Briefly Livelihood program THE Department of Labor and Employment (DOLE) Region X carries on restoring lives of displaced workers due to Typhoon Sendong which hit Cagayan de Oro and Iligan Cities on December 17, 2011.

Some 103 beneficiaries were granted with DOLE Kabuhayan Starter Kits amounting to some P645,000.00, through its Accredited Co-Partner, Food Processors Association Mindanao, Inc. (FOPANORMIN) on August 27 at the DOLE-X Regional Office, Cagayan de Oro City.

Though two years have passed since the flooding, many of the relocates and vulnerable workers still find it hard to meet both ends. Loss of properties and sources of livelihood formerly accorded to them has been equated to death.

Poverty reduction DAVAO del Norte -- Regional Development Council (RDC)XI Chair Governor Rodolfo del Rosario has set his sights on reducing poverty, as he echoed his clear direction in hastening the socio-economic development of the Davao region.

Del Rosario revealed the Council is bent on meeting its target of bringing down poverty incidence in Region XI from 26.2% in 2006 to 22.3 in 2016.

During his keynote address at the President’s Night of the National Conference of the Ambassador’s Club Philippines at the Marco Polo Hotel, Davao City, the chairman further echoed the aim of building powerful and resilient communities standing their ground in the Davao Region, which is envisioned to be the Nation’s Rising Global Frontier.

GENER AL Santos Cit y – Var ious g roups have reiterated their call for t h e re g u l at i o n o f f i s h aggregating devices (FADs) in the Philippines to ensure the sustainability of the handline fishing sector, which produces large mature fresh tuna stocks sold in the domestic and foreign sashimi market.

LGU to expand production of coco by-products under PRDP TUBOD, Lanao del Norte -- A P13-million enterprise development project that will expand production of coconut by-products here has been submitted for funding under the new Philippine Rural Development Project (PRDP).

Malingao C ommunity Ser vices Multi-Purpose Cooperative (MCOCO) aims to expand the existing coco coir market into producing other products such as coco geonets, baled fiber and bioorganic fertilizer.

“Coconut is the most a b u n d a nt c ro p i n t h e province. Farmers would be

in an advantageous position by tapping its multifarious us e s as i d e f rom c opr a trading,” said Department of Agriculture 10 regional director Lealyn Ramos.

Ramos, who is also the PRDP Mindanao cluster director, said the proposed p r o j e c t c o u l d p r ov i d e additional income to coconut farmers by maximizing the use of coconut husks and by-products, citing demand for geonet especially in soil erosion control.

T h e D e p a r t m e nt of Public Work and Highways ( DP W H ) h a s i s s u e d a memorandum circular directing all national and local government agencies to use coconut fiber, coco peat and coco dust materials for soil conditioning and erosion control.

IP graduates thank NGCP’s ‘Bulig ki Agulanga’ program FOR Listher R. Palacio and Ann Jeville E. Roxas of Pualas, Baungon, Bukidnon, graduating from college was a lofty dream that seemed impossible for students like them with very limited resources and opportunities.

Transmission ser vice provider and system operator NGCP gave them that golden opportunity to achieve their dreams and this year, they both graduated with an AB Social Science degree from the Bukidnon State University (BSU) – MOGCHS Extension Class in Cagayan de Oro City.

Giving the graduation speech as President of the Supreme Student Council, Listher noted that, aside from hard work and perseverance, the one important factor that was crucial in his journey towards a college diploma was NGCP’s Bulig ki Agulanga Scholarship Program.

Both Listher and Ann are

recipients of the scholarship grant given by NGCP, which provides select Lumads of Bukidnon educational assistance – covering tuition fees, clothing/book allowance, and monthly stipend. In his speech, Palacio expressed gratitude towards NGCP for fulfilling his dream and presenting him with various opportunities for personal advancement.

