Investment scam DAVAO City – The Davao Extension Office of the Securities and Exchange Commission (SEC) has issued an advisory against five companies soliciting investments from the public within its area of responsibility and promising high returns.

SEC-Davao said one of these companies is engaged in the unauthorized selling of bitcoins.

SEC-Davao, which covers Davao Region, Soccsksargen and Maguindanao province in the Bangsamoro Autonomous Region in Muslim Mindanao, has cautioned investors not to engage with World of Survey (WOS), Mining City, Hoton Retail and Services Incorporated (Hoton), Achievers Golden Marketing and Consulting and Raging Business Consultancy Services.

Oil exploration THE Department of Energy (DOE) has opened the bids submitted by parties interested to explore untapped energy resources in the West Philippine Sea under the Philippine Conventional Energy Contracting Program (PCECP).

During the opening of bids Monday, DOE said the bidders for the four nominated areas under the PCECP have passed the agency’s requirements.

DOE evaluated the bidders for their work program and technical, financial, and legal qualifications.

HE 7,500 metric tons of industrial garbage that were dumped in the Misamis Oriental town of Tagoloan have all been shipped back to its place of origin in South Korea after two years, a Customs official said, calling it a "victory for Filipinos".

In a statement Friday, John Simon, Bureau of CustomsRegion 10 (BOC-10) district collector, said the shipment of the last batch of garbage on September 15 was a way of sending a message to other countries that the Philippines is not a dumping site of their wastes.

Simon also called on other countries to comply with the International Agreement on the Control of Transboundary

SAP digital payment distribution in Davao nears completion DAVAO City – About 77% or 292,106 second tranche and waitlisted beneficiaries of the Social Amelioration Program (SAP) in Davao Region have already received their emergency subsidy as of September 11 through our partner payment centers.

The Department of Social Welfare and Development (DSWD) has earlier forged a memorandum

with financial ser vice providers (FSP) to facilitate the distribution of the subsidy through electronic disbursement.

“This figure was reported to us by Starpay who is our sole financial ser vice provider in Davao Region. Through the help of our payment centers, we expect to finish the distribution before the end of

September,” Regional Director Raquel E. Nuñez said.

To date, 407,607 family beneficiaries in Davao Region were endorsed to Starpay as qualified beneficiaries for SAP. Of this number, 99.63% or 406,082 have already been informed of their beneficiar y reference numbers (BRN).

“We continue to receive grievances especially those that

were now excluded in the certified list or have not received any message from Starpay.

These beneficiaries are encouraged to approach the assigned DSWD staff in their respective barangays for clarification on their concerns,” Director Nuñez added.

The SAP beneficiaries include the second tranche beneficiaries in Davao City, waitlisted beneficiaries in Davao Region, and Public Utility Vehicle (PUV) Drivers endorsed by the Land Transportation Franchising and Regulator y Board (LTFRB). (PR)

Davao City to widen reach of gov’t service in new system THE DAVAO City government has rolled out its Intelligent Community-based Monitoring System (ICBMS) – a new digital data collection system aimed at widening the reach of the city government services to its constituents and response in times of disaster.

The ICBMS is a data collection application for the household level through geo-tagging to capture the actual location of a certain household, especially during disasters.

City Planning and Development Office incharge Ivan Cortez said that the ICBMS provides

with a more accurate and timely data for an effective response during calamities. The system is helpful to the City Disaster Risk Reduction and Management Office (CDRRMO) and the City Social Welfare and Development Office (CSWDO).

Cortez said that in a fire incident, for example, affected residents are gathered in an evacuation center or temporary shelter where CSWDO responds to extend assistance.

“We do not have any information except the data from the purok which are usually not accurate or up to date so we have a difficulty in identifying those residents who are truly affected and those who are not included. With the survey, we will know who the beneficiaries are,” he said during Thursday’s broadcast of the city-owned Davao City Disaster Radio.

Light commercial vehicle sales went down to 2,851 units last month from 3,317 units this segment sold in July.

Passenger sales increased to 1,865 units and commercial vehicles sold 37 units in August.

