Briefly Tenure of employment THE Department of Labor and Employment (DOLE) region 10 has shifted its focus from labor standards and healthy and safe workplace to upholding the security of tenure and employment status of workers based on the mandate of President Rodrigo Duterte to end contractualization.

Based on Department Order 18-A, series of 2011, registration of new applicants as contractors or subcontractors is suspended.

However, all certificates of registration of contractors/ subcontractors issued prior to the order shall be respected, unless otherwise revoked through the exercise of the enforcement and adjudicatory powers of the Secretary of Labor and Employment or his duly authorized representative.

Atheneus A. Vasallo, Director II of DOLE region 10 said during a regional consultation on contracting and sub-contracting agreements with stakeholders on 20 September 2016 in Cagayan de Oro City that there are 540 establishments in Northern Mindanao who are contracting and sub-contracting.

Fishing rights PRESIDENT Rodrigo Duterte said Thursday he will visit China within the year to ask them to return to the Philippines its fishing rights in the disputed West Philippine Sea (WPS). ”One of the things that I would demand if I go to mainland China is give us back our fishing rights,” Duterte said in his speech during the inauguration of the Filinvest Development Corp. DAVAO City -- Euro Towers International Inc. is going full tilt with the construction of a P1-billion, 37-storey condominium, which is expected to be Davao City’s tallest building when it is completed by early 2018.

“Our commitment is we are able to complete it in April 2018,” Roy L. Estanislao, director of the company’s construction and development group, said during the opening of the company’s showroom for its Vivaldi Residences on Tuesday.

Mr.Estanislao said Euro Towers -- also the developer of the Vivaldi Residences in Quezon City -- is making extra effort on ensuring the building’s stability with a pile foundation of 59 meters into the ground, which is equivalent to the height of

Labor dept strengthens funded livelihood projects in Bukidnon

MALAYBALAY City -- A team from the Bureau of Workers with Special Concerns of the Department of Labor and Employment (BWSCDOLE), Manila visited three DOLE Regional Office No. X (DOLE-X) funded projects in Bukidnon on 22-23 August 2016 in its continuing efforts to further strengthen budding entrepreneurial undertakings of funded livelihood projects.

The activity is part of the Bureau’s yearly monitoring and d o c u me nt at i on of livelihood projects in areas covered by DOLE regional offices nationwide.

This year, the BWSC-

DOLE focused its monitoring activities on projects implemented on previous years, specifically on CY 2010, which are still operational and are threading toward project sustainability.

DOLE-10 Bukidnon Head Raul L. Valmores reported that the team was composed of Grace Salazar, Arianne Bucar, and Cho Sumpang from the BWSC’s Program Management and Technical Support Services Division (PMTSSD).

“The team monitored and documented the Meat Processing Project of the Kiburiao Women Socio-

Economic Development Organization (KWSDO) located at Barangay Kiburiao, Quezon and Canteen Services and Rice Trading Projects of DAVCO-Laborers Union in San Nicolas, Don Carlos, this province,” Valmores accounted.

The said projects were chosen for documentation based on the criteria that they have the potentials to become successful projectsbased on increase in income, production, productivity, and employment generation.

Ma. Liza P. Lacubtan, narrated how their group was able to transform from

a mere informal sector group with no clear vision and goals to a now promising womenworkers organization engaged in an income-generating, entrepreneurial activities.

Lacubtan recalled the bleak future they were facing before they finally used their idle time to hone their skills for productive self-help activities. In CY 2010, a livelihood assistance in the amount of P425,000, under the former DOLE-Integrated Livelihood Program, and now DILEEP was acquired by the group which greatly increased production volume and meet the demands of their products from growing customers and patrons.

Presently, the women organization generates a net income of more or less P8,000 per month from their meat processing operations and in effect providing employment

to their members who are hired as workers involved in the production process.

New bridge opens in Lanao Del Sur LANAO del Sur -- The newly constructed bridge along the Marawi-Masiu national road opened this week, provincial governor Soraya Alonto Adiong said Tuesday.

Adiong said that the 37.2 linear meter bridge costs PHP32 million, taken from the provincial government’s

general appropriation fund last year.

I live my mission of dialogue and peace through the Silsilah Dialogue Movement for med by Christians and Muslims.

