PAMANA projects to transform MILF camp to peace, dev’t zone

I

LIGAN City – About 52 kilometers or a one hour and thirty minute drive from this bustling northern Mindanao city is the town of Munai, Lanao del Norte, where the Moro Islamic Liberation Front’s (MILF) Camp Bilal proudly stands.

The camp was considered as one of the major strongholds of the MILF, which became the site of fierce gun battles during the all-out-war in 2000 between the revolutionary organization and government forces.

For several months, the deafening sound of mortar fire and air strikes reverberated across the hinterland municipality, as residents fled their homes and sought refuge in evacuation centers

scattered across the province.

From battleground to show window of peace But after the signing of the Comprehensive Peace Agreement (CAB) between the government and the MILF, the camp has started to undergo an amazing transformation and has ushered a new chapter in the people’s history.

The peace deal paved the way for the entry of development interventions in the area. Among them is the government’s PAyapa at MAsaganang PamayaNAn (PAMANA), which carries out communitydriven projects in remote, conflict-ridden areas across the country.

On Wednesday, the Office of the Presidential Adviser on the Peace Process (OPAPP) and the

provincial and municipal governments of Lanao del Sur and Lanao del Norte signed Memorandums of Agreement to implement PAMANA projects worth PHP85 million.

The signing was held at the 2nd Mechanized Infantry Brigade.

The PAMANA projects aim to support the Normalization Program under the CAB, and are part of the government’s commitment to help spur economic activity in Camp Bilal and its neighboring areas.

“Matagal na po namin itong hinihintay. Ang gusto ng Presidente natin ay kapayapaan, ibalik ang kapayapaan dito sa Mindanao, at ‘yan din ang isinusulong namin, kapayapaan (We have been waiting for this for a long time. The President wants peace, bring back peace in Mindanao, and that’s what we’re doing, peace),” said Member of Parliament Abdullah “Commander Bravo” Macapaar.

“Nagpapasalamat ako kay Allah dahil nandito na ngayon ang signing na mag-implement ng mga development projects dito sa Lanao del Sur at Lanao del Norte (I thanked Allah because of the signing to implement the developments here in Lanao del Sur and Lanao del Norte).”

Camps Transformation is a major component of the Annex on Normalization under the CAB, the historic peace agreement forged between the Government of the Philippines and the MILF in 2014.

PAMANA in the Bangsamoro The PAMANA Program is among the national government’s key interventions that are designed to implement community-driven development projects in remote, conflict-stricken areas throughout the country.

Diciano said through the PAMANA projects, agricultural production in the area is projected to rise, and consequently, boost socio-economic activity in Camp Bilal and other nearby communities.

Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) Interim Chief Minister and MILF Chairman Ahod Balawag Ebrahim, assured the Bangsamoro people that the BARMM government’s initiatives will focus on bringing sustainable peace and development in the region.

“Although very challenging ang nangyari sa atin dito sa BARMM, rest assured na for the remaining days and times na naiwan sa atin, we will do our best para matulungan ang Bangsamoro sa BARMM pati na rin ang outside sa BARMM (Although what happened here in BARMM are very challenging,

rest assured that for the remaining days and times, we will do our best to help Bangsamoro even those outside BARMM),” said Ebrahim, who attended the event via video teleconference.

Presidential Peace Adviser and National Policy Against Covid-19 chief implementer Carlito Galvez Jr. said implementing projects for the Bangsamoro Region remains a priority of the national government despite the challenges caused by the pandemic.

“Ang [sinabi] ng mahal nating Presidente, kahit may Covid tayo kailangan tuloy tuloy pa rin ang PAMANA natin. Mahal na mahal niya ang Bangsamoro at hindi hinding niya kayo pababayaan (Our beloved President said, even we have Covid-19, we need to continue the PAMANA. The COVID-19 has resulted in schools shut all across the world. Globally, over 1.2 billion children are out of the classroom. As a result, education has changed dramatically with the distinctive rise of distant learning as a call of “new normal” in education whereby teaching is undertaken remotely and on digital platforms. Research suggests that online learning has been shown to increase retention of information, and take less time meaning the changes coronavirus have caused might be here to stay.

