TAGUM City -- Davao del Norte Governor Rodolfo del Rosario has directed the revitalized Provincial Tourism Council (PTC) to work out the immediate passage of the Provincial Tourism Code to spur investments and sustainable growth in the province.

“The first job I gave them is the crafting of the Provincial Tourism Code, which is our tool in addressing the gaps in the tourism sector,” del Rosario said, after administering the oath of office of the new PTC set of officers.

Del Rosario said the measure is important in securing the province’s vantage point in supporting President Aquino’s goal of achieving 35 million domestic visitor arrivals and 10 million foreign tourist arrivals by 2016.

Local businessmen, however, formally protested the proposed opening of the airport this year until all flight instruments shall have been installed early next year to ensure safety of the aircrafts and passengers.

Poverty reduction team reviews anti-poverty projects in Caraga BUTUAN City -- Together with the 12 implementing regional line agencies in Caraga, the Department of the Interior and Local Government (DILG) is preparing to review and validate anti-poverty projects to be implemented in 2014 and to monitor projects being implemented this year.

Undersecretary Marie Labajo of the National AntiPoverty Commission (NAPC) attended the Regional Poverty Reduction Action Team (RPRAT) meeting on February 22 where she empha-

sized the need to promote evidence-based plans to let the community themselves realize the impact of the projects.

The purpose of her visit was to cascade the relevant

information framed by the national government for the implementation, as well as for the review and validation of the Bottom-up Budgeting (BuB) for the implementation of anti-poverty projects.

“The very aim of the BuB is to make the government agencies more responsive to the needs of the community.

This is to address the demands of the grassroots and to let the people decide what they need to address their destitute situation,” USec Labajo said.

The BuB is an approach of formulating the budget proposal of agencies, taking into consideration the development needs of poor cities/ municipalities as identified in their respective local poverty reduction action plans that will be formulated with strong participation of basic sector organizations and other civil society organizations. The programs and projects identified by LGUs through the BuB process will be funded through the national budget.

Regional Director Lilibeth A. Famacion and USec Labajo, tackled issues such as the manner of reviewing the project proposals for the 2014 implementation.

USec Labajon clarified that the implementing agencies cannot outright reject a project once proposed by

the Local Poverty Reduction Action Team (LPRAT), composed of local government unit (LGU) representatives and Civil Society Organizations (CSOs) in the municipality.

She said that once the proposed project falls within the regular program of the agency, then this can be funded. For proposed projects that cannot be sufficiently funded because it has already exceeded the budget cap, this can be substituted by another project that is within the budget limit.

The RPRAT is expected to meet again on February 27 to finalize the review of the proposed projects.

The implementing agencies of the BuB for 2014 are the department of Agrarian Reform,Agriculture, Education, Environment

and Natura l Resources, Health, Labor and Employment, Social Welfare and Development,Tourism, Trade and Industry, Interior and Local Government and Technical Education and Skills Development Authority.

For coordination and oversight, the Department of the Interior and Local Government (DILG), Department of Budget and Management (DBM), National Economic and Development Authority (NEDA), and the National Anti-Poverty Commission (NAPC) worked hand in hand in setting the policy direction for the RPRAT. As the Chair and secretariat of RPRAT, the DILG will consolidate the revised list of priority poverty reduction projects reviewed by the implementing agencies for submission to NAPC.

TANGUB City -- The Regional Development Council of region 10 (RDC-X) has endorsed the proposal to designate a Water Quality Management Area (WQMA) in the water systems of Cagayan de Oro, Misamis Oriental and Bukidnon.

Designating a WQMA enables the formulation of focused interventions or actions that are designed to address specific water quality issues of the area, thus ensuring that Republic Act No. 9275 or the Philippine Clean Water Act of 2004 is enforced and water quality

is improved.

To be known as the Cagayan de Oro-Misamis OrientalBukidnon River Systems Water Quality Management Area, the proposed WQMA, comprises 2,024 sq. km. with a perimeter of 219.215 km., that covers the following eight bodies of water: Iponan River, Cagayan de Oro River (CDO), Umalag River, Bigaan River, Agusan River, Alae River, Cugman River and Macajalr Bay Coastal area within CDO. The WQMA will include the geopolitical jurisdictions of CDO, province of Bukidnon and the towns of Talakag, Baungon, Libona

and Manolo Fortich, and the province of Misamis Oriental and the towns of Tagoloan and Opol.

