Tax payment center THE Mati City government has partnered with a payment center to make it easier for people to pay taxes.

The local government last week signed an agreement with Corporate Information Solutions, Inc., which owns Bayad Center.

Taxpayers may now pay taxes at Bayad Center outlets, including those inside convenience stores, and no longer have to go to the city hall.

They may also pay taxes at 7-Eleven and Mini-Stop stores, Palawan Pawnshop, LBC and Cebuana Lhuillier.

Coco levy fund DAVAO City -- Senator Cynthia Villar is confident that President Rodrigo R. Duterte would sign the refiled Senate Bill 1233, or the Coconut Farmers and Industry Development Act, and Senate Bill 1976, or the Strengthened Philippine Coconut Authority (PCA).

Duterte vetoed the bill in February for lack of “safeguards” to prevent coco levy funds from being used unlawfully.

In her speech during the opening of the 2019 Davao Agri Trade Expo (DATE) held here Thursday, Villar said she was hoping for its approval, noting that the President mentioned in his 4th State of the Nation Address (SONA) that the development of the country's coconut industry remains a priority.

DAVAO City – At least P100 million in exhibitors’ sales and contract deals are expected to be generated during the three-day 21st Davao Agri-Trade Expo (DATE), dubbed the biggest and longest-running agricultural expo in Mindanao, at the SMX Convention Center here.

From January to June of this year, Pag-IBIG Fund achieved recordhighs of P37.07 billion in home loan releases which benefitted 41,797 members who now have their own homes, P23.4 billion in members savings collections, P26.3 billion in short term loans to help 652,970 members with their financial needs

and P30.4 billion in total housing loan payment collections leading to an impressive 90.6% performing loans ratio.

The agency posted a P16.04 billion net income for the first half of 2019, surpassing its target for the period.

The Mindanao event is the fifth and final leg of the Pag-IBIG Fund’s StAR series, which has already recognized the agency’s top developers

and employers for the first semester of 2019 in NCR, North & South Luzon and Visayas.

In a separate event, Pag-IBIG Fund also signed a memorandum of understanding with the Ateneo de Davao University (AdDU) and Realty Investments, Inc. (RII) on Thursday, for the creation of a housing project for the benefit the university’s employees.

Marawi siege veteran appointed PMA commandant

ILIGAN City -- The Army’s 103rd Infantry Brigade will have a new officer-in-charge starting

Friday (September 27), after Brigadier General Romeo Brawner has been assigned Commandant of

Cadets of the Philippine Military Academy (PMA).

Brawner, who headed 103IB since December 5, 2018, will replace Brig.

Gen. Bartolome Vicente Bacarro, who resigned following the death of Cadet 4th Class Darwin Dormitorio from hazing.

At the height of the Marawi siege in 2017, Brawner was assigned to act as the spokesperson of the Armed Forces of the Philippines. He had just graduated then from the United States Army War College.

Brawner, a member of PMA Class 1989, said he received the order to replace Bacarro’s post on September 24.

Deputy Brigade Commander Col. Jose Maria Cuerpo, of PMA Class 1990, will take over as officer-in-charge of 103rd IB starting September 27.

Cuerpo has been the brigade’s second-highest official since June 1, 2017.

The 103rd Brigade has jurisdiction over Marawi City and the province of Lanao del Sur excluding the towns of Malabang, Balabagan, Kapatagan, and Picong. (PNA)

Realme targets to put up more concept stores in Davao malls

AVAO City — Realme Philippines wants to put up a concept store in every mall in this city, with two of them targeted for opening before the end of the year.

Eason G. de Guzman Jr., Realme Philippines marketing lead, told BusinessWorld on Wednesday that the brand has been in discussions with mall operators for space allocation.

“Hopefully, this year (the two concept stores can be opened) as we still have three months. Our construction phase will just be one month,” Mr. de Guzman said.

At present, the

brand has 26 kiosks in Mindanao, or standalone stores that measure about two meters by two meters.

The models of the brand are also present in 4,500 stores nationwide, with 200 of them in the city.

It also has four service centers in Mindanao.

“Our approach really is into brick and mortar,” Mr. de Guzman said, so that when buyers look for phone models, the store can immediately show these as the brand’s “inventory is really healthy.”

He added that the company has also implemented a marketing strategy to connect with its niche market.

“What we are doing right is an unorthodox promotion of the brand,” Mr. de Guzman said, noting that it has partnered with Mobile Legends, a mobile online game, so it can connect with gamers.