T hr u t he ye ars , I have developed friendships with many, giving special attention to the Muslims.

I am a priest without a parish but with a lot of challenge that I am ready to face because I believe that it is still possible to build friendships with the Muslims and together build a harmonious society starting from the spir itu a l it y t hat u n ite s human beings as part of the same family created

by God. When I started the Silsilah Dialogue Movement in Zamboanga City with other Christian and Muslim friends, my dream was to share with others that we are called to become “bridges” among people living and promoting a spiritual “chain” and “link” (this is the meaning of Silsilah) to remind all that “dialogue starts from God and brings people back to God”. This vision has been expressed in many ways: living with the poor, for m i ng s tu d e nt s an d

leaders, building bridges of solidarity and working for the protection of creation guided by the four pillars of dialogue that for us are: Dialogue with God, with the Self, with Others and with Creation.

To those who ask me what we have done in so many years considering that the conflict is still visible, I often answer: “ We continue to be a sign of hope in spite of the difficulties. “ and often I add: “We are doing our part that for us is a mission and I see, here and there, s i g n s of h op e . T h an k s a l s o t o o u r p r e s e n c e”.

For this reason we always say that our dialogue is more than a “strategy”, is a sustainable dialogue based on the spirituality of life-in-dialogue as an expression of love. Thus, for us, dialogue is not only a means but a goal itself.

In Zamboanga City, the place where I normally live, we usually say that violence is done by “bad elements.”

This is an expression that sometimes covers many things, including the violence claimed by those who identify themselves as “Muslims” but they do not give a good service to Islam.

For t h i s re a s on , t o d ay many Muslim f riends come to me and express their frustration about the situation. When I ask them

what their religious leaders do to face these situations they often say : “Father, they also are afraid!”

Sometimes I ask: “Afraid of what and of whom?”

That often becomes the starting point for a long conversation that only among trusted friends can happen. It was a time when the expression “holy war” was used to justify “jihad” with violence encouraged by their understanding of their religious “obligations.”

That expression still remains, no matter how it is used or misused, but maybe today we can also talk of “Holy fear,” that can be applied in many situations, but I put here as an attitude that I find often in some leaders , including “good Muslim leaders” who know many things but they are afraid to tell and act. They know who is behind acts and plans of “radical violence” but they are afraid to say in public. For the grass roots people maybe we can say that they often live in a stage of “holy ignorance”.

They do not know proper religious guidelines and normally they trust and rely on their leaders who often do not say all they know or they could share because of fear, calculation or vested interest.

As a Christian and a priest who has been in

Violence has been part of the history of humanity since the beginning, starting from Cain who killed his brother Abel, but we cannot accept this situation any more.

T he f utu re p e a c e i n Mindanao and other parts of the world needs people who move with courage and mercy, and I hope that you too join us in this mission to build together one big human family where we respect and love each other as brothers and sisters.

Why don’t our bright boys get it?

Create Your Own Luck Think a minute.Do you know some people who just have all the luck? They seem to get all the breaks.

And you ask yourself: “Why don’t I get lucky? Why don’t I get a great education? A great job or business? A nice house? A wonderful wife or husband?” But the real reason most people are successful or lucky is that they’ve learned how to put themselves in a place so they can be lucky. They’ve learned how to, in a way, create their own luck!

I’m not talking about dishonest or illegal ways. I’m talking about hard, honest work. But successful people don’t just work hard, they also work smart. They keep improving and making the most of their assets and abilities. Yet they also learn to ask for help in things they themselves are not that good at doing. As the famous Olympic athlete, Eric Liddle, said: “You can’t put in what God left out.”

So we not only must make the most of our own special abilities, we must also learn our limits and weaknesses.

A man recently got his lucky big break-a promotion in a large company. Everyone said, “That guy’s so lucky!”

He always made the extra effort to do his very best.

He kept working hard when others slacked off.

We have to work hard and do what it takes to be in the way of luck and success when it comes. Otherwise, we’ll miss it because we weren’t ready. You never know when the right opportunity will come your way, and when the right, important person is watching your excellent attitude and work. That’s when you’ll get your lucky hurst/PAGE 9

It’s a question whose answer I really do not know. I guess one has to plumb deep into the hearts of the people concerned to get a glimpse of the reason.

