Briefly Import surges PHILIPPINE import payments jumped 6.9 percent in August 2013 posting a total amount of US$ 5.542 billion compared to last year’s same period import bill of US$ 5.184 billion.

It also increased monthon-month basis from US$ .487 billion in July 2013, a percent higher.

The National Statistic Office (NSO) said the growth in import payments was pushed by the increase in importing of seven out of 10 major commodity groups over the year.

These commodity group gainers include Metalliferous Ores and Metal Scrap; Transport Equipment; Mineral Fuels, Lubricants and Related Materials; Telecommunication Equipment and Electrical Machinery; Plastics in Primary and Non-primary Forms; Iron and Steel; Industrial Machinery and Equipment.

ISO audit THE Department of Labor and Employment Regional Office X has completed on Friday, October 18, the first stage of the audit for its ISO (Organization for International Standardization) 9001:2008 certification.

ISO 9001:2008 focuses on effective quality management systems on its processes in meeting customer satisfaction.

The first stage of audit involves document review that consists of the different technical and administrative processes of the DOLE Regional Office.

The move for ISO 9001:2008 certification is a directive of DOLE Secretary Rosalinda Dimapilis-Baldoz to better serve the Department’s clients through timely and quality delivery of its programs and projects.

MANILA -- The Senate has begun, on Wednesday, a l e n g t hy a l l- s e n a t or s caucus on the abolition of their Priority Development Assistance Fund (PDAF) for 2014.

This came following a resolution approved by the Senate Tuesday, mandating the Senators to abandon their remaining PDAF to augment the calamity fund.

Senate President Franklin Drilon authored the resolution in an effort to help victims of calamitystricken areas, adding the

senators have waived and abandoned their PDAF for 2013.

“With that abandonment of their PDAF entitlement, it has created savings which the President may use as ca lamit y f und for areas affected by the typhoons ‘Labuyo’ and ‘Santi,’ by the earthquake in Visayas, and the man-made disaster in Zamboanga City,” Drilon said in a statement.

“We have to respond and assist the government in disaster relief, speedy p os t- d i s a s ter re cover y,

reconstruction, and rehabilitation of provinces affected by these recent c a la m it ies t hat h it ou r country,” he added.

Senator Serge Osmeña, however, ex pressed h is doubts on t he complete abolition of PDAF next year and suggested realigning it to different agencies.

“I hope we’ll be the one to scrap it. But is everyone willing to do that? We will decide on that because that will be the subject of our caucus today (Wednesday),” Osmeña said.

“Let’s not scrap it, let’s put it to specific agencies that really need the money.

We can define the purpose but we won’t rename it, we’ll leave it already to the department,” he added.

He also explained that the PDAF should be voted upon to be scrapped by both chambers.

“The approval of the total votes of all the congressmen and all the senators because that is the power of Congress, the power of the purse,” he said. pdaf/PAGE 9

pecial Olympics is the world’s largest organization committed to change the lives of adults and children with intellectual disabilities.

By providing them with yearlong opportunities for athletic training and competition in different Olympic-type sports events, the organization hopes to help adults and children with intellectual disabilities develop their physical fitness, promote their confidence and enable them to experience the thrill in sharing their gifts and skills; the excitement of forming friendship with other athletes; the joy in bonding with their families and the feeling of importance by being accepted by the community.

Through its more than a million volunteers, Special Olympics is able to serve more than 4 million athletes through 229 accredited Special Olympics Programs in 170 countries.

More than just an organization, Special Olympics is a movement. It continues to spread and realize the vision of its founder, Eunice Ken-

nedy Shriver, by changing how society views persons with intellectual disabilities—that despite their difficulties, each one of them should be able to reach their full potential and all members of society should embrace and encourage this.

