Briefly Internet cafes THE City Council committee on education of Cagayan de Oro adopted recently a resolution requesting City Mayor Oscar Moreno to convene the Regulatory and Complaint Board (RCB) to tackle complaints of parents and heads of various schools in the city regarding the operation of internet cafes, among others. During the meeting, the committee discussed with the Cagayan de Oro Police Office (COCPO) how the city can also regulate the Pisonet business flourishing within the perimeter of schools. Committee chair Adrian Barba requested the Association of Barangay Council (ABC) and COCPO to implement the 200 linear-meter prohibition for internet cafés, as stipulated in a city ordinance.

In a disclosure, Aboitiz Equity Ventures Inc. said its wholly-owned subsidiary, AboitizLa nd, signed on Friday the share purchase a g r e e m e nt (S PA) w it h Alcantara Group to acquire ALC’s interest in LLI. LLI is the owner and operator of LiMA Technology Center (LTC), a 485-hectare Phi lippine Economic Zone Authority-registered industrial park located in Batangas currently hosting 37 locators employing over 24,000 workers.
T h e pu rc h a s e pr ic e includes LLI’s interests in its wholly-owned subsidiaries, Lima Utilities Corp. and Lima Water Corp. The buyout is expected to be closed within a month. THE operator of Cebu Pacific on Friday said it will mount more flights to Japan earlier than planned amid growing demand from tourists. In a statement, Cebu Air Inc (CEB) said it would operate daily Manila-Osaka-Manila flights starting December 20 this year. The airline already flies between Manila and Osaka every Tuesday, Thursday and Sunday. The additional four weekly f lights will use Cebu Pacific’s modern Airbus A320 aircraft. This translates to an increase in seat capacity by 133 percent. Osaka is the economic center of the Kansai region, and one of the most important cities in Japan. “We are proud to offer more low-fare great-value flights to the Kansai region, as we continue with our commitment to boost tourism and trade between the Philippines and Japan,” Candice Iyog, Cebu Pacific vice president for marketing and distribution said. The airline is holding a special Japan seat sale of P1 from October 4-7. The travel period is on January 1 to June 30, 2014. Those traveling from November 1 to December 31, 2013 can buy tickets for P2,488 each. Quoted fares are exclusive of government taxes and fuel surcharges. After the seat sale, the lowest year-round fares start at P3,999. DA orders temporary ban on import of Taiwanese poultry T H E Ag r icu lt u re Depa r t ment has imposed a temporary ban on t he importation of pou ltr y meat products, domestic and wild birds including day old chicks, eggs and semen from Taiwan following a Low Pathogenic Avian Inf luenza (LPAI) or bird f lu outbreak. Agriculture Secretary Proceso Alcala, through Memorandum No. 35, ordered the freeze on imports of poultry to prevent the entry of LPAI virus to the country and protect the health of the local poultry population.
The secretary has also ordered an immediate suspension of t he processi ng, eva luat ion of t he appl ic at ion a nd issua nce of Veterinary Quarantine Clearance (VQS/SPS) for the import of the said commodities. THE Philippines may no longer have to import rice outside the World Trade Organization-imposed minimum access value that carry a higher tariff and makes the commodity more expensive to Filipino consumers, the Department of Agriculture, banking on good harvest to cover next year’s requirements, said. Under its WTO commitments, the Philippines is bound to import 350,000 metric tons (MT) of MAV rice a year with a 40 percent tariff, but imports outside the MAV are slapped a 50 percent tariff. To meet any production shortfall, the Philippines must import its staple food outside the MAV. “We can attain zero importation next year outside the MAV. So all importation will be done within it,” Agriculture Assistant Secretary and Rice Program (NRP) Coordinator Dante Delima said. Even importers, citing good production levels on the domestic front, are not keen on taking advantage of the country-specific quota under the MAV, Delima noted. “The (rice trade) environment is not conducive for importation,” the Agriculture official added. The Philippines imported 187,000 MT of rice under a government-to-government agreement with Vietnam’s Southern Food Corporation for its buffer stock requirement this year. The balance—163,000 MT—would be bought under the MAV-CSQ. Delima noted the Philippine can reach its production target this year, based on results of NRP monitoring which cited total palay or paddy rice output of 8 million MT in the first half from 7.8 million MT a year earlier. The Agriculture Department expects rice production to hit 20 million MT this year, surpassing the 18 million MT output last year. The target for 2014 was set at 21 million MT.