I’m referring to why, in spite of all the explanations on the subject given by the Church magisterium, even highly placed priestprofessors in seminaries and other ecclesiastical centers of learning do not understand the true nature and role of conscience in our life.

It would be very easy to brand them as in corrigible modernists and relativists whose congenital defect is their over powering selfconfidence that they hold the ultimate key to the answers of our faith’s mysteries and moral questions. But that, I’m afraid, would still be off the mark.

By the way, they seem to be quite a number of them dangerously lodged in these formation centers, giving rise to fears that the training of our future priests and other religious men and women could be seriously compromised.

In many published papers and commentaries, posted even in the Internet, they affirm that conscience is our ultimate arbiter to know what is right and wrong in our actions.

They can go so far as to admit that we can consider and ma ke inputs f rom

other sources, even from the Church teaching, but in the end, it’s our conscience that makes our actions moral or immoral.

They understand conscience not only as the ultimate judge of the moral quality of our actions. It is also an independent and supreme judge who makes its judgments alone and no authority can question it.

That’s how they understand the freedom of conscience.

In this set-up, it would seem that even God has to defer to the judgment of one’s conscience. As to the Church authority over it, one better has to forget it. In their mind, our conscience is supreme and infallible.

Thus, they tend to flaunt the reasoning that in spite of how wrong their action is if judged according to Churchtaught moral principles, they still would feel it was right, if it’s their conscience that said so. No question can be asked, period. You have reached the end of the line!

This is really strange, because ever since I became aware of t he existence of conscience, I always understood it as a judgment I make about the morality of my actions according to a law that is not mine. It’s a law written in my heart, definitely not by me, but by someone else.

Later, I was convinced that this law must have come

from my creator, God. I understood conscience as a judgment I make always with God, no matter how poorly I perceive him. It can never be a judgment arrived at by my lonesome self.

Eve r y t h i ng tel ls me I do not and cannot live alone, by myself, though I can foolishly think that I am alone, which sadly happens from time to time.

Objectively, and irrespective of whether we are aware of it or not, we are always into some relationship. That’s how I understand my life or anybody’s life to be.

Thus, I was happy to learn years later on that the Catechism, for example, upholds this childhood insight of mine just as it is the insight of many others.

Some relevant points could be the following: • 1776 – “Deep within his conscience man discovers a law which he has not laid upon himself but which he must obey. Its voice... sounds in his heart at the right moment...For man has in his heart a law inscribed

by God.” • 1779 – “Return to your conscience, question it...

Turn inward, brethren, and in everything you do, see God as your witness.”

These will improve our most important, basic and pattern-forming relationship with God and our skill to apply his law to our actions.

We have to do everything to insure that we always pursue this ideal.

We have to be war y with our tendency to just intellectualize our understanding of conscience, which can give us impressive but not life-transforming lights, since it is detached from the true and ultimate Light.

Puregold to continue aggressive expansion outside Metro Manila PUREGOLD Price Club, Inc. will continue opening 25 new stores annually for the next five years, as it still sees areas outside Metro Manila that are “ripe” for a big supermarket, its officials said on Tuesday.

“We’re spreading out the store openings because there are plenty of opportunities,” Puregold President Ferdinand Vincent P. Co told reporters on the sidelines of the company’s third annual food business convention to highlight a marketing program called “Kaindustriya.”

The supermarket operator is expanding outside Metro Manila and opened its second store in Cotabato City last week, Mr. Co said.

It has now eight stores in Mindanao -- one each in the cities of Tagum, Iligan, Digos and Cagayan de Oro, the provinces of Bukidnon and Butuan, and two in Cotabato City.

For now, he said Puregold is on the lookout for a location where it can open a bigger store in Davao City, as an answer to logistical problems. Having an “anchor” or “flagship” store in the city is seen to help the retailer avoid delays during typhoons, and an expansion of Puregold’s reach in smaller stores on the southern island, he added.

Antonio E. de los Santos, Puregold vice-president and head of operations, described

the store expansion as “still very aggressive.” The supermarket chain is opening two new stores in different locations in Tacloban City.

Mr. de los Santos pointed to the opening of a second store in Cotabato City as proof that business is good in the area, where Puregold is the first big retailer.