Based on data from Realme, the game has about one million users in the Philippines — a big chunk of the mobile phone market — with about seven million constant users daily playing games while commuting or in

their leisure time.

To convince gamers, Mr. de Guzman said the brand allows them to try its smartphones so they can see their gaming capability. He noted that Realme’s phones are also affordable when compared with other top brands in the market.

Mr. de Guzman and other Realme officials were in the city to introduce its new quadcamera phones, the Realme 5 and Realme 5 Pro.

Fruitas Holdings ramping up store expansion FOOD and beverage kiosk operator Fruitas Holdings Inc., which is preparing for an initial public offering (IPO), is expanding its footprint as it plans to have up to 750 new stores in the next three years, amid strong consumer spending and vibrant economy.

Fruitas Holdings chief financial adviser Calvin Chua said the company will use P586 million out of about P1-billion net proceeds from the IPO for its store network expansion and improvement of existing stores.

Chua said they aimed to increase the number of stores across the country by 150 to 250 annually until 2022.

“In terms of prospects, all the factors are still there --growing middle class, rapid urbanization. Last year, our combined VisMin (Visayas, Mindanao) sales was 150 percent higher

than 2017. This year, we think it will be broadbased, it could be more spread across the whole country… The economy is really vibrant, so we think growth prospects are very good for us,” he told reporters Tuesday.

As of June 2019, Fruitas had 949 stores, 774 of which were owned and 175 were franchised. The company targets to hit its 1,000th store mark by the end of 2019.

It ended first half 2019 with P942 million in revenues, up 30 percent over the first half of 2018.

“Apart from that, the other avenues of growth would be, we also allocated 15 percent of our net proceeds, about PHP150 million, for potential acquisitions and the introduction of new concepts. We also intend to diversify (our) distribution channels,” he added.

Chua particularly

cited the lechon delivery through contacting mobile or landline numbers, and the revival of its coffee kiosks. Fruitas acquired Sabroso Lechon in 2018.

He said the company is also banking on their partnerships with Grabfood and on delivery of fresh coconut water boosting its sales.

“In terms of the acquisitions and the introduction of new concepts, we are casting a wide net. In terms of targets, we are looking at food service in general. We are not limiting ourselves to food and beverage kiosks,” he added.

Chua said they are also looking to establish two more food parks at a cost of PHP50 million, targeting Metro Manila or Luzon, up to 2021.

“A number, at least a couple of our brands have grown through our food parks. Initially placed in our food parks, then we open in Metro Manila, then we open provincially.

That’s a sort of roadmap for some of our new brands,” Chua noted.

Fruitas has now over 20 brands in its portfolio such as Fruitas, Juice Avenue, Buko Loco, and de Original Jamaican Pattie and Juice Bar. Chua said the remaining P50 million it targets to raise from an IPO will be earmarked for commissary expansion while the P150 million for debt repayment.

Fruitas Holdings planned to offer up to 602 million common shares at a maximum price of P1.99 each to raise as much as P1.2 billion from an IPO targeted this November.

Globe unit targets 25% increase in revenues GLOBE Telecom, Inc. wholly owned subsidiary Yondu, Inc. is targeting to reach P940 million in revenues at the end of the year as it continues to expand its portfolio of digital services.

The information technology (IT) solutions firm said yesterday it is expecting a 25% rise in revenues by end-2019, driven by the growth of its technology and managed services.

“Since we lost VAS (value-added services) last year, growth is coming from managed services and managed expert services,” Yondu President and Chief Executive Officer Joan D. Peñaflorida said in a

media briefing in Taguig City yesterday, referring to the dissolved business segment.

Ms. Peñaflorida said Yondu has been recording a compound annual growth rate of 10-12% in the past years, with 40-50% of the revenues coming from financial and telco clients for its IT solutions.

Yondu offers services such as ready-to-use digital platforms, software development and IT staffing, aside from managed services.

Ms. Peñaflorida also said Globe’s reacquisition of the company earlier this month will help it become a bigger player in the market,

mainly because it will now be integrated with the information and communications technology (ICT) initiatives of the Ayala-led telco.

“There’s a lot more opportunities now that we’re back in Globe: capabilities, growth in terms of client portfolio, partnerships and whatnot,” she said.

“I think the synergy and the collaboration that we will do moving forward will take us forward and will probably make us more aggressive in terms of growth from here on,” she added.

To recall, Globe bought back 51% of shares in Yondu from Xurpas, Inc.

on Sept. 12, four years after it initially allowed Xurpas to come in as majority shareholder of the company.

Globe said the acquisition of Yondu is intended to help it grow its enterprise business.