Aboitiz Power leaps as PH’s top power generator

ABOITIZ Power Corporation is now ahead of the race, having cemented itself as the top power generator in the country with total national installed capacity of 4,973.435 megawatts, according to a report by the Department of Energy.

The Aboitiz firm eclipsed SMC Global Power Corporation of the San Miguel group, which for years had been in the top post. San Miguel’s national installed capacity was a little behind at 4,856 megawatts as of April this year.

Aboitiz Power itself had exceeded its own target of 4,000MW for year 2020, an investment goal that its chairman of the board Erramon I. Aboitiz had

cast for years when he was chief executive of the firm.

“In the national grid, the Aboitiz Power Corporation gains the largest market share in totality, holding 21.3-percent of the 23,409.7MW national installed capacity, followed by San Miguel Power Corporation with 20.7-percent,” the DOE report stated.

In the third rank is First Gen Corporation with 3,567.87MW of installed capacity, followed by state-run Power Sector Assets and Liabilities Management Corporation (PSALM) with a portfolio of 2,462.882MW; and the next one is AC Energy of the Ayala group with 1,235.11MW.

The rest of the country’s power generating facilities logged aggregate capacity of 6,314.357MW, according to the energy department report.

“No power generation entity has exceeded the installed generating capacity and market share limitation of 25-percent for the national grid,” the report emphasized.

In terms of market share, the DOE indicated that Aboitiz Power and San Miguel were neck and neck, as reckoned from the country’s aggregate power capacity installations. And no one is actually sleeping on the competition track as both companies are still aggressively working on their expansion projects.

First Gen posted 15% market share; PSALM has 11-percent in the

pie; AC Energy cornered a considerably modest 5.0-percent share; while the balance of 27-percent had been held by the other industry players.

In the biggest power grid of Luzon, San Miguel still reigns as the leading power producer with 4,556MW capacity and that gives it a market share of 28-percent in the grid; while Aboitiz Power is second with 3,401.65MW or an equivalent 21-percent share.

First Gen’s capacity in Luzon is at 2,518MW; while PSALM has 1,615.782MW. The other major players in the grid have been: Consunjiled DMCI Group with 950MW; AC Energy with 557.2MW; and Quezon Power Philippines Ltd. ABOITIZ/PAGE 10

It is easy to get caught up both with “the thrill of victory” and “the agony of defeat.”

This is especially true when the world’s greatest athletes, who have worked so hard their entire lives, lose by only a fraction of a second!

Even with all their years of daily discipline and training, they still must finish well!

“Almost” winning does not count. No one is remembered and rewarded for what they “almost” did.

In t he 2008 B eijing Olympics, both the U.S. men’s and women’s 400 meter relay teams learned this the hard way. They ran well for most of the race, but then just near the end they dropped the baton. One of them, Tyson Gay, who was the 2007 world champion in both the 200 and 100 meter dashes, left the Olympics empty-handed with not even a single medal.

Five Hundred Years Without Love

This is the title of the new book written by bestselling author Alex Lacson, and which was officially launched last August 31, 2020 during National Heroes Day. It is a gripping novel that takes a comprehensive and holistic view of the country's present-day social cancer, 133 years after Dr. Jose Rizal wrote his "Noli Me Tangere” in 1887. Through the life of Anton Hinirang, a young lawyer born to a poor family, and the struggles and misery of the members of Anton’s family, the writer painstakingly tries to expose the various root causes of our country’s social malaise at present, which result in the continuing massive poverty, powerlessness, and misery among the majority of the Filipino people.

The book is also about the story of the Filipino in the last 500 years. It is about why we are what we are today. Why the Filipino is who and what

he is today, in the eyes of his children, and in the eyes of the world. There is so much history of the Filipino in the novel.

The book is about love in its core, particularly love for the least and last. It is about how we can build a country with love, brethrenhood, and the common good as its foundations. It is about how we can make the Philippines a better country, and make the Filipino great and respected in the global community.

The book zeroes in on the social cancer afflicting our people - greed, lust for power, abuse of power and position, immorality.

