Briefly Power rehab THE Department of Energy (DOE) estimates that the rehabilitation of damaged power facilities due to the recent conflict in Marawi City will cost around P150 million.

This comes as the DOE welcomes the intention of European companies to invest in the Philippine energy industry as this will increase power supply in the entire country.

“I have talked to the EU (European Union) Ambassador and he told me that the Chamber (European Chamber of Commerce of the Philippines) is pooling all their resources in support of the rehabilitation of Marawi City,” Energy Undersecretary Benito Ranque said in an interview on the sidelines of the Energy Smart Philippines 2017 held at the Bonifacio Global City Thursday.

HILE the plan of the government to implement an identification system for displaced residents of Marawi City is a good move, several causeoriented groups said such move is impractical and unnecessary.

Drieza Lininding, chair of the Moro Consensus Group, said that while he is not opposing the proposal, it may not be necessary and practical for displaced Marawi residents to obtain new

identification cards as a precondition for their return to their villages.

“They can use their existing ID which is still valid, instead of getting new one,” Lininding said in a phone interview Tuesday (Oct. 25).

Those who have no identification cards, especially governmentissued ones, can avail of ID through various agencies, he said.

Requirement for new IDs, he said, will limit the movement of the community members

in the newly-liberated Marawi.

Meanwhile, a group of displaced Marawi residents described the plan as discrimination and a violation of their human rights.

“The victims have suffered five months cramped in evacuation centers and their only wish is to immediately return to their homes and salvage what was left of their properties,” said Tindeg Ranao in a statement.

Tindeg Ranao is a group of Marawi residents who fled their homes in Marawi following the

fighting between the government troops and a band of extremists in their hometown. The civilians have been staying in evacuation centers for five months since the conflict started on May 23.

The group said that the issuance of IDs through the village chairs “will further be politicized and might ostracize families who were not supportive of the IDPs’ current leaders and critical of President Rodrigo Duterte’s declaration of Martial Law since [it] will still be imposed alongside ID/PAGE 15

SURIGAO City – Social Security System (SSS) said members of the pension fund applying for the Unified Multi-Purpose Identification (UMID) cards may now receive their cards within 30 working days from their card application.

SSS President and Chief executive Officer Emmanuel F. Dooc said the production of UMID cards is now back to its normal processing time after it experienced delay from mid-February 2017 due to the stoppage of operation of the Central Verification System (CVS) of the Philippine Statistics Authority (PSA). The CVS checks

biometric uniqueness of member applicants, which is required prior to the issuance of UMID cards.

“We would like to inform our members that the UMID card processing time is now back to its normal processing time.

Your UMID cards will be delivered right into your doorsteps within 30 days, upon successful data capture, via Philpost delivery,” Dooc said.

MID cards are released for mailing within eight days upon successful application and data capture of the member and will be delivered via Philpost within two weeks for National umid/PAGE 15

We usually enjoy friends who make us feel accepted the way we are. When we’re at our worst we still know that they accept us, even if they don’t approve and agree with what we’re doing. We enjoy friends with whom we can be totally “real” and honest. Pretending to be someone you’re not gets tiring. When you talk with your close friends, do you use formal words you would use with a high government official, minister or pastor?

Of course, not! With your close friends and buddies you can just be yourself and have honest, heart-to-heart talks.

You see, that is how God wants you and me to talk with Him. God wants so much to be your best friend. Everyday He wants to have a good, heart-to-heart talk with you.

God doesn’t want to hear big, fancy words and formal prayers. He wants you and me to be ourselves with Him. He wants us to tell Him how we really feel inside, when we’re happy, sad, even angry. When Jesus Christ taught His closest friends how to pray, He used the everyday street language of His culture. Jesus did not teach us to say formal, memorized prayers using big, religious words. In fact, Jesus shocked all the religious leaders when He said we should call God “Dad.” But the only way to be on speaking terms with God is you must ask Jesus Christ to forgive you and take full charge of your life everyday. Then as you live for Jesus everyday, He will start showing you what your father in heaven is truly like and how much He loves you.

Jesus will show you how to live His successful, right way for the rest of your life. Jesus will always listen and understand how you’re feeling and what you’re facing in your life. So this moment, why not talk to Jesus and ask Him to take control of your heart and life?