The Implementing Rules and Regulations (IRR) of RA 9275, directs the Department of Environment and Natural Resources (DENR), in coordination with the National Water Resources Board (NWRB) to designate certain areas as WQMA using appropriate physiographic units, such as, watershed, river basin or water resources regions.

GENERAL Santos City -The Tampakan copper-gold project of foreign-backed Sagittarius Mines, Inc. is shaping up as a major political issue for the May 13

elections in South Cotabato province.

This came after South Cotabato Gov. Arthur Pingoy Jr. urged candidates gunning for provincial posts

on Tuesday to disclose their stand on the controversial mining project.

“It should not just be the individual candidates but the party’s stand that should be divulge to the public in this very delicate issue involving the province,” he said in his regular weekly radio program.

Efforts of Sagittarius Mines to develop the Tampakan copper, touted as the largest known undeveloped copper reserve in Southeast Asia, has been hampered by an open-pit mining ban imposed by South Cotabato.

In December last year, the company announced that it was moving the targeted start of commercial operation from 2016 to 2019.

Among the major challenges the company cited facing its operation was the open-pit ban in South Cotabato.

KFC suppliers cut after China chicken scare FAST food giant KFC has cut more than 1,000 farms from its supplier network in China to ensure food safety after a scandal over tainted chicken hurt sales in the key market last year.

The issue came to light when China’s commercial hub of Shanghai and the northern province of Shanxi said in December that they were investigating KFC suppliers over claims of high levels of antibiotics in chicken.

The food scare caused a six percent fall in the China sales of KFC’s parent Yum! Brands in the fourth quarter last year, deeper than its previous estimate of a four percent decline.

KFC will stop using chicken farms that have potential risk, improve the screening process of suppliers and step up self-inspections to address food safety concerns, the company said in a statement late Monday.

“It will always be our top priority to provide customers with the safest chicken

with the best quality,” Yum China’s chairman and chief executive, Sam Su, said in the statement.

“We have seen some safety problems from the incident... and we aim to address the issue within the shortest time.”

K FC a lso pledged to enhance communication with the government and the public, after the Chinese arm of Yum admitted last month that it failed to inform authorities about tests showing high levels of antibiotics in chicken.

Yum was aware of the issue through testing by a third-party in 2010 and 2011 but did not report to the authorities, the Shanghai government said in December.

China has seen several food safety incidents in recent years, including one of the biggest in 2008, when the industrial chemical melamine was found in dairy products which killed at least six babies and made 300,000 ill.

Holcim profit up 80% PROFIT of cement manufacturer Holcim Philippines, Inc. (HPHI) surged by whopping 80 percent to P3.63 billion in 2012 from previous year’s P2.03 billion.

HPHI said its revenues also grew 25.62 percent from P21.62 billion to P27.16 billion.

“2012 was one of the best years; the industry grew 18 percent while we grew 21 percent volume-wise. Principally, most markets are also growing,” said HPHI chief executive officer Eduardo Sahagun.

Sahagun attributed the strong bottomline to the company’s initiatives undertaken to further improve operating and processing efficiencies and manage fixed and support costs.

“We strongly benefited from the rebound in public infrastructure spending and the private sector’s continuing participation in construction across the country,” he said.

Sahugun expressed optimism that the company’s revenues will be sustained

this year owing to the robust construction activities particularly with the start of several public-private partnership (PPP) projects.

He said the continued grow th of the outsourcing industry and overseas Filipino remittances plus the strong macroeconomic indicators such as low inflation and interest rates will

fuel the company’s revenues this year.

Sahugan said the booming real estate sector is another growth driver for the firm.

“The growing economy presents us tremendous opportunities and we intend to fully participate in this growth,” he added.

To prepare itself for such

growth, HPHI has put in place initiatives to further expand capacity starting with the reopening of a grinding facility in Mabini, Batangas by the third quarter.

Cebu Pacific eyes flights to Australia, Russia CEBU Air (Cebu Pacific) is seeking government approval of its plan to f ly to Sydney and Melbourne in Australia and Moscow in Russia early next year.