What I find uplifting in Lacson’s masterpiece is that the book not merely exposes the problems or the social ills of our nation. It also offers a possible cure or solution. In a very fitting metaphor, Anton helps Miriam, his long-lost childhood sweetheart, to overcome cancer through

a combination of change of environment, diet, lifestyle but most of all through his loving care and an abiding faith in God. In the final chapter, Anton writes an essay "A Dream Philippines". It is a vision of a developed, prosperous, and more humane nation which can be achieved if we can implement a package of reforms, mostly economic.

These reforms are based on the successful policies and programs of 12 countries that could serve as model countries for the Philippines.

Like Miriam, we too can conquer our cancer.

A Filipino of Faith I first came to know about Lacson from the late Philippine Star founder and columnist Max Soliven in 2005. According to Soliven, his new car broke down in the middle of Ayala Avenue in heavy Christmas season traffic. Soliven became frantic because he had to catch up

Cathay to forgo subsidy, clears way for firings Cathay Pacific and Cathay Dragon said on Friday that t he y won't b e applying for the second round of the government's subsidy scheme, which will pave the way for the two major airlines in Hong Kong to reduce staff.

Speaking to Andy Wong , Cathay's general manager for corporate affairs late this afternoon he pointed out t h at t h e op e r at i ng environment remains extremely challenging and it's inevitable that it will need to "right-size" the carriers to address the reduced travel market.

The firms who are given the subsidy will have to guarantee there is no reduction of headcount.

Piety and mental health Because of the pandemic, there is growing concern about the mental health of the people.

It seems the mental cases are surging. Many people are getting depressed, gripped in some inescapable worries and anxieties and hardly able to cope with their difficulties, trials and challenges. Their thoughts and reactions are generally negative and dark. There are even signs of discouragement and despair.

It’s good that many people, of course, have sought medical and psychological attention.

And some authorities have organized classes, seminars and conferences about selfcare and mental fitness to address this issue.

These are very understandable reactions to our current condition.

But I believe we should not forget one basic element in all these concerns. And that is that developing a genuine life of piety can greatly help in handling these challenges.

Let’s remember that in the end, we are body and soul. There is something material and biological in us, as well as something spiritual.

And if we take our Christian faith seriously, we also know that we are meant to have a supernatural life with God even now, while we are still here in this world.

Though the relationship between the body and the soul, the natural and the supernatural is wrapped in mystery, we also know that what happens in the body is somehow caused by our spiritual soul as well as affects it.

It’s also vice-versa. How our spiritual soul is affects our body. If the spiritual soul is healthy, as expressed in our thoughts and desires, then the body would also be healthy, unless there are some underlying organic disorders.

We would have peace and joy inside us, and our outlook would be positive and bright.

Again, if we take our

Christian faith seriously, we know that it is actually our spiritual soul that gives life to our body. Of course, our soul has to be properly animated by the true spirit, which is the Spirit of God. Regarding this point, Christ said: “The Spirit gives life. The flesh counts for nothing…”

(Jn 6,63) This is where the value of piety comes in, playing a crucial role in keeping us healthy mentally, emotionally, psychologically and even physically. Piety is our relationship with God. It is nourished by God’s gifts of faith, hope and charity to which we have to correspond knowingly, freely and lovingly.

We have to realize more deeply our need to have a genuine life of piety to be truly healthy, first in the spirit and then in the body. We have to spread this Good News widely. It hardly involves money or some material things. What only is needed

For this, we really have to learn to pray, to refer everything to God whom we have to regard as our Father who never fails us.

Our belief and love for him should be such that we trust him for everything, even in those things that humanly speaking cannot anymore have human solutions.

PH current account deficit seen to end 2020 in surplus T HE Philippines’ current account (CA) is now projected to likely end 2020 in surplus after posting deficits in recent years, boosted by the lower trade deficit.

As of end-June this year, the country’s current account (CA) is in a surplus amounting to PHP4.4 billion, a turn-around from yearago’s USD2.5-billion deficit.

It is projected to post a deficit that accounts for about 0.5 percent of gross domestic product (GDP) this year.

Last year, the country’s CA posted a deficit of USD464 million, lower than the USD8.77 billion deficit the previous year because of the lower trade gap and account for 0.1 percent of the country annual output.