While countries are at different points in their COVID-19 infection rates worldwide there are currently more than 1.2 billion children in 186 countries With this sudden shift away from the classroom in many parts of the globe, some are wondering whether the adoption of online learning will continue to persist post-pandemic and how such a shift would impact the worldwide education market.

Some believe that the unplanned and

rapid move to online learning with no training, insufficient bandwidth, and little preparation will result in a poor user experience that is unconducive to sustained growth. There are others also believe that a new hybrid model of education will emerge, with significant benefits. Clearly, shifting to digital form of educational platform will pose a significant challenge in the education arena.

Nevertheless, the effectiveness of online learning varies among age groups.

The general consensus on children especially younger ones is that a structured environment is required because kids are more easily distracted. To get the full benefit of online learning, there is a need to be a concerted effort to provide this structure and go beyond replicating a physical class/lecture through video capabilities instead using a range of collaboration tools and engagement methods that promote inclusion, personalization and intelligence.

Fight by the rules Think a minute… 28 June, 1997 was the date of the famous Bite Fight between world heavyweight boxing champion Evander Holyfield and Mike Tyson. During the fight, Tyson completely lost control of his anger and actually bit off part of Holyfield’s ear! Tyson lost his license to box and paid a $3 million penalty for not fighting by the rules.

Our marriage should be a harmonious duet, not a destructive duel in which we shoot hurtful, damaging words at each other. We must learn how to disagree and argue in a fair, constructive way that brings better understanding and closeness.

Whenever you and your spouse disagree and have conflict, here are six helpful guidelines to follow.

The first one is timing.

If either of you is too angry to talk about the problem, then wait for a time when you both can calmly discuss the issue. Take time out, don’t take it out on each

The second guideline is to allow each other the freedom to say, “I’m angry” or “I’m hurt.” From time to time we all need to express how we are really feeling inside.

Remember, our feelings are not right or wrong, but real!

Number 3, know why you are angry. Sometimes the thing that triggered your anger was only a small thing, but behind it is the real problem. And that is the one you need to understand and talk about.

process. It allowed sectors in the society which were perceived to be not represented in congress and of course, the many shades of ideological persuasions that pretends to represents the urban poor, the peasants and human rights activists to name a few.

Not a few of these are rightists, centrists, and leftists which we now know as the legal fronts of the CPP-NPA-NDF. The sublime irony of the decriminalization of Communism is that while the “legal fronts” are allowed to participate in the political processes it has maintained its armed militia, the NPA, to continue with its armed struggle assaulting government forces, harassing civilians, exacting s o-called re volutionar y taxes on construction firms and agricultural enterprises in remote communities.

They have not ceased from

recruiting members from the vulnerable groups in the hinterlands to beef up their armed revolutionaries and ideologues in university campuses. Not a few campus activists had vehemently denied their ties with the Reds only to end up later dead or wounded in armed encounters with the Armed Forces of the Philippines.

Celibacy an innate or acquired taste CHASTITY, especially when lived in celibacy, can be difficult. Some people have regarded it as an impossible virtue, especially these days when the world is so soaked with all sorts of impure elements. Wherever you turn, they say, even in a crowd and especially when alone, temptations against this virtue attack with savagery.

It’s an understandable view to take. After all, to live this virtue well, we have to contend with hideous nemeses. First of all, would be our own weakened flesh, then the many temptations in the world that have penetrated even in cyberspace, then the devil himself.

But then again, we need to pause and realize that there is God who loves us, gives

us the grace that we need and will always forgive us no matter how many times we fall. We should just move on and do whatever we can to be faithful to this commitment to chastity through apostolic celibacy that is usually assumed by priests and religious men and women.

We cannot deny that each one lives this virtue in a very unique way. Chastity, of course, is for all, whether married or single. It is the virtue that properly integrates the body to our spiritual soul, putting our human sexuality into the very dynamic of true love that can only come from God. But celibacy is for some who can take it. Remember Christ saying, “There are

eunuchs who were born that way; others were made that way by men; and still others live like eunuchs for the sake of the kingdom of heaven.

