Diskwento Caravan MAMBAJAO, Camiguin -- The Department of Trade and Industry (DTI), Camiguin Provincial Office will hold a “Diskwento Caravan” (carnival discount caravan) on September 4-6, 2014 at the Mambajao Food Terminal, Bagsakan Center in the province of Camiguin back to back with the Department of Labor and Employment (DOLE) Job Fair as a part of the pre-fiesta celebration of the yearly Mambajao Devotional Fiesta.

This discount caravan is a regular activity of DTI to help the consumers avail of various basic products marked down by as much as 2% to 10%.

Mindanao sets sights on Asean integration

ENERAL Santos City – The government remains solidly committed to Mindanao development agenda, President Benigno S. C. Aquino III said in his keynote speech during the opening of the 23rd Mindanao Business Conference read in his stead by Mindanao Development Authority Secretary Luwalhati R. Antonino.

According to Antonino, President Aquino failed to attend this yearly gathering of big investors and businessmen in Mindanao due to “equally important commitments have rendered him unable.”

Ms. Antonino, nonetheless, stressed that “President Aquino remains solidly committed to our collective Mindanao development agenda.”

“My administration has recognized the importance of Mindanao development to our overall march for national progress. It is just timely and relevant that we endeavor to put Mindanao at the forefront of our efforts to achieve inclusive growth,” the President said.

While business leaders and other participants in the annual event, organized

by the Philippine Chamber of Commerce and Industry (PCCI), declined to verbalize their disappointment over the President’s absence, majority in the conference were lined up at the lunch buffet table as Ms. Antonino delivered the speech.

Convenience stores not exempted from price freeze under state of calamity: DTI ILIGAN City -- Whenever areas are declared under State of Calamity (SOC), the Department of Trade and Industry (DTI) clarifies that convenience stores in these areas are not exempted from the imposition of price freeze.

Provincial Director Ruel B. Paclipan of DTI Lanao del Norte pointed out that prices of basic necessities being sold in convenience stores located within the areas under SOC must be frozen at their prevailing prices.

Paclipan said that during normal times, however, convenience stores may sell basic necessities and prime commodities ten to 15 percent above the suggested retail prices or SRPs. Basic necessities under the jurisdiction of DTI include canned sardines, processed milk products, coffee, detergents, candle,

bread, iodized salt, instant noodles and bottled water.

Flour, processed/canned pork, processed/canned beef, vinegar, patis, soy sauce, toilet soap and batteries comprise the prime commodities under DTI’s authority.

The margin is due to high costs for 24-hour operation, limited range of products and higher cost per peso sale of convenience stores as compared with regular supermarkets and groceries.

It can be recalled that in 2011 when Typhoon Sendong hit Iligan, convenience store owners clamored before the DTI to approve a different pricing level based on these same reasons.

Globe to roll out new broadband technologies for heavy data users GLOBE Telecom plans to roll out high-speed broadband Internet by 2015 aimed at enticing its subscribers to use more data.

The Aya l a-le d telco said the latest longt e r m e v o l u t i o n ( LT E ) technologies called LTECA (Carrier Aggregation) and LTE eMBMS (enhanced Multimedia Broadcast and Multicast Service) or LTE Broadcast would enable the company to stay ahead of it s c u stom e rs’ d at a requirements amid increasing use of bandwidth-intensive applications.

“The LTE CA technology would translate to improved data rates and broadband capacity for Globe wireless broadband network and result to high-speed mobile data access. This helps address the demand for data-heavy multimedia applications which are becoming more and more popular. This means that our customers will experience faster data connectivity in areas where this will be implemented a s LT E C A b e c o m e s commercially available in the near future,” Emmanuel Estrada, Globe head of Ne t w or k Te c h n o l o g i e s Strategy, said.

LTE CA has an average throughput of around 220 megabits per second (Mbps) with a total 20-megahertz

(MHz) of spectrum and initial tests conducted by Globe in April this year showed a maximum speed of up to 230 Mbps, Estrada said.