In a virtual briefing for the second quarter 2020 balance of payment (BOP) position, Bangko Sentral ng Pilipinas (BSP) Deputy Governor Francis Dakila Jr. said an improvement in the country’s imports and exports figures may “translate to a swing in current account deficit to a current account surplus.”

Philippine Statistics Authority (PSA) data show that the trade gap last April posted its highest-so-far this year at 88.2 percent but this has improved to 49.8 percent last July.

Exports last July contracted by 9.6 percent year-on-year while imports posted a higher contraction of 24.4 percent.

Last April, exports posted a negative annual growth of 49.9 percent and imports with a higher level of -65.3 percent.

Based on monetary officials’ assessment earlier this year the exports of goods are projected to contract by 4 percent this 2020 and imports of goods is projected to post a -5.5-percent print.

Dakila said that based on the latest assumption of the inter-agency Development Budget Coordination Committee (DBCC), exports are seen to contract by 16 percent this year and imports by 18 percent.

He said revisions on these two, along with those of the other components of the balance of payment (BOP) position, which refers to its total transactions with the rest of the world, is "imminent".

The latest BOP assumption of the central bank for this year is a USD6 million surplus, which is equivalent to about 0.2 percent of gross domestic product (GDP).

As of end-June this year, the country’s BOP amounted to USD4.1 billion surplus, lower than the USD4.8 billion surplus the same period last year.

Aside from the improvement in the exports and imports figures, Dakila said the recovery of remittances is also a plus factor.

Cash inflows from Overseas Filipino Workers (OFWs) registered a -4.7 percent annual print last March, -16.2 percent last April,

and -19.3 percent last May as more Filipino workers overseas lost their jobs.

However, remittances posted strong growth of 7.7 percent and 7.8 percent last June and July, respectively.

Year-to-date growth of cash remittance inflows, however, stood at -2.4 percent, less than half of the central bank’s 5-percent contraction forecast for 2020 vis-à-vis the impact of the pandemic.

Dakila said remittance growth last June and July “validates our earlier analysis that there is a large altruistic component to overseas Filipino remittance flows where overseas Filipinos tend to remit more to their families for basic sustenance and other immediate needs in times of crisis.”

“It would be good if for the whole year we’re going to see a contraction by less than what we have projected but still there are developments that we have to look at, including large repatriation of workers,” he said.

Citing Department of Foreign Affairs figures, Dakila said about 174,039 OFWs have been repatriated because of the pandemic, and 36 percent of whom are sea-based while the larger number is accounted for by land-based workers.

The Department of Labor and Employment also projects that if the pandemic worsens until the end of the year about 200,000 more OFWs may be repatriated. (PNA)

Landbank okays P350-M loan for 5 private schools FIVE private schools around the country have received a total of P350 million worth of loan from the Land Bank of the Philippines (Landbank) to allow them to extend a “study now, pay later” program.

In a reply to questions from the Philippine News Agency, the stateowned bank said seven loan applications are in the pipeline, while seven school-borrowers are completing documentary requirements for the Access to Academic Development to Empower the Masses towards Endless Opportunities (ACADEME) loan program.

The 14 schools have yet to submit the loan requirements, while 34 others have indicated intentions to avail of the lending program.

Landbank has allocated P3 billion for the ACADEME lending program in a bid to provide funding for private junior and senior high schools that are accredited by the Department of Education (DepEd), the Commission on Higher Education (CHED), and the Technical Education and Skills Development Authority

(TESDA).

Under the program, private education institutions may apply for the lending program by submitting the promissory notes of their students, or their parents for rediscounting or refinancing.

The schools may borrow up to 70 percent of the amount of the promissory notes on a per semester basis, although this still depends on the maximum amount based on the school’s net borrowing capacity.

The loan program, which is available until June 30, 2021, has a fixed 3-percent annual interest rate payable on the maturity of the subpromissory notes, but this should not exceed three years.

Earlier, Landbank president and chief executive officer (CEO) Cecilia Borromeo said under this program, students will be given a zero-percent interest loan but its term will depend on the agreement between the school and the student or their parents.

She said they have adopted a 3-3-3 feature for this lending program,

referring to the PHP3billion allocation, 3-percent fixed interest rate per annum, and three-year maximum maturity for sub-promissory notes that the schools will submit to Landbank.