Then you can enjoy talking with Him everyday as your best friend and Lord who loves you more than anyone does. Just Think a Minute…

On hand to receive the award was Stephen ’Steve’ Gaisano, Jr. , a compassionate son and namesake of Don Stephen Gaisano Sr , the family’s patriarch. -ooo MUD FROM THE LIFTING OF OPEN-PIT MINING BAN? It looks like the Philippines is going to

be muddied all over again, as it were, with reports that the Mining Industry C o o r d i n at i n g C o u n c i l (MICC) is recommending the lifting of the ban against open pit mining in the country, or the mining of gold and other minerals by digging soil, which was earlier stopped by former Environment Secretary Gina Lopez.

The reports are clear: the MICC, which is headed

by Environment Secretary Roy Cimatu and Finance Secretary Carlos Dominguez III, is at present still reviewing the orders issued by Lopez stopping open pit mining, and it would still be in March 2018 that the final report on the review is expected to be finalized and then released.

The question: if the Duterte government has no decision yet on the propriety or impropriety of the orders stopping open-pit mining

coming from Lopez then, and it would still be in March 2018 that this final decision would be known to all, why is the MICC, under Cimatu and Dominguez, already recommending the return of open-pit mining?

However one may view this development, it would sure cause a lot of mud in places where there are open pit mining.

-ooo D U T E R T E ’ S PREFERENCE ON OPEN-PIT MINING, DISREGARDED? If President Duterte is to have his way, he is in agreement with the cessation of open-pit mining, according to a host of media reports. In an interview, Duterte disclosed that he agreed with the decision of then Secretary Lopez, even if he qualified this by saying that stopping openpit mining should not be

done abruptly, but on several stages.

“I also told Secretary Cimatu to study the closure of open-pit mining, at the appropriate time,” Duterte told reporters. The only problem of the President here is that the decision of the MICC, which is headed by his secretaries of environment and finance, contravenes his pronouncements.

As I see it, many are asking, especially from the ranks of the opposition, why Cimatu and Dominguez are contradicting the policy laid down by their boss, President Duterte himself, on open pit mining? What could be the possible reason for their contradicting the President?

Are they not afraid of Duterte, or, they know the true position of the President on the issue of open pit mining?

roy cimagala This is about the virtue of fortitude, one of the cardinal virtues from which spring many other virtues. It’s a virtue that we all should cultivate since it is necessary as we plod through the tricky waters of this world.

It involves both aggression and protection. We have to learn how to pursue some arduous good without fear

and let-up but avoiding rashness, as well as how to bear the unavoidable difficulties and evils along the way without giving up.

Thus, it involves both action and patience, offense and defense.

We should not forget that in this life, whether we like it or not, aware of it or not, we are involved in some kind of lifelong warfare. Our heart is always an arena for the battle of good and evil.

That is why we always have to make some kind of strategy to see if we are keeping the right combination of offense and defense in our spiritual life. Every day, we have to go through some kind of accounting to monitor how we are living and continually developing this virtue as we have to cope with the

changing challenges and opportunities in life.

We should not take this concern for granted, simply abandoning ourselves to fate or to a blind adherence to God’s providence without us making due effort to be truly responsible in shaping our life. This would be what is called as fatalism, an improper and exaggerated understanding of the spirit of abandonment.

This unconcern, as we all know, is quite common. We have to overcome it, helping one another to develop the proper attitude and skills in playing offense and defense in our spiritual life which is a matter of growing in love for God and others through the events of our daily life.

A good means to do this is to make a habit of

making a regular examination of conscience every day.

In this way, we practice accountability of what God has given us and of what he expects from us. We are in this life for a clear Godgiven purpose. We should not get distracted, much less, diverted from this objective of our life.

With regular examination of conscience, we would somehow know if we are gaining or losing ground in our spiritual life, or if we are winning or losing in our ascetical struggles to develop virtues and to avoid sin, if there is growth and progress or stagnation and regression in the long and short-runs of our specific spiritual battles.

XCCA marks 10th year with celebration of National IP Month

In light of the National Indigenous People’s Month celebration, Xavier Ateneo’s Xavier Center for Culture and the Arts (XCCA) conducted the Yamug Intercultural Forum at the Xavier Little Theater on October 07, 2017.

In its 10th year now, the same milestone that the XCCA has reached since it began opening productions in the university in 2007, Yamug (which originates from the native term, “hamug” and means “morning mist”) has opened doors

of opportunity for intercultural discussion and lectures given by respectable representatives of IP communities and people in Mindanao.