The one who can accept this should accept it.” (Mt 19,11) These words of Christ should tell us that celibacy is, of course, first of all a gift from God that is received by us in different ways. One can have it like it’s something of an innate taste to him.

Another can have it by developing an acquired taste for it. Whatever, the virtue will always be an interplay between God’s grace and our effort to correspond to that grace.

It is in this regard that we have to realize more deeply that chastity, especially when lived celibacy, will always

Ignorance is more expensive than education There are many proverbs to describe the challenges faced by family businesses in building wealth and leaving a lasting legacy. The Chinese say “wealth never survives three generations,” while the Italians say “from the stables to the stars and back to the stables.” Their languages may vary, but the behavior offers a lot of parallelism. On a positive note, there is also a Chinese proverb stating that one has to govern his family as you would cook a small fish – very gently.

And the saying highlights one thing...the need for leaders to focus on "people and intellectual assets." We refer to these assets as talent within the family that can help preserve wealth and promote stewardship.

One good example that leaders must do is to eliminate next generation entitlement like not spoiling children who will be future successors of the business. The key is to teach them the value of money

and encourage them to study hard and prepare themselves for future leadership roles.

The first generation founds the company and has the drive and the dedication to move it forward. The second generation rides that wave.

The third generation wants to do their own thing. They’ve seen Broadway; they’ve had all the advantages.”

“Each generation imagines itself to be more intelligent than the one that went before it, and wiser than the one that

comes after it.” This classic quote by George Orwell can apply in family businesses as well as life. But traditional family businesses make the mistake of focusing on a single family unit and neglect a very crucial transition to a multi-generational and extended family phase. What would happen if your family prepared a plan for the next four or five generations?

Should it be better if you think way beyond your generation?

A couple of years ago, I initiated a plan for a family business based in Singapore where the patriarch at 72 specifically requested that I help the family craft a family plan spanning 30 years! The year after, a colleague based in Hong Kong requested me to collaborate with him in preparing a family growth plan covering 50 years! I admire remarkable leaders that think beyond their lifetimes!

AllHome reports sales growth amid pandemic ALLHOME Corporation saw growth in sales in home appliances and essential items amid the pandemic, as consumers resumed home improvement projects and select businesses started reopening.

In a statement, AllHome vice chairman Camille Villar said the company’s wide range of products contributed significantly to sales growth despite the imposition of a modified enhanced community quarantine (MECQ) and general community quarantine (GCQ) in most of its areas of operation.

“During the second quarter of this year, appliances contributed 40 percent of our sales, generated by our tactical pop-up stores placed near All Day Supermarkets. We recognized and capitalized on our AllValue retail ecosystem, of which AllHome is an integral part,” she said.

The company said as consumers are spending more time at home due to the pandemic, their respective incomes were diverted from travel and non-essential entertainment to renovations and passion

“This time presented opportunities to continue and start DIY (do it yourself ) home improvement projects, while others bought new kitchen appliances to further culinary hobbies and refrigerator and freezers to assist their business ventures,” it said.

Online biz registration soars in Zambo City: DTI Z AMBOANGA City-The Department of Trade and Industry (DTI) has recorded an increase in the registration of online businesses here amid the coronavirus disease 2019 (Covid-19) pandemic.

DTI provincial director Grace Aduca said Wednesday that 605 online businesses have already registered since January this year, compared to the 155

during the same period last year.

Aduca said most of the online businesses were registered in March following the imposition of community quarantine due to the Covid-19, including those engaged in selling plants, food items, clothes, and other household items.

“Most of the registered online businesses are on food,” she noted, adding that online business have

flourished, as customers avoid crowded places and the hassle of long queues as well as the risk of Covid-19 infection.

Aduca said most of the online sellers either let their clients pick up the goods at a designated area or deliver them to the buyers.

Online businesses can register with DTI by visiting its offices or online through the agency’s website, www.

dti.gov.ph, she said, adding that payment for registration are as follows: barangay level, PHP230; city level, PHP530; regional, PHP1,030; and national, PHP2,030.