In a petition filed before the Civil Aeronautics Board, the budget carrier said it plans to mount daily flights to Australia starting

February 2014, using Airbus A330.

Cebu Pacific wants additional entitlements from the CAB so it could mount flights Manila-Sydney flights every Monday, Wednesday and Friday; and SydneyManila flights every Tuesday, Thursday and Saturday.

BDO profit jumps 36% to P14.3-B last year SY-led BDO Unibank reported a record net income of P14.3 billion in 2012, exceeding its P12.5 billion target for the year. BDO’s profit was also 36% higher than the P10.5 billion profit in 2011.

In a disclosure to the stock exchange, BDO said net interest income was 7% higher at P36.2 billion even though volu me g row t h was of fset by the impact of regulatory changes and excess system liquidity.

BDO’s customer loan portfolio rose 15% to P769.0 billion, while CASA supported the increase in total deposits to P931.6 billion.

BDO attributed its strong performance in 2012 to the expansion in its lending, deposit-taking, and fee-based businesses.

Total non-interest income went up 18% to P24.6 bi llion, mostly due to trading gains from treasury activities amounting to P8.2 billion.

BDO set aside P4.9 billion

in prov isions for the year.

Gross non-performing loan (NPL) ratio further fell to 2.8%, while provisions now cover 126% of NPL by yearend 2012.

Its capital base stood at P157 billion, the largest in the industry, while Capital

Adequacy Ratio (CAR) and Tier 1 Capital ratio were above the regulatory minimum at 19.1% and 15.2%, respectively.

Business enterprises benefit from SSS business loan in 2012 THE Social Security System (SSS) said it lent P189.05 million to nine businesses that used the money for their respective expansion plans.

In a statement, SSS assistant vice president for lending and asset management Ma. Luz Generoso said the nine enterprises consisted of service providers, real estate and construction firms, and traders of various consumer goods.

Generoso said the nine enterprises comprised the first batch of borrowers under the SSS Business Development Loan Facility (BDLF), which the pension fund launched last year.

The loan amounts extended to the nine firms ranged from P1 million to as much as P43 million.

“The BDLF is part of SSS’ commitment to support state efforts to spur national economic growth by providing private sector employers wider access to credit. This loan privilege is extended to SSSregistered employers that are seeking funds to expand or diversify their businesses,” Generoso said.

R e g i s t e r e d b a r a n g ay micro-business enterprises, as well as new and existing companies that are classified as single proprietorship, partnership, cooperative or non-government organization,

and with at least 60 percent Filipino ownership are eligible to borrow from the BDLF. The loan must be used for working capital, site development, acquisition, enhancement or modernization of existing facilities, building construction and repair, or for the acquisition, repair or upgrade of machinery, equipment and furnishings.

The loan may also be use to acquire land, but only up to 50 percent of the purchase cost. Based on BDLF availments in 2012, majority of the loans were used as working capital, followed by building construction. “ T he compa n ie s t hat availed themselves of BDLF loans last year were able to create 43 additional jobs.

This number may seem small, but it is still in line with our objective of generating employment that will have a multiplier effect on the national economy and in the lives of workers and their families as well,” Generoso said.

Accredited conduits where companies can apply for BDLF loans are Development Bank of the Philippines, Land Bank of the Philippines, Philippine Veterans Bank, Planters Development Bank, Valiant Rural Bank – Iloilo, Philippine National Bank and Banco de Oro Unibank, Inc.

The constitution signed and sealed with the approval of its people thru what is normally called a referendum is what binds this social and civil contract. And because this contract is signed and sealed by men does it mean it is written in stone and never allowed amendments?

No, not necessarily however when whimsical and immoral amendments are introduced to counter against the very grain of the written constitution then all is lost. And it just so happens there are no amendments to date.

We have what is called Republic Acts introduced and signed into law by our legislators with the president’s approval.

A good example of a Republic Act given an arbitrary budget and appropriation is the new RH law with permeates with perceived contentious issues against the constitution.

Assuming this to be true as trumpeted should the Supreme Court for a change act with

independence and consider this to be correct, if so then we have a problem, a truly constitutional problem. There will no longer be any rule of law, but then again how many examples of late have we acted against the very grain of our constitution only to get away with it moralized and rationalized by our very legalese together with the judiciary, again.