“By going to school, I was able to accomplish a lot. I joined hosting workshops with TV networks, became a leader of student organizations, and President of the Supreme Student Council of BSU-MOGCHS,” he said.

Nelson F. Cabangon, NGCP’s Head of Corporate A f f ai r s , re it e r at e d t h e program’s objective. “The Bulig ki Agulanga (Tulong Para Kay Ate/Kuya) program was launched to support

L aunched in 2010, scholarship grants were given to students from the Mt. Palopao Upper Mangima Tribal Communities, Inc. (MPUMATRIC, Inc.), a community led by Chieftain Datu Amay Elfranco Linsahay whose ancestral domain will be traversed by the Mindanao Backbone Transmission project (Abaga – Kirahon – Maramag – Bunawan project).

Under the program, the scholars must maintain a passing grade in all subjects.

series: the Series A bonds due on 2021 with a fixed interest rate of 5.205 percent per annum, and the Series B bonds due on 2026 with a fixed interest rate of 6.100 percent per annum.

With a 12-year tenor, t he S er ies B b onds has one of the longest tenors among the corporate bond issuances so far this year.

Vista Land unit to take on more dollar debt A U N I T of t h e Vi l l a r family’s property company will issue more US dollardenominated debt to partially finance capital expenditures.

In a disclosure to the Philippine Stock Exchange, Vista Land & Lifescapes Inc said VLL International Inc’s additional notes will be consolidated to form a single series with the $225-million senior guaranteed notes due 2019 issued last April.

T h e f ive - ye ar n ote s carr y a coupon rate of 7.45 percent. The listed homebuilder and its five subsidiaries will guarantee the additional debt.

VLL International aims to tap the market “as soon as possible if there is demand,” and the size of the issuance will be lower compared to the original tranche, Vista Land investor relations officer Brian Edang said in a phone interview.

Proceeds from the transaction will be used to partially fund the company’s capex requirements this year or next year and for general corporate purposes, Edang

said. Vista Land is spending P21 billion this year for project development and landbanking initiatives.

Vista L and has been actively raising funds this year, generating P5 billion from a maiden bond offering in May on top of the $225 million notes issuance.

The preferred shares will raise P7 billion with an oversubscription option of up to P3 billion.

Petron is set to complete upgrades on its $2 billion refinery in Bataan.

The project, which is expected to be completed by early 2015, will allow the oil firm to increase efficiency and production of high-margin fuels from the 180,000 barrel-per-day facility.

Petron ended the first ha l f of t he ye ar w it h a net income of P3 billion, almost triple the P1.1 billion it pocketed in the same period last year on account of improved sales from its Philippine and Malaysian operations.

Fresh rating upgrade fuel PH stock index’s Regional markets were also upbeat as the acceleration of China’s service industries and US manufacturing fuelled optimism in the world’s two biggest economies.

An official China nonmanufacturing purchasing managers’ index for August improved to 54.4 from a six-mont h low of 54.2 in July. The Institute for Supply Management’s index surprisingly climbed to 59, the highest level since March 2011, from 57.1 in July.

Readings above 50 signal expansion.

US stocks fell last night as Wall Street took a breather after last month’s rally. The Dow Jones Industrial Average dropped 30.89 points, or 0.18 percent, to 17,067.56 and the Standard & Poor’s 500 Index lost 1.09 points, or 0.05 percent, to 2,002.28.

“With the index heading further north — defying and delaying correction expectations — investors do not seem worried over August inflation due out on Friday. The number could be relatively tame, or, in the

Citi group to pay allowance to compensate for limited bonuses

Landbank loans to priority sectors up 30% in 1H

CITIGROUP Inc. has told senior staff in Europe that they would receive fixed monthly pay in addition to their salaries in an attempt to compensate for rules that limit bonuses to up to twice the level of base salaries, the Financial Times reported, citing several people.

More than 600 of Citigroup bankers in Europe were affected by the bonus cap and will therefore be paid such allowances, several people told the newspaper.

