Asian Halal Center ZAMBOANGA Economic Zone (ZAMBOECOZONE) in partnership with the Department of Trade and Industry (DTI) and Local Government Units of Zamboanga City recently held the ground breaking ceremony of the Asian Halal Center, with the DTI Secretary Ramon M. Lopez as the guest of honor.

The 100-hectare area aims to be the center of Halal industries in the Philippines and in the Brunei DarussalamIndonesia-Malaysia-Philippines East ASEAN Growth Area (BIMP-EAGA) region.

Halal is a Qur’anic term that means permitted, allowed or lawful. At present, Halal is used in relation to food and other consumer goods that have undergone certification as permissible for consumption and use by Muslims.

Local housing body THE proposal to create a Housing Department at Cagayan de Oro City Hall is being supported by the 18th City Council.

This was discussed during the Legislative Forum held this week, which was attended by Acting Mayor Raineir Joaquin V. Uy, Acting Vice Mayor Zaldy Ocon and city councilors.

During the forum, Councilor Marivic Co-Pilar, chairperson of the Urban Poor and Housing and Human Settlement Committee of Quezon City Council gave a background on the institutionalization and its legal basis, sourcing of funds and strategies and City Urban Development Legislative Agenda of Quezon City.

DTI intensifies enforcement, Energy Center opens in Davao monitoring amid price freeze

AMBAJAO, Camiguin -- With the imposition of a price freeze, the Department of Trade and Industry (DTI) Camiguin enforcement team intensifies price monitoring and enforcement of Fair Trade Laws (FTLS) among business establishments.

This is to ensure that the goods covered are sold

at prevailing prices and checked on the price and supply situation of goods in various areas in the province.

In view of Proclamation No. 55 issued on September 4, 2016 declaring a state of national emergency on account of lawless violence, the DTI Provincial Office has imposed a 60-day Price Freeze on basic necessities

and prime commodities.

Pursuant to Section 6 of Republic Act No. 7581, The Price Act, as amended, prices of basic necessities are automatically frozen at their prevailing prices or place under automatic price control.

DTI Camiguin Provincial Director Joselito S. Enot urged all business establishments

to abide to the law and cooperate to avoid penalties.

DAVAO City -- An interactive learning center on energy and power has opened its doors to the public.

The Energy Education C e nt e r l o c at e d i n s i d e the 300-Megawatt Davao Baseload Power Plant in Binugao, Toril aims to make energy information more accessible to the visiting public.

It was put up by the Therma South Incorporated ( T SI ) , a s u b s i d i ar y of Aboitiz Power. The EEC has interactive and visual displays particularly relating to the energy sector. There are also exhibits about Therma South and AboitizPower.

“The energy sector is not something that is easily understandable and would usually take time to explain or discuss. However, through the EEC, we intend to help the public understand the

energy sector better through i nt e r a c t i v e a n d v i s u a l displays,” said Sebastian R. Lacson, President and Chief Operations Officer of TSI. The EEC is open to the public every Tuesdays and Thursdays (except holidays) from 9:00 AM to 4:00 PM. Visits to the center are made through an appointment and should be done five working days prior to the visit. There are four slots guests can choose from: 9:00 AM to 10:00 AM; 10:30 AM to 11:30 AM; 1:30 PM to 2:30 PM; 3:00 PM to 4:00 PM. As it is still in its early stages, the center can cater to two tours per day, each visit can accomodate a maximum of 30 persons.

Why do bad things happen to good people?

Think a minute…Why do bad things happen to good people? Why does that kind, honest person who does the right thing get fired from his job? And why does that evil crook become rich and get away with lying and cheating?

Maybe you’ve asked yourself: “If God is so good, then why doesn’t He do something?”

We feel like the little girl who wanted a big new bicycle.

But her father told her no because she had to wait until she was bigger. The girl got angry and said, “Then I want a new Daddy!”

Sometimes when we don’t agree with God we act like that little girl who can’t trust her father, even though He knows much more than her.

He understands that she’s not ready for a big bicycle. But she just thinks her father’s not fair or doesn’t really love her.