In those 12 years, land conversion rate rose by 285 percent. Although not “expressed directly,” food security is among the key parameters used in the review of a town or city’s CLUP, said Jesrel Mangubat, officerin-charge of the Provincial Planning and Development Office (PPDO). He said the ordinary people’s stake in land use planning is crucial, especially in terms of securing food production for the population to eat in the next 10 years. Among the issues raised during the public hearing for the proposed revision of Malaybalay’s CLUP was if the production of staple food crops from the city’s agriculture lands is sufficient to supply the city’s needs in the next 10 years. CLUP as tool for compatibility Fo r ye a r s , M a n g u b a t had been tasked to lead the secretariat of the Provincial Land Use Committee (PLUC), which is a committee helping the provincial board committee on zoning and human settlement review the CLUPs of the province’s 20 towns and two cities. He said the CLUP is an allotment of land resources – how large and which parts will be allotted for what use – in the future. Mangubat noted that people should be concerned about the CLUP because it is not only about dividing the city into zones for such sake. “Food (security) is a major consideration in the CLUP. Everybody is concerned about this,” he said, adding that the CLUP is also used as basis for a zoning ordinance and as guide for government regulators and private landowners. The CLUP and the zoning ordinance, for example, will protect people in residential
areas away from incompatible activities like piggeries and poultr y farms, Mangubat explained. He also stressed that CLUP is a tool to check compatibility of uses. T h ere are re s i d e nt i a l areas where commercial and institutional establishments maybe allowed, but not heavy industries, Mangubat said. Different tasks Mangubat said the Housing and Land Use Regulatory Board (HLURB), the lead government agency in terms of land use planning, has set various parameters to review land use plans. The PPDO, for instance, is tasked to check if the CLUP conforms with or is in harmony with the development thrust of the province. The Provincial Agriculture Office, another member of the 11-member PLUC, should check if irrigated and irrigable lands are delineated in the CLUP and if development expansion areas are within the NPAAD-identified area “to ensure the efficient use of land for agriculture and agro-industrial development and promote sustainable growth.” Aside from NPAAD, the CLUP should also reflect the Strategic Agri-Fisheries Development Zone. For the Depar tment of Environment and Natural Resources, it is tasked to check if present and proposed development areas are free from legal and environmental constraints and if there are i n c o n s i s te n c i e s b et we e n development and protected areas. Another core environmental concern is the viability of proposed waste disposal sites and waste management in general. Of the city’s total land area of 108, 259 hectares, around 17 percent or 17,815 hectares are primary forest areas and around 15 percent or 15,453 hectares are secondary forests, PPDO data showed. In the preparation of the CLUP, Mangubat said local planners must also factor in agrarian reform considerations, such as lands subject for reclassification from agriculture to other uses, among others. A dozen other parameters from the Department of Trade and Industry, the provincial engineers’ office, the Department of Tourism and the Department of the Interior and Local Government are used in the review. But for farmers like Dolores Dio in Barangay Sinanglanan, for as long as the government keeps the irrigation operational and “the fertilizers cheap,” they will continue farming in their village. “Whatever CLUP means, as long as the government keeps rice and corn lands for rice and corn only, I will be okay with that,” she added. She said the government should not allow pineapple and banana plantations into these areas “unless if these crops could be eaten for breakfast.” “ The people here are satisfied in farming rice and corn,” she said. The second major contributor this year was Bukidnon sharing 30 percent at P227.29 million with expansion of cut flower production in Manolo Fortich and additional facility on sugar milling comprising majority of the investments. Lanao del Norte ranked third with P159.05 million or 21 percent share. These investments constituted expansion of a cement company including installation of bag loading system and screw compressor in Kiwalan, Iligan City; expansion of coffee production in Panoroganan, Iligan City; improvement of hotel, bank, power plant facilities, commercial buildings and ecotourism park. Camiguin, on the other hand, recorded P24.35 million most of which were poured in the development of new resorts and establishment of new transportation services comprised majority of the investments in Camiguin. But on a year-to-year basis, the investments monitored by DTI for the second quarter of 2013 is lower by 92 percent compared to the P9.81 billion generated in the same quarter in 2012. However, Clarete disclosed that the DTI is expecting more investments in the region towards the remaining quarters of 2013.