The company was also looking at having a presence in other locations in Mindanao, including Pagadian, Dipolog and Ozamis.

In Metro Manila, it opened a branch in Navotas two weeks ago, and is building one in Malabon. Puregold, which opened its first store in 1998 in Mandaluyong City, still has no presence in Pateros.

“So even in NCR (National Capital Region), we have not yet completed all the cities and municipalities. So there are still opportunities for expansion,” Mr. de los Santos said.

“We will be opening a lot more in South Luzon and North Luzon,” he said, adding that 12 to 15 stores are set to open before the year ends.

Filinvest Land set to launch 2 MRB condos in Davao City

AVAO City -- The Filinvest Land, Inc. (FLI) is set to launch its two new Medium Rise Building (MRB) projects in Davao City before the end of the year, allocating a huge part of its development b u d g e t for M i n d a n a o expansion.

The real property developer has acquired a two-hectare site in Matina area and another 1.7-hectare site near the City Hall. It also acquired a 17-hectare site in Catalunan Grande for its economic housing project.

FLI Senior Vice President and Cluster Head for Visayas and Mindanao, Tristan Las Marias said the economic housing projects will cater to the market segment that can afford units from PHP1.5 million. The project will also be launched late this year.

Las Marias said, “With the government’s renewed focus towards Mindanao, we exp ect the demand for affordable housing to grow as new industries and investments arrive in Southern Mindanao (Region XI) and SOCCSKSARGEN

(Region XII) areas.”

“We would like FLI to be at the forefront to address this growing demand for affordable housing especially in Davao City and Koronadal City,” he explained.

He said FLI is set to invest an additional PHP5 billion in the next three years in Mindanao as it expands its Futura Homes economic housing, its Spatial MediumRise Building portfolio with new projects in South Cotabato and Davao City.

This is on top of the PHP4.7 billion-worth of

ongoing land development including the One Oasis project in Cagayan de Oro, thus granting Filinvest a 17 project-strong foothold spread over seven towns and cities.

Aside from Davao City, Filinvest has recently acquired 7.5-hectare site in Koronadal City, South Cotabato.

Globe expands network, to build over 500 LTE700 sites GLOBE Telecom goes full throttle in expanding its network to boost its Internet service so the Philippines can achieve first world online connectivity.

As the telco deploys Long Term Evolution (LTE) 700 in more sites, the services will improve further, promised Globe President and CEO Ernest L. Cu. The company is now deploying LTE services using the 700 megahertz (MHz) frequency and expects to have around 250 LTE 700 sites by the end of this month.

By year-end 2016, the

telco plans to activate more than 500 LTE 700 sites across the country, Cu announced.

“We are fast tracking a multi-pronged network infrastructure and capacity expansion to provide better Internet experience,” he explained.

Majority of the company’s LTE 700 sites will cover major business districts and highly-urbanized and populated areas in the country, including Metro Manila, Metro Cebu and Metro Davao.

Globe also began rolling out a capacity expansion program for its corporate data network to address bandwidth requirement for enterprise clients using data solutions to improve business efficiency, enhance productivity and boost competitiveness,.

Specifically, Globe will deploy fiber optic technology to upgrade its corporate sites.

For 2016 alone, the telco is upgrading least 61 sites, with 455 sites scheduled for next year.

As part of its initiative to create a national internet superhighway, Globe recently deployed fiber broadband technolog y in Binondo, Manila.

Overall, Globe plans to deploy fiber optics in 20,000 barangays by 2020 to provide ultra-fast Internet access to around 2 million homes nationwide.

S&P unlikely to upgrade PH credit ratings

E BT- w atc h e r St a n d a r d a n d Po o r ’s ( S & P ) said yesterday that the Philippines is unlikely to secure higher credit ratings in the next two years amid uncertainties surrounding the stability, p r e d i c t a b i l i t y, a n d accountability of the Duterte administration.

The S&P Global Ratings, one of three major international credit rating agencies, noted that the Philippine government’s stability and predictability in policymaking h a v e “d i m i n i s h e d s ome w hat” following President Rodrigo R. Duterte’s controversial pronouncements.