THE CRIMINOLOGIST LEGISLATIVE AGENDA

THE Bachelor of Science in Criminology program has been in this country for more than 50 years already. It has been a witness to the ups and downs of our Democracy, Law Enforcement, and the Peace and Order condition of this country, and it has unwittingly registered its contributions to the annals of Philippine history.

The program took around 18 years to be given legal mandate as a criminology profession. Republic Act 6506 “AN ACT CREATING THE BOARD OF EXAMINERS FOR CRIMINOLOGISTS IN THE PHILIPPINES AND FOR OTHER PURPOSES” which was approved last July 1, 1972.

However, the realization of this law was only on April 1988 when the first Criminologists Licensure Examination was conducted. From then on the Criminology profession has evolved and it has provided the paradigm

for the professionalization of the law enforcement service of the country in particular, and the public safety in general.

With the advent of information technology, the landscape of law enforcement has dramatically changed.

Laws have to be passed in order to catch-up with the fast pace of development both in criminality and law enforcement. After more than 35 years from the approval of R.A. 6506, it was only on March 13, 2008 that the Hall of the House of Representatives take the initial action of amending R.A. 6506 through the relentless and gallant effort of the Congressman from the Second District of Cagayan de Oro City Congressman RUFUS B. RODRIGUEZ. House Bill 3757 “The Philippine Criminology Profession Act of 2008” had laid the array of fields and interests for the Criminology profession notwithstand-

ing the lift it made among Criminologists in the Philippines. Thereby shaping the bedrock, and the metes and bounds for the future of the Criminology profession in this country.

This act is not a battle for recognition, but rather an exercise of a right. A right that has been long past overdue, neglected and worst, invaded by people and organization with vested interest. Who in one way or another would like to fit-in their selves in the Criminology profession without first getting into the rigors of its academic discipline. The B.S. Criminology program is the only formal educational program in this country that have provided the fundamental principles of Public Safety, Law Enforcement, Criminal Investigation, Industrial Security, Correctional Administration, Fire and Arson Investigation, and Forensic Sciences, etc. such fact is even a judicial notice to all and

therefore all rights imbedded therewith should be afforded to all its practitioners.

The passage of R.A. 4864 “The Police Act of 1966” did not even recognized that there is such a formal education as B.S. Criminology in spite of the fact that the Philippine College of Criminolog y has offered and produced graduates of the program more than 10 years before the passage of R.A. 4864.

The Integrated National Police empowered through P.D. 765 which was approved on August 8, 1975, in like manner failed to give due recognition and value to the Criminolog y profession. Wherein the academic program of Criminology was even way ahead before the Philippine government was able to set –up its crime laboratory.

They further asserted that the PIS is rewarded to entities regulated by the Energy Regulatory Commission (ERC) like the National

Transmission Corporation (TransCo) and respondent NGCP upon ERC’s approval of the application for the Maximum Allowable Revenue (MAR) of each year.

Once the application is approved by the ERC, the regulated entity is authorized to collect the funds for MAR and PIS from transmission customers.

The complainants - former employees of TransCo who were absorbed by NGCP after the latter took over the business operations of TransCo in 2009 -- alleged that they received the PIS reward earned as TransCo employees in 2008, but NGCP refused to release the PIS for the years 2009, 2010, and 2011.

The court ruled t hat NGCP is an entity separate and distinct from TransCo and any monetary grant or benefits extended by the complainants’ former employer TransCo over and above what is required by law does not bind NGCP. The law also recognizes that any grant of bonus cannot be demanded by the employees from its employer and that any monetary grant over and above what the law requires is a management prerogative which cannot be forced upon the employer.

The Decision further ruled that the complainants cannot invoke the PIS as a form of monetary benefit granted to workers for their satisfactory service to enable NGCP to meet the perfor-

mance target because the PIS, as granted by the ERC, is meant to reward or to penalize NGCP should its actual level of performance exceed or go below the target level of performance in a particular regulatory year.

It was further noted by the court that ain ERC’s reply to the letter of NGCP seeking clarification on the purpose of the PIS, the ERC wrote that “under Section 8.2 of the Rules for the Setting of Transmission Wheeling Rates (RTWR), the PIS in intended to reward or penalize NGCP as a Regulated Entity.