Our problem sometimes is that we’re looking for the wrong answer. We don’t believe what God is doing is for our happiness, or that He’s even isn’t listening to us. But He is. In fact, He’s answering needs in your life you don’t even know about!

As one wise person prayed: “God, don’t punish me by giving me everything I ask for.” You see, many times we

But God is trying to help us and make sure we are happy forever. So He’s trying to fix the bigger problem of our heart and relationship with Him our Maker.

Does that mean Jesus do esn’t care ab out our suffering now? No, it’s just the opposite. Jesus cares very much! He knows exactly what it feels like to be hurt and suffer unfairly for something you didn’t do. When God the Son Himself, Who was completely innocent, took all the pain and penalty for our wrongs and sins, He cried out to God the Father: “Why have you left me?” Even Jesus hurst/PAGE 9

-ooo IGNORING OR F O R G E T T I N G G O D’ S ROLE IN SUCCESS AND PROSPERITY: If God’s role in the success or prosperity being enjoyed by anyone is ignored or forgotten, death and destruction are sure to follow, according to Deuteronomy 28:11-14, 19-20: “Be careful that you do not forget the Lord your God, failing to observe his commands, his laws and his decrees that I am giving you this day.

“Otherwise, when you eat and are satisfied, when you build fine houses and settle down, and when your herds and flocks grow large and your silver and gold increase and all you have is multiplied, then your heart will become proud and you will forget the Lord your God… “If you ever forget the Lord your God and follow other gods and worship and bow down to them, I testify

against you today that you will surely be destroyed.

Like the nations the Lord destroyed before you, so you will be destroyed for not obeying the Lord your God.” -ooo TURNING THE NATION AROUND: Many have been scoffing at my insistence that God be placed at the center of government, and His Word fully utilized as a firm guide for official governmental action, and they would have plenty of plausible reasons for doing so.

But then, at this stage of our history as a nation, it is clear we have already tried almost everything to succeed and lift our people from poverty and want. Yet, success has successfully evaded us for quite a long time now. Perhaps, it is time to try one approach which, despite our colonization by Spain for 400 years, was not really tried before.

This is the approach of spirituality, of submitting everything in our lives to God, knowing His Will and His Word, and obeying His command truthfully and sincerely. Who knows, we may yet turn this nation

around!

-ooo HOPE AND STRENGTH IN GOD DURING DISASTERS: In a grave situation such as being hit by super typhoons like Karen and Lawin and Yolanda m u c h , m u c h , e a r l i e r, everyone must find hope and strength in God and in His Word, the Bible.

To those who believe and have faith in Him, His grace will be sufficient to weather out every problem, protecting them from harm and assuring them that everything works out well for those who love Him (Romans 8:28).

It is therefore an act of w i s d om for anyon e c on f ronte d w it h g r ave d anger to imme di ately remember that there is a powerful God (powerful because He created the heavens and the ear th, Genesis 1:1 of the Bible) who dearly loves us (John 3:16) and who did not spare His Son for our sake (Romans 8:32), a God who saved us through the blood of His Son (Ephesians 1:7).

This is the same God who makes all things possible and beautiful (Genesis 18:14, Luke 1:37, Ecclesiastes 3:11),

Simple, shrewd but not complicated Let’s not be daunted by this undeniably difficult combination of qualities we all ought to have. There’s God’s grace to help us. As long as we also do our part, things would just jell.

The fact is that Christ tells it to us very clearly.

“Look, I am sending you out as sheep in the midst of wolves, so be as shrewd as serpents and as innocent as doves.” (Mt 10,16) Indeed, we cannot deny that we are in an increasingly complicated world. There are now many smart people around, quick to rationalize their actions.

This is especially true among our political leaders, who in their quest for power, will do everything—mostly unfair means and reasonings—to gain or keep that power.

But it would be a disaster to us if we respond to this complicated mess with our own version of convoluted self-justifications. This happens when we start thinking, judging, reasoning and concluding without God or, worse, when we think God’s clear commandments are already obsolete, irrelevant, a drag to our interests, etc.

