SURIGAO del Sur -- -- The Department of Agrarian Reform (DAR) here and the Mabuhay Kahayagan Coffee Growers Cooperative (MKCGC) signed a memorandum Of agreement (MOA) for the implementation of the P2.9 million Agrarian Community Connectivity and Economic Support Services (ARCCESS) held recently at Barangay Kahayagan, Tagbina. The service facilities include 4WD tractor, huller, grass cutter, power sprayer, and flat bed dryer. The event was participated by DAR officials and staff headed by PARO Hernane Apacible and the officers and members of MKCGC. M u n i c i pal Ag r ar i a n Reform Officer Esteban Dumagan said in his message that the secret of the grant of the project is the sincere participation and cooperation among officers and members of the coop and most importantly the community as a whole.

TAGUM City -- Davao del Norte Governor Rodolfo del Rosario has directed the revitalized Provincial Tourism Council (PTC) to work out the immediate passage of the Provincial Tourism Code to spur investments and sustainable growth in the province. “The first job I gave them is the crafting of the Provincial Tourism Code, which is our tool in addressing the gaps in the tourism sector,” del Rosario said, after administering the oath of office of the new PTC set of officers. Del Rosario said the measure is important in securing the province’s vantage point in supporting President Aquino’s goal of achieving 35 million domestic visitor arrivals and 10 million foreign tourist arrivals by 2016.

Aquino’s presidential plane touched down at 10:00 a.m. at the Lumbia airport in Upper Carmen here where he was ushered into the tactical office of the Philippine Air Force for a briefing. From Lumbia, Aquino flew on board a presidential chopper to Laguindingan Airport, some 30 kilometers west of Cagayan de Oro City, to check on the almost completed airport’s readiness to serve safe commercial f lights this year. Incumbent Misamis Oriental Governor Oscar Moreno urged the Department of Communication and Transportation (DOTC) and the Civil Aviation Authority to open the airport as “part of the accomplishments of his administration.” Local businessmen, however, formally protested the proposed opening of the airport this year until all flight instruments shall have been installed early next year to ensure safety of the aircrafts and passengers. Construction of the P2- billion Laguindingan airport was one of the major infrastructure projects of former Pres. Fidel Ramos in 1995 which was carried over by succeeding presidents until the time of President Aquino. A COMPLAINT against the National Grid Corporation of the Philippines (NGCP) for the payment of the Performance Incentive Scheme (PIS) for the years 2009, 2010 and 2011 has been dismissed for lack of merit.
In a Decision handed by the National Labor Relations Commission (NLRC) Regional Arbitration Branch No. XIII in Butuan City on January 29, the court ruled that complainants Amorlino L. Cudillo, Alvaro L. Salingay
and 62 others have no vested right to claim the PIS against NGCP. Complainants demanded the payment of the PIS, which they claimed as a yearly incentive bonus accruing from labor/PAGE 7