We have strongly supported the action initiated by the Congressman from the Second District of Zamboanga Del Sur, Congressman ANTONIO H. CERELLES, who vigorously f i led House Bi l l 6 497 a nd House Bill 6498 amending the provisions of R.A. 8551 and R.A. 9263 respectively.

The amendment is anchored primarily on the qualification of the PNP, BJMP, and BFP that the minimum qualification for appointment to any of these agencies should be B.S. Criminology graduate, and must have passed the Licensure Examination. We need to embrace wholeheartedly the developments as this would cement the destiny for a better future of our criminologists.

I am ca lling a ll Criminologists to all rally behind these House Bills and pull our resources together, as we push our respective congressman in our respective congressional district to support these initiatives. If our lobby efforts would not catapult to its realization under this administration then we should not rest our laurels nor be disheartened, but rather we should make use of it as our conduit and stream of action,

According to DA Assistant Secretary and National Rice Program coordinator Dante Delima on Monday, the Philippines will export 50 to 100 MT of premium rice varieties—heirloom

rice varieties from Benguet and colored rice varieties from Quezon and the Mindanao region—to Hong Kong, Macau, and Europe this year.

“This can narrow the [trade] deficit [in rice] because we will be importing cheap rice and exporting premium rice,” said Delima.

Exporters will be shipping as much as 100,000 MT of premium rice by 2014 and 300,000 MT by

2016.

The Philippines has also been decreasing its volume of rice imports—from a record 2.45 million MT in 2010 to 860,000 MT in 2011 to 500,000 MT in 2012.

Of the 2011 total, the National Food Authority imported some 200,000 MT as buffer stock. Of the 2012 total, 120,000 MT was brought in by the NFA. For 2013, the agency expects to import somewhere between

150,000 MT to 200,000 MT as buffer stock.

Increasing exports while decreasing imports should prevent a possible drop in prices due to the inf lux of cheap rice from other Southeast Asian countries, said Delima.

EARLY childhood education could be the answer to the growing problem of the so-called “batang hamog”, children selling sampaguita and begging for alms on the streets.

“What happens in early childhood influences the entire life of people,” said Tomoo Hozumi, UNICEF Representative in the Philippines UNICEF, together with the Early Childhood Care and Development (ECCD) Council, the Department of Social Welfare and Development (DSWD), and the Department of Education (DepED), launched on Tuesday an innovative program that aims to prepare children, three to five years old, for school.

The project, “Early Learning for Life”, provides the chance for children to get a head start at learning and development.

“Successful intervention during early childhood can mitigate inter-generational transmission of poverty and inequality,” Hozumi said.

Vulnerable areas Funded by the Australian Agency for International Development (AusAID), the project will be implemented in 36 priority vulnerable areas in the Philippines until 2016.

Hozumi said the project targets the provinces of Camarines Norte, North Cotabato, Masbate, Northern Samar, Sulu, Sultan Kudarat, Tawi-Tawi, Zamboanga del Norte, Maguindanao, Sarangani and in six major cities

namely Quezon City, Davao City, Cotabato City, Puerto Princesa City, Zamboanga City and Pasay City.

“First of all, they were selected based on the mapping of vulnerable LGUs (Local Government Units) made by NAPC (National Anti-Poverty Commission) with that we also added other indicators like access to water, sanitation.”

“As you know, very rapid urbanization is one challenge that [the] Philippines and other countries are facing.

We also made a decision to include at least 6 major cities,” he said.

The Early Learning for Life program will reach out to the most disadvantageous children who suffer from multiple vulnerabilities as a result of armed conflict, disaster and urban challenges.

“We aim to provide the best start to learning under the circumstances and help achieve the MDF on quality basic education by creating ECCD programs that empower LGUs to undertake doable actions using their own resources,” he said.

Ma. Lourdes De VeraMateo, chief of UNICEF’s Education Section, explained some of the program’s envisioned outputs.

“The program basically covers the training of teachers, day care workers in 2,500 sites (day care or kindergarten within elementary schools). It will also provide orientation of parents because we know parents still have relatively low appreciation for the importance of early childhood. SHANE Koyczan was a bullied kid, nicknamed “pork chop” by the bullies in school. Now an adult, Koyczan is a poet, writer, and spoken word performer.