Borromeo said the lending program was launched in the first week of May “because we know that there will be people who will have difficulty financing their kids’ education.”

Most schools in the country normally start the school year in June but some do it in September.

For this school year, however, the Department of Education (DepEd) postponed the school opening to August, then to October, to give teachers and schools additional time to prepare for the blended learning of students which is being adopted to address the impact of the pandemic.

Some schools, on the other hand, have pushed through with starting classes last August.

Meanwhile, another education-related lending program that is in the pipeline is the Interim Students’ Loan for Tuitions towards Upliftment of Education for the

Development of the Youth (I-STUDY).

Landbank has allocated P1.5 billion for this program that will be implemented for the school year 2021-2022.

Parents or guardians of students may borrow up to P150,000 per student, which is equivalent to one school year or two semesters, but not more than P300,000 per eligible borrower.

This loan program has a fixed annual interest rate of 5 percent for shortterm loans, or for those borrowing for pre-school, primary, and secondary students’ education, and is payable within one year.

Loans that will be utilized for tertiary education will have a maximum term of three years.

Landbank said it continues to promote this loan program “to provide financial assistance to parents, guardians, or benefactors to send their children to school, as well as assist private schools and downstream industries to sustain and continue their operations.”

Teachers are said to be the second parents of our school children. Yes! in school, every learner is nurtured and shape to become functionally literate citizen who can somehow contribute meaningfully to building the nation.

With the utmost desire of the UNESCO with partnership of UNICEF to mark progress and reflect on ways to counter the remaining challenges for the promotion of the teaching profession, World Teachers’ Day has become an occasion.

It should be known that since 1994, UNESCO celebrates World Teachers’ Day every October 5 of the year to commemorate the anniversary of the signing of the 1966 International L abour Organization/ UNESCO Recommendation concerning the Status of Teachers and the adoption in 1997 of the UNESCO Recommendation concerning the Status of Higher-Education Teaching Personnel.

UNESCO, for World Teachers’ Day 2020 has kept “Teachers: Leading in Crisis, Reimagining the Future” theme to celebrate and recognize teachers across the globe. The organization has dedicated this day to the teaching profession worldwide, take stock of achievements, and draw attention to the voices of teachers, who are at the heart of efforts to attain the global education target of leaving no one behind.

In addition, the unusual event brought by the global health crisis k now n as C OV I D - 1 9 pandemic already constrained education systems in various new ways resulting in a revision of how learning instructions

be delivered. While the topic of leadership has been somewhat neglected amongst the multitude of issues facing the teaching profession in the push towards achieving the Sustainable Development Goal 4 and Education 2030 agenda, the issue of teacher leadership in relation to crisis responses is not just timely, but critical in terms of the contributions teachers have recently made to provide remote learning, support vulnerable populations, re-open schools, and ensure that learning gaps in the c urric ulum are b eing mitigated. The chosen theme also considers the role of teachers in building resilience and shaping the future of education and the teaching profession.

As the global community celebrates World Teachers’ Day 2020, stakeholders and development partners should reflect on the global health crisis to examine the future of the profession and taking on board not just emergency preparedness but also the role for teacher leadership in relationship to the changing education system including inclusive s o c i e t i e s , sust ai nabl e development, global citizenship education and more generally in achieving Sustainable Development Goal 4 ensuring inclusive and equitable quality education and promote lifelong opportunities for all.

In this validation process, working teams will get

feedback on the developed alternative RPMS tools for SY 2020-2021. Moreover, online feedback submission will provide the BHROD and RCTQ team a researchbased and/or practice-based input to further improve the adjustments made in the RPMS-PPST and at the same time to capture and solicit the insights of selected raters and ratees on the RPMS modification.

This activity is an online work-from-home task of validating the draft RPMS-PPST tools and supplemental document using an online validation tool. On the other hand, in response to the global health crisis brought by COVID-19 pandemic, DepEd offers multiple learning delivery modalities through the Basic Education-Learning C ontinuity Plan (BELCP) to ensure access to quality education amid the quarantine measures. The learning delivery modality to be implemented by the teachers will also be considered in assessing teachers’ performance.

the celebration, simple tokens of gratitude was given to teachers by various DepEd partners during the month-long celebration such as discounted rates to numerous services.