Socoteco 1 serves Koronadal City, eight towns in South Cotabato province and the municipality of Lutayan in Sultan Kudarat. Tupi town is part of the franchise area of the electric cooperative’s counterpart South Cotabato 2 Electric Cooperative (Socoteco 2). Tudio said the project cost, based on the capital expenditure or capex application earlier submitted by Socoteco 1 to the Energy Regulatory Commission (ERC), was pegged at around P39 million. The second 69-kV line, which has an estimated cost of P40 million, will be installed along the boundary of Norala town in South Cotabato and Isulan town in Sultan Kudarat. Isulan, which is the capital town of Sultan Kudarat province, is served by the Sultan Kudarat Electric Cooperative (Sukelco). Tudio said the project was scheduled for implementation by next year to complement with the installation of the line connection between Koronadal City and Tupi town. “These projects will mainly loop our transmission lines and provide alternative connections to power sources in the area,” he said in a briefing. He explained that the connection through Tupi town will link up the area to power sources in Sarangani Province and parts of the Davao area while the Isulan facility will provide additional linkages to sources in Northern Mindanao. “This way, our power supplies will be secured in case something goes wrong in either side of the transmission lines,” he explained. Tudio said the approval of the projects are still pending with the ERC but said they already submitted the required justifications and conducted hearings on the matter. Following the approval of its ERC application, he said Socoteco 1 will immediately process the funding of the project through a bank loan. “There are a number of banks offered to finance the projects but the selection will be done through a bidding sanctioned by the ERC,” Tudio added.(PNA)

Pacers, Rockets to arrive in Manila on Monday for preseason game MANILA, Oct. 5 (PNA) -- Two National Basketball Association (NBA) teams are expected to arrive in Manila on Monday morning, three days ahead of their scheduled preseason game at the SM Mall of Asia Arena. The Ninoy Aquino International Airport Media Affairs Division on Saturday said the Indiana Pacers and Houston Rockets will arrive on board two chartered flights, with one arriving at 6:55 a.m., while the other at 10 a.m. More than 100 top NBA executives and staff have earlier arrived in the country. The Pacers-Rockets game on Oct. 10 will mark the NBA’s first preseason game in Southeast Asia. In the NBA website, Commissioner David Stern said the Pacers-Rockets game is part of the league’s comprehensive global games schedules that will see eight NBA teams play in eight cities in six countries for October. “Our game in Manila is an exciting opportunity to connect with the passionate basketball fans in the Philippines and across Southeast Asia... The Philippines is an ideal setting for the Houston Rockets and Indiana Pacers to take part in a showcase of our game and give fans in the region an authentic NBA experience,” Stern said. The Houston Rockets will be led by NBA All-Star James Harden, the third overall pick in the 2009 NBA Draft and 2012 Kia NBA Sixth Man of the Year; and Jeremy Lin, the league’s first American-born player of Chinese or Taiwanese descent.
The Indiana Pacers roster includes 2009 Kia NBA Most Improved Player Danny Granger, and NBA All-Stars Paul George, Roy Hibbert, and David West.