T h e LT E e M B M S technology, on the other hand, paves the way for the efficient delivery of video and multimedia services over a telco’s LTE network. “ The LTE Broadcast solution addresses such challenge as it enables transmission of live video contents to a large number of users without using huge amount of network resources. The technology enables a more efficient use of a mobile operator’s bandwidth resources, allowing customers to enjoy seamless video services in a wireless communication network,” Estrada said.

Estrada said LTE eMBMS would be commercially available within 2015 in select areas nationwide.

He added that that content is a “critical factor” for the company to increase data use of its subscribers, adding that the company is in talks with various content providers for its planned mobile video and multimedia services over the telco’s LTE network.

Globe is spending up to P9 billion to roll out its LTE network nationwide to serve the rising demand for data services.

The company plans to deploy an additional 4,000 TDD-LTE stations until next year. To date, Globe has a total of 24,216 base stations, with over 8,700 for 4G, to support the service requirements of its subscribers.

Globe ended the first half with a mobile subscriber base of 42.7 million, up 18 percent from 36.1 million in 2013. Broadband subscribers stood at 2.25 million, up 24 percent from 1.81 million last year.

Cigarette firm urged not to mislead public SIN t ax l aw advo c ates and lawmakers urged the Philippines’ leading tobacco manufacturer to stop from allegedly misleading the public and tax authorities over the issue on illicit cigarette trade in the country.

B oth S outheast Asia Tobacco Control Alliance (SEATCA) and HealthJustice reminded cigarette companies that they should adhere to Article 5.3 of the Framework Convention on Tobacco Control (FCTC).

Among the provisions under the FCTC guidelines, which the Philippines is a signatory, is that state aut hor it i e s shou l d not enter into any partnership, including non-binding, or non-enforceable agreement with the tobacco industry.

The guidelines also stated that government authorities should not accept industrydrafted legislation or policy for lega l ly enforce able measures.

“Philip Morris should stop misleading governments and the public about its role in tackling the tobacco smuggling problem,” SEATCA said, referring to the foreign part-owner of local cigarette firm Philip Morris Fortune Tobacco Corp. (PMFTC) Inc. Meanwhile, Irene Reyes, HealthJustice managing director, said: “There is a clear conflict of interest to allow tobacco companies to participate in government measures that are designed primarily to regulate them.”

Earlier, PMFTC said government authorities

need to cooperate with stakeholders, including tobacco manufacturers, in solving the problem of illicit trade as long as the interactions are conducted in a transparent manner.

Deputy Speaker Sergio Apostol, of Leyte’s 2nd District questioned a Philip Morris commissioned report that revealed huge tax leakages due to tax undervaluation by local cigarette firm Mighty Corp.

Apostol said PMFTC use questionable data and studies to influence government legislation.

Valenzuela 2nd District Representative Magtanggol Gunigundo, meanwhile, said the allegations of illicit trade in the tobacco industry are just mere propaganda hype and should not be a concern of Congress or any other government agency.

Emphasizing that corporate battles are not a national concern unless laws are broken, Gunigundo said that in the case of the tobacco industry, there is no official document to support allegations of illicit trade.

A recent study by Oxford Economics and International Tax and Investment Center (ITIC) earlier showed that the Philippines lost an estimated P15.6 billion in revenues due to non-payment of correct taxes by cigarette manufacturers.

Making Memories

T

hink a minute…A father once asked his adult children to tell him their happiest memories from when they were kids.

The father expected his kid’s happiest childhood memories to be the big, sp e ci a l t r ips li ke w hen their family went to Disney World, or s ome sp ecial e x p e n s i v e t o y t h e y ’d received. But this father was so surprised that those were not the things his children remembered best.

Instead it was the ver y simple, every day things.

Like when their dad would get on the floor and wrestle with his 4 kids. Or when their parents would sit and tell them stories and jokes in the evening, so they all would laugh together until their sides hurt. Or the times they would sit around and sing songs together, or they all went into town for ice cream cones.

They say : “ The best things in life are free.” So we don’t need a lot of money to make happy memories for our kids. Even if we buy that latest, expensive toy for our children, sooner or later they go back to s i mpl e home ma d e f u n .

We just can’t brib e our kids by buying our way out of our responsibility as their Mom and Dad.

Work Assistance Program to Spur Economic Growth

A

n employment assistance program to help jobseekers from poor communities is being mulled.

