Briefly Palay prices drop THE AVERAGE farmgate price of palay, or unmilled rice, fell 3% week-on-week to P17.12 per kilogram in the second week of September, with the price up 5.8% year-on- year, according to the Philippine Statistics Authority (PSA).

In its weekly update on palay, rice, and corn prices, the PSA said the average wholesale price of well-milled rice fell 0.4% to P38.42 while the retail price rose 0.02% to P42.24.

The average wholesale price of regular-milled rice fell 0.5% to P34.81 while the retail price fell 0.1% to P37.89.

More contact tracers THE Region 10 Inter Agency Task Force on Emerging Infectious Diseases (RIATFEID-10) announced Friday that it has hired additional contact tracers and put up more isolation units in the city to preempt the possible rise of the coronavirus disease (Covid-19) cases in the region.

Yvette Tolentino-Sunga, Department of the Interior and Local Government (DILG) assistant director for Region 10, said three more isolation facilities will be established in Cagayan de Oro to respond to the spike in Covid-19 infections.

"This was based on the proposal made by the Department of Public Works and Highways (DPWH) to its Central Office, that there's a need for three isolation facilities based on the report of the Department of Health (DOH), that the city lacked such facilities," Tolentino-Sunga said during the RIATF-EID-10 press conference here.

LTFRB-9 to launch vehicle modernization program Oct. 9

AGADIAN City – The Land Transportation Franchising and Regulatory Board in Region 9 (LTFRB-9) is set to launch the

Public Utility Vehicle Modernization Program (PUVMP) that will showcase modern vehicles.

LTFRB-9 director Nonito Llanos III said

Saturday the launch of the PUVMP on October 9 here will see the participation of 10 manufacturers of modern vehicles and 40 transport cooperatives from the different parts of the region.

“Having cooperatives as operators of these modernized transport vehicles would also create more jobs,” Llanos said, citing Cebu City as an example where a cooperative has around 40 members.

“In the past, they operate one vehicle per individual, and

after creating their cooperative, they had a number of vehicles while their employees reached more than a hundred for the vehicle maintenance, assistants for the drivers, among others. Having these large employees, it means that the cooperative is earning big while giving clean, efficient, environmentfriendly and safe public utility vehicles,” he said.

He said each cooperative will be awarded travel routes exclusive for them, “so they are assured of having their income on such routes exclusively.”

He said the LTFRB requested the different local government units in the region to draw a local public transport route

plan to determine, which cooperative and how many vehicles will operate and ply in a particular route so that there will be “a fair distribution of routes to all cooperatives.”

The LTFRB official said the first three corporations in the region that will comply with the government modernization program are the following: the Starlight Express of Midsalip town; Dipolog City's Evergood Transit; and, Rural Transit Mindanao, Inc. (RTMI).

He said the modernization program will help protect the environment while providing a sustained livelihood to the stakeholders in the transport industry. (PNA)

CDO requests 3 more isolation facilities for COVID-19 response CAGAYAN DE ORO CITY--The Regional Inter Agency Task Force on Emerging Infectious Diseases (RIATF-EID) already passed Resolution No. 119 series of 2020 or the request to add three more isolation facilities in Cagayan de Oro due to the increasing coronavirus disease (COVID)-19 cases.

Kini base sa report sa Department of Health (DOH) nga kulang ang isolation facilities sa dakbayan," Department of the Interior and Local Government (DILG)-10 Assistant Regional Director Yvette Tolentino-Sunga said during the NorMin COVID-19 Response Task Force press conference, October 2.

Mark Villar to prioritize Cagayan de Oro City so as to aid in managing the increasing local transmission cases in the area.

The pre-determined isolation facilities will be built in Upper Puerto and Barangay Macasandig, with 20 and 30-bed capacity, respectively.

DPWH also plans to build isolation facilities at Barangay Lunotan, Gingoog City, Misamis Oriental with 37-bed capacity; Talairon, Oroquieta City, and Misamis Occidental with 90-bed capacity.