They said the U.S. bank had sent out letters to senior staff in recent weeks. The FT said about half of the bankers had received similar allowances in the past after Citi introduced them a few years ago to mitigate the impact of regulatory demands for higher bonus deferrals for key staff.

One senior Citi banker told the FT the allowances had been structured so that the bank’s European staff would still receive the same amount of overall pay and a similar mixture of cash and shares as their U.S. and Asian peers.

“We do not want people to have geographic preferences based on compensation,” the banker told the FT. In June, Dutch state-owned bank ABN AMRO increased the salaries of 100 top managers by 20% to compensate for new regulations on bonuses cap in the Netherlands.

LENDING by state-owned Land Bank of the Philippines to its priority sectors climbed by nearly a third in the first six months of the year.

In a statement, Landbank president Gilda Pico today said credit granted to its priority sectors, which include farmers and fisherfolk, reached P268.9 billion at end-June to comprise 82 percent of the P328.9 billion

in outstanding loans for the period.

T

hink a minute…You’ve pro b a b l y h e a rd t h e expression “A leopard can’t change its spots.” This, of course, is true of leopards.

But is it true of people?

Can people change? Are we humans just creatures of habit? Do we not have any control over our actions and habits?

One guy said, “Bad habits are like a comfortable bed: they’re easy to get into, but hard to get out of.” Someone else said: “The chains of habits are too small to feel until they’re too strong to break.” So ‘breaking the mold’ of our bad habits takes effort, yet one of the greatest freedoms in life is the freedom from bad habits.

Habits are like the roads we take through life everyday.

The problem is that not every road takes us where we need to go. Actually, our routes through life often become our ruts in life. We end up stuck in them and find it hard to dig ourselves out. That’s why we must change our bad habits as soon as possible before they become our ‘second nature’. You see, our habits become our character and our character becomes our life. As one wise person said: “First we make our habits, then our habits make us.”

But we humans don’t like to change, do we? So we come

up with excuses, like: “I can’t be different; that’s just the way I am.” Or we say: “I was born this way.” And the good ol’ saying: “You can’t teach an old dog new tricks.” But that’s just it: we’re not dogs or animals. In fact, we’re the only creatures who have the freedom and power to change and choose the kind of person we become.

So what habits do you need to start changing today?

You know, there’s one bad habit you need to change first, that will help you change all your other habits. It’s the habit of living your own way, instead of your Maker’s way. He’s the only one who knows the road to the best, most satisfying life for you.

So today, won’t you ask Jesus Christ to forgive you, and to take full charge of your habits and life?

Crime Is Now Part Of Filipino Daily Life

-ooo CRIME IS NOW PART OF FILIPINO LIFE: Crime and cr imina lit y in t he Philippines are becoming ordinary occurrences and are apparently accepted now as part of the Filipino’s dayto-day experience. People are being killed right inside their homes or in nearby areas, and, in many cases, in broad daylight and in the presence of many on-lookers yet. Perpetrators of these crimes are no longer afraid of being seen committing their offenses.

Why are all of these happening in a countr y whose citizens are supposed to be God-believing and God-fearing? There are many reasons: government and its officials are no longer feared because they cannot do anything anyway to bring the perpetrators to justice, and victims more often than not fail or refuse to prosecute the criminals, either because they have agreed to be paid through amicable settlement, or because of fear of the offenders.

-ooo C R I M E A N D C R I M I N A L I T Y F OR ETOL D : Whate ve r these reasons maybe, one thing is clear though. Crime and criminality have been

prophesied to happen at some point in the history of mankind, and it is clear that the prophecy is now coming true. If it is any consolation to Filipinos, however, such crime and criminality are happening not only in the Philippines now, but in many other parts of the world.

Where is the prophecy about crime and criminality w r itten? In 2 Timot hy 3:1-5 of the Bible, that’s where. Some parts of these verses say: “But understand this, that in the last days difficult times will come.