This is very timely since there are thousands now who are jobless.

House Bill 4333 seeks to create the Rural Employment Assistance Program for the benefit of qualified head of family or single adult member of poor households in the rural areas.

The proposed measure is patterned after the National Employment Guarantee Act, 2005, which was enacted by the Parliament of India.

Un d e r t h e Nat i on a l Employment Guarantee Act of India, every household whose adult member volunteers to do unskilled manual work is guaranteed employment of not less than 100 days in every year.

Under that same law, if the adult member is not provided with employment within 15 days from receipt of his application for employment, the adult member shall be entitled

editorial to a daily unemployment allowance.

The Rural Employment Assistance Program of the Philippines, however, is aimed at providing temporary employment to qualified heads of family or single adult members of poor households who volunteer to do unskilled manual work in rural areas where they reside.

That the program is similar to the Cash for Work Program, one of t he sust ainable livelihood programs of the Department of Social Welfare and Development (DSWD), does not matter.

It does not compete with the DSWD program, rather, it complements the said program.

Under the bill, the program will be implemented by the DSWD in coordination with the local government units (LGUs) for a period of five years.

The measure defines rural areas as barangays, which have a population size of less than 5,000. Barangays, w hich do not have an establishment with 100 or more employees, of five or more establishments with a minimum of 10 employees, or five or more facilities within the two-kilometer radius from the barangay hall, are also classified as rural areas.

Poor household refers to members of a family related to each other by blood, marriage or adoption and normally residing and sharing meals together and who are identified by the National Household Targeting System for Poverty Reduction (NHTS-PR) of the DSWD. The bill mandates the DSWD to take charge of evaluating the qualified head of family or single adult member of poor households who volunteers to do unskilled

manual work for a period of 60 days in a year.

The LGUs, on the other hand, is directed under the measure to provide the works or activities where the qualified head of family or single adult member of poor households can be employed.

These activities or works include construction or repair of health stations, hospitals, schools and day care centers; river dredging; communal gardening; mangrove and tree planting or reforestation as well as communal farm preparation and planting, among others.

The qualified head of family or single adult member of poor households is entitled to a wage rate of not less than 75 percent of the prevailing minimum wage set by the National Wages and Productivity Commission.

The bill is designed to make the rural poor productive in order to uplift their lives and their families as well as spur economic growth in their communities. A humane measure indeed.

PNoy Impeachment a Farce

-ooo R P ’s V E R S I O N O F JUDAS, THE BETRAYER OF JESUS: Indeed, the accusation is true: many of those furiously defending President Aquino now from the three impeachment complaints accusing him of culpable violation of the Constitution and betrayal of public trust in connection with his “disbursement acceleration program” or DAP and his allowing the signing of the “Enhance Defense Cooperation Agreement” (EDCA) with the US also staunchly defended former President Arroyo before.

It is clear that Aquino’s defenders in the House of Representatives and in the Senate have literally made a career of defending presidents during impeachment pro c e e d i ng s , e v i d e nt ly because of the huge political and economic benefits they get by doing so. We know who these lawmakers are.

They and their families are the professional “political turncoats”, the modern day versions of the most loathed Biblical character, Judas the betrayer.

-ooo BLOODY END FOR A TURNCOAT: As a reminder to the Judases among Filipino politicians today, here are several accounts from the Bible of the kind of an end that happened to Judas, the original “turncoat” or “balimbing”. In Acts 1:18, the Bible narrated: “With the payment he received for his wickedness, Judas bought a field; there he fell headlong, his body burst open and all his intestines spilled out…”

In Matthew 27:3-5: “When Judas… saw that Jesus was condemned, he was seized with remorse and returned the thirty pieces of silver to the chief priests and the elders. `I have sinned,’ he said, `for I have betrayed innocent blood.’ `What is that to us?’ they replied. `That’s your responsibility.’

So Judas threw the money into the temple and left. Then he went away and hanged himself…”

-ooo IMPEACHMENT VS. P N OY A FA R C E : T h e impeachment proceedings against Aquino are all a farce.

Imagine, everyone who is participating therein have received money from Aquino for one reason or another, although most received the money in consideration of their vote to impeach former Chief Justice Renato Corona.