For Misamis Oriental, DOH-10 Regional Director Dr. Adriano Suba-an said since the OWWA Misamis Oriental Provincial Hospital in Alubjid is really a temporary treatment

and monitoring facilitiy (TTMF), they are looking for ways to strengthen its capacity.

He added that they are coordinating with the Provincial Government of Misamis Oriental, DPWH, and Bureau of Fire Protection (BFP) to develop the area as it can srategically aid in COVID-19 response being able to handle 50 patients.

"DOH will still sit with MisOr LGU to determine if the facility will handle locally stranded individual (LSI)/ returning overseas Filipino (ROF) positive cases, mild or asymptomatic patients, healthcare workers’ facility or a step down facility for the Northern Mindanao Medical Center (NMMC)," Suba-an said.

With the increasing number of local transmission, Suba-an urged the local officials to learn from other areas like Cebu where the latter really pushed it to the barangay level.

"The barangays must be empowered and provided with resources. They should have active Barangay Health Emergency Response Teams (BHERTs) as well as they must boost their TTMFs and contact tracing system. They should be guided to make everyone responsible and accountable in this time of health crisis.," Suba-an added.

As of October, the region has recorded a total of 2,907 confirmed cases of COVID-19 of which 1,643 have recovered, 78 have expired, and 1,186 are recovering. (RTP/PIA10)

Ayala picks Spanish firm for Australia solar farm AYALA-LED AC Energy, Inc. and its partner in Australia have tapped a Spanish-listed contractor to build their large-scale renewables project.

Elecnor, S.A. bagged the AU$500-million engineering, procurement, and construction contract for the first phase of the 720-megawatt (MW) hybrid solar and battery project in New South Wales (NSW). The firm specializes in developing renewable power infrastructure and space technologies.

The first 400-MW stage of the New England solar farm project is expected to be completed “over the next two years,” along with the first phase 50-MW or one-hour battery energy storage system, which will be supported by the NSW government, the company said on late Wednesday.

The project, once fully done, is seen to produce 1,800 gigawatts of clean power annually, covering over 250,000 typical households in NSW. “It will be the biggest solar farm under construction in Australia,” UPC Renewables Chairman Brian Caffyn claimed.

The construction for the first project phase will begin next year, according to UPC\AC Renewables Chief Executive Officer Anton Rohner.

“An upgrade to the local roads connecting to the solar farm is already progressed, as well as completion of environmental management plans,” he said.

UPC\AC Renewables Australia, the joint venture of the Ayalas and the Hong Kong-based UPC Renewables Group, received a development consent for the solar farm from the Australian state in March, while it signed a grid connection agreement with NSW’s transmission network operator TransGrid in June.

Also, the joint venture launched in September a community fund, which started at AU$100,000.

It will increase to AU$180,000 each year after the power facility will be commissioned.

PH franchise sector to bounce back in 2025 IT would take five years for the local franchise sector to bounce back and exceed the current number of outlets as the coronavirus disease 2019 (Covid-19) pandemic forced some franchise holders to close their businesses.

In a virtual briefing Friday, Philippine Franchise Association (PFA) chairman emeritus Samie Lim has forecasted that the local franchise sector will lose 90,000 outlets in 2021, or a

45-percent decline from the 200,000 outlets this year.

His outlook is that by end-2020, franchise outlets will decline to 130,000 before reaching around 250,000 stores by 2025.

He added that most of the outlets that will not survive amid the global health crisis are those “fake and mediocre” that have no business and operations plans.

But while the sector recovers, Lim expects new franchise businesses would

serve health and beauty needs.

PFA vice chair Alegria Sibal-Limjoco, likewise, sees a silver lining for the franchise sector amid the struggling Philippine economy.

“When the economy is down, there are many entrepreneurs that are born,” Sibal-Limjoco said.

She mentioned that during the Asian financial crisis, those who were retrenched and retired from work, as well as displaced overseas

Filipino workers, bought franchises, and about 90 percent of them are still around and have grown their franchise businesses.

On the other hand, PFA chair Richard Sanz noted that the projected revenue for the industry this year was around PHP700 billion. However, due to impacts of the global health crisis, 72 percent of those in franchising business expect over 50 percent losses in revenues for 2020.