Sad to say, there are now many people who think

that God’s clear laws are out of touch with reality, and so they craft their own ideologies that are mainly based on what is practical, convenient, popular, or what can gain them power, etc.

In history, we have seen many cases like this. There was barbarianism, massive persecution of Christians or people not in agreement with the current administration.

There was Nazism, Fascism, C ommunism and s ome q u e s t i on a b l e f or m s of socialism and capitalism, and now, an un hinge d Liberalism.

What could be worse were those instances when religion was used to precisely go against God’s clear commandments. Some people have gone to the extent of using their religion to justify divorce, abortion, ethnic cleansing, terrorism, etc.

Yes, we have to deal with the complicated and complex situations as they come. That’s what Christ warned us about: “I am sending you out as sheep in the midst of wolves.” But we have to remain simple just the same.

Simplicity is not naivete.

It is not an excuse to escape from the world and to isolate

oneself. It just means we have to know how to stick

by God’s laws no matter how difficult a situation may be.

It’s a matter of conviction that knows how to reinvent itself without compromising its essence as the need arises.

It knows how to be flexible, adaptable and versatile. This is precisely the shrewdness of simplicity.

We get complicated when we detach ourselves from God and would just depend on our own brilliant ideas.

In this case, we become very vulnerable to fall into deceit and duplicity, to having unfair ulterior motives, as we get more concerned with our own interests than with the common good. We get complicated when we are afraid to suffer for truth, justice, mercy, in short, for love of God and others.

Being complicated springs from self-righteousness as well as reinforces it. It can be so bad as to go to the extent of making oneself his own god, creating one’s own reality, his own law that defines what is good and bad, right and wrong.

Being complicated only shows one does not have faith or, at least, has a weak or distorted faith. That’s why he considers the word of

Kapihan sa Department of Education Launched W

ith the presence of the TriMedia, City School Division Heads and key personnel, Presidents of PTA and PTA Federation Officers of the City Schools Division in Cagayan de OroDepartment of Education 10 had successfully launched the “KAPIHAN SA DEPARTMENT OF EDUCATION last October 14, 2016.

Spearheading the Kapihan was Dr. Reynaldo E. Manuel, Jr., together with the Assistant Schools Division Superintendent, Rosalio R. Vitorillo Chief of SGOD, and CID Chief Mary Ann M. Allera.

“Kapihan sa DepEd” of the City Schools Division in Cagayan deOro is a bimonthly forum and venue to address the different issues, concerns and memoranda issued by the City Division to the schools such as the regulated and or banning of the usage of cell phones of the students in school premises, disciplinary measures to students that should be coupled with kindness, care, love and utmost attention.

Kapihan also discussed the handling of the occurrence of infectious diseases that besieged to some schools of the city.

The utmost security of the

students and teachers with regards to recent morbid incident which occurred and witnessed by students in a school in the city.

Furthermore, Kapihan sa DepEd is also a venue to discuss positive and proactive measures to filter news and for the reporters to pass to proper channels when reporting to protect, the institution, the community, the teachers, individuals and the students as well – and the sensitive issue on the menace of drugs that are a threat to the students, school personnel of the different schools of the city.

DepEd taps Globe as partner for Adopt-A-School Program

HE Department of Education (DepEd) has tapped leading telecommunications company Globe Telecom as an official partner for the Adopt-A-School (AAS) Program which aims to provide quality and relevant education to the Filipino youth through private sector participation.

The AAS Program enjoins all private entities to assist public schools in areas such as infrastructure, health and nutrition, teaching skills development, computer and science lab equipment and learning support. To this, Globe responded with its Global Filipino School (GFS) program, a longterm education initiative designed to transform select public schools into centers of excellence in Information and Communications Technology and innovative teaching methods.

“We need all the help we can get from the private sector so that our public schools, especially the less privileged ones, may still receive assistance outside the mainstream funding and the national budget. Thus, we are glad to see a big company like Globe showing concern and desire to improve the status of education in the Philippines.

