Agus rehab THE rehabilitation of the Agus-Pulangi hydroelectric complex could take place beyond 2025, the National Power Corp. (Napocor or NPC) told a House committee.

A Napocor engineer briefing the Committee on Energy, Rene B. Barruela, operations planning department manager wit Napocor’s Strategic Power Utilities Group, said studies on the proposed rehabilitation are scheduled or the fourth quarter of 2020, while the rehab itself “could go beyond 2025.”

Mindanao depends heavily on cheap power from AgusPulangi, whose facilities have deteriorated over time, leaving it well below its original rated capacity. Meanwhile, commercial power plants being built on Mindanao have been taking a greater share of power capacity, raising the prospect of higher rates on average.

New branches DAVAO City — BDO Network Bank, the rural bank of BDO Unibank Inc., is looking at doubling its branches and offices to 480 within the next four years as the bank intensifies its lending to micro, small and medium enterprises (MSME).

Jesus Antonio S. Itchon, president of BDO Network Bank, which used to be One Network Bank, Inc., said the bank also aims to hit 300 branches and offices by end of the year, but stopped short of providing details.

Mr. Itchon said the bank will continue to concentrate on expanding in its base Mindanao, even as it has started penetrating Luzon and the Visayas following the buyout made by BDO in July 2015.

A TEACHER MOM

There is no easy task. Every task comes in unique package and if you are lucky you can be a teacher and a mom. The level of passion, the greatness of love and the vast attention can all be both juggled by a teacher who Is also a mom.

Teachers burned the midnight candle in the preparation of IMs and DLLs while doing motherly duties

to a toddler or to a sick child... While hosting the Reading of Honors as adviser to a group of honorees, one’s honor child receives his certificate with no parent in sight. While the teacher mom tries her best to teach and does intervention so no child is left behind, her own child earns zero for every unanswered task.

The teacher plays a very complicated role and when she becomes a mother , this role may overlap; thus, one role is robbed off by the other. When a teacher focuses more of being a teacher than a mom, she may lose the affection of her children forever. When she concentrates to being a mom than a teacher, she might lose her job. The balancing of the two exquisites roles and functions is a herculean attempt. You may be an outstanding teacher but never an outstanding mom.

It is a matter of balance.

Knowing priorities and being in a dilemma when both roles require our time and our entire self and when we do offer such, we tend to lose ourselves.It is either we waive being a good teacher or postpone being a good mother. The balancing is a challenge but when the going gets tough, always trust where your heart desires.

Xavier Ateneo High School wins top-performing private school, overall 1st runner-up in DSPC ‘19

N ITS third year of joining schools press conferences, Xavier University High School hasn emerged as the top-performing private school and overall first runner-up in the Division Schools Press Conference held at Xavier University Grade School Macasandig and Pueblo campuses in Cagayan de Oro City on September 11-12.

Participated by more than 3,000 students from both private and public schools in the division, XUHS, through PAGASA, the official school publication of XUJHS, finished with 20 awards in the Individual Category and 4 awards in the Group Category.

Thirteen of the winners qualified for the regional level (RSPC) to be held in Gingoog City in October.

“Aside from the determination to win, it is equally important to remain focus to the goal by attending regularly to

training and maintain a presence of mind during the actual contest,” said Zle Yee, DSPC champ for Photojournalism – English category.

DSPC seeks to prepare young journos to regional and national levels while honing student-journalists with relevant journalistic skills, engendering social awareness, national building, and responsible journalism.

“Campus journalism is cognizant to our mission to ignite the passion for truth and justice," said Juanito R Oliveria II, PAGASA moderator and coach for DSPC Individual Category. "Giving our students the platform to be the voice of the truth is crucial in their roles of becoming future leaders of the nation.”

“Despite the limited time of preparation and practice [only 2 formal days], our

student-journalists still managed to conquer the limits by making it to the top spots of the competition,” said Maria Liesa L Millan, PAGASA co-moderator and coach.