On February 19, Koyczan published a video on his YouTube channel called “To This Day,” an animated video about bullying, the pain of being bullied, and the scars that bullied children carry with them to adulthood. It is part of the To This Day Project, which Koyczan describes in his website as “an expression of solidarity and compassion.”

As of writing, the video has received 354,812 views and is going viral on social media, being shared by anti-bullying sites like Upworthy.com and The Bully Project - Philippines.

“This is exactly the version that every kid should see. This is not just a “morbid” video.

Thousands of real, live, little kids live with this pain daily for years on end. Those kids, hopefully, can find comfort in this video,” one parent comments .

“And why should their peers who bully them, or stand by and collude with their silence, be spared the very slight agitation of watching a video that is only describing the world they create, the world that exists around them in school every day?” he asked.

“Still, I remain skeptical that any video can break through the cruelty of children-it would probably become just another schoolyard joke.

Maybe its more important for teachers and parents to see it.”

the effective prevention and response to harm, violence and abuse against children that interfere with their education, PLAN Philippines, E. Samar, an internationally funded non government organization (NGO) conducted a two-day Personal Safety Lessons (PSL) Assessment and Recommendations Workshop on February 18-19, at Dona Vicenta Hotel, Borongan City, Samar.

The report said forty-one PSL trained teachers, 21 school heads and one PSL coordinator in 21 PSL Implementing Schools attended the said workshop.

The objective of this workshop is to account/document number of disclosures on abuse or touching problems received by teachers from students, to identify the issues encountered by trained teachers in using PSL lesson plans and handling disclosures of children, issues in handling disclosures and referral by the schoolbased support teams, other support needed by teachers and students to improve PSL

implementation and PSL implementation action plan for SY 2013-2014.

The information added, that in school, children (boys and girls) get bullied, encounter touching problems while others are abused physically (corporal punishment committed by teachers) and sexually (committed either by teachers, peers, a family member and or a relative to the child).

Also in most instances, children who are victims of sexual abuse either committed at home or in school usually disclose to the persons they believe they are comfortable with. Disclosures usually are with a teacher and or a close friend. Although there were cases wherein a child is too afraid to share the incident, physical, and or behavioral changes is manifested and obviously observed by teachers and classmates.

According to Ann R. Co, Plan Phil., project unit manager, the main purpose of this project is for children to be aware in saying “NO, RUN

and TELL.” She added that this is the reason why teachers and school administrators are trained on PSL by the Center for the Prevention and Treatment of Child Sexual Abuse (CPTCSA) for them to eventually form a school based support team.

The School Based Support Team (SBST) consist of school heads, PSL-trained teachers, and guidance counselors. They will report and refer cases of child abuse disclosed with the school to proper authorities.

Furthermore, Co said, “If for instance, there is a child abuse reported to SBST, the SBST will document and report the case and refer to Multi-Disciplinary Team (MDT) which is composed of Municipal Social Welfare and Development Officer (MSWDO), Municipal Health officer (MHO) and Women and Children Police Desk Officer (WCPDO). If the MDT finds a substantial evidence against the penetrators or abusers they will file the case in court if the family will pursue in filing the case.”

DSWD assures funds, aid for ‘Crising’ victims

TH E Depa r t ment of Social Welfare and Development (DSWD), on Thursday, assured that enough funds and relief supplies are in place for the victims of typhoon ‘Crising.’

Social Welfare and Development Secretary Dinky Soliman said that P15.84 million in standby funds, P10.45 million in family food packs, and P42.44 million worth of relief supplies were prepositioned in the DSWD Field Offices 4-B, 9, 10, 11, 12, CARAGA and Autonomous Region in Muslim Mindanao (ARMM) affected by the typhoon.

In Region 10, a total of 644 families composed of 3,220 persons coming

from four barangays of Valencia City, Bukidnon were affected and are now staying in five evacuation centers in Batangan, Maapag, Pinatilan, and Catambalon.

The City Social Welfare and Development Office (CSWDO) of Valencia City provided 15 sacks of rice and 10 cases of sardines to affected families. Standby funds worth P607,599.96 and 10,000 family packs worth P2.31 million are available at the DSWD Field Office 10 in Cagayan de Oro City.

In Region 11, a total of 19,384 families composed of 96,205 individuals were affected by ‘Crising’ in 49 barangays, eight mu-

nicipalities of Davao del Norte, Davao Oriental and Compostela Valley.