The DTI official also encouraged those engaged in online business to register with the agency to avail of related government programs and assistance.

Vista Land bullish on residential, leasing businesses VISTA Land & Lifescapes, Inc., one of the country’s leading integrated property developers and the largest homebuilder, remains optimistic on its residential and leasing businesses despite the pandemic, as it aims to roll out more projects this year.

In a statement, Vista Land chairman Manuel Villar Jr. said the coronavirus pandemic has impacted the company’s performance for the first half of 2020 and they still expect the rest of the year to be challenging.

The company has only launched two residential projects with a value of about PHP2 billion during the first half of the year but is looking at launching more especially if the upward trend in sales will continue.

Education is a continuous process and it never ends. When one is travelling anywhere, he can be educated on the culture and practices that the people in the community is practicing.

When one aims for his health, he shall be provided with proper diet that he must follow. When one aims to finish his studies and be hired, he must be trained for the job fitted for him. Thus, education continues whether formally, i n for m a l ly, an d n on formally. The examples cited earlier means that as people lives, education is always there, it continues.

The Covid-19 pandemic provides a bigger challenge in the education sector.

For this, DepEd finds ways to continue the formal education for learners. It considers various learning modalities just to reach and serve the learners’ right for education, such as the conduct of online classes

and modular learning modality.

Te a c h e r s , p a r e nt s , and other stakeholders are also doing their task as par tners of DepEd for learners’ education.

The collaboration and cooperation among internal and external stakeholders are measured during this crisis. Their oneness and unity to reach the goal that is to provide quality education for learners are tested and proven.

For instance, in module reproduction, external stakeholders provide b ond p ap e rs , i n k for printers, photocopiers/ printers when the budget is not enough for schools (especially if there are more transferees/late enrollees who are not included during the budgeting process), teachers print modules to attain 1:1 ratio per learning area and provide weekly individual plan for learners as parents’/ guardians’ guide, while parents/guardians act as facilitators of learning since the new trend in modular learning modality is home-based. In addition, teachers are making themselves available for possible consultations/ clarifications of parents through phone calls/texts.

With the moving of classes to October 5, 2020, the preparation for the modules is running smoothly and te achers have t ime to print modules. However, where do children with exceptionalities fit?

This in mind, the Division of Cagayan de Oro under the Department of Education, initiated the making of the Learning Activity Package (LAP), a modular delivery instructional material for Learner’s with Special Needs (LSens). Ms. Joanna Ruby L. Presente, SPED Monitoring Principal of City Central

School proposed the said Learning Activity Package for learners with special needs and presented this to the SPED Supervisor, Dr. Jean S. Macasero and was later approved by the Schools Divisions Superintendent, Cherry M. Limbaco.

This is an adaptive module that can cater the different exceptionalities and disabilities from the Special Education Program. The Learning Activity Package (LAP) is categorized into two levels: Graded and NonGraded Level. The packages are created and modified by

distinguished teachers from elementary and secondary levels here in Cagayan de Oro. They aim to provide the most essential topics in every subject of what the student needs during the time of pandemic. The learning activity package consists of the Most Essential Learning Competencies (MELCs), Lessons for the 1st Quarter and Time Allotment for each lesson. The package also consists of Implementation G u i d e s a n d Te a c h i n g Strategies simplified for iparents to make the assisting of their child easier. Each

lesson has key concept notes, illustrative examples on how the lesson can be presented or demonstrated, a guided practice activity and an assessment/ evaluation activity.

“As of now, we are in the process of validating and evaluating the packages created before the mass production”, declared Ms. Presente.

“Our learner’s with special needs are not forgotten, their teachers have been working hard in preparing their learning packages”, stated Dr. Macasero.

Radio as the new normal instructional tool

RADIO-based instruction is more economical compared to modular because modular has numbered pages that DepEd's budget can't cope as to the number of pupils nationwide given. Remember that the 2020 budget of DepEd was formulated last year when there was no pandemic yet and public school classes were held normally.