F i n an c e S e c re t ar y Carlos G. Dominguez I I I d e s c r i b e d S & P ’s decision to maintain the credit rating and stable outlook as favorable news, but argued against the opinion that predictability of policymaking in the Philippines has “somewhat

diminished.”

Dominguez explained t h e a d m i n i s t r at i o n’s economic pronouncements have b e en cle ar and consistent from the very beginning.

“The Duterte administration is loud and clear in its message.

We want to achieve a kind of economic growth that is not only robust and sustainable but one that actually lifts significantly more Filipinos out of poverty,” Dominguez said.

“If one is able to see through the noise c r e at e d b y n e g at i v e headlines, he may have better and comprehensive understanding of the exciting, positive changes that are ahead of the Philippines,” he added.

Meantime, BSP Governor Amando M. Tetangco Jr. also gave a statement on the latest rating decision by S&P. “The Philippines’ ability to keep its credit rating well within the investment

grade scale, which has transcended change in political leadership, is a testament that the country’s economic gains have been built from deeply rooted structural and sound policy reforms over the years,” Tetangco said.

“Through continued conduct of sound monetary policy and prudent bank supervision, as well as efficient management of the country’s external accounts, the BSP will help make sure these economic gains are further enhanced moving forward,” the BSP Governor added.

While the S&P affirmed the country’s investment grade status with stable outlook, the debt-watcher took note of the numerous instances of extrajudicial killings since Duterte came to power that could eventually affect sovereign ratings.

“We believe this could undermine respect for the rule of law and human

rights, through the direct challenges it presents to the legitimacy of the judiciary, media, and other democratic institutions,” S&P said.

“When combined w it h t h e Pre s i d e nt’s policy pronouncements elsewhere on foreign policy and national security, we believe that the stability and predictability of p olic y ma k ing has diminished somewhat,” the rating agency added.

With rising political uncertainties while the country remains a lowmiddle income economy, S&P said “a higher rating is unlikely over our twoyear ratings horizon.”

“We may lower the ratings if, under the new administration, the reform agenda stalls or if there is a reversal of the recent gains in the Philippines’ fiscal or external positions,” S&P said in a statement.

But despite the current uncertainties under the new government, S&P said that

DTI10 opens 15th, 16th Negosyo Centers CAGAYAN DE ORO CITY -- In its continuous efforts in carrying its mandate of enabling the Micro, Small and Medium Entreprises (MSMEs) in Northern Mindanao, the Department of Trade and Industry – Region 10 launched two more Negosyo Centers in Lanao del Norte on 16 September 2016.

Located in the municipalities of Kapatagan and Lala, the launching of these Negosyo Centers marked the 15th and 16th in the region, and 289th and

290th in the country, respectively, since the implementation of Republic Act 10644 otherwise known as the “Go Negosyo Act” in 2014, authored by Senator Paolo Benigno “Bam” Aquino.

Both launchings were attended by a representative from the office of Sen. Bam Aquino, Luke Buniel, DTI Region 10 Director Linda O. Boniao, DTI Lanao del Norte Provincial Director Ruel B. Paclipan, a representative from the office of Congressman Abdullah Dimaporo, and

lawyer Donato Calica.

The launchings were hosted by the local government units (LGUs) where they are located, strengthening the partnership between DTI and the LGUs in ensuring the ease of doing business in the cities and municipalities in Region 10.

Being one of the mentor of these group of pupil, I was hardly impart them since I don’t have any background regarding their needs. I was able to give them diagnostic test on their first day to assess their level of learning since they had different level of difficulty. Some are responsive while others want to play and enjoy the whole duration. They need to have reward after their activities for them to be more participative and

To prove that her son is known as ROMIL MANSUETO NASARA, she attached to the records her son’s PASSPORT No. EB9925098, Police Clearance Data Card, Company ID, PAG-IBIG No. 0001 0050442. She comes to Court to seek remedy for the correction of entries aforementioned with the sole intention to straighten the records of birth of her son so as to avoid confusion and future inconvenience. She filed the instant petition in good faith and is not intended to conceal the commission of a crime and/or defeat the investigation and prosecution of the same.

capacity of 405-megawatt (MW). It is owned and operated by FDC Power Corporation, a subsidiary of FDC Utilities, Inc., the power arm of the Gotianumled Filinvest Development Corporation (FDC).

