Improved mining DAVAO City -- Environment and Natural Resources Secretary Gina Lopez revealed that the agency is now taking a closer look on the mining industry, with 30 firms being issued show-cause order.

She said the DENR is currently doing a thorough evaluation on every mining firm. “We are talking to everyone. Everybody has to improved,” Lopez said.

The DENR Secretary stressed that if a mining firm operates it must have social and economic positive impact.

Lopez said the DENR will use the total economic valuation, wherein the positive and the negative effects of the mining operation will be monetized and will be evaluated.

Economy ARMM, Gawad Kalinga ink accord on school feeding program

ARAWI City -The Department of Education in the Autonomous Region in Muslim Mindanao (DepEdARMM) and Gawad Kalinga signed a memorandum of agreement to implement a school-based feeding pr o g r a m c o v e r i n g s i x towns.

The agreement entails the establishment of central kitchens that will benefit 11,300 students in six towns namely Bongao in TawiTawi, Jolo in Sulu, Lamitan in Basilan, Taraka in Lanao del Sur, and Upi and Parang in Maguindanao.

the active participation of parents and teachers as well as representatives from local government units, private organizations, and other stakeholders.

Daily preparation of nutritious meals for public schoolchildren is the general objective of the program.

In August 2015, the DepEd-ARMM and Gawad Kalinga first entered into an agreement to pilot the same program in Parang, Maguindanao. The success of that initial effort prompted the expansion of the central kitchen approach in other towns in five provinces in the region.

Dr. John A. Mag no, DepEd-ARMM Secretary, said the regional government is hoping that the pilot kitchens will eventually become training centers for replication of the program throughout the region.

The school-based feeding initiative will start in the six towns covered by the agreement in the second week of November.

The 2015 data of the Food and Nutrition Research Institute showed that among children aged five to 10, about four of 10 are underweight, while six of 100 are thin and regarded as having health problems.

“The regional government is doing concerted efforts to c omb at hu nge r and el im inate ma l nut r it ion among children,” Dr. Magno said. He stressed that the

program will also help improve the attendance of schoolchildren.

After the signing of the agreement, key officials of DepEd-ARMM and

Gawad Kalinga as well as representatives of various stakeholders signed a “wall of commitment” to show full support to the program.

How to debate with your mate Think a minute…A wise marriage counselor asks every couple wanting to get married if they have had a real argument yet. Often they answer: “Oh, no! We love each other. We never fight!”

This marriage counselor tells every couple to fight first before they get married.

He says that when couples disagree, they must learn to listen and understand each other’s feelings so they can solve their differences and forgive each other each time they disagree.

A very important skill in building a happy marriage and life together is learning how to debate with your mate. But there are rules you must follow to have a fair, good debate, so you will still be close friends afterwards.

First, before you start, both of you should agree to stick only to that issue. Don’t bring up past problems and hurts.

Second, remember that your goal is not to win the argument, but to understand each other’s feelings. In other words, TUNE IN. Really listen to what each other is thinking and feeling. Try to understand how you are causing them to feel hurt or wronged. Put yourself in their place and see things from their side.

-ooo WHY IS DEPED NOT HONORING ITS OWN PERMITS TO CHURCH SCHO OLS? Why is the Department of Education (DepEd) refusing to honor its own three (3) permits allowing B orn Again Christian church schools--some 350 or so of them nationwide---to continue operating their schools, thereby depriving the Duterte government of its chance to implement its program on moral recovery and values formation, especially among school children?

This was the general sentiment that pervaded the Southern Mindanao United Association of Christian Educators of the Philippines (ASCEP) Church Schools Conference held on Friday, October 21, 2016, at the D avao Grand Mens eng Hotel in Davao City, after Deputy Cabinet Secretary Peter Tiu Lavina clarified that one of the urgent thrusts of President Duterte at this point is moral recover y a n d v a lu e s f or m at i on , particularly among the youth.

like Bishop Timoteo Yap of Cagayan De Oro City and Bishop Elpido Mercenes of Taguig City, thereafter took turns in questioning the on-going policy of the DepEd to turn its back on the three permits its former secretaries issued since 1994 to enable Christian churches to put up elementary and secondary schools which would push spiritual, moral, and righteous principles among their pupils and students.