For people will be lovers of themselves, lovers of money, boastful, arrogant, blasphemers, disobedient to parents, ungrateful, unholy, unloving, irreconcilable, slanderers, without selfcontrol, savage…”

Why have many people become criminal-minded and fond of criminality? It is because they have chosen to listen to, and believe, doctrines and teachings from the devil. In 1Timothy 4:1 of the Bible, it is written: “Now the Spirit explicitly says that in the later times some will desert the faith and occupy themselves w i t h d e c e i v i n g s p i r it s and demonic teachings, influenced by the hypocrisy of liars whose consciences are seared…”

-ooo ADDRESSING CRIME IN OUR MIDST: Indeed, this phenomenon could have been totally fascinating,

were it not so terrifying.

But, why have people turned to doctrines and teachings from the devil? Again, the Bible has an answer. In 2 Timothy 4:3-4, we are told: “For there will be a time when people will not tolerate sound teaching.

Instead, following their own desires, they will accumulate teachers for themselves…

And they will turn away from hearing the truth… they will turn aside to myths…”

How are we to address this malady then? With the Word of God, of course. Every believer is now mandated to go and proclaim this Word, as the only means by which lost souls can be saved. But a believer can only “go and proclaim the Word” if he is well-versed and is obedient to the Word.

e need to be aware of the dangers of some aspects of our fast-growing digital culture. More than that, we need to be adequately equipped to handle those dangers before they come, when they come and after they have come.

Not everything in our digital technologies is good to us. The tremendous convenience and possibilities they offer us can benefit us wrongly. They can give us a false sense of joy and accomplishment. They can spoil us as when they nail us to care only of our immediate needs while sacrificing the long-term ones.

Yes, they can blind us from the more precious values in life to attend simply to the pressing ones here and now. They can stimulate our senses, emotions and intellect, but can weaken or even deaden our spiritual life. In short, our sense of priority would be thrown into disarray.

Many people are getting so hooked and addicted to digital games, social networking, for example,

that they even forget to take their meals properly or to take care of their hygiene.

You can just imagine what would happen in the area of their prayer life and their other spiritual duties.

If t h i s pre d i c am e nt extends unabatedly and hardens to become the norm and culture of our life, we can reason to expect a significant deformation of our humanity.

We would be just carnal and materialistic, and forget about our spiritual dimension.

We w o u l d b e s e l f absorbed, instead of being mindful and thoughtful of others and especially of God, as we ought to be. And as the gospel would say, we may seem to gain the world, but then lose our soul.

Things can come to the point of us losing the capacity to think, not to mention, to speak and behave, in terms of our faith, hope and charity.

We would simply be governed by the movements of the flesh, the stirrings of the hormones, the shifty trends and fashions of the world around.

In short, our sense of reality would be greatly impaired and

impoverished. The organic relation between the objective and the subjective in our life would be practically broken or at least dysfunctional.

This brings us to the main point of this particular column, giving us a light of hope amid the gathering darkness of the dangers of our digital culture.

We need to see that this digital culture of ours that otherwise is a wonderful development in our life help us to become better persons, rather than deplete the substance of our being persons and converting us into objects or automatons or humanoids or androids.

To be a person means not to be just an individual, much less, individualistic, but one who knows how to relate himself to God and to all the others. The powers and faculties endowed in us, making us as a someone not a something, are meant precisely to connect us to God, our Creator and Father, and to all the others who are actually our brothers and sisters.

Tycoon Andrew L. Gotianun, Sr. defies the norms of life and business I

f there are secrets to growing a company to a conglomerate, Filinvest Group chairman emeritus Andrew L. Gotianun Sr. is simply vocal and more than willing to share with his audience of second and third generation FilipinoChinese entrepreneurs on Thursday evening at the Palms Country Club in Alabang.