“We believe in Yondu’s growth prospects as we leverage on its capabilities in a robust IT industry,” Globe President and Chief Executive Officer Ernest L. Cu said then.

Moving forward, Yondu said its focus is to become the leading player in the country’s IT industry. Its presence is predominantly in Metro Manila today, and the plan is to take it to the regions REVENUES/PAGE 11

Work till you win Think a minute… One day in 1894, Guglielmo returned to his room on the third floor of his parents’ house. He had spent several months of reading books and filling notebooks with detailed drawings and diagrams. Now it was time to work at bringing those drawings from paper into practical inventions to use in real life.

Independent hoteliers are always searching for new and creative ways to maximize their revenuegenerating opportunities.

Howe ve r, mov ing f rom “idea” to “implementation” can be a challenge, so here are some easy-to-execute

i d e a s to help hotel i e rs navigate their way along the path to profits.

1. Develop an upsell strategy Leveraging existing programs is generally the fastest way to new profits, so developing a guestroom up-sell strategy can help unlock value from a hotel’s most valuable assets. Both online and in-person, hotels should present travelers with options to enhance their stay with upgrades and/or add-ons. This can include selecting a room with a superior window view, greater square footage, different bed type, in-room amenities, specialized services and more.

When pricing ups ell options, it’s important to evaluate various factors, including quality of execution, labour, product costs and prices offered by competing hotels for similar experiences. It can feel like a tightrope balancing act, but providing t ravelers with upsell options at a great value can generate excellent profits for your hotel.

Create partnerships and special packages Another key area of opportunity for independent hotels exists just beyond the property walls. Establishing strategic par tnerships with lo cal community organizations,

such as tourism boards, restaurants, attractions and large festivals, can provide independent hotels with the drawing p ower and marketing muscle capture greater annual profits.

For example, partnering with a local food and wine festival as their official lodging sponsor and offering special rates for attendees can help secure guaranteed room nights and revenue. By establishing t h e r i g ht p a r t n e r s h i p s and special packages, indep endent hotels can thrive with the increased exposure to new travelers and create new revenue streams that lead to record profits.

Advice to Pamantasan ng Lungsod ng Muntinlupa graduates I HAD the pleasant task of being the commencement speaker last week during the 11th Commencement Exercises of the Graduate Studies, Pamantasan ng Lungsod ng Muntinlupa.

(PLMun) It was a homecoming of sorts for me. PLMun traces its roots to a community college which I founded in 1991 while I was still Municipal Mayor of Muntinlupa.

O ver t he ye ars, t he s cho ol, then known as Muntinlupa Polytechnic College (MPC), grew in student population and in course offerings. In 2003, MPC upgraded itself into a university, duly recognized by the Commission on Higher Education, and was renamed Pamantasan ng Lungsod ng Muntinlupa (PLMun). In 2006, PLMun’s Board of Regents approved the PLMun Graduate Studies program.

In this y e a r ’s commencement, 52 graduates were conferred their Master of Arts Degrees in Education, Business Administration, and Security & Correctional Administration.

Among those present during the graduation rites were Dr. Elena E. Presnedi, OIC President; Dr. Remedios B. Cunanan, OIC Vice President for Academic Affairs; Engr. Bonifacio E. Part of my message to the graduates: The life ahead will be different from what you have

experienced during these last few years. The real world out there will be fraught with new and different challenges. The road ahead will not always be smooth. There will be speed bumps. There will be potholes. Some streets will be flooded. There will be heavy traffic. Occasionally, your MRTs will not work.

They are all part of the game of life.

A good measure of your future success is how well you cope and overcome these challenges.

There will be times when you will be down. When this happens, do not lose heart.

RCBC economist eyes possible add’l cuts in BSP rates, RRR

ADDITIONAL cuts on Bangko Sentral ng Pilipinas’ (BSP) key rates or banks’ reserve requirements cannot be discounted before 2019 ends in line with the Federal Reserve’s future decisions, as well as the domestic output.

The BSP’s policymaking Monetary Board (MB) on Thursday slashed by another 25 basis points the central bank’s key policy rates, which brought the total cuts this year to 75 basis points, while it cut by 100 basis points the banks’ reserve requirement ratio (RRR) on Friday, which will take effect on the first day of the first reserve week of November this year.

The latest RRR cut was on top of the 200 basis points reduction in universal and commercial banks (U/KBs) RRR from May to July this year, and the 100 basis points reduction on demand deposits and negotiable order of withdrawal (NOW) accounts of rural banks (RBs) and cooperative banks (coop banks).