-ooo CHURCH SCHOOLS WERE ISSUED THREE PERMITS TO OPERATE: DepEd Secretary Leonor Magtolis Briones was invited to be the guest speaker during Friday’s conference, but she did not show up.

I would like to think her absence was deliberate, since she would be answering a lot of questions from the pastors and preachers of Born Again Churches who put up their church schools in the past.

I also spoke during the Conference, and I discussed the result of my research which showed that DepEd--even when it was still known as DECS, or the Department of Education, Culture, and Sports---issued three permits to Christian churches in recognition of their important work in inculcating spiritual and moral principles among c h i l d re n . T h e f i r s t of

the three was known as Temporary Permit No. 1994 010537.

Although this was labeled as a “temporary permit”, its own provisions nevertheless stressed that it was “valid until revoked.” In 1996, the DepEd issued Government Permit No. 001, series of 1996. Again, what was significant about this 1996 permit was that it contained the admonition it was “valid until revoked.”

-ooo DUTERTE’S HELP SOUGHT BY BORN AGAIN CHRISTIANS: In October 1997, the DepEd issued a third permit, in favor of Christian churches, firming up their right to operate church schools. Clearly, this last permit manifested the intention of the government through the DepEd to allow the continued operation of Christian church schools, because they contributed immensely to the moral education of school children.

I n 1 9 9 9 , h o w e v e r, during the reign of Bro. Andrew Gonzales as DepEd Secretary, he maneuvered to stop the operation of Christian church schools who, at that time, were already competing quite robustly with other private schools especially those from the religious sector.

He issued DECS Order No. 68, in which declared the aforesaid three permits as “irregular”. However, he did

Atty. Batas Mauricio not direct the revocation of those permits, because he had not consulted the Born Again churches.

At this point Christian church schools are being closed down, en masse, by the DepEd, allegedly because Gonzales already revoked the permits. Hopefully, this matter will now be elevated to President Duterte, who would be asked to intervene for the Christian churches through a formal letter by the ASCEP. Let’s pray for these Christian church schools!

Overcoming the “tambay” lifestyle It’s all understandable, of course. Young people like to enjoy life. I was also like them when I was at their age. Even if they carry some heavy personal or family problems, they like to have fun every time they have the chance.

Outside of my chaplain’s office, I see young students, all boys, sitting on the floor, invariably engaged i n w h at I c on s i d e r a s mindless chatter, pulling each other’s leg, laughing or simply idling away time, with looks that can only show purposelessness. I call this the “tambay” lifestyle, which is very common in many places.

I presume it’s their break time, and you just have to let them be. Like little children, they should not be over supervised. Their classes would take care of that since discipline and meeting academic requirements would always be the order of the day there.

And yet, at the back of my mind, I worry that if they are not properly attended to that this tambay lifestyle would harden and become a permanent feature of their character. When I was at their age, I was already worried about how to fill up my time more fruitfully and meaningfully. I exerted some effort, though I must confess that the motivation

was not quite right. Selfinterest fueled most of that effort.

It was only later in life that I discovered the proper motivation for working or studying or simply filling time. Only God, the love for him and for neighbor, can be the appropriate motive.

But how can you transmit this truth to these young ones?

I remember that in my case, I had a regular chat with a priest who taught me many things. I first went to see him because I had a problem with my philosophy classes in school. He was very helpful in clarifying my doubts and answering my questions.

But besides those, he taught me how to pray, to study the doctrine of the faith more deeply, to appreciate the value of sacrifice, the sacraments, the virtues, etc. What I learned was that I can only study and work properly if the motivation is precisely the love of God and neighbor.