At almost 88, the Taipan Andrew Sr., a business thespian in the Philippines, imparts how it all worked for him building his business empire for the past 60 years.

In one of his rare forum appearances, obliging to sit in the panel during the Anvil Business Club gathering with his son, Jonathan T. Gotianun and daughter, Josephine Gotianun Yap, Andrew Sr. gamely answered questions from the audience.

He revealed that it is not just about hard work but the right attitude that makes one succeed in life and business.

“Be fair in all your dealings, may it be in your family or in your business.

At the end of it all, what matters is not how much money you make but how honest you are,” shares Gotianun Sr. FEMINIST BUSINESSMAN Even before there was talk about breaking the glass ceiling in the workplace at the turn of the century, Filinvest Group patriarch Andrew L. Gotianun Sr. has already started the revolution that women deserve a place at the boardroom in the 1950s.

Breaking the tradition of the time that only sons or males in the family take precedence, Andrew Sr. emphasized that women deserve to be treated equally with all the opportunities in life.

“Do things fairly especially with your children.

Girls deserve equal opportunities especially in getting educated as well as

equal sharing in business,” he enthuses.

He candidly admits that his wife, Mercedes, was the one who implemented and executed their business plans with cunning and efficiency. She did it while raising their family.

“It was by accident that our mother got involved in the business, she adamantly pitched in for a resigned cashier. Since then, there was no turning back for her,” Josephine Gotianun Yap recalls.

Andrew Sr. said that he did not hold back his wife from dabbling in the business and even recognized her potential.

“I am the dreamer,” Andrew Sr. says. “She executed my ideas and made those dreams a reality,” pertaining to his entrepreneurial ideas then that built the Filinvest Group of Companies.

viewing small bank owners in the U.S., following their business models and fine tuning them to fit the Philippine setting.

Their trips to Florida gave them ideas about guarded subdivisions and subdivisions for the middle class in the mid-60s.

SM FOUNDATION TURNED OVER REHABILITATED TACLOBAN CITY HOSPITAL

Foundation continues rehabilitation efforts in Yolanda-stricken areas

our months after the signing of the Memorandum of Agreement to rebuild the Tacloban City Hospital, SM Foundation turned over the Tacloban City Hospital to the local government on August 27.

Heavily damaged by 2013’s Typhoon Yolanda (international name: Haiyan), the Tacloban City Hospital has been identified by the Foundation’s as one of its priority projects for its Yolanda Rehabilitation Program.

SM Foundation turned over the newly rebuilt, renovated and refurbished Tacloban City Hospital’s Main Building, the Outpatient Department and the Outbreak/Epidemic Ward.

The Foundation also upgraded the hospital’s 50-bed capacity to 100 beds, expanded its Emergency Room as well as constructed the Malnutrition Ward and added a new Felicidad T. Sy Wellness Center for the Children and the Elderly.

During the inauguration, Tacloban City Hospital Chief Joedina Gumagay shared how heavily Yolanda’s destruction affected the residents. “Because of Yolanda, we have fallen on our knees.

Gumagay continued, “SM Foundation stood out in helping us -- rebuilding, renovating and refurbishing the entire Tacloban City Hospital complex which Taclobanons badly needed. I thank the Sy family for this magnanimous gift.”

Connie Angeles, the Foundation’s Executive Di-

rector for Medical Programs, explained that SM Foundation made rehabilitating the hospital a priority project because of its primal location and the proximity of its reach as well as the urgency of its rehabilitation.

According to the 2010 census, Tacloban City has 221,174 inhabitants from its 138 barangays, making it the largest city in Eastern Visayas in terms of population. Before Typhoon Yolan-

da, the Tacloban City Hospital serves an average of 100 patients per day.

“Due to the heavy damage the hospital sustained during Typhoon Yolanda, the 138 barangays Tacloban City Hospital serves were deprived of necessary health services. Thus the Foundation immediately identified the hospital as its priority Yolanda project,” Angeles said.