This year’s forum was sponsored and funded by the National Commission for Culture and the Arts (NCCA), and it tackled about the historical injustice with topics shared by IP leaders and the academe from Muslim and Filipino academic institution.

“We know for a fact that there are so many things that happen in the

country, in our cultural communities,” stated XCCA Director Hobart Savior. “It is important to discuss the historical injustices and to celebrate the triumphs over these.”

BSP hosts the 2017 BSP-UP Professorial Chair Lectures The Bangko Sentral ng Pilipinas (BSP), in partnership with the University of the Philippines System, hosted the 2017 BSPUP Professorial Chair Lectures, on 18-19 October 2017 at the Executive Business Center, BSP Head Office, Malate, Manila.

The BSP established the BSP Sterling Chairs in 2006 and upgraded the existing CBP Diamond Jubilee chairs to BSP UP Centennial Professorial Chairs in 2008 to continuously support the research, teaching, training and other programs of the University of the Philippines System.

The Professorial Chair Lectures provide the

opportunity for chair holders to present their research, and for the participants to discuss important issues in economics, statistics, business administration, finance, accounting, agriculture and other related fields as part of the collaboration between the BSP and the academe.

For this occasion, BSP Monetary Board Member Felipe M. Medalla delivered the welcome address.

Six lectures were delivered for this twoday event. The first day covered lectures by Dr. Erik Paolo S. Capistrano (Big Data and business management). Dr. Arthur S. Cayanan (holding company

discount). Dr. Dennis S. Mapa (effect of diesel excise tax on inflation and poverty), and Dr. Maria Socorro GochocoBautista (formation of asset booms). The discussants for the papers were Dr. Brenda A. Quismorio from the University of Asia and the Pacific, Mr. Edward K. Lee of the COL Financial Group, Dr. Margarita D. Gonzales of the UP School of Economics, and Dr. Eli Remolona of the Bank for International Settlements, respectively.

The lectures on the second day focused on the work of Dr. Toby Melissa C. Monsod (financial inclusion) and Dr. Ma. Joy V. Abrenica

(WTO consistency of Trump’s tax plan). The papers were avaluated and discussed by Mr. Maynard Bryan Mojica of the BSP’s Inclusive Finance Advocacy Office and Ambassador Lilia R. Bautista of the Jose Rizal University, respectively. BSP Deputy Governor Diwa C. Guinigundo delivered the closing remarks.

The lectures were attended by invited participants from the academe, government and private institutions as well as BSP officials and staff. The lectures were also live streamed to audiences in the Security Plant Complex as well as the BSP’s regional offices and provincial branches.

Gardenia bakery expanding food biz

ARDENIA Bakeries Philippines is expanding its product portfolio with the introduction of the Gardenia Malaysia’s Delicia chocolate spread.

In a statement Tuesday, Gardenia Philippines President Simplicio Umali Jr. said the company’s introduction of Delicia spreads in the local market is its initial step to expand to other food business.

“We are gradually expanding our business.

Today, we are able to give consumers the

highest level of product satisfaction in the Philippine bakery industry.

In the coming months, Filipinos can look forward to new and exciting products which are always in line with Gardenia’s consumer-oriented vision,” Umali said.

Delicia chocolate spread is a product of Gardenia Bakeries (KL) Sdn. Bhd. (GBKL) launched in 2015.

Umali noted that the Malaysian product will complement locally manufactured Gardenia products.

“Breads and spreads are complementary products.

Our wide array of bread choices and improvement in the distribution hold the potential to assist the growth of competitivelypriced, tasty and quality bread spreads,” Umali added.

Gardenia is the top player in the local bread industry with 60 percent market share in packaged bread category.

Cebu Pacific allots $25M to train cadet pilots CEBU PACIFIC is investing $25 million to train 240 cadet pilots in five years.

The local carrier is partnering with Australian aviation training provider Flight Training Adelaide (FTA) to train cadet pilots in a 56-week intensive flying training and theory course to become licensed commercial pilots.

Cebu Pacific and FTA will send three batches of 16 cadet-pilots per year.

They will be selecting from Filipino applicants who are college graduates, proficient in English, and passport holders for at least two years prior to the start of the program.

Cadet pilots will study and train at the flight school and can amortize the payment for the course while employed.

Cebu Pacific will finance the entire program, and the pilots would then be employed by the airline and would pay the cost of the program through a salary deduction over a maximum of ten years.