Cagayan de Oro is one of the lucky cities to have a local chapter of this trail-blazing organization. Though recently organized, the chapter has already conducted swimming competitions for children with intellectual disabilities and provided trainings for parents and teachers coming from local schools that offer special education. Last September 28, Special Olympics Philippines Cagayan de Oro Chapter joined the whole world in celebrating Eunice Kennedy Shriver Day, a day of tribute to the founder of the Special Olympics and her legacy of action and compassion by holding a qualifying games to the first ever Mindanao Games. The event was successfully conducted with a turn out of over a hundred

volunteers and athletes from Cagayan de Oro City and the nearby municipalities of Misamis Oriental. A total of 43 athletes coming from the different schools that serve special needs students namely City Central School SPED Center, West City Central School, Puerto Elementary School and St. Therese’s Center competed in the three sporting events included in the games-athletics, aquatics and bocce.

According to SPED teacher Rebecca Pabia whose daughter participated in swimming, she was so happy to see the turnout of participants and was overwhelmed by the exciting reactions of fellow parents of special needs children.

Another parent, Cherry Mabalacad whose son is a bocce player, said she hopes more games like this will be held to reach out more children and persons with special needs especially from far-flung barangays. Indeed, it was a day of great fun and wonderful memories for our athletes and their families.

Martial Beck, ECCP vice president and general manager, said European businesses remain upbeat in the country’s economic prospects and expect more companies to invest in the country.

B eck said European businessmen are particularly keen on Mi nd anao as p o ssibl e investment site for agriculture and fisheries production. “[The Philippines] has lots of coconuts here. In Europe there’s a big demand for coconut water,” he said during the second joint meeting of foreign chambers in Davao City held at the Seda Hotel here over the weekend.

In 2012 the value of Philippine coconutwater exports increased by 23 percent from 16.7 million liters worth $15.1 million in 2011, according to data from the trade department.

In the same year Philippine coconut-water export earnings from the US increased by 29 percent to $ 1 4 . 2 m i l l i on . At the end of the activity, the delegation from the Division of Lanao del Norte headed by Schools Division Superintendent Emmalinda E. Duhaylungsod, emerged to be the Over-All Champion. The Divisions that followed were Iligan City as first runner-up, Cagayan de Oro City as second runner-up, and Valencia City as third runner-up.

Musabaqah has already been a regular competition in areas with huge Muslim population, like ARMM and its nearby provinces and cities.

Musabaqah also gets good support from LGUs for it relates to improving the quality of education among Muslims, and to addressing issues of peace and development.

It includes the usual competitions on sports and quiz bees, with the only difference that its contents revolve around the teachings of Qur’an.

This First Regional Musabaqah was conceptualized by former OIC Dir. Allan G. Farnazo, and was carried on by the administration of Dr. Ingrid G. Racoma, incumbent OIC to the Regional Director’s Office. The activity was also well supported by the Chief of the Promotional Division Wilfreda T. Famador, the Muslim Education Coordinators in each school division, the staff of the Regional Planning Unit, and all asatidz regionwide.

NOTICE OF WATER RATES ADJUSTMENT In its desire to provide its existing customers with even better service and at the same time address the city’s fast growing demand for water, COWD intends to pursue its NRW reduction program and expansion projects. For these to be realized and brought to completion, it is necessary for COWD to implement the rates adjustment approved by the Local Water Utilities Administration (LWUA) per Board of Trustees Resolution No. 84 dated June 17, 2011.

However, putting the welfare and interest of the water consumers in mind, the approved 30% water rates adjustment shall be implemented on a staggered basis with an initial adjustment of 10% starting on November 1 this year. This adjustment will merely cover for the inflation of the cost of all consumables used in its operations like fuel, power and materials which have increased over the years since 2007 when COWD last implemented a rates adjustment.

This brings the minimum charge of residential/government accounts from P168 for the first ten cubic meters to P184.80. Succeeding adjustments will be carried out on February 1, 2014 and May 1, 2014.

But is it true of people? Can people change? Are we humans just creatures of habit? Do we not have any control over our actions and habits?

One guy said, “Bad habits are like a comfortable bed: they’re easy to get into, but hard to get out of.” Someone else said: “The chains of habits are too small to feel until they’re too strong to break.” So ‘breaking the mold’ of our bad habits takes effort, yet one of the greatest freedoms in life is the freedom from bad habits.

Habits are like the roads we take through life everyday.