We hope that this will further inspire other companies to join this undertaking,” said Tonisito M.C. Umali, Esq., DepEd Assistant Secretary for External Partnerships Service.

The AAS Program caters to less privileged schools with limited resources but have very large student population.

Most of them experience classroom shortage, insufficient textbooks and instructional materials and overcrowding. Schools in low-income municipalities but have high performing students are also given consideration.

“It is Globe Telecom’s purpose to create opp or tunities that will allow people to overcome challenges and make their dreams come true. With this in mind, we continue to align our programs with the priority plans of DepEd to provide world class education to more public schools nationwide. Globe is targeting at least 221 public schools representing the 221 DepEd school divisions nationwide by end of the five-year expansion period. By the end of the year, Globe expects the GFS Program to be implemented in 60 untapped divisions in the National Capital Region, CALABARZON, Central Visayas, Northern Mindanao, and Davao regions representing 60 schools with combined student population of about 90,000.

The GFS Program was initially piloted by Globe and DepEd in Bilar National High School four years ago and is now present in 20 public schools nationwide.

With the positive feedback received from its initial implement at ion, Glob e decided to roll it out in all DepEd divisions within five years beginning 2016.

PHL boosts e-vehicle industry THE Philippines is strengthening its electric vehicle (e-vehicle) industry to attract more investors to make the country a hub for e-vehicle manufacturing in the region.

During the inauguration of Mobility as a System (MaaS) Project Thursday, Board of Investments (BOI) Executive Director Ma. Corazon HaliliDichosa told reporters that the country should adopt the use of e-vehicles to create demand and attract investments in this sector.

“The more demand, the more encouragement for local operators to adopt the use of e-vehicles and hopefully more production in the country.

The more experience we have also in production would also allow us to attract more investments to pour into the e-vehicle manufacturing,” Dichosa said.

Us e o f e - v e h i c l e s throughout the country will help mitigate air pollution coming from automotive vehicles, she pointed out.

To boost the e-vehicle sector in the country, Japan’s New Energy and Industrial Technology Development Organization (NEDO) and Japanese IT service provider Softbank Corp. partnered with the BOI in rolling out 50 units of e-tricycle or e-trike in Intramuros, Manila.

NEDO is funding PHP550 million for the two-year demonstration project. The funding covers 50 e-trike units locally manufactured

by BEMAC Electric Transportation Philippines, Inc. and 17 charging stations installed at Club Intramuros.

Each unit carries IT solution of Softbank, a Tokyobased technology company.

Operation Inc. is the operator for the 50 units, with the Intramuros Administration as par t of the steering committee that will monitor the implementation of the project.

NEDO has implemented the same project in Putrajaya, Malaysia but utilizing e-buses.

Dichosa mentioned that aside from e-trikes, the government is open to collaborate for the same project using different mode of transport such as e-jeepney and e-buses.

Prior to this, 3,000 e-trikes are targeted to be rolled out in the country with the project of the Department of Energy and the Asian Development Bank.

Some local government units also target to establish “green cities” to encourage the use of e-vehicles as public transport.

Areas such as Makati City, Filinvest City in Alabang, Bonifacio Global City in Taguig, Las Piñas, Iloilo, Bacolod, Muntinlupa and campuses like Ateneo de Manila University and De La Salle University have started to use e-vehicles.

“With projects such as the MaaS, we hope to make PH an EV manufacturing hub in Southeast Asia. We hope that more local and foreign investments will come and make the country their production base, thus create around 100,000 in new jobs for Filipinos,” Dichosa noted.

To boost investments in this sector, the BOI has included the manufacture of e-vehicles and e-vehicles components in the Investment Priorities Plan 2014-2016 in which qualified entities are entitled for fiscal incentives.

SCHOOL TARDINESS/ ABSENTEEISM - AN ISSUE

School absenteeism, also referred as school refusal and truancy, has been of concern to schools, today, absenteeism remains a serious problem that continues to plague in most of Philippine schools and even outside the country t h at pr i m ar i ly br i ng s negative impact to the youth and their futures.