This year, the journalism tilt was anchored on the theme "Fostering 21st Century Skills and Character-

based Education Through Campus Journalism."

“It is not easy to prepare students in big competitions like this but seeing how these young journalists prepare and perform amidst limitations is just fulfilling and inspiring at the same

time,” said Jade Alfie Sale, Xu Senior High School journalism coach.

The yearly conference is in pursuant to Republic Act (R A) 7079 or the Campus Journalism Act of 1991, and DepEd Memorandum No. 216, s. 2016.

Long and winding road Think a minute… After my teenage son learned to drive, he still did not learn the quickest, shortest route to where he wanted to go.

He often ended up turning a 10-minute drive into a 20-minute journey. Taking the long way home cost him a lot of wasted time and money for fuel. Yet often in life we take the long and winding road to get where we want to be. Life is short, yet we take so long to learn how to live it well. “Experience may be a good teacher, but it charges us a high price for the lessons we learn.”

Each day we face possibilities to make wrong turns, or to simply go around in circles with our daily routine, never actually making progress. “We live and learn, but some of us just live.”

So we die sometimes having never learned to really live the right, satisfying way. We take many twists and turns trying to find our way through this life of good and bad, right and wrong. We face a lot of choices, including false starts, detours, and dead ends.

Remember, “No one ever got lost on a straight road.”

Fly by night feng shui

Many a client engage Feng Shui as a second or even nth opinion in a desperation move Often they didn't get what they wished for. Why? Fake or fly by night Feng Shui or hso siao in Chinese!

Here are my findings in the field these charlatan "Feng Shui" do: 1. They have a 'feng shui' shop. This alone hints they are simply out to sell and get rid of their smuggled or fake inventory of socalled Feng Shui enhancers or remedies. Mostly imitations, these things don't work as promised.

2. They are in shiwy costumes just trying hard sell to ompress.

3. They have an office!

A real geomamcer holds office in the field, out on

ocular visits not tabletop consultation like a fortune teller or tarot reader. To see us to do it for real. A plan presented may not reveal a neighboring cemetery! Got it?

4. They put describe different lucky colors daily.

Thus is not Feng Shui at all but fraud just to titillate your gullibility or fancy!

5. They speak fast in a not understandable manner to fool you fast enough.

6. They recommend items that are costly even sell you a house and lit as they get commission or profit on the side.

7. They can hypnotize or drug you so never partake of their food and drink especially tea. For ladies, you can be molested or raped

with rape drugs!

8. They require you to stick bagua or yellow sticker if Chinese calligraphy that turn out to be not prayers for protection but incantations or curse to fail in love or career even marriage so that as problems add up, you keep going back to them for more.

9. They threaten you with sickness or death.

10. They wear a moustache or beard, beware even if she is a lady or quack ha ha!

11. They advertise hard sell.

12. They claim to be back if all trades say tarot, fortune teller aside from Feng Shui.

Why? Obviously to fool. Even false claims if being ceetified +for nothing). Or that this or that master's taught them.

Our freedom needs temperance The reason is simple. Freedom is such a tricky thing to handle. It can easily be abused and ruin us. If not handled properly, its comeuppance is much graver than whatever pleasure its so-called perks and privileges can give us.

So, caveat emptor!

That’s why St. Paul in his Letter to the Galatians issued this warning: “For you have been called to live in freedom, my brothers and sisters. But don’t use your freedom to satisfy your sinful nature.

Instead, use your freedom to serve one another in love.”

(5,13) We need to understand that freedom is a gift from God and is governed by God’s law. Freedom is not something we generate ourselves. It is something given by God and received by us. It cannot be exercised simply on our own designs. By definition, it has to be related to God, its source and law. It is something relational, not

something absolutely ours.

We have to be most wary of linking freedom with being absolutely ours, sadly a common phenomenon these days. That is not true freedom. That would be an abuse, a distortion of freedom. It would be a false freedom that sooner or later will lead us to some form of bondage.