The problem is that not every road takes us where we need to go. Actually, our routes through life often become our ruts in life. We end up stuck in them and find it hard to dig ourselves out. That’s why we must change our bad habits as soon as possible before they become our ‘second nature’. You see, our habits become our character and our character becomes our life. As one wise person said: “First we make our habits, then our habits make us.”

But we humans don’t like to change, do we? So we come up with excuses, like: “I can’t be different; that’s just the way I am.” Or we say: “I was born this way.” And the good ol’ saying: “You can’t teach an old dog new tricks.”

But that’s just it: we’re not dogs or animals. In fact, we’re the only creatures who have the freedom and power to change and choose the kind of person we become.

So what habits do you need to start changing today?

You know, there’s one bad habit you need to change first, that will help you change all your other habits. It’s the habit of living your own way, instead of your Maker’s way.

He’s the only one who knows the road to the best, most satisfying life for you. So today, won’t you ask Jesus Christ to forgive you, and to take full charge of your habits and life?

The BSP as a Teacher

he Bangko Sentral ng Pilipinas (BSP) has stepped up its role in nation-building.

Apart from its constitutional mandate of promoting price and monetar y stability, the BSP has also gone to promot ing e conomic and f i nanc i a l e duc at i on among our people.

Why is this important?

With a financial literate populace, it will be easier to achieve and sustain economic development in the nation. Citizens are empowered to make sound financial decisions and to contribute meaningfully to the economy. They become active participants in the market.

To achieve this end, the BSP launched the Economic and Financial Literacy Program (EFLP) in 2010 as one of its key advocacy efforts. The EFLP integrates all campaigns of the BSP in spreading knowledge and awareness on economic and financial matters to our countr ymen.

Its objective is simple --- develop a citizenry that’s well-informed in finance and economic concerns and who can be ef fective par tners of the BSP in achieving and maintaining a strong economy, with stable and safe banking and payment systems.

O n e o f t h e g ro up s w i t h i n B SP t h at p l ay s a n important role in the implementation of the EFLP is the Economic and Financial Literacy Center or EFLC. He a d e d by it s d i re c tor, Anton i o C i ntu r a , t he EFLC is a “one-stop-shop” for the public’s data and information requirements from the BSP. No need to go department-hopping for ever ything you need to know - from economic indicators to sur vey results - can be accessed through EFLC’s database.

Moreover, its main librar y here in Manila also houses a massive collection of books on topics such as general economics, banking, business, accounting, management, fiscal theor y, and finance.

Apart from a main office in the BSP Main Complex, there are also EFLC units and libraries in BSP’s 21 regional offices and branches throughout the nation.

This year, the EFLC went to five provinces to reach out to students, bankers, businessmen, and other stakeholders f rom as far as Isabela in the north to Bukidnon in the south.

The attendees, who are mainly students, overseas Filipinos, businessmen and government workers, were treated to a two-day educational experience that gave them in easy-to-understand terms concepts such as inf lation, foreign exchange, s avings and investments.

Participants, particularly overseas Filipinos and their families, are also taught on how to ensure their future by wisely using their remittances for savings or for investments.

Each day drew an average of 350 participants, which seems to be a small number until it is revealed that the EFLC only has a seven-man team handling these huge activities each time.

Based on the Consumer Finance Sur vey in April 2012, there is still the need to continue educating Filipinos on the advantages of being “banked” and investing in financial instruments.

According to Cintura, the EFLC will continue to conduct outreach activities in 2014 to cover smaller and unvisited cities/municipalities in the archipelago, and to bring economic and financial learning to as many people as possible.

Cintura echoes BSP Governor Amando M. Tetangco, Jr. who firmly believes that a financially-educated citizen will be a useful and productive citizen.

At the Impulse of Faith

his is the ideal situation in our life. It’s when we manage to shape our life according to the behest of our faith that we attain this ideal. Faith is a gift from God that enables us to start living our life with God which is how our life should be.

We actually have been made for a life of faith. If we look more closely at how we are, we will see that are made for believing, more than just for reasoning or, much less, for feeling. We are in need to make acts of faith, because no matter how much we reason out and feel, we will still realize that the reality goes beyond what reason and feelings can discern.