It would bring down to 15 percent the U/KBs’ RRR; 5 percent for thrift

banks; and 3 percent for RBs. Rizal Commercial Banking Corp. (RCBC) chief economist Michael L. Ricafort, in a reply to an e-mail from the Philippine News Agency (PNA), said further cuts in either the BSP’s key rates or the RRR “cannot be completely ruled out, especially if the US Federal Reserve makes further cut/s in the key US short-term interest rates and/or local GDP growth data remain relatively soft (that would still require further easing of local monetary policy).”

The Fed has reduced its target rates by a total of 50 basis points to a range of 1.75 percent to 2 percent, at 25 basis points each in July and September.

Relatively, domestic growth, as measured by gross domestic product (GPD), averaged 5.5 percent in the first half of the year, below the government’s full-year target of 6 percent to 7 percent.

Ricafort explained that the cuts on both the BSP’s key rates and banks’ RRR are expected to boost domestic output.

Finance chief cites need to impose tariff on sugar imports

HE Philippine government’s quantitative restriction (QR) on sugar needs to be replaced by tariffs to make the industry competitive and make it grow at par with that of other members of the Association of Southeast Asian Nation (Asean).

In an economic bulletin, Department of Finance (DOF) Undersecretary Gil Beltran said reforms are needed to lift the domestic sugar industry.

“Quantitative

restrictions need to be replaced by tariffs and safeguard measures (for subsidized products) to allow for more transparent, competitive pricing and allow downstream industries to become more viable and grow as fast as their Asean counterparts,” he said.

Beltran said sugar has an effective protection rate (EPR) of 247.8 percent based on the wholesale prices to date.

This, he said, is the reason for its high domestic price, which

hinders the industry’s growth.

He noted that because of QR on sugar imports, the wholesale price of refined sugar rose by 235.8 percent in the last eight years to about PHP2,283 per 50-kilogram sack in 2018.

This is way expensive compared to the PHP842 for a 50-kg. sack of sugar in Thailand and the PHP430.22 per 50kg. sack based on the United Nation’s (UN) Food and Agricultural Organization (FAO) rates.

Beltran said imports restriction directly affects domestic prices beyond the 5 percent tariff protection provided for under the Asean Trade in Goods and Agreement (ATIGA).

“Many Asean countries like Thailand and Malaysia embarked on industrialization by modernizing agriculture and boosting food processing sector. This strategy did not work for the Philippines due to a high EPR rate of the basic food processing input,” he added. (PNA)

business transactions," said national treasurer Rosalia De Leon at the signing of memorandum of agreement among DTI, partners, Landbank and the Bureau of the Treasury on Friday.

The move, she said, is crucial as it reduces the risks related to cash transactions.

"For the longest time,

the government has not adapted with the e-payments. We have long relied with cash payments," said De Leon, adding that the government needs to keep abreast with financial technology to provide effective public service.

As such, the DTI has tapped e-payments service providers, PayMaya and GCash for the "BNRS Next

Gen" (Business Name Registration System Next Generation), an online platform where the public could register or renew business names, wherever they are. This can be accessed at https://bnrs.dti. gov.ph/.

Ratifying Kigali Amendment to aid PH's HFC phase-down

MANILA – The window of opportunity is getting smaller for the Philippines to phase down, with less difficulty, the nationwide importation and use of hydrofluorocarbons (HFCs), which are substances that have high global warming potential.

The nationwide HFC phase-down will already start in 2024 but the country would not be able to avail of international support for this undertaking without first

ratifying the Montreal Protocol on Substances that Deplete the Ozone Layer’s Kigali Amendment, noted Philippine Ozone Desk (POD) project evaluation and monitoring officer Onofre Escota.

POD was created under the Environmental Management Bureau (EMB) of the Department of Environment and Natural Resources to facilitate and coordinate projects and policies for the phase out of Ozone Depleting Substances (ODS).

“Under the protocol, there’s multilateral technical and funding assistance for the undertaking so our country might as well avail of this support since we must phase down HFCs,” he said.

Ratifying the Kigali Amendment will enable the country to access such support, he said.

The Montreal Protocol is an international environmental agreement on protecting Earth’s ozone layer from depletion by eliminating use of ozone-

depleting substances (ODS) like hydrochlorofluorocarbons (HCFCs) used in refrigeration and other applications.

The Kigali Amendment aims to help boost the global fight against climate change by requiring Montreal Protocol parties to gradually phase down production and use of HFCs. Experts said the phase-down is necessary as HFCs are nonODS alternatives to HCFCs but help warm Earth, contributing to climate change’s onslaught.