“Its completion marks

the hospital’s accreditation as a Level 2 medical facility under the Department of Health’s Hospital Capability Levels. With this accreditation, the Tacloban City Hospital can now accommodate surgical procedures of a larger scope and help even more patients,” Angeles added.

The turnover ceremony was attended by Secretary Panfilo M. Lacson Sr., Office of the Presidential Assistant for Rehabilitation and Recovery (OPARR); Danny Antonio, OPARR Undersecretary; Tacloban City Mayor Alfred S. Romualdez; Teresita Sy-Coson, SM Investments Vice Chairperson; Debbie P. Sy, SM Foundation Executive Director; and Connie S. Angeles, SM Foundation Medical Programs Executive Director.

On August 28, SM Foundation also turned over the Tabontabon Rural Health Center, the 90th Felicidad T. Sy Wellness Center, to the Tabontabon municipality.

The health center serves 16 barangays with over 9,800 residents in Tabontabon.

In the 2013 Typhoon Yolanda disaster, SM Foundation distributed a total of 148,030 relief packs to affected families. The SM Group

was also the first company to pledge Php100 Million in assistance for immediate relief and to help in rebuilding areas destroyed by Typhoon Yolanda.

Continuing its rehabilitation efforts this 2014, the Foundation has already identified five other rural health centers which will be built within the year in Yolanda-stricken areas.

Twelve medical missions have already been conducted by the Foundation with three more slated to be implemented this year.

Other Yolanda rehabilitation projects of the Foundation include the construction of two 2-storey, 10-classroom school buildings in Hernani, Eastern Samar with eight other school buildings scheduled to be built in Cebu, Leyte, Iloilo, Aklan, Capiz and Cadiz for a total of 56 classrooms; livelihood assistance through its Kabalikat sa Kabuhayan Farmers’ Training Program in 10 locations; and, under its SM Cares division, the construction of 1,000 disasterresilient houses in Visayas for those whose homes were destroyed by Typhoon Yolanda.

Region 10 has identified coconut as priority commodity product for development under PRDP. Proposed under PRDP’s Invest ments in Ru r a l E nt e r p r i s e s a n d Agriculture and Fisheries Productivity or I-REAP component, the projects aim to elevate agricultural production into the next levels of the value chain through production and market support facilities.

It will partner with a local cooperative that has pre v ious exp er ience in implementing agriculture or commodity-related enterprises and has existing or identified market for the products.

The proposed funding support will be used to acquire facilities for twinning and weaving, infrastructure and logistics support, and other equipment for the production of bio-organic fertilizer.

Once operationalized, the processing plant is expected to produce an average of 550 rolls of geonets, 870 bundles of baled fiber and 3,600 sacks of bio-organic fertilizer monthly.

If the target production is met, the cooperative would earn P990,000 on geonets, P580,000 on baled coco fiber and P720,000 for coco peat bio-organic fertilizer per month.

Baled fiber is priced at P660 per bundle (60-70 kilos), geonets is at P1,800 per roll (with deliveries to Davao, Cagayan de Oro, Surigao del Sur and Ozamiz) and the bio-organic fertilizer

is at P200 per sack, data from the business plan show.

Under I-REAP, PRDP will assist MCOCO, the prop onent group, in engaging into marketing agreement contracts with institutional buyers as well as other marketing activities. “ We a r e l o o k i n g at up g r a d i ng g roup s t h at are ready to scale up their business instead of start-ups or assembling groups to do enterprise,” said PRDP national deputy program director Arnel De Mesa.

He added that the PRDP undergo es t hroug h t he process of coming up with business plans to determine

which viable enterprises are going to be supported under the I-REAP component.

The proponent group has already identified buyers and market for the proposed products. It also targets arou n d 1 0 , 0 0 0 b an a n a growers in Lanao del Norte as market for the coco-peat.