Of course, faith always goes together with hope and charity, all of which assure us that while we still are journeying toward our final destination in this present life of ours, we somehow are already there in that destination.

They make us realize we are never alone, since with them we will feel we are with God and also with ever ybody else. They connect us with God and others.

How important therefore to take good care of these divine gifts! And among them, the first one to get our attention should be our faith, since our life with God and others begins with it. Faith somehow acts as the foundation for hope and charity, although the three work together in mutual, vital relationship.

While faith is a gift from God, it is also the response and the care we give to that gift. While it is a matter of grace, it is also a human act and responsibility.

As the Catechism says, “believing is an authentically human act. Tr usting in G o d and cleaving to the truths he has revealed is contrar y neither to human freedom nor to human reason.” (CCC 154) We ought to feel the need to constantly sharpen and strengthen our life of faith, because many now are the elements and factors that can undermine it.

It’s not so much the outright rejection of faith, like when one falls into formal atheism or agnosticism, as the subtle but continuing neglect of our faith that constitutes its gravest danger.

Yes, we have to use themand, in fact, we cannot avoid them-but we have to make sure that they are always infused by faith. Otherwise, they can lead us to some exciting adventures or drift u s ai m l e s s ly i n l i fe , but they, alone without faith, can never bring us to where we should be.

Especially in the beginning, we have to make deliberate acts of faith, much like a child learning how to eat and write properly. We should not make a big fuss about this awkwardness or even difficulty. It’s all worth it. The important thing to keep in mind is that these acts of faith will hopefully become second nature to us.

We need to trust God, his wisdom and his ways.

Especially when things look like impossible to do or accomplish, the more we should trust Him. We have to be convinced that with God, nothing is impossible.

How many episodes in the life of Christ as narrated in the gospel attest to this fact! It’s God, it’s Christ, it’s his Church and the many instrumentalities the Church has made available to us where we can have what is essential, what is ultimate in our life.

Let’s go beyond but not discard our tendency to rely on some human and natural sciences and arts alone as means to achieve our ultimate goal in life.

We need to use our faith!

Look at the lives of saints. In spite of their human shortcomings, it’s their faith that made them do impossible things, even to accept martyrdom. Besides, as St. Paul said, “the foolish things of the world has God chosen, that he may confound the wise. And the weak things of the world has God chosen, that he may confound the strong.” (1 Cor 1,27) Let’s make our faith burn, making many acts of faith, studying the doctrine, and doing things with magnanimity.

The company estimates its share of the domestic market at four percent.

Seaoil expects to end the year with revenues growing by over 20 percent to P20 billion on the back of increased fuel sales and a wider retail network. This would put the company on track to hitting P50 billion in sales in three years, Yu said.

From 340 gasoline stations, the company is looking to end this year with 370 and add 100 to reach 700-800 in 2016. About three-thirds of the company’s gas stations are franchises.

“We are poised to take advantage of an increase in sales volume because of the investment we made over the last several years,” Yu said.

The company is spending about P1.2 billion in capital expenditures each year, he said.

To notch up the company’s comparative advantage, Seaoil recently started blending its fuel products with performance additives as part of its team-up with US motor oil company STP. The company said this would not result in increased pump prices.

“We are very encouraged by this partnership as it raises our profile and allows us to grow our revenue further,” Yu said.

“STP is one of those partners that we believe can enhance the value of the brand. We believe that it will raise the profile of the Seaoil brand and the consumers will recognize that we can compete in terms of product quality,” he added.

Sun Life PH exceeds sales force targets SUN Life of Canada (Philippines), Inc. exceeded its sales force target for 2015, making the local unit of the Toronto-based insurer an example and brand model for its entire operations in Asia.

Kevin Strain, Sun Life Financial Asia president, who frequently f lies to Manila from Hong-Kong, said in a roundtable discussion with reporters that the Philippines is the company’s most important market among its seven locations in Asia.

SEC okays Ayala’s P10-B fundraiser AYALA Corp has received clearance from the Securities and Exchange Commission to raise P10 billion from the sale of preferred shares early next month.