Eleven evacuation centers were set-up in Region 11 providing temporary shelter to 690 families composed of 2,996 individuals.

The DSWD released 9,000 family food packs worth P2.25 million to affected LGUs of Kapalong, Asuncion and Dujali, all in the province of Davao del Norte. More than P22.66 million standby funds and food and nofood items including family food packs were allocated by DSWD for disaster relief operations in Region 11.

As of this report, the total number of damaged

houses is 84, all partially destroyed in the municipality of Kapalong, Davao del Norte.

In Region 12, a total of 2,929 families composed of 14,645 individuals were affected in seven barangays of Kabacan, North Catabato.

Secretary Soliman directed the DSWD Quick Response Teams (QRTs) and Social Welfare and Development (SWAD) Teams in the regions affected by typhoon ‘Crising’ to monitor the extent of damage brought about by the weather disturbance, particularly the flashflood and landslide prone areas and to assist LGUs in disaster relief operations.

CDO solon to Madlos: ‘Give my green bills a chance’ CAGAYAN de Oro City (MindaNews) – The pronouncements of National Democratic Front of the Philippines-Mindanao (NDFP) spokesperson Jorge “Ka Oris” Madlos that the simultaneous attacks by the New People’s Army (NPA) against Del Monte Philippines, Inc. (DMPI) and DolePhilippines in Bukidnon last Tuesday were just the “start” of a series of military offensives against mining and logging firms operating in the island have put this city’s congressman on edge, as he feared that the communist rebels would launch similar attacks here.

Earlier, Madlos has issued a warning that “if government (including the city government) cannot control these companies from destroying the environment and plundering the island’s natural resources, then the NPA will.”

In a phone i nter v iew Thursday, 2nd District Rep. Rufus Rodriguez assured the NPA that he has done his part in advocating for the environment and ecology by authoring and pushing “green bills” in the House of Representatives.

“We cannot prevent them (NDFP) from punishing the companies that have been raping and plundering our environment as we all have witnessed recently. But I ask them to reconsider, if they plan to launch similar raids in our upland communities here,” he said.

will help in the coordination and management of ECCD services; and, of course, provision of developmentally-appropriate learning materials for the ECCD early learning,” Mateo said.

As to the number of children who will benefit from the program, Mateo said, “We’re trying to cover 2,500 sites more or less times (multiply) 60,that would be approximately the number of children. Were looking at 2 sessions, morning and afternoon but it would be more depends on the site.”

She added that the program will also cover improvement of water and sanitation and the integrated approach to not just learning but also hygiene education and elements of child protection.

The program also recognized the fact that many children in remote communities do not have access to day care centers.

“So part of the program also is to help create, Supervised Neighborhood Play (SNP). This is an alternative delivery mode to ECCD. Its not center or school based but community based,” Mateo said.

Dr. Teresita Inciong, Chairperson of the ECCD Council Board, said they are working closely with government in the hopes of improving the way children are being cared for.

Inciong clarified that part of the commitment of the ECCD Council is to build 100 child development centers which would also serve as resource centers.

The program, Inciong said, will also focus on children with disabilities and those belonging to the minority and ethnic groups.

“Pati yung mga batang nasa kalye, yung mga batang nagkalat, bago sila maging batang hamog, kailangan natin silang pangalagaan. Kasi sila, ang prinsipyo nito, if we catch them early then may partida sila for early learning for life,” she said.

For her part, DSWD Secretary Dinky Soliman said the program which will provide early access to education in vulnerable areas in the Philippines, will also help reduce poverty in the long run.

“It’s important that we cross all borders and focus on the child. For as long as there’s a child selling sampaguita on the street, begging for alms, we cannot rest,” she said.

Petitioner, who is of legal age, Filipino, single and resident of San Roque, Mahinog, Camiguin, thru counsel, states that her sister Juliet Alexandra Alcantara Bequilla owns a parcel of land at Langcangan, Poblacion, Mahinog, Camiguin, identified as Lot No. 233, covered by Original Certificate of Title No. P-13154, in her name, duly registered in the Office of the Register of Deeds of Camiguin.