Gov’t targets 10% energy savings THE Department of Energy (DOE) has called on national government agencies (NGAs) and local government units (LGUs) to observe energy efficiency and conservation in their respective offices through cutting fuel and electricity consumption by at least 10 percent.

DOE Energy Utilization Management Bureau director Patrick Aquino said they have observed lower electricity consumption in government offices, particularly during the enhanced community quarantine (ECQ) period as alternative work arrangements were implemented.

“Government agencies that are non-front-liners have seen a decline in their energy consumption.

More or less, they are able to attain the mandated 10-percent (reduction) under the Bayanihan to

Heal as One,” Aquino said during the virtual Luzon Energy Efficiency and Conservation Forum for Local Development Thursday.

The Bayanihan 2 Act orders government offices to conserve and regulate the distribution and use of power, fuel, energy, and water, but also to ensure adequate supply amid the pandemic.

However, it was observed that there was an increase in fuel consumption in government offices as their vehicles were making more trips to observe social distancing requirements in servicing front-liners and employees, the DOE official said.

“In terms of peso impact, since we are also at a regime of lower fuel prices, it more or less offset it,” Aquino added.

Breaking Free Think a minute… Years ago I visited someone in prison.

I was deeply saddened as I watched all those people locked up, living their life inside a little room. tragically, although many of us have never been convicted of a crime, we still live our entire lives locked inside a prison.

Saddest of all, we are the ones who build the walls that hold us inside, so we are not free to live our life to the fullest. We become our own worst enemy—through our own wrong thinking about ourselves. Someone said: “When you lose your confidence, you lose the battle.”

In zoos a baby elephant is tied with a strong steel chain to a large post. At first, the young elephant pulls and tries to break free from the chain; but finally it gives up and stops trying. After that, only a thin rope is needed to tie that huge, powerful elephant down and stop it from moving anywhere. For the rest of its life that elephant believes the lie that it is too weak to break that thin little rope, so it never even tries again!

In constantly downplaying the pandemic by not wearing face mask and observe social distancing, Trump was caught with his pants down — literally!

country with the contagious disease.

As i write this piece, so many unknowns were placed on weigh scales by media analysts, obviously taking down the blame on Trump’s mishandling of the pandemic.

Tr u m p h a s f a c e d widespread criticism over his cold response to the pandemic.

His political nemesis have repeatedly criticized him for failing to adequately take into account scientific advices in the coronavirus response.

His positive diagnosis amounts to the most serious

known health threat to a sitting American president in decades.

At 74 and overweight, Tr u m p f a l l s i n t o t h e highest risk category for serious complications from t he dis e as e, w hich has killed more than 200,000 Americans and more than one million people worldwide.

His infection with the disease could prove destabilizing in an already fraught political climate, and stock market futures had already tumbled on the news of Trump's infection.

Gentleman's agreement, usapang lalaki, and palabra de honor I noticed lately a heightened usage of the above-mentioned terms in relation to the current term-sharing controversy between Speaker Alan Peter Cayetano and Rep. Lord Allan Velasco. The terms have been in vogue ever since I can remember. In our macho culture, inherited from Spain, they refer to “honor among men” (as if there is none among women). But that was probably acceptable in time’s past. Now, with equal rights granted to women, shouldn’t we start using other terms which are gender-neutral.

In Cardiff Metropolitan University in the UK, phrases such as “gentleman’s agreement” and “right-hand man” have been banned in favor of gender neutral terms. In an online article, the YouthTime Magazine reported that the decision has caused controversy. Critics call the move as “unnecessary “ and “an infringement on free speech” but Cardiff Metropolitan University

is standing by its rule. In fact, the university published its “Cardiff Metropolitan Un i v e r s i t y ’s G u i d e t o Inclusive Language”. Here are some of the guide’s suggested alternatives to commonly used terms.

Restaurants in areas under general community quarantine (GCQ) have been allowed to operate for 24 hours a day starting Saturday, October 3, the Department of Trade and Industry (DTI)

In Memorandum Circular No. 20-52 issued on Friday, October 2, Trade Secretary Ramon Lopez lifted the window hour restrictions for restaurants and allowed d i n e - i n , t a ke - out , an d deliver y s er v ices amid the coronavirus-triggered recession.