In a text message, SEC secretary Gerard Lukban said the regulator, during an en banc meeting on Thursday, approved the registration of 20 million preferred Class “B” shares of the Philippines’ oldest conglomerate with a par value of P100 apiece.

precedence over common shares when dividends are paid out but don’t participate in extra dividend payouts.

Documents from the SEC show Ayala will sell the shares at P500 apiece during the offer period from November 4 to 8. The shares will be listed on the first board of the Philippine Stock Exchange.

The shares will have a fixed quarterly dividend rate based on a 10-year Treasury rate plus a spread. Structured as perpetual, the preferred

shares have a call option on the 10th and 15th year, which means Ayala can buy them back on those years.

Proceeds from the share sale will be used to redeem P6 billion worth of preferred class “A” shares maturing November and refinance P4.25 billion in bank loans due this December.

She said the country has not been exporting Arabica Coffee for the past 27 years but they had a breakthrough last 2011 when they exported Arabica from Mt. Matutum to Canada.

“But Level Ground (importer) from Canada wanted 50 tons a month and we could only deliver 600 kilos,” she said.

Pates admitted that they could not even supply the local demand, much more the huge demand from the international market. They also have inquiries from Japan and Europe but they could not commit as of now until they see the first harvests beginning this year.

She said they expect to see a good harvest late this year and by 2014 since they only started planting in 2009. Most of the farmers rejuvenated the areas already planted with coffee so that they produce better quality and yield. Following the correct process, each tree can produce 3 to 5 kilos; otherwise, it would only produce less than a kilo of coffee.

“The good thing about Arabica is that it can be intercropped with strawberry and carrots so the farmers have other sources of income while waiting for the coffee trees to bear fruit,” she said.

And since the Arabica variety requires only 25 percent of sunlight, they also encourage the farmers to plant more trees and contribute to reforestation. (PNA)

Last June, Del Monte Pacific listed on the Philippine Stock Exchange by way of introduction, marking the first dual listing on the local bourse. It has been listed on the Singapore Stock Exchange since 1999.

Excluding the extraordinary expense, Del Monte Pacific’s core profit increased seven percent year-on-year to $8.9 million.

For the first nine months, its net income also dropped by five percent to $17.8 million from last year’s $18.8 million because of non-recurring acquisition and listing expenses. Adding them back, earnings would have advanced 11 percent to $20.7 million in the January to September period.

“The group expects that the transaction fees would be approximately $6 million for the year, which would impact net earnings.

However, the base operating income of the group is expected to be higher than last year,” Del Monte Pacific said.

Sales hit $127 million in the third quarter, up nine percent from $116.6 million in the same comparable period, buoyed by the four percent growth of the branded business and 19 percent expansion of the non-branded business.

The company’s branded business -- comprising Del Monte in the Philippines and the Indian subcontinent as well as S&W in Asia and the Middle East -- accounted for 65 percent of total sales in the third quarter, while the non-branded segment contributed 35 percent.

They got some samples of the coffee beans grown at Mt. Matutum and sent it for cupping to one of Canada’s biggest coffee companies who was impressed and confirmed the high quality of the sample.

There are four major varieties of coffee including Arabica, Robusta, Liberica and Excelsa. The Kapeng Barako from Batangas falls under Liberica variety.

Mindanaoans however refer to any coffee produced in the mountains as “native” regardless of the variety.

Majority or 80 percent of the coffee being produced in Davao and in the country is Robusta since this is the variety being bought by companies like Robina and Nestle for their 3in1 coffee products.

While Robusta is good for blending, she said, we are encouraging farmers to plant more Arabica since it is premium quality coffee that has less caffeine, less acidic and has a high 70 percent demand in the global market.

“So, I think if importation will be made for next year, it may all be made within the MAV,” he said.

MAV or minimum access value is a Philippine commitment to the World Trade Organization, under which 350,000 metric tons (MT) of rice may enter the country at 40 percent duty. Imports outside the MAV are levied a 50 percent tariff.

The Philippines produced 18.3 million MT of palay last year.

“We are now harvesting... so importing would harm farmers because it would compete with their produce,” Delima noted.