“The program will allow us to train homegrown talent with international standards,” President and CEO Lance Y. Gokongwei said in his speech during the launch of the program yesterday.

Mr. Gokongwei added this program will help

sustain the expansion of Cebu Pacific, as it will provide pilots for its new planes.

The airline has a current fleet of 59 aircraft, and is expecting the delivery of seven Airbus A321ceo, 32 Airbus A321neo, and nine ATR 72-600 aircraft between this year and 2022.

BSP chief: Peso still stable despite hitting 11-yr lows H OPES for additional hikes in the Federal Reserve rates as well as naming of a hawk to head the Fed are the recent reasons for the drop of the Philippine peso to its 11-year low to a greenback.

Amid this, Philippine monetary officials continue to assure the public that the peso remains stable and that there is no need to worry about its recent depreciation.

Bangko Sentral ng Pilipinas (BSP) Governor Nestor A. Espenilla Jr. told reporters that Philippine central bankers remain confident of the peso and its recent weakness is just part of an “adjustment process.”

He stressed that domestic economic fundamentals remain sound, with external debt still low, inflation remains manageable, growth continues to be firm and the current account, despite being in deficit, is still “highly financeable.”

“The Philippines today is a very different

economy than the crisis economy in the 1980s wherein our reserves are negative if you include the liabilities of the BSP,” he said.

Espenilla said the BSP does not need to intervene big time on the peso since the central bank has taken a marketdetermined policy on the foreign exchange.

“The exchange rate is a policy instrument of the BSP not a target so it is allowed to move flexibly in line with global external and domestic shocks,” he said, noting that “all of the fears and uncertainties in the world are reflected in the day to day volatility of the exchange rate.”

He considers the latest depreciation level of the local unit as moderate and gradual and assured the public that the central bank is always ready on its “tactical intervention” to address extreme volatility.

“My only point is that it is not a target for the BSP but we believe that the peso is going to be generally stable over the

medium term horizon,” he said.

The central bank chief also said there is no need to adjust policy rates because of the latest peso movement because increasing the key rates, which is focused on inflation, “has a bigger economy-wide impact.”

“If the foreign exchange is already beginning to influence inflation in a way that makes us breach our target, then that may warrant a response from the BSP. But I said we have other tools.

We’ve got big reserves that we use for tactical intervention,” he said.

The BSP currently have one of the lowest key policy rates in the world.

To date, its overnight borrowing or reverse repurchase (RRP) rate is three percent, the overnight lending or repurchase (RP) rate is 3.5 percent and rate of the special deposit account (SDA) rate is 2.5 percent.

These three represent the central bank’s Interest Rate Corridor (IRC),

put in place since June 2016 to make the BSP better manage inflation and support long term growth.

As of end-September this year, the country’s gross international reserves (GIR) reached USD 81.35 billion, enough to cover 8.5 months’ worth of imports of goods and payments of services and primary income.

On Wednesday, the peso finished the day at 51.77, PHP0.23 down from the previous day’s close and the weakest since its 51.87 finish on July 25, 2006.

Meanwhile, rate of price increases continues to rise, with the September 2017 level at 3.4 percent from monthago’s 3.1 percent.

However, average inflation rate in the first nine months this year stood at 3.1 percent, within the government’s two to four percent target for 2017 to 2019 and below the central bank’s 3.2 percent forecast for the three-year period.

BSP open but cautious on cryptocurrencies BANGKO Sentral ng Pilipinas (BSP) Governor Nestor Espenilla Jr. on Tuesday assured the openness of Philippine monetary officials to cryptocurrencies but cited the need for vigilance since these were not regulated by any central bank.

In a panel discussion during the 12th Philippine Forum: Reform and Transform, held by the business magazine The Asset at the Conrad Hotel in Pasay City, the central bank chief explained that one discussion strand on this issue is that the currency is attractive to

investors because it is not issued by central banks.

Another strand is the fact that some central banks are considering to issue their own digital money, he said, adding that this topic was even discussed “at the highest levels of financial regulatory community”.

In the case of BSP, Espenilla said they had issued several circulars on this topic, one of which allowed for the use of cryptocurrencies, particularly Bitcoin, for remittance transfer services, provided that companies involved in the use of virtual currencies

register with the BSP. Virtual currencies, introduced around 2009, with Bitcoin being the most famous, are not backed by any commodity, such as gold or silver, unlike legal tenders issued by central banks.