“As we honor and express gratitude to all Filipino teachers, let us also heed and address their concerns such as their vulnerability to contract coronavirus when delivering modules to students; coverage of expenses in the printing and distribution of learning mo dules; and lack of internet access, equipment, and other provisions for remote teaching,” she said.

Furthermore, Attorney de Guia added that our teachers are making great s a c r i f i c e s t o prov i d e blended learning in order to reach all students especially the marginalized ones. To prepare for the opening of classes, many teachers have also demonstrated re s ou rc e f u l ne ss am i d challenges in order to mitigate gaps.

Lawyer Julito Sarmiento, chief executive officer and founder of Climate Change Adaptation Resettlement Earth (CARE) Commune, said in a vir tual press conference on Thursday that the filing of the writ serves as the last resort for the Rodriguez family.

The writ is a legal remedy that provides protection for the people’s constitutional right to a healthy environment.

Sarmiento said the family has been negotiating with the Department of Public Works and Highways (DPWH) and Hong-Kong-based consultant Ove Arup, to convince them to reconsider the chosen landing site, from August 2019 when they came to know about, instead of immediately going to court.

He said Ove Arup chose Paradise Island Park and Beach Resort and Costa Ma r i n a B e a c h R e s o r t ,

both owned by the family, as the landing site of the 3 . 9 8 - k i l om e t e r br i d ge , threatening marine life in the reef.

“They are themselves asking for the delay of the bridge and no matter how difficult it is for the family that there will be a delay because a Writ of Kalikasan will certainly delay it, then, the family will have no choice, despite strong reservation, if there is no other option, the last resort of the family is to file a Writ of Kalikasan. That would delay the construction of the bridge, which the family, of course, does not want to happen,” he said.

Sarmiento added the family has been asking the government to move the land portion of the bridge project to Bridgeport, the old shipyard in B ab a k District, which the Japan International Cooperation Agency identified as the “best site” in its feasibility study conducted in 2016.

YOU can indeed personalize education without the use of tech. But technology can help you leverage personalization way more efficiently than non-tech strategies. In this brief article, I want to point out and discuss some of the roles that tech plays in the personalization of education for students.

Technology can provide an efficient way to create, share, and track student objectives and outcomes as well as connect them back to performance on learning outcomes. Without the use of edtech, a school would need a team of data analysts to achieve the same results, making the process way less efficient. With the meager

budgets that today’s school districts receive, hiring a team of data analysts to crunch numbers would be cost-prohibitive.

Te c h n o l o g y a l l ow s students to work independently while teachers are working 1-1 and in small group teaching sessions; technology can support students working on different tasks at different times where a teacher can only be one place at a time. For example, a lot of schools use apps powered by artificial intelligence to not only tutor students who need extra help but also provide enrichment activities for students who quickly master the week’s objectives.

He estimated that the reef within half-kilometer radius from the location of the landing site would be destroyed, a destruction which cannot be avoided even if the engineers would put a sediment trap to contain the spread of plumes.

“As we all know, Pakiputan Strait is really a ‘high velocity’ current. You would expect a wider distribution of those plumes, if not mitigated properly. And, you know, sedimentation or the sediments and corals don’t match together because corals will be smothered and covered by the sediments.

So, that particular area in between, expect those coral reefs to be, conservatively half a kilometer, affected,” he added.

The high current in the strait would carr y light sediments across the Davao Gulf, he said.

“But knowing the current system in Pakiputan is quite fast, it means it can carry these light sediments to much wider areas. If they really follow the silt curtain and everything that also would help. But in terms of directly hit, whether you put a curtain or not, there is half a kilometer that would be affected. For those scuba divers take a picture, that might be your last but but we’re not hoping for that.

Experts conducted a marine science study to compare the marine ecosystem on Paradise Reef with El those in Paril Beach Property and Bridgeport.

Bridgeport, identified by a feasibility study of JICA as the “best site” for the construction of the main bridge and the approach viaduct on Samal Island, was the least biologically productive area of the three areas covered by the study conducted by Sotto’s team.