The plant is also the first to be inaugurated by Duterte since he assumed office last June 30.

Envisioned to end the recurring power crisis that has plagued the region for decades, the power plant has three generating turbines with a maximum capacity of 135-MW each. All of which are now onstream and synchronized to the Mindanao grid.

Since the start of synchronization, the power plant’s commissioning power has greatly contributed to the stability of the Mindanao grid.

Long term contractual commitments have been secured for more than 85% of the project’s net capacity with various distribution utilities and large industrial customers covering 205 municipalities and barangays in Mindanao.

“We want to help this administration by providing power at the most affordable cost and in the most reliable way with technology that protects the environment,” according to FDC’s President and CEO Josephine Gotianun Yap. Joining President Duterte during the inaugural switching on of the plant yesterday were Mindanao De velopment S ecretar y Datu AbulKhayr D. Alonto, Misamis Oriental Governor YevgenyEmano, the province’s 2nd District Representative JuliethUy and other local officials.

Duterte, in his speech, however, did not dwell to much about the circulating fluidized bed-coal thermal power plant, but lambasted the United States again on the extra-judicial killings in the country.

The power plant is a multibillion peso investment by FDC Misamis that will use the latest in clean coal technology: the circulating fluidized bed boiler technology.

Considered as the cleanest process to burning coal, the technology removes more than 95% of sulfur emissions.

It creates negligible nitrogen oxide levels while generating useful by-products such as calcium sulfate for cement production.

“Aside from being the biggest investment of the Filinvest group, it is the realization of the dream of our founder, Andrew Gotianun, Sr. to help in empowering Mindanao,” stressed Gotianun Yap. During the program, the power plant was dedicated to the late founder of the Filinvest Group of Companies.

Department of Tourism 10 Celebrates National Tourism Week 2016

ith the theme : “Tourism for All-Promoting Universal Accessibility”, the Department of Tourism X under active leadership of Tourism Czar Regional Director-Catalino ‘Butch’ E. Chan III celebrates the National Tourism Week Celebration 2016 at SM City Cagayan de Oro to commence at 3:00 o’clock today.

The National Week Tourism Week 2016 is a fitting celebration as the Department of Tourism highlights the importance of accessibility to the destinations and community’s participation to the various tourism endeavors of the stakeholders and to the tourism industry as well. The event will be attended and participated in by various academic partners, tourism stakeholders and tourism

related establishments that carry various products and services relative to the industry.

This year’s celebration, it is their mandate to promote and showcase emerging destinations as they will feature the beautiful Mr. Malindang Range of the Province of Misamis Occidental, the bounty of the Municipality of Lala and its beautiful tourist destinations, Seven Seas, Camigiun Tourism Association, the Gardens

Malasag Eco-Tourism Village and the emerging tourist destination of the Municipality of Manolo Fortich-Bukidnon.

Grand Opening Day –September 23, 2016 will be participated in by the travel club of Liceo de Cagayan University with

beautiful and mesmerizing numbers prepared by the Department of Tourism X. On the second day – September 24, 2016-Cagayan de Oro College (COC) Phinma Educational Network will showcase their best tourism presentation to impress the audience, the domestic and local tourists attending and watching the event. On the last day-September 25, 2016, the travel club of Vineyard and International Polytechnic College will present the school’s tourism activities of their club.

Business Week Mindanao and

Mindanao Daily News as co-presenter of the prestigious annual celebration will showcase the different features of tourist destinations and festivals of the Region in collage and paintings by realist artist Tenny Torres of Mindanao. Business Week and Mindanao Daily have been a mediapartner of the Department of Tourism X for the last seven (7) years covering all the tourism events of the Region. Year 2014, a prestigious tourism title and accolade was given to Director Chan as the Tourism Czar of Region X as he brought Northern Mindanao to

the international Tourism Scene to London, to the BIMP EAGA growth area of which he was Chair of Promotion the famous annual Pasundayag to different parts of country and other parts of world.

On the last day of the Celebration – September 25, 2016 is the Finale which is the Search for DOT X Singing Ambassador 2016. This is the most awaited annual search wherein home grown talents from the different provinces, cities and municipalities will be discovered and be singing ambassadors of the Region to the National Tourism Industry.