The business plan cited the growing demand for g e ot e x t i l e a n d w e av e d coconut fiber twines in countries like China and the US. However, the lack of technology, equipment support and capital has limited the opportunity for the production of the said coconut by-products.

MCOCO has previously engaged into coco coir production through a P3.5-million livelihood funding assistance from the Mindanao Rural D e v e l o p m e nt P ro g r a m (MRDP) that enabled them to produce coconut byproducts like geonets and baled coco fiber.

T h e p ro j e c t i s a l s o expected to generate more employment with 850 families in five barangays to be engaged as coco fiber twinners from the previous 170 families in only two barangays. MCOCO will also train them under the expanded production.

Role of youth in climate change to be discussed in forum MANILA -- The critical role of youth in climate change adaptation and mitigation will be tackled in a forum on Friday at the Luxent Hotel in Quezon City.

Close to 100 students from various universities and colleges in Metro Manila, including youth leaders from various organizations, are expected to participate in the youth forum organized by the Environmental Management Bureau (EMB) of the Department of Environment and Natural Resources (DENR).

The forum, entitled “Responding to Climate Change: The Voice of the Filipino Youth,” is also being supported by the Philippine Association of Tertiary Level Educational Institutions in Environmental Protection and Management (PATLEPAM), United Nations Development Programme (UNDP) and the United Nations Volunteers

(UNV).

“Our young people are especially capable to promote environmental awareness because they continue to live in era where environmental issues have loomed large,” EMB OIC Director Jonas Leones said.

“They can certainly introduce fresh ideas and outlooks to issues that affect the state of our environment,” Leones added.

Albay Gov. Joey Salceda and ×Secretary Lucille Sering of the Climate Change Commission are expected to deliver messages to the participants.

The topics to be discussed during the forum include the 2013 Fifth Assessment Report of the Intergovernmental Panel on Climate Change (IPPC).

Dr. Rodel Lasco, a coawardee of the Nobel Peace Prize in 2007 and scientific director of the OML Center, a

private foundation committed to research in climate change adaptation and disaster risk reduction, will present the IPCC report.

Also included for discussion are the integrated efforts that would enable the youth sector to plan coordinated actions to respond to climate change issues and concerns in the country, including the need to reduce vulnerabilities and enhance the resilience of communities.

A United Nations study has noted that the Filipino youth is actively engaged at local, national and global levels in raising awareness, running educational programs, nature conservation, promoting renewable energy, adopting eco-friendly practices and implementing climate change adaptation and mitigation projects. gains achieved through the implementation of the Energy Power Industry Reform Act (EPIRA) prove that more private sector involvement in the energy industry ultimately benefits consumers.

However, Mr. Orig also stressed that the government needs to introduce policy and infrastructure program changes to make energy investments more viable.

He cited the slow processing of local government permits, which he said holds back projects approved at the national level.

“At present, it takes a company at least two years to s e c ure t he p er mits, lengthening the timetable of establishing plants to four to five years,” Mr. Orig told BusinessWeek Mindanao.

The slow rol lout of transmission lines as well as lack of off-take contracts are other challenges faced by power firms.

“Even if we build the power sources, if there are no transmission lines to deliver that, then that is a problem,” Mr. Orig said during his presentation.

Off-take agreements, meanwhile, bind a buyer to purchase a portion of the future production of a resource producer.

EPIRA WORKS Meanwhile, Mr. Orig said that the EPIRA law, based on the experience in Luzon where it is fully implemented, has proven to be effective considering how it has brought down government losses, increased private investment and improved services among firms for consumers.

In 2004, government energ y-related financial losses went down to P29.9 billion from P117 billion the previous year while debt was decreased to $19.5 billion from $22.3 billion in the same period.

The law, passed in 2001, has also spurred investment in the industry, diluting the capacity belonging to the government-run National Power Corp. to 26% of the total industry capacity in 2012 from about 90%.