The central bank chief said cryptocurrencies were a plus to ensure efficient money transfer services, among others, but noted that it could also be used for money laundering and other activities.

Thus, the BSP requires entities that have been allowed to use Bitcoin for money remittance services to heed anti-money

laundering regulations, follow reporting requirements, and put in place consumer protection measures.

“We also realize pragmatically that even as we talk, it grows, whether or not we like it. So rather than prohibit something that is very hard to prohibit anyway, we choose to engage and the industry has accepted that engagement to the BSP,” he said.

In a letter addressed to COWD GM Rachel M. Beja dated October 23, 2017 which was received by the COWD at 11:28AM October 26, 2017, Hapitan said Rio Verde will be increasing its bulk water price from P10.45/m3 to P16.35/m3 at a minimum flow rate of 40,000m3/day with a residual pressure of 70psi delivered to the COWD Take-Off Point (TOP).

Although COWD had i mp o s e d s e v e r a l pr i c e increases to its consumers during the last 10 years, Rio Verde said it was not granted any price increase.

In notices posted on its website, COWD increased the minimum charge for resident i a l/gover nment accounts last 11 November 2013 from P168 to P184.80 for the first 10 cu.m. with succeeding adjustments scheduled for Feb. 1, 2014 and May 1, 2014.

A later notice dated May

1, 2014 informed consumers the minimum charge was increased to P218.40 for the first 10 cu.m. and P238.40 for Youngsville Subdivision, Opol Misamis Oriental. The notice further stated that it was the last tranche of the 30% rates adjustment approved last June 17, 2011 per LWUA-BOT Resolution No. 84.

Lately, COWD GM Beja also assured consumers there would be no further price increases during the next two years. However, she was unable to respond to queries on how COWD would respond to the letter since she was out of town.

Rio Verde had previously served COWD a Notice of Increase in bulk water price rates last March 1, 2007, barely three months after it started operations, as provided under the terms of the BWSA. Rio Verde said the increase to P11.55 per cu.m. was constrained by “extraordinary increase in power rates and extraordinary inflation.”

However, this as well as a subsequent notice for a further adjustment March 15, 2011 to P13.461 per cubic meter as provided in the BWSA were not recognized

by COWD, citing certain disparities in the model agreement and the signed BSA on 03 August 2007.

Despite the imminent rise in bulk water rates, Hapitan said this would not affect the COWD’s prices to its customers which are regulated by the Local Water Utilities Administration (LWUA), the government agency charged with regulating the operations and tariffs of the country’s water districts.

“COWD is required by law to submit all its petitions for increase in its water tariffs to LWUA, which shall subsequently subject to a public hearing, to give all stakeholders a change to air their position on the pending petition. Only then, after due process, can COWD adjust its water tariffs,” Hapitan noted.

Earlier, the Cagayan de Oro City Council’s Committee on Public Utilities chaired

by Kag. Teodulfo Lao, Jr. expressed their dismay during a routine committee hearing discussing the present water shortage in COWD’s West Service Area when they found out about the impending increase of the bulk water COWD was planning to secure from a Joint Venture Company with Metropac Water Investments Corp.

(MWIC).

The P16/MLD was disclosed by COWD General Manager Rachel M. Beja to the committee during a public consultation called to discuss the water crisis gripping several barangays in COWD’ |West Service Area.

Lao expressed his displeasure at the possible repercussions of the impending increase once the COWD starts passing the increased price of its bulk water to its customers.

Although COWD

chairman Eduardo Montalvan af f i r m e d B e j a’s e ar l i e r admission that COWD would be buying treated water from its joint venture company with MWIC at P16/MLD, he likewise assured that any increase in the bulk water price would be shouldered by the COWD and not passed on to the COWD’s customers.

Mont a l v an s ai d t h e COWD management team earlier assured him that the P16/MLD price of the bulk water it would be buying from Cagayan de Oro Bulk Water Inc. (COWD’s JV Corp. with MWIC) can be comfortably absorbed by COWD and not passed on to COWD’s customers.

COWD assistant general manager Bienvenido Batar Jr. said any increase in the water rate for consumers would need the approval of the LWUA. “Passing this [increase] on directly is not possible,” said Batar.

COWD spokesperson Ladele Sagrado said Metropac’s price is based on a price escalation formula.

“That’s (price) about the same price we would have been paying Rio Verde by now for the scheduled volume delivery had there been no legal issues in the signed contract,” Sagrado said. (With reports compiled by BWM News Bureau)