That was when I could always find something to do, and I pressured myself to fight against my laziness and my excessive love for comfort and pleasures. I learned the importance of time-that it is the occasion for us to attain the ultimate purpose of our life. I realized it was a crime to waste time.

It was not easy. And even until now, I sometimes have to exert some extraordinary effort to do things properly and to fill up my time. All of us have to contend with our weaknesses and the many temptations around.

One has to wage a constant struggle to be able to use time properly.

But how can I transmit these precious lessons to the young ones? Yes, as chaplain, I say Mass for them every day. There I can say something in this regard during the homilies. But that would not be enough.

I also give some talks and classes, conduct retreats and recollections, but then the effects and results are long in coming. These need a more personalized and abiding attention.

It’s good that many of the students come for a personal chat with me. There, I get to know them more closely and have the chance to encourage them. They need a lot of clarification and motivation.

Trying to explain loving God and others, what it involves and how it impacts on our use of time is not easy, especially when you have to touch on an essential part of it-the suffering and the need for the cross. Christian charity has endless facets and practical implications.

We have instituted a mentoring system so that

Fr. Roy Cimagala each student is followed up closely. And obviously, the task of monitoring the developments of this system can be demanding. I am more and more convinced that, above everything else, what is needed to keep things going is the spiritual and supernatural means.

Without these means and when we rely only on our human resources and natural powers, we can only achieve so much. Worse, we can be deluded into thinking that we are doing what is right, when in fact what we’ve been doing is wrong.

I hope and pray that while the general character of the young-their attitude to take things easy and to have fun-should be respected, the seed of a more responsible use of their time, talents, and other resources would be sown, take root, and start to grow. roycimagala@gmail. com.

MALL and medium-sized enterprises (SMEs) in the country has to level up, not for competition, but more on collaboration in order to cope with the challenges of the impending Asean economic integration, a renown financial expert and economic consultant said.

Laurel Media president and chief executive officer Roni Merk told business leaders and entrepreneurs during the awarding rites of the 4th Mindanao Business Leaders and Entrepreneurs 2015 held Saturday at the Atrium, Centrio Ayala Mall in Cagayan de Oro City that there is a need to shift the paradigm in dealing with a more complex economic bloc like the Asean.

“The strategy must shift.

The norms must be more on collaboration, and not for competition,” Merk said in her keynote address.

The search for outstanding Mindanao Business Leaders and Entrepreneurs is an annual undertaking of Cagayan de Oro-b as e d lo c a l business ne w sp ap e r Bu s i n e ss We e k Mindanao and its sister publication Mindanao Daily, aimed at recognizing Mindanao entrepreneurs, private and government entities who have immense contributions to the island’s stride for economic development.

Now in its fourth year, the annual search institutionalized in 2012, is part of BusinessWeek Mindanao’s corporate social re sp ons ibi l it y to prov i d e inspiration for Mindanao businesses to seek greater heights and strive for success in the noble mission of propelling the six regions on the island and its people towards full economic growth and sustainable development.

BusinessWeek Mindanao Corp. President and CEO Dante Sudaria said media entities must not only take the role as an adversary but must also lead the public in recognizing those who have greatly contributed in improving the lives of Mindanaoans.

Sudaria said BusinessWeek Mindanao will continue to play

its role as catalyst for growth by providing information that are vital for businesses and policy makers.

Merk, also the wife of performing artist Richard Merk who also surprised the audience with his impromptu acapella performance, praised BusinessWeek for spearheading such endeavor, saying “it knows how to craft and deliver the right message” in contributing to the economy of Mindanao.

In her speech, Merk said that as small and medium sized enterprises (SMEs) comprise about 30% of the country’s economic prime-movers and with the need to be at pace with the expected influx of products and services from the Asean region, SMEs need more collaboration rather than make up for competition.

“It is a win-win for all businesses since they will learn from each other’s best practices,” Merk, who is also a BPI consultant and an IABC Philippines adviser said.

Among the challenges faced

by SMEs today is the capability to sustain the momentum of economic gain, which requires more capital expenditures, and that the banking sector must also respond given the prevailing circumstances, she said.