We need to understand then that the proper exercise of freedom is not simply a matter of being free to choose anything. Yes, there is a free choice involved, but it has to be a choice that has to be related to God. Our choice that is inspired by true freedom is when such choice coincides also with God’s choice in a given situation.

But, alas, this is not easy to do for us. And that’s because of our wounded, sinful condition that often leads us to give priority to what we want rather than to what God wants. And

often, this anomaly springs from the urgings of our flesh that definitely needs to be disciplined and purified and directed to our proper ultimate end—God. This is where the virtue of temperance enters. It has as its purpose the integration of the bodily aspect of our nature with our spiritual dimension and supernatural goal. It aims to keep and nourish the integrity of our life that is often threatened by a variety of divisive factors and fragmenting conditions of our earthly life.

It’s actually a very positive virtue, though it obviously involves some restrictive and prohibiting elements.

Unfortunately, many of us get stuck with the latter negative side of it, while ignoring its very constructive character.

We need to be realistic about our life. We should not forget what Christ said once in this regard: “The spirit is willing but the flesh

THE need to introduce further improvements to the Philippines’ capital market has risen especially in recent years to help address the dovish interest rate outlook and slower global growth, among others.

Bangko Sentral ng Pilipinas (BSP) Assistant Governor Johnny Noe Ravalo, in a briefing on the release of the Financial Stability Report for the first half of 2018 until

2019 at the central bank Wednesday, said members of the Financial Stability Coordination Council (FSCC) has recommended three interventions to ensure financial stability in the domestic economy.

These measures are namely fewer but deeper benchmark tenors, indexed bonds, and tenor-based pricing.

Revelo said these proposed interventions are very timely because interest rates are falling and so it financing.

HE Asian Development Bank (ADB) has slightly reduced its economic growth forecast for the Philippines for the next two years amid a slowdown in the global economy and domestic investment, even as the country remains one of Asia’s best performers.

In an update of its flagship annual economic publication, Asian Development Outlook (ADO) 2019, the Manilabased multilateral bank revised its forecast for Philippine gross domestic product (GDP) growth to

6 percent in 2019 and 6.2 percent in 2020, against its previous forecast of 6.4 percent for both years.

In a press conference on Wednesday, ADB Country Director for the Philippines Kelly Bird attributed the downward revision to slowdown in global economy and in domestic investment in first half of the year caused mainly by the 2019 budget impasse.

A Clean, Green and Plastic-free School Community

Floods due to typhoons have destroyed properties and even caused the loss of lives. Climate change has always been the outcry of these unfortunate events.

But we little did we know that it was aggravated by even worse- the undisposed garbage or rubbish thrown anywhere.

True to the hash tag # second home, the schools took the responsibility to teach students about loving the environment by panting it green. Activities such as Clean-Up Drive, Tree Planting and even Schoolwide Search for the Most Clean and Green Classroom were implemented to restore

the clean environment of schools. Despite rigorous efforts, the problem on garbage still exists. With t he city-wide banning of plastics, was reduced.

The school too adopted the “No Plastic” policy in the campus. The school administrators, students, parents, canteen operators,

and tenants cooperated with the school principal and city mayor’s advocacy of a clean and green community.

With concerted efforts to reduce plastics, most of the schools now become not only child-friendly institution but it fully transformed into haven of peace as well.

Dominguez eyes possible solutions to IRA allocation hikes FINANCE Secretary Carlos Dominguez said on Wednesday the High Court’s ruling increasing local governments’ internal revenue allotment (IRA) is projected to increase the share of government’s budget gap on domestic output.

“That’s going to create a fiscal problem, which in our estimates, without doing anything,

would drive up our deficit from 3.2 percent to 4.1 percent (of gross domestic product). That is not acceptable,” he told senators in a hearing.

The following are the criteria for this: beautification, greening and school safety.