In school, absenteeism also has an impact on the learning environment and the climate of the entire school. As schools try to meet the requirements of No Child Left Behind and the Education for All, student academic a ch i e ve m e nt b e c om e s a crucial part of these s t a n d a r d s . H o w e v e r, schools are faced with challenges that may hinder overall student success.

Some public secondary schools are struggling with student tardiness and absenteeism.

There is no perfect and appropriate approach that can be employed by classroom implementers to incline the student’s academic achievement when absenteeism is the issue. Studies reveal an inverse relationship exists between absenteeism and

test scores of student. Truly, this is causing headache t o t e a c h e r s an d h ave caught the attention of school administrators.

With these growing cases, teachers make every effort to somehow reduce this delinquency to intervene the problem. Unfortunately, to date researchers have not been able to locate a systematic review of interventions intended to increase school attendance in primary or secondary school since there are also varied reasons of its occurrence. But, in some schools teachers are conducting home visitation to increase student attend anc e i n s cho ol.

The Drop Out reduction program of some public schools is also an endeavor to lessen the prevalence of absenteeism by adopting and catering the financial needs of the learners to attract them back to school.

BSP reminds public deadline to swap old paper bills

HE Bangko Sentral ng Pilipinas (BSP) o n We d n e s d a y reminded the public about the December 31, 2016 deadline to swap holdings of New Design Series (NDS) paper bills.

In a briefing, BSP Deputy Governor Diwa Guinigundo said about 10.5 percent of paper bills in circulation to date belong to the NDS and these amounted to about P26.1 billion.

In terms of pieces, the number of NDS that are currently in use total to about 305.4 million.

The central bank started to remind the public about the demonetization of NDS in 2015, five years after it issued bills included in the Generation Currencies (NGCs).

NDS were issued since 1985 and had monetary value only until December 31, 2015.

Holders of NDS can still exchange NDS paper bills at face value in banks, the Cash Department of the BSP and the various BSP offices

nationwide.

The BSP has extended the deadline for swapping of NDS for banks that have old series paper bills deposited to them and for Offices of Municipal/City/Provincial Treasurers.

From the end-December 2016 initial deadline authorized agent banks and the treasurers of local government units (LGUs) are allowed to exchange NDS until March 31, 2017.

Clerks of Courts and law enforcement agencies were also given an extension to swap their NDS from endDecember 2016 to January 31, 2017.

“NDS notes that are subject of court cases can be exchanged within six months after the corresponding legal cases have been terminated,” the BSP said in a statement.

Overseas Filipino workers (OFWs) are also allowed to swap their NDS holdings outside of the period given to the public.

OFWs are required to register their NDS holdings

The NDS holdings can be swapped within a year after the registration.

OFWs are allowed to swap up to P50,000 worth of NDS holdings in line with the 11th foreign exchange liberalization of the central bank.

“For t hos e w ho are situated in war torn countries, the deadline for exchange is extended to 31 December 2017. There is no need for them to register,” the BSP said.

As of October 17, there are about 30 OFWs who have registered their NDS holdings with the central bank.

The latest demonetization of old series paper bills is being done three decades after the central bank issued the NDS. Under Section 57 of Republic Act (RA) No. 7653 or the New Central Bank Act, the BSP may replace notes of any series that are

more than five years old and coins that are more than 10 years old.

The BSP defines demonetization as “the process of removing the monetary value of a legal tender currency by the issuing authority.”

Demonetized currencies will no longer be accepted for payment of goods and services.

Guinigundo said only paper bills are included in the latest demonetization.

“It w a s d e l i b e r at e on our part to separate demonetization of bills and coins at the same time,” he explained.

The central bank official said they have also started to study the possibility of limiting the denominations currently issued.

“We have assessed the need to streamline the number of denominations that we have,” he said, citing that any decision on this will be based on demand.

Guinigundo, however, declined to elaborate.

Mr. Gordon said the SSS would not need to be provided with government subsidy should the pension hike be approved.

Card Pioneer Launches Micro Crop Insurance for Farmers

ARD Pioneer Microinsurance Inc (CPMI), a leader in non-life microinsurance, unveils today Binhi Crop Insurance Program.