S o, how can anyone among these supposedly honorable lawmakers from the House of Representatives

really claim sincerity and truthfulness in what they have been accusing Aquino with? Are not their own hands soiled with the dirt and blood of graft and corruption and of plunder too? So what they are quacking about if they, too, stole from the Filipino people?

The story of the woman adulterer which the Bible depic ts in John 8:1-11 definitely convicts them of hypocrisy. In that story, the woman was caught redhanded in an adulterous act, and was brought before Jesus to be condemned. Yet, Jesus refused to condemn her, and laid down the rule that our lawmakers must seriously consider now: he who has no sin can cast the first stone.

-ooo WANTED: UNTAINTED FILIPINOS WHO HAVE THE SPIRIT OF GOD: Yes, who among our lawmakers and all other politicians in this present so ciety of Filipinos has no sin?

Undeniably, everybody is a sinner. No one deserves to be elected and be addressed as “honorable”. But, as President Aquino himself asked before: where are these supposedly “honorable” men and women of Congress getting their thick-faced shamelessness that enables them to act as if they have not sinned?

MyPhone creates a new arena for school rivalry

I

n a time when school supremacy has come to be dictated by sports, MyPhone creates a new arena for school rivalry—the canvas.

This year and for the first time, the mobile phone giant known for being a champion of Philippine culture and heritage presents My Art Competition—a series of competitions that will scour local universities far and wide in its quest to honor and bring to fame the finest group of students in the field of Fine Arts.

The first leg of the art competition is the oil painting division. Aside from artistic flair, the contest requires from its participants a lot of teamwork and school spirit. To enter the competition, one must form a team of ten (10) college students. While participants are not required to be Fine Arts majors, teammates must come

from the same university.

Following this year’s theme, Freedom, teams will enter a collection of ten (10) original oil painting pieces, one from each member. Interested parties are invited to submit entries from September 1 to October 10.

The fifteen (15) teams with the highest cumulative scores will have their works exhibited at the Green Sun in Makati City, a first of its kind creative hub that nurtures young Filipino artists.

On December 11, 2014, MyPhone will present the following awards: the Best University Art Club, the Best Artist, and the People’s Choice, which will be determined through social media.

Over P500,000 worth of prizes await the winners. The Best University Art Club will receive P200,000 and MyPhone Aqua Rio phones, the Best Art-

ist will receive P100,000 and a MyPhone Infinity phone, and the People’s Choice will receive P50,000 and a MyPhone Aqua Rio phone.

The biggest prize that the young student artists will receive, however, is glory— school supremacy and a privileged entry into the local arts industry.

isteryo is The Xavier Stage’s detour from its original plan of staging the absurd. The company feels that it has to prepare first its artists as well as its audiences.

Staging mystery theatre play is a convenient resort that serves as a better transition before leaping to and engaging with the absurdist’s constructs.

Misteryo holds audiences in suspense. A careful rendition of ‘who has done it’ and inquisition leads the audience in finding out who the murderer is and who’s next – a gripping technique that glues the audience makes Misteryo a terror delight.

Misteryo will feature Agatha Christie’s “Ten Little Indians” as translated by Don Pagusara from September 20-30, followed

by Joseph Kesselring’s “Arsenic and Old Lace” as adapted by

Roger Garcia in December this year and Frederick Knott’s “Dial M for Murder” as adapted by Don Pagusara in February of 2015.

Agatha Christie (English), Frederick Knott (English) and Joseph Kesselring (American) are transformed into Mindanao.

This move aims at approximating their plots into our contemporary murder mystery possibilities. All the productions in this season are written in the Sebuano language.

Mindanao in the regional market as the Association of South East Asian Nations (ASEAN) prepares for economic integration by end2015, with discussions yesterday focused on efforts to make firms more competitive in the advent of the ASEAN Economic Community.

PCCI President Alfredo M. Yao said it is crucial to “make sure that the business community is involved in the integration process.”

The first day of the conference was dedicated to plenary sessions that tackled free trade agreements and the ASEAN market. These discussions will continue today, and will touch on connectivity options with ASEAN neighbors.