For beautification, all buildings throughout the school campus must be well painted with the prescribed school ID and DepEd logo printed on the roof and can be seen both above and on the ground. Flowering plants, trees and shrubs must be well trimmed, aesthetically arranged and pleasing to the eyes.

There must be a perimeter fence surrounding the school premises. There

must be an MRF facility in the school. The bulletin boards must be updated and visible to all stakeholders (faculty, students, parents, community members, etc.)

There must be a learners kiosk and pathways all over the school. In the classroom itself, the walls must be clean and well painted and the rooms themselves must be well structured and organized. Peace. It is a condition where an individual enjoy friendly relations with ot he rs , u nt roubl e d by disputes. It is also a state where man is free from noise, worries, troubles, fears, war and fights. A familiar word, but remains a strange condition. The people, the nations and the whole world are all, but wanting and longing for peace.

We n e e d p e a c h . It becomes an ultimate goal way back from the days of yore to the contemporary

world of today. The longing and the search have been wearisome for we’ve been waiting for something not doomed to come. Early people tried to achieve peace but then more wars, worse than even are born.

War of tribe against tribe, city against city dynasty against dynasty, kingdom against kingdom, empire against empire, nation against nation until the first world war roared the earth and seconded by the more devastating World War II. Even though peace keeping

organizations have at least managed to prevent war, still we failed to achieve peace in the very sense of the word. War continues killing thousands in a single strike. Now the chance for becomes smaller every day. There will come a day when it becomes a dream far from reality.

We need peace ver y much, but it’s nowhere to be found. But how can we achieve world peace when there’s no peace within us? We are at war with ourselves, daily battling

between good and evil.

What we are tr ying to curtail is the literal war but little did we know that it rooted from the war within ourselves. To solve the war may not be the starting point, rather let us first learn to discipline and tame ourselves so we can lessen the war that hurdles us. The seed peace must be planted within and let it grow in us.

If we cannot stop our own war, then there’s no way out for peace to truly exist.

Jonathan also recounted how his father, the late Andrew L. Gotianun, Sr., whose passion and vision to help Mindanao after a long neglect, drove him to build FDC Misamis.

In sum, he stressed that it was really his father’s ultimate dream to put an end to the recurring brownouts that once plagued the island of Mindanao for quite so long.

Hence, FDC Misamis was constructed.

FDC Misamis is a subsidiary of FDC Utilities, Inc. (FDCUI), the power arm of the Gotianunled Filinvest Development Corporation (FDC).

It operates a 405-MW Circulating Fluidized Bed Coal Thermal Plant located in Villanueva town, the biggest coal fired power plant in Northern Mindanao, so far. (Advertorial)

The cable terminal stations serve as the landing points of the two 92-kilometer submarine cables that will carry around 450 megawatts (MW) of power from the Visayas and Mindanao, and vice versa.

Considered the biggest power infrastructure project in Philippine history, the project also requires the installation of 526 circuit-kilometers of overhead transmission lines, high-voltage direct current converter stations, and upgrades to substations in both regions.

Ms. Bugnosen said once the negotiations with local governments and landowners are complete, NGCP will proceed with the needed construction.

“In the meantime, we have worked with the providers and consultants to make sure that we make the deadline — that’s end -2020,” she said.

MVIP is one of the 29 NGCP projects that were certified as energy projects of national significance by the Department of Energy. An executive order gives an EPNS faster issuance of regulatory and documentary requirements from local and national government agencies.

“What we’d like to do going forward is polish whatever we have right now so that a lot more of the SMEs (small and medium enterprise) can go to the capital market instead

of just going to the banking industry,” he said.

The BSP executive explained that while there is nothing wrong from borrowing from banks, these financial institutions also get part of their funds from deposits, which account holders can withdraw anytime they want.

But he said declaring the resulting fiscal gap as "unmanageable" is not expected to negatively impact on the country’s investment grade credit rating.