The product was developed by CPMI and the International Finance Corporation (IFC) to help both farmers and Micro Finance Institutions (MFIs). With the protection of crop insurance, farmers are better able to weather the adverse effects brought about by calamities. The risks of the farmers are better protected, thus giving the financial institutions a better incentive to lend to these farmers.

Geric Laude, CEO/ President of CPMI says, “The good news is that farmers are spared from worries because now they can get much needed relief and are able to pay back their loan in case their crops get damaged by typhoons

or flood. We are also excited to add value to the crop insurance sector by implementing our standard of fast and efficient claims settlement.”

The crop insurance will initially be offered to members of CARD Mutually Reinforcing Institutions (CARD MRI). It aims to reach out to as many as 200,000 farmers by end of 2018. After its pilot run, Binhi Crop Insurance Program will be made available to other farmers and partners across the country.

A joint venture between CARD MRI and Pioneer, CPMI intends to develop and deploy relevant and affordable non-life microinsurance products. IFC, a member of the World Bank Group is the largest global development institution that collaborates with the private sector in developing countries to create opportunities for

all.

Laude adds, “The launch of Binhi Crop Insurance Program is consistent with our company’s mission to lend support to the country’s marginalized sector. In effect, by supporting their livelihood, we help farmers improve the quality of their lives.”

As a symbol of solidarity, Commissioner Emmanuel Dooc from the Insurance Commission, Dr. Jaime Aristotle Alip from CARD MRI, Ms. Yuan Xu from IFC, and Mr. Lorenzo Chan, Jr. from Pioneer were present during the press launch.

ast October 15, 2016 was the momentous opening and launching of the Stuart Brothers Craft Spirits Co. Inc. Brewery, the home of the best FAT PAULY’S HANDCRAFTED ALES & LAGERS in Mindanao and in the country today.

BDA, a development arm of the Moro Islamic Liberation Front (MILF), has implemented the “Program for Local Economic Development through the Enlightened Governance and Grassroots Empowerment (PLEDGE)” which started in 2013 to support the families affected by the armed conflicts.

During the opening of the two-day PLEDGE Fair and Inter-agency Meeting at the SM Davao here Monday, Julhaina E. Cadon, PLEDGE program coordinator of BDA, told reporters that they are bringing the products to the city to expose their delicacies, crafts, and furniture to the mainstream market.

“The beneficiaries are those individuals who are caught in the crossfire between the government (GPH) and the MILF,” she said.

Half of the beneficiaries are into food processing while the other half are into furniture-making and garments.

The support extended include, among others, fish processing, Halal bakery, dried fish making, rice and corn support facilities and production, Maranao d e l i c a c i e s p ro d u c t i o n , furniture-craft making, crab fattening, bamboo craft-making, and banana processing.

She said that the PLEDGE was intended to support the Moro and the Lumad families get better livelihood and access to services, build capacities of the Bangsamoro people, and build social unity among communities.

She said they provide the beneficiaries equipment, allow them to identify what enterprise they would like to invest in, and train them on how to create a business plan to do business more efficiently on their own.

“We have two approaches.

First is the community empowerment. We empower the community to plan, to decide, and implement their own program. It’s an open menu. Second is capacity building, so we do the business enterprise trainings, how to prepare a business plan,” she said.

She said that PLEDGE includes families, whether Moro, Lumads, and settlers who are affected by the decades-long armed struggle in Mindanao.

From December 2013 to October 2016, the BDA has supported a total of 4,853 direct and indirect beneficiaries and reached 11 conflict-affected communities in six regions such as Central Mindanao, Davao, Lanao, Southern Mindanao, and Zamboanga Peninsula.

The BDA has partnered with Mindanao Trust Fund (MTF) and the International Labour Organization.

The MTF has s e ven donors such as European Union, Swedish International Development Cooperation Agency (SIDA), Australian Aid, Canada, World Bank, USAID, and New Zealand Cadon said that this program intends to form commjunity-based enterprise, transform local resources into high value products, and create sustainable supply and value chains.
