcomed Pope Francis as they expressed hope he would be able face the problems that currently beset the papacy and the Catholic Church.