TFBM closely monitors Marawi rehab projects MARAWI CITY -- Task Force Bangon Marawi (TFBM) closely monitors the simultaneous construction of various infrastructure projects in the city.

During the ocular inspection of the Task Force, Department of Human Settlements and Urban Development (DHSUD) Chief of Staff Zyril Carlos said that it aims “to look at the progress [of the projects] that started already in July [this year].

He shared that the majority of the Special Allotment Release Order was released to implementing agencies for Marawi rehabilitation only in April 2020.

“Due to the procurement

process under Philippine government Republic Act 9184 [Government Procurement Reform Act], it took two to three months... a lot of agencies actually started construction in July,” he said.

Inside the most affected area (MAA), the infrastructure projects that are ongoing include Marawi Museum, four-storey school building, School of Living Tradition, Peace Memorial Park, Grand Padian Market, road network projects, and barangay complexes in barangays Moncado Kadingilan, Tolali, Lumbaca Madaya, Datu Naga, Sangkay Dansalan, Banggolo, West Marinaut, South Madaya, and Dansalan.

“We are closely monitoring the progress to make sure that we are on the time table,” Carlos added.

Twenty percent of the contract price or mobilization was already issued to the contractors for the repair of three mosques - Masjid Disomangcop, Masjid Darussalam, and White mosque.

Other mosques that need repair were also identified such as Masjid Macaorao.

"We will now pursue that Masjid Macaorao will be in the next group of mosques that we will repair.

We are looking for private developers that actually provide funds for the repair of the mosque," said Carlos.

Meanwhile, the construction of road network projects in the most affected area of this city is slated for completion

by September 2021.

Suzuki Motor Corporation Develops World’s First Micro-Plastic Collecting Device on Outboard Motors

MARINE plastic waste has become a significant environmental issue in the recent years and a huge amount of such wastes that has not been gathered correctly flow into the ocean. They are then broken down into micro-plastic under the natural environment and their impact on the ecological system is also becoming a concern. To tackle these issues, Suzuki focused on the structure of the outboard motor, which pumps up tons of seawater to cool the engine and then returns it to the ocean. They

developed a device which collects micro-plastic waste as it utilizes sea water. Through this device, microplastic waste around the water surfaces can be collected just by running the boat.

The device can be installed to a return hose easily, and it does not affect the engine performance since it only filters the returning water that have already been used to cool the engine.

According to the monitoring research conducted in Japan, microplastic waste was found within

the substances collected through the filter. The research is also being conducted abroad and further improvements will be made. Suzuki plans to introduce the device as an optional part from 2021 and incorporate it into the standard feature in the future.

Suzuki has been voluntarily conducting cleanup activities in seas, rivers, lakes, and ponds where the outboard motors are used.

The activity was initiated in 2010 in Hamamatsu, and

subsequently held globally from 2011.

So far, a total of over 8,000 people from 26 countries have participated.

2020 is the 10th anniversary, and Suzuki will continuously conduct this campaign.

To reduce plastic waste, Suzuki have started taking action towards reducing the plastic packaging of Suzuki outboard motor products. They adopted alternative packaging materials to some of the products manufactured in June 2020 and are

currently assessing their feedback from the market.

For part of the Suzuki marine genuine parts, they have started replacing packaging materials from plastic to paper beginning with October 2020 shipment.

Approximately 2.3 tons of plastic will be reduced every year if all packaging of marine genuine parts are replaced to eco-friendly materials.

Propelling the Suzuki Clean Ocean Project is one of their initiatives to

solve social issues listed in the SDGs (Sustainable Development Goals). It also expresses Suzuki’s commitment to pursue its brand slogan of “THE ULTIMATE OUTBOARD MOTOR” in the environmental aspect. In order to clean the ocean, the Suzuki Marine Team will promote the Suzuki Clean Ocean Project together with partners and boat users all around the world.