Industry officer Arnel S ay c o o f t h e re g i o n a l Department of Trade and Industr y (DTI XI) said domestic sales of tuna in their various forms--fresh, frozen, chilled, canned and processed also racked up total domestic sales of P110 million benefiting both big and small tuna producers in the region.

To boost the production capacity and improve the quality of the tuna industry, a series of six training workshops were conducted during the same period which benefited some 120 tuna small processors who produce various kinds of tuna-based food products like sausages, longanisa, hot dogs, etc.

Tuna industry officer Cecile Loquias of the Gensan Chamber of C ommerce an d In du s t r y s ai d t h e tuna industry cluster team had been busy these past months strengthening the organizations of small-scale tuna processors, training them to develop new quality tuna products both for Filipino and foreign markets.

Now recognized by the R e g i on a l D e ve l opm e nt C ounc i l as a “pr i or it y industry”, the tuna industry here has been putting up programs to help small tuna processors get easy financing from banks and lending firms.

Thes e prog rams are expected to maximize their access to all available markets for their products in both domestic and foreign markets, according to project officer Shalimar Abdurahman of Socksargen Federation of Fishing and Allied Industries.

Abdurahman said nearly 70 small enterprises which produce various kinds of processed tuna products had been provided with technical help in upgrading the quality of their products and increasing the production capacity of their processing operations in the region.

According to the proposal, such fishes “live near the surface or in the water column of coastal ocean, usually caught by either commercial or municipal fishing gears like ‘bagnet’, ‘ringnet’ and other modified fishing gears of similar fishing operations.”

The previous draft, which was agreed upon during a multisectoral consultation, was to implement a twoyear commercial fishing ban within the gulf after experts evaluated that fish catch has slowly dwindled due to overfishing.

Mr. Villanueva explained that, based on the initial study of the bureau, the decline of fish catch within the gulf has been significant, and there is a need to remedy the situation in order for small fishers to increase their income.

Based on the proposed administrative order, the prohibition includes the selling, purchasing, killing or catching small pelagic fishes caught in the gulf.

The proposal also carries a penalty clause with a fine of as much as P100,000 or six months in jail, depending on the ruling of the judge.

The proposal came about after a group of fishers in Governor Generoso, a coastal town in Davao Oriental, blamed commercial fishing for the decline of their catch.

The fishers said that while big commercial fishers use modern fishing methods and equipment, small fishermen within the municipal waters still use crude fishing methods like fish nets.

Government agencies also pointed out that commercial fishing methods can catch even juvenile fish. “The potential yield of Davao Gulf is already beyond the maximum potential yield,” the proposal also stated, pointing to the need to arrest the situation.

International Cooperation Agency (JICA), a total of P240.3 million in investments were poured in various oil palm projects in Mindanao during the first six months this year.

Industry officer Raul Nuevas, secretary of the Caraga Palm Oil Development Council said more and more inquiries were received by the industry council from investors and businessmen showing keen interest in making investments in the oil palm business.

“Our target this year for investments was P198 million, but it went beyond our expectation when the actual investments hit P240 million” Nuevas said.

The biggest surprise of the industry cluster was the domestic sales for palm oil which they set at P110 million as their target for the first half this year, but went beyond the target when the actual sales recorded during that period hit a whopping P791 million.

“Demand for palm oil has been going up consistently in global market, that is why we’re getting more and more investors coming to this industry,” Nuevas said.

Industr y coordinator Ar nol d Fa el nar of t he Department of Trade and Industry (DTI) in the Caraga region also reported that nearly 300 new jobs were created from new investments in the oil palm industry while 15 growers venturing into oil palm farming underwent training in various farming technology to produce better quality oil palm nuts.

Faelnar said the oil palm industry team so far, was able to put up a 50-hectare oil palm nursery servicing the needs of oil palm growers in the Caraga region marking it as a milestone of the industry this year.

To keep the growers s up p l i e d w it h or g a n i c fertilizer, the industry cluster also coordinated the setting up of shared service facilities (SSF) consisting of equipment which produce farm-based natural fertilizers using organic matter available from the farm.