Radio-based instruction also involves facilitation. Students are given self-learning modules and activity sheets for their quizzes prior to each broadcast lecture.

Of course, parents' guidance and monitoring is very important to see to it that students are listening while the radio-based instruction

is going on.

Each radio lesson is approximately 20 minutes long and focuses on interactive learning. Lessons are designed so students can participate on t heir own, but parents and caregivers are encouraged to listen in and support learning at home.

When tuning in, children are welcomed to their radio classroom with a friendly introduction from a teacher. Students are prompted to grab their pens and notebooks, and each lesson begins with a review of previous units.

After a short review, the teacher prov i d e s a shor t l e c tu re, w it h frequent opportunities for students to engage at home. Each lesson

concludes with a summary, then a farewell by the teacher and indication of the next lesson topic.

The Department is set to i mple me nt a ble nd e d le ar ni ng approach as face-to-face classes are still prohibited, with TV and radio-based instruction being one of the three main set-ups with modular and online learning as the other two options.

NTC, as the government agency mandated to oversee broadcasting operations in the country, has issued a memorandum to remind TV and radio operators of its public service obligation, including providing free of charge assistance in the functions of public information and education.

DOST-X Distributes Squash-Based Pancit Canton, Face Shields to IP Communities in Bukidnon M ALAYBALAY City- The Department of Science and Technology (DOST) -Bukidnon spearheads the distribution of 300 packs of SquashBased Pancit Canton and Face Shields to the Indigenous People Community within Lantapan and Talakag, Bukidnon on July 5, 2020, and July 16, 2020, respectively.

The selected distribution points belong to the Geographically Isolated and Disadvantaged Areas (GIDA) and Regional Task Force to End Local Communist Armed-Conflict (RTFELCAC) areas in Bukidnon.

In total, 57 Talaandig families in Lantapan and 17 families in Brgy.

In my personal perspective, if all public school teachers, and everyone for that matter, maintain self-respect, acknowledge self-worth, value others and continue to be purposeful and thankful then there is no way that personal resiliency among teachers during a pandemic can really be pushed. Creativity, compassion and care for quality public services will be served.

It’s fitting to admit that healthy, brave and resilient teachers are healthy, brave and resilient public servants.

In Cagayan de Oro alone as of September 14, the total number of confirmed Covid-19 cases has now breached 476, with five of the 16 new local cases considered local transmissions.

Wh i l e t he s itu at i on regarding the city and the region’s capacity to deal with the number of active cases is not yet critical, the sudden surge from local transmissions especially is a cause for concern.

This brings up the issue of how we have so far been dealing with the pandemic.

Among the minimum health protocols proven to be effective against the further spread of the coronavirus, hand washing still remains the most effective.

Potable Water Issue However, the present state of water quality and distribution in Cagayan de Oro to effectively curtail COVID-19s has raised a red flag that begs urgent and immediate attention.

And not only because of the global pandemic but also the continued threats posed by other diseases arising from contaminated water.

In November 2008, at least 560 residents of Tagoloan in Misamis Oriental were brought to the municipal health center suffering from stomach aches, vomiting, and diarrhea with another 600 exhibiting similar symptoms admitted to various hospitals after drinking contaminated water.

Reports gathered by ABSCBN Misamis Oriental said water samples taken from the water distributors of the two areas tested positive for coliform and amoeba according to Misamis Oriental Provincial Health Officer Ignacio Moreno.

In April 2011, five persons died and 20 others became ill in Sitio Man-ai, Barangay Tignapoloan, after their main water source the barangay’s main water source was contaminated, according to an ABS-CBN Report.

Reports said poor sanitation in the area caused the water contamination while health officials suspected human and animal waste may have seeped into the residents’ drinking water.

Unsafe water causing chronic malnutrition and stunting. Diarrhea is among the world’s most common illnesses, sometimes leading to death, caused by contaminated water.

In 2016 according to the World Health Organization, “one of the top 10 leading caus es of death in the Philippines was acute watery diarrhea, claiming over 139,000 lives” and that 50% of the country’s typhoid cases is due to water pollution.