“Despite the countr y’s strong economic performance which posted an average of 6.4% in the last four years second only to China’s 6.9%, inclusive economic growth cannot be sustained unless SM E s mu s t re g ro up a n d collaborate to meet a more challenging days of Asean integration, Merk said.

Based on thorough and meticulous evaluations by the Board of Judges, the following are this year’s winners: For agro-industr y category, the winner was Vitarich Corp. Davao, one of the countr y’s prime manufacturers of poultry and fertilizer products founded by the Sarmiento brothers in 1950.

For food manufacturing, COFIPAC Corporation was adjudged the winner. Based in Cagayan de Oro, it is engaged in coffee and tea making.

For electric cooperatives, the winner was MORESCO-1, the electricity provider in western Misamis Oriental since 1976.

According to the website of the UCLG-City of B ogota Peace Prize, Kauswagan was lauded for “courageous leadership and the ability to connect peacebuilding to socio-economic development.”

Kauswagan Mayor Rommel Arnado received the award from Bogota Mayor Enrique Peñalosa.

From the 1970s to the 2000s, Kauswagan was mired in armed conflict between the Moro National Liberation Front and the Moro Islamic Liberation Front, on one side, and the Armed Forces of the Philippines and Christian paramilitary groups, on the other.

Residents were displaced as they fled the violence.

As a solution, the LGU implemented the “From Arms to Farms” program starting in 2010, with peacebuilding workshops coupled with organic farming training sessions. “’From Arms to Farms’ is an agricultural training program that helps former combatants to reintegrate into society, while at the same time addressing the food security problem,” according to the website of the Peace Prize.

MILF commanders and their men laid down their arms and became organic farming entrepreneurs.

The LGU provided initial capital assistance to the rebelreturnees, who then repaid the principal without interest when they had gained enough economic capability.

This, as the representative of MinDA reported that the 2016-2022 Philippine Cacao Industry Roadmap is well under way in its implementation, the bulk of which comes from the Cacao Double-up Program initiated by MinDA with an ambitious target of producing 100,000 metric tons by 2022.

It was learned during the forum that Mindanao accounts to 90 percent of the total cacao production in the entire country.

According to the Philippine Coconut Authority (PCA) in an earlier report, Mindanao has currently 28,000 hectares dedicated solely to planting cacao.

MinDA’s Cacao Double-up Program intends to multiply that by 500,000 hectares, including those intercropped with coconuts and bananas, by 2022 with a target of 500 cacao trees per hectare and two kilos of cacao produced per tree.

To meet its goal, MinDA’s Cacao Double-up Program is hands-on from increasing productivity to providing technological assistance, product packaging, business linkaging and even financial assistance to farmers. It is assisted by the following agencies: Department o f A g r i c u l t u r e ( DA ) , Department of Trade and Industry (DTI), Department of Science and Technology (DOST), Department of Agrarian Reform (DAR), Department of Environment and Natura l Res ources (DENR), PCA and LandBank.

DAR’s Davao Region office, in a statement e-mailed to BusinessWeek Mindanao, confirmed that the agency has been conducting an inventory of AVAs but did not provide details on their timetable and scope nor the planned actions after the review.

The beneficiaries, who work with private investors to grow the cash crop on their land, believe that interference with AVAs “provides disincentives to local and foreign investors,” and may be unconstitutional, the statement said. “ This interference has changed the strategic direction of local corporate farms in relations to their expansion plans,” it added, pointing out that the banana industry is currently facing tough competition from established and emerging banana-growing countries in Latin America and Asia.

In the previous Congress, Ifugao Rep. Teddy B. Baguilat, Jr. filed a bill that aimed to regulate AVAs, a proposal that was opposed by the industry.

Stephen A. Antig, Pilipino Banana Growers and Exporters Association, Inc. (PBGEA) executive director, said such regulation on private contracts “would strangle the industr y to death.”

PBGEA counts among its members the country’s major producers and exporters, including multinational companies.