AGAYAN DE ORO CITY – The Infrastructure and Utilities Development Committee of the Northern Mindanao Regional Development Council (RDC-X InfraCom) endorsed the Master Plan for the Sustainable Urban Infrastructure Development in Metropolitan Cagayan de Oro (SUID Metro CDO) and its five pre-feasibility studies during its third quarter meeting on 24

He said the city has P510 million budget for this year, and P540 million for 2021.

The mayor said he has allocated P5 million for El Salvador’s Covid-19 response for next year.

He added t he city government has already spent 95 percent of the P35 million Bayanihan grant from the national government.

He said the bulk of the Bayanihan grant and the city’s own funds was spent on food packages given to most of the residents. El Salvador has about 56,000 inhabitants.

Lignes said the provincial government of Misamis Oriental also gave El Salvador P1 million in assistance, which was used to construct isolation rooms for Covid-19 suspected cases and patients, as well as in the purchase of rapid test kits and protective personal equipment.

For his part, Agripino Estrada Jr., El Salvador vice mayor, said they will approve any proposal for inclusion of Covid-19 response funds in the annual budget for 2021.

Estrada added the city council will begin budget deliberation anytime this month.

As of Sept. 30, Misamis Oriental has a cumulative 404 confirmed Covid-19 cases, with 206 active, 195 recovered, and three deaths.

El Salvador has 20 cases, with 12 active cases, and eight recoveries.

Recently re-opened is the Divine Mercy Shrine, one of the most visited religious sites in Northern Mindanao.

Aside from the religious shrine, Lignes said the city government has also approved the re-opening of beaches, but not swimming pools.

Among those back in operation, he said, is the Burias Shoal Marine Sanc tu ar y in B arangay Molugan.

“We have limited the number of beach goers who can go to the Burias Shoal. We have Bantay Dagat volunteers who keep watch and ensure that health protocols are followed,” Lignes said.

Maj. Patrick Dalangin, El Salvador city police chief, said he has deployed units to patrol tourism sites that have recently opened, especially at the Divine Mercy.

The City Health Office (CHO) reported 23 cases of COVID-19 and two deaths on Friday.

Last Wednesday, the CHO registered 62 cases, 42 of them policemen from two precincts in Cogon public market and Barangay Puntod.

On Tuesday, the CHO registered 48 COVID-19 cases across the city.

The biggest increase was last Monday when the cumulative cases over the weekend reached 92 cases.

City Heath Officer Dr. Lorraine Nery said four deaths were reported from Saturday, September 26 to Friday, October 2.

Dr. Adriano Suba-an, regional director of the Department of Health in Northern Mindanao urged the city government here to build more isolation facilities and do more contact tracing.

Cagayan de Oro City recorded the highest number of COVID-19 cases in Northern Mindanao as of October 2, with 820 out of 2,959, according to the DOH-Center for Health Development. “ Ta ke note t hat t he figures spiked from August to end of September,” Itchon said, adding that from 35 admissions in August and 151 September at the NMMC, the main referral hospital for the highly contagious disease in Northern Mindanao.

Most of the patients in the NMMC are residents of Cagayan de Oro. Itchon said the situation

may worsen if residents continue to disregard health protocols like wearing of masks and social distancing.

The CHO blamed the increase in infections on workers who return to their homes without disinfection.

“We are not sure if the infections will stop. We are hoping kay otherwise mangamatay jud ta tanan” (we will all die), Itchon said.

The city government is implementing a mandatory wearing of facemasks and social distancing, imposing 2,000 peso fine for violators.

The DOH-CHD regional records show that Cagayan de Oro City had only148 COVID-19 cases as of July 31; rising to 291 by August 31 and 752 as of September 30.

In August, according to the DOH-CHD data, there were only 65 local cases and 226 locally stranded individuals and returning overseas Filipinos (LSIs/ ROFs). But in September, there were more local cases t han LSIs/ROFs. As of September 30, there were 427 local cases and 325 LSIs/ ROFs. As of 3 p.m. on October 2, DOH-CHD said Cagayan de Oro recorded 820 cases, broken down into 490 local cases and 330 LSIs/ROFs.