That the owner’s duplicate copy of the OCT of the aforesaid parcel of land was lost and despite earnest effort to locate it, the same prove futile. The fact of such loss was duly registered in the Office of the Registry of Deeds of Camiguin.

That the subject Original Certificate of Title has not been mortgaged, encumbered or sold to any individual or entity nor has been attached or otherwise confiscated by any lawful authority.

It is the main thrust of the petition that after hearing the Owner’s Duplicate copy of the Original Certificate of Title which was lost be declared null and void and a new Owner’s Duplicate copy of the Original Certificate of Title No. P-13154 over Lot 233 be issued in lieu thereof under the same terms and conditions as contained in the original on file.

The petition being sufficient in form and substance is hereby set for hearing in June 26, 2013 in this Court’s Session Hall, to start at 8:30 o’clock in the morning.

Let copy of the petition together with all its annexes and of this Order be furnished The Register of Deeds at Mambajao, Camiguin; The Administrator, Land Registration Authority at Quezon City; and Provincial Prosecutor of Camiguin.

Tap OFWs as tour guides, tourism ambassadors: Villar SENATORIAL candidate and former congresswoman Cynthia Villar (NPTeam PNoy) called on the Department of Tourism to tap returning OFWs as tour guides to welcome international visitors from such countries as Korea, Japan, Malaysia and the Middle East.

“This can be part of our reintegration efforts for OFWs since they are familiar with the customs, culture and even languages of countries that send a lot of tourists our way. It will also help put our tourists at ease since those looking after their needs are former workers in the countries that they came from,” Villar, a noted social entrepreneur, explained.

She also noted that OFWs in different parts of the world could also be harnessed as tourism ambassadors by both the DOT and DFA.

“Equip our OFWs with promotional materials and develop a program where they can speak to the business community and other sectors in the countries where they work. These OFWs are very patriotic and many of them are loved by their employers and co-workers,” she stressed.

Known by her campaign monicker “Misis Hanepbuhay”, Villar said that the tourism industry is a fast-grow ing sector and both the national and local

governments must work together to outbeat other rival countries in terms of tourist arrivals.

According to the DOT website, the Philippines welcomed over 4-million foreign visitors in 2012, marking the first time for the country to go over the 4-millionth threshhold.

Korea continues to be the country’s largest visitor market with 1,031,155 arrivals, accounting for 24.13% share of the total visitor volume. The said market rose by 11.45% from its arrivals of 925,204 in 2011. Another record was achieved by the tourism industry as it is the first time that a source market of the Philippines reached its 1 millionth visitor.

Only 103 elective posts being monitored by PNP THE Philippine Nationa l Police (PNP) on Sunday announced that it is only monitoring 103 elective posts or about 93 lower than earlier assessed as prone to violence this 2013 mid-term elections.

T he above-ment ioned positions are being watched by the police as candidates running there may resort to violence to win, said PNP Director General Alan Puri-

sima.

“Based on the assessment of our intelligence units, there is a decrease of 48 percent on the number of elective posts monitored to have intense political rivalries,” he noted.

Purisima attributed the reduction to pro-active measures such as declaring a total of 15 provinces as high-risk areas for the election in May. The 15 provinces declared

as priority areas for 2013 polls are Abra, Pangasinan, Ilocos Sur, La Union, Cagayan, Pampanga, Nueva Ecija, Batangas, Cavite, Masbate, Samar, Misamis Occidental, Maguindanao, Lanao Del Sur and Basilan.

Special operations task force were already created to ensure the peaceful and credible conduct of elections in the 15 provinces.

OROQUIETA City -- At least 20 checkpoints have been set up by the Commission on Elections (Comelec) in this province for the election period.

“In coordination with the Philippine National Police (PNP), these checkpoints were set up for the effective implementation of the firearms ban

during the election period,” said Provincial Election Supervisor Atty. Stalin A. Baguio.

Pursuant to Resolution No. 9588 promulgated on December 18, 2012, the Comelec will establish at least one checkpoint in each municipality of the country, but that additional checkpoints may be established at the discre-

tion of the highest ranking official of the Armed Forces of the Philippines or the PNP in the city/municipality.

P/Sr. Supt. Raul A. Benitez, Acting Provincial Director of the PNP in this province, said that of the 20 checkpoints, 11 are set up in the first legislative district while nine are set up in the second legislative district.