This numb er is not surprising since water scarcity has led thousands of Filipinos to rely on water from unsafe sources.

“About 80 percent of all diseases and more than one-third of all deaths in developing countries are caused by contaminated water,” noted Elizabeth Dowdeswell, former executive director of the United Nations Environment Program.

In 2003, the United Nations Secretary-General Kofi Annan said 80% of the world’s illnesses and deaths are due to water-related diseases. Two decades later, a child still dies every 2 minutes from water-borne diseases including typhoid.

Aside from COVID-19, t here are a numb er of other diseases caused by or exacerbated by insufficient or unclean water.

In some cases when water is indeed available, poor quality and contaminants have been a threat to health.

Reports by the Asian Development Bank and Greenpeace Water Patrol Investigation revealed that “Heavy inorganic pollutants have made water increasingly a threat to life”.

The groundwater problem Cagayan de Oro’s problem with water quality is evident with the dirty brown water many households encounter, since the city’s water district still sources its water supply mainly from its 29 deep wells.

Although this water supply is dosed with chlorine to kill any present bacteria, the silt and sediments floating in it as a result of the groundwater extraction makes it unfit for food preparation and drinking.

While assuring the public the dirty brown water coming from their taps is safe to drink, residents have chosen to buy their drinking water instead from the water refilling stations who simply filters the water district’s “potable” water of its silts and sediments and then sells them to consumers at a premium.

Surface Water While cleaner water has been available from the water district’s bulk water supplier, this has not been enough to totally replace the volume now being sourced by the water district from its deep wells.

But can Cagayan de Oro afford to continue risking the health of its residents by ignoring the threat posed to their continued well-being by the dirty brown water coming out from their taps and its uncertain supply and unavailability in other areas?

Perhaps the City Council can launch an investigation in the aid of legislation to determine exactly if the sudden surge in coronavirus cas es is relate d to t he unavailability of clean potable water for hand washing and drinking.

Consider, for instance, how in Benguet and Bulacan, 5 out of the 18 artesian wells have nitrate levels that are significantly higher than the safety standard set by the World Health Organization.

In C ebu, residents complain that their drinking water is taken from unsafe sources. In fact in 2011, a typhoid fever epidemic hit the town of Alegria which led to some fatalities.

As COVID-19 cases in the Philippines almost reaching 300,000 while water-related diseases continue to surge,

we are reminded that water is central to human survival and essential not only in improving public health but also for sustainable development.

As the country struggle with finding solutions to flatten the curve of the novel coronavirus infections, there is an equal need to establish long-term solutions, among them the need to immediately address the water shortages across the country.

Water is life indeed because it not only sustains our body but is also essential in c urbing pre ventable diseases.

Unfortunately, water shortage and contaminated water have been sad realities millions of Filipinos across the country have to face every day.

According to Water.Org, “Out of 105 million people living in the Philippines, nearly seven million rely on unsafe and unsustainable water sources and 24 million lack access to improved sanitation.”

is available in 4x4 Conquest and 4x2 Conquest variants, G AT and MT, and E MT. Made More Rugged and Exciting Made tougher, more rugged, and even more exciting, TMP introduces the New Hilux in Emotional Red, a color exclusive to its Conquest variants. Tougher Performance The New Hilux 4x4 variants are powered by 2.8L 1GD-FTV engine which gives 201 HP (204 Ps) max output, 500 Nm max torque for the AT variant, and 420 Nm max torque for the MT

variant with Intelligent Manual Transmission.

Meanwhile, the 4x2 Conquest, G, and E variants gets the 2.4L 2GD-FTV engine with 148 HP max output, and 400 Nm max torque.

Both the 1GD and 2GD engine are improved for the MC Hilux and enjoys 4-5% improvement in fuel efficiency versus the previous generation Hilux.

Safety in Every Drive Toyota puts utmost priority in safety to guarantee the driver’s and passengers’ peace of mind. All three grades come with SRS airbags (7 for the 4x4 Conquest A/T variant), 3-pt.