Escota said the Philippines

is a Montreal Protocol signatory so the country is already phasing out HCFCs. He added that being a Montreal Protocol signatory means the country still has the obligation to phase down HFCs even without ratifying the Kigali Amendment.

Resiliency fund needed for Manila Bay coastal areas M

ANILA – Experts crafting the sustainable development master plan for Manila Bay see the need to establish a resiliency fund for coastal local government units (LGUs) around this water body.

Such fund is for the LGUs' constituents occupying danger areas, noted University of the Philippines Los Baños professor, Dr. Rex Victor Cruz who is one of the experts working on the master plan.

“It’s for helping those exposed to flooding there opt to leave their places and live in safer areas instead,” he said.

He said there may be need for a law establishing the proposed resiliency fund if its budget will come from government.

“If it’s a grant, however, maybe there’ll be a different mechanism,” he said.

Establishing the fund is among proposed measures in the draft Manila Bay master plan he presented at a forum in Quezon City this week.

AT LEAST 30 young men and women, joined by several adults, held on Sunday here a sitdown protest against the operation of coalfired power plants in the province.

January 2017, an ash fall incident occurred, wherein the pollutants that allegedly came from the coal plant affected residents of Barangay Lamao here.

YBEAN spokesperson Jess Dizon said they were holding the sit-down strike as part of the observance of the weeklong Global Climate Strike from September 20–27.

they were holding the protest action was a coalfired power plant that has been adversely affecting the health of villagers.

Nandito kami para makita ng kapwa namin kabataan na taga-Bataan na may nangyayaring isyu dito na dapat naming aksiyunan (We are not here to create trouble nor start any unruly activity. We are here to show to our fellow youth in Bataan that there is an ongoing issue that we must take action about,” Dizon said.

She said that the young men and women who joined them came from various schools and villages affected by the coal power plant operation.

“Nananawagan kami sa kapwa namin kabataan na more than

job opportunities, trabaho o ano mang industrialization na mapoprovide ng kumpanyang ito, ang makita sana natin ang mas malalim na epekto nito sa kalusugan natin at kalusugan ng mga magiging anak natin (We are calling on our fellow youth, that more than job opportunities, works or whatever industrialization that this company can provide, we hope that they could see the deeper effect in our health and health of our future children),” the youth leader said.

It was attended by 120 Adult Leaders from the different public schools in the city including Bongbongon Elementary School. It was held at Colonia Hidden Valley Park in Youngsville, Igpit, Misamis Oriental last September 20-22, 2019.

Adult leaders underwent a thorough training on how to survive in terms of

difficult hours. They were taught different skills for survival. They were brought back into their basic life in the midst of technology. It opens the mind and heart of every scouters that every time they click and use their gadgets, they often forget the fundamental things around them.

The training served as an eye opener for them.

"We are talking to around 15 agencies, including local government units of Manila and Quezon City, regarding this," PayMaya chief executive officer Orlando Vea said.

The cable terminal stations serve as the landing points of the two 92-kilometer submarine cables that will carry around 450 megawatts (MW) of power from the Visayas and Mindanao, and vice versa.

Considered the biggest power infrastructure project in Philippine history, the project also requires the installation of 526 circuitkilometers of overhead transmission lines, highv o lt a g e d i re c t c u r re nt converter stations, and upgrades to substations in both regions.

Ms. Bugnosen said once the negotiations with local governments and landowners are complete, NGCP will proceed with the needed construction.

“In the meantime, we have worked with the providers and consultants to make sure that we make the deadline — that’s end -2020,” she said.

MVIP is one of the 29 NGCP projects that were certified as energy projects of national significance by the Department of Energy.

An executive order gives an EPNS faster issuance of regulatory and documentary requirements from local and national government agencies.

Crafting of the master plan for Manila Bay is under the auspices of National Economic and Development Authority (NEDA).

The plan aims to guide decision-makers in assessing and approving programs, activities and projects for

implementation in Manila Bay and adjacent areas with significant influence on this water body, NEDA noted.

Manila Bay catchment accounts for some 53% of Philippine domestic products and hosts about 25 million people, said NEDA. Given Ma ni la Bay catchment’s socio-economic importance and complex situation, however, NEDA said having a master plan is imperative in guiding development within this area.

Hazards like f looding and environmental problems like pollution are among the area’s problems.

According to Cruz, work is in progress on further refining the draft Manila Bay master plan.

“We’ll submit the draft plan’s final version to NEDA around March next year for its review,” he said.