The 74% capacity is now handled by 14 private firms, including Aboitiz, which has power source and distribution operations in Luzon, Visayas and Mindanao.

At the same time, Mr. Orig acknowledged that rates in the Wholesale Spot Energy Market have been “volatile,” but he noted that prices are now lower than what they used to be between generators and the distributing utilities.

The Luzon experience also paved the way for the implementation of the open access policy beginning early this year wherein buyers are given the authority to identify their sources if their requirement is at least one megawatt, he noted.

“So on the question ‘does the EPIRA work?’, yes, it works,” Mr. Orig said.

In Mindanao, however, the bearing of EPIRA has yet to be assessed, although the power crisis in the southern island is expected to be addressed by new power plants currently in various stages of construction and are expected to be connected to the grid beginning end of the year.

“This (law’s) impact is not known to the people of Mindanao. Everybody is thinking that it is serving its purpose,” Mr. Orig said.

In a statement, Greenpeace blamed the FADs put up by purse seine fishers to the massive decline in bigeye and yellowfin tuna stocks in the Pacific Ocean.

Bigeye tuna is one of the most valuable tuna species regularly caught in the Western and Central Pacific Ocean and fetch a high price in the sashimi market.

Bigeye tuna overfishing is partly attributed to the failure to manage tuna purse seine fishing associated with FADs-buoys or rafts that drift or are anchored to attract and aggregate pelagic fish, making them easier to find and catch, Greenpeace said.

However, FADs do not increase the abundance of

fish, but only redistribute them into a smaller area, it added.

The catch of baby yellowfin and bigeye tuna can go as high as 24% of the total catch for the Philippine purse seine fleet that use FADs in the Pacific High Seas Pocket 1 (HSP1), the statement said.

In 2013, the Philippine fleet caught a total of 2,774 tons of yellowfin tuna and 478 tons of bigeye tuna in HSP1, but the juvenile haul was undervalued and were only sold at the same price as skipjack tuna for canning, at about 10 percent of the market price of a mature yellowfin and bigeye tuna, it noted.

“Tuna handliners are not only feeling the pinch, but they are worried for the collapse of the industry itself,” said Raul Gonzales, spokesperson of the Alliance of Tuna Handliners here.

He said that purse seiners usually catch bigeye or yellowfin tuna that is about 40cm long, or one kilogram, similar in size to an adult skipjack tuna for the canning industry.

“However, that tuna is considered a baby for us in the handline sector. We should only catch the large mature fish that is more than a meter long, using one hook for one fish. This way, we allow the tuna to reproduce and ensure that the stock is viable, not to mention fetch a good market price,” Gonzales said.

Philippine fishing fleets in the high seas have deployed an estimated 3,000 anchored FADs and 7,200 drifting FADs in the Western Central Pacific Ocean. Within the country’s exclusive economic zone, there are at least 3,000 to 5,000 FADs, with the numbers constantly on the rise due to a lack of regulation and an active program by the Bureau of Fisheries and Aquatic Resources (BFAR) to deploy and encourage the use of FADs, Greenpeace said.

Jose Ingles, policy officer for the World Wide Fund for Nature – Coral Triangle Programme, said that juvenile fish “can be as high as 100 percent of the catch in purse seine and ring nets using FADs in Philippine waters.

“Our current fishing

practices are no longer sustainable and have far reaching effects beyond the country’s territory. We need to find a way to address this problem urgently if we want a viable tuna industry in the future,” he said.

Loans to small farmers and fishers alone increased by 11 percent to P31.4 billion this year from P28.3 billion last year. The credit was channeled through 739 farmers and fishers cooperatives, 152 countryside financial institutions and 163 irrigators’ associations.

Loans to micro enterprises and SMEs increased by 31 percent to P45.4 billion from P34.7 billion in 2013, while credit granted for housing increased 33 percent to P31.3 billion from P23.5 billion over the same period.