Mr. Yao yesterday cited the opening of the Davao City-General Santos City-Tahuna-Bitung cargo service route that is expected to boost trade between Mindanao and North Sulawesi in Indonesia The roll-on roll-off ferry will start plying the route by Oct. 1.

Mr. Aquino, in his speech, recognized the initiative: “I commend the efforts of the Chambers of Commerce of Davao, General Santos, and North Sulawesi for working for the establishment of shipping services... this route certainly augurs well for achieving greater economic interchange between Mindanao and North Sulawesi, Indonesia...”

PCCI’s Mr. Yao also pointed to the need to work on the government’s economic policies and regulatory framework.

Earlier, Mindanao business leaders called on government for more liberalized banking and land ownership policies following consultation rounds in various parts of the southern island conducted by PCCI-Mindanao in the run-up to the conference.

Rey L. Billena, chair of the conference and director of the business chamber for Region 12, said investors in Mindanao believe that more open banking and land ownership rules are key to drawing more foreign investors and allowing growth for micro,

small and medium enterprises.

POWER SUPPLY Stable power supply and efficient energy use was another main point of discussion during the conference yesterday as Mindanao continues to cope with the shortage that is expected to be addressed in the short term by coal-fired plants being constructed by private companies.

Mindanao leaders are pushing for reforms in the management of the Pulangi and Agus power complexes, both government-run, which account for about half of Mindanao’s power requirement.

One of the proposals is the formation of a new power company, and the exemption of these two plants from the required privatization of state’s power generating capacities under the Energy Power Industry Reform Act. Both plants require extensive rehabilitation work and the government has yet to decide on what to do with the facilities and its management set up in the future.

In his speech, Mr. Aquino vowed to make sure that Mindanao will not suffer from power supply shortages even beyond his term.

He did not specify measures.

“The Department of Energy and the Mindanao Development Authority had spearheaded efforts to ensure that both immediate and long-term measures are pursued to resolve the power situation in Mindanao,” the President said.

“Specific measures were also laid down help accelerate investments in power generation, including renewable energy projects, with the end goal of boosting supply to address surging energy demand of the growing Mindanao economy,” Mr. Aquino said.

However, the new coal-fired plants that are expected to go online starting the end of this year are not expected to meet growing power supply demand beyond 2020.

Antonino said MinDA has been facilitating talks involving the private sector, specifically business chambers and related groups.

Among the initial results of the initiative is the opening this week of the shipping services covering the cities of Davao and General Santos in Mindanao as well as Tahuna and Bitung in North Sulawesi, Indonesia, she said.

Antonino said a Ro-Ro shipping route has already been established between Kudat in Sabah, Malaysia and Brooke’s Point in Palawan.

“These are just the start (of our Ro-Ro expansions).

We’re working on adding more routes soon,” she said in a press conference at the sidelines of the ongoing 23rd Mindanao Business Conference here.

Antonino said the opening of the Davao-General SantosTahuna-Bitung route is mainly a private sector-led initiative, with the business chambers of Davao City and this city leading the efforts.

She said leaders of the two business groups earlier initiated the negotiations with their counterparts in North Sulawesi to boost the trade exchanges between the two areas.

“They made initial arrangements for the shipment and trading of a range of products based on the resources available in these areas,” she said.

A number of companies based in this city earlier signified to ship chicken, frozen fish and other top local products through the new sea route, which will initially be

operated by Surabaya, Indonesiabased shipping company PT. Kanaka Lines.

The initial shipment, which will commence this month, will involve 15 20-footer container vans carrying various local products.

“They’re continually discussing additional products that could be catered by the arrangement to ensure that the Ro-Ro vessels plying the route will be filled (to their capacity),” Antonino said.

An agreement to operationalize the shipping service was sealed in Jakarta in May this year by the representatives of PT Kanaka, the North Minahasa Chamber of Commerce of Indonesia, Philippine-based cargo company ARREE Freight Express and the Davao City Chamber of Commerce.

PT Kanaka will provide shipping services to the route with its conventional cargo-type vessel with a 120 TEU capacity.

ARREE Freight Express on the other hand will handle the cargo consolidation requirements for the shipping route.

PT. Kanaka Lines scheduled its maiden voyage over the weekend from Bitung and Tahuna to Davao and this city.
